D
Before
we
get
started,
I
just
want
to
mention
for
those
who
are
at
home
watching
we
are
practicing.
The
cdc
guidelines
here
right:
ask
everyone
to
keep
their
mask
on
unless
you're
up
at
the
podium,
speaking,
which
case
it's
okay,
to
remove
it.
We're
spread
out
up
here
so,
and
we
talk
a
lot
so
we
keep
our
mass
off.
D
I
do
want
to
say:
oh,
they
ran
out
of
the
room
just
as
fast
as
the
meeting
started,
but
I
I
did
want
to
acknowledge
mayor
beaverland
and
mayor
beavis,
who
were
both
here
for
the
swearing-in
earlier.
So
it's
always
good
to
have
past
leadership
coming
out
to
support
new
leadership.
That's
what
makes
us
work
all
right.
Next
item
on
the
agenda.
Is
the
citizens
open
forum?
Is
there
anybody
on
this
side
of
the
room,
suda.
D
Yes,
you
have
three
minutes,
please
state
your
name
for
the
record
and
also
your
address
three
now
five
thank.
F
F
D
F
D
F
Because
I
too
talk
a
lot
and
it's
a
little
easier
to
speak
without
having
to
breathe
through
a
mask
suda
yanis,
colon,
402,
arlington,
avenue,
east
oldsmar
florida.
First
of
all,
I'm
gonna
wear
one
hat
one
of
these
days.
We're
gonna
get
me
a
bunch
of
hats.
I
wanna
remind
everybody.
We
gave
you
some
postcards
our
opal
theater
beauty
and
the
beast
junior
production
is
coming
up
april.
17Th
we
had
575
attend
our
show
in
october.
F
We
are
hoping
all
of
you
will
come
out
and
help
us
take
it
up
to
over
600
this
time
and
build
those
numbers.
It
was
a
great
safe
event.
Everyone
was
social
distance.
We
have
an
auction
coming
up
on
august,
I'm
sorry
march
20th,
it's
our
virtual
auction.
You
can
join
us
online,
you
can
watch
it
live
on
facebook.
From
six
to
nine
pm
on
our
opal
theater
facebook
page.
F
We
have
a
lot
of
great
items
that
have
been
donated
by
friends,
families,
community
businesses,
and
that
will
help
us
raise
money
for
these
approximate
five
thousand
dollar
apiece
shows.
So
we
want
to
do
it
right,
like
some
of
our
other
cities
do,
and
I
think
you've
all
most
of
you
have
seen
our
shows
and
know
that
we
take
good
care
of
our
kids
and
we
represent
ourselves
very
well
in
performing
especially
a
disney
production.
F
So,
thank
you,
everybody.
We
hope
to
see
you.
There
join
us
online
march,
20th
6
to
9
00
pm
on
our
opal
theater
facebook
page
for
live
feed
interviews
with
the
students
you
get
to
see
them
practice.
You'll
see
some
of
them
have
cameos
in
their
costumes
and
it'll,
be
a
great
three
hour
event
and
of
course
we
would
love
your
support
on
bidding
on
any
of
our
auction
items
as
well.
D
Now
I
should
mention,
because
I
didn't
say
it
earlier-
that
items
five
and
six
are
public
hearings.
So
please
don't
speak
to
anything.
F
And
I
am
I'm
going
to
be
speaking
next
as
being
a
leisure
services
advisory
board
member.
I
don't
believe
that
is
on
that
number
right
I
understand.
After
watching,
I
was
not
able
to
be
here
at
the
last
meeting
that
some
decisions
were
being
made
were
made.
F
That
really
went
a
totally
different
direction
than
we
expected,
and
I
would
like
the
opportunity
to
just
share
some
of
the
things
I
had
shared
with
our
leisure
services
board
that
a
number
of
our
board
members
also
felt
that
these
were
important
things
for
us
to
share.
We
had
staff
present.
I
believe
a
letter
to
you
guys
on
the
arguments
of
why
to
keep
it
as
it
is.
Is
that
correct
that
looks
something
like
this?
Comparing
boards
and
things
like
that?
Okay,
that's
mainly
what
I'm
speaking
towards
and
as
a
result
of.
F
F
We
have
an
issue
with
lack
of
action
items
taken
by
our
board
because
I
think
of
the
structure
and
what
we're
getting
involved
in
and
what
we
have
for
our
future
hopes
our
board
members,
90
of
them
or
five
of
them
right
now,
because
we've
lost
two
are
stating
they're
feeling
disconnected
it's
not
just
about
the
reports
about
what
city
is
doing
it's
about.
We
want
to
get
in
and
roll
our
sleeves
up
and
do
what
this
board
is
needed
to
be
done.
F
F
F
F
Okay
and
then
I
ask
also,
then
I
would
ask
that
how
many
new
projects
new
buildings
start
each
year
for
the
planning
board
and
how
much
do
we
need
the
planning
board,
because
these
are
the
boards
we
were
being
compared
to
for
why
we
didn't
need
to
do
more
meetings,
etc.
I
would
ask
the
firefighter
pension
board.
F
My
personal
opinion
is
a
lot
of
these,
probably
don't
have
a
whole
lot
of
things
going
on
each
year.
I
would
say
it's
minimal,
then
I
ask
you
how
many
events
and
projects
leisure
services
has
per
year.
