A
A
A
I'm
going
to
go
ahead
and
call
the
tuesday
november
2nd
2021
meeting
of
the
oldsmar
city
council
to
order
the
next
two
items
on
the
agenda
or
the
meeting
excuse
me
is
the
invocation
and
pledge
of
allegiance
which
will
be
led
by
our
city
attorney.
Please
arise.
G
A
All
right
next
item
on
the
agenda
is
the
citizens
open
forum
only
a
few
items
that
are
only
a
few
things
that
I
want
to
point
out
to
you
number
one.
We
ask
that
you
hold
any
comments
that
you
might
have
that
are
related
to
a
public
hearing
that
we
have
on
the
agenda
public
hearings
tonight
or
item
78910.
A
We
also
ask
that
you
give
your
full
name.
You
have
five
minutes
to
speak.
I'm
gonna
do
this,
because
I
know
that
there
are.
I
understand
that
there
are
folks
here
that
wish
to
speak
under
the
citizens,
open
forum
about
items
two
and
three
which
are
on
the
agenda,
which
has
to
do
with
the
discussion
regarding
density,
intensive
density
incentive,
so
a
show
of
hands
how
many
people
are
here
to
actually
speak
on
that.
A
Okay,
all
right
very
good,
then
I'm
not
gonna
worry
about
it
all
right.
So
you're
gonna
have
five
minutes
to
speak
and
when
the
budget
goes
off,
you're
done
all
right.
So
I'm
gonna
go
ahead
and
open
the
citizens
open
forum
and
start
on
this
side
of
the
room.
Does
anybody
wish
to
speak
counsel
all
right.
A
C
I
think
sorry,
okay,
I
want
to
say
that
this
about
bringing
new
development
to
oldsmar,
brings
new
families
and
causes
people
to
walk
and
explore
new
businesses
and
that's
an
important
part.
Just
in
the
money
side
of
it,
a
city
can
grow
and
become
a
state
become
a
becomes.
C
C
In
my
opinion,
and
the
last
thing
well,
two
more
things
if
and
if
you
don't
believe
it
go,
look
at
safety,
harbor,
dunedin
and
think
of
the
friends
and
neighbors
that
we've
lost
to
that
area,
because
it's
a
fun
place
to
go,
and
they
have
lots
of
things
going
on
all
the
time,
and
that
is
important
to
think
about
and
and
last
as
an
architect
for
a
long
time.
I
can
tell
you
it
will
take
a
lot
more
people
living
in
osmar
to
keep
new
business.
C
H
H
H
The
city
of
oldsmar
did
nothing
but
harass
this
business.
I
mean
always
coming
up
with
some
sort
of
so
I
mean
if
we
want
our
businesses
to
grow,
we
need
to
be
mindful
of
them
and
let's
fill
up
what
we
have
right
now
and
stay
that
property
along
state
street.
I
think
we
need
to
be
mindful
of
the
citizens
here
of
oldsmar.
H
H
Again,
going
back
to
keeping
our
children
safe,
we
still
do
not
have
the
catwalk
across
forest
lakes
like
we
were
promised
we
were
promised.
I
don't
know
how
long
you've
been
here
in
this
city,
but
that
was
a
promise.
Also
look
at
the
way
we
have
that
traffic
jam
over
bay
view
and
tampa
road.
Let's
make
that
more
user
friendly
for
pedestrians
to
use
to
go
shopping.
H
Also,
they
said
I
was
told
by
business
that
they
couldn't
lower
the
speed
limits,
because
that
would
cost
too
much
money
to
put
signs
up
in
order
to
provide
safe
speed
limits
to
keep
our
children
and
pets.
Safe
people
still
speed
down
the
back
roads
in
downtown
oldsmar,
especially
well
over
35
miles
an
hour.
C
So
vince
albanese,
I'm
at
now
at
404
jefferson.
So
I
am
was
the
former
homeowners
association
president
at
tuscany.
Woods
sold
that
I
am
moving
downtown
because
of
the
opportunity,
I'm
in
favor
of
the
density
increase,
I'm
in
favor
of
the
city,
council
and
city
manager
having
the
ability
to
plan
to
have
that
open
for
public
comment
and
we
need
to
revitalize
downtown,
but
I'm
an
example
of.
C
Frankly,
I
paid
a
lot
of
money
for
the
property
and
I'm
going
to
put
more
into
it
to
return
it
to
what
it
was
in
1925
than
it
was
now
and
I'm
betting
on
this
being
the
last
place
in
pinellas
county,
I'm
63
years
in
this
county,
I've
been
everywhere.
I've
watched
every
other
place,
go
there's
no
other
place
in
the
county
that
I
can
live
and
be
a
couple
of
blocks
from
downtown
a
couple
blocks
in
the
water
and
have
the
quality
of
life
that
we
have.
So
I'm
in
support
of
it.
Oh.
A
E
Jason
sanders
101
south
bayview
boulevard
with
power
clean
corporation.
I
just
wanted
to
say
here
a
lot
of
things.
I
just
want
to
thank
you
guys
for
continuing
with
the
process,
I'm
in
favor
of
the
downtown
project,
as
well
as
what
it
stands
so
far
more
the
process
than
anything.
E
I
hear
a
lot
a
lot
of
stories
and
everything
else
and
everything
from
an
arena
coming
downtown
to
you
know
huge
parking
garages
to
this
and
that
there's
a
lot
of
misinformation
out
there.
Unfortunately,
I
think
people
are
being
fed-
and
I
just
appreciate
you
guys
continuing
along
with
the
process,
so
we
can
get
to
the
point
to
actually
make
a
decision
and
see
what
might
be
there.
E
Everything
else
along
the
way
right
now
is
a
lot
of
background
noise
and
chatter,
and
unfortunately
it
it's
you
know,
doesn't
do
anybody
any
good,
like
I
said
when
you're
talking
about
arenas,
thousands
of
people
being
moved
down
here,
anything
else.
You
know
with
the
stories
that
I've
heard
it
gets
a
little
ridiculous,
but
please
continue
with
the
process
move
on
from
there.
E
A
D
D
From
larry
and
marcie
wing,
the
the
city
of
oldsmar
is
unique
that
it
is
laid
out
and
freshly
developed
by
ransomwall
supply
oldsmail
back
in
oldsmobile
back
in
the
early
nineteen
hundreds.
Mr.
A
D
At
larry
and
marcy
from
harbor
palms,
the
city
of
oldsmore
is
unique
and
that
it
was
laid
out
