the

which
will
be

by
our
City

we

This
meeting
help
us
to
engage
in
meaningful
discussion,
allow
us
to
grow
closer
as
a
group

we

decisions

might
affect

residents
of
the
city

Oldsmar
and
continue
to
remind

that

things
I
would
like
to
address
the
recent
issue
with
the
cat
mutilation.
It.
The
situation
happened
with
some
relatively
new
residents
that
moved
here
from
California
on
Dartmouth
Avenue
and
she
had
inherited
the
re.
The
previous
residence
cats
that
were
running
around
unaltered
and
I've
been
doing
animal
rescue
for
about
40
years
and
I
assisted
her
in
trapping
three
cats.
We
were
able
to
get
three
and
get
them
fixed
and
it's
a
tnvr
program.
I,
don't
want
them
back.

About
the
second
weekend,
we
were
trying
to
capture
a
huge
male
feral
cat,
and
there
were
some
people
that
had
expressed
some
issues
with
her
feeding
these
cats
and
subsequently
this
cat
was
found
in
her
yard
between
the
hour
of
four
and
five,
when
she
got
back
with
her
three-year-old
from
the
park
and
laid
it
out
in
her
side
yard,
missing
its
front
legs
and
its
head.

So
she
called
me:
I
was
just
on
my
way:
I
teach
at
the
high
school
in
South,
St,
Pete
and
I
got
to
her
house
as
quickly
as
possible.
Just
to
take
you
know
said,
let
me
take
a
look
at
the
body
and
this
was
not
like
any
mutilation.
I
have
seen
you
know
with
coyotes
and
so
forth.
Unless
that
coyote
came
in
on
a
skateboard
and
Boards
board
shorts
and
Fedora
there's
no
way
this
was.
This
was
something
from
this
was
something
else.

I
immediately
had
called
this
I
I
told
her
to
call
the
sheriff's
office.
She
was
actually
she.
She
was
in
fear
for
her
family
and
I
didn't
find
out
until
about
four
days
later
she
did
not
call
the
sheriff's
office
and
so
I
filed
a
report.
Myself
and
I
received
a
call,
and
there
was
an
officer
Thompson
that
just
dismissed
me.

know
what
I
saw
the
resident
and
her
husband
were
both
there.
They
saw
the
position
of
the
body
I
pointed
out.
There
was
no
marks
on
it.
It
was
a
fresh
kill
early
in
the
afternoon.

did
post
something
on
fit
next
door.
I
didn't
want
to
go,
might
make
this
a
whole
public
news
things,
because
people
try
to
embellish
things
and
you
know,
live
on.
You
know
hysteria,
but
we
have
experienced
issues
of
arrows
and
cats
on
Lafayette
in
the
past
two
years
ago.
This
was
happening.
A
neighbor
on
the
corner
of
Exeter
and
Buckingham
found
an
arrow
in
his
tree,
and
he
called
those
Sheriff's
Office
out.
They
did
nothing,
they
said,
there's
something
they
can
do
unless
they
he
saw
the
person
that
shot
it.

this
other
issue
with
the
cat,
what
pointed
at
I
mean
I've?
Had
people
email
me
stories
and
I'm
like
you
know,
if
I
don't
see
the
body
I,
don't
know,
I
mean
people,
don't
see
what
I've
seen
I've
done.

I've
seen
a
lot
of
things,
but
this
was
purposeful
and
it
was
laid
in
this
young
family's
yard

she

a
known
feeder
of
community
cats.

voices
for
animals

Pinellas
County
is
interested
in
the
case
and
they're
going
to
offer
a
reward
for
any
information
leading
to
sassy.

having
a
a
particularly

Town
Center
residential
area,

working
on
getting
a
sense

identity

Harmony

the
neighborhood
here
and
we're
encouraging
oh
geez,
encouraging
everybody
to
to
show
up
for
that
so
March
22nd.

explains
the
signs
in
The
Yards.
It's
a
unifying
thing
for
all
of
us

we're
continuing
to
get
more
and
more
small
businesses
involved
in
the
ERC
program.

classmates

Oldsmar
Elementary.

the
mileage
club,
where
students
can
track
their
miles,
walking
or
biking

school

earn
bucks

reach
my
goal
as
five
hundred

Drive
was
re-repaid.

