oldsmar
elementary

lived
in
the
woods
of
forest
lakes
and
we're
going

go
for
a
little
history
walk
and
it's
the
drainage
problem.
That's
in
our
subdivision
that
I
get
shin
deep
to
knee
deep
water
and
apparently
there's
been
a
permit.

been
approved
that
the
city
has
supposedly
done
their
homework
and,
I'm
sorry
to
say
the
decision
that's
been
made
that
has
passed
on
this
permit
to
backfill
a
pond
in
a
retention
in
a
wetland
flooding
area.
So
the
permit
was
approved.

guess
they
got
dep
approval.
Well
we're
looking
back
at
things
back.
If
you
look
at
our
roads
in
there,
they're
from
85,
okay
developer
went
bankrupt,
whatever
happened,

sorry,

They

developing

maps
that
shows
that
this
pond
was
put
in,
but
nobody's
saying.

that's
supposed

the
cowboy
stuff

happened

the
city
of
oldsmar
back
in
the
day
and
that
term
has
been
used
to
me
by
fellow
staff
in
this
building.

it's

recognition
that
this
cowboy
stuff
needs
to
be
looked
at
because
since
day,
one
from
an
article
in
2005
where
permits
were
stopped,
everything
was
put
on
halt
because
rotlin
dug
in
the
wetlands
a
alternative
to
the
defunct
system,
that's
in
there,
and
it
is
clearly
named
in
an
article
that
I
have
forwarded
to
the
city
manager
city
engineer,
as
of
today
that
talks
about
dep,
investigating
the
area
for
dysfunctional
drainage.
You've
just
approved
a
permit
at
the
end
of
a
cul-de-sac
to
backfill
a
drain.

is
how
this
is
the
way
the
plan
is.
First
of
all,
the
plan
doesn't
work
so
before
you
put
something
else
into
play,
that's
going
to
impact
a
kink,
that's
already
in
the
hose
now
you've
put
more
kink
because
you're

flooding

with
water
in
the
rainy
season,
you're
filling
it
up.
So
now,
when
we
get
rain,
I
can't
wait
for
it
to
rain,
because
mother
nature
is
going
to
prove
me
right
to
show

because
the
only
time
you
can
see
it
is
when
it's
raining.

staff
review

permit

everything
is
underway

they
are
pumping
water,

flooding

streets

city

them

disperse
water

streets

we
already

away
because
our
water
table
comes
up
and
I

show
you
fish

from
the

roads
that
were
put

five

six
years
ago.

and
tear
on
them
are

times
faster

of
the
flooding.

a

found
out
about
this

week
ago,
and

how
does
it
happen
and
we

no
chance

it

you
guys,
like
intelligent
individuals,
to
hear
our
side
of
this
story,
and
that
was
that
just
didn't
happen
and

that
that
bothers
me
and
I'll

know

think
it's
fair.

the

president

the
association
for
the
woods
of
forest
lakes
and,
as
you
know,
I'm
also
a
volunteer
on
on
one
of
the
city.
Committees
and
I've
been
on
multiple
committees
over
the
years,
and
you
know
I
love
this
city.
I
appreciate
everything
that
you
do
as
a
volunteer
for
our
subdivision.
I
I
also
am
recognizing
how
much
time
is
spent
as
as
you
all
do,
volunteering
and-
and
so
you
know,
I've
been
involved
in
this
community
for
for
for
about
five
years
and
I've
seen
a
lot.
I've
also
been
involved
with
the
city
for
about
four
to
five
years
and
I've
seen
a
lot
and
I
appreciate
a
lot.
What
what
I
also
am
concerned
about
is
a
lot
of
times.
Information
gets
lost
over
the
years
and
so
people
who
are
really
good
at
what
they
do
and
know
how
to
work.
I
The
system
can
sometimes
leverage
their
know-how
and
and
and
keep
trying
and
trying
again.
So
the
the
owner
of
this
lot
is
an
expert
at
doing
what
he
does,
which
is
he's
a
civil
engineer.
He
knows
how
to
talk
the
talk
with
civil
engineers
and
he
knows
how
to
work.
The
system
tyson
had
spoken
to
swift
mud.
They
had
told
him.
Oh
yeah,
we
know
about
r
kelly.
He
he's
he's
known
for
doing
this
sort
of
stuff.
He
knows
how
to
how
to
work
the
system
and
find
the
loopholes
and
get
things
done.

