a
tendency

older
to
forget
what
it's

to
be

we

look
out
for
our
kids
getting
hurt
every
time
they
pop

wheelie.

look
at
them,

crack

head
open,
but
they're
being
kids,

motorized,
bicycle

bicycle

we
know
the

electric
bites

they
have

they

30
miles

things

understand

ticketed
confiscated,

bicycles,

kids

powering

charter
board
members
of
that,
and
I'm
really
excited

a
chance
to

thank

donation
that
you
have
given
to
us
to
help
us
further

education
of
the
kids
in
our
community,
where
the
things
that
we
do,
we
feel
that
are
really
important.
This
is
why
I've
kept
doing
it
for
15
years.
It's
meaningful

making
a
difference
in
children's.
I
And
gerald

our
chair
this
year,
so
I
just
wanted
to
make
sure
you
all
knew
that
and
he's
got

of
energy
that
he's
bringing
to
it.

we
do
scholarships
and
we
have
an
endowment
that

set
up,
that
funds
that-
and
we
also
fund
grants
to
elementary
and
middle
schools,
and
so
that
is
what
most
of
our
fundraising
efforts
go
to.

So
one
of
those
you
see
a
little
tiny
flyer
that
is
an
online
drawing
that
we're
having
one
of
our
wonderful
sponsors
nielsen
has
donated
tickets
to
the
bucks
dolphins
game
on
october
10th
and,
as
you
guys
know,
all
the
bucks
games
are
sold
out,
but
you
have
a
chance
to
enter
and
possibly
win
these
great
seats
to
that
game.
So
there's
a
little
qr
code,
it's
all
going
to
be
done
online
and
we
encourage
you
to
enter
for
that.

the
funds
raised
for
that
will
go
toward
funding
grants
for
elementary
and
middle
schools
and
those
grants
are
not
discretion

the
schools
can
choose
what
they
use
the
funds
for.

lot

have
to
fill
out.

we've
done
these
grants
we
give
them
600
to
each
school

six
hundred
dollars
comes
with
no
strings
attached

we
found

dollar
that

schools

got
strings
attached
to
it.
They've
got
certain
things
are
allowed
to
spend
it
on
and
nothing
else,
and
that's
it
so
they're

left
with
a
lot
of
items
that
there's
no
funding
for

give
you
a.

instance,
we
have
a

elementary
school
that
we
gave
a
600
donation
to.
It
seems
that
the

school
board,

their
infinite
wisdom
bought
them
quite
a
large
number
of
tablet,
computers
for
their

robotics
course
and

stem
course,
but
they
didn't
buy
them
charging
stations.

the

of
the

fundraising
and
as
the
correspondent

kelly

been

law
violation
complaint

was
made
by
a
citizen
against
the
city
council.

In
the
spirit
of
transparency,
I
wanted
to
report
to
the
community
that
a
complaint
was
recently
filed
with
the
pinellas
county
sheriff's
office
by
a
citizen
accusing
the
city
council
with
multiple
violations
of
florida's
government,
the
sunshine
law
the
complaint
was
filed
on
august
3rd
2021
was
investigated
and
resolved
with
no
finding
of
any
criminal
activity.
Investigation
was
completed.
The
complainant
was
advised
of
the
findings
of
the
sheriff's
investigation
on
august
20th
2021.

information
about
what
the
sunshine
law
is.
I
had
compiled
some
excerpts
from
the
first
amendment
foundation
website,
made
them
available
to
counsel,
provide
them
to
any
member
of
the
public
and
wishes
to
educate
themselves
on
exactly
what
the
sunshine
law
means,
along
with
its
intent,
which
is
to
provide
the
public
with
assurance
that
elected
officials
are
not
making
decisions
without
properly,
including
the
public.
The
complaint
specifically
filed
was
best
summarized
as
follows.

First,
the
complainant
cited
the
city's
annual
council
planning
conference,
which
was
held
on
may
25
2021
at
armature
works
in
tampa
was
not
properly
noticed.
Second,
secondly,
mentioned
was
the
decision
to
remove
a
discussion
about
downtown
redevelopment
from
a
previous
agenda
in
favor
of
discussing
it
at
the
aforementioned
workshop,
without
public
knowledge.
Thirdly,
the
complainant
cited
the
time
frame
by
which
the
minutes
of
the
workshop
were
not
published.

