out

kiddos

we
ended

the
time
we
got
to
school,
which
is
great
turnout.
More
than
I
expected,
we
did
have
Pinellas
County,
Public,
Schools
media
there
filming
us.
We
had
a
drone.

president
our

theater

Performing
Arts

greatly
appreciate

recognize
council
members
and
staff
who
continue
to
prioritize
the
performing
arts
for
our
community
and
our
students

the
benefit

touch
so
many
families
and
lives

our
programs
each
year
from
theater
and
dance,
and
even
our
volunteer
carolers
group
that
you
see
at
Chris
Winter
Wonderland,
and
we
can't
do
any
of

city's
generous

estimate

000
students
and
families
each
year
join
us
in
our
programs

at
events

more

from
our
own
Hometown,

an
average
of

percent
of
students.

programs
continue

enhance
children's
lives
and
engage
them

providing
them
a
platform
to
learn
social
skills,
performance
skills,
memorization
skills,
dance,
music,
family
and
so
much
more

have
received
letters
from
parents
applauding
our
programs,
including
one
recent
one.
That
stated
you
and
the
quote
you
and
the
troop
are
the
best
things
that
have
come
into
my
child's
life
in
a
long
time
and
are
sorely
needed
and
wanted
as
Role
Models.
You
and
the
whole
team
encourage
my
child
and
help
bring
her
out
of
her
shell.

would

remind

community

our
dance
program
is
starting
up
this
week
for
our
fall
season
in
preparation
for
the
holiday
show
at
Winter.
Wonderland
classes

on
Wednesday
and
Thursday,
starting
this
week
at
the
Cypress
Forest
rec
center
and
include
hip-hop
Jazz,
tap
ballet
lyrical
styles
of
dance.
This
25-year
program
has
been
honored
to
receive
second
generation
dancers
and
continues
to
grow
a
family
dance
atmosphere
for
our
local
students.

is
a

performance

cast

researching
lawyers

deciding

needed

be
done
about
this

not
pay
your
bill
because
if
you
did,

you
allegedly
did
something
outside
the
law,
then
you
should
be
have
your
legal
fees
paid,
which
really
surprised
me
and
credit
to
you,
council,
member
grabert,
because

actually
went
to
a
better
law
school,
obviously
than
councilmember
Gana,
because
you
know
the
difference
between
allegation
due
process
and
judgment.
Maybe
you
were
sick
the
day
of
due
process
and
judgment.

problem

is
that
if
you
believe
that
he
should
not
get
his
legal
fees
paid
because
he's
allegedly
did
something
against
the
law,
why

the
city
paying
your
legal
fees
of
my
lawsuit,

broke

law?

if
you
want
his
legal
fees
not
paid,
then
why
is
the
city
pay
in
your
legal
fees?
I
don't
understand,

then
you
have
your
friend
next
to
you
who
seconds
almost
everything
you
say
you
can
look
at
the
voting
record
even
when
he
wanted.

categories
and
contracts

subcontracts
for
Engineering
Services
is
because
Daniel
Simpson's
entire
team
worked
really
really
hard
to
divide
out
all
the
different
categories
of
Engineering
Services
for
roadway,
Transportation,
water,
Wastewater
engineering,
hydrologic,
hydrological
engineering
and
environmental
construction,
Administration
miscellaneous
Services.
When
previously
we
used
to
take
these
things
and
just
put
them
under
our
door
group
now
I
love
our
Dura,
but
the
way
that
staff
did
this
was
I
cannot
conceive
of
the
complexity.

2022
city
council
approved
the
proposed
site
plan,
SB

for
a
3865
square
foot
office,
building
located
at
corner
of
South
State
Road
580
and
South
Bayview
Boulevard
in
the
Town
Center
commercial
neighborhood
District.
The
office
will
be
offering
a
full-service
design,
Consulting
and
application
services
for
lighting,
and
it's
currently
under
construction.

site
consists
of
nine
originally
plotted
lots.
A
replay
is
required
by
the
Land
Development
code
for
commercial
sites
consisting
of
multiple
existing
lots
and
to
proper
document
the
future

proposed
building.

is

pursuant

the
requirements

Land
Development
code,

16
and
providing
for

effective
date
here
of
that
was
a
reading
of
resolution
2023-20

Jackson

Tampa
Road

the

on

of
service.
It's
very
similar
square
footage
and
no
increased
traffic.
This
side
area
was
just
over
41
000
square
feet,
but
the
building
area,
just
over
2
327
square
feet
and
22
parking
spaces.

