reflect
that,
pursuant
to
the
governor's
executive
order,
not
requiring
councils
to
meet
City,
Council's
or
Commission's
to
municipalities,
I
should
say
not
requiring
them
to
meet
in
person
and
our
vice
mayor
having
just
returned
from
a
cruise
is
doing
self
Corney
quarantine
for
14
days
and
she
is
joining
us
telephonically.
She
was
right
here
next
to
me
all
right
with
that.

given
us
the
power
to
clearly
discern
right
from
wrong
olara
words
and
actions
to
be
governed,
thereby
and
by
the
laws
of
this
land,
we
asked
for
inspiration
to
strive

endeavors

Also
I
want
you
to
note
that
in
section
6
of
the
resolution
there's
specific
language
in
here
it
allows
the
mayor
and
authorizing
the
mayor
to
extend
the
duration
of
the
declaration
of
emergency
in
seven-day
increments
by
Proclamation,
upon
request
from
the
city
manager
as
the
primary
city
executive
responsible
for
emergency
management.
The
reasons
for
this
is
that
under
state
statute,
you
must
need
every
seven
days
in
other
word
in
in
order
to
keep
extending
the
emergency
were
in
this
way
by
adding
this
language
into
the
resolution.

that
you
meet
that
requirement
so
long
as
the
city
manager
requests
it
and
the
mayor
can
authorize
it.
It
will
continue
on
and
seven-day
increments.
The
reason
that
you
do,
that
is
that
the
state
statute
requires
you
to
do
that
if
you're
going
to
eventually
request
funding
from
the
state
or
the
federal
government,
and
that's
the
reason
why
it
is
in
there.
So
with
that
I'd
be
happy
to
answer
any
questions
if
you

otherwise,

Before
we
adjourn
we

our
meeting
tomorrow,
we're
going
to
try
to
keep
really
straight
to
the
business.
The
best
we
can.
We
will
spend
more
time
talking
about
kind
of
an
update
as
it
relates
to
the
virus
all
right
at
our
patients,
a
as
it
relates
to
what
all
is
being
done
here
in
the
city.
I
did
attempt
to
communicate
with
everyone
this
weekend,
certainly
nothing.
We
were
voting
on,
but
actions
that
have
been
taken.
So
everybody
is
in
the
loop
on
what's
happening.

give
you
just
kind
of
a
real,
quick,
brief
update.
You
know
we
have
had
these
County
calls
every
day
at
1:00.
The
one
today
centered,
mostly
around
the
discussion
of
stay
at
home
order,
and
it
sounds
like
it
is
a
possibility
that
the
county
may
go
ahead
and
issue
that
order,
especially
if
Hillsboro
all
does
so.
There
were
meeting
they
may
have
already
done
it.

Don't
know
they
do.

will
tell
you
that,
from
my
perspective,
I
did
suggest
to
the
County
Administrator
that
that
the
Commission
explore
language
that
would
exempt
businesses
whose
model
does
not
require
access
from
the
public,
with
a
great
deal
of
thought
being
put
into
the
manufacturing
community,
provided
that
they
could
still
provide
safe,
distancing
social
distancing
as
a
practice,
and
so
that's
what
I'm
gonna
ask
our
city
attorney
to
maybe
assist
in
some
language
that,
but
there's
a
lot
of
other
things
to
be
considered.
You
know
automotive
repair,
so
much
cars
broken,
they
need
a
fixed.

comes
in
central.
We
have
I've
heard
from
the
CEO
of
one
of
our
companies
here
who
recently
just
just
opened
here
and
there
they
provide
network
equipment
for
companies
and
has
told
me
that,
with
some
of
the
changes
taking
place,
that
brand
new
equipment
is
not
coming
in
readily
accessible
from
overseas
and
they
have
just
been
crazy
busy
with
people
requesting
emergency
equipment
because
networks
fail
everyday.
As
you
know,
and
so
these
are
the
types
of
things
that
support
our
infrastructure,
that
need
to
be
try
tempted
to
taken
into
account
and
so
on.

