know

sent
me
a
couple
emails
about
why
I
made
the
recommendation
to
pause
negotiations
with
woodfield,
and
you
would
ask
me
what
had
changed
the
change
of
the
ordinance
language
to
allow
the
density
incentive
increase,
allows
for
more
proposals
to
come
in,
and
so
since,
over
the
last
year
through
the
election
season,
what
we
were
hearing
a
lot
was:
how
can
we
get
more
public
input
when
we
pause
negotiations
and
there
was
a
request
for
development
proposals
to
be
put
out,
and
it's
also
seeming
like
we're
going
to
vote
on
it
later.

when
we
had
our
planning
session
to
discuss
council
priorities,
one
of
those
was
to
expand
citizen
engagement.
So,
as
I
was
wondering
how
to
get
more
proposals,
because
I
wasn't
sure
how
that
process
worked,
the
question
was:
is
there
a
way
to
get
public
input
before
and
so
being
able
to
put
it
into
the
request
for
a
proposal?
Is
why
you're
seeing
it
at
the
time?

that's
why
I
made
that
suggestion,
and
so
we
have
a
clearer
picture
and
we
get
input
from
all
of
the
stakeholders
now
and
so
that's
I
just
wanted
to
make
sure
that

clear.

just
wanted

sure
that
I
did,

that

the
reason
that
I
made
the
suggestion.

manager

try
to
describe
a
little
bit
of
what
the
time
frame
or
timetable
of
each
of
these
items.
Like
the
sequence
of
how
that
may
happen,
I
know
there's
probably
a
little
bit
of
uncertainty
around
that
still,
but
just
kind
of
where
it
may
stand
right
now.

there
is
uncertainty,
certainly
and,
and-
and
part
of
that
is
because
it
depends
on
a
lot
of
factors
that
are
out
of
our
control.
So
I've
had
preliminary
discussions
with
a
consultant
who
specializes
in
community
engagement
that
would
come
in
and
assist.
We
still
have
to
negotiate
a
contract
with
them.
I
have
to
negotiate
a
schedule
with
them
to
see
when
they
would
be
able
to
hold
a
public
meeting.

talked
to
that
consultant
that
we
time
is
of
the
essence
and
that
you
know
we
still
have
to
give
a
three-week
notice
to
the
public
before
we
hold
any
public
meeting.
That's
my
strong
recommendation
to
allow
people
to
schedule
that
we
can't
have
a
pop-up
public
meeting
so
so
to
allow
that
scheduling.
So
that's
that's
one
factor
so
say
that
all
goes
well.

know
optimally.

hope
that
we
could
schedule
that
public
workshop
sometime
in
june
and
then
the
consultant
will
have
to
prepare
the
request
for
development
proposals,
which
also
will
take
some
time,

I
don't
really

good
time
frame

them

workload
would
allow
for
that
and
then,
when
we
advertise,
we
have
to
advertise
and
allow
ample
time
for
developers
to
put
together
a
complicated
proposal.

they
have
to
have
time
to
review
all
the
site
characteristics
to
put
that
together.

that
can
vary.

somewhere

month

we

settle
on

military
issues
are
very
near
and
dear
to
our
heart,

I
heard
there
was
an
opening-
and
we
always
go
to
the
veterans
day
in
memorial
day
ceremony

heard
there
was
an
opening
on
the
board,
I
thought
it
was
a
good
way
to
kind
of
get
involved
and
help
bring
our
you

my
vision
and
also
as
a
global
war
on
terror.

times,
veterans,
advisory
boards
and
veteran
programs
and
stuff
are
a
lot
more
skewed
towards
people
who
are
in
vietnam
and
korea
or
some
of
the
older.

conflicts
in

past

don't
always

younger
veterans,
and
so
I
want
to
really
be
able
to
help
represent
younger
veterans
in
the
city
who
sometimes
go
underrepresented
because
they're,
not
necessarily
as
a
parent
and
not
as
out
there.

