everybody's

community

it
is
under
new
direction.

took
it
up
the
sword
so
to
speak
in
October
from
when
we've
had
it
in
the
past
from
other
options,
and
we
are
having
a
great
time
and
we're
looking
forward
to
continuing
what
we
do
for
those
that
don't
know
me.

veteran
teacher
for
the
city
of
Oldsmar,

Miss
Suda's
dancers
and
I've
been
very
honored
to
take
on
this
opportunity
to
take
over
the
theater
and
take
it
up
a
notch.
For
us,
many
of
our
local
communities
are
doing
full-on
popular
musicals,
including
tarp
and
spring
safety
Harbor,
and
it
was
my
honor
to
help
see
us
into
that
next
step
with
our
own
theatre
as
well.
We
want
to
invite
council
and
staff
and
community
to
hopefully
come
out
and
see
our
show.
It
is
at
7:00
p.m.
on
January
18th.

we
will
be
accepting

great
committee
behind
us
to
do
a
production
like

we've

is

hyenas

Yvonne

plays

scar
character,

she's
our
villain
as
well.

Zayne
is
handling
our
Simba
part,
both
young
and
old.
So
you
will
see
him
transform
into
an
older
Simba.
Miss
Chase
is
doing
actually
our
Rafiki
part,
so
she
opens
our
show
with
a
beautiful
voice,
we're
all
learning
how
to
sing
African.
Aren't

parents,

we
have
Madison,
is
playing
our
Timon
and
they're
and
Pumbaa
next
to
her
with
Miss
Abigail,
and
they
are
also
doubling

some
other

there

we've

charitable
organizations
in

we're
going

mega
mixer,
which

of
them
are
signed
up
to
be
there.

community

visit
all

charities

to
see
how
they
can
get
involved.

what
we
decided
to
do
was
that
the
high
school
kids
are
involved
in
Bright
Futures.
They
have.

push

tremendous

them
as
a
resource
for
them
to
actually
go
find
trading
partners

parts

the

their

with
the

stipulation

parties
agreement

three-way
agreement
between

CSX

crossing

included

Exeter
crossing
and
the

close,

Exeter
crossing,
the
railroad
arms
that
were
at
Forest
Lakes
and
a
railroad
crossing
to
be
closed
and

Basically,
there's
a
CSX
rule
that
if
you
want
a
new
crossing,
you
needed
to
close
three
and
then
in
July
2016.

legislature
had
granted
one
point:
five
million
dot
million
dollar
state
appropriation
in
the
August
2016,
the
design
of
Burbank
roadway
extension
was
begun
by
George

young,
which
is
our
engineer
of
record
and
then
in
March
2017.
That's
when
we
discovered
the
Florida
gas
and
transmission
gas
line
that
was
in
conflict.

we
took
the
construction
agreement
with
CSX
to
Council
and
approved
it,
but
that
wasn't
returned
until
April
2019
to
us,
because
in
February
2000
19
CSX
notified
the
city
that
a
maintenance
agreement
would
be
required
in
order
to
have
our
construction
agreement.
So
in
March
2019
we
I'm
gonna
go
out
of
order
for
a
second
that
we
enlisted
representative
gospel
eraqus's
help
to
help
us
get
through
the
CSX
issues,
but
in
March
2019.
We
also
submitted
our
design
documents
to
F
dot
for
approval
and
received
minimal
comments
in
April.

our
executed
construction
argument
from
CSX
June
2019.
We
received
our
main
disagreement
from
CSX
july
2019.
We
were
able
to
record
our
easement
with
Pinellas
County,
which
is
over
the
railroad
crossing
in
September
2019.
The
city

over
70
comments
from

dot
over
our
plans
and
the
construction
documents,
so
we
began.

Work

our
engineer
record
to
get
them
an
agreement
in
a
work
order
and
then
just
right
before
Christmas.

got
our
draft

design
plans
back
from
them
which
I
went
through
and
commented
so
our
next
steps.

came
up
is
we
need
to
finalize
all
of
our
temporary
construction
easement
because
they
expired.

really

this

council
city
manager,
on
march
12
2019,
the
voters
of
Oldsmar
approved
a
referendum
authorizing
the
city
to
have
the
ability
to
grant
ad
valorem
tax
exemptions
for
certain
new
businesses
and
certain
expanding
businesses.
Meeting
qualifying
state
criteria
in
accordance
to
florida
statute
in
1996
point
1995,
so
on
page
26,
your
packet
I
just
wanted
to
take
a
moment
to
go
through
some
of
the
qualifying
criteria.
What
does
that
mean?
So
the
first
criteria
that
the
city's
proposing
is
that
it
would
be
a
hundred
percent
annual
maximum
ad
valorem
tax
exemption.
O
The
statute
provides
for
up
to
a
hundred
percent,
so
we
do
have
the
ability
to
have
less
than
a
hundred
percent.
The
second
criteria
is
a
5-year
maximum
exemption
period.
These
two
kind
of
go
hand-in-hand.
The
state
statute
allows
for
up
to
a
ten
year
maximum
exemption
period,
so
we've
selected
a
combination
of
a
hundred
percent
annual
maximum
ad
valorem
tax
exemption
and
a
five
year
maximum
exemption.
This
is
consistent
with
with
some
of
our
neighbors.
They
they're
they're,
really
clear.
Water
has
a
seventy
five
percent
maximum
for
ten
years.

