mask
at
the
meeting.

will
tell
you
it's
kind
of
difficult,
sometimes
to
talk
you
when
you
have
your
face
mask
on.

gentlemen,
my
name
is

reside
at
36,

Shore,
Boulevard

West
oldsmar
unincorporated
I
am
adjacent
to
the
pond
that
you
annex
last
year.
So
there's
the
possibility.
I
might
solicit
to
be
annexed
into
this
city,
but
I'm
here
tonight
to
question
my
water
bill
received
from
June
of
six
hundred
and
eighty
three
dollars
and
change.

I
got
the
bill
on
626,
a
Friday
couldn't
come
to
the
water
department
until
Monday,
the
29th
and,
of
course,
I
expected
the
typical
response.
You
know
when
I
said
hey:
over
the
past
year,
I've
paid
you
nine
hundred
sixty
six
dollars
and
seventy
five
cents
at
an
average
of
eighty
seven
dollars
and
eighty-eight
cents
a
month.

Now
this
month
it's
six
hundred
and
eighty
three
dollars
and
23
cents
I
think,
but
they
said
I,
don't
understand
that
so
the
customer
service,
lady,
initially
hit
me
with
well
you've,
got
toilets
and
faucets
that
are
leaking
and
that's
causing
your
Bell
to
go
up.
She
wasn't
aware
that
I
had
two
meters:
I
have
one
from
my
home
and
one
from
my
irrigation.
My
home
was
$43
and
I.

Well,
I
checked
all
six
zones
and
I
don't
have
any
sprinklers
that
are
malfunctioning
or
I
would
have
fixed
them,
and
I
turned
all
six
zones
off
and
I
checked
the
meter
and
the
meter
wasn't
moving
so
I
think
I
kind
of
refuted.
Those
two
arguments
and
I
felt
strongly
that
my
bill
had
been
estimated
for
at
least
six
months
of
the
past
year.

lady
told
me
this
morning
the
supervisor
that
the
only
time
my
bill
has
been
estimated
other
than
the
past
two
months
was
when
Elin
was
here
and
that
was
back
in
2017
now.
That
brings
me
to
a
concern
that
I
have
because
I
didn't
know
how
long
the
meter
readers
had
been
furloughed.
All
right
and
I
talked
to
three
different
people.
I
talked
to
two,
ladies,
this
one
yesterday
and
one
this
morning
and
I
talked
with
Cindy
a
couple
of
times.

Cindy
told
me
they
were
furloughed
or
I'm,
sorry
reassigned
on
April,
May
and
June,
and
the
lady
yesterday
told
me
it
was
May
and
June
and
supervisor
this
morning
told
me
it
was
April
and
May.
Okay,
so
I
got
three
different
answers
from
three
different
people,
but
the
as
I
understand
with
Cova
19
why
they
were
reassigned
and
not
reading
meters.

when

have
an
average
bill
of
$88
over
the
period
of
the
year
and
all
of
a
sudden,
you
got
683
dollars
and
you
refute
the
faucets
toilets
and
so
forth,
and
the
sprinkler
head
and
I
failed
to
mention
one.
She
said
you
have
a
broken
line
in
the
backyard:
that's
leaking
water
into
the
bay
and
you're,
not
aware
of
it.

regularly
and
I
have
a
large
zero
degree
turn
mower
and
if
there's
a
broken
line
back
there,
it's
going
to
be
wet
I'm,
going
to
sink
down
and
I'm
going

know
about

again,
I
felt
that
I
refuted
those
I
want
you
to
pay
attention
to
this.

I'm

paid

been

willing

honestly
feel

municipality
has
a
situation
where
you
reassigned
your
people.

the
problem
that
was
generated

think
was
from
estimating
my
bill
and

charging

percent
surcharge
and
there
was
a
suit
filed
and

law
only
allowed
for

percent.

got
a

check
from

that

house
he
got
the
money
right
and
I
had
a
problem
with
the
Red
Lake,
but
that
has
nothing
to
do
with

want

be
able

trust

city

looking

constituents

get
water

someplace
else,
we
would
unfortunately
we're
stuck.

feel
like
we
should

hook

something

the
water
department,

an
employee
who
did
read
the
meters
wrong
or
whether
it

something
else

feel

there
needs
to

some
type
of
an
internal
investigation,
or
maybe
we
need
to
have
an
auditor
come
in
and
check
things
out.