I
asked
him

that
we
don't

crosswalk
lines
painted
and
when
I
came
home
Saturday

painted
so
he's
doing

excellent

the
city
of
Oldsmar
and

The
other
thing
I'd
like
to
bring
up
is
this
golf.
Golf
cart
issue
I'm,
going
to
tell
you
about
the
incident
that
happened
in
Fort
Lauderdale,
and
it's
something
that
this
residential
Community
adopted.
I
They
had
the
same
circumstances
that
that
we
are
facing
people
claim
that
it's
a
low
speed
vehicle
or
it's
a
golf
golf
golf
cart.
So
I'll
give
you
a
for
instance.
The
this
couple
had
their
14
year
old
son
on
a
golf
cart
and
he
and
he
hit
a
lady
walking
in
a
mobile
home
park.
Her
medical
bills
were
115,
000,
000
thousand
dollars.
I
It
took
three
years
for
her
to
finally
go
to
court.
When
I
went
to
court,
the
judge
summoned
the
four
police
officers
to
take
their
post
and
by
shock
the
Attorney
General
showed
up.
The
judge
hit
his
gavel
and
said
that
the
boy's
parents
will
pay
the
victim
two
hundred
thousand
two
hundred
thousand
dollars.
Eighty
five
thousand
dollars
in
pain
and
Sovereign.
What
I'm
getting
at
is,
if
everybody's
going
to
claim
that
it's
a
low-speed
vehicle
they're,
going
to
claim
that
you're
gonna
clog
up
the
court
system.
I
What
I
think
Oldsmar
needs
to
do
is
if
my
son
hits
let's
say:

gannon's,
daughter,
she's
playing
in
in
in
her
yard,
innocently
and

a
golf,
cart
and
I
claim

it's

lawsuits
or
lawsuit,
and
she's
actually
asked
if
we
could
move
to
Palm,
Harbor,
Safety,
Harbor
or
somewhere
else.
She
just
said:
I
wanted
her
to
come
here.

just
said
this
is
not
the
little
town
we
moved
to.
This
is
not
Los
Angeles.
We
don't
need
lawsuits
flying
around.

amending

code

ordinances
to
exclude
the
cost
of
certain
code
compliant
mitigation
in
energy,
efficient
retrofits
from
the
cumulative
substantial
Improvement
requirement
to
and
to
adopt
technical
amendments
to
the
Florida
building
code,
as
well
as
provide
a
fiscal
impact
statement
based
upon
that
request.

code

the
code

ordinances
of
the
city

Oldsmar
to
exclude
the
costs
of
certain
code,
compliant
mitigation
and
energy,
efficient
retrofits
from
cumulative
substantial

the
city

joined

1971
participating
communities
agreed
to
title
44

quote

federal
regulations
which
specifies
minimum
requirements
for
structures
protection
under
the
national
flood
insurance
communities
that
exceed
the
minimum
requirements
are
rated
by
FEMA
in
the
community
rating
system
and
received
flood
insurance
discounts.
Currently,
city
of
Oldsmar
is
class
6
with
over
2
000
points
that
have
been
verified.

Starting
in
2013
as
part
of
the
higher
regulatory
standards,
the
city
adopted
and
enforced
cumulative
over
a
15-year
time
period
for
projects
on
existing
structures
that
are
below
the
BF
constructed
below
the
BFE.
The
15-year
cumulative
is
applicable
to
the
existing
structures
that
are
constructed
below
the
base.
Flood
elevation
and
any
improvements
made
on
such
structures
shall
not
exceed
the
allowable
50
value
of
the
structure
over
the
cumulative
of
15
years.

Improvements
that
exceed
the
50
of
the
value
of
the
structure
would
require
that
structure
to
comply
with
current
flood
regulations,
so
the
basic
rule
for
structures
constructed
below
the
BFE.
If
the
cost
of
building

must
be

the

Improvement
of
energy,

efficiency

the
building,
as
demonstrated
on
the
following
slides.
These
are
examples
of
those
retrofits.

solar
panels,
so
the
request
for
this
amendment
of
the
city
of
old
Merlin
development
code
was
valuated
to
article
pursuant
to
article
3,
section
3.13.2
standards
of
approval.
The
proposed
amendment
will
promote
the
use
of
mitigation
and
energy
efficient
improvements
that
are
code
compliant.
This
amendment
will
allow
structures
to
be
mitigated
against
future
wind
and
flood
events,
while
maintaining
compliance
with
high
regulatory
standards
and
the
code
Amendment
will
be
applied
uniformly
and
will
be
available
to
any
property
owner
in
the
city.

the

require
either
the
appraisal
on

we're
looking

of
your
home,
not
the
entire
property,
but
just
the
structure
market
value
of
the
structure
and
which
had
to
see
what
that
value

we
divide
that

50
and

pretty
much

improvement
cost

you're
exceeding,
if

a
quick
example
here,
if
you're
a
new
hurricane
rated
Windows
permit
will
cost
you
approximately
30
000
and
your
kitchen
is
about