Tampa
has
a
seventy
five
percent
maximum.
For
ten
year,
st.
pete
has
a
five
year
limitation
and
the
county
has
the
full.
So
as
the
applications
come
forward,
the
the
subsequent
ordinances
are
designed
to
to
be
flexible
with
the
applicant,
depending
on
the
amount
of
jobs
and
the
types
of
jobs
and
the
wage
rates
for
those
jobs.
The
the
next
criteria,
one
hundred
one
hundred
thousand
minimum
capital
investment.
The
statute
allows
us
to
consider
that
the
the
criteria
is
number
four
and
five
number
four
is
that
the
job
creation
requirement
is
required
by
state
law.

Manufacturing
requires
a
minimum
of
ten
jobs,
so
these
are
now
minimums
qualified
target
industries
is
ten
jobs.
Businesses
with
sales
as
25
jobs
office,
not
in
target
industry,
is
50
jobs,
so
that
is
a
minimum
requirement
that
the
businesses
would
have
to
be
meet
either
new
or
expanding,
and
then
the
last
one
is
average
wage
requirement,
so
Enterprise
Florida
publishes
county
by
county
average
wage
rates
every
year.
So
currently,
just
so
you
you
get
a
feeling.
It's
it's
forty,
seven
thousand
two
hundred
and
seventy
three
dollars
is
an
average
wage
rate.

So
your
so
you're
looking
at
you
know
a
a
company
that
would
either
expand
or
be
new
same
to
manufacturing
would
have
to
create
ten
jobs,
and
then
they
would
have
to
create
an
average
wage
requirement.
Forty
seven
thousand
two
hundred
and
seventy
three
dollars
in
the
year
that
it's
granted
so
that
number
fluctuates
every
year.
The
enterprise
Florida
comes
out
with
a
new
rate,
any
questions
so
far,
but.

to
do

is

referendum
passed.
The
voters
voted
in
favor
of
will
call
this
adding
this
economic
development
tool
to
our
toolbox.
What
we're
asking
council
to
do
tonight,
Phylicia
described

recommended
parameters
of
the
program,
is
the
ordinance
establishes
what
those
rules
are.
If
it's
going
to
happen
here,
there's
actually
two
more
steps
to
this.

Once
the
ordinance
is
established,
it's
in
the
code,
then
an
applicant
would
make
an
application
to
ask
to
be
approved
for
it
step,

and
then
council
approves
that
it's
based
on
a
negotiation
for
the
specifics
of
the
program.
So
all
we're
doing
tonight
is
asking
council
to
outline
in
the
benefit
sense,
the
maximums
and,
in
the
requirements
sense
the
minimums
for
what
the
ordinance
is
going
to
look
like.

our
discussions,

we're
going
to
see,
which
is
on
the
tentative
agenda.

them

worried

choice

too
bad,
that
we

home
rule

and
then

love
that
the

wage
has
to
be
greater

working

paying
people
more
money,

think
it's

good

they
didn't
go
to
the
maximum
that
they
kind
of
did

then
they
did
it
for
five
years.

trust
what
they
came
up
with.

piggyback
on
top

the
timeline

That
kind
of
indicates
we're
getting
started
on
the
process
to
actually
go

construction

Burbank
Road
extension
project.

involves

construction
of
Burbank
Road
from
Tampa
road
through
the
CSX
transportation,
railroad
right
away,
which
we've
heard
plenty
about
all
the
way
to
double
this
road.
We
call
a
punch
through,
in
addition
to
the
roadway,
the
project
includes
curb
and
gutter
storm
sewer,
sanitary
sewer
and
a
10-foot
wide
pedestrian
trail
and
sidewalk.
The
design
and
contract
plans
were
prepared
by
George
F
young
Incorporated.

construction
of
this
project
is
funded
through
the
state
economic
development
Transportation
Fund
drmp,
which
is
the
name
of
the
firm
that
we've
selected,
will
be
providing
construction
engineering
inspection
services.
City
Council
has
appropriated
1.5
million
dollars
in
fiscal
year
2020
budget
for
funding,
as
was
previously
mentioned,
that's
the
state
appropriation.

manager

demolition
of

Fairfield
Street
due
to
health
and
safety

learning

It
was
wonderful

talk

it's

important
it

we're
gonna

resilience

We
had
all

the
bids
come

today

nine
out
of
ten
of
the
most
vulnerable
counties,
two
hurricanes

climate
change

sea
level
rise
and
everything

entire
country.

out
of
ten

them

in
the
state
of
Florida
and
Pinellas.
County
is
number
15,
the
15th
most
vulnerable,
so
seeing
the
professors
in
the
scientist
and
the
leaders

the
state
level

local
level

the
county
level,
all
collaborating
together
to
work
on
this.

really
important

I'll
talk

about
it

but

bring
up
the

they

their
talents
in
a
flood
zone,
were
ten
square
miles.

they

they've
already
done
a
lot
of
their
resilience,
adaptations
and
everything,
and
now
the
value
of
their
real
estate
has
gone
up
because
of
what
they
did.

for
the
climate,
it's
also
for

economy,

it
was
just
it
for
me.
It
was
like
Christmas
because
you
all
know
I'm
a
tree
hugger
and
I
love
that
kind
of
thing,
and
so
I'm
really

the

tomorrow

appreciate

where
we
might

a

small