there's
almost

we
find

voice

political

It
is
correct
that
when
kovat

first
became
so
prevalent
and
an
issue
for
our
community,
one
of
the
moves
that
we
made
was
to
start
estimating
water
out
of
a
concern
for
a
our
meter
readers
and
be
our
citizens,
because,
when
they're
out
and
about
they
come
in
contact
and
quite
candidly
I,
don't
believe
any
of
us
felt
comfortable
knowing
about
where
we
were
at
with
the
spread
and
I
will
tell
you.
That
was
a
decision
that
we
made
here
in
City
Hall.
It's
one
that
I
still
support.
A
That
was
the
right
one
at
the
right
time.
Having
said
that,
I
think
a
couple
of
things
has
transpired
number
one.
We
went
with
the
estimating
and
clearly
I,
don't
know
whether
the
estimating
that
was
done
was
too
low
or
that
there
is
this
change
with
some
and
not
everyone,
because
this
has
impacted
people
who
don't
who
are
retired
as
well.

However,
it
went
undetected
at
this
point
that
doesn't
matter
what
matters
is
getting
things
resolved
and
that
is
there
is
some
mechanism
within
our
fee
structure
that
will
kick
people
in
to
a
higher
rate
based
on
usage,
and
so
we
think
that
this
has
probably
impacted
some
people.
The
city
right
now
is
going
through
identifying
everyone
who
that
falls
in
that
category
and
the
intent
is
to
credit
them.
That
difference
what
they
should
not
have
been
built
that
we
can
find
from
going
through
that
process.

It's
the
city's
intent
to
say,
okay,
you
did
in
fact
use
the
water
we're
happy
to
spread
that
amount
over
a
few
bills
because
it
was
estimated,
but
then
there's
also
I'm
sure
some
folks
and
we've
come
across
some
where
we've
come
out
and
done
some
testing
and
realized
that
there
was
some
leakage
taking
place
and
those
those
accounts
were
more
than
willing
to
work
with.
If
someone
doesn't
fall
into
any
one
of
those
categories.

Nobody
is
going
to
be
shut
off
because
of
a
bill
that
they
don't
owe
right,
so
give
us
the
opportunity
to
go
through
this.
This
is
the
first
time
that
I've
lived
in
this
city.
It's
the
very
first
time
that
I've
ever
heard
of
there
since
we've
had
our
own
water.
It's
the
first
time
that
I've
ever
heard
of
there
being
a
concern
over
people's
water
bill
and
I've
looked
here
for
some
time
now,
not
sure
about
the
suit
that
you
spoke
of.

position

always
been
that
anybody
had

problem.

authority

the
mayor,

very
beginning

and
we
still
have
conference
calls
we're

not

manager,
different
city
managers,
different
elected
mayor's,
we
would
all
get
on
a
call
every
single
day,
along
with
dr.

Barry

County
Administrator
and
our
sheriff,
and
we
would
go
through
really
the
latest
and
greatest
of
what
has
been
determined.

what
new
executive
orders
were
coming
down
from
the
governor
and
I
I.
Don't
know
that
I've
ever
said
this
on
a
call.
But
after
a
while
and
keep
in
mind,
we
have
24
different
cities
here
in
Pinellas
County
and
it's
very
important
I
think
that
we
all
stay
on
the
same
page,
because
you
leave
one
city
you're
in
the
next
city.

It's
just
it's
pretty
pretty
difficult
and,
of
course,
the
county
has
the
authority
to
do
a
carte
blanche
when
they
make
an
executive
order
and
I
started
to
view
this
respectfully
as
the
three
amigos
right.
It
was
dr.
chu,
Barry,
Burton
and
our
sheriff,
because
the
three
of
them
really
became
such
a
brain
trust,
in
my
opinion,
for
the
well-being
of
the
citizens
in
this
county,
making
some
incredibly
difficult
decisions.

had
the
doctor
who
is
by
the
way
he
is
the
director
for
Pinellas
County,
he's
actually
for
the
Florida
Department
of
Health
but
director
to
Pinellas
County.
So
he
doesn't
actually
work
for
the
county,
but
he's
a
medical
expert
in
the
field,
and
so
he
would
bring
the
science
to
the
discussion
a
lot
of
background
and
in
a
new
information
as
it
was
coming
out,
you
had
Barry
Burton,
who
would
who
would
often
look
at
it
and
think
about.
A
You
know
what
assets
the
city
has
and
what
exposures
we
have
and
that
type
of
thing,
and
then
you
had
the
third
part
of
this.
That,
quite
frankly,
is
as
important
as
the
first
part
and
that
that
is
how
do
you
enforce
these
executive
orders
that
come
down
from
the
governor?
How
are
we
going
to
enforce
these
decisions
that
are
made
on
the
county
level
because,
quite
frankly,
you
hear
suggestions
from
some
people,
sometimes
who
are
well
intended,
but
it's
completely
unenforceable.
It's
just.

