All
right
next
on
the
agenda
is
the
citizens
open
forum.
Anybody
wishing
to
speak
from
the
audience
may
speak
for
up
to
five
minutes,
seeing
that
there
is
no
one
here
to
speak.
I
will
close
the
citizens
open
forum
and
we
will
move
on
to
agenda
item
number.
One
approve
minute
stated:
January
6,
2020,.
D
F
Very
minimal
suggested
change.
A
good
majority
of
this
chapter
is
about
the
code
enforcement
board.
I
know
a
couple
of
us
are
on
boards
in
the
city
and
it
seemed
you
know.
Up-To-Date
and
and
Kathy
didn't
have
any
problems
with
it.
So
every
little
board
has
their
nuances,
but
this
one
this
one
seems
to
be
up-to-date.
F
E
F
New
5
for
the
retirement
plan
and
trust
established
Cindy
said
that
this
should
really
be
separated
into
a
new
division,
division,
3
general
employees,
retirement
plan
and
trust,
and
she
stated
that
all
general
employees
hired
after
1
196
are
enrolled
in
a
defined
contribution.
401K
plan
instead
of
FRS,
and
she
also
made
mention
that
this
is
a.
This
is
a
pretty
minor
suggestion
and
does
not
change
the
essential
meaning
of
the
code.
F
But
you
can
decide
if
it
is
worthy
of
a
discussion
and
I
gave
her
comments
to
Tom
to
ask
him
if
it's
worthy
of
our
discussion,
she's
saying
that
it
doesn't
really
change
the
essential
meaning
of
the
code.
However,
if
employees
are
in
a
a
more
defined
plan
than
what
stated
should
it
be
changed,
I
did.
E
Talk
to
Cindy
about
this
a
couple
of
well.
B
E
A
week
or
ten
days
ago,
when
Kennedy
reached
out
to
her
Cindy
had
called
me
and
I
may
have
been
an
email,
but
we
did
correspond
back
and
forth
and
I
had
suggested
that
we
go
ahead
and
make
that
change
as
well.
She
was
gonna,
look
at
it
and
I
guess
she's
made
that
recommendation
I
would
make
that
recommendation
as
well,
so
that
we
can
clean
that
up.
I
think
it
needs
to
be
done.
E
Set
by
ordinance-
and
if
you
want
to
make
a
recommendation
as
to
change-
and
we
can
go
ahead
and
address
that
here
and
you
can
make
a
recommendation
to
have
it
increased
or
decreased,
it's
been
a
long
time
since
it's
been
increased
and
my
suggestion
is
it's
an
excellent
time
to
talk
about
it.
I
think
it
is,
they
are
underpaid
overworked,
and
they
will
not
touch
this
with
a
ten-foot
pole
unless
it
comes
from
somewhere
else,
so
make.
E
And
I
will
tell
you
that
this
issue
came
up
in
Dunedin
last
year,
the
year
before
there
was
a
survey
done
of
local
cities
and
there
was
a
change
to
Dunedin,
so
they
hadn't
made
a
change
to
theirs
in
15
or
17
years.
You
can
see
here
by
looking
at
the
code
that
the
last
time
that
this
section
of
the
Code
section
2-2
was
touched
was
in
2006,
so
we're
talking
14
years
ago,
mm-hmm,
no
I,
don't
remember
if
that
was
the
change
in
the
dollar
amounts,
but
you
at
least
fourteen
years.
B
E
I
mean
what
we
can
do
is
we
can
kind
of
set
this
portion
aside.
We
can
deal
with
the
rest
of
the
issues
tonight,
but
we
can
set
this
side
if
you'd
like
us,
to
give
you
a
salary
survey
of
those
in
Pinellas,
County
or
those
cities
that
have
similar
sizes
in
the
state
I
mean
we
may
be
able
to
find
out
some
information
and
provide
that
to
you
to
give
you.
E
C
E
To
do
then,
we'll
at
least
address
that
and
and
and
I
can
do,
that
I
can
at
least
give
you
the
information
that
that
we
had
in
Dunedin
a
year
or
two
ago,
it's
a
bigger
city,
and
so
there's
there's
there
is
a
bigger
disparity
between
these
dollar
amounts.