and
partially
developed
by
ransom
olds
by
of
oldsmobile
back
in
the
early
1900s
mr
olds
provided
a
vision
for
what
the
city
could
become
in
the
form
of
a
mural
that
now
hangs
on
display
in
the
old
smart
library.
Over
the
past
several
years,
oldsmar
has
experienced
very
rapid
growth.
Fortunately,
that
growth
was
guided
by
our
city
government
with
a
careful
eye
on
the
ariel's
vision.
D
Ours
is
the
envy
of
other
surrounding
municipalities
in
terms
of
parks
and
our
strategic
location
on
tampa
bay.
The
development
of
a
walkable
downtown
oldsmore
appears
to
be
an
integral
part
of
the
interpretation
of
mr
old's
vision
as
such
at
downtown,
oldsmar
has
been
in
the
works
for
several
years.
The
city
has
purchased
sizable
acreage
over
several
years.
That
is
now
almost
completely
vacant.
D
For
such
a
purpose,
we
have
a
clean
sheet
of
paper
in
the
form
of
the
spare
land
on
which
that
downtown,
I'm
sorry,
which
that
downtown
can
be
built
from
the
assistant's
perspective.
The
missing
piece
is
a
well
articulated
vision
for
what
the
final
result
should
look
like.
In
other
words,
what
does
success?
Look
like
my
wife
and
I
have
looked
at
several
loosely
coupled
plans
and
approaches
we've
driven
through
the
streets
and
areas
that
would
be
affected
to
make
sure
we
best
understand
where
it
would
be
located.
D
I
larry
wang
has
submitted
four
emails
to
city
council
over
the
past
several
weeks
and
months,
asking
for
clarification,
suggesting
alternatives
to
the
path
they
are
currently
on.
I've
attached
two
photos
of
what
I
fear.
The
path
is
the
woodfield
apartment
project
that
would
build
up
to
500
to
600
units
on
our
land
and,
in
my
humble
opinion,
push
relegate
a
downtown
oldsmar
to
the
curb
and
entered
extinction.
I've
asked
why
the
oldsman
planning
board
said
no
unanimously
to
the
population
density
increase
watch
the
video
of
their
meeting.
D
The
density
increase
isn't
needed
unless
the
original
plan
has
changed.
If
it
has
changed,
council
owes
it
to
the
citizens
to
explain
clearly
what
changed
and
why
this
process
needs
more
and
better
coverage
and
involvement
of
the
citizens.
The
stakeholders,
the
photo
attached
here
for
the
woodfield
concept,
provide
an
easy
to
understand.
Perspective.
Read
that
ugly.
D
If
this
apartment
complex
were
ever
to
be
built,
it's
over
for
downtown
oldsmar,
it
needs
to
be
abandoned
and
a
real
place
plan
developed
by
professional
urban
planners
and
interested
citizens,
in
other
words,
it's
time
to
hit
and
off-ramp
and
get
back
to
first
principles
for
downtown
oldsmore.
The
council
needs
to
be
intimately
involved
in
that,
but
it
needs
to
be
led
coordinated
by
the
planning
board
or
an
adjunct
subcommittee
and
an
urban
planner,
individual
or
company.
I
would
never
build
a
custom
home
without
an
architect.
We
need
the
equivalent
of
that
here.
D
The
magnitude,
scope
and
direction
of
this
project
should
not
be
driven
by
the
corporate
objectives
of
a
single
development
developer
recommendation.
So
what
decisions
larry
and
marcie
wing
think
downtown
oldsmore
should
look
like
here.
Goes
one
build
a
municipal
parking
garage
multi-use
near
city
hall
make
sure
it
can
be
expanded
to
more
than
a
few
hours.
Few
floors
two
build
an
old
smart
history,
automobile
museum
in
the
same
area,
possibly
even
integrated
with
the
garage
three
build
a
performing
arts
facility.
Likewise
in
close
proximity
that
can
also
utilize
the
same
garage.
D
Four
get
an
urban
planning
organization
under
consulting
contract,
to
flesh
out
a
real
vision
for
downtown
oldsmar.
Let
the
citizens
mark
it
up.
Five,
the
structures
and
one
through
three
above,
would
be
the
catalyst
along
with
the
vision
for
what
the
rest
would
should.
Finally,
look
like
success.
What
we
see
so
far
doesn't
look
like
strategic
planning.
It's
more
like
inspired
groping,
with
no
clear
target
for
what
the
finished
product
would
look
like.
D
The
woodfield
project
looks
too
much
like
oh
look,
squirrel
the
cat
six,
the
catalyst
that
we're
suggesting
is
from
a
perspective
the
way
osman
defines
and
manages
to
toward
their
preferred
eventual
outcome
by
building
and
owning
something
that
attracts
and
facilitates
the
kinds
of
business
that
would
actually
become
downtown
oldsmar.
The
garage
is
a
multi-use
facility
for
a
downtown
b
performing
arts,
c
city
hall,
etc.
It's
the
way
you
stay
in
control,
show
your
commitment
and
convince
the
kinds
of
businesses
you
want
to
attract
to
build.
Here.
D
We
don't
have
the
means,
nor
the
data
to
do
a
lc,
lcc
analysis
on
the
cost
to
build,
maintain
and
operate
the
catalyst,
but
osmar
bought
the
land
several
years
ago.
So
we're
already
invested
turning
it
all
over
to
a
condo
apartment
venture
looks
like
a
death
blow
to
downtown
I'm
a
retired
aerospace
engineer,
my
wife
and
I
built
our
home
in
harvard
palms
in
1973,
I'm
used
to
being
critiqued
with
my
peers.
D
The
above
is
a
suggestion
that
we
think
is
more
in
line
with
the
original
intent
for
downtown
oldsmar
change
by
our
minds
that
do
with
logic
and
the
facts
and
the
support
and
buy-in
of
our
citizens.
We
believe
the
council
is
well-intentioned
and
want
the
best
for
a
city,
but
we
also
believe
that
you're
on
the
wrong
track.
Currently.
Consequently,
we
object
police
reporter
objection
into
the
formal
council
minutes.
Thank
you.
Citizens,
larry
and
marcy
wayne.