Some
of
you've
heard
me
say
this
before
I
I
believe
that
in
good
times
you
learn
a
lot
about
people's
personalities,
but
in
tough
times
you
learn
about
their
character,
and
so
for
that
reason
we
we
recognize
the
sheriff
tonight.
I'm
going
to
read
his
bio
Bob.
Cola
Terry
began
his
career
as
a
detention,
two
deputy
in
the
Pinellas
County
Jail
in
1982.
A
After
attending
the
police
academy,
he
joined
the
Dunedin
Police
Department
as
a
patrol
officer
and
later
rejoined
the
Pinellas
County
Sheriff's
Office.
As
a
law
enforcement
deputy
over
the
next
15
years,
sheriff
Cola
Terry
served
in
a
variety
of
various
components
of
the
agency,
including
several
years
conducting
domestic
and
international
drug
trafficking
investigations
as
part
of
the
DEA
task
force.

Sheriff
Cola
Terry
is
a
graduate
from
Eckerd
College
in
st.
Petersburg
in
Stenson
University
College
of
Law.
After
being
admitted
to
the
Florida
Bar
sheriff
Cola
Terry
entered
the
private
practice
in
Tampa
specializing
in
labor
and
employment.
Defense
sheriff
colan
Terry
is
mitad
admitted
to
practice
law
in
all
Florida
courts.

He
is
also
an
executive
fellow
for
the
National
Police
Foundation,
a
member
of
the
National
sheriffs
Association
Association,
and

International
Association
of
Chiefs
of
Police
and
police
executive
research
form
on
the
national
level.
Sheriff
Cola

represents
NSA
and
MCSA,
while
working
with
the
US
Immigration
and
Customs
Enforcement

language
barrier,

work

applicant
proposes

remove

structure

a
three
unit
townhome

rezoning
will
provide
land
use
and
rezoning
compatibility
and
it'll
provide
our
desired
buffer
from
the
hotel
or
the
Bayview
Motel
and
the
rest
of
the
residential
properties,
and
this
is
an
elevation
of
the
the
townhome
development,
the
front
elevation
and
the
side
elevation.

because

uses
in
the
ROI
are
greater
than
the
surrounding
single-family
uses.
Staff
is
recommending
that
a
restrictive
covenant
be
placed
on
this
rezoning
if
approved,
and
that
would
restrict
any
kind

development

this
property

strictly
residential.

wouldn't
be
a
lot,
wouldn't
allow
any
commercial
or
any
you
know,
office
use
that
normally
would
be
providing.

under
our

terms,

would
the
property
would

restricted

few
concerns
that
were
that

raised.
It's
been
a
couple
months
since
then,

I
tried
to
address
those
in
the
both

site
plan
elevations
that

in
the
in
the
presentation,
as
well
as
I,
provided
the
neighbors
who
had
concerns
of
that
meeting
with
some
with
a
letter
addressing
those
concerns.

reiterate

biggest
question
at
that
time
was
partly
because
of
a
little
bit
of
misunderstanding,
but
was
about
the
zoning
itself
and
why
the

RoR
zoning

RO
are

particularly
with
the
restrictive
covenant,
is
gonna
lead
to
simply
multi-family
residential.

garages
in
the
rear

neighbors.

to
providing
privacy
fence,
as

as

shrubbery,
to

have
before
us.
Those
are
preliminary
elevations

a
craftsman-style
to
be
consistent
with

history

history

the

counsel
over

possibility

the
crossing
guards
might
not
be
needed
in
the
same
capacity

they
have
been
depending
on
other
schools

credit
to

applied
in
that
situation,
they
would
certainly
entertain
that.

percent
increase
for
those
who

interested

the

reasonable.

consider

the
other
increases
that
we're
dealing
with

would
point
out
to
everyone,
the
value
that
we
get

city

terms

number
of
assets
that
they
provide
everything
from
helicopters
to
all
kinds

equipment.

