From YouTube: City of Oldsmar Ordinance Review Committee, 6/1/2020
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
C
Including
someone
who
had
some
information
about
the
HOAs,
so
maybe
we
can
talk
about
about
ordinance
later,
but
so
officially
welcome
back
after
a
couple
of
months
and
think
see
we're
distancing,
yes
glad
to
be
back
at
this
time.
Does
this
affect
the
timeline
in
any
way?
Having
had
to
take
a
couple
months
break
well.
C
Excellent
well
and
I'm
in
this
chair,
because
Andrew
is
sitting
at
this
Dyess.
Another
meeting
is
a
new
city
councilperson,
and
so
we
have
a
new
member
to
our
committee,
so
I
want
to
introduce.
You
tell
me
with
your
last
name:
okay,
thank
you
for
coming
and
joining
us
at
the
very
end
of
our
trail
here,
but
glad
to
have
you
with
us.
Thank
you.
B
C
C
C
C
The
our
city
attorney
I,
understand,
is
responsible
for
drafting
this
ordinance
and
didn't
have
any
changes
from
his
point
of
view.
I
did
talk
with
Murray
in
the
redevelopment
office,
because
I
was
curious.
How
many
businesses
do
we
have
that
have
business
licenses
in
altamar
that
this
applies
to
and
the
answer
is
zero.
D
C
So
all
these
changes
and
things
that
I
have
come
up
with
probably
don't
have
a
lot
of
teeth
at
this
point,
but
just
want
to
kind
of
walk
you
through
a
couple
of
things
and
it's
long
and
it's
very,
very
legal.
So
I
wasn't
looking
at
any
of
that
necessarily.
But
if
you
look
on
page
1,
section
10
39,
there's
a
typo
adopting
his
code,
I'm
swimming
should
be
adopting
this
code.
B
C
C
C
so
1041,
when
you
get
under
Department,
it
says,
shall
mean
planning
and
redevelopment
part
Department,
including
zoning
and
local
business
tax,
receipt
business,
Department
fire
department,
health
department.
It
doesn't
actually
mention
Community
Development,
but
if
you
look
deeper
into
the
ordinance
under
Section
10
forty-three
Community,
Development
Department
under
responsibilities
is
listed
several
times.
I've
got
four
or
five
on
this
page,
so
that
department
name
has
changed.
It's
not
Community
Development.
It
is
the
longer
name
of
redevelopment.
C
C
C
So
then,
digging
deeper
and
just
with
my
experience
that
I
have
in
the
community.
Human
trafficking
is
a
very
large
issue
in
Central
Florida
and
particularly
in
Tampa
Bay,
and
the
ordinance
doesn't
specifically
address
human
trafficking
and
so
I
reached
out
to
someone.
I
know
who
was
very
integral
in
doing
advocacy
for
that
movement
and
working
with
other
cities
on
their
ordinances.
And
she
had
said
a
couple
of
suggestions
that
we
might
consider,
and
that
is.
C
C
We
could
include
something
for
prevention
of
human
trafficking,
requiring
that
any
person
applying
for
licensure
must
take
and
complete
a
city,
approved
training
class
on
human
trafficking
and
show
proof
of
completion
before
obtaining
the
license
and
another
aspect
of
that
that
they're
they're,
hoping
to
include
in
ordinances
across
the
area
is
that
having
the
business
owner
each
year
conduct
employee
training
with
their
staff.
Now,
since
we
don't
have
any
companies
of
that
nature
right
now,
this
would
definitely
be
something
we
could
do
for.
The
future
is
put
that
in
can.
A
I
add
for
just
one
moment
and
don't
mean
it
off,
but
what
there's
been
a
issue
with
me
lately,
because
it
seems
like
some
of
our
massage
parlors
are
really
skimming
the
line
on
this.
My
perception
I
haven't
been
into
one
of
those
I
don't
go
to
those
places,
but
there
are
a
couple
of
massage
places
that
seem
sketchy
are
those
including
this
ordinance
and
how
is
that
enforced?
Not
accusing
them
of
doing
anything.