five.

the

a

by

J
J
J
J
Today
we
know
this
area
as
west
oldsmar
prior
to
moving
to
the
oldsmar
area.
Our
recipient
had
started
her
teaching
career
at
kent
state
university
before
taking
on
an
internship
just
outside
of
where
she
lived
in
geneva.
Ohio
here
are
some
of
her
very
first
class
photos
from
north
madison
in
the
late
1950s.
J
J
J
J
Maybe
she
had
a
heavy
foot.
Who
knows
then,
according
to
her
quote,
oldsmar
school
zone
was
expanded
across
the
old
smart
bridge,
all
the
way
to
us,
19
and
south
of
enterprise
or
south
to
enterprise,
the
one
that
took
one
more
teacher
me
so
in
1967
she
began
a
13-year
stretch
at
oldsmore
elementary
school
teaching
grades,
one
through
six
here
for
some
of
her
class
photos.
Three
years
at
oldsmar.
J
J
J
J
J
A
A
The
vice
mayor,
I
will
tell
you
that
in
all
the
years
that
I
have
watched
these
presentations,
that's
got
to
be
the
most
special
one.
I've
ever
seen.
So
thank
you
for
sharing
with
the
community
and
doing
that
certainly
well
deserved
and.
C
J
D
A
A
Done
right,
let
me
move
on
community
next
item
on
the
agenda.
A
B
B
This
ordinance
and
moving
this
toward
public
hearing
gives
the
public
an
opportunity
to
continue
to
participate
in
this
process
to
have
the
opportunity
for
recorded
public
hearing,
comment
to
be
presented,
the
same
presentation
that
was
made
to
our
planning
board
and
for
which
our
planning
board
voted.
Six
to
one
again,
this
proposed
density
intensity
increase
is
for
mixed-use
vertically
integrated
mixed-used
buildings
in
a
very
specific
tccr
district.
B
I
am
recently
had
the
opportunity
to
clarify
something
that
was
very
important
to
me.
It
was
brought
up
to
me
that
there
were
many
other
property
owners,
of
course
in
that
area,
not
just
the
property
that
we
own,
and
they
too
would
potentially
be
interested
if
they
so
wished
to
also
utilize.
B
B
Many
other
reasons
I
also
want
to
make
clear
that
any
of
those
properties
should
they
come
to
us
with
such
a
potential
agreement
would
require
the
concurrency
analysis.
A
traffic
impact
study-
all
of
that
would
have
to
take
place.
I
am
I
just
want
to
make
clear
that
this
process
is
proceeding
exactly
as
if
we
did
not
own
the
property
at
hand.
That
is
at
issue
next
door
here,
and
I
stand
by
my
past
comments
that
were
made
at
that
meeting
to
be
clear.
B
If
anybody
wishes
to
review
those
minutes,
they
were
voted
on
and
made
public
during
the
september
22nd
2021
meeting
and
those
were
the
minutes
of
the
august
third
city
council
meeting,
which
were
extensive,
and
I
believe,
four
pages
long,
but
I
am
in
favor
of
authorizing
the
city
attorney
to
prepare
the
ordinance
so
that
we
can
have
the
public
hearing
and
invite
the
public
to
speak
both
in
favor
and
against
it
and
continue
this
conversation
forward.
Thank.
J
Thank
you,
mayor
I'll,
keep
my
comments
brief.
You
know
we
went
through
this
process
once
before
and
we're
kind
of
backtracking
to
make
sure
we're
doing
things
to
the
letter
of
the
law
based
on
on
the
requirements
that
we
need
to.
You
know
be
held
to
the
standard,
for
I
really
think
when
it
comes
time
to
having
that
public
hearing
in
two
weeks-
and
this
is
my
challenge
to
the
people
that
are
in
the
audience
now
and
to
the
ones
watching
on
the
video
to
come
back.
J
So
at
that
point
in
time,
that's
when
I
really
hope
that
more
people
that
probably
wanted
to
be
here
tonight
and
maybe
either
change
their
mind
or
couldn't
make
it
or
realize
that
the
the
more
important
or
actual
meat
of
the
issue
will
be
debated
in
two
weeks
time.
So
that's
really
what
I
hope
to
see
at
that
point
in
time.
Thank.
I
I
Everyone
agrees
on
this
council
that
we
want
growth
and
I
think
we
can
achieve
that
without
the
density
increase.
We
deserve
thoughtful
growth
that
honors
oldsmar's
hometown,
feel
felicia
and
tantiana
did
a
wonderful
job
explaining
the
density
increase
to
the
planning
board.
However,
I
truly
believe
there
is
no
need
for
this
density
increase
for
such
a
large
area
in
downtown
oldsmar,
I'm
concerned
about
the
increased
traffic,
environmental
strains
and
evacuation
issues.
I
It's
disappointing
that
the
density
increase
issue
is
distracting
us
from
the
important
topic
which
is
folk
focusing
on
what
we
should
build
in
the
downtown
area,
as
I
traveled
the
city
to
meet
the
citizens.
The
past
few
weeks
I
heard
their
voices
loud
and
clear
residents
want
a
walkable
downtown,
including
golf
carts
and
bicycles.
I
The
community
needs
event
space
for
for
performances,
perhaps
medical
facilities,
which
is
huge
right
now.
We
don't
need
more
hotels
or
taller
buildings.
You,
the
people
of
oldsmar,
asked
for
open
government,
tall
town
hall
meetings
and
public
workshops
so
that
you
can
attend
and
voice
your
concerns.
I
I
would
like
to
make
one
more
thing:
clear,
jerry,
beville
and
brought
this
up
a
few
weeks
ago
at
a
city
council
meeting
we
are
a
city
manager,
form
of
government.
The
city
manager
runs
the
city,
albright,
wife
will
be
leaving
us
he's
got
two
meetings
left
assistant,
city
manager,
felicia
donnelly
will
be
taking
over.
I
E
Thank
you
mayor,
as
I've
stated
previously,
as
we've
discussed
this
before,
I
always
understood,
the
density
increase
was
an
integral
part
of
moving
forward
with
downtown
that
was
prior
to
being
up
here.
That
was
because
I
was
attending
all
the
meetings,
the
various
times
that
we
discussed
it
ever
since
2018.
E
when
it
started
becoming
involved
with
all
of
this,
as
vice
mayor
knapp,
said,
this
meeting
is
to
direct
our
city
attorney
to
draft
an
ordinance
and
then
there's
going
to
be
a
public
hearing.
So
tonight
is
in
the
public
hearing,
which
I
think
that
word
got
out.
I
certainly
appreciate
everybody
providing
all
of
their
feedback
online
or
otherwise,
through
email
or
text
messages.
However,
you've
decided
to
get
a
hold
of
us,
but
I've
been
in
favor
of
the
density
increase.
A
Thanks,
thank
you.
Well,
I
agree.
I
think
it's
very
important
that
we
create
a
meeting
where
we
can
have
a
public
hearing
and
get
more
public
input
and
that's
what
we're
doing
tonight.
So
I
support
this
so
that
we
could
go
to
the
next
step
and
have
people
come
in
and
I
agree
with
vice
mayor
nap.
A
Let's
fill
up
the
room,
I
mean
I
think
we
went
through
that
process,
even
though
we
were
coming
back
and
making
certain
that
we
don't
advertise
a
public
meeting
versus
a
public
hearing
which
was
kind
of
a
you
know,
technical
part
of
it,
but
it
is
what
it
is,
but
we
get
people
out
and
they
give
their
opinion.
I
think
that's
very
important
to
the
process.
So
all
right,
any
other
comments.
D
A
A
Thank
you.