were
able
to
find
out
that
he
bought
the
property
as
two
properties
adjacent
to
each
other.
So
the
63
000,
which
I
know
is
always
a
concern.
If
you
buy
a
property-
and
you
spend
that
kind
of
money,
you
should
be
expected
to
to
to
develop
that
property
or
do
something
that
property
the
63
000
was
for
two
properties.
One
one
is
was
listed
as
as
land
that
was
taxed
as
land,
the
other
one
was
listed
as
lake
and
taxed
at
the
lake.

Tyson
knows
a
lot
more
he's
been
in
the
community
a
lot
longer
than
I
have
as
well
as
some
of
the
other
neighbors
that
we've
talked
to
one
of
the
challenges
that
we
have
is
that
a
lot
of
times-
and
I
know
this
from
25
years
working
on
development
projects-
is
we
have
the
site
plan,
we
have
the
design
and
then
things
change
and
the
ability
to
keep
those
changes
documented
and
available
for
on
record
is
really
challenging,
and
sometimes
things
just
happen
and
they
happen
via
emails.
They
happen
via
conversations.
I
They
happen
via
you
know,
any
means
possible
to
get
a
job
done.
These
guys
are
there
to
make
money
they're
not
there
to
to
document
everything,
and
so
a
lot
of
times
things
get
lost
in
the
process
and
we
count
on
the
memory
of
those
who've
been
involved
to
try
and
piece
together
the
puzzle-
and
this
is
very
difficult
and
we've
recognized
that
the
city
is
combing
through
reports
in
history
trying
to
find
the
past.
I
We
know
what
we
know:
we've
got
video
we're
doing
our
own
due
diligence
and
our
on
our
part
and
we're
trying
to
be
cost
effective
with
all
of
it,
and
it
is
a
real
challenge.
I
do
want
to
recognize
the
the
city
workers
that
I've
been
in
contact
with
for
for
their
efforts.
I
know
that
they're
trying
to
do
the
digging
and
we
keep
asking
for
them
to
dig
a
little
further.
I
We
first
saw
activity
on
this
pond
under
my
involvement
on
the
board
was
was
in
september,
and
I
notified
the
city
right
away
at
the
time
michelle
was
was
the
you
know,
the
planning
was
responsible
for
planning
and,
and
so
she
shared
some
of
the
emails
that
indicated
that
the
city
had
a
certain
list
of
requirements,
including
you
know,
hoa
approval.
I
She
said
that
you
know
in
conversation,
and-
and
I
know
this
was
in
you
know,
just
her
and
our
relationship
being
involved.
She
said
you
know
it's
gonna
be
really
hard
for
him
to
get
these
approvals.
It's
gonna
be
really
hard,
and
so
we
were
kind
of
banking
on
that
when
he,
when
he
tried
to
reach
us
the
first
time
we
said
you
know
we're
standing
our
position,
I
have
to
ask
you
to
wrap
up
because
okay,
we're
gonna,
we're
gonna
stand
our
position.
This
has
happened
many
many
times.
I
These
requests
have
happened
many
many
times
and
we've
we've.
We've
always
said.
No
because
this
is
impacting
our
community,
so
my
purpose
here
is
just
to
inform
the
city
that
there
are
gaps
in
in
in
the
paper
trail.
I
know
that
you're
relying
on
a
paper
trail.
I
think
we
need
to
leverage
the
sounding
board
of
the
voices
here,
he's
draining
the
entire
pond.
I
was
under
the
impression
that
he
was
only
going
to
drain
his
portion
of
the
pond.
This
pond
is
owned
by
multiple
properties,
he's
already
impacting
neighbors
directly.