It
just
seems
like
these
places
are
open
at
one
o'clock
in
morning.
A
C
And
so
then,
when
I
was
talking
to
Maria
came
up
hotels
and
certain
food
service
establishments
and
other
places
with
general
labor.
That
might
be
something
we
look
at
is
a
business
license
requirement
that
they
have
human
trafficking
emergency,
a
hotline
number
posted
in
their
in
their
break
room
where
they
put
the
other
like
workers,
comp
type
information.
Just
that's
just
an
aside
to
this,
so
these
would
be
two
additions
to
this
ordinance
that
aren't
currently
in
it.
A
C
B
B
C
10:57
we
would
add
letter
F
on
the
prevention
of
human
trafficking
and
I'll,
read
the
language
again
required
that
any
person
applying
for
licensure
must
take
and
complete
a
city
approved
training
class
on
human
trafficking.
Let
me
add,
as
an
aside,
the
human
trafficking
advocates
have
those
classes
available
and
then
show
proof
of
completion
before
obtaining
a
license
each
year
under
the
license.
The
business
would
conduct
employee
training
with
all
workers
regarding
human
trafficking.
E
A
A
Under
new
to
you
talked
about
those
three
areas
and
then
on
the
next
page
near
the
bottom,
it
says:
specified.
Anatomical
areas
means
human
generals
or
public
region,
a
part
of
the
human
buttocks,
and
it
goes
into
this
deep
discussion
about
the
female
breast
and
then
into
the
human
male
genitalia
as
well.
Do
we
need
to
reflect
that
in
unity
definition
as
well?
No.
D
A
The
only
correction
that
we
noted
inside
of
this
was
in
Section
22
vacancy
in
canna,
see
item
B
in
the
death
withdrawal,
removal
from
the
ballot
of
a
qualified
candidate
following
the
end
of
the
qualifying
period,
but
before
the
election
results
in
no
candidates
for
an
office
and
if
a
vacancy
showers,
also
in
council,
then-
and
in
that
event,
the
next
part
of
that
sentence
puts
significant
strain
upon
City,
Council
and
staff
to
meet
those
requirements
and
the
reality
is
what's
defined.
There
is
actually
going
to
be
inside
of
the
city
charter.
A
H
B
H
A
E
Actually
discussed
this
previously
and
I
had
scheduled
a
meeting
with
chip
and
Alex
in
the
Recreation
Department
that
was
supposed
to
be
face
to
face,
and
that
was
in
March,
so
that
hasn't
happened.
I
checked
with
chip
last
week
and
he
said
if
there
was
a
way
that
we
could
be
in
June,
so
I
could
prepare
for
July,
because
it's
just
it's
just
one
section
of
that
chapter.
E
D
E
And
it's
and
it's
gonna
be
a
real,
quick
portion
of
July's
discussion.
It's
just
a
matter
of
when
I
saw
chip
at
the
council
meeting
in
March.
We
were
discussing
it
and
he
said.
Is
there
any
way
that
we
could
meet
in
person
and
it
was
literally
March
15th
just
haven't
been
able
to
until
now,
I
can't.
B
D
D
C
G
Chip
Pat's,
and
he
also
asked
for
a
little
because
he
had
some
questions.
He
wanted
to
review
some
codes
from
other
cities,
but
he
he
did.
One
change
that
would
just
be
true
out
is
the
term
parks
and
recreation
should
be
leisure
services,
and
that's
just
throughout
the
whole
document,
and
he
has
some
other
notes
here.
But
I
was
I
was
wondering
if
we
should
wait
and
table
that
one
too
until
he
he
knows
all
the
codes
from
until
he
answers
some
more
of
his
questions.
I
would.
G
One
thing
about
the
July
meeting
that
I
realize
is
I'm
gonna,
be
out
of
town
at
first
Monday,
because
that's
it's
right
after
the
fourth
yeah
right
and
it's
turning
90
in
Buffalo,
New
York,
so
I'm
gonna
be
up
this
on
July
7,
so
I'm
gonna
be
up
there
through
4th
of
July.
