to

into
discussions
with
Devin

LLC
for
the
purpose
of
negotiating
a
development
agreement
for
the
city-owned
property,
with
the
intent
of
selling
6.2
Acres
of
the
parcel
for
the
purpose
of
developing
the
site
with
a
mixed-use
development
containing
82
residential
Townhomes,
18
of
which
have
a
live
work
component.
The
city's
Land
Development
code
sections
14.7
outlines
the
process
for
the
negotiation
execution
of
development
agreements
on
July
19
2022.
The
city
council
approved
the
development
agreement
with
Devin
rushnell.

Since
then,
Devin
rashnell
has
submitted
a
revised
site
plan,
which
represents
a
material
deviation
from
the
site
plan
attached
to
the
approved
development
agreement.
As
a
revised
site
plan
contains
material
deviations
and
is
part
of
the
approved
development
agreement.
A
revised
site
plan
will
require
the
approved
development
agreement
to
be
amended
in
accordance
with
the
Land
Development
code,
section
14.7,
the
amended
development
agreement
requires
review
by
the
planning
board
and
approval
by
the
city
council.
In
addition,
the
Land
Development
code
requires
three
public
open
houses
at
different
locations
and
times.

is
important
to
note
that
there
are
no
changes
to
the
previous
essential
development
terms.
The
revised
attached
site
plan
reflects
the
following
modifications:
number
one:
all
interior
units
live
work
units
have
no
changes,
are
slightly
modified
to
relocate
the
garage
further
under
the
unit
to
allow
two
covered
parking
spaces
at
each
unit.
This
also
moved
the
rear
property
line
to
the
edge
of
the
private
roadway
to
create
a
34
rear
setback.

The
approved

to
the
driveways
are,
as
shown

the

the
third

the
Promenade
steps
and
the
right-of-way
meet
the
existing
sidewalks
for
buildings.

property
is
City
owned

the
CRA.
If
this
item
is
approved
by
the
city
council,
the
city
will
host

space

think
about
the
things
that
he
did.

that's
why

to
the
team.

what
you'll
see
today
is
really
a
couple
simple
changes
to
the
plans
that
allowed
us
to
create
this.

about
so

that's
really
based
on
the
one
that
you
had
originally
in
the
same
format
with
some
before
and
after
you're,
going
to
see
a
lot
of
before

afters

look
exactly

because
they
literally
are
nothing
changed
in
those
images.
But
I
wanted
to
point
out
that
they
are
the
same.
It's
a
little
hard
to
see
in
in
in
a
two-dimensional
print,
so
I'm
going

try

walk
you
through
some
of
those.

did

same
spot

we
said
before.

the
cars
farther
under
to
hide
lots

driveways

these
two

same

terms

what
you'll

on
St
Pete
drive
and
behind
it
the
architecture,

shape

the
roof,
the
siding
the
details
is
the
same
again
more
of
the
same
now,

you'll

that
building
on
the
right
hand,
side
behind
the
live,
work
you'll
see
how
the
shapes
are
slightly
moved
in
terms
of
push
and
pulled
and
you'll
notice
that
in
the
site
plan
but
architecture,
they
stayed
the
same.

something
small
like
that,
where
the
plaza
is
a
seat,
seating
and
umbrellas,
and
then
we
put
up
some
some
night
lights
to
kind
of
give
you
the
Ambiance
that
public
art
stayed
the
same,
but
these
shots
are
are
taken
from
the
same
angle.

know,
I
like
pretty

the
trying

hadn't
shown

really

kind

we've
eliminated.
So
we
think
this
is

much
better
choice,
because
now
everything's
rear
loaded,
more
more
neo
traditional
in
nature,
but
this
will
just
give
you
some
idea
what
that
architecture
would
look
like
nothing
changed,
architecturally
next
slide.

super

almost

can

we
push
the
garage
door
towards

very
generous
garage,
but
now
we
can
park
two
cars
literally
under
the
carport
and
hide
them
from

streetscape.

