The
concern
for
the
lack
of
affordable
housing
in
this
country
is
a
valid
and
growing
one
I
have
personally
attended
meetings
in
the
area
discussing
the
steps
at
different
municipalities
would
make
to
ensure
their
residents
were
not
being
priced
out
of
their
homes.
So
when
I
saw
an
agenda
item
pop
up
that
would
discuss
Pinellas
County
initiatives,
I
was
excited
and
I
knew
that
I
would
like
to
further
study
how
the
city
of
Oldsmar,
if
and
how
the
city
of
Oldsmar
would
be
implementing
those
initiatives.

The
advantage
Pinellas
housing
compact
being
presented
seems
to
be
seems
to
clearly
outline
the
issues
of
affordable
housing
in
Pinellas
County.
Not
only
are
those
issues
outlined,
the
Pinellas
blcc
forward,
Pinellas
and
other
entities
have
also
provided
some
remedy
to
the
issue
by
committing
to
allocating
funds
to
affordable
housing.
In
my
opinion,
as
a
local
public
policy
student,
the
advantage
Pinellas
housing
compact
is
a
sound
commitment
for
those
involved.

The
city
of
Baltimore
may
not
have
as
large
a
population
as
some
of
its
counterparts
in
the
county,
but
it
is
a
few
street
lights
away
from
the
neighboring
Hillsborough
and
as
the
rents
continue
to
continues
to
Skyrocket
everywhere
else,
it'll
be
interesting
to
see
how
this
government
chooses
to
move
forward.

done

great

programs,

BMX
track.
We
had

second
second
Friday.
We
had

lot
of
positive
things
going
going
forward,

I

leaving,
the
second
Friday
I
heard
a
lot
of
residents,
say
and
I
checked
with
other
cities.
When
people
get
sandbags,
they
just
put
them
in
the
garbage
cans.
That
is
a
nominal
because
they
burn
garbage
and
when
it
messes
up
the
incinerators,
it
causes
a
backlog,
and
then
the
residents
blame
the
city.

see
going
forward?

council
here

vote

you
have
the
Christmas
tree
drop
off
in
December,
where
people
drop
it
off
at
Ari
olds
Park.

can't
we
get

program

out

put

I
just
wanted

briefly

give
some
history
of
Garrett's
experience
in
Oldsmar,
so
he
started
10
years
ago.
It's
a
10-year
service
award.
So
10
years
ago
we
started
thank
you
for
laughing
at
my
bad
joke
there,
but
so
he
started
off
as
a
part-time
management
analyst
and
then
he
was
quickly
promoted
to
a
full-time
management
analyst
and
then
he
went
to
the
budget
and
finance
analyst
and
then
the
finance
administrator
in
2018..

What
I
found
interesting
was
that,
while
he
was
serving
in
all
those
positions,
he
served
several
interim
positions
for
us
as
well
and
I
think
this
shows
just
a
a
well-rounded
background
and
a
mini
applicable
skills.
So
he
served
as

interim
sustainability
coordinator
at
one
time.
He
was
an
executive
assistant,
another
time
and
he
served
as
the
interim
HR
administrator,
so
I
think
that's
a
testament
to
how
I
how
highly
regarded
you
are
in
our
city
and
really
how.

Grant

FEMA
reimbursement

for

private
home

reconstructs

that
took
about
three
years
of

life
getting
going
through
the
reimbursement
of
that.

commitment

relationships

and
cities-
and
that
includes

local
officials

commitment

recently
you

heard
about

pretty
important
ribbon
cutting

in
Oldsmar
and
that
was
September
6th,
the
Upper
Tampa
Bay
Chamber
of
Commerce,
with
Pinellas
County
Economic,
Development
Group,
our
mayor
city
manager.
We
had
County
Commissioners
there.

It
was
historic
at
500,
Brooker,
Creek
Boulevard,
it's
a
15
million
dollar
that
number
15..
It
just
keeps
showing
up:
15
million
dollar
investment
into
Brooker
Creek
by
Herod
properties,
and
they
are
committed
to
construction
of
a
150
000
square
foot
building,
and
it
was
the
first,
the
first
you
know
old,
smart.
We
love
to
be
the
first.
We
love
to
be
the
first
on
lots
of
things,
so
this
was
the
first
economic
development
project
completed
with
penny
for
Pinellas
employment
sites
program.
So
this
is
this
is
a
big
deal.