four
consider
moving
kathy
shucker's

to
alternate
member
from
alternate

to
regular
member
for
the
code

board.
I
know
kathy
was
planning
on
being
here.
It
doesn't
look
like
she
made
it,
but
normally,
if
we
already
know
you,
we
don't
require
that
you
come
back
and
certainly
we've
been
a
lot
more
more
flexible
with
that
that
policy
since
copenhagen
yeah.
So
at
this
time
the
chair
will
entertain
a
motion
to
approve.
I
moved.
A
I
Okay,
I
am
ready
office
of
the
mayor
oldsmire
florida
proclamation
arbor
day,
whereas
in
1872,
j
sterling
morton
proposed
to
the
nebraska
board
of
agriculture
that
a
special
day
will
be
set
aside
for
planting
trees
and
whereas
this
holiday
called
arbor
day
was
first
observed
with
the
planting
of
more
than
one
million
trees
in
nebraska
and
whereas
arbor
day
is
now
observed
throughout
the
nation
and
the
world,
and
whereas
trees
can
reduce
the
erosion
of
our
precious
topsoil
by
wind
and
water.
Cut
heating
and
cooling
costs.
I
Now,
therefore,
I
councilman
council
member
dan
saraki
for
mayor
eric
seidel,
the
city
of
oldsmar
florida,
do
hereby
proclaim
november
11th,
2021
the
same
day
as
veterans
day
as
arbor
day
in
the
city
of
oldsmore.
I
urge
all
citizens
to
support
efforts
to
protect
our
trees
and
woodlands
and
to
support
our
city's
urban
forestry
program
and
further.
I
urge
all
citizens
to
plant
a
tree
to
gladden
hearts
and
promote
the
well-being
of
this
and
future
generations
dated
the
second
day
of
november
2021..
J
All
right
drive
electric
tampa
bay,
whereas
national
drive
electric
week
is
observed
throughout
the
united
states,
to
educate
our
citizens
about
the
benefits
of
plug-in
electric
vehicles
and
to
promote
their
adoption.
And
whereas
the
city
of
oldsmar
is
dedicated
to
being
a
leader
in
the
use
of
clean
energy,
increasing
charging
station
infrastructure
and
establishing
policies
and
programs
that
conserve
energy
and
promote
sustainability.
J
And
whereas
petroleum
fueled
vehicles
are
responsible
for
over
50
percent
of
our
local
gl
greenhouse
gas
emissions
and
are
a
contributing
factor
to
air
pollution
and
climate
change,
threatening
the
health
of
our
citizens
and
sustainability
of
our
planet.
And
whereas
the
imbalance
between
gasoline
resources
and
worldwide
demand
is
escalating.
J
J
now,
therefore,
I
andrew
knapp,
on
behalf
of
eric
sidell
mayor
of
the
city
of
oldsmar
florida,
to
hereby
proclaim
november
13
2021
as
drive
electric
tampa
bay
in
the
city
of
oldsmar,
and
call
upon
all
residents
of
this
great
city
and
throughout
tampa
bay.
To
join
me
in
supporting
the
aims
and
goals
of
this
worthwhile
effort.
H
C
Improv,
so
the
event
like
council
member
knapp
said,
is
going
to
be
on
november
13th
from
10
to
2,
we're
gonna
have
ryden
drives.
We
have
tesla
volkswagen
and
volvo,
some
other
ones
coming
to
do
it.
We'll
have
a
car
show
food
trucks,
games
and
crafts
for
kids,
so
it's
a
full
family
event
come
out
and
enjoy
it.
It
should
be
a

there
anyone

none?
I
will
close
the
public

at
this

don't

D
C
F
The
city
strives
to
be
a
walkable
community,
and
this
project
will
continue
to
move
the
city
towards
this
goal.
Resolving
trip
hazards
is
essential
for
ensuring
safe
travel
of
our
citizens
and
meeting
american
disabilities
act
standards.
Precision
sidewalk
safety
corporation
will
eliminate
trip
hazards
by
precision
cutting
raised
sidewalk
panels.
The
contractor
will
be
sent
to
an
area
and
eliminate
all
trip
hazards
between
a
quarter
inch
and
two
inches.
This
process
will
eliminate
95
of
ultra
hazard
issues
after
completion.
F
The
city
will
receive
a
report
of
all
hazards
that
were
eliminated
and
a
list
of
hazards
that
could
not
be
solved
with
this
method.
The
city
staff
will
then
be
able
to
target
the
remaining
sidewalks
or
replacement
contractor
will
work
through
the
priority
list
of
streets
which
is
in
the
packet
until
the
budgeted.
Fifty
thousand
dollars
for
this
year
is
exhausted.
The
funds
are
available
in
the
general
fund
budget
and
staff
recommends
approval.
F
Item
12
was
a
request
council
to
authorize
the
city
manager
to
advertise
2022-002
rfq
for
professional
services
for
the
construction,
engineering
and
inspection
of
the
douglas
road
phase,
1
and
2
project.
This
douglas
road
project
will
improve
drainage
along
both
sides
of
douglas
road,
from
commerce
to
racetrack
road,
widen
the
roadway
for
a
continuous
turn
lane
and
add
new
sidewalks.
F
The
project
is
currently
funded
by
two
state
appropriations:
totaling
2.5
million
dollars.
Since
the
project
is
funded
by
a
florida
department
of
transportation
administered
grant,
the
city
is
required
to
solicit
a
separate
request
for
qualifications
or
rfq
solicitation
for
construction,
engineering
and
inspection,
which
is
what
this
is
scope.
A
B
B
Just
wanted
to
thank
our
city,
engineer
daniel
simpson,
for
that
presentation
that
you
made
a
couple
of
weeks
back
with
all
the
colored
lines
and
the
phase
one
phase,
two
section,
one
section
two:
it
made
this
agenda
item
much
easier
to
understand.
So
I
appreciate
that
kind
of
coming
in
advance
of
this
and
anticipating,
probably
a
thousand
questions
of
what
section
is
this:
where
is
this
going
to
go,
and
what
is
this
for?
So
thank
you
for
that
clarification
that
you
provided
in
that
presentation.