think
that's
a
better
choice
and
it
allowed
us

buildings
back
to
create
the
bigger
Green
Space
next

few

units
moved

it
created

green
space

that

general
material
intention

the
site
is
the

units
are
within
five
or
ten
feet
of
each
other,

they
have
moved
around
to
create
this

great

Green
Space
and
on
the

metal

What

call
the
Southwest
section
of
the

That's
a
little
Community
Cabana
that
we
created
that's
new,

we
had
so
much
green
space
that
we
wanted
to
create
kind

a
community

space,

different
from

pool
Cabana.

that
was
another
added
benefit
to
this
additional
Green
Space,
the
library,
the
theater
space,
the
carved
out
space
is
still
showing
the
old
theaters.
You
want
to
make
it
clear
that
we're
not
intending
to
do
anything
with
that,
but
just
to
not
confuse
anyone
I'm
showing
the
old
theater
there,
but
this
the
square
footage
of
that
parcel
did
not
change
at
all.

So
if
you
go
back
and
forth
one
or
two
more
times,
you
can
see
that
the
street
is
still
has
a
loop
and
then,
if
you
look
on
the
before
and
versus
after,
behind
the
buildings,
there
you'll
see
it
through
through
Street
all
the
way
to
State
Street
by
the
auto
repair
shop.
That
was
a
request
by
the
fire
department
to
have
two
access
points
for
fire
which
which
made
a
lot
of
sense.
So
we
added
that
as
well
again
a
material
change
that
we
think
improved
the
project
for
safety
and

that's
it
right
yeah.
So
that's
a
quick
visual
we're
asking
to
go
through
the
process

should
be
odd
now,
because
what
I
just
showed
you
I
hope
explained

the
the
changes
are
changes
in
terms
of
technical
changes,

not

my

opinion

architecture
and
intent
of
the
site
plan.

acceptable

This
is
a
better
plan
for
a
couple
of
reasons:
I
love
the
huge
Green
Space.
The
second
thing,
I
love
is
that
the
pool
is
no
longer
abutting.
The
pool
and
the
Cabana
are
no
longer
kind
of
abutting.
The
school
Street
area,
where
Arlington
residents
have
their
homes
backing
up
and
also
create
the
additional
setback.

The
additional
10-foot
setback
away
from
those
homes,
I
think
does
does
them
a
favor
I
know.
That's
School
Street's
always
been
a
concern
for
people
along
Arlington
and
the
other
part
that
I
love
is
the
exit
only
onto
State,
Street
I.
Think
that's
important
and
I'm
really
looking
forward
to
covering
that
ditch
and
kind
of
adding
the
more
green
space.
So
I
think
this
is
overall
a
better
product
for
the
residents
that
live
near
this
area
and
a
better
product
for
the
future
residents
who
hopefully
move
to
our
city
to
live
in
these
units.

really
excited
about
these
changes.
It
is
difficult
to
go
through
the
process
again,
but
we
have
to
do
it.
The
right
way
we
have
to
get
the
input
from
our
residents
and
we
have
to
you

follow
our
code.

it's
there

with
the
slight

that
we
can

a
better
product.

make
sure
we're
on

the
terms
we
use,
because
sometimes
we
get
lost

language
traffic
calming's.

combination

physical
educational
and
enforcement
measures
that
reduce
the
negative
effects
of
motor
vehicle
use.
Ultra
driver
Behavior,
improve
safety
for
non-motorized
Street
users
and
improve
neighborhood
livability,
which,
at
the
end
of
the
day
that
is
our
Big
Goal.

can
we
make
this
a
more
livable
and
a
more
connected

asking
well

don't
we
just
put
traffic
calming
wherever
someone
asked
for
it?
The
first
reason
is
Emergency
Operations,
not
that
they're

scapegoat

know
when
we're

talking

traffic
calming

comes

cost.

we
slow
down
cars,
we
slow
down
fire
trucks,

so
there's
parts
of
the
city
that
we

have

a
perception
versus

their

and

perception
that
we
have
in
traffic
can
be
skewed

if
you

a
Corvette
fly
down
your
road
at
50.,
you
may
be
like
man,
there's
people
flying
around
everywhere,
but
it
really
is
you
just
remember
that
Corvette
right,
so
sometimes
it
can
be
worse.

