events

families,

our
kids
in
this
city.
It's
incredible
so,
even
though
he
considers
oldsmar
his
true
home
he's
originally
from
toledo,
ohio
moved
to
oldsmar
when
he
was
10
years
old
with
his
family
sort
of.

Really,
he
graduated
from
east
lake
high
school
and
attended
courses
at
the
university
of
arkansas
and
faulkner
state.
He
actually
began
his
career
in
with
the
city
in
1996,
where
he
served
in
parks
and
recreation
for
10
years,
then
left
to
go
to
pasco
county
to
work
as
a
parks
supervisor
and
then
did
two
years
at
the
ymca
of
the
suncoast.

He
returned
to
oldsmar
in
2019
and
since
then,
as
I
mentioned,
he
has
exponentially
expanded
the
offerings
in
our
family
and
special
events,
especially
things
for
kids.
He
helped
develop.
The
sunset
sounds
concerts
which,
typically,
if
it
doesn't
rain,
bring
in
about
250
spectators
every
time
he
also
developed
the
movies
in
the
park
series
coordinated.
The
youth
fishing
derby,
which
you
heard
about
tonight,
he's
created
new
events
such
as
the
kites
in
the
park.

established
the
invasive
fish,
roundup,
bad
bad
fish.
What
you
gonna
do
it
helps
eliminate
non-native
species
from
our
mobley
beach,
preserve
by
coordinate,
coordinating
and
making
it
fun
to
catch

get
rid
of
them,
while
not
planning

executing

amazing
events

him

past
few
months,
juvenile
or
teen
bicycle
activity
has
been
consistently
reported
on
oldsmar
streets,
while
safe
bicycle
riding
is
encouraged.
There's
been
some
concerning
reports
of
reckless
operation,
the
lack
of
helmets,
the
lack
of
required
bicycle
lights
at
night.
The
reckless
operation
includes
traveling
in
the
wrong
lane
directly
in
front
of
motor
vehicles.
This
activity
places
both
the
bicyclist
and
the
motor
vehicle
operator
in
a
very
high
risk
and
unsafe
situation.
I
We've
discussed
at
great
length
at
the
pinellas
county,
sheriff's
community,
policing
officers
possible
solution
that
may
be
to
adopt
an
ordinance
to
address
the
issue
which
would
allow
temporary
confiscation
of
the
bicycle
in
lieu
of
a
ticketed
offense
for
a
juvenile.
This
would
allow
the
deputy
to
reinforce
the
seriousness
of
the
offense
with
the
minor
and,
ultimately,
the
respective
guardian,
further
discussion.
We
have
provided
a
relevant
section
of
another
code
of
ordinances
that
was
enacted
by
the
city
of
delray
beach
and
provided
by
community
policing
officer
deputy
laura
tutko
who's
here
tonight.

suggestion
was
made

one

cpos
who
I
just
mentioned.
We've
asked
her
to
attend
the
meeting
to
answer
council
questions.

the
council
decides
to
pursue
the
solution,

add
additional
recommended
changes

and
ask
the
city
manager
to
craft
it

that
it
did
what
the
council
would
like
it
to

trend

social

wheeling
and
swerving,
and
it's
basically
where
the
kids
riding
their
bicycles
play
chicken
more
or
less
with
the
vehicles.
It's
it's
very
reckless.
It's
in
dangerous,
as
you
mentioned,
not
only

drivers
but
also
the
the
children.

kind
of
at
the
point
where
we're
trying
to
find
you
know
just
a
a
good
solution.

researched
how
several
other
departments
and
local
municipalities
are
handling
a
situation,
one
of
them
being
the
delray
beach
and
they
basically
created
their
own
ordinance
and
it
acts
as
more
of
a
diversion.

would

like
a
warning
trying
to
talk
to
the
children.
Then
it
would
go
to
you
know
like
a
written
warning
and
then
you
know,
depending
on
the
behavior
and

amount
of
recklessness

authority

impound
the
bicycle.

to

citation

ends

county

with

Pinellas
county
for
building
services
in
2011,
the
city
of
oldsmar
signed
an
interlocal
agreement
with
pinellas
county
building
department.
Under
the
terms
of

agreement,
the
county
agreed
to
act
and
fulfill
the
role
as
the
building
official
for
the
city
of
oldsmar.
As
part
of
the
2011
agreement,
the
county
provided
a
building
plans
examiner
who
was
co-located
in
the
city
of
oldsmar
building
for
12
hours
per
week.

The
duties
of
the
plans
examiner
were
limited
to
acceptance
of
review
of
residential
permits
and
applications,
and
the
provision
of
permit
related
information
to
the
general
public
commercial
plans
were
sent
to
the
county
for
review.
The
county
was
compensated
by
the
city
for
providing
those
services,
as
outlined
in
the
2011
agreement.
City
was
responsible
for
the
collection
and
processing
of
all
applicable
building,
permitting
fees
january
2021
the
county
decided
to
standardize
all
of
their
local
agreements
and
to
cease
on-site
provisions

the
building
plans.

background.
Currently,
the
annual
pay
for
the
mayor
is
ten
thousand
eight
hundred
dollars
and
council
members
is
eight
thousand
four
hundred
dollars
annually.
The
ordinance
review
committee
made
a
recommendation
to
increase
the
compensation
to
sixteen
thousand
and
fourteen
thousand
respectively,
and
the
committee
also
recommended
an
annual
increase
of
three
percent
on
october
first
of
every
year.
So
about
december
of
last
year,
city
staff
reviewed
the
recommendation
and
wanted
to
replace
the
automatic
increase
with
an
evaluation.