So
and
maybe
it
shouldn't
be
by
the
size
of
the
city,
maybe
it
should
by
me
by
the
workload
exactly
how
many
meetings
you
know
how
many
Commission
meetings
do
they
go
to
a
month?
How
many
work
sessions
a
year?
How
many
budget
meetings
do
they
attend?
E
C
A
taxpayer
in
the
city
and
I
would
like
my
representatives
to
have
a
professional
level
salary.
You
know
more
than
a
what
looks
like
to
be
a
stipend
role
to
run
my
city,
so
I
think
it's
definitely
worth
looking
into
and
making
some
proposals
of
something
that
would
be
more
appropriate
to
our
current
economy
and
to
the
workload
I'd
like
to
do
that.
I.
A
A
B
B
E
Of
the
other
things
that
that
I
have
been
hearing
over
the
years
on
when
it
gets
this
salary
of
commissioners
or
council
members
is,
is
that
it's
not
necessarily
always
just
to
address
the
current
sitting
Commission
it
is.
We
can
get
more
professional,
qualified
people
who
can
sit
up
there,
because
they're
getting
compensated
for
it
and
you're
gonna
get
more
people
to
throw
their
names
in
the
Hat
if
they're
gonna
get
paid
something
that
is
reasonable
for
their
time.
So.
D
E
A
C
A
C
B
D
A
E
You're
not
gonna,
be
abstaining
from
that.
Okay,
so
and
in
fact,
I
think.
There's
a
state
statute
that
allows
you
to
vote
ethically
on
a
matter
of
increasing
your
salary
and
I
can
provide
that
as
well.
But
okay,
but
you
know
they
may
decide
okay!
Well,
let's
increase
it,
but
that's
only
apply
it
to
the
next
Commission
or
next
counsel
that
comes
in
makes.
B
E
They
could
make
it
so
it
starts
at
a
later
date.
I
think
they
need
to
do
what
immediately,
but,
but
that
would
that
would
gives
them
a
little
extra
layer
of
protection
as
well
saying
that
they're
doing
it
for
themselves,
but
it's
appropriate
anyhow.
It's
been
at
least
14
years,
mm-hmm
all
right,
so
we'll
gather
that
information
I'll
work
with
Anne
on
it
and
we'll
bring
that
back
to
the
next
meeting.
So
if
we
could
just
set
section
2-2
aside
and
just
deal
with
the
other.
E
Would
and
the
way
it
would
work
would
be
like
any
other
code
change
you're,
making
a
recommendation
that
you
change
the
dollar
amount
for
council
members
from
8400
to
12,000,
for
example.
You
know
so
the
dollar
amounts
would
change
whatever
the
numbers
are.
It
would
be
just
like
any
other
code
change
and
it
would
be
a
recommendation
in
your
report.
At
the
end
of
all
your
work
being
completed.
B
G
In
other
parts
of
the
section-
and
we
can
section
2,
1
3,
4
fines,
liens
and
foreclosure,
subsection
C,
the
subsection,
a
I
had
one
question
in
the
last
sentence
of
the
second
paragraph
Tom,
it
said
any
fine
imposed
pursuant
to
the
section
may
include
all
such
cost
of
repairs.
I
guess
we'd
left
that
as
optional
on
purpose,
I
didn't
know.
If
that
should
have
been
changed
to
shall
I
guess
you
can
decide
not
to
include
it
in
there
right.
E
And
so
that's
the
way
the
state
statute
reads:
okay
and
so
you'll
see
in
this
code
sections
dealing
with
code
enforcement,
it
pretty
much
mirrors
the
statute
and
obviously
there
are
some
things
in
there
that
need
to
be
updated
relative
to,
for
example,
a
reference
as
a
statute
in
2007.
Well,
it's
changed
since
okay,
ordinarily,
we
would,
when
we're
making
the
changes
to
the
code
it
updated,
but
I'll
answer
any
other
questions
that
you
have
relative.
Oh
no.
G
It
was
just
some
of
the
wording
and
only
it
I
deal
with
some
of
this
stuff,
so
that's
in
Subsection
C
certified
copy
of
an
order.
Imposing
a
fine
may
be
recorded.