Now
we
don't
know
the
number
on
those,
but
we
know
it
is
obviously
a
lot
okay
and
those
comparisons.
I
felt
it
was
a
little
unbalanced
and
that
we
weren't
really
comparing
apples
for
apples.
F
I
thought
this
was
very
unfair.
How.
D
Close,
are
you
to
being
finishing
your
your
thoughts.
F
As
close
as
I
can
scramble
through
these
real
quick,
am
I
already
up
on
my
five
minutes?
That
would
be
good
because
we
counted
by
five
minutes
as
part
of
the
announcements.
Okay,
I'll
make.
It
short.
Please
be
aware
that
we
do
not
believe
we're
meeting
for
meeting
sake.
F
We
feel
like
we
need
to
fulfill
our
purpose
and
that
our
request
is
not
supler
for
us.
The
board
future
plans
for
action
is
additional
things,
as
our
cultural
arts
is
growing,
and
many
of
us
know
that
it
is
we've
considered.
We
will
be
considering
looking
at
other
black
box,
theaters
reporting
back
to
council
and
attending
regular
council
meetings
to
give
input
and
see
if
there's
anything
else,
we
can
get
working
with.
Also
the
statement
was
made
about
complaining
and
leaving
more
chaos,
more
chores
for
city
staff.
F
F
F
F
In
summary,
our
community
backboard
platform
obviously
is
to
work
with
the
community
and
staff
to
bridge
the
gap
between
the
community
and
staff,
open
platforms
for
discussions,
suggestions,
ideas
and
more,
and
the
board
is
again
for
the
third
time
recommending
that
you
consider
having
us
meet
more
often,
we
recommended
that
you
try
it
for
one
year.
If
you
felt
we
still
were
not
doing
what
we
needed
to
be
doing
for
six
meetings,
as
opposed
to
four
that
it
could
be
revisited
again.
F
The
reason
we
asked
for
alternates
is
it
took
two
meetings
which
was
six
months
to
replace
our
alternates
and
I
think
we're
not
representing
our
community.
Well
enough,
as
we
keep
dropping
the
numbers
down,
we
obviously
were
at
11.
We
went
to
seven
we're
now
to
five.
I
do
believe
this
board
is
important
to
our
community.
I
do
believe
this
board
is
important
to
our
council.
F
F
So
in
my
conclusion,
I
urge
the
city
to
reconsider
cutting
our
numbers
down,
as
we
represent
such
a
huge
portion
of
our
community
and
that
leisure
services
encompasses
so
much
more
than
many
other
boards
are
involved
with,
and
I'm
simply
asking
you
as
a
board
member
to
use
this
to
our
fullest
capacity.
D
Thank
you.
Thank
you.
The
only
thing
that
I
would
say,
because
I
don't
know
this
could
could
place
the
debate
because
you
raised
some
good
questions.
I
think
I
do
want
to
comment
on
the
staff's
report,
specifically
as
it
relates
to
the
comments
on
some
unruliness
and
that
type
of
stuff.
I
think
actually
what
the
report
said
was
that
that
is
a
thing
in
the
past
that
the
size
of
it,
that
is
not
unruly
now,
that's
I'm
just
making
a
comment.
F
D
Yeah,
it
was
like
that
for
quite
some
time
afterward,
as
you
recall,
and
I
think
all
of
us
knew
that
it
was
a
problem,
especially
when
we
heard
some
of
the
things
that
were
being
said
there.
I
think
I
think
live
streaming.
Meetings
helps
a
lot.
People
tend
to
act
a
little
bit
different
when
they
know
it's
being
watched
and
easy
to
be.
I.
D
There's
no
question:
I
think
the
smaller
boards
historically
work
better.
You
know
when
we
have
a
when
we
have
a
council
that
has
five
people
on
it.
We
have
all
the
events
under
us,
so
I
don't
know
that
the
leisure
services
board
has
to
have
more
people
on
it
than
the
city
council
does
to
be
effective,
but
I
don't
know
that
that
argument
is
really
a
good
one,
but
certainly
the
the
points
of
whether
it
should
meet
more
often
as
a
valid
one.
F
D
F
D
G
I
also
serve
on
the
leisure
service
advisory
board.
I
understand
you'll
be
voting
on
agenda
item
7
resolution
2021-09.
I
would
like
to
inform
you
that
the
prior
february,
8th
leisure
services
advisory
board
meeting
we
discussed
this
item.
We
unanimously
voted
to
expand
the
board
by
adding
two
alternate
members,
whereas
the
resolution
reduces
the
board
by
changing
two
regular
positions
to
two
alternate
positions
at
the
march
2nd
city
council
meeting.
It
was
not
clear
from
your
discussion
why
the
motion
for
this
resolution
differed
from
the
leisure
services
advisory's
board's
unanimous
recommendation.
G
H
H
I
was
at
the
meeting
when
they
voted
to
ask
for
the
additional
alternate,
so
there
were
seven
people
who
were
there
and
they
wanted
two
more
alternates,
because
they'd
had
such
a
a
response
to
being
on
the
committee
and
they
didn't
want
to
turn
people