she
said:
she's
gonna
put
it
on
the
list
and
hopefully
get
them
exempted,
because
people
still
need
their
pet
food,
they
need
their
pet
medicine,
they
need
I
spoke
to
the
manager
of
munchies
today
and
she
said
she'll
set
up
outside.
She
said
she
she
wouldn't
even
need
people
to
come
in.
She'll
do
orders
outside.
So
that's
another
thing
that
a
lot
of
people
might
not
think
about,
but
our
pets
are
gonna
be
needed
to
be
taken
care
of
as
well.
Absolutely.

anyone
else
so,
just
as
an
FYI,
as
you
probably
have
already
seen
that
the
state
has
closed
state
parks.
We
were
told
on
a
call
today
that
they
view
many
of
the
boating
locations
as
if
they
are
state
parks,
because
they're
state
owned
for
example.
Example:
three
worker
bar,
which
for
those
of
you
who
are
not
boaters,
it's
not
actually
a
bar,
it's
a
sandbar,
but
that
there
had
just
probably
one
of
the
busiest
boating
days.

They've
had
in
years
was
this
weekend,
and
so
you
have
boats
tied
up
to
boats,
and
you
know
kind
of
defeating
the
purpose
of
social
I
will
tell
you
all
this
at
this
point.
It's
not
my
intention
to
close
the
city
parks.
I,
don't
believe
that
we
have
an
issue,
our
citizens.
If
you
were
driving
at
all
this
this
weekend,
you
saw
that
our
citizens
were
out
in
the
parks,
but
I
did
not
see
one
case
where
people
weren't
being
responsible
and
applying
the
social
distancing
guidelines.

so
you
know,
we
have
asked
our
Essos
that
if
they
see
it,
let
them
you
know
remind
them
of
it,
but
we
don't
have
a
problem
with
it
and
therefore
I
think,
as
most
I
think
agree,
enabling
our
citizens
to
be
able
to
go
out
and
ride
their
bikes
and
enjoy
that
I
think
it's
probably
good
for
mental
health,
and
so,
unless
something
changes
dramatically,
it
is
not
my
intention
to
take
that
action.
I
will
tell
you,
because
I
have
received,
calls
about
it.

executive
order
that
I
signed
related
to
closing
the
flea
market
when
I
spoke
to
them.
You
know,
and
so
you
know,
my
approach
is
I
contact,
any
business
impacted
by
any
order
that
we're
going
to
sign
and
discuss
what
their
mitigation
plan
currently
is.
What
are
they
doing?
I
have
had
people
say
to
me
were
just
waiting
to
see
for
you
to
tell
us.
We
have
to
close,
which
isn't
really
a
plan,
but
and
I
would
say
that
the
flea
market
kind
of
fell
into
that
category,
and
so
we
took
that
action.

let
them
know
the
order
was
effective
on
Friday
at
five
o'clock.
We
told
them
Thursday
morning,
I,
understand
and
I'm
sure
there
were
reasons
for
it.
It
wasn't
communicated
to
those
vendors
till
1:00
o'clock
on
Friday,
and
so
we
did
have
some
people
who
were
a
little
bit
upset
that
they
weren't
given
any
real
notice.
Of
course,
it's
an
emergency
situation.
Normally
emergencies
don't
have
a
whole
lot
of
notice
to
them.
Unfortunately,
my
question
to
those
vendors
was
how
on
earth
would
you
think
you'd
be
responsible
for
your
employees
and
customers
to
stay
open?

Anyhow,
that's
really
the
question
that
should
asked
not
why's
the
mayor
doing
those,
but
in
any
event
so
on
all
people
had,
but
all
in
all
people
have
been
extremely
cooperative
and
supportive,
and
so
you
know
that's
all
you
can
ask,
and
the
business
community
certainly
has,
but
we
are
not
insensitive
the
impact
to
our
economy
and
the
long
view
of
where
we'll
be
afterwards,
and
so
we'll
talk
more
about
that.