I
figured
that
out,
but
it
also
says
shall
constitute
a
lien
against
the
land
on
which
the
violation
existed
upon
any
other
real
or
personal
property
owned
by
the
violator
is
that
this
is
to
read
into
that
that
that
is
Pinellas
County.
You
don't
need
to
state
that
again,
because
the
way
that
I
read
it
the
first
few
times
I
went
over
it.
G
It
said
well,
if
you
own
property
anywhere,
there's
always
a
lien
which
of
course
isn't
the
case.
So
if
it's
recorded
in
Pinellas
County,
it's
a
lien
on
the
property
within
Pinellas,
County
I
didn't
know
the
way
that
it's
written
with
having
it
open-ended
that
way.
If
it
could
read
well
now,
I've
got
a
lien
on
I,
don't
care
if
you
own
a
house
in
Hillsborough,
County
I've
got
a
lien
on
that
too.
Okay,.
E
So,
first
of
all,
it
reads
exactly
like:
the
state
statute
does
okay,
but
for
the
purposes
of
capturing
those
other
properties,
what
we
do
is
we
get
a
certified
copy
of
the
code
enforcement
board
order
and
then
we
recorded
in
those
counties.
So
when
we
do
our
research
on
collection,
for
example,
when
we
do
an
accurate
search
when
we
find
out
oh
well,
they
get
a
property
in
Hernando.
They
get
a
property
in
Hillsborough.
E
G
G
And
then
well,
subsection
F
just
read
weird
but
I'm
guessing
it's
also
statute
because
it
said
period
longer
than
20
years.
Unless
action
before
close
on
the
lien
as
commenced
in
a
court
of
competent
jurisdiction,
so
I,
don't
think
anticipate
that
that
would
mean
they
say
the
foreclosure
falls
through.
Does
that
mean
the
lien
is
removed,
of
course,
that
the
foreclosure
goes
through
the
course
title
would
pass
it
on
and
on
down
line
or,
however,
that
would
work
just
because
the
foreclosure
action
is
has
commenced.
E
G
G
E
It's
been
timely,
filed
usual
just
you
know.
Most
statute
of
limitations
are
really
short,
two
years
or
malpractice,
for
example,
four
years
for
an
action
that
is
not
on
a
written
agreement,
five
years,
if
it's
a
written
agreement
and
so
on,
but
but
but
real
property
matters,
it
usually
has
a
higher
number
of
years
for
the
statute
limitations,
but
but
the
20
years
comes
from
the
statute.
G
G
E
G
A
F
We
appreciate
the
we
do
appreciate
the
proofreading
Paula,
we'll
remember
back
in
2015
I,
put
together
a
little
history
of
color
village,
and
she
put
it
together
for
us
with
pictures,
etcetera,
etcetera
in
spite
of
I
wish.
Steve
was
around,
in
spite
of
my
semi
expertise
and
six
proof
readers.
There
is
still
a
paragraph
in
there
that
refers
to
the
War
Memorial
one
sentence.
It
refers
to
the
plaque,
the
other
sense
it
refers
to
the
plate.
G
I'll
sit
I'll,
be
reading
this
stuff
and
I'll
be
honest.
Like
tell
you
every
minute,
I
don't
want
to
be
annoying
but
I'm
sitting
there
I'm
like
well,
it's
annoying
me
looking
at
it.
So
I
got
to
say
something
about
it.
You
know,
so
thank
you
for
saying
that
I,
just
like
okay
I,
don't
want
to
be
taking
more
time
or
thing.
F
B
F
C
E
A
All
right,
Tom,
I,
just
had
kind
of
a
more
general
question
about
kind
of
how
this
is
grouped
together
with
having
the
code
enforcement
board
section
in
there.
Obviously,
we
have
other
boards
that
citizens
serve
on
in
the
city.
Are
those
covered
at
any
length
or
detail
in
different
chapters
to
where
they
should
maybe,
instead
I'll,
be
grouped
as
kind
of
one
thing
is
a
reason
why
code
enforcement
under
this
administration
chapter?
Is
it
because
it's
the
quasi
judicial
aspect
of
it
or
just
kind
of
the
way
things
developed
over
time?
