feeling
well,
and
he
will
not
be
here
this

with

like

our

will
be

our
City

neighbors

going
to

all
angry

me

they
don't
come
back,
but
when
I
came
back
from
volunteering
at
hospice
about
12
o'clock,
they
were
picking
up
everybody
else's
song,

mow

easements
down

We
don't
have
any
sidewalks
and
people
like
to
walk
their
dogs
and
we
got
to
walk
our
dogs

middle

road

because
I
have
some
Scotties
and
you
know
what
Scotties
are
they're
really
short
dogs
and
as
well
with
their
heads
and
my
neighbors
got
a
big
dog

she
can't
walk
him,

grass

just
tall

nobody's
murdered
on
Summer
got
an
answer.

sewer
plant

State
Street,
they
haven't
done
Racetrack,
Road

don't

I
mow
mine

a
couple

neighbors.
We
mow
ours
on
Racetrack
Road,

people
don't
and
so
that's
the
problem
know
everyone
who
lives
in
a
house
is
supposed
to
keep
that
easement
up.

if
they
don't,
then
it
belongs
to
the
city
and
I
think
the
city
should
take
care
of
it.

Veterans
Memorial
Park,
recognizing
those
who

served
our
country

roll
call

newly
inscribed
names
on
the
memorial
wall
during
this
free
annual
event,
there'll
be
some
hot
dogs
there.
But
it's
really
a
good
time.

nice
Community
event
and
then
that
Friday
night
at
November,
11th
from
six
to
nine,
just
outside
of
the
city
hall,
is
the
second
Friday.
So
part
of
the
golf
carts
grab
the
kids
and
check
out
this
monthly
event
featuring
food
vendors,
car
shows
and
more
including
I,
believe
some
antique
Christmas
stuff.
That's
pretty
cool,
so

on

code

ordinances

change
the

age

permitted

golf
cart,
drivers

14

We

statistics
and
information
about
this
age
change.

what
I
would
like
to
do
is
this
is
really
just
for
discussion
right
now,
but
since
Lori
has
come,
I'd

First
of
all,
not
every
city
has
golf
carts.
Not
every
city
provides
for
golf
carts
to
be
driven
on
their
streets.
A
lot
of
local
cities,
don't
have
them
the
city
of
Dunedin
kind
of
was
on
the
first
one
on
the
verge
of
creating
a
golf
cart
community
and
allowing
golf
carts
on
certain
streets.
The
age
limit
that
they
established
in
Dunedin
is
16..

It
was
16
when
we
drafted
that
ordinance
back
10
years
or
so
ago,
and
the
reasoning
behind
it
was
is
that
we
were
concerned
about
drivers
of
golf
carts
not
having
a
driver's
license,
not
knowing
the
rules
of
the
road
being.
You
know,
even
though
we
have
some
mature
14
year
olds,
we
were
concerned
when
we
drafted
that
ordinance
that
14
year
olds
were
different
than
16
year
olds,
even
though
the
state
statute
allows
for
14
year
olds
to
drive
I'm,
not
aware
of
any
City
locally.
That
allows
for
that.

the
ordinance
that
we
created
for
the
city
of
oldsmoor
provides
for
16
years
of
age,
and
you
know
I
think
that
that's
probably
the
appropriate
thing
that
obviously
I'm
giving
my
my
opinion.
It's
not
necessarily
a
legal
opinion,
it's
a
personal
opinion,
but
that's
kind
of
some
of
the
background
on
it.
I
do
have
the
state
statute.

state
statute
that
the
speaker
was
talking
about
was
316.212
paren
seven,
which
provides
that
a
golf
cart
may
not
be
operated
on
public
roads
or
streets
by
any
person
under
the
age
of
14..
So
that's
how
it
actually
reads
in
the
state
statute.
So.

all
right
a
couple
of
things
in
our
packet
I
want
to
read.
It
says
that
Pinellas
Park
and
Indian
Rocks
Beach
have
a
minimum
age
of
14
year
olds.
For
golf
cart
usage,
the
town
of
Bill.
There
is
silent
to
age
requirements.
Therefore,
it
should
be
assumed
that
14
years
of
age
is
the
minimum
age.
However,
Bel
Air
only
permits
golf
carts
during
daylight
hours,
with
a
distance
of
one
mile
from
a
golf
course.