away
who
wanted
to
serve.
These
are
people
stepping
up
who
wanted
to
volunteer
and
it
felt
wrong
to
turn
people
away
who
wanted
to
serve,
and
I
think
you
know
how
hard
it
is
to
get
volunteers
these
days.
H
The
other
thing
was
saying
that
nothing
can
get
done
really
when
they're
meeting
only
every
three
months
every
other
month,
you
could
get
a
lot
more
done.
There's
a
lot
of
space
in
between,
and
I've
even
seen.
This
now
with
you,
know,
jackson
wanting
to
present
an
idea
and
how
long
it
takes
for
an
idea,
because
there's
so
many
steps
that
have
to
happen
and
what
I
heard
the
the
board
members
say
was
that
they
want
to
be
more
active
in
the
community.
H
I
don't
need
to
come
and
listen
to
leisure
services.
Read
me
a
report
every
three
months.
That's
not
why
I
got
on
this
committee,
so
I
just
feel
really
strongly
that
that
the
decision
that
was
made
to
make
the
board
smaller
and
then
also
to
keep
them
reduced
to
four
meetings.
That's
not
a
direction
that,
I
think,
is
a
good
direction.
H
Just
from
having
watched
the
last
year
and
knowing
what's
being
said
in
the
community
and
as
part
of
my
campaign,
I
did
a
survey
and
almost
everybody
who
answered
my
survey
had
comments
and
issues
with
parks,
and
so
I
think
the
community
has
a
lot
to
say
and
we
need
to
open
and
be
more
open
to
hearing
that
and
using
the
leisure
services
board
in
that
capacity
is
an
excellent
way
to
do
that.
H
D
A
So
we
met
yesterday
with
the
sheriff's
department,
three
of
their
officials,
and
we
are
99
percent
sure
that
oldsmar
days
is
going
to
happen.
So
we
are
moving
forward.
They
should
be
moving
it
up
the
ladder
hopefully
by
tomorrow,
but
they
didn't
see
any
reason.
Why
not?
We
assured
them
that
we
would
practice
social
distancing
that
we
have
our
plan
in
with
the
with
the
city.
A
So
we
want
to
back
that
number
down
a
little
bit
and
you
know
we're
going
to
do
all
the
social
distancing,
so
it'll
be
april,
23rd,
24th
and
25th
down
at
ariel's
park
the
parade
they
have
said
again
tentatively
to
that
the
parade
is
gonna,
be
sat
this
saturday
at
11
am
we're
still
in
talks
about
whether
we're
throwing
beads
or
not,
because
again,
that's
a
way
to
kind
of
transmit.
You
know
things
so
we're
in
talks
about
that.
A
We
have
stormbringer
on
I'm
sorry,
we
got
yeah
stormbringer
on
friday
night
and
black
honkeys
on
sunday
and
we
have
a
lineup
on
saturday,
but
we're
not
sure,
but
I
don't.
I
don't
know
that
we're
going
to
put
a
headline
or
it's
not
going
to
be
greg
billings,
because
we
do
want
to
try
and
and
control
this
we're
not
trying
to
pack
the
house
we're
just
trying
to
slowly
bring
events
back
to
the
city
of
oldsmar.
It
typically
is
in
march,
and
now
it's
in
april,
so
we're
excited
we're
not
having
a
carnival
again.
A
That's
probably
felt
another
way
to
transmit,
you
know
any
virus
or
germs,
so
music
car
shows
arts
and
crafts.
The
vendors
mark's
done
a
great
job.
All
the
vendors
are
around
the
perimeter
and
sponsors
are
around
the
perimeter.
We
don't
have
them
in
the
middle,
all
clustered
together,
they're
all
spaced
apart.
A
So
I
think
the
sheriff's
department
was
happy
with
what
we've
done
and
I
don't
know
if
chip
has
anything,
but
I
thought
I
thought
it
went
well,
and
so
I
hope
I'm
not
jumping
the
gun,
but
we
feel
pretty
good
that
that
we're
going
to
have
old
smart
days.
Finally,
so
we
know
we've
put
a
lot
of
yeah,
so
at
any
rate
and
you
can
get
if
you
want
to
be
a
vendor
or
be
in
the
parade,
the
parade
is
open
to
anybody.
A
A
I
don't
think
we're
I
don't
we
don't.
I
don't
think
we
have
any.
They
didn't
say
anything
about
that.
I
think
we're
not
doing
tap
beer.
It's
just
strictly
going
to
be
bottled
beer,
so
so
that'll
be
a
little
bit
easier.
Okay,
a
lot
of
people
are
doing
that
it
just
becomes
cumbersome
sometimes,
and
so
you
know
we're
going
to
require
people
to
sit
down.
We're
going
to
have
tables
of
four
and
eight
that
you
can
sit
at,
and
you
know
again,
no
wandering
around
we've
told
to
share
we're
going
to
do
our
best.
A
B
A
D
Exciting,
I
was
gonna
say
something
about
it
later
on
in
the
meeting,
but
then
I
was
well
it's
not
a
hundred
percent
yeah,
but
I'm
glad
I'm
glad
you
were
here
because
if
if
it
doesn't
come
together,
then
I'm
blaming
you,
that's
it
all
right.
Anybody
else
on
this
side
of
the
room,
all
right,
I'm
gonna
go
ahead
and
close
the
citizens
open
forum.
I
should
point
out
that
vice
mayor
gannon
is
not
here
tonight,
as