The
total
project
cost
is
roughly
65
000,
so
the
cost
of
those
hurricane
rated
windows
will
be
excluded
from
the
cumulative
15-year
cumulative.
So
keep
track
of
all
your
permits
since
2013
for
those
structures
that
were
already
non-compliant
and
since
2021
for
those
structures
that
became
non-compliant
as
part
of
the
new
female
Maps.

replace
that
with
the
solar
energy
systems,

just
in
some
crazy
world
say
that
the
solar
panels
were
the
thirty
thousand
dollars.

regarding
ordinance
23-04,
the
flood
ordinance
amendment
I
apologize
for
repeating
some
of
what
Miss
Childress
said
during
her
presentation.
I'm
doing
this
for
an
assignment
so
I
have
to
say
everything.

The
national
flood,
insurance
program
or
nfip
is
managed
by
the
Federal
Emergency
Management
agency
or
FEMA.
The
program
provides
Insurance
to
help
reduce
the
socioeconomic
impact
of
floods.
Most
property
insurance
does
not
cover
floods
if
a
home
or
business
owner
can
self-insure,
meaning
that
they
have
the
funds
to
repair
replace
their
property.
If
it
is
destroyed
by
a
flood,
they
may
not
need
flood
insurance
for
the
rest
of
us.
P
It's
imperative
that
we
have
flood
insurance
if
we
own
property
or
occupy
property,
that
is
in
the
FEMA
flood
zone,
especially
if
the
property
is
built
below
base
flood
elevation.
In
fact,
mortgage
companies
may
require
flood
insurance.
If
property
is
located
within
a
flood
zone,
a
single
flood
event
can
cause
billions
of
dollars
worth
of
damage.
Therefore,
it's
been
necessary
for
FEMA
to
create
certain
regulations
that
mitigate
losses.
One
such
regulation
is
known
as
the
50
rule.
P
This
50
percent
is
based
on
the
value
of
the
structure,
only
not
the
land
in
2013
Oldsmar
adopted
the
15
year
old
or
the
15-year
cumulative
flood
insurance
mitigation
plan,
which
means
that
any
Improvement
made
on
a
structure
within
a
15-year
period
counts
toward
the
50
rule.
Oldsmar
did
this
because
of
a
system
called
the
community
rating
system
or
CRS.
P
If
a
local
government
adopts
higher
standards
for
floodplain
management,
they
can
receive
CRS
credits
and
reduce
their
citizens,
flood
insurance
premiums.
The
city
of
Oldsmar,
has
adopted
such
standards
and
has
been
successful
in
reducing
the
rates
in
their
jurisdiction
by
20,
based
on
the
national
average.
Certain
Home
Improvements
work
toward
keeping
a
structure
safer
from
emergency
events
and
make
structures
more
energy
efficient.
It
does
not
make
sense
to
penalize
citizens
who
want
to
make
such
improvements.

Therefore,
tonight
the

commission
will
vote
on
an
important
legislation
that
could
remove
the
possible
barrier
to
such
improvements.
If
the
commission
votes
to
approve
ordinance
23-04,
the
proposed
changes
of
the
code
of
ordinance
would
allow
exemptions
that
help
protect
structures
and
allow
structures
to
be
more
energy
efficient.
This
change
will
allow
citizens
to
make
improvements
to
their
homes
that
will
not
count
toward
the
15-year
cumulative
50
rule.
This
amendment
will
help
citizens
by
allowing
them
to
update
their
homes
and
improve
their
quality
of
life
with
more
energy,
efficient
and
wind
resistant
homes.

amendment
will
not
harm
the
city's
CRS
rating,
because
FEMA
has
approved
amendments
by
local
governments.

to

Oldsmar

for
her

fortunate

was

turn
this
into
something
that
resembled
South
Tampa,
which
was
the
quaintness
of
the
Bungalow
homes,

with
bigger
homes
coming
in
and

had
architectural
plans
done
for
a
remodel
of
the
house
that
were
supposed
to
be
permit
ready,
I
had
a
roof
permit
pulled
hurricane
proof.

went
through
an
Express
permit,
I
had
window
permit
pulled,
went
through
an
Express
permit.
The
actual
cash
value
of
my
house
was
twenty
thousand
dollars.
I
only
had
ten
thousand
dollars
to
play
with
when
I
started.
So
I
came
here.
The
recommendation
was
that
I
get
another
appraisal
done.
That
appraisal
came
in
and
significantly
raised
it,
but
essentially
allowed
me
sixty
thousand
dollars
to
work
on
that
house.