are-
and
there
are
some
cities
that
do
not
allow
it
Clearwater
Largo,
Safety,
Harbor,
Tarpon,
Springs,
St,
Petersburg
and
most
of
the
beach
communities
do
not
permit
golf
cards
in
any
public

consistent

golf
carts,

wasn't
clear
if
the
county
does
allow
golf
carts

it's

it's

like

vehicle,
it's
just
it's
low
speed
and
also
then
it
is
kind

exempt
from
any
laws.
We
have
about
golf
carts
as
far
as
restrictions.

speed
limits
of
35
miles
an
hour
or
less.
It
can
actually
cross
the
state
highways.

we
were
doing
some
digging
on

are
some
distinctions
between
them
when
it
comes
to
the
age
limit.

comments,

Simpson
kind

as
it
relates
to
the
low
speed
vehicles.
I
was
kind
of
just
doing
a
little
bit
of
a
thought
exercise
there,
and
you

one
of
the
other
distinctions
that
separates
low-speed
Vehicles
versus
golf
carts
is
the
speed
at
which
it
can
attain
golf.
Carts
have
to
be
20
miles
an
hour
or
less
and
low
speed.

think

go
up
to
essentially

built

is,
but
other
than
that
in
terms
of
what
speed
it's
capable
of
and
the
safety
equipment
that
is
required
of
a
low
speed
vehicle
to

golf
cart
other
than
its
speed
capability
right.
So
from
a
safety
perspective,
it's
really
not
all
that
much
safer
versus
being
in
a
vehicle
right
with
a
seat
belt

airbags

such

was
kind
of
thinking
about
that.

understand
it
from
the
enforcement
perspective?
Is
it's
hard
to
prove
that,
whereas
if
you're,

or
16
with
a
permit
or
a
full
on
license
and
enforcement
makes
comes
considerably
easier,

just
from
the
safety
perspective,
you
know
it
pales
in
comparison
to
being
in
a
motor
vehicle.
So
it's
definitely
on
the
fence
as
far
as
14
goes,
but
making
some
adjustment
not
opposed
to
that.

be

the

her

if

got

cart

do
it
a
little
bit
earlier,
but
I
would
we'd
still
have

keep
those
same
rules
and
regulations.

that
makes
sense
to
everyone
where
it's
we
can't
just

ordinances
for
other
cities
before
and
those
considerations
were
there
and
the
same
I'm
sure
and
I
don't
want
to
speak
for
Tom,
but
that
the
15
year
old,
with

permitting
requirements,
would
most
likely
was
discussed
in
other
cities.
Other
municipalities
having
the
same
conversation,
so
we
make
a
concession,
okay,
bring
it
down,
but
then
again
it'd
be
the
same
permitting
rule.
So
I
don't
know
if
that
gets
you
to
the
spirit
of
what
you're
asking
us
and
that's
just
where
I.

Kind
of
opinion,
so
For
Better
or
For
Worse,
I
I,
am
a
lawyer
and
I
have
some
negative
personal
experience
with
this
issue.
It
scares
me
very
much
to
reduce
the
age
to
14.

I
understand
that
there
are
certainly
out
there
some
extraordinarily
responsible
14
year
olds,
15
year
olds,
I
I
do
not
doubt
it
I.
Also,
don't
doubt
that
there's
14
and
15
year
olds,
maybe
even
younger
folks,
who
are
driving
golf
carts
in
Oldsmar
that
we
don't
necessarily
know
about.

Staying
in
step
with
the
county,
I
think
is
important
as
well
and
with
it
only
really
being
two
cities:
Pinellas
Park
in
Indian
Rocks
Beach
that
allow
the
minimum
age
of
14
and
Bel
Air
14.
But
you
have
to
be
out
during
the
daylight
and
within
one
mile
from
a
golf
course.
So
I
kind
of
don't
count
that
so
for
me,
I
would
prefer
to
leave
it
at
age.