Timely.
The
sheriff's
investigation
report
considered
a
public
record
for
anyone
to
see
by
requesting
a
copy
from
the
pcso
office
or
the
city
clerk,
but
I
think
it's
appropriate
to
address
the
specifics
of
each
complaint.
As
the
chief
administrative
officer
of
the
city,
the
first
charge
was
about
the
council
decision
to
hold
the
annual
planning
conference
at
a
location
in
tampa
known
as
armature
works.
This
was
a
public
meeting
was
noticed
appropriately
by
the
city
clerk's
office,
as
required
by
florida
statutes.

That
has
always
been
the
objective
of
having
the
council
planning
session
at
a
different
location
than
in
council
chambers.
The
second
accusation
was
about
a
decision
made
to
remove
a
planned
discussion
item
about
downtown
development
from
a
regular
council
meeting
agenda
in
favor
of
discussing
it
at
a
subsequent
annual
council
planning
conference.

The
agenda
item
cited
was
a
discussion
to
be
held
by
council
about
the
status
of
negotiation,
progress
with
the
proposed
developer
of
a
downtown
development
project.
The
inference
in
the
complaint
was
that
the
purpose
of
removing
it
was
to
be
able
to
discuss
the
issue
in
private,
which
is
not
accurate.

Lastly,
the
third
accusation
against
the
city
cited
a
delay
in
the
completion
of
minutes
from
the
planning
conference
itself.
The
process
of
completing
the
minutes
of
any
council
meeting
can
be
arduous,
and
the
planning
conference
is
an
especially
difficult
one
to
complete,
because
the
meeting
takes
all
day.
So
there
is
much
to
record
and
report.

The
sunshine
law
does
not
set
out
a
specific
time
frame
for
completion
of
the
minutes
other
than
that
the
time
frame
needs
to
be
considered
reasonable.
Under
these
circumstances,
there
is
nothing
unreasonable
about
the
production
of
those
minutes
taking
so
long
as
summarizing
an
all-day
meeting
is
no
easy
task.
Additionally,
the
meetings
were
posted
for
approval
at
the
july
6
meeting,
which
was
cancelled
due
to
tropical
storm
elsa.

One
also
must
question
why
that
accusation
was
even
relevant
to
the
sunshine
law,
since
it's
really
a
complaint
about
staff
performance,
not
government
in
the
sunshine
or
any
action
taken
by
the
council.
In
closing
I'd
like
to
summarize
by
saying
a
couple
of
things,
one,
the
complaint
was
found
without
merit.
After
law
enforcement
investigated
totally
two,
the
city
council
and
the
charter
officials
respect
and
comply
with
their
responsibilities
regarding
governing,
as
the
law
requires,
which
is
in
the
sunshine
and
three.

Two
thirds
of
this
complaint
were
really
related
to
staff
performance
issues
or
decisions,
not
one
that
the
council
initiated
or
had
any
control
over.
Every
citizen
has
the
right
to
pursue
any
claim
that
they
think
they
have
against
anything
they
see
as
being
wrong.
I
can
personally
attest
to
the
fact
that
there
is
no
member
of
this
council
trying
to
hide
anything
and
we
stand
ready
to
defend
any
and
all
of
our
actions
and
decisions
made
along
the
way.

debate
and
we
do
debate
as
as
evident
from
our
last
couple

meetings,

the
process
is
always
by
the
book.
If

think
something
is
happening,
that
breaks
the
law,
you
absolutely
should
report
it.

the
public
notified
of
this
meeting
and
I
will
tell
you
our
city
clerk
or
our
city
manager-
will
sit
down
with
you
and
show
you
precisely
how
it
was
what
the
law
and
the
requirements
are.
I
will
tell
you:
there
is
a
check
and
balance
within
our
charter.
Okay
and
here's
the
check
and
balance
the
charter
officials
will
not
let
the
elected
officials
do
anything
that
breaks
the
law
they
won't.

Likewise,
as
elected
officials,
we
would
not
let
the
charter
officials
do
anything
that
breaks
the
law.
There
is
a
built-in
check
and
balance
in
that
system
and
it
works,
but
do
that
first,
if
you're
not
satisfied
with
the
outcome,
then
absolutely
take
it
to
the
next
step.
But
I
don't
believe
that
that
was
the
case
in
this
situation
and
it's
unfortunate
that
our
sheriff's
department
had
to
invest
hours
their
detectives
to
go.
Look
at
something
like
this
when
I
believe
had
the
process
come
and
express
your
concerns.

reiterate
to
our
staff-
that
I
believe
that
our
our
community
has
the
utmost
confidence

fact

rules
and

staple