Yes,
we
have

there's
a

there's
an
in-person

on

at
the
state

we're
in
the
final
stages
of

the
climate

and
would
love
resident

sign
up
for
the
virtual
or
in-person
workshops
at

D
J
Thank
you
mayor
this
morning
at
11am
we
recognized
one
of
our
favorite
employees
with
a
20-year
service
award
and
her
name
is
chris
tate,
and
I
think
we
have
a
couple
of
pictures.
Do
we
have
a
couple
of
pictures
there?
We
go
that's
a
picture
of
chris
when
she
started
and
she's
an
administrative
assistant
part-time
in
the
clerk's
office,
quite
a
character,
new
yorker
and.
J
Knows
and
loves
her.
We
had
a
nice
little
ceremony
gave
her
check
and
plaque
and
we
had
a
good
little
time
with
some
social
distancing
and
snacks
in
front
of
city
hall.
As
you
know,
we'd
let
the
employee
decide
if
they
would
rather
have
the
award
here
or
in
front
of
the
employees
or
both
and
she's
selected
to
do
it
in
front
of
the
employees.
D
Well,
you
know
if
the
meetings
run
long
in
here.
I
learned
this
from
mayor
bevis
right
if
they
run
long
in
here
when
I
go
into
city
hall
the
next
day
chris
gives
me
an
earful
about
it.
She's
like
what
are
you
keeping
everybody
up,
late,
she's
she's
she's
talking
about
I
love
her.
I
love
her
all
right.
I'm
going
to
go
back
and
approve
edition
of
new
agenda
items.
We
have
one
new
item.
Item
number
nine
chair
will
entertain
a
motion
to
approve
so
move.
D
I
have
a
motion
from
the
newbie
second
and
a
second
discussion.
Sentencing
you're
ready
to
vote
all
in
favor
signify
by
saying
aye
all
opposed
motion
passes.
We
have
nothing
under
our
community
redevelopment
agency
tonight,
so
the
next
would
be
the
consent
docket,
which
will
be
announced
by
our
city
clerk
and
nixon.
D
Very
good:
does
anybody
wish
to
pull
anything
chair
will
entertain
a
motion
to
approve?
I
have
a
motion.
Do
I
have
a
second
second,
a
promotion
in
a
second
and
a
discussion,
sentencing
you're
ready
to
vote
all
in
favor
signify
signify
by
saying
aye
aye.
All
opposed
motion
passes
item
for
city
of
oldsmar
presentation
of
annual
audit
of
fiscal
year,
end
september,
30th
2020.,
so
who
is
making
the
prisoner
here
you
go
al.
Are
you
doing
intros
or.
I
Good
to
see
you
again
good
evening,
everyone
good
to
be
here
inside
your
council
packets.
You
have
what's
called
the
required
communication
letter.
This
summarizes
the
audit.
Basically,
we've
completed
the
audit
for
the
fiscal
year
ended
september,
30
2020.,
significant
auditing
findings.
We
we
noted
no
transactions
entered
into
by
the
city
for
which
there
was
lack
of
authority
for
guidance
or
consensus.
I
I
Most
significant
estimates
are
either
useful
lives
of
your
assets
that
affects
the
depreciation
depreciation
on
capital
assets,
expense,
wise,
we've
determined
it's
reasonable
in
relation
to
the
financial
statements
estimate
also
of
allowance
for
doubtful
accounts
in
your
utility
funds
of
key
factors
or
consumptions
developed
to
the
estimate
were
deemed
reasonable.
Also,
we
encountered
no
significant
difficulties
in
the
performance
of
the
audit.
I
All
the
information
we
requested
was
timely,
provided
all
our
inquiries
were
responded
to
reasonably.
We
did
have
one
a
couple
of
journal
entries.
One
was
to
restate
the
fire
fighter
pension
financial
plan.
That's
to
reflect
the
portion
of
the
assets
in
the
plan
that
are
allocated
to
the
defined
contribution
share
plan,
and
that
was
created
back
in
2000,
and
I
forget
now
the
exact
year,
but
the
assets
were
in
the
in
the
plan.
I
It's
just
how
they
were
broken
out
and
reflected
they're
not
available
to
pay
the
defined
benefits
portion
of
that
obligation.
They're
set
aside
for
participants
in
the
plan
and
a
defined
contribution
amount.
It
also
reflected
the
excess
contributions
available
to
the
city,
as
well
as
the
advanced
employer
contributions.
I
The
only
other
entry
had
to
do
with
the
pension
related
items,
the
long-term
liabilities
for
pension
obligations
with
the
frs,
as
well
as
other
post-employment
benefits
no
disagreements
with
management
and
we're
here
tonight
to
present
the
comprehensive
annual
financial
report
and
our
auditor
reports
that
relate
to
that.
Our
auditor
reports
there
are.
There