week
it
sounded
kind

almost
like
a
negotiation.

my
idea
was
always
okay.
Maybe
this
is
too
high,
but
we
increased
the
mayor's
salary
to
12.
We
increase
council
salary
to
10.
Those
are
nice,
even
numbers.
We
move
forward.
Mayor
gets
an
extra
100
bucks
a
month
council
members
get
an
extra
133
dollars
a
month
in
five
years.

can
decide
whether
or
not-
and
I
just
thought
that
was
the
easiest
way
to
do
it,
but
we
weren't
there
two
weeks
ago.
I
don't
know
that
we're
there
tonight,
but
it
was
never
against
any
idea
to
have
the
discussion,
but
with
the
added
wrinkle
of
do
we
do
it
by
referendum.
I
don't
know
that.
I
know
enough
about
that.
Yet
to
make
a
knowledgeable
decision
tonight.

comment
that
I
would
have
on
this,

if
you
have
a
specific
question
for
legal
counsel
by
all
means,

to

it

committee

only

it
came
from
a
citizens
committee

council
to

forward
on

like

have
an
election
coming
up
and
so

cost
standpoint

the
timing
of
the
recommendation.

idea

support
a

have

members
who
have
children
and
that
type
of
stuff-

believe

week

month

to
have

think
the
challenge
with
members
of
the
community
serving
who
have
had
smaller
kids,
it's
not
the
amount
of
money.
It's
the
amount
of
time
like
the
time
is
like
if
you,
if
we
could
come
up
with
a
proposal,
an
ordinance
that
saves
some
time.

what
we
should
be
talking
about
to
help,
because
you
know
y'all,
you
know
it's
tough.

mean
I
have
tons
of
respect
your
willingness
to
to
go.

that
kind
of
thing,
but
you
know
one
of
the
pieces

we
have
the
spreadsheet
on
a
comparison
to
other
cities.
Now
I
realize
the
the
city
attorney
made
a
point
about
a
lot
of
cities
kicked
the
can
down
the
road,
but
I
also
think
there
was
a
a
piece
of
information
missing
from
that.

example,
they
get
health
insurance
and
some
stuff
like
that,
their
council
members
get
paid

000
a
year,
so
we
get
paid
more
as
a
council
member,
their
mayor
gets
paid
13
000
years,
so
they
get
paid
more
than
our
us
here
in
the
city,
but
they
have
an
operating
budget
of
63
million
dollars
right,
and
so
you
go
on
down
the
line.
Even
look
at
safety
harbor
that
their
council
members
get
4
800,
but
with
monthly
expense
they
get
somewhere
around.

we
get
the
mayor
gets
about

000
a
year
with
expense
money,
but
they
have
an
operating

when
you
start
to
look
at
the
comparative.

company

community

everybody

way
it's
always
been,
and

lot
of
that
was
because
mayor
beavis
was
single
and
he
went
to
absolutely
everything
and
that
kind
of
became
the
mode.
And
then,
if
you'll
remember,
we
started
this
kind
of
process
of
saying.

you
certainly
can
go
to
any
event.
You
want,
but
let's
kind
of
establish
a
little
bit
of
a
protocol
that
we
have
one
person
who's
absolutely
committed
to
going.
So
you
have
representation
from
the
council
at
these
events,
but
it
moves
around
and
and
that
that
you
know
that
that
worked
for
us
for
a
while
and
then
the
pandemic
hit
nobody
went
to
anywhere,
but
now
things
are
opening
back
up
and
I
think
we're
all
just
so
excited
to
be
able
to
go
anywhere
that
it's
like
I'm
telling
you.

reason
we
canceled
the
first
meeting
in
july
because
it
just
goes
like
this
and
it
does
lighten
up
the
work
load.
Anyhow,
that's
my
comment.
So
if
somebody,

anybody,

something
different
to
say
or
wants
to
make
a

dollar
amount
is
set
forth,
then
the
charter,

yes,
it
would
require
a
charter
amendment
every
single
time
that
there
would
be
an
increase.

just
want

remind
you
all
that
of
the
provision
you
currently
have

charter
and
I'm
just
going
to
read
it
to
you.
No
one's
talked
about
it
yet
section
3.04,
it's
titled,
salary
and
expenses.

says
the
council
may
determine
the
annual
salary
of
the
council
by
ordinance,
but
no
ordinance
increasing
such
childhood
shall
become
effective
as
to
any
council
member
or
the
mayor
sitting
on
the
council
at
the
time
of
the
passage
of
such
ordinance
until
the
expiration
of
the
then
present
term
of
office.
For
that
individual
members
of
the
council
shall
also
receive
their
actual
and
necessary
expenses
incurred
in
the
performance
or
their
duties
of
office.

So
I
think
that
that's
why
this
was
established-
and
this
looks
like
it's
been
in
the
in
the
in
the
in
the
charter
for
a
long
time,
because
there's
not
even
a
reference
to
an
ordinance
number
on
it.

it

that
you
don't
have
to
go
to
the
public
every
single
time
that
there
was
an
adjustment
to
it
and
that's
how
most
cities
do
it
by
ordinance
versus
being
in
the
charter.