When
we
start
looking
at
the
data,
it
isn't
as
bad
as
it
looks,
but
sometimes
it's
worse
next
laws
and
regulations,
so
we're
mandated
as
Engineers
to
follow
state
laws
and
federal
guidelines
and
codes.
This
is
because,
when
you
drive
you
experience
the
roadway
you're,
making
thousands
of
decisions
subconsciously.
That
yellow
means
caution.
Red
means,
stop
like
you,
you
think
these
things
without
thinking
about
them
and
if
we
start
manipulating
our
traffic
environment
without
thinking
through
it
and
following
these
laws,
it'll
be
like
learning
a
new
language.

Fourth,
many
citizens
do
not
like
traffic
calming
it's.
The
fact
of
the
matter
is:
if
you
go
through
cities
with
a
lot
of
it,
you
may
be
like
you
may
not
enjoy
driving
there.
Next,
each
roadway
is
different.
So
what
may
work
on
this
street
doesn't
work
on
another
street,
so
we
have
to
look
at
each
context
individually
and
finally
cost
foreign.

So
in
our
we
have
an
existing
policy,
that's
been
in
a
place
since
2000
well
before
2013,
but
as
it
sits
right
now,
it's
the
current
manual
has
been
in
place
since
2013.
these
existing
guidelines
that
we
we
require
a
50
of
residents
and
impacted
streets
to
have
a
petition
to
initiate
the
whole
data
collection
process,
and
the
considerations
we
look
at
are
speed,
cut
through
traffic
crash
history,
traffic
volume
and
proximity
to
pedestrian
traffic.

So
the
speed
has
to
be
over
certain
miles
an
hour
depending
on
the
context
of
the
road,
the
cut
through
traffic.
This
is
where
someone
is
using
a
road
to
get
that
smaller
context.
Instead
of
the
the
bigger
Road
crash.
History
is
obvious
like
if
we
look
at
the
data
for
each
intersection
or
roadway
as
there
been
crashes,
traffic
volume
is
how
many
cars
are
actually
physically
going
on
the
road
and
the
products
proximity
to
pedestrian
traffic.
That's
we're
focusing
in
on
key
traffic
generating
centers.
So,
like
the
library
Parks,
we
need.

We
that's
a
criteria
that
we
look
for
so
some
of
the
updates
that
we're
recommending
we
want
to.
First,
we
want
to
implement
a
proactive
approach.
First,
we
would
like
to
have
a
scheduled
review
of
city
streets
on
a
routine
basis,

instead
of
waiting
for
complaints,
we
want
to
go
through
and
systematically
work
through
the
city.

to
consider
budgeting
funds

traffic,
calm
and

design
and
traffic
study
equipment
next

a
higher
emphasis

non-physical
traffic
calming
measures
such
as
social
traffic
calming

something
that's

forth

marshand,
our
engineer
one,

there's
a
way
to
do
traffic
calming
and
the
idea
is
a
pace
car.

we
would
reevaluate
the
local
versus
collector
classification
of
streets,

in
our
manual,

many
of
the
rules
are
based
on
the
context

the
road.

we
want
to
look
at
that
and
update
it.

traffic
calming

to
improve
our
reactive,
our
citizen
generated
review
process.
So
what
we
recommend
is
we
provide
initial
speed
study
when
a
complaint
is
received.

when
someone
says
I've
got
hundreds
of
cars
going
50
miles

hour
on
my
road,
it's
just
not
safe.