the

event,

agreement
cannot

terminate

term
and

current
building
and
planning
fee
resolutions
last
updated
many
years
ago
in
2010
include
the
permitting
fees
associated
with
different
types
of
building
permits,
in
addition
to
the
local
permits
that
do
do
not
require
florida
building
code
review
fee
due
to
the
new
interlocal
agreement
and
cost
neutrality
for
the
florida
building
code,
review
and
update
to
the
city's
building
and
planning
fees
are,
is
now
required.
The
city
has
engaged
raf
raf
telus
financial
consultants
to
conduct
a
permitting
and
zoning
fee
study
for
the
services
that
remain
under
review
at
the
city
level.

will

the
study
and
fee
recommendations
to
the
city
council.
If
the
recommendations
are
accepted
by
the
city
council,
the
city
attorney
will
draft
a
resolution
to
update

fees
charged

the
city
for
local
permits,
technical
review
services
and
zoning
services.

recommends
approval.

miss
donnelly
indicated,
the
the
city
had
engaged
us
to
look
at
the
the
whole
zoning
and
permitting
fee
situation.
But,
as
the
study
got
started,
you
elected
to
send
some
of
those
responsibilities
to
the
county
through
an
analog
interlocal
agreement.
So
the
remaining
fees
that
were
under
the
city's
purviews
are
what
we're
going
to
talk
about
this
evening.

So
this
table
here
shows
the
existing
fees
and
then
the
proposed
cost-based
fees-
and
I
can
go
I'll
briefly-
go
through
them.
We,
additionally
to
to
clear
and
again
you
had
a
number
of
items-
tree
removal,
landscape,
residential
permitting
tent
permitting
for
those
that
elect
to
put
up
a
tent.
At
their
event,
fire
alarm
permits
post
inspection
fire.

There
were
about
seven
new
fees,
fire
alarm,
permit,
post,
fire
inspection,
flood
zone,
zoning
ladder,
flood
review,
zoning
review
an
expanded
zoning
letter
and
inspection
fees
were
all
activities
that
required
your
staff's
time
that
you
were
not
currently
charging
a
fee.
So,
in
addition
to
the
existing
fees
that
the
county
didn't
take
responsibility
for,
we
developed
fees
for
these
seven
additional
activities,
and
you
can
see,
for
example,
the
firm
fence
permit
fee
was
originally
30,
plus
10
cents
per
linear
foot
of
fencing.
Our
proposed
fee
is
50.

Now
you
had
a
number
of
fees
that
were
similar
to
this
in
terms
of
there
was
a
per
square
foot,
for
example,
for
sea
walls
and
per
acre
charges.
But
in
reality,
when
we
looked
at
the
activities
involved,
they
didn't
really
vary
from
applicant
to
applicant,
based
on
the
size
of
the
fence.
It
was
the
activity
itself
that
we
focused
on
so
some
of
these
fees
actually
simplify
they're
cost
based,
but
they
actually
simplify
the
the
fee
calculation
process
example.
The
the
sea
wall
permit
was
40,
plus
30
cents
per
per
linear
foot.

We're
recommending
a
fee
of
85.
You
did
not
have
a
doc
permit
again.
The
permitted
proposed
fee
is
85
slab,
slab
driveway
permit
from
fifty
dollars
to
seventy
dollars.
So
again,
this
is
today's
costs.
Obviously
it's
eight
years
since
you
adopted
these
last
time,
so
there's
been
a
significant
increase
in
costs
and
I
suspect,
going
forward
since
we
wrapped
this
up
several
months
ago,
where
we
didn't
see,
what's
going
to
happen
in
the
future,
to
your
costs,
with
all
the
inflation
we're
expecting
to
see
in
the
near
future.

