national
wildlife
federation

registering
our
city
for

community
wildlife,
habitat
project

oldsmar

out
the
welcome
mat
for
birds,
butterflies
and
other
wildlife
to
make
our
town
their
home.

goal
is
to
certify
at
least
150
homes,
four
schools
and
10
businesses,
places
of
worship
or
other
locations
such
as
this
building
there's
a
groupon
next
door.
That's
called
the
oldsmar
community
wildlife
habitat
project,
it's
a
mouthful,
but
anybody
can
join
to
find
out
more
information,
hear
about
upcoming
events
and
assist
in
habitat
certification.

20-year
service
award

guys

away
the
city
manager's
impact
award
generally
for
a
function
specific
or
overall
doing
extra
on

part

employee

employees.
These
are
the
dnc
guys
who
do
a
lot
of
extra
things
and
very
rarely
get
recognized
for
them,
but
during
the
pandemic
the
work
they
had
to
do
was
absolutely
exemplary
in
trying
to
keep
up
with
all
the
field
problems
we
were
having,
and
so
I
decided
to
recognize
them.

They
each
get
a
plaque
and
a
day
off
and
a
little
bit
of
money,
so
we
wanted
to
recognize
them
and
those
are
the
same
guys
if
we
ever
have
a
leak-
and
some
of
you
may
have
seen
this
you'll
see
these
guys
in
the
hole
at
midnight
on
friday
night
and
they
don't
go
home
until
it's
fixed.
So
this
is
very
well
deserved
and
I
really
had
a
good
time
doing
it
this
morning.

He
is

executive
vice
president
of
communications
for
the
tampa
bay
lightning
he's
our
february
award
winner.
His
contributions
to
the
community
over
the
past
20
years
are
really
really
too
long
to
list,
but
there's
a
a
couple
that
will
forever
stamps
our
hearts
here
in
oldsmar.

First,
he
was
really
the
connection
to
the
lightning
organization
that
led
to
the
hundred
thousand
dollar
plus
financial
assistance
from
their
organization
to
help
us
build
our
beautiful,
beautiful
outdoor
hockey,
rink
that
same
rink
that
the
ceo
of
the
lightning
steve
griggs
referred
to
as
the
nicest
hockey
outdoor
hockey
rink
in
north
america
in
oldsmar.

And
because
of
his
commitment
to
help
promote
that
new
rink
we've
enjoyed
many
tremendous
relationships
with
the
lightning
that's
just
grown
he's
also
responsible
for
that's
led
to,
I
should
say,
bringing
out
some
of
the
some
of
the
old-time
greats
the
alumni
who
come
out
that
have
such
an
impact
on
our
kids
and
and
motivate
them,
and
I
think
probably
there
could
not
be
much
of
a
greater
accomplishment
than
that
ring
and
and
contributing
to
it
and
here's.
Why
think
about
this?

At
a
time
when
a
lot
of
the
sports
for
youth
are
getting
more
and
more
difficult
and
little
league
has
a
real
hard
time.
This
is
a
new
sport
here
in
oldsmar,
that's
growing!
It's
going
to
have
an
impact
on
a
lot
of
kids.
You
know.
Maybe
they
go
on
and
play
hockey,
maybe
they
don't,
but
it's
an
opportunity
for
them
to
connect
to
friends
and
the
community
in
a
really
safe
environment.

If
you
look
at
the
monitors
shortly
after
the
lightning
won
the
cup
for
the
second
time
this
year,
bill
organized
an
impromptu
visit
for
lord
stanley,
just
for
the
city
of
oldsmar,
council
and
employees
for
60
minutes
in
the
council
chambers.
One
day
happened
to
be
october
12th,
which
was
also
the
one
year.
Ironically,
the
anniversary
of
the
rink
opening
city
officials
and
their
employees
got
a
once
in
a
lifetime
opportunity
to
have
their
pictures
taken
with
the
stanley
cup.

The
smiles
were
ear
to
ear
and
as
a
gift,
the
city
gave
the
employees
framed
eight
by
ten
glossies
of
their
picture
with
the
cup
that
actually
was
taken
in
council
chambers
right
here.
The
number
of
people
who
proudly
display
their
personal
photo,
the
experience
in
their
office
is
inspiring
and
all
because
of
mr
wicket's
contributions
to
this
community,
the
story
has
a
sad
side.
However,
mr
wicket
has
accepted
a
brand
new
position
with
the
nashville
predators.

appropriate
now
to

award

be
able
to
give
out
since
I'll
be
terming
out.
I
wanted
to
give
it
to
a
wonderful
organization,
an
organization
that
consists
of
men
and
women
who
give
selflessly
every
day
the
vfw
post
one
two
one,
eight
six
now
I'm
gonna
ask
our
act.
David
mckinley,
who
is
gonna,
accept
it
on
behalf
of
our
commander,
bear
because
he
is
on
shift
at
the
fire
department,
so
he
could
come
on
up
and
I'm.