We're
asking
for

not

45,

recommends
approval
and,
if
you'll
notice,
that's
why
we
have
a
visit
from
our
library
director
who's
drinking.
In
the
background
we
like
to
we
like
to
see
her
smile,
she
said
there,
she
is
smile
and
red.
This
is
hurley
in
case.
You
guys
would
like
to
have
her
answer
any
questions
just
because
she
never
comes
to
the
meeting.
So
I
think
we
should
ask
her.
A
A
F
Used
to
me
doing
that
tourette's
staff
meetings
anyway,
item
17
is
a
request
for
council
to
authorize
the
city
attorney
to
prepare
an
ordinance
amending
chapter
2,
article
3
of
the
code
of
ordinance,
which
is
also
known
as
our
purchasing
policy.
The
city's
purchasing
ordinance
sets
forth
the
guidance,
the
guidelines,
thresholds
and
policies
and
procedures
to
be
considered
when
procuring
items
and
services
necessary
in
city
operations,
the
ordinance
which
has
not
been
updated
in
quite
a
few
years.
I
think
it
was
09.
The
last
time
we
did.
F
A
major
upgrade
must
meet
the
requirements
of
federal
and
state
statutes
and,
in
some
cases,
grant
agreements
in
addition
to
updating
policies
and
procedures.
The
ordinance
revision
will
also
address
spending
thresholds
to
improve
staff's
ability
to
meet
operational
needs
in
a
timely
manner.
The
update
will
also
help
reconcile
the
city's
purchasing
rules
with
current
best
practices
in
public
procurement
and
to
clarify
purchasing
policies
and
procedures,
while
maintaining
fair
and
open
competition
staff
recommends
approval.
F
I
just
mentioned
that
this
is
probably
long
overdue
and
if
approved,
then
the
attorney
will
come
back
and
you'll
see
a
strikethrough
version.
So
you'll
see
everything.
That's
being
changed,
the
the
largest
single
item
that
we
tend
to
focus
on
is
the
need
to
update
the
purchasing
thresholds,
which
was
basically
the
spearhead
of
the
predominant
reason
we
finally
got
around
to
doing
this.
A
All
right
gerald

emotional
approval
motion.
Do
I
have
a
second
second
motion?
Second,
any
discussion
which
we'll
come
back
with
yeah
all
right,
something
you're
ready
to
vote
all
in
favor
signify
by
saying
aye
aye
all
opposed
motion
passes
anything
else,
sir.
Thank
you,
sir.
That's
it
you're
just
taking
them
off,
taking
them
off
all
right,
see
the
clerk.
I
don't
have.
A
All
right
city,
council,
item
number
18
consider
the
city
manual
city
manager's
annual
compensation.
You
know
I
figured
since
he's,