are
four.
I
The
first
is
on
page
one,
which
is
probably
15
pages
into
the
document
and
in
that
report,
in
our
opinion,
we
express
an
unmodified
opinion
that
the
financial
statements
fairly
present
results
of
operations
in
the
financial
position
of
the
city.
Next
reports
are
in
the
very
back
of
the
kafir
starting
on
page
127.,.
I
I
I
The
total
liabilities
increased
2.6
million
or
about
17,
and
that
really
has
to
do
with
additional
long-term
debt.
You
have
an
ongoing
project
in
harbor
palms
and
you're,
drawing
down
on
that
debt
you're.
Also
in
the
process.
If
you
haven't
already
completed
the
refinancing
of
the
state
revolving
loans
funds,
the
total
net
position
increased
about
3
million
dollars
or
two
point.
Seven
percent
invested
in
capital
assets
was
up
about
nine
hundred
and
sixty
four
thousand
restricted
net
assets
were
up
about
seven.
I
The
unrestricted
portion
of
the
net
position
is
a
good
indicator
of
liquidity
for
the
governmental
type
activities
you
had
2.5
months
on
available
for
expenditure
and
in
the
business
type.
It
was
16.87
and
that's
comparable.
It's
down
from
the
prior
years,
because
you've
got
a
little
more
debt.
The
results
of
operations
due
to
the
coved
were
affected,
so
it's
gone
down
a
little
bit
from
the
prior
year.
I
It
was
3.49
in
the
government
and
14.2
in
the
business
and
really
that
that
that
two
months
is
really
where
you
want
to
be
at
at
a
minimum,
so
you
were
over
that
two
month
portion
business
type
activities,
look
fine
plenty
of
unrestricted
on
the
next
page.
18
and
19
is
the
statement
of
activities.
I
This
shows
the
expenses
of
on
a
departmental
basis,
as
well
as
the
business
type
activities
functional
basis.
Overall,
the
total
governmental
expenses
only
went
up
about
276
000
or
about
1.8
percent.
It's
really
in
the
program
revenues.
Your
charges
for
services,
the
capital
and
operating
grants
all
decreased,
and
a
lot
of
that
with
the
charge
for
service
has
to
do
with
the
the
shutdown
and
that
you
couldn't
have
the
programs
that
that
normally
occur.
I
I
I
I
I
Then
you
have
the
combining
statements
in
the
back,
as
well
as
the
statistical
tables
which
give
10
years
of
historical
data.
So
there's
a
lot
of
information
in
here.
I
just
wanted
to
hit
these
highlights
and
if
anyone
has
any
questions,
I'll
try
to
address
them
now.
Next,.
D
One
all
right,
let
me
do
this,
let
me
are
there
any
questions.
D
I
I
It's
not
because
you
wanted,
you
didn't
want
to
do
it,
it's
just,
but
it's
across
the
board,
you're
very
comparable
to
those,
but
oldsmar
is
a
very
diverse
city
and
that
there's
a
lot
of
operations
in
here
you
know
not
many,
not
a
lot
of
local
governments
have
the
their
own
water
and
sewer
funds
and
things.
So
you
you
cover
a
lot
more
services
than
a
lot
of
cities
do
so
from
a
standpoint
of
a
general
government,
though,
that
everyone
was
affected.
Okay,
okay,.
D
All
right,
my
own
personal
view,
I
think
that
we've
fared
really
quite
well
knowing
some
of
what
we
were
planning
for
and
planning
for
the
worst
hoping
for
the
best
and
managing
our
way
through
it
all
right.
The
chair
will
entertain
a
motion
to
accept
the
report.
D
D
J
D
All
right,
the
chair
will
open
the
public
hearing.
Is
there
anybody
from
the
public
who
wish
to
speak
on
this
matter,
saying
no
I'll
close
the
public
hearing
at
this
time?
The
chair
will
entertain
a
motion
to
approve.
I
have
a
motion.
Do
I
have
a
second
second
of
a
motion
and
a
second
any
discussion.
C
Said
one
by
one
that
that's
the
normal
discussion
from
my
all
of
my
annexation
experience.
Yes,
while
I
was
here
so
I
wanted
to
say
one
by
one
first,
but
I'll
beat
me
too.
So
that's
okay!
Okay,.
D
E
D
E
B
Itemsic
is
a
public
hearing
for
the
first
reading
of
ordinance,
2021-04
I'll,
read
that
by
title
only
ordinance
2021-04
an
ordinance
of
the
city
of
oldsmore
florida
amending
section,
5.2.1
outdoor
dining
of
article
5,
supplemental
regulations
of
the
town
center
development
code
of
the
city
of
oldsmar,
provide
for
temporary
outdoor
dining
within
city-owned
on-street
parking
for
a
time
period
not
to
exceed
120
days
and
providing
for
an
effectiveness
ordinance.
Those
reading
of
ordinance
2021-04