So
thank

appreciate

we
just
want
the
best
for
our
community,
both
not
only
just
for
the
benefit
of
of
us
homeowners,
but
also
for
the
benefit
of
the
environment
within

community
and
from

information
that
I've
heard
this
evening,

prior
to
a
big
concern
here
is
the
the
the
environmental
impact
that
this
will
cause
with
some
of
the
information
that
tyson
earlier
mentioned,
with
the
fact
that,
if
this,
if
this
pond
is
indeed
filled
in
to
a
certain
portion
for
this
property
in
the
rainy
season,
we
need
to
know
well,
you
know
where's
that
excess
water
going
to
flow
to
and
when
there's
even
more
problems
than
there
already
are
currently
who's
going
to
be
responsible.

that
going
to
be
a
responsibility
from
the
homeowners,
the
association
or
the
city?
You
know
we're
hoping
that
the
decision
can
be
made
not
to
allow
this
and
to
revoke
the
permit.
Possibly,
but
you

this
goes
through,
there
will
be
a
significant
impact
environmentally
and
you
know
it
someone's
going
to
be
excuse

responsible
for
it,
so

because

chef
did

dishes

he
wanted
to
stay
on
sea

don't

but
it
was
something
I

promoted

our
fire
chief
in
july

2019,
and
this
one
I'm
not
sure
I
got
right,
but
I
think
you're,
the
third
chief
we've
had
since
we
went
from
volunteer
to
professional,
wasn't
scott,
the
first
one.
So
there's
your
third
fire
chief
in
the
history
of
the
paid
oldsmore
fire
department.

Part
of
what
jay
did
before
he
came
to
us
was.
He
also
worked
at
sunstar,
which
many
firefighters
do.
The
favorite
thing
I
saw
out
of
his
past
was
he
one
time
performed
golf
course:
maintenance
at
innisbrook
on
the
islands
course
you
could
have
got
me
a
deal.
What's
up
with
that
and
then
of
course
he
also
worked
construction
at
crisis
construction
at
the
high
school
in
newport
richie,
then
the
fire
academy,
then
saint
pete
college
for
his
associates
and
his
bachelors.

the
executive
fire
academy
catch
the
theme
here,
never
stop
trying
to
better
himself
side
issue.
We
had
knee
surgery,
you
know
three
or
four
you,
okay,
now,
okay
good,
he
won
the
perfect
attendance
award
at
0-809,
which
I
think
might
have
been
the
first
time
anybody
did
in
the
fire
department.

think
I

was
really
hesitant
to
say
that,
because
I
got
two
command
staff
here
and
if
everybody
else
was
here,
I
probably
wouldn't
have
said
that.

saving
her
life.
He
a
few
reflections
of
why
I
chose
jay
as
the
fire
chief.
We
had
a
process
and
I
wanted
you
all
to
know
that
we
took
it
very
seriously.
Renee
was
in
it
renee's.
The
assistant
chief
dave's
been
commands
deaf
for
a
good
long
time,
but
things
I
saw
in
jason's
history
and
his
the
way
he
carries
himself
that
I
really
that
really
really
worked
for
me.

I
I
have
great
respect
for
the
work
he
did
as
the
vp
for
the
union.
Ironically,
since
the
union
tends
to
be
on
the
other
side
of
the
table
from
where
we
are,
but
sometimes
adversarial,
but
super
difficult
work
to
do,
and
he
represented
his
people
with
great
distinction.
Always
calm
well
prepared
and
got
very
little
credit
for
the
work
he
did.
Even
though
I
was
on
the
other
side
of
the
table
that
was
never
lost
on
me.
He
also
consistently
listened
to
this.
You
two
pursued
his
education
and
never
stopped.

In
fact,
he
still
hasn't
stopped
he's
committed
towards
improving
himself
in
the
department
every
single
day,
something
I
deeply
believe
in,
and
try
and
inspire
as
our
mantras.
Citywide
he
now
teaches
at
the
fire
academy
that
he
attended
as
a
student
he's,
not
the
only
one
that
does
that,
but
I
think
that's
another
thing
that
very
very
worthy
of
credit
for
him
now
from
his
file,
and
this
is
for
you
too.

These
are
all
things
that
daddy's
supervisors
have
said
about
him
and
you
two
need
to
be
thinking
like
that
now's
the
time,
especially
you
all
right.
These
are
the
things
no
pressure.
These
are
things
that
jason's
supervisors
have
said
about
him
kind
of
simple,
but
they
add
up
to
exactly
the
kind
of
person
we
want
to
have
in
this
situation.