We
always
live
to
be
first
and
there's
some
serious
public
policy
and
I'll
get
to
that
in
a
minute
too,
as
to
why
it's
important
to
Oldsmar,
most
importantly,
for
creating
sustaining
and
retaining
jobs,
employers,
it's
it's
critical,
so
they
will
help
us
retain
Edmonds,
Optics
and
black
LLC
keeping
them
here
in
Oldsmar
we
could
have
lost
those
folks
and
those
jobs
to
somewhere
in
Pasco
County
somewhere,
where
there's
more
open
space
open
land
as
the
competition
for
industrial
lands
versus
residential
lands,
continues
to
intensify
across
the
entire
region.

So
because
of
this
effort,
and
because
of
some
additional
facts,
I
want
to
tell
you
about.
They
are
our
business
of
the
quarter.
So
you
might
not
know
everything
about
Herod,
though,
because
there
there's
these
two
lakes
that
are
part
of
Oldsmar,
a
lot
of
people.
Don't
know
the
borrow
pits
were
actually
Herod
properties,
they
deeded
those
to
the
city
of
Oldsmar
long
ago
and
those
Twin
Lakes
that
a
lot
of
people
aren't
really
aware
of.
They
are
part
of
Baltimore.

If
you
go
north
on
Racetrack,
Road
is
also
shared
with
an
easement
with
Tico
I
believe
not
quite
sure
what
what
our
intentions
are
for
that
land
in
the
future.
We're
going
to
continue
to
hold
it
and
trust,
but
pretty
cool
that
they
they
brought
it
back
to
us.
Also,
they
completed
a
small
project
in
2011
for
60
000
square
foot,
building
a
little
company
called
micro
Lumen
that
we
we
are
very
familiar
with
and
very
proud
to
have
in
Oldsmar.

So
you
can
see
how,
over
the
years,
their
impact
in
our
city
has
been
steadfast
and
continues.
So
their
commitment
to
retaining
these
industrial
lands
is
really
critical.
A
lot
of
people
don't
know
that
Pinellas
County
actually
has
more
manufacturing
and
Industrial
land
in
Hillsborough
County.
A
lot
of
people
think
like
oh,
isn't
that
where
the
ports
are
and
the
shipping
and
the
view
yucky
I
don't
want
to
go
to
that
other
side
of
Tampa.

No,
the
industrial
lands
are
actually
here,
and
that's
so
important
because
well,
I
have
a
million
reasons,
literally
a
million
reasons
and
carrot.
You
know
those
million
reasons
52
of
the
ad
valorem
dollars
that
go
into
that
budget,
that
we
that
we
approve
every
year
as
the
council,
52
percent
of
the
ad
form
dollars.

That's
tax
dollars,
property
tax
dollars
that
are
not
here
marks
for
something
specific
that
we
can
spend
on
those
city
services
that
we
love
to
have
our
residents
enjoy,
whether
it's
something
in
Leisure
Services
or
something
at
the
library
see
our
friends
at
the
library
here
tonight
that
helps
pay
for
all
that
and
again
preserving
that
that
economic
base
is
critically
important,
especially
in
the
event
of
like
a
housing
market
downturn
which
we
experienced.
We
don't
have
to
raise
taxes.
We've
kept
that
millage
rate
the
same,
and
that
cushion
is
why
so.

The
county
is
actually
investigating
a
lot
of
this.
It's
part
of
a
program
that
teals
the
target
employment,
industrial
land
study,
and
it's
it's
all
about
this
commitment
to
retention
of
industrial
lands,
because
if
we
don't
have
the
companies
here,
if
we
don't
have
those
businesses
nearby,
then
you
have
to
drive
40
minutes
to
get
to
your
job.
You
know
because
the
company
can't
find
a
place
to
build
because
the
Lord
be
located
initially
or
they're.
You
know
kind
of
pushed
out
because
they
can't
expand
and
then
we
switch
it
over
to
residential.