only.
J
D
Sir
no
applicant
presentation,
I
assume
all
right,
I
will
go
ahead
and
open
up
the
public
hearing.
Is
there
anyone
from
the
public
who
wish
to
speak
on
this
issue,
seeing
none,
I
will
go
ahead
and
close
the
public
hearing.
The
chair
will
entertain
a
motion
to
approve
so
moved.
I
have
a
motion.
Do
I
have
a
second
second
of
a
motion
and
a
second
discussion?
D
I
think
it's
really
good,
and
you
know
this
might
be
a
really
good
opportunity
to
mention.
I
know:
we've
had
some
informal
discussions
about
taking
back
some
of
our
public
space
parking
spaces
for
the
purpose
of
creating
more
permanent
versus
this
temporary,
more
permanent
opportunities
aled
for
for
outdoor
dining
al.
Do
you
want
to
comment
on
any
of
that.
J
J
We
will
convert
those
spaces
into
essentially
a
concrete
pour
to
make
the
result
a
permanent
terrace,
if
you
will,
between
those
two
spots,
which
would
effectively
not
probably
happen
for
60
to
90
days
so
passing
this
would
be
appropriate
to
allow
the
the
same
activity,
but
our
ultimate
plan
is
to
make
that
a
permanent
terrorist
so
that
we
didn't
have
to
go
through
the
permitting
process.
Over
again.
We
think
it
would
look
good.
J
We
think
it
would
generate
a
lot
more
enthusiasm
for
other
businesses
along
state
street
that
might
serve
as
a
springboard,
so
it
won't.
It
won't
be
enough
money
to
require
us
to
come
to
council
for
the
authority
from
the
financial
standpoint,
but
we
are
planning
on
moving
ahead
with
it
and
hopefully
that'll
make
the
solution
permanent
and
maybe
spur
some
else
thing.
Some
other
things
going
on
on
state
street,
very
good,
very
good.
E
B
Item
number
seven
is
adoption
of
resolution
2021-0
I'll,
read
that
by
title
only
resolution
2021-09
a
resolution
of
the
city
council
of
the
city
of
oldsmar
florida,
re-establishing
the