Founded
local
organizations
to
secure
rights
and
benefits
for
their
service,
many
arrived
home
wounded
and
sick.
There
was
no
medical
care
or
veterans
pension
for
them
and
they
were
left
to
care
for
themselves
in
their
misery.
Some
of
these
veterans
banded
together
and
formed
organizations
that
would
become
known
as
veterans
of
foreign
wars
of
the
united
states,
post
1218
12186
held
its
first
election
and
was
installed
on
april
18
2019
this
after
years
of
effort
to
obtain
the
unclaimed
area
that
basically
ranges
from
state
road
50
to
state
road
580
to
41
to
I-75.

It
also
donated
approximately
2500
back
into
the
community
and
other
programs,
and
they
clocked
more
than
5644
miles
of
travel.
To
make
things
happen.
This
was
with
only
63
members,
and
these
accomplishments
are
only
what
was
officially
reported.
A
lot
of
the
work
that
these
men
and
women
do.
They.
Don't
get
reported
so
there's
there's
more
also,
they
were
able
to
get
the
auxiliary
started
within
their
first
year,
something
that
many,
even
people
among
the
auxiliary
community
said
that
was
going
to
be
impossible.

The
the
broad
categories
of
how
they
give
back
to
the
in
the
community
and
the
programs.
The
the
programs
include
programs
such
as
americanism
community
service,
drug
and
safety,
youth
activities,
buddy
poppy
and
national
home
for
children,
police,
firefighter,
emt,
recognition,
hospital
programs,
teacher
of
the
year,
patriots,
pen
and
voice
of
democracy,
and
their
main
purpose
is
to
assist
veterans,
active
duty,
military
and
their
families
to
educate
and
support
the
citizens
of
oldsmar
and
to
preserve
the
history
of
the
vfw.

The
current
post
membership
count
is
71
and
the
auxiliary
member
count
is
38.
and
a
couple
of
our
mottos
include
well
vfw
and
bfw
auxiliary.
No
one
does
more
for
veterans
and
unwavering
support
for
uncommon
heroes.
So
it
is
my
honor
to
present
the
council
manager
award

2021

oldsmar
vfw

plant
control
system
has
numerous
alarms,
safety
precautions
and
redundancies,
all
of
which
are
in
perfect
working
order,
including
an
automatic
system
shutdown.
If
an
unauthorized
change
to
any
control
level
is
not
corrected
soon.
After

alarm
sounds,
there
will
be
enhancements
that
I
will
recommend
to
council
that
we
will
make
as
a
result
of
the
investigation,
to
ensure
optimal
cyber
security
for
all
of
oldsmar's
critical
assets.

the
extra
effort

the

citizens

while
the
fbi
identified
some
deficiencies,
that
the
city
manager
mentioned
are
already
either
corrected
being
corrected
or
or
continued
to
be
evaluated.

is
a
success
story.

Our
protocols,
monitoring
protocols,
worked
our
staff
executing
them
to
perfection
and,
as
the
city
manager
said,
there
are
other
backups,
but
I
don't
think
that
can
be
said
enough,
because
anything
anytime,
like
we
were
breached,
there's
no
question
and
we'll
make
sure
that
that
doesn't
happen
again.

it's
a
success
story
and
I
will
tell
you,
as
many
of
you
know,
this
is
a
story
that
has
been
reported
around
the
world

the
calls
that
we've
received
and
the
comments
are
overwhelmingly
grateful
that
we're
on

most
important

it's

wake-up
call
for

lot

other
communities,

we
lead
the
way

that,

I'm
not
surprised,

I
just

hard
work
and
extra
effort

gone

the
city
council
authorized
the
city
manager
to
advertise
2021-301
rfq
professional
services
for
what
we
call
lap
administration
and
cei
inspection
for
osmo
trail
phase.

rfq
was
advertised
on
december
11
2020.
On
january
12
2021,
the
city
received
six
statements
of
qualifications.