It's.
E
Probably
a
combination
of
both
okay
but
but
most
cities
have
code
enforcement
in
the
administration
portion
of
their
code
chapter
two,
the
other
can
the
other
boards,
for
example,
the
Board
of
Adjustment
and
the
Planning
Board
are
dealing
with
land
development
issues
and
so
they're
in
the
land
development
code,
the
the
other
committees
and
volunteer
advisory
boards
and
so
forth
are
not
necessarily
codified.
Okay,
it's
so
you
won't
really
find
them
mm-hmm.
A
E
Just
make
sure
that
I
have
a
consensus
from
you
that
I
could
go
through
and
make
the
changes
in
the
code
enforcement
sections
that
reference,
the
old
statutes
and
update
them,
and
so,
when
I,
when
we
do
the
report
at
the
end,
it'll
reflect
those
changes
as
well.
I
know
that
we
haven't
mentioned
that
so
far,
but
it's
referring
to
the
1995
statute
in
some
places
of
2007
other
I'd
like
to
go
ahead
and
update
those
as
well.
Okay,.
A
A
C
C
It
really
very
there's
no
changes
from
staff,
it's
pretty
straightforward,
but
I
just
don't
want
to
bring
one
thing
to
people's
attention
under
definitions.
If
you
go
to
part
about
newspaper
at
the
last
couple
lines
talking
about
what
defines
a
periodical
or
a
magazine
regularly
published,
not
less
than
four
issues
per
year
and
sold
to
the
public
and
then
and
other
any
other
copyrighted
material.
So
that's
like
really
super
vague
to
me
and
and
just
wanted
to
note.
The
change
in
the
market
I
mean
print
magazine
in
local
newspapers.
C
Local
print
are
really
not
sold
anymore.
A
lot
of
its
free
distribution
to
the
community
and
it's
supported
by
advertising
doesn't
make
it
junk.
It
just
makes
it
not
something
that
you
pay,
for
which
so
it
says
you
know
four
issues
per
year
and
sold
to
the
public
and
then
because
printing
prices
have
gotten
so
high
reputable
periodic.
That's
our
periodical
is
debatable,
but
publications
are
out
there
that
maybe
print
once
a
year
or
twice
a
year,
because
the
cost
of
printing
has
gotten
so
much.
C
It's
just
a
change
in
the
market
mm-hm,
you
know
so.
I
was
looking
at
that
thinking.
Well,
what
defines
what
would
be
considered
periodical
or
magazine
and
then
it,
but
then
it
says
and
any
other
copyrighted
material
which
then
just
completely
negates
the
part
before,
because
you
can
have
I
mean
anything's
copyrighted,
whatever
you,
whatever
you,
write
and
publish,
is
copyrighted
so
so
you're
being
specific
on
what
like
in
the
same
sentence,
you're
specific
about
it
and
then
you're
vague
in
the
same
sentence.
C
Oh
I,
don't
know
if
we
wanted
to
try
to
clarify
that
because
and
the
reason
for
the
looking
at
the
definition
is
when
you
go
down
to
the
bottom
of
the
page.
It's
talking
about
exemption,
so
the
periodicals
are
in
the
definition
of
newspaper.
So
you
have
this
exemption
for
newspapers
and
then
you're
talking
about
that
newspapers
are
allowed
to
be
placed
on
private
property.
C
So
do
people
really
pay
attention
to
the
ordinance
and
people
care?
You
know,
that's
part
of
it,
but
I
wanted
to
bring
it
up
because
it
is
a
reality
of
the
business
and
do
we
want
to
even
worry
about
messing
with
it
or
just
leave
it
be,
but
I
wanted
to
mention
it.
But
I
don't
have
any
other
changes
to
any
other
parts
of
this,
and
neither
did
staff.
A
C
F
C
C
Or
look
like
magazines
but
they're
propaganda,
you
know
so
you,
you
kind
of,
have
to
weigh
the
good
and
the
bad
I
know.
St.
Petersburg
has
a
process
where
you
know
they
can't
you
can
bring
a
copy
to
their
like
Parks
and
Rec
Department
and
they'll.
Look
at
it
and
let's
say
you
know
what
this
is.