modifying
the

of

and

repealing
resolution
2019-10
and

effective

Here
of
that
was
the
reading
of
resolution
2021-09
by
title
only.
D
B
So
I
just
had
one
other
thing
I
wanted
to
mention.
There's
it's
not
an
agendaized
item.
I
want
to
congratulate
council
members
knapp
and
graber.
Congratulations
and
I
want
to
thank
council
member,
linda
norris
again
for
her
years
of
service
and
I
think,
we'll
all
miss
her
relative
to
her
public
arts
thoughts.
So.

the
completion
of
the
enhanced
plan,
the
city
will
submit
a
certification
of
completion
to
the
epa
as
required
and
staff
recommends
approval.
The
cost
of
the
work
owner
is
not
to
exceed
a
fee
of
thirty
five
thousand
seven
hundred
and
seventy
eight
dollars
very
good.
D
D
Traditionally,
as
you,
you
know,
the
charter
allows
for
the
mayor
to
nominate
who
they'd
like
to
see
serve
as
vice
mayor
for
the
upcoming
year.
We
try
to
spread
the
work
out
up
here.
Let
me
start
off
by
thanking
vice
mayor
gannon,
who
stepped
in
when
we
needed
her
to.
She
did
a
terrific
job
she's,
also
working
very
hard
on
leadership.
Pinellas
you've
got
council
member
soraki
who's
working
very
hard
on
psta
she's.
Now.
D
D
D
All
right
item
11
approved
tentative
agenda
for
april
6
2021.
Does
anybody
wish
to
pull
anything
from
the
tentative
agenda.
D
I
got
you
I
gotcha.
Well,
I'm
gonna
go
ahead
and
entertain
a
motion
to
approve
I've
pretended,
I'm
sorry
so
moved
so
moved.
Do
I
have
a
second
in
a
second
any
discussion,
sentencing
you're
ready
to
vote
all
in
favor
signify
by
saying
aye
aye.
All
opposed
motion
passes
council
comments.
I'm
going
to
start
with
council
member
soraki.
B
Okay,
I
just
have
one
item
here:
I
they
installed
the
street
reflectors
on
peppers
on
pepper
street
pepper
street
pepper
tree
drive
and
they
also
installed
the
reflectors
on
the
side
of
the
road
and
it's
fantastic.
I've
noticed
cars
are
slowing
down
and
it's
much
better
good
and
then
the
other
thing
I
have
is
congratulations
to
andrew.
That's
all
I
have
mayor.
Thank
you.
D
Great
all
right,
I'm
going
to
go
with
steve
here,
go.
C
Ahead
well,
thank
you
mayor.
I
didn't
have
much.
It
was
actually
covered
in
the
community
minute.
Most
of
what
I
I
was
just
excited.
That
sunset
sounds
was
coming
back.
We
missed
out
last
time
because
of
the
rain.
We
were
going
to
try
to
head
down
there
kelly
and
I
and
then
the
crp.
I
went
to
the
original
workshop.
I
know
that
we're
heading
towards
the
final
stages
of
that
plan
and
being
able
to
get
there
that
first
open
house
was
really
beneficial
to
me.
C
K
Thank
you
mayor.
I
thought
of
one
thing
just
at
the
last
moment
that
I
wanted
to
throw
in
first.
As
you
know,
I
work
back
on
the
north
side
of
tampa
road
off
of
douglas
or
near
douglas
and
notice
that
burbank
road
is
quickly
approaching
completion.
I'm
sure
city
manager
and
staff
are
probably
looking
forward
to
that
project
being
done
as
well
as
myself,
because
that's
just
another
way
to
knife
through
that
area
over
there.
Secondly,
I
have
my
fingers
and
toes
crossed
for
chip
for
friday
for
no
rain.
K
Next,
I
I
just
wanted
to
comment
a
little
bit
on
the
leisure
services
discussion
from
earlier.
I
I
was
close
to
making
a
motion
to
table
that
resolution,
but
it
kind
of
took
the
path
it
did
for
now.
So
I
think
it's
worthwhile,
as
you
suggested
earlier,
to
maybe
get
a
little
bit
of
additional
feedback
from
the
board
before
proceeding
with
anything
further.
K
So
I
felt
I
wanted
to
share
that
and
then
finally,
last
meeting
I
was
able
to
give
a
shout
out
to
my
mom
for
her
birthday
this
time,
my
grandmothers,
both
my
grandmothers
one's
born
on
march
12th
and
the
other
one
on
the
21st.
It's
easy
to
remember,
because
I
just
flip-flopped
the
numbers
so
happy
late
birthday
to
grandma
bob
and
happy
early
birthday
to
gigi,
and
that's
all
I
have
here.
D
All
right,
very
good,
all
right,
I
do
have
a
couple
of
items
number
one.
I
just
wanted
to
take
a
moment
to
thank
nan,
felicia
and
deb,
who
went
out
this
past
week
to
leadership
pinellas
and
did
a
presentation
to
that
organization.
I
had
the
opportunity
to
go
with
them
on
the
city
and
what's
going
on
in
the
city,
our
past
future
and
a
whole
lot
of
other
stuff,
but
it
certainly
required
extra
effort,
and
so
we
appreciate
that
water
challenge.
Let
me
talk
about
the
mayor's
water
challenges
for
a
moment.
D
We've
done
this
for
a
few
years
now
and
it's
an
opportunity
for
citizens
to
get
involved
and
it's
really
to
help
promote
conservation
of
water,
and
so
what
they
ask
you
to
do
is
we
ask
our
citizens
go
to
mywaterpledge.com
and
pull
up
the
city
and
make
a
pledge
to
try
to
save
water
and
they
it's
all
self-exp
explanatory,
on
the
on
the
website,
but
I
I
would
encourage
people
to
go.
Do
that
I
I
I
passed
this
out
to
the
council.
D
I
don't
know
if
I
have
it
all
with
me,
but
I
did
send
out
to
the
council
a
some
of
the
citizens
input
that
we've
got
as
it
related
to
our
last
decision
on
the
oldsmar
town
center,
and
then
we
also
received
from
john
buse,
probably
a
more
detailed
suggestion,
and
I
I've
asked
to
bring
the
slides
up-
and
I
mentioned
this-
and
I
don't
have
his
full
letter
with
me,
because
I
know
everybody
already
received
it,
but
I
think
his
point
was
before
we
move
real
real
far
and
I
I
know
we're
going
to
start
negotiations.
D
Now
I
want
to
give
some
some
reference
to
ariel's
part,
because
the
space
in
front
of
the
bandstand
is
1.6
acres,
so
give
you
a
little
bit
of
idea
of
what
we're
talking
about
so
the
problem
with
this
is,
if
you
go
to
the
next
slide,
so
that
is
the
concept
plan
of
the
park
now
granted.
This
is
a
concept
plan.
This
is
why
it's
appropriate,
I
think,
to
have
some
discussion
now,
but
you'll
see
with
the
1.2.
D
You'll
see
that
john,
and
there
were
some
suggestions
for
this
online
as
well
made
the
suggestion
that
perhaps
what
we
might
want
to
do
is
try
to
pick
up
the
parking
lot
over
here,
because
we
would
have