We
have
density,
we
have
problems
in
housing,
declines
and
and
so
on
and
so
forth.
So
I
am
very
proud,
I'm
very
honored
tonight,
because
this
company
represents
a
commitment
to
I
believe
20
years
into
the
future
of
growth
for
that
area,
and
they
have
really
sustained
the
entire
Brooker
Creek
business
complex
right
on
the
other
side
of
tampa
road
as
well.
So
the
business
of
the
quarter
for
the
third
quarter
2022
goes
to
Herod
properties
in
here
from
the
company
is
in
Morris.

all
been,
it's
been
a
very
successful
project
for
us,
like
you
said,
the
ESP
program
was
the
first
one.
We've
done,
we
basically
just
like
a
program
that
gives
a
financial
gap
for
developers,
because
it's
very
expensive
to
build
right
now
very
expensive
for
land
right
now.

know,
as
you
said,
the
industrial
properties
are
very
important
to
the
city.
So
every
all
three
attendants
are
manufacturers
and
provide
great
great
jobs
for
the
city
of
Oldsmar.

to
do
more

Everyone
I
have
the
honor
tonight
too,
resent
the
council
manager
award
for
the
month
of
October.
I
Recently,
our
community
was
facing
a
big
challenge
with
hurricane
Ian,
coming
forward
towards
us
as
I
like
to
call
the
cone
of
uncertainty.
As
things
start
to
heat
up,
there
was
a
group
of
individuals
that
not
only
prepared
our
city
but
also
put
their
own
lives
on
the
line
for
most
of
us.
When
we
choose
to
go
work
somewhere,
we
don't
choose
a
job
that
require
us
to
do
any
kind
of
Emergency
Operations
procedures.
However,
I
do
recall,
I
was
in
I.T
during
Y2K,
so
but
I
digress
fact
of
the
matter.
I
Is
that
there's
a
risk
that
these
individuals
take
on
and
inherit
with
their
jobs?
And
it's
important
for
our
community
to
recognize
these
individuals
and
being
aware
and
needful
for
the
work
being
done
during
these
emergency
situations,
but
these
situations
not
prepared
for
in
a
day
they
take
years
of
planning
weeks
of
planning.
They
spend
many
hours
per
year
to
make
sure
that
they're
ready
and
then,
if
our
EOC
needs
to
be
activated,
there's
a
chain
of
command.
I
As
some
of
you
may
know,
we
follow
the
incident
command
structure
sent
forth
by
FEMA
to
make
sure
that
not
only
the
correct
operational
people
are
in
place,
but
also
that
we
have
a
place
to
operate
in
a
safe
manner.
This
takes
coordination
with
other
local
and
National
entities,
as
well
as
the
local
businesses,
our
own
City
staff
in
the
weeks
and
days
prior
to
the
event
or
to
the
storm

potential

create
a
network
of
housing,
jobs,
education

other
resources
designed

Transit
oriented

lay

groundwork

the
name
of
the
long-range
transportation
and
land
use
plan
for
Pinellas
County.

this
compact
is
part
of
that

healthy
communities

decide

to
locate,
affordable,
housing

and
how
to
plan

the
community
around

need
to

adequate
facilities

walking

exercise,
but
also
as
another
form
of
transportation.

invested

Oldsmar,
we
used
to
build

lot

type

housing

toolkit,
it'll
include
best
practices,
model

menu

touted
that
as
a
best
practice
for
this
type
of
development,
because
it
it
was
able
to
get
more
units

less

preserved
a
high
quality
of
life.

the

last
two
sections
are
just
housekeeping
reiterating
that
you
retain
your
own
local

have
full
control

compact

and

local
government

although
we
hope

one
will
never
remain

effect

meeting
as
like

saw
somebody
out
on

trail,
even
though
it's
not
officially
open
so
really
excited
about.

looking
forward
to
that
I
think
it'll
be
a
great
means
for
people
to
get
around
over
there
safely,
because
there
were
no
sidewalks
or
Trail
whatsoever
on
Douglas.
Prior
to
this,
a
quick
reminder
about
the
council
work
session
coming
up
on
the
27th
I
did
look
at.
It
doesn't
look
like
it's
actually
showing
up
on
our
calendar
yet
on
the
website.