Evaluation
committee
with
representatives
from
public
works,
leisure
services
and
administrative
services,
convened
on
february
1st
of
2021
to
rank
the
submittals
based
on
a
specific
selection
criteria
outlined
in
the
rfq.
The
submitted
statements
of
qualification
from
all
firms
were
complete
and
responsive
selection
committee,
ranked
stanley
consultants
incorporated
as
the
most
qualified
firm
and
on
your
cover
member.

the
final
ranking
of
the
six
contract
negotiations
will
be
performed
and
we
recommend
that
we
start
those
negotiations
with
stanley
consultants,
because
they're
number
one
in
the
ranking
order
until
a
satisfactory
contract

a
fair,

price
is
negotiated.
The
resulting
contract
will
be
brought
back
to
city
council
for
approval.
The
funding
for
these
professional
services
is
included
in
the
2021
capital
budget
in
fund
302

rickerman's

nine
is
approve

execute
state
highway,
lighting
maintenance
and
compensation
agreement
with
the
florida
department
of
transportation,
contract
number
asj82,
the
florida
department
of
transportation
or
fdot.
As
we
know,
them
is
responsible
for
maintenance
on
all
state
roads
in
the
city
of
oldsmar.
These
roads
include
curlew
road,
which
is
known
as
state
road
586
tampa
road,
which
is
state
road,
584
and
state
road
580..

Therefore,
fdot
is
responsible
for
the
maintenance
of
street
lights
on
these
highways
as
well.
This
agreement
would
transfer
the
maintenance
responsibility
of
the
223
street
lights
on
state
roads
to
the
city
for
an
annual
reimbursement.
The
city
assumes
responsibility
for
repairing
or
replacing
any
polls,
fixtures
or
electrical
service
that
may
be
damaged.
Additionally,
the
city
would
be
responsible
per
contract
for
ensuring
that
at
least
90
percent
of
the
street
lights
remain
burning
at
all
times.
This
agreement
is
a
renewal
of
an
existing
agreement
which
has
been
in
place
since

Historically,
the
reimbursement
provided
by
the
state
has
typically
exceeded
the
annual
cost
of
maintenance
and
electricity.
The
reimbursement
amount
is
sixty
five
thousand
four
hundred
and
eighty
two
dollars
and
eighty
four
cents
for
fdot's
fiscal
year,
which
is
july
first
2021
through
june
30th
2022,
and
it
increases
three
percent
each
fiscal
year.
Beyond
that
the
agreement
has
a
seven
year
term
and
a
two-year
notice
is
required
prior
to
the
termination
by
either
party
city
attorney,
has
reviewed
and
approved.

those
areas
that
might
be
concerned
in
a
workshop
setting.

zoom
meeting.

with

legislators

capitol.

house

closed.

it's
really
restricted
to
get
a
meeting.

can't
even

of
cities

started

a.m.

full
day

met

hooper
via
zoom,
which
was
a
great
meeting
and

presented
their
priorities,
legislative
priorities
and
goals
for
the
year,
and
then
it
was
chris
vala
house
house
representative,
chris
latvela
senator
jeff
brandis,
very
powerful
meeting.

truly
an
amazing
senator
for
the
state
of
florida
representative

siglia
was
next.
Then
we
had
the
new
representative,
linda
chaney,
who
she
took
over
jennifer
webb.

might
remember
her.
She
was
a
great
great
house
rep
and
then
we
had
representative
ben
diamond.

again
I
just
want
to
thank
the
mayor
for
letting
me
be
on
that
board,
and
then
today
we
had
a
personnel
meeting
and
we
I
was
involved
with
actual
the
cfo
brad
miller's
pay
structure
and
that
meeting
lasted
an
hour
and
a
half
discussing
his
four
percent
raise,
and
it
was
really
a
really
educational
experience
and
then
we're
also
working
on
all
the
employees,
the
other
800
employees,
non-union
employees,
pay
plan
and
I'll
be
working
on
that
project.
So
it's
a
really
interesting
thing,
and
I
wanted
to
also
share
that.

who

remember
him
from
the
80s,

was
on
this
board
and
it
went
really
well

everyone
loved

petersburg
board
member
gina
driscoll,
couldn't

off
the
magazine
and
was
like
I'm
taking
this
back
to
my
city.
We
need
this,
so
it
was
a
very
positive
day
today
and
last
week
for
the
legislator,
and
that's
all
I
have
mayor.

osmosis

treatment

might
be
hard
to
believe,

this
actually

the
time
and
the
key
kind
of
takeaway

about

reported

and

of

no
good
deed

kind
of
were
taken

facts

impact

bay
region
and
may
he
rest
in
peace.

security
measures

cyber

security
side,

want

make
sure
it's
clear
to
everybody.

is
a
state-of-the-art
facility,

equipment,

treatment,

process,
it's
state
of
the
art
and
so
to
me,
it's
a
little
misleading.
Sometimes
when
you
hear
reports
about
you
know,
what's
the
capital
improvement
budget
money
going
into
this
thing
compared
to
this
plant
over
here
they
put
32
million
that
plant
they
put.

million
dollars
is
30
years
old.

it's
already

the
art,
and
so
I
don't
want
anyone

ever

confused

what
exactly
we
mean

when
there's
some
technical
deficiency.

not

elected
officials

city

the
potential