adequate
parking
for
city
staff
and
try
to
expand
the
park
and,
if
you'll
go
to
the
last
slide
and
redesign
it
so
that
we
have
essentially
an
acre
of
usable
space.
D
And
then
we
also
have
room
for
a
gateway
monument,
which
is
something
that
we've
talked
about
about.
Putting
up
a
potential
one
of
the
cars
that
that
we
own
one
of
the
oldsmobiles
as
a
gateway.
When
people
come
in.
It
also-
and
I
brought
up
the
retail
ground
component
of
it
being
on
the
east
side
of
the
potential
part,
because
it
would
allow
you,
then,
to
use
more
of
that
green
space
instead
of
having
to
have
a
buffer
between
the
residential
units
on
the
ground
floor.
D
He
was
really
driving
a
point
that
this
could
be
done
without
changing
the
footprint
of
what's
being
proposed
so
for
the
developer.
The
negotiations
essentially
would
would
come
down
to
the
footprint
would
be
the
same.
D
The
change
of
having
retail
there
would
mean
that
they
would
probably
have
to
give
up
anywhere
from
five
to
nine
units
on
the
development
side,
keeping
in
mind
that
they're
asking
for
an
additional
100
units
in
density,
so
they
still
would
be
receiving
that,
assuming
that
the
negotiations
went
down
that
path.
D
So
I
mentioned
that
just
because
I'm
curious
if
there's
been
any
further
thought
process,
since
we
did
get
a
good
opportunity
to
see
some
feedback
online
of
what
we
approved,
and
this
also
incorporates
a
bigger
park
by
taking
on
the
the
parking
over
here
and
ads
for
that
gateway
mohammed.
So
I'm
just
curious.
If
there's
any
comments
from
council
on
that
any
thoughts
thanks
man,
I
have.
K
Some,
the
city
manager-
and
I
touched
on
this
subject
this
morning
during
our
meeting
before
council
meetings.
K
One
of
the
things
I
did
notice
through
comments
and
didn't
dawn
on
me
immediately
upon
presentation
of
the
plan,
was
the
park
being
adjacent
to
a
highway.
It's
not
tampa
road,
it's
state
road
580,
but
it
is
an
area
where
the
traffic
is
merging
a
lot
of
times.
People
are
competing
for
position
during
that
merge
process,
and
some
residents
brought
up
concerns
about
that.
K
Another
thought
I
just
had
sitting
here
and
staring
at
it
again.
It
seems
like
every
time
I
look
at
it.
Something
else.
Pops
up
is
the
retail
that
is
currently
on
the
bottom
right
of
that,
drawing
if
that
wing
were
to
just
be
changed
and
extended
off
of
the
new
retail
that
was
proposed
in
this
drawing
along
the
highway
and
swapped
for
potential
park.
I
just
really
like
the
idea
of
both
going
through
safety,
harbor
and
dunedin.
They
have
a
park.
K
That's
right
on
the
main,
drag
it's
easy
to
draw
easier
to
draw
people
in,
I
think,
through
programming.
You
could
still
draw
people
into
a
park
like
this,
but
I
I
think,
there's
it's
it's
definitely
not
my
favorite.
I
mean
it's
something
that
could
work
probably
will
work,
but
I
still
would
like
to
have
more
discussion
through
for
us,
as
well
as
with
the
developer,
about
what
are
our
other
options.
I
love
the
gateway
idea.
K
I
mean
that's
that
I
think
that's
a
great
way
to
draw
people
in
and
do
something
unique
there
for
what
is
one
anchor
end
of
the
drag?
So
I
think
that's
all
I
have
for
comments.
Okay,
thanks,
council
members.
D
D
C
I
have
to
the
concerns
that
the
vice
mayor
just
raised
and
that's
just
coming
from
chasing
down
two-year-old
ali
olds,
and
it's
just.
How
are
you
gonna?
What
sort
of
what
sort
of
precautionary
measure
is
going
to
be
on
the
street?
Is
it
just
going
to
be
trees
or
if
they're
going,
is
there
going
to
need
to
be
a
wall?
And
that
had
been
my
concern
about
the
park
all
along?
There
was
a
separate
discussion
about
the
commercial
versus
the
residential,
but
this
was
strictly
okay.
C
If
we're
going
to
put
the
park
there
and
it's
going
to
be
small,
then
there's
going
to
be
kids
running
around
it
or
you
know
younger
kids.
How
do
we
kind
of
keep
them
roped
in
because
our
heels
are
so
much
bigger
that
it's
kind
of
easier
to
kind
of
keep
them
in
that
space?
And
so
I
think,
that's
part
of
what
you're
likely
getting
at
as
well,
and
so
this
is
the
first
I've
seen
it,
and
so
in
concept
it's
fantastic.
C
I
would
have
that
safety
issue,
but
as
much
green
space
as
we
can
get,
I
think
the
better,
especially
if
it's
going
to
be
able
to
incorporate
basically
a
free-flowing
atmosphere,
which
is
what
I've
wanted
to
see
down
there
for
a
long
time.
So
in
theory
I
like
it,
I
would
want
that
question
answered,
but
I
do
like
it.
D
Good
good
all
right!
Well,
I
I
wanted
to
bring
it
forward.
John
couldn't
be
here
because
he's
out
of
town-
and
he
knows
that
it's
time
sensitive
because
of
the
discussions
taking
place,
but
I
wanted
to
at
least
have
our
negotiations
team
know
that
this
is
some
some
thoughtful
conversation
that
that
I
think
we
want
to
have
and
that
our
citizens
want
to
have
when
they
start
to
sit
down
at
the
table.
You
know
clearly
anything
that
we
did
over.
D
There
is
going
to
have
to
have
some
kind
of
fencing
and
buffering
the
one
thing
that
is
almost
like
a
natural
offset
space
that
would
take
place
because
of
where
the
power
lines
are
at
there's
an
automatic.
What
is
it?
10-Foot
setback,
20-foot
setback,
and
so
it
gives
you
a
lot
of
room
to
work
with
along
the
edge
there
that
you're
gonna
have
you
can't
use
anyhow,
so
that's
just
food
for
thought.
All
right!
That's
all
I
got
on
that!
I'm
gonna
move
on!
D
You
could
take
that
down
there.
You
go
all
right.
Water
challenge,
all
right.
Gentlemen.
Congratulations
steve
excited
to
have
you
on
board
excellent.
D
I
was
really
proud
of
our
citizens,
the
way
they
all
came
out
and
got
out
and
voted
it
turns
out.
It
wasn't
our
closest
election
ever,
but
it
was
a.
I
think
we
had
one
that
was
seven
votes
as
it
turned
out
95
so,
but
it
was
pretty
darn
close
and
it's
exciting
to
have
everyone
get
out
there
and
vote,
and
I
think
both
candidates
held
themselves
well
and
that's
all
I
got
the
chair
will
entertain
a
motion
to
adjourn.