we
would
install
temporary
traffic
measures,
do
a
follow-up
speed
study
and
then
have
a
public
meeting
to
engage
the
public
and
to
review
and
hear
feedback
on
on
the
what
they're
experiencing,
based
on
what
they
say
and
their
feedback
and
the
data
will
either
initiate
steps
for
permanent
traffic.
Calming
expansion,
the
traffic
calming
change
in
traffic
calming
or
removal.

currently
we're
starting
to

we've
reviewed
two
streets
that
have
qualified
under
our
current
manual
for
traffic,
calming
that's
Shore,
Drive,
East
and
Lafayette
Boulevard.

are
multiple
options
possible

TRC
has
recommended
the
option
of
speed
cushions
due
to
its
low
impact
on
Emergency
Response
Vehicles,

on
Shore
Drive.

how
far
it

the
city
to
get
to
a

bottom
of
Shore
Drive
is
the
the
southern
tip
of
Shore.

three
separate
pairs

speed
cushions
in
these

each

resolution

adopted

tied

grant
is
awarded
jointly,
the
money
would
be

fund
a
planning
study

identify
multimodal
safety
improvements
in
this
in
the
red
area.

item
includes
a
traffic
management
plan,
I'm
going
to
read
the
quadrational

we're
going
to
use

This
is
a
quasidential
proceeding
where
the
city
council
acts
in
a
quasa
initial
rather
than
a
legislative
capacity
at
a
quasi-agistic
hearing.
It
is
not
the
council's
function
to
make
law,
but
rather
to
apply
law
that

already
been
established
in
a
quasidual
hearing.

the
amount

traffic
that

the
chain
on
any

construction

roundabout
at

traffic
calming
and
safety
enhancement.

engineering
consultant

governor
approved

billion
dollar

for

Medicaid

criminal
justice
budget
was
5.3
billion
dollars.
Obviously,
part

that
goes

fund

Department

Corrections.

Dollar
transportation
budget,
6.9
billion
agriculture
budget

7.5

General
government

Services
team

volunteers

lot

feedback

families

were
there

reviewing

comments

social
media

the
added
elements
were
much
appreciated.

the

hayride
thing
they

placement
of

Santa
was
allowed
for
better
queuing.

as

Mrs
saraki,

her
additional

known

her

Claus
that
really
bring
a
lot
of
smiles
to
people's
faces,

Saturday
at
breakfast
with
Santa.
But
again
the
volunteers
really
make
those
events,
those
kids
out
there,
making
the
reindeer
food
man,
oatmeal
and
glitter
all
night

even
want

know

it's

bless
them,
I'm,
just
so
happy
for
them.

was
absolutely
long
first,
but
also
incredibly
packed
with
a
lot
of
informative
and
good
news
and
a
lot
of
great
stuff
on
the
horizon.

about

Transportation
safety
related
news,

engagement
with
gai
and
the

funds
coming

attended
the
floral
League
of
cities,
legislative
conference
in
Orlando,
I'm,
a
member
of
the
utilities,
natural
resources
and
Public
Works
committee
and
I
think
it's
important
that
I
want
to
share
the
legislative
priorities
like
we
did
today
with
RJ
I
want
to
share
the
the
Florida.

The
Florida
League
supports
the
Florida
League
of
City
supports
legislation
establishing
a
Statewide,
coordinated
planning
and
approach
for
Water
Resource,
Investments,
That
funds,
the
Florida's
current
and
protect
projected
water
needs
in
an
equitable
Manner
and
authorizing
comprehensive
watershed
management
projects
to
qualify
for
funding
under
the
state,
water
protection
and
sub-sustainability
trust
fund.
So,
basically,
our
committee
is
focused
on
helping
cities
with
water
issues.
That
was
our
our
first
legislative
priority
and
our
second
legislative
priority
was
workers
that
are
qualified
to
work
in
water
plants.
So
it
was

really
interesting
session,
I
really
enjoyed
going
that
I
encourage
the
City
Council
next
year
to
get
on
a
committee
with
the
Florida
League
of
cities,
if
it's
possible,
but
that
is
really

a
wonderful
job
in
putting
this
on
and
with
that
happy