Work
quality,
work,
quality
is
good
neat
and
accurate.
Self-Motivated
requires
little
to
no
supervision.
Very
thorough
on
time,
arrives,
ready
to
work,
very
dependable
acts
and
thinks
independently
handles
himself
well
during
incidents
and
emergencies
contributes
improvement.
Suggestions
without
hesitation
can
be
relied
on
in
all
situations
and
has
been
recognized
for
mentoring,
others.

Now,
that's
okay,
because
I
say
my
wife
also
has
total
editorial
review
on
every
personal
document
that
I
write
and,
let's
just
call
it
the
intro
paragraph.
I
wanted
to
share
so
picture
of
the
resume
and
the
objective.
If
you
will
you
describe
a
little
bit
about
in
this
case
your
husband,
the
word
will
jump
out
at
you:
a
dedicated
motivated
and
well-respected
employee,
with
almost
15
years
of
fire
and
emergency
medical
services,
experience
and
training
that
refers
to
his
application
to
become
lieutenant.

Here's
the
good
one,
an
ingenious
problem,
solver,
long-time
member
of
safety,
harbor
and
sop
committees,
labor
representative
for
eight
years,
which
actually
turned
out
to
be
significantly
more
than
that.
This
was
the
time
he
was
applying
to
become
lieutenant
and
an
early
career,
acting
officer
that
exhibits
the
leadership,
quality
and
skills
to
become
the
next
company
officer
which
he
did
become.
You
must
sell
yourself,
but
this
also
points
out
how
dedicated
and
determined
he
has
always
been,
and
thanks
for
writing
the
name.

really
appreciate
it
accomplishment
I
I
went
further
through
his
file
and
just
to
kind
of
give
you
guys
an
idea
of
the
kind
of
things
he's
known
for
and
has
always
been
about,
which
I
think
again
is
perhaps
a
little
under
recognized
in
one
year
on
one
of
his
one
of
his
evaluations
as
a
lieutenant
in
one
year.

that's
what
dad
does

addition
to
saving
lives
and
putting
out
fires,
he

more

earned
the
right

call
the
oldsmar
fire
department,
his
department,
and
we
all
look
forward

he

transfer

oldsmar
event
operations
from

leisure
services
department

upper
tampa
bay
chamber
of
commerce.
Celebrator
osmo
is
a
long-standing
annual
festival
that
has
transformed
through
the
years
in
1995.
It
began
as
a
one-day
event
and
eventually
grew
into
a
two-day
regional,
music,
food
and
beverage
festival
with
fireworks
over
the
labor
day
weekend
in
2019.

It
returned
to
a
one-day
event.
During
the
first
week
in
october,
recently,
staff
had
discussions
with
representatives
from
the
upper
tampa
bay
chamber
of
commerce
who
are
here
tonight.
Regarding
the
event,
conversation
included
the
possibility
of
the
chamber
assuming
the
event's
responsibilities
and
operations.

chamber
has
solid
experience
in
producing
large-scale
events
such
as
the
successful
osmar
days
and
nights
festival
recently
took
place
place
in
april
and
their
annual
oktoberfest
event,
which
took
place
in
the
fall
transitioning.
The
operations
of
celebrate
osmore
would
help
the
city
staff
to
continue
to
concentrate
its
efforts
on
family
events
in
lieu
of
this
type
of
large-scale
event
festival.
It's
important
to
note
that,
over
the
past
three
years,
the
leisure
services
department
has
increased
the
number
of
family
events
requiring
more
staff,
time
and
resources.

family
events
differ
from
the
larger
celebrated
oldsmar
type.
Events
as
they
are
shorter
in
duration,
family
focused
and
typically
attract
younger
families,
instead
of
the
more
typical
adult
crowds
that
attend
larger
scale,
music
festivals
that
submit
to
set
the
table
for
the
discussion.
The
only
financial
difference
of
what
we've
been
considering
that
we
asked
the
council
to
consider
is
that
they
would
the
chamber
in
exchange,
for
this
would
take
over
the
entire
operation,
which
would
remove
essentially
the
theoretically
the
risk
from
anything
the
city.