city
has
an
average
daily
use
of
Wastewater
of
1.6
1.62
million
gallons
per
day
and
a
capacity
use
of
72
percent,
the
City
reviews
each
development
proposal
for
compliance
with
the
storm
water
management
regulations.

project

required

provide
a
drainage
plan
and
provide
for
the
adequate
disposal
of
storm
water
and
protection
of
adjoining
properties
from
damage
due
to
stormwater
runoff.

transportation
included
in
the
report,

different
Road
level
segments
in

city

Oldsmar
are
graded.
As
you
can

in
the
chart,
there

two
segments

did
receive
a
failing
grade.

Forest
Lakes
Boulevard

Pine
and
the

roadway
was

construction

main
fixed,
Route
67.
It's
a
typical
bus
route
service,
stop
to
stop,

we
also
have
route

which
is
serviced
by
a
smaller
vehicle.

three

mile

that
route,
you
can
call
have
them
pick
you
up
and
then
take
you
to
the
router
or
other
location
on
that
route.

amending
the
stormwater
utility
management
fees
in
1992,
the
City
established
a
storm
Water
Utility
Fund
and
storm
water
management
fee
of
2
dollars
for
one
equivalent
residential
unit
and
eru
per
month.
This
was
increased
to
250
in
1998
and
three
dollars
in
2003
for
multi-family
property
and
non-residential
property.
The
charges
relate
to
the
number
of
eerus.
For
that
particular
parcel.
The
eru
is
based
on
the
total
impervious
surface
of
the
parcel
in
January
2010.
The
city
adopted
a
two-tiered
stormwater
fee.

This
fee
was
three
dollars
and
fifty
cents
per
eru
for
those
customers
with
limited
stormwater
service
and
four
dollars
for
all
other
stormwater
customers
in
October
of
2014.
The
tiers
were
adjusted
to
450
and
five
dollars,
depending
on
whether
a
property
was
located
in
a
development
that
provided
storm
water
management
in
October
2019,
the
tiers
were
adjusted
to
5.50
and
six
dollars
in
October
2022.
The
tiers
were
adjusted
to
750
and
eight
dollars
with
the
anticipation
that
additional
increase
would
be
requested
for
fiscal
year
24..

system
currently
operates
in
a
near
Break
Even
operating
margin
and
will
require
a
rate
adjustment
to
help
fund
future
essential
operating
and
capital
costs,
particularly
in
light
of
the
debt
service
requirements
of
the
harbor
Palms
Improvement
plan
loan.
The
recommended
two
dollars
increase
to
both
tiers
per
eru
will
generate
an
estimated
350
000
in
additional
Revenue
per
year.
This
additional
Revenue
will
provide
funding
for
critical
stormwater
master
plan
projects,
as
well
as
various
improvements
required
to
correct
drainage
issues
throughout
the
city.

departure

the
proposed

Douglas
Road
Project,
which
is
being
rebudgeted.

from
the
final
budget
for
fiscal
year
24.
We
have
3.29
million
dollars
of
projects,
2.89
million
of
that
is
for
Douglas
Road.
This
project
will
be
funded
using
arpa
proceeds.
American
Rescue
plan
act
proceeds
so
that
won't
have
a
direct
effect
on
the
bottom
line.

the
stormwater
fund,
however,
this
you
know
the

is
a
gift
and
future
Grant
revenues
are
not
guaranteed
necessarily
for
these
projects,

of

stormwater

essentially
storm
water,
related
projects
and
Equipment
are
very
expensive.
So
we

prepared
for
that
from
the
operating
budget
or
intergovernmental
revenues,
which
is
basically
the
grant
proceeds.

totals
3.14
million
dollars
for
next
year.
That
is
the
arpa
proceeds.

just
mentioned,
as
well
as
some
State
appropriation
money
storm
water
fees
will
total
1.57
million
of
this
about.

percent
of
these
proceeds
are
from
the
commercial
industrial
customers,
so
they
they
support
a
big
chunk
of

budget
miscellaneous
revenues
total
about
a
hundred
and
ten
thousand
dollars
in
fund
reserves,

dollars
on
the
expense

personal

just

improvements
in

harbor
Palms