the
specialty
law
enforcement
that
we
receive.

pretty
significant
in
the
way
that
they've
partnered
with
other
agencies

area

an
event
and
where
sheriff

used

deadly
force
that
the
review
for
that
will
actually
be
spearheaded
by
another
agency,
not
not
the
Sheriff's,
Office
and
they're
working
together
to
try
to
create
more
transparency
and
and
so

it's
a
bold
step.
It's
not
something
that's
being
done
as
a
result
of
any
specific
event.

recent
newsworthy
events
that
our
Sheriff's
Office
was
involved
in
this
past
week
in
the
city
of
Oldsmar
and
I
believe
made
our
city
safer.
So
I
just
wanted
to
say
thank
you
for
attending
to
those
things
that
were
discovered,
and
you
know
like
I,
said
just
another
example
of
their
ever
presence
and
making
our
community
safer.
Yeah.

know
there
is
one
thing
that
I
would
have
staff
to
look
at
a
little
bit
with
the
sheriff,
but
I
was
hoping
that
he
was
gonna,
be
able
to
stay
so
I
put
him
on
the
spot,
and
that
is
you
know.
I
understand
that
one
of
the
one
of
the
tools
that
Eric's
apartment
has
is
essentially
some
type
of
stationery
license
plate
reader
and
you
know
now,
and
then
we
had
these
little
spikes
crime
that
happened
in
the
community
and
in
talking
with
detective,
because
we
had
an
event
out
of
my
home.

was
really
a.
It
was
really
a
non-event.
Quite
honestly,
because
there
was
no
crime
actually
committed
other
than
somebody
in
the
middle
of
the
night
was
looking
at,
came
up
and
tried
our
door
handles,
and
you
know
that
type
of
stuff
and
and
our
cameras
did
not
catch
the
license
plate.
But
you
know
we
have
a
pretty
strong
network
of
license
plate.

Excuse
me
have
cameras
on
people's
homes
and
it
was
interesting
because
we're
in
a
unique
position
with
this
main
corridor
right
that
I
understand
from
the
detective
that
that
tool
is
not
permanent
to
any
one
location.
But
this
if
you
were
ever
going
to
put
it
somewhere,
this
would
be
a
pretty
good
location
to
put
it
to
help
identify
when
those
license
tags
have
been
seen,
because
they
often
you
know,
maybe
that
maybe
like
we
had
a
pretty
decent
description
of
the
vehicle
and
perhaps
had
that
license
tag
got
read.

could
have
matched
it
up
right
and
so
it's
a
tool
for
them
to
solve
those
types
of
crimes
and
I'm
sure
there's
a
other
application
for
it.
But
I
understand
that
it's
not
an
inexpensive
tool
and
it
gets
moved
around
a
lot,
and
so
I
just
mentioned
that
because
I
was
you
know
our
crime
rate
here
and
old,
smart
we're
very
fortunate.
Historically,
we
end
up
on
these
ratings.

know,
one
of
the
top
ten
safest
cities
in
in
the
state
and
this
past
year
we
actually
went
down
quite
a
bit
and
you
know
a
lot
of
the
type
of
crime
that
had
an
impact
on
that
were
these
smaller
crimes
that
just
don't
get
resolved.
So
anyhow,
and
my
only
other
comment-
is
that
done
it
and
Eddie
do
a
pretty
good
job,
so
I
think
we
should.

use

recreation
facilities
with
Oldsmar
organic
community
garden
incorporated
in
2012,
was
a
little
background.
The
city
of
all's
Mart
designated
an
area
of
land
at
Bicentennial
Park
to
establish
a
community
garden
where
volunteers
and
staff
work
together
to
lay
out
garden
plots
and
install
offense
in
2014
the
volunteers
formalized
and
established
a
501
C
3
corporation
status,
naming
it
the
Oldsmar
organic
community,
garden,
Inc
or
low
CG.

Since
their
inception,
the
organization
has
provided
opportunities
for
the
public
to
learn
about
gardening
techniques,
maintain
their
own
garden
plots
and
share
in
the
joy
of
gardening,
with
others
in
the
community.
As
of
June
2020,
the
OO
CG
is
rented
30
out
of
the
52
available
garden
plots.
Currently,
there
is
not
a
formal
use
agreement
in
place
with
the
organization.

not
willing
to

chemical
and
biological
processes
to
treat
wastewater
and
purify
the
water,

can
be
safely
reused

reclaimed.