know
that
that's
not
an
absolute
and
we
we
remove
all
of
our
expenses,
but
we
are
asking
the
council
to
consider
agreeing
to
fund
the
fireworks,
which
is
something
that
we
make
part
of
the
the
event
every
year,

and
I
think
we've
got
15
budgeted
this
year
and
I
think
next
year
we're
assuming
it
might
be

somewhere

money

citizens,

involved

learn

Raise
some
awareness
about
what
we
do.
In
fact,
about
a
year
ago,
though,
or
maybe
two
years

coven's
got
me
kind
of
mixed
in
my
ears,
the
florida
league
of
cities
actually
put
out
a
book
for
young
kids.

was
actually
a
picture
book
for
young
kids
to
help
educate
kids
about
their
city,
and
I
had
the
wonderful
opportunity
to
be
contacted
by
a
young
girl,
her
name
savannah,
and
she
was
in
fifth
grade
at

time.
She's
now.

Sixth
grader,
but
it
my
discussion
with
her
was
very
special
because
she
wanted
to
get
to
know
me
because
I
was
an
elected
official.

was
first
unbelievably
humbling,

it
also
brought
me

little

awareness

was

people
in
my
life
that

looked
up
to.

wasn't
necessarily
one

coolest
kids,

knew

always
wanted

run

office
and

for

father
was

on
involved

city
government

member
and

to
kind

bring
this

this
lunch

savannah
it's
kind

close

loop

little
bit

find

way
to
bring

awareness,

bit

education

more
community

promoting
ourselves
as
a
family,
friendly
family
oriented
community
we're
having
tons
of
events,

so
I
want

explore
a
partnership
with
oldsmar
elementary
and
forest
lakes
elementary
school
to
have
perhaps
fifth
graders.

sort
of
an
understanding
and

educational
element
this
to
maybe

student
from
each
school,

come
and
shadow.

members

only
if
none

are
interested

Maybe
even
the
audio
visual
room

shadow
us
for
a
day
during

meeting

city
government
week,

see
what
it's
like
and
to
know
that
there's
an
adult
that
cares

them,

interested
in

if

curriculum

teacher
selection,
they

been

municipal
administrative
for
the
last
five
years,
which
is
short-term,
rentals
and
public
records
and
stuff.
Like
that,
so
I
decided,

I
was
already
the
chair,
I
decided
to
move
to
a
different
community.
I
wanted
to
share
it's
totally
different
environment,
water
quality.

a
totally
new
learning
experience
for
me
and
I
just
wanted
to
share
that
guys.
I'm
still
learning
it
was
a
very
impressive
meeting.
It's
still
a
little
bit
new
to
me,
but
I
just
wanted
to
share.
I

joined
that
that
committee
and
I
really
enjoy
it
good
and
then
other
than
that.

want
to
say
happy
father's
day
and
goal
bolts.

I'll

it

I
just
want
to
piggyback
on
councilmember
gannon
about
the
utb
chamber.
Awards
dinner.
Those
kids
really
shocked
me
I'd
say
it
was
very
impressive
one,
mr
pham
the
amount
of
things
he
mentioned
mayor
and
I
were
speaking
to
him
and
when
we
walked
away.
I
was
like
that
guy's
gonna
be
a
politician.

felt,

things
were
completely
back
to
normal.

that
point
it
was
kind
of
almost
one
of
those
first
ones.

was
like

the

program

had

I
heard
about
the
story
of
it
coming
to
dunedin.

have
put
out
some
feelers
for
investing
for
the
private
sector
through
work,
because
we
now
are
operating
in
a
campus
and
so
we're
kind
of
faced
with
how
to
get
people
to
and
from
different
buildings.

it's
very
preliminary
not
don't
get
our
hopes
up
yet,
but
I'm.

idea

kids
getting
involved
is
great.

mean
it
almost
sounds
like
that
could
be
the

seedling
for
a
youth
citizens
academy
or
something

part

of
promise

mean
things
like

village,
getting
involved,

five

up
or
not
age,

nephew

only
imagine

and

happy
early
birthday

got
a
couple
items
just
one
first,
I
want
to
congratulate
the
vfw
and
the
auxiliary
they.
Their
officers
were
installed
a
week
ago.
It
was
june
3rd.
I
believe
it
was
summer
thursday.
They
had
a
very
nice
turnout.