three

answer
yes
regarding
satisfaction

as
all
other
city

with
such
enhancement,
ratified
by
the
city
council
at
its
first
meeting
in
november,
which
is
tonight
the
merit
increase
for
the
general
employees
in
the
fiscal
year.
2021
2022
operating
budget
is
two
percent,
and
at
this
time
the
chair
will
entertain
a
motion
to
approve
the
same
merit
increase
for
the
city
manager,
as
provided
by
the
general
employees
of
two
percent.
We
did
have
more
than
three
satisfaction
checks.
A
A
We
could
have
gone
a
lot
higher
too.
You
know
that
didn't
just
cut
it
in
another
couple
meetings.
All
right
item
number,
19,
consider
the
city
clerk's
annual
compensation
background
resolution,
2003-07
provides
annual
evaluation
and
consideration
of
the
city's
clerk's
compensation.
A
As
earlier.
If
three
council
members
say
yes
regarding
the
satisfaction
of
performance,
the
charter
officials
shall
receive
the
same
enhancement
as
all
other
city
employees
with
such
enhancements,
ratified
by
the
city
council
at
the
first
meeting
in
november,
which,
as
I
said
earlier
tonight,
the
merit
increase
for
the
general
employees
and
the
20
in
the
fiscal
year.
A
2021-2022
operating
budget
is
2
and
at
this
time-
and
she
also
received
more
than
three
council
members
answering
yes
by
the
way
none
of
them
received.
No
just
so,
we
know
that.
Okay,
that's.
A
C
F
C
B
A
A
I
Cool
okay,
let's
get
started
mayor
and
I
last
friday
attended
the
habit
for
humanity
event
build
day
in
pinellas
park.
We
planted
trees
laid
sod
and
we
also
painted
some
houses,
and
I
got
paint
all
over
my
pants
and
I
was
very
upset.
I
I
I
I'm
really
excited
about
doing
that
for
the
florida
league
of
cities,
and
I
was
also
elected
for
the
first
time
I've
applied
for
this
three
years
in
a
row
this,
the
first
time
I've
been
elected
for
the
floor
league
of
cities,
fast
fly-in
to
washington
dc,
and
I
think
I've
got
I've
helped
me
get.
This
was
being
the
vice
chair
of
the
psta
legislative
committee
and
working
with
the
lobbyists
in
washington
dc
for
the
psta.
I
So
that
really
has
helped
me
out
and
I'm
looking
forward
to
going
to
dc.
I
haven't
been
there
since
I've
been
eight
years
old.
I
don't
have
a
date
yet
we're
still
working
on
it,
but
it'll
probably
be
sometime
in
january,
which.
C
All
right,
council,
member
graver.
E
Thank
you
mayor.
Don't
have
much
the
veterans
day
celebration.
We
haven't
mentioned
that
I
know
some
of
you
have
shared
the
information
on
facebook,
either
social
media,
but
it's
november
11th
at
11
at
least.
That's
what
felicia
told
me
it's
on
the
11th
at
11
right
is
that
correct?
Okay,
we'll
have
a
little
bit
of
fun
of
that,
but
it'll
be
at
veterans
park.
The
upcoming
meetings,
leisure
services,
board
board
of
adjustment.
If
there's
agenda
items,
please
try
to
show
up,
of
course,
the
next
city
council
meeting.
E
A
B
Thank
you
mayor.
I
do
have
a
couple
of
things.
I
regret
that
I
couldn't
attend
the
habitat
for
humanity
event.
I
had
to
email
them
the
day
before
and
let
them
know
that
my
little
madison
had
been
sick
and
I
was
totally
behind
at
work.
I
even
saw
a
picture
of
a
hard
hat
with
my
name
on
it,
which
I
was
so
sad
to
not
receive,
but
I
look
forward
to
doing
that
again.
I
hope
we
can
do
that
again.
B
If
you
missed
it,
you
missed
out
shrek
jr
at
ariel's
park
was
a
huge
hit.
I
know
jared
was
there
his
girls,
it
was
a
fantastic
production
still
having
a
little
bit
of
trouble
with
the
sound
issues.
I
wish
we
had
a
dedicated
space.
Hopefully
soon
we
can
have
a
dedicated
space
for
them
to
perform,
but
suda
and
hector
again.
B
You
know
really
knocked
it
out
of
the
park
with
the
the
support
that
they
provide
to
those
kids
and
you
could
actually
witness
them
from
production
to
production,
improving
in
their
skills
in
their
showmanship,
and
it
was
great
music.
It
was
a
beautiful
night.
The
weather
was
gorgeous
just
a
huge
congratulations
to
them,
also
oktoberfest.
I
know
everybody
made
it
out
there
at
some
