we
had
a
technical

and
so

learned
of

today
and
couldn't
have
it
prepared
in
so
we
had
to
go
back
to
old
school
and
where
we
tape
it
and
put
it
back

and
so
just
for
all
of
you
here
in
the
audience
the
council's
already
been
worn.

statute,
we're

council

on
a
night
that
the
county
is
having
their
budget
hearings,
and
so
we
automatically
move
it
by
one
day
and
unfortunately,
it
has
an
impact
on
some
people's
schedule.

waste
solutions
will
take
over
collection

solid
waste
and
recycling
in
the
city.
On
october
1st
this
evening,
I'd
like
to
introduce
dan
onspock
daniel
was
kind
enough
to
bring
in
the
shot,
bring
up
the
shiny,
25
cubic
yard,
rear
load,
orion
truck
that
we
see
parked
out
front
just
as
a
sort
of
a
static
display
to
give
you
guys
an
idea
of
what
our
equipment
will
look
like
as
it
begins
collection
on
october
1st
daniel
is
our
operations
manager
he's
in
charge
of
everything
operational
at
the
at
the
district.

Logistics
to
work
with
the
current
provider
that
their
container
gets
removed,
our
container
gets
put
in
place.
That
effort
is
going
very
very
well.
It's
not
a
scientifically
perfect
exercise
because
you
have
two
different
companies,
but
daniel
is
working
very
well
with
the
current
provider
and
they're,
making
those
transitions
very
very,
very
smoothly
very
well
and
we're
also
starting
to
deliver
large
roll-off
containers,
the
20,
30
and
40
cubic
yard
containers.

We've
got
a
couple
few
steps
just
to
give
you
an
idea
for
personnel
training.
Our
safety
department
worked
with
our
new
team
members
for
the
course
of
an
entire
week.
Last
week,
those
guys
and
gals
have
been
training
on
trucks,
providing
services
to
help
logo
equipment
get
getting
to
know
the
city
dan
has
them
set
up
to
start
running
routes,
basically,
in
practice
beginning,
I
believe
tomorrow
we're
going
to
run
the
front
loader
and
then
all
through
the
first
part
of
next
week,
the
rear
load
collection
equipment.

The
automated
sidewall
collection
equipment
just
so
that
personnel
get
to
know
you
know
the
lay
of
the
land,
the
customers
and
placement
containers.
Things
like
that
before
we
actually
start
collection
on
the
first
day
of
collection.
Of
course,
our
team
will
be
here
in
force
dan
and
I
will
be
on
you
know,
boots
on
the
ground,
as
always
making
sure
everything
goes
goes
very,
very
well,
and
certainly.

we'll
handle
all
of
those
issues
right,
we'll
handle
anything
and
answer
questions
I
spent
the
other.
Last
week,
saturday,
we
were
at
galair.
I
I
was
able
to
speak
to
the
residents
of
bel
air,
answered
their
questions,
made
a
made
a
presentation
and
enjoyed
their
company
for
probably
a
half
hour,
45
minutes,
so
that
was
very
nice.
So
we've
been
spending
a
lot
of
time
in
the
community
trying
to
get
to
know.
You
know,
customers
listening
to
their
questions,
listening
to
their
suggestions
and
so
far
the
transition's
been
going
very
very
well.

representing
the
orange
blossom
estates
and
the
driftwood
cove
area
they're

west
side
of
the
school.

here
a
couple
months
ago
and
a

the
other
residents

neighbors

Also
that
night
we're
all
a
little
bit
disturbed
by
this

Clearwater
airport
relocated
the
legion
flight
path
over
our
oldsmar
in
2016..

We
are
also
awakened
quite
often,
and
very
early
dawn
and
pre-dawn
early
flights,
ei
attended
city
council
meetings
in
2004
and
2007..
Some
of
the
city
council
members
may
recall
that
they
presented
did
a
presentation
director,
largo
lagos,
discussed
the
airport
history
and
possible
future
growth
and
would
not
predict
the
future
impact
on
oldsmar.