was
a
really
nice
ceremony
that
they
did
and
it
was
nice
to
be
there
and
all
of
them
and
they
they
have
done
an
impressive
job
as
a
new
organization
to
make
such
an
impact
in
such
a
short
period
of
time,
and
so
I
just
wanted
to
acknowledge
them
also
and
the
vice
mayor,
and
I
attended
empower
adventurers
fifth
anniversary
celebration,
which
is
hard
to
believe.
It's
been
five
years,
can't
believe
that,
and
it
was
a
really
they.
It
was
very
simple.

was
like
the
perfect
group
to
invite
out
because,
as
you
know,
if
you
don't
know,
they're
involved
in
dealing
with
suicide,
preventions
for
youth
and
they're
really
more
like
they're
about
empowering
the
kids
to
to
to
to
to
do
things,
and
I
thought
they
did
a
really
nice
job
and
congratulations
on
their
five
years.
The
vice
mayor-
and
I
also
we
seem
to
be
hanging
out
a
little
bit
lately,
it's
awkward.

also
attended
bugs
martial
arts,
grand
opening,
yeah
they're
right
around
the
corner
from
us
over
here
and
over
by
zapatas
in
in
that
area.
In
there
really
nice
people
wish
them
a
lot
of
success
or
a
business.

of
these
examples
where
they
opened
up
and
governed
it?

tough
that
is
starting
a
new
business
to
begin
with
and
they've
shouldered
through
it.
So
some
good
folks
over
there
just
a
reminder,
operation
project
pop
drop,
I
got
operations
and
projects
on
my
mind,
is
going
on
right
now.

point
to
try
to
get
some
supplies.

I
checked
today
how
we're
doing
on
collecting
canned
vegetables
here
at
city
hall.
We're
not
doing
as
good
as
we
should
be.
I'm
going

props

her
self-made

it
was
great

but
just
a
reminder
it's
still
going
on
and
this
weekend
is
the
tailgate
on
saturday
it
starts
at
nine
okay,

o'clock,
ten

three
ten

three
almost
positive.

gonna
trust

and
so
come
on
out
and
stop
in
and
and
if
you
want
to
come

they'll
be
doing
is
handing
people
a
list
of
what
are
the
really
needed
items
as
they
walk
in
to
walmart,
that's
where
they
have
it
at,
and
we've
done
this
in
the
past.

think
we've
all
been
up
there
at
some
point
and
it's
really
amazing
how
our
citizens
will
go
and
pick
out
a
couple
things
on
that
list
and
drop
them
off
on
the
way
out
so
go
out
there
and
support
them.
If

do
believe
that
the
chamber
did
a
terrific
job
in
recognizing.

citizens
of
the
year
businesses
of
the
year
and
certainly
the
scholarships
that
they
gave.
They
do
a
great
job
and

to
the
vice
mayor's
point
it
did
feel
like
we
were
back.

know
council
member
saraki
was
at
the
florida
league
and
couldn't
be
there,
but
I
I
will
tell
you
I
was
proud
of
us
all
being
there
together.
It
was
like
when
we
were
at
at
the
suncoast
league
event.
You
know
trying
to
be
there
together
and
be
supportive.

know
how
they
got
the
cup
thing
wrong,
but
you
know
what
the
hell
I
took
it
anyway.
You
know,
but
I
really
believe
that
that
was
recognition
for
the
way
that
the
city
handled
the
pandemic,
and
you
know
being
mayor
you
you
sometimes
you
know
you
get
picked
out
to
for
that
recognition,
but
I
think
I
think
that
we
all
were
very
creative
in
the
way
we
did
things
we're
not
100
out,
but
it
kind
of
feels
that
way
so,
but
I
certainly
thank
them
for
their
effort.

a

win
and
he's
been

big
proponent
of
it.

us
up

think
that

times

leadership
decisions

a
much
longer
impact
past
your
time
when
you're
directly
involved-
and
this
is
one
of
them
so
really
proud
of
this
council
all
right
at
this
time.