right
now.

there's

a
hundred
dollars
left
on
the
50
50?

so,
if
it
stayed
without
this
ordinance,
first
of
all,
I'd
have
fifty
dollars
to
invest
in

next

an

make
this
retroactive
to

estimate

wastewater

facility
building
the

building

we're
redoing

estimate
last
year
was
3.9
million,
and
two
weeks

we
received
a
revised
engineering
estimate

6.5
million,
now

not
saying
that
a
thousand
dollars
is
going
to
make
a
dent
in
it.
But
what
I
am
saying
is
that
we
recently
increased
our
water
and
sewer
rates.

got
a
lot
of
capital,
Improvement
expenditures

think
it
sets
the
proper
example
to
go
beyond
what
is
budgeted.

also
recognize

finds
a
certain
level
of
educational
value

lot
more
educational
value
in

Institute

elected
Municipal
officials,

certainly
Everyone's
entitled
to
their
opinion

that
again

budget
that
is
set
the
beginning
of
the
fiscal
year
and
again,
as
I
mentioned,
the
charter
States
under
Section
3.04
members
of
the
council
shall
also
receive
their
actual
unnecessary
expenses
incurred
in
the
performance
of
their
duties
of
office
and
under
3.01.

As
the
legislative
body
of
the
city,
the
council
shall
remove
review,
amend
if
necessary
and
approve
the
budget
and
shall
appropriate
all
monies
to
the
city.
To
me,
this
isn't
something
that's
appropriate
for
a
budget.

that,

far
as
mayor
saraki's
budget
goes,
it
should
be
left,
as
is
I
would

would
support
a
500
increase,
but
it's
more
the
setting

precedent
that
you

council
members
and
the
mayor
can't

attend
whatever
conferences
they
see

question
as
to
whether
or
not
the
city
would
be
reimbursed.

of
the
impact

it's
having
on
everyone.

can't
afford
to
go

and

that's

difficulty

think

asked

the
armadillo
run
on
March,
18th,
5K
and
10K
42nd
annual.

some
water
if
you're
not
participating
in
the
event
yourself
and
then
one
last

co-worker

literally
going

hospital
that
evening

his
wife

we

car
seat
check

individual.

Field
day
with
the
fifth
graders
thank
you,
I
went
with
the
fifth
graders
and
they
got
a
kick
out
of
getting
me
all
wet.
They
had
these
squirt,
these
squirt
guns,
and
they
got
me
all
wet
and
they
just
they
thought
it
was
the
greatest
thing
they
got.
The
mayor
all
wet
I,
also
attended.
The
the
sunset
sounds
on
on
Friday
and
I,
just
got
to
say
my
hats
out
the
chip
putting
that
together
and
the
city
staff
did
a
great
job,
I
gotta
say
there
was
probably
at
the
beginning.

had
to
only
be
I
think
like
10
people,
but
once
the
music
started
all
of
a
sudden.
These
golf
carts
come
out
of
nowhere
and
all
these
cars
and
the
people
came
in
and
it
was
packed.
It
was
a
great
event
like
the
vice
mayor
said.
The
music
was
was
wonderful
and
it
was
a
great
event
and
I
really
like
the
sunset
sound
series
that
the
city
puts
on
I
want
to
mention
Shore
Drive,
the
paving
I,
don't
know
how
to
describe
it.

amazing
I
mean
I've,
been
here
for
what
26
years
and
just
driving
on
Shore
Drive
with
that
great
job,
the
city
staff
are
getting
that
done,
I
love
it
and
then
the
last
thing
is
the
boltzmar
hockey
rink
Monday
night
and
Thursday
nights
from
6
to
8
30
we
play
hockey.
It's
run
all
hockey
everyone's
invited
come
on
out.
We've
been
having
a
lot
of
fun
on
Mondays
and
Thursdays.
There
hasn't
been
any
rain,
so
the
rink
has
been
open,
but
I
want
to
make
sure.

is
interested

playing
hockey
here
in
Oldsmar
at
the
Baltimore
hockey
rink
here
in
Oldsmar,
come
on
out
it's
you
can
just
bring
a
stick
and
have
some
fun
other
than
that.

the

it

the

race
that
was
the
weekend
prior
right
and
then
how
many
athletes
stayed
for
the
entire
time,
because
then
having
those
two
events
really
exponentially
increases
the
economic
impact.

asked
for
that
data.

we'll
give
a
presentation
when
USA
BMX
gives
me
all
of
the
data
okay,
but
it
was,
it
was
record-breaking
for
both
weekends.
They
haven't
ever
seen
any
of
that
attendance
in
Florida,
so.