You
know
for
the
clerk's
like
3
July
7th,
so
I
can't
make
the
July
meeting
so
is.
G
B
C
C
G
B
B
My
suggestion
is
that
we
asked
the
City
Council
for
an
extension,
maybe
an
additional
three
months
to
get
the
report
completed.
So
you
don't
feel
rushed
in
the
last
month
because,
frankly,
that
puts
a
lot
of
pressure
on
both
Anna
and
I
to
create
the
report
that
you've
done
over
a
nine
month
period
of
time.
D
F
C
D
H
G
C
E
C
So
we
can
move
that
one
to
july
and
so
the
last
time
we
discussed
golf
carts,
I
told
Andrew
I
would
talk
to
the
HOA
at
Forest
Lake,
because
we
were
we
had
some
questions.
Is
this
going
back
months
now?
I
should
try
to
remember
the
conversation
and
so
talking
to
the
manager,
who's
over
management
and
associates.
They
have
several
HOAs.
C
C
E
E
So,
however,
if
you're
gonna
take
that
over
Dave
just
clear
that
up
with
him
and
if
there's
more
discussion
on
golf
carts
and
then
the
mobile
advertising
portion
of
it
I
just
don't
see
him
talking
about
golf
carts
in
this
email,
but
that
might
have
been
something
where
it
was
just
gonna
in
his
head.
We
needed
to
spit
it
back
out.
There.
E
C
D
A
A
E
What
we
were
discussing,
that's
what,
on
the
minutes,
it's
consensus
was
to
recommend
opening
up
Harbor.
The
Bayside
council
should
consider
Forest,
Road,
Boulevard,
Pine
Avenue
north
to
Tampa
Road,
not
crossing
Forest
Lakes
on
Lakeview,
Drive,
Lynn,
said
nap
will
provide
list
of
additional
street
names.
What
you
didn't
do
here,
so
that's
probably
where
that
that's.
C
Right
and
so
in
talking
to
the
manager
of
worst
lakes,
there
there's
no
opposition
there.
It's
that's
a
direction
that
the
city
wanted
to
go
in.
The
HOA
wouldn't
impose
that
there
they're
okay
to
it
and
she
didn't
mention
which
other
neighborhoods
they
have
and
I
didn't.
Ask
because
I
thought
she's
gonna
be
here
so
and
again
there
is
a
petition.
That's
going
around,
so
the
people
who
are
circulating
the
online
petition
to
open
up
Oldsmar
to
golf
carts
everywhere,
I,
don't
know
who
they
think
they're.
A
C
E
F
C
C
F
Which,
unfortunately,
I
referred
to
chapter
88
I
got
confused
with
88
pages.
It's
really
chapter
70,
just
in
the
on
the
second
page,
where
definitions
are
I,
get
feedback
from
gull
air
village
that
you
know
nobody
likes
being
called
a
mobile
home
park
or
a
trailer
park.
They
are
technically
manufactured
homes
and
I
looked
up
and
see
my
first
suggestion,
air
470
36,
adding
that
definition
for
the
per
the
Florida
Building
Code
as
what
a
manufactured
home
is,
and
you
can
see
where
the
current
one
says.
F
F
D
F
After
travel,
trailer
had
manufactured
home
and
before
mobile
home
parts
etc
its
that
are
for
other
places
and
then,
if
you,
if
you
flip
through
the
eighty-eight
pages
here,
nan
Bennett
made
all
of
her
suggestions,
many
of
which
were
only
done
this
this
past
week,
weren't
they
and
still
coming
in
as
far
as
her
suggestion.
So
honestly,
I
haven't
read
all
of
her
suggestions,
but
there
they're
nicely
highlighted
if
you
want
to,
we
want
to
go
through
them
damn
anyway.
D
B
Adding
the
manufacturer
home
definition
is
great,
because
there
is
a
distinction
between
a
mobile
home
and
a
manufactured
home
back
in
the
70s
60s
and
70s
early
late
seventies.
They
were
still
called
mobile
homes.
