regulations,

5.2.1
outdoor
guidelines.
We
received
a
request
from
a
business
to
use
the
adjacent
sidewalk
for
outdoor
cafe
dining.
We
found
that
the
language
currently
in
the
section
of
the
code
stipulates
entering
an
agreement
with
a
developer,
which
is
not
always
the
case
in
these
business
agreements.
The
proposed
code
amendment
would
alter
the
language
in
section
5.2.1
to
prevent
outdoor
dining
with
an
approved
revocable
license
agreement.

usually

sample
was
done,

over

permit
that
was

was
negotiated,

that's

questions.
First
of
all,
I'd
like
to
say,
I
think
we
have
to
have
incentives
for
businesses
to
come,
and
I'm
excited
that
oldsmar
is
willing
to
work
with
some
businesses
to
do
that.
It
was
a
little
surprising
to
see
concrete,
laid
in
front.
You
know
taking
away
parking
places.

know
that
what
I'm
seeing
here
addresses
all
of
the
concerns
that
we
should
have
as
a
city.
So
I
just
don't
want
to
see
us
move
forward
without
really
thinking
about
what
kinds
of
things
are
important
to
the
city
going
forward.

want
to
see
traffic,
but
I
don't
see
anything
in
here
that
addresses
pedestrian
traffic
flow.

help

coming

hitting

patron

business

opened

put
up
those
metal
barriers

something
that

see

required

the

to
look
at

little
bit

closely.

asking
of
the
businesses
to
make
sure
that
traffic
flow

there's

lighting

blind

the

look

specifically

we

parking,
we're
always
going

sure

we

plan

place

parking

up

scenes
trying
to
get
some
development
up
for
that.

To
my
knowledge,
we

current
development

so

galleria
was
the
only
place
in
the
cra.
So
this
only
affects
the
community
redevelopment
area.

is
not

not
city-wide,
so
anywhere
else
in
the
city
will
already
have
some
land
which
is
dedicated
to
the
outdoor
dining.
So
if
you
go
to
the
restaurants
right
there
by
the
theater,
so
they
do
have
their
own
patio,
which
is
part
of
their
site
plan
within
the
galleria.

they
had
shorter
setbacks
so
to
kind
of
like
to
mitigate
this
and
to
move
forward
with
maybe
more
businesses
having
access
to
outdoor
dining,
we
had
to
change
it
to
the
license
agreement
and
the
original
developer,
because
usually

development
agreement
that
would
be
someone
who
developed
the
gallery
in
the
first
place
is
on
their
tenants
over
there.
So
it's
not
the
developer,
who
developed
the
original,
so
I
don't
believe
there
are
any
grandfathered
agreements
from
the
development
agreement.

this

the

agreement

developers

the

entity

the

markings
on
the
road
to

bit
more
buffer
between
actual
traffic
compared
to
pedestrians.

because
they
just
actually
how
many
golf
carts
can
you
fit
in
a
parking
space?

they're

people

walking
across
the
street,

state
street's
not
notorious
for
high
traffic
volume.