Gooseberry
stated
that
our
recording
were
complaints
and
providing
them
to
the
task
force
and
then
nothing
occurs.
We've
been
dealing
with
this
for
four
years
now,
my
wife
and
I
and
with
our
neighbors
we've,
been
going
to
the
meetings
and
they
just
record
them
and
discuss
them
and
then
nothing
happens.

have
gotten
some
relief,
but
they
say
they
raised
the
flight
path
and
that
the
pilots
are
trying
to
abide
by
the
noise
abatement
procedures,
but
I
still
hear
several
of
them
blazing
over
if
they're
late
or
whatever
we
noticed
increased
flyover
traffic
in
2016,
the
legion
jets
were
low
loud
frequent
and
often
late
into
the
evening.
We
contacted
the
airport
to
inquire
what
was
happening
and
list
the
complaint.
The
airport
operations
supervisor
steve
santa
maria
responded
with
the
email
providing
the
flyer
specifics.
He
later
telephoned
us
after
our
request
and
told
us.

We
continued
as
well
as
our
neighbors,
to
complain
with
no
action
nor
solutions
from
pip.
We
also
began
working
with
linda
norris
on
the
pie,
noise
abatement
task
force.
We
attended
one
noise
of
book
abatement
task
force
meeting
before
the
pandemic,
hit
with
linda
on
20
on
january
15th
of
2020
mark
sprague.
The
deputy
director
listened
to
our
request
and
was
suggesting
to
move
the
flight
path
over
the
tarpon
alcohol
canal.

suggested
moving
the
flight
path
west
of
baltimore
over
the
commercial
right-of-way
of
forest
lakes
boulevard.
It's
a
commercial
area,
it's
only
a
half,
a
mile
west
of
where
they're
flying
now,
mr
gooseberry,
oh,
yes,
we
we
would
keep
the
path
further
away
from
safety
harbor
that
way
not
over
the
tarpon
canal.
We're
trying.

legwork
in
the

you'll
find
both
the
cover
memo

our
summary
of
accomplishments

goals

which
are
pretty
lengthy.
But
I
know
you
all
reviewed
them
just
wanted
for
the
public
to
kind
of
outline
what
it
is.

local
mitigation
strategy
is
part
of
a
fema
program
related
to
the
national
flood
insurance
program,
which
most
of
you
are
familiar
with,
and
for
us
specifically,
it's
because
we
participate
in
the
community
rating
system,
which
translates
into
a
discount
on
your
flood.
Insurance
is
certainly
something
we
want
to
encourage.
The
city
has
participated
in
the
crs
is
the
way
we
know
it
that
program
since
1992,
and
it's
a
point
system
that
rewards
communities
for
flood
plain
management
activities
that
exceed
the
minimum
national
flood
insurance
program
standards,
thus
reducing
flood
insurance
premiums
for
its
citizens.

Oldsmar
is
currently
a
class
six
community
which
translates
into
a
20
reduction
in
flood
insurance
premiums
for
properties
within
the
special
flood
hazard
area
and
a
10
reduction
for
properties
outside
the
sfha,
the
actual
list
of
accomplishments.
As
you
can
see
is
very
lengthy
goals
and
objectives,
it
also
includes
the
capital
proven
budget
for
the
capital
movement
program,
which
I
didn't
include
in
the
packet
item,
but
it
is
available
for
review.

all
have
seen
it.
You

approved
it.
So
the
way
this
works
is
in
order
to
receive
credit
for
a
crs
activity.

one
specifically
is
known
as
crs
activity
510,
the
floodplain
management
planning.
Each
municipality
must
create
and
maintain
their
own
floodplain
management
plan
or
participate
in
the
multi-jurisdictional
plan.
In
our
case,
the
lms
was
developed
cooperatively
with
representatives
from
pinellas
county
and
its
24.
Municipalities,
therefore
qualifying
for
the
credit
as
a
multi-jurisdictional
floodplain
benefit
plan
under
the
nfip
community
rating
system
or
crs
crs
program
activity,
510,
floodplain
management
planning.
The
lms
is
a
unified,
coordinated
effort
to
develop
local
initiatives
to
mitigate
for
future
property
damage
and
possible
loss
of
life
from
severe
storms
and
flooding.

