of
respondents
reported

adverse,
mental

behavioral

green
building
coalition
was
formed
in

year
2000
and
is
the
leading
certifying
agency
for
green
building
within
the
state

florida.

surpassed
our
25
000
project
to
date,
78
local
governments
have
participated
in
the
green
local
government
program.

designation
demonstrates
exemplary
leadership
by
mayor
seidel,
vice
mayor
gannon,
council
members,
norris
saraki,
knapp
and
city
manager,
braithwaite,
who
provided
the
framework
and
support
to
move
forward
with

certification.

also

to
recognize
ashley,
painter
and
all
of
the
staff
that
worked
on
this
tremendous
accomplishment.

green
certification
program
scores
the
city
in
terms
of
categories.
These
categories
include
energy
efficiency,
water,
economic
development,
tourism,
emergency
management
planning
and
zoning,
and
many
more
in
each
of
the
category.
There
are
points
to
be
achieved,
some
of
the
highlights
from
the
city
of
oldsmar's
certification
that
they
maintain
an
office
person
or
group
to
coordinate
current
and
future
green
activities,
implement
energy,
efficient
lighting
and
controls
for
outdoor
courts,
parks
and
playgrounds,
develop
a
construction
project.

has
been

since
2013
and,

behalf

our
members,

board

directors

citizens

serves

purposes

honor

honor
one
of
the
incredible
workers

have
in
the
city

debt

two
years
remaining

the
process
which
will
come
to

in

master
bond
resolution
will

effectively
refinancing
the
two
pieces

srf

for
the
water
plant.

in
normal
economic
times,
there
is
no
such
animal
as
the
ability
to
refi
srf
debt,
mostly
because
the
interest
rate
on
srf
that
is
generally
so
low
that
a
private
bond
or
a
bond
issue
would
not
carry
enough
of
a
yield
savings
to
be
considered
a
good
idea.
Specifically,
finance
came
up
with
this.
We
looked
at
all
of
the
pieces
of
the
srf
debt.

With
this
in
mind
and
decided
that
this
was
close
enough
to
maturity,
that
it
would
make
more
sense
to
just
go
ahead
and
pay
it
off,
which
is
what
I'm
asking
council
to
approve
tonight.
But
the
bigger
and
more
impressive
piece
of
this
is
that
when
we
ask
for
approval
for
the
master
bond
resolution,
it's
going
to
be
to
issue
a
bond
that
will
form
as
a
refi
of
the
two
larger
pieces
of
the
srf
that
we
have
left
over.

If
you
will

the
water
plant
and
the
beautiful
part
of
this
is
that
it
will
yield
about
175
to
200
000
in
savings
on
the
same
term
as
what
we
have
now.
As
far
as
the
payment
goes
and,
more
importantly,
it'll
free
up

penny
money
that
we
currently
have
a
piece
of
dedicated
or
pledged
to
that
debt.
That
will
greatly
help
us
for
all
of
our
options
over
here
and
specifically
I'd

be

normal
day
operations
pumping

duty

rotated

three
100

pump
has
historically
been
utilized
overnight
when
flows
are
lower
to
save
energy.
However,
in
recent
years,
flows
have
increased
overnight,

pumpage
greater
than

jackie
pump
capacity.

project

upgrade
the
undersized
jockey
pump
to
100
house
power.

mental
health

issue

populations

all
ages
is
astounding.

she
mentioned.

However,
mental
health
is
not
a
local
government
initiative
for
the
city

oldsmar.
We
support
financially
entities
that
provide
oldsmar
and
its
citizens
help
with
mental
health
issues,
including
ultima,
cares,
maddie
williams,
2-1-1
and
dozens
more
that
she
actually
mentioned,
which
was
great
to
learn
about
the
county
as
an
arm
of
the
state,
has
a
health
department
and
a
budget
to
confront
these
issues
and
help
our
citizens
deal
with
them
a
month
ago.

first
event
that
council
member
norris
publicly
attended
the
stanley
cup
presentation
as
a
sort
of
reward
to
our
employees
and
a
thank
you
was
posted
on
facebook,
and
I
was
disheartened
to
see
some
of

comments

I
won't

for
the
sake
of
brevity,
but
they
were
very
hurtful
to
see
those
comments
on
a
post.
Buyer
cities
reminds
me
how
distracting
this
issue
continues
to
be,
as
the
city
holds
more
public
events,

feel

this
will
continue
to
detract
from
the
efforts
of
staff
and
the
remainder
of
council.