I
think
it
creates
an
issue
with
enforcement
and
I
think
it
doesn't
necessarily
solve
the
problem.

old,

allowed
to
drive
it
alone
or
the
15
year
old
being
allowed
to
drive
the
golf
cart
alone.

just
a
safety
issue.

are
all
kind

committed

council

Safety
and
ensuring
you
know
the
safety
of
our
young
people
and
all
people
in
our
city
and
I

understand
that
it
is
convenient

get
that

sympathize
with
that,
but
I
can't
sacrifice
safety
for
convenience,
I

can't
that
that's
just
how
how
I
analyzed
it.

couple
comments.
First
of
all,
I
live
over
on,
you
know:
split
Fork,
Eastlake,
Harbor,
Palms
area
and
I
see
golf
carts
all
the
time
with
young
drivers
all

time
driving
in
my
neighborhood
in
Harbor
palms,
and
they
don't
look
like
they're,
16.
I,
see
it
all
the
time
and
I,
even
when
I'm
in
downtown,
sometimes
I'll
see
young
drivers
on
Shore
Drive
driving
golf
carts.
So
if
anything
we
brought
this
to
the
table.

It's
definitely
something
that
we
have
to
look
into
and
it
made
us
aware
that
we
do
have
underage
without
driver's
license
driving
golf
carts
on
our
streets
right
now
currently,
and
a
perfect
example
was
last
night
Halloween
my
street
was
packed
and
there
were
kids
driving
golf
carts
all
night
long.
So
it's
an
issue
I'm
going
to
say
with
Katie
I
think
our
our
city
has
gone
through
a
traumatic
loss
of
life
recently
and
I.
Don't
think
we
are
in
the
right
situation
right
now
to
lower
this
age
to
to
14

consider
because
I
don't
think,
that's
an
issue
if
a
parent
is
in
the
golf
cart
with
their
underage
driver
with
at
least
a
learner's
permit,
I
don't
have
a
problem
with
that,

that's

that

first
moved
here.
I
was
with
the
Pinellas
Trail
as
an
auxiliary
Ranger,
and
this
incident
did
come
up
in
Dunedin
where
people
were
riding
golf
carts
on
the
Pinellas
Trail.
It
came
up
in
2005
again,
I
was
subpoenaed
by
the
Dunedin
city
council
to
to
speak
on
it
and
what
they
said
is
when
you
see
golf
carts,
all
you
do
is
call
the
and
now
share
of
non-emergency
number
in
the
city
of
Dunedin.
I
If
you're
on
the
the
trail,
the
fines
now
start
at
a
hundred
dollars
driving
a
golf
cart
and
they
are
at
age,
6,
16.,
and
now
it's
gotten
to
the
point
where,
if
you
don't
look
16,
they
will
pull
you
over,
so
they
are
very
strict
on
the
the
trail.
So
I
just
wanted
to
point
that
out.

is
a
wonderful
place
to

Oldsmar

looking
forward

participate

event

they've
been

that's
fun,
Trunk

Treat
was
a
blast
at
Forest,
Lakes,
very
crowded,
I,
don't
want
to
overestimate
the
number
I
think
I
heard
something
like
they
got
around
400
or
more
RSVPs,
so
it
wasn't
just
the
students
and
their
parents.
It
was
everybody
was
hearing
about
it
and
came
by.
It
was
really
good.
Councilmember
Knapp
was
out
there
with
an
astronaut
which
is
she's
ready
to
get
on
the
moon.
She
was
ready
to
go
yeah,
and
so
that
was
a
lot
of
fun.

and
just
just
to
say,
if
any

you
here
have
not
been
to
the
Veterans
Day
ceremony
on
November
11th,
it
is
a
very
it's

nice
event.

a
little
bit
more

don't

fun,

it's

positive
event
and
everybody.

is
just
so
welcoming

A
couple
of
things.
I
went
to
the
foreign
School
Transportation
safety
committee
meeting.
It
was
a
a
very
emotional
meeting
and
lengthy.

Well
school
starts
at
7
15
in
the
morning,
so
the
bus
comes
quite
early
and
if
you've
ever
been
on
that
road,
it's
extremely
dark
and
the
trees
kind
of
obscure
the
street
lights
and
the
student
was
on
one
side
of
the
road
and
all
the
other
students
who
use
that
bus
stop
happen
to
live
on
the
side
that
the
bus
stops
on
this
particular
student
lives
on
the
opposite
side
of
the
road
and
because,
if
you're
familiar
with
that
road,
you
know
it's
trees
and
then
there's
guard
rails.

Those
steel
guard
rails
all
up
and
down
so
there's
no
crosswalk,
and
so
the
student
stepped
you
know
essentially
into
the
street
to
cross
to
the
opposite
side
and
he
was
killed
by
a
distracted
driver
who
likely
couldn't
see
him
at
all.