point.
I
even
saw
kathy
horvath
out
there
kiddos.
I
had
a
really
great
time
at
oktoberfest
this
year.
They
kind
of
changed
the
layout
to
put
the
rides
up
front.
B
If
you
missed
it,
and
I
had
a
fantastic
time.
Even
my
mom
came
out
to
serve.
B
B
And
charter
official
beer
tent,
which
is
always
a
really
great
time,
so
I
was
happy
to
participate
in
that
a
couple
of
random
things.
I
don't
know
if
you've
noticed
purple
street
lights.
So
this
is
this.
B
Phenomenon-
and
you
can
see
it
around
multiple
municipalities
in
our
area
and
actually
across
the
united
states.
There's
a
couple,
including
one
right
across
from
my
house:
it's
a
street
light
that,
instead
of
being
a
regular
kind
of
led
kind
of
color,
it
actually
appears
purple.
So
a
little
bit
of
backstory.
This
has
been
determined
to
be
a
manufacturing
defect.
It's
a
defective
bulb
that
actually
causes
it
to
turn
purple.
It's
not
supposed
to
do
that.
It's
not
supposed
to
actually
be
purple.
B
Those
bulbs
are
under
warranty
and
if
it's
a
tico
pole
which
most
of
ours
our
ours
are,
you
can
actually
snap
a
picture
of
the
number
on
the
poll
and
go
to
tampaelectric.com
in
the
bottom
right
corner.
It
says
report
and
outage
you
can
just
use
that
function
and
they'll
come
out
within
five
days
and
replace
the
ball
or,
if
you
like,
your
purple
street
light,
just
leave
it.
I
guess,
but.
B
B
Celebrate
oldsmar
is
coming
up
you
guys
in
another
two
weeks,
I'm
sure
another
email
will
be
coming
from
our
vice
mayor
about
serving
beer
at
that
event,
and
I
wanted
to
remind
everybody
to
please
come
out
on
veterans
day.
It's
always
the
11th
hour
of
the
11th
month,
11th
day
of
the
11th
month,
and
it's
especially
important
this
year,
because
it's
back
in
person,
you
know
we
had
to
have
it
virtually
last
year
and
I'm
really
looking
forward
to
see
every
seeing
everyone
out
there.
B
J
Thank
you
mayor
just
a
couple
of
things.
I
wanted
to
say
thanks
again
for
those
that
came
out
and
got
together
for
the
oktoberfest
shift.
I
think
we
had
a
lot
of
fun
out
there.
I
didn't
sit
down
once
I
don't
think
any
of
us
did.
We
ran
off
and
grabbed
the
quick
bite
and
right
back
at
it.
J
Community
prize
community:
next
this
past
friday,
we
happened
to
take
our
little
leona
through
the
drive-through
boo.
She
had
a
blast,
so
a
big
shout
out
to
all
the
city
staff
that
was
participating
in
that
we
got
in
line
at
about
10
till
what
did
it
start
and
the
line
of
cars
was
already
out
to
the
highway
so
and
two
wide
two.
So
several
several
cars-
and
I
I
heard
it
got
all
the
way
back
to
salt.
What's
the
place,
the
restaurant,
picker
and
people.
J
So
it
was,
it
was
great,
I'm
looking
forward
to
many
more
iterations
of
that
in
the
future.
I
think
it'll
be
something
that
will
build
and
get
more
popular
and
obviously
we'll
have
to
deal
with
the
traffic
snarled
at
man
sue.
A
E
J
Because
that's
that's
where
I
take
my
daily
commute
to
work
so
it'll
be
interesting
to
see
if
we
get
some
feedback
either
from
that
device
itself
or
from
our
law
enforcement
officers
about
any
changes
there
and
then.
Finally,
I
just
wanted
to
say
thanks
to
the
council
and
everyone
that
was
here
tonight,
I
feel
like
the
last
month
has
been
kind
of
a
fog
and
a
blur
for
me
and
after
earlier
I
feel
much
better
and
snapped
out
of
it.
So
again,
thank
you
for
indulging
me.
I
appreciate
it.
A
Well,
let
me
say
this:
you
did
an
excellent
job.
Thank
you
and
thank
you
for
letting
us
all
be
part
of
that.
I
think
we
all
really
enjoyed
that
all
right.
I
have
a
few
items.
The
haunted
house
drive
through
the
haunted,
drive
terrific
job.
When
I
went
over
there
amber
and
I
went
over
there
and
it
was.
The
cars
were
backed
up
past
shaker
and
peel
almost
going
back
to
tampa
road,
and
that
is
after
they
were
double
lined.
Where
you
turn
in,
they
were
double
lined.
Then
it
was
single
file.
A
It
was
terrific,
but
a
lot
of
a
lot
of
kudos
to
the
staff
and
the
people
and
the
businesses
and
everybody
who's
involved.