participants,
including
city
staff,
meet
regularly
to
discuss
the
lms,
update,
revised
goals
and
prioritize
local
projects
to
include
the
lms
document,
such
as
major
drainage
improvement
projects,
hardening
of
public
structures,
emergency
operations,
center
purchases

educational
outreach
programs
to
the
community
portions
of
the
lms
are
annually
updated
with
mitigation
project
accomplishments
or
new
projects
to
be
added.
Additionally,
every
five
years,
the
entire
lms
goes
through
a
major
update

municipal
programs,
potential
funding
sources,
critical
facilities.

plan

flooding
issues.

the
public
works
department

typically
the
city

believe
we

benchmarks
it
flood
events
like
rain
events
are
so
variable
that
to
benchmark
it
against
anything,
we

document

time

go
out
and

make
recommendations
or
or
help
people
on
private
property.
We
help
with
recommendations
if
it's
in
public
property.
Obviously
we
try
to
resolve
the
problem,
but
benchmarking
is
a
challenge.

know
in
our
sustainability
plan
we
have
some

potential
of
rehabilitating
drainage
fields,

was
curious

to

know
how
that
occurs
from
a
physical
standpoint.
So
it
just
made
me
wonder:
is
there
a
way
that
we
have
a
problem,
problematic
area?

we

kind
of
sense
of
the
impact.

on

it

levels

that
to
try
to
use
that
against
what
the
projection
for
that
type
of
a
storm
coming

that
path

that
storms

not
uniform
sure
where
they
occur.

economic
development

governmental
affairs

variety
of
economic

we've
worked

tampa
bay
partnership
to
develop
the
talent
pipeline
for
the
region
in
oldsmar
and
in
maybe,
but
mostly
all
the
novice
counties
and
start
bringing
pasco
at
the
end.

with
them,
we
were
able
to
bring
in
some
talent
pipeline
into
that
for
the
support
of
our
local
businesses.

year
we
worked
with
several
businesses
this
year
to
help
them
grow
and
remain
within
old,
smart.
That
was
the
main
thing,
because
we
had
some
people
who
obviously
we're
losing
some
businesses,
or
maybe
using
some
businesses
this
year

growth,
as
well
as
anything
copic
related
in
that
with
the
code
that,
because
of
covet,
we
provided
a
lot
of
education
and
support
for
all
the
businesses.

year
there
were
helping
to
navigate
mandates
as
a
lot
of
small
businesses.

with
the
right

in
order
to
get
those

and
get

many

impressed

we
all

pandemic

local

size,
the
restaurants
and
that
type
of
stuff.

small

that
were
grants

given

local

county

the

essentially

pinhole

you
looked
at
some
communities
it
was
pretty
sparse.

looked

old
smart,
you
could
tell
the
work
that
had

done

that

a
huge
impact

lot

performing
arts
in

the

production

and

equipment
and
scripts
for
shows
performed

the
oldsmar
performing
arts
league
theater
program
on

gillsmart,
friends

arts,

present
the
musical
performance
of
shrek
jr
on

elizabeth
skinner
amphitheater

accident,

mentioned

the
palm
harbor
fire
rescue,
lieutenant
who
was
injured
and
I'm
sure
a
lot

people
saw
the
photographs,

also
the
engine.
The
actual
fire
engine
was
completely
the
front
end
of
it
was
obliterated.

was
awful
and
the
number
of
lives
that
that
touched
from
the
individual
who
was
in
the
vehicle
that
collided
with
the
engine
who
died
at
the
scene,
the
people
that
they
were
attempting
to
assist
and
there
for
the
call
in
the
first
place
were
affected
and,
of
course,
this
lieutenant
her
team.

their
families

It
reminded
me
that

the
folks
over
at

and
their
colleagues
over
in
palm
harbor.

struck
this
morning
when

saw
that
article

danger
posed
by
simply
other
vehicles
on

road.

intersection

downtown

seemed
canine
patrols
everywhere

was

frightening.

they
have
not

caught,
used
a
brick
to
smash
a
window
to
then
enter

house
and

a
shower
and
eat
some

not
entirely

family

home

church
to
find
us,
and

know
I
am
so
grateful
for
the
constant
comfort
we
have
here
in
the
city
of

very
low
crime
rates.

deputies

instantaneously