to
that
I
hope
everybody
can
kind
of
do
a
little
research
and
have
some
ideas
as
far
as
coming
up
with
some
ways
to
expand
our
Outreach
with
the
citizens
and
then
final
thing
I
have
is
just
to
do
a
little
bit
of
recap.
As
you
all
remember,
I
went
and
did
the
tunnel
to
Towers
stair
climb
right
before
Gator,
Nationals
and
I.

was
going
to
play
golf
with
his
brothers
he's
the
youngest
of
seven
who
was
orphaned
early
when
he
was
young,
was
not
working.
That
day
heard
a
plane
hit
the
towers,
decided
to
go
back
to
his
station
to
get
his
gear
and
went
and
got
to
the
tunnel
at
the
Brooklyn
Battery
Tunnel,
and
it
was
already
shut
down
because
of
security
concerns.
So
he
took
60
pounds
of
gear
ran
through
the
tunnel
and
up
into
the
towers
to
save
people's
lives.
So
in
remembrance
for
his
efforts
is
where
this
Foundation
came
from.

So
it
was
a
really
great
experience,
just
kind
of
learn
more
about
that
and
understand
the
the
real
impact
of
it.
One
of
the
things
that
this
organization
did
that
I
learned
that
day
after
the
climb
through
some
folks
I
met,
was
when
Deputy
magaly
was
killed
in
action.

as
soon
as
they
kind
of
found
out
about
it,
they
are
also
through
some
of
their
fundraising
they're
doing
now,
they're
donating
all
the
proceeds
for
this
upcoming
event
that
I'd
like
to
share
about
to
Hurricane
Ian
relief,
so
really
fantastic
organization.
I
hope
that
in
the
future,
we
maybe
if
they
were
to
reach
out
to
us
for
some
sort
of
support
that
we
may
consider
it.

if
I
could
maybe
get
the
camera
to
zoom
in
so
January
13th
through
the
15th,
they
there'll
be
a
there's
a
great
couple
in
all
in
East
Lake
Woodlands
they're,
going
to
be
having
a
tennis,
pickleball
and
golf
tournament,
January
13th
through
15th.
So
on
Friday,
the
13th
there'll
be
a
golf
tournament,
golf
scramble
and
then
Saturday
and
Sunday
there'll
be
a
pickleball
and
tennis
tournaments.

They
said
this
is
the
third
annual
first
time
they're
doing
golf,
but
the
third
year
that
they're
doing
pickleball
and
tennis,
and
they
said
last
year
they
had
about
a
hundred
entrants,
each
for
pickleball
and
tennis
and
they're
expecting
upwards
of
about
150
each
this
year,
the
first
year
they
raised
twenty
five
thousand
dollars
in
this
event,
and
then
this
past
January
they
raised
forty
three
thousand
dollars
and
their
target
is
sixty
this
year,
and
so
my
employer
is
definitely
looking
at
sponsoring
one
or
more
of
the
events.

week

library

wife

could

to

without

residents
as

we
did
the

tour
all

way

been
on

truckster
there

just
couldn't
pass
it
up.

a
coffee
mug
of
this
truckster,
so
they
ended
up
winning
the
gentleman
who
owned
it.
His
kids
were
there
they
got
to
hold
the
trophy.
They
were
in
the
picture
with
all
of
us.
It
was
a
really
fun
time
and
then
Oktoberfest
is
this
weekend
at
Tampa,
Bay
Downs.
So
hopefully
I
will
see
everybody
there.

all

city
staff

out

working

heat

it
was
still
pretty

Responders
that
work
right
here

city

Oldsmar
and
you're
talking
about
the
things

they
did
during

after

storm

it's
immediacy,

even
the
things
that
our
staff
does
on
a
daily
basis
in
the
Years
leading
up
to
to
storms
and-
and
you
know,
with
storms
in
recent
memory.

to
our
city
manager,

it

lot
of
hemming
and
Hauling.

was
a
great
learning
experience
for
myself,

learned

much
the

different
seminars
they
had
about
Redevelopment.

one

income.

kinds
of
different
seminars,
but
one
thing
I
wanted
to
share
with
this
was
that
the
awards
Center.

was
given
out
at
the
awards
dinner.

when

went

the

the
rest
to
the
meeting

there

like

probably

people
in
this
dinner
so
as
the
people
started,
leaving

grabbed