In
that
it's
funny,
I
have
a
feeling
that
might
be
here
to
stay
covet
no
covet.
I
have
a
feeling
that's
going
to
be
here
to
stay
yeah.
Also.
I
wanted
to
thank
the
team
who
was
able
to
make
it
out.
I
know
dan
could
make
it
out
for
oktoberfest.
A
He
was
already
committed
somewhere,
but
everybody
came
out,
worked
hard
and
and
helped
the
chamber
out,
that's
their
biggest
fundraiser
of
the
year.
So
it's
nice
that
they
can
see
us
there,
helping
them
raise
money.
It's
it's
always
good
for
the
community
and
I
think
some
of
our
citizens
like
us
pouring
them
a
beer.
I
don't
know
I
get
that
impression,
so
it's
fun
just
once
again.
Next
thursday
is
veterans
day.
Let's
come
up
quick,
it's
hard
to
believe
it's
already
november,
but
so
that's
thursday
at
11
at
veterans
park.
A
It's
always
it's
always
a
special
ceremony
and
to
katie's
point.
You
know
it's
the
first
time
really
all
in
person,
so
it
I
expect
that
it'll
probably
be
very
well
attended
and
I
think
everybody's
participating
in
the
ceremony
so
come
on
out.
I'm
going
to
mention
this
again.
We
have
there's
a
release.
A
That's
coming
out
on
it
on
save
our
bay
program
for
out
here
in
tampa
bay,
where
we
are
going
to
be
meeting
on
december
11th
at
ariel's
park
at
9
00
a.m,
and
we've
got
some
of
the
businesses
involved,
where
they're
they're,
saving
their
shocked,
oyster
shells
and
we're
bringing
how
many
I
understand
we're
getting
a
lot
of
shells
in
she
left
her
restoring.
B
A
Yeah
well,
salt
rock
told
me
that
he
could
contribute
like
200
a
day
or
something
I
mean.
So
that's
great,
it's
good
to
know
right
where
to
go,
get
some
fresh
oysters
and
help
the
bay
at
the
same
time
you
know,
but
in
any
event,
so
we
come
out
and
we'll
have
a
presentation
out
there
by
tampa
bay
watch,
I
believe,
is
gonna,
be
out
there
helping
us
about
the
bay
and
then
we'll
string
some
oysters
and
and
go
work
on
the
bay.
So
that's
coming
up.
A
Just
put
it
in
your
calendars.
There'll
be
more
time
on
that.
The
last
item
that
I
have-
and
I
did
I
will
mention
the
habitat
for
humanity.
Community
leaders
build
day.
It
was
a
lot
of
fun.
It
was
well
attended-
and
you
know
for
us
here
in
oldsmar,
it's
hard
to
participate
in
locations
for
habitat
for
humanity,
because
we
don't
have
the
land.
A
We
don't
have
the
property
both.
What
we
do
have
is
designated
for
other
projects,
and
so
it's
nice
to
go
out
and
help
we.
We
did
actually
do
a
habitat
for
humanity
here
in
oldsmar.
It
was
about
15
years
ago.
Over
on
washington-
and
so
I
remember
that
I
think
we
did
two
side
by
side,
but
that
was
the
last
time,
but
it
was
nice
to
him.
The
last
thing
I
just
wanted
to
comment
on
that
I'd:
ask
that
everyone
keep
babe
right
in
in
your
prayers.
She
lost
her
longtime
boyfriend
ralph.
A
Most
of
you
probably
know,
ralph
he's
still
was
still
helping,
no
reddles
marquez
and
just
a
terrific
guy,
and
so
we
just
want
her
to
know
that
she's
in
our
thoughts,
thoughts
and
prayers
and
of
course,
she's
been
just
such
an
amazing
activist
in
the
community
just
make
sure
babe
knows
that
we're
all
they're
thinking
all
right.
All
right.
That's
all
I've
got
for
this
evening.
Item
number
21
approved
tentative
agenda
for
november
16
2021..
A
Does
anybody
wish
to
pull
anything
from
the
tentative
agenda?
Nope?
Okay?
So
I'm
I'm
gonna
ask
the
city
manager
to
state
a
correction
that
I'm
going
to
have
entertained
as
a
amendment,
because
there
was
just
no.
F
Yeah
the
reference
to
the
ordinance
numbers
on
the
city
attorney
public
hearings
are
reversed.
The
amending
the
town
center
development
code
and
architectural
design
pattern
will
be
2021-26
and
amending
the
comp
plan
to
permit
the
density.
Bonus
would
be
2021-25,
naturally
they'll
be
corrected
when
they
brought
forward
to
the
regular
agenda,
but
it
would
show
as
a
correction
or
an
amendment,
to
the
tenant.
Well.
A
I'm
going
to
accept
a
motion
to
approve,
as
amended,
would
that
change
so
moved.
I
have
a
motion
to
have
a
second.