Obviously
your
costs
may
rise
again,
but
mostly
this
is
labor-related
costs.
There
are
some
vehicles
that
are
involved,
so
we
have
some
overhead
for
vehicles
built
into
certain
fees
when
a
vehicle
is
used,
and
I
have
issued
a
report-
I
assume
you
got
a
copy
of
that
as
well.
So
if
you
have
any
questions,
I'd
be
happy
to
entertain
them,
but
in
conclusion,
we
just
think
that
this
provides
an
effective
and
equitable
means
to
recover
your
costs.

work

clarify

the

this

13,
appoint
council
member
knapp
is
a
city
appointed
trustee
of
the
firefighters
pension
board.
This
was
brought
to
you
based
upon
a
recommendation
by
the
pension
board's
attorney
mr
herrera,
and
his
recommendation
was,
or
his
opinion
was,
that
a
city
manager,
a
city,
clerk
or
a
city
council
member,
could
become
a
member
of
this
particular
board,
and
I
obviously
have
an
issue
with
that
because
of
the
fact
that
there
is
an
attorney
general
opinion
that
was
issued
in
2003.

That
specifically
provided
that
that
was
not
allowed,
and
the
reason
being
is,
is
that
that
would
be
considered
a
dual
office.
Holding
violation
have
reached
out
to
the
attorney
to
see
whether
or
not
that
he
could
provide
any
additional
information
for
the
position
that
he
was
taken.
Unfortunately,
I
haven't
been
able
to
get
a
response
back
just
yet
from
him
in
the
so.
In
the
meantime,
while
I'm
waiting
for
that
information
to
come
back
with
the
full
knowledge
of
this
ago,
says
you
can't
do
it.

know
the
first
meeting

tuesday
in
june
falls
in
the
second
week
of

know
I've
been
mentioning
people
before
kind
of
teasing
it
out.
If
you'll
indulge

for
a
few
minutes,

inner

I
I
have
a
couple
of
old
articles
that
I
kind
of
found
digging
through
my
grandmother's
things
after
she
had
passed
they're
from
the
tampa
tribune.
One
is
dated,
may
19
1963
and
this
one
was
may
31st
1963.
So
these
were
two
different
printings
of
right
before
and
right
after
the
very
first
oldsmar
day.
So
I'm
trying
to
show
that
up
and
maybe.
I
So
right
up
here
up,
I've
got
my
fingers
backwards
with
the
camera,
so
that
is
ward
schreckengoss
right
there,
former
mayor
of
oldsmar,
taking
a
picture
with
one
of
the
oldsmobiles
in
the
show,
so
I
think
even
back,
then
they
were
doing
a
card
show
and
then
the
other
title.
This
was
after
kind
of
celebrating
whole
town,
turns
out
to
celebrate.
I
So
basically,
it
said
this
long
little
town
expects
to
resume
a
long
delayed
march
of
progress.
Oldsmar
has
everything
flat:
land,
waterfront,
acreage,
low
taxes
and
a
location
between
tampa
and
clearwater.
That's
changed
everything
that
is
except
prosperity.
I
Fewer
than
2
000
people
reside
within
the
city
limits
of
this
community
that
lines
the
north
shore
of
old,
tampa
bay,
the
same
community
that
once
boasted
a
population
of
25
000
and
lays
claim
to
being
the
town
that
first
felt
the
florida
boom
during
the
1920s.
Today
has
no
doctor
the
bank
that
once
bulged
with
funds
belonging
to
millionaires
who
wintered
here
closed
during
the
depression
and
has
not
reopened,
then
another
part
talks
about.
They
are
working.
The
chamber,
the
volunteer
fire
department
and
other
organizations
are
working
on
many
other
improvements.
I
A
new
boat
marina,
where
boats
may
be
rented
and
stored
with
open
will
open
soon.
I
think
that's
probably
the
one
by
jack,
willis,
neff
and
others
will
see
a
new
post
office
and
an
office
building
in
the
near
future.
City
council
has
purchased
the
subdivision
sewage
disposal
system
for
ninety
thousand
dollars.
A
prerequisite
to
acquiring
federal
aid
for
city
sewers,
but
plans
for
a
mandatory
sewers
must
first
pass
a
referendum.
I
Citizens
of
this
town,
which
is
known
best
for
its
sunshine
park,
horse
racing
track.
Now
the
tampa
bay
downs
feel
safe
from
annexation
by
tampa,
even
though
expansion
is
in
that
direction,
in
this
case,
being
in
pinellas
is
considered,
an
asset
olsmar
is
in
fact
planning
annexations
of
its
own
council.
Members
are
pushing
for
annexation
of
west
oalspar.