Actually
you
know
we
cleared
this.
This
looks
like
it's
legit
for
our
families
and
then
they'll
give
you
permission
yeah
that
opens
up
cans
alarms.
You
know
so
clear
water.
It's
just
like.
A
E
Would
just
be
real
careful
to
to
make
a
change
that
would
make
other
things
fall
into
the
newspaper
exemption,
because,
if
you're
going
to
do
that,
you're
gonna
loosen
it
up
and
so
you're
gonna
allow
more
people
to
get
away
with
leaving
stuff
on
the
street
or
in
the
sidewalk
or
at
your
door,
and
the
idea
here
was
is
let's
just
accept
out
newspapers
and
normally
published
magazines
and
any
other
thing
that
are
copyrighted.
So
it
was
limiting.
You
know
what
can
be
left
at
your
house
on
your
driveway
on
your
sidewalk
and
so
forth.
E
So
if
you
change
it
and
I'm
not
saying
you
know
it
shouldn't
be
two
issues
or
four
issues
or
twelve
issues.
I,
don't
know
the
answer
to
that
question.
I
understand
the
world
has
changed,
but
if
you
do
change
it
and
make
it,
in
other
words,
take
out
the
word
sold
to
the
public
or
change
the
number
of
issues.
You're
gonna
have
a
lot
more
of
this
stuff
appearing
on
your
doorstep
and
because
it's
an
exception-
and
we
cannot
tell
people-
let's
stop
doing
that,
but.
E
I
don't
know
when,
when
you
have
somebody
that
is
dropping
off,
you
know
magazine
or
a
you
know,
one
of
these
little
things
that
you
sell
personal
property
and
you
know
I,
don't
know
if
those
are
copyrighted,
but
it
may
it
and
if
it's
already
covered,
then
why
make
a
change
but
I'm,
just
I
would
just
caution
you
on
whatever
the
change.
You're
gonna
make
just
understand
that
it's
gonna
open
the
window
of
opportunity
up
to
people
to.
D
A
B
D
E
E
E
A
B
C
A
F
A
B
G
D
A
D
E
A
E
So
I'm
just
reading
through
as
we
go
along
so
34
46,
it's
basically.
What
do
you
do
with
personal
property?
That's
been
given
to
someone.
There
is
an
abandoned
property
statute
and
there
is
also
an
evidence,
statute
and
returned
property
evidence
the
sheriff
is
holding,
that
is
in
the
state
statute.
B
E
One
year
what
would
probably
happen
if
we
ever
did
receive
money?
We
we
would
let
it
allow
it
to
escheat
to
the
state.
It
would
be
abandoned
or
unfound
or
unidentified
monies.
If
we
don't
know
it
belong
to,
that's
who
we
would
probably
sent
it
to
as
a
state
of
florida.
They
have
a
place
that
you
can
escheat
dollar
dollar
amounts
if
we
had
them
in
our
possession,
so
so
I'm
an
agreement,
I
wasn't
asked
any
questions
or
from
Al
or
Felicia,
but
not
I
would
agree
that
these
are
all
covered
by
state
statute.
A
E
A
Okay,
moving
along
agenda
item
number
five
discuss:
chapter
62
dorsey
leads
member
David
Ennis.
Well,
we
might
have
to
put
the
X
on
it
because
he's
not
hearing
not
the
X,
to
get
rid
of
it,
but
the
X
to
discuss
it.
Unless
so,
some
of
us
have
some
notes
that
we
want
to
at
least
go
over
and
wait
for,
or
should
we
wait
for
his
presentation
upon
his
return?
D
G
A
A
lot
of
the
pages
are:
what
do
you
pay?
So
you
know
I,
don't
think
we're
gonna
be
going
through
line
by
line
and
saying
all
right
should
be
any
of
these
be
changed,
I
mean
maybe
we
should
but
I,
don't
know
if
it's
necessary,
there's
just
so
many
jumped
out
at
me
and
I
was
like
okay.
I
got
to
the
first
page
of
this
and
then
I
kept
going.
I
said:
okay,
I'm
beat
through
all
of
these
right
now.