The
reason
being
is
they
were
regulated
by
a
different
Department
than
the
building
department,
and
so
we
need
to
keep
that
definition
in
there
because
I'm
sure
there
are
mobile
homes
in
color
village
that
may
qualify
as
a
mobile
home
versus
of
manufactured
home,
but
making
the
other
changes
you
had
suggested
is
is
fine
and
they
should
be
made.
B
E
E
A
E
D
E
F
A
D
E
Trying
to
think
of
it
through
like
a
title
insurance
lens
where
it's.
But
what
is
the
textual
definition
of
that,
and
would
there
need
to
be
an
endorsement?
Does
you
buy
the
land
and
is
the
land
have
a
residence
on
it
instead
of
one
to
four
family
residence,
and
is
that
even
actually
a
residence
or
is
it
a
trailer,
but
then,
according
the
definition
of
trailer
you're
supposed
to
be
using
it
for
residential
purposes?
So
if
you
could
see
the
smoke
coming
out
of
my
ears,
I'm
trying
to
figure
it
out
all.
B
I
don't
know,
first,
do
I
think
it's
gonna
be
under
the
building
code.
No
I,
don't
think
it's
gonna
be
into
the
building
code.
I
think
it's
probably
gonna
be
under
the
department
why
it
used
to
be
called
the
Department
of
Community
Affairs,
which
is
what
regulated
it
before
so,
which
is
now
the
Department
of
Economic,
Opportunity
and
I
would
need
to
look
at
it.
You
know
this
issue
has
never
come
up.
B
F
D
C
H
E
C
D
C
C
C
B
If
there's
I
was
I
know
that
we
haven't
gotten
to
that
point,
where
we're
going
to
address
the
issue
of
moving
the
meeting
we
talked
about,
it
always
said
that
she
was
prefer
to
do
hers
in
August.
So
is
there
a
need
to
move
the
meeting
in
July?
Then?
Yes,
so
that
was
I
thought
we
were
gonna
come
back.
B
C
Right
so,
let's
take
chapter
70
utilities,
everyone
review
on
these
changes
and
then
we'll
walk
through
those
to
prove
those
in
July
to
have
a
motion
for
that.
B
C
C
H
C
D
C
G
C
C
B
B
Should
come
to
you
as
a
whole
document?
The
answer
is
yes
normally.
The
way
that's
done
is
is
it
would
be
a
summary
at
the
very
front
like
a
paragraph
on
each
one
of
the
particular
sections
of
the
code
and
then
in
the
back
would
be
the
detail
which
would
show
a
strikeout
underlined
format
of
all
the
changes,
and
so
we're
not
gonna.
B
So
you
could
see
that
so
that
would
be
coming
back
to
you
for
further
review
and
changes
if
necessary,
and
if
there
are
no
necessary
changes,
then
you
would
have
a
motion
to
approve
the
report
and
then
the
report
would
be
given
to
the
City
Council
and
normally
what
I
see
happening
is
is
that
the
committee
would
appoint
a
person.
I
will
tell
you
that
most
of
my
other
cities-
it's
always
the
chairman-
to
make
a
presentation
to
the
council.
B
Briefly,
here's
our
report
I'm
here
to
answer
any
questions
for
you
that
type
of
thing
and
then
what
will
happen
is.
Is
that
probably
at
a
workshop
meeting
or
several
workshop
meetings,
the
City
Council
through
the
recommendations
determine
whether
or
not
they
want
to
make
those
recommendations
are
they're
going
to
make
those
changes
in
the
code?
Rather
so,
for
example,
when
we
change
the
word
from
it
to
his-and-her,
they
may
decide
that
we're
not
going
to
do
that
right
now
because
of
the
cost
involved.
B
D
C
B
C
B
C
C
B
C
C
G
B
G
C
I
mean
I
disclosed
her
July.
We
I
am
not
good,
be
able
to
be
here
so
there
would
need
to
be
somebody
to
step
in
for
July,
but
then
I
should
be
able
to
finish
everything
through
the
year
be
available
for
all
the
meetings
and
probably
even
the
workshops
you
know
and
doing
presentations.
I
I
would
have