These
are
going
to
go
to
the
oldsmar
historical
society,
because
I
don't
think
they
have
these
and
anybody
will
be
able
to
enjoy.

yeah:
this
is
probably
the
precursor
to
that
and
then
just
finally
real
quick.

know
I've
mentioned
this
before
I'm
going
to
do
my
best
to
attend
the
next
meeting,
but
as
we
get
closer
to
early
june,
I
know
I
have
to
be
on
baby
watch
so
she's
tracking
three
weeks
ahead,
which
would
be
june
6's,
six
ish
so
we'll
see,
but
in
in
the
event
that
I
can't
attend.

sure

opportunity
this
past
two
weeks
ago
to
attend
the
national
day
of
prayer
at
the
park.
I
thought
that
was
an
amazing
event
had
good
attendance.
I
also
attended
the
reptile
event
at
alternate
elementary
school.
That
was
a
really
cool
event:
lots
of
reptiles
coming
out
and
the
guy
lives
right
here
locally
in
baltimore.
I
thought
that
was
really
cool.

Lastly,
I
just
want
to
brag
on
my
daughters
just
a
little
bit.
They
were
involved
with
a
couple
school
plays
this
week.
Chase
was
in
nine
to
five
at
east
lake.
High
school
abby
was
at
shrek
junior
at
carwise,
and
now
I
gotta
brag
on
the
wife
a
little
bit,
because
she's
gonna
be
singing
the
national
anthem
at
memorial
day,
so
always
excited
to
get
an.

mostly
nearly
everything,
has
been
covered.
I
had
the
job
fair
down.
Of
course
hundreds
of
employers
or
hundreds
of
jobs
are
going
to
be
there.
So
it's
always
a
good
event.
It
was
a
fantastic
one.
Last
year,
the
memorial
day
ceremony
as
well,
everything
else
had
been
touched
on
my
wife,
and
I
took
our
four
and
five-year-old
to
magic
kingdom
this
weekend
for
the
first
time
where
the
both
of
them
got
to
go.

here
so
we
survived,
but
we
managed
to
get
aerial,
haunted,
mansion,
thunder,
mountain
splash,
mountain
mini
ears,
ice
cream,
lunch,
see
the
parade
and
back
to
the
hotel
by

the
kids,
the
kids
really
loved
it
and
our
son,
it
just
hit
40
inches,
so
he
could
go
on
the
bigger
rides
and
he
thought
it
was
the
coolest
thing
ever
so
that's
all

had

jolly
trolley
tour
is
back.
We
did
this
five
six
years
ago
for
the
centennial,
and
we
have
this
time
we're
having
three
tours

a.m,

p.m

we're
gonna
have
refreshments
at
the
women's
club,
like
we
did
last
time
during
the
the
break,
once
the
trolley
gets
back.
Tickets
are
only
twenty
dollars,
it's
selling
out
fast.

at
the
historical
society
or

can
contact
marianne

who
is
the
president
of
the
women's
club
or

the

she's
very
busy,
but
it's
going
to
be

jolly
trolley
will
take

city
for

hour
and

of
our
city.

event

did

during
the

memorial

11th.

sad
event,

attended

we

were
there

city

oldsmar.

then
tomorrow
night
the
leadership
pinellas
dinner
and
awards.
I
will
be
there.

with