E
So
they
just
so
that
you
know
there
is
currently
a
bill
that
is
proposed
to
basically
preempted
cities
from
enforcing
business
taxes,
fees,
occupational
fee
occupational
license
fees.
There
was
a
blurb
that
went
through
the
floor.
Ladies
earlier
this
week
or
actually
late
last
week,
it
may
have
been
even
this
morning
than
I
saw,
so
we
may
completely
lose
the
ability
to
do
this.
E
One
other
thought
in
Dunedin.
We
just
went
through
the
ordinance
review.
We
finished
it
a
couple
of
months
ago
and
they
completely
rewrote
their
business
text.
Rita
occupational
license
section
to
limit
it
from
all
these
pages
of
occupations
down
to
basically
the
size
of
the
facility
that
you're
using
you
know
if
it's
a
facility
from
zero
to
five
hundred
square
feet.
This
is
the
fee.
You're
gonna
pay,
501
1000.
E
Why
should
there
be
a
different
fee
for
you
based
upon
what
you're
actually
doing
so
you
may
want
to
think
about
that
when
it
comes
back
to
kind
of
just
clean
it
up.
The
last
thing
that
you
should
know
is
is
that
there
is
a
state
statute
that
deals
with
this
already
on
the
books,
and
it
basically
says
that
if
we're
gonna
make
any
substantial
change,
we're
gonna
change
the
dollar
amounts
or
the
the
categories
that
we
have
to
go
through
a
process
that
the
state
statute
requires.
E
There
has
to
be
the
creation
of
a
Commissioner.
The
Commissioner
has,
to
you
know,
review
the
proposed
changes
and
to
make
a
determination
as
to
whether
or
not
you
know
it
meets
the
requirements
of
the
statute.
So
once
you
give
me
direction
and
the
and
the
council
says
okay,
Tom
go
ahead,
prepare
that'll
events
before
we
can
actually
complete
it.
We're
gonna
be
going
through
that
additional
step.
Just
so
that
you
know
it's
it's.
Unlike
these
other
code
provisions,
there
is
an
actual
requirement.
If
you're
going
to
change
it.
A
B
E
E
Is
it
is
a
process
I
just
want
to
judge
you
know
it's
just
not
recommend
to
the
council.
Council
says:
Trask
prepare
the
ordinance.
We
have
two
public
hearings
and
it's
adopted
it'll
be
recommendation
to
the
council.
The
council
says
yes,
we're
interested
in
cleaning
that
up
trash
go
ahead
and
start
this
process
with
the
commissioner
and
then
it
would
come
back
with
a
recommendation
and
then
it
would
be
the
two
public
hearings.
So
there's
just
a
process
that
we
have
to
stick
in
after
your
recommendation.
E
A
It
sounds
like
if
you
made
significant
changes,
would
be
additional
cost
besides
just
codification
and
may
not
be
worth
making
changes.
If
things
continue
on
the
trajectory
that
they
might
currently
be
on
so
I
guess
we
can
pass
that
word
along
to
Dave
at
the
next
meeting.
I
sit
on
that
because
there
sounds
like
there's
some
outside
forces
at
work
that
may
render
this
chapter
rather
useless,
much
more
limited,
I!
Guess:
let's
go
anybody
else.
Have
anything
at
this
time
for
this
chapter
I
know.
A
C
A
B
A
A
And
we
will
move
along
to
agenda
item
number
eight
assigned
chapters
for
next
meetings:
discussion,
an
attachment
to
our
packet
arable
leave
out
the
back
for
our
remaining
chapters.
I
would
like
to
volunteer
myself
to
do
my
other
chapter.
That
I
had
picked
way
back
when
we
started,
so
that
will
be
what
is
our
March
date.
A
G
A
B
G
C
C
B
A
C
E
My
suggestion
is
is
that,
if
that,
if
you
wanted
to
do
that,
you
can
do
it
in
the
form
of
an
email
and
you
could
send
it
to
an
and
then
we
could
pass
that
out
of
the
next
meeting.
Otherwise
you
can
do
a
one-way
email.
It's
just
that.
You
all
have
to
be
cautioned
that
if,
if
Pamela
send
you
all
the
email,
you
don't
respond
to
it.
That's
the
only
other
way
that
we
can
do
this
so
I.