So
it
was
quite
a
tragic
story,
a
very
moving
presentation
by
his
uncle
and
the
committee,
which
consists
of
you,
know:
local
representatives
from
other
cities,
there's
Ford
Pinellas
folks
there
and,
of
course
they're
school
board.
Members
they're
were
discussing
all
sorts
of
options
to
remedy
the
issue
and
in
short
order
it
was
brought
up.
Perhaps
a
crosswalk.

Of
push-pull
between
start
times
right,
so
a
lot
of
people
like
why
does
Middle
School
start
so
early
7,
15
a.m,
so
early
and
and
the
real
answer
is
it's
a
transportation
problem,
because
if
you've
got
buses
trying
to
serve
simultaneously
elementary
middle
school
and
high
schools
all
in
the
same
area
in
rush
hour
traffic
in
Pinellas
County,
the
start
times
have
to
be
staggered
such
that
they
can
actually
accomplish
that,
while
getting
everybody
to
school
at
a
reasonable
time
and
of
course,
before
daylight
savings
time,
it's
still
quite
dark
at
that
time
in
the
morning,
I
know
that
they're
also
going
to
discuss
the
foliage,
the
the
kind
of
overgrowth
of
trees.

Although
it's
a
it's
a
very
beautiful
street
during
the
daytime
because
of
the
the
tree
cover,
it
is
also
extraordinarily
dark.
So
it
was
nice
to
see
that
the
committee
was
immediately
receptive
and
interested
in
solving
the
problem
as
quickly
as
possible.
Bus
stops,
don't
change
super
often
there's
5,
000
of
them
or
so,
and
some
of
them
are
in
very
dangerous
locations.
A
lot
of
people
don't
realize
there
are
bus
stops
for
Pinellas,
County,
Schools,
On,
Us,
19.

Vigilant
our
city
manager
reported
to
all
of
us
that
there
was
a
recent
meeting
with
the
principal,
the
new
principal
Mr
Logan
of
Oldsmar
Elementary
School,
which
was
very
productive
to
discuss
the
safe
routes
for
all,
which
you
know
safe
routes
to
school
and
the
work
that
will
be
involved
in
that
and
I
know
that
I've
spoken
to
members
of
the
PTA
who
are
ready
to
participate
because
it
will
require
walking,
Maps
data
surveys,
parent
participation
and
you
know,
photograph
all
kinds
of
information
to
make
it
a
very
robust
application
by
the
city.

So
the
the
partnership
with
for
Pinellas
the
school
and
the
city
and
the
parents
and
the
teachers
and
the
students
all
together,
will
really
make
it
successful.
And
that's
you
know
this
is
not
like
a
next
month
we're
going
to
submit
our
application.
This
is
this
is
an
extensive
process
and
I
know
that
more
will
be.
You
know,
for
information
will
be
provided
to
us,
as
these
dates
come
due
as
this
information
becomes
available
by
our
city
manager,
but
continuing
to
be
vigilant
about
that
issue.

from
that,
I
wanted
to
thank
the

Oldsmar
Elementary
PTA
that
their
trunk

treat
was
likewise
fantastic.
Vice
mayor,
Buckman
was
there
in
a
intensely
elaborate
costume
and

there

the
kids

wanted

thank
Ann
and
Kathy,
and
our
Citizens
Academy
members
for
allowing
me

quickly

before
they
got
their
awesome
food

that

could
hustle

was
well
attended

was
great
to
see
so
many
people
out

first
bus

traveled
over
to
the
beach.

minutes

get

downtown

beach

was
actually
incredible.

couldn't
believe
it

this
new
sunrunner
bus.
They
have

bring
your
bike
right
into
the

bus

your

your
front
tire
locks
in,
and
it
picks
your
bike
up.

it
can
hold
three
buses
in
three
bikes
inside
the

the
bus.
It's
really
a
very
unique
thing
and
Brad
Miller
today

zoom

Chamber
of
Commerce
how
he
mentioned
it.

beach

minutes

it's
been
packed
six
o'clock
in

morning,

guess
to

o'clock
at
night
it
runs
or
to
midnight
it
runs.
So
it's

every
15
minutes
a
bus
pulls
up
and
you
hop
on
and
you
can
go
so
these
are
for
you.
