C
This
is
the
only
commercial
plant
request
located
3,500
Tampa
Road,
even
though
I
do
have
some
troubles
with
my
North's
and
my
south.
The
legal
description
is
is
correct
in
the
agenda
item.
It's
a
request
for
a
reap
lat
of
one
point:
seven
acres
more
or
less
a

two
Lots

The

our
our
residential

which
I
said
was
tidal
wave,
will
be
one
point.
Four
four
nine
acres
and
lot
to
SunTrust
ATM
will
be
0.25
acres
staff
discussed
the

C
Sort
of
more
of
a
one
I,
don't
know
if
they're
gonna,
say
physically
one
ways
in
and
out
can't
tell
from
the
property.
It
looks
like
it's
wide
enough
to
be
both,
but
it
kind
of
loops
around.
If
you
come
in
off
of
oak
leaf,
you
could
go
directly
to
the
ATM
and
I
believe
them
just
go
right
out
without
going
into
the
carwash,
whereas
another
one
you
could
go
directly
to
the
carwash
from
the
other
side
without
going
into
the
ATM
okay.
E
C
F
A
B
B
E
G
C
E
C
B
B
But
one
of
the
reasons
like
I
died,
I
attended
the
City
Council
meeting
on
this
on
this
and
express
my
concerns
about
the
being
there.
But
I
know
it's
gonna
be
approved
and
I
knew
that,
but
anyway
here's
my
point.
My
point
is
I.
Think
there's
going
to
be
a
little
there's
gonna
be
a
lot
of
concrete
and
pavement
on
this
site
and
I.
Think
there's
gonna
be
a
lot
of
runoff
into
that
Creek.
They.
C
C
C
D
A
A
B
B
Water
and
by
state
law
says
that
they
have
to
reuse
all
of
that
water
that
they
used
to
watch
the
cars
with.
So
it
has
to
go
into
these
these
these
vats
and
then
it
has
to
be
reclaimed
and
then
reused
in
there.
So
the
only
thing
I'm
talking
about
is
the
runoff
from
all
the
concrete
and
pavements
it's
gonna,
it's
gonna,
be
you
know
up
there
on
that
hill,
because
if
you
go
by
and
you
look
at
it,
you
can
see.
There's.
A
B
C
B
B
A
Or
is
it
where
you
pull
it
and
they
take
your
car
and
I.
B
H
I'm
responsible
for
all
of
that,
the
person
that
built
had
zero
responsibility
for
the
damage
that
happened
to
my
fence,
to
my
pavers,
to
my
property,
so
that
I
mean
that
was
I
am
hearing
what
you're
saying,
and
it
is
a
big
concern
that
people
need
to
be
held
accountable
for
the
property
and
I,
don't
know
how
that
actually
works
once
you
know,
once
the
building
starts
in
place.
If
we're
relying
on
you
know
that
they're
gonna
do
the
right,
they.
C
A
D
A
A
C
Okay,
this
is
only
an
old
town
center
code
amendment.
We
are
introducing
a
new
architectural
standard
in
May
29
2009
reviewed
the
town
center
code
in
areas
that
needed
clarification
or
direction,
and
during
that
work
session
they
had
a
discussion
about
the
architectural
style
for
commercial
buildings
in
the
town
center
and
we're
acknowledging
that
maybe
some
of
them
need
to
be
more
modern
or
contemporary
I'm,
actually
I
believe
I
included
in
your
packet.
C
Some
articles
just
to
say,
give
you
some
background
or
feeling
about
what's
considered
modern,
contemporary
electic
honored,
contemporary
electic
architectural
standard
and
then
in
August
21st
2019.
We
had
another
work
session
and
we
presented
to
City
Council
these
code
amendments
suggested
we
showed
them
my
pictures
of
different
architectural
styles
and
we
identified
primary
elements
for
each
style.
That
was
one
of
the
things
that
City
Council
was
looking
for
was
when
staff
reviews
architectural
standards.
What
is
it
we're?
C
They
said
we
were
directed
by
City
Council
to
create
a
code
amendment
to
require
a
minimum
of
three
primary
features
of
any
style
within
the
town
center
pattern,
book
for
commercial
structures
and
added
a
new
style
contemporary
eclectic.
There
was
a
discussion
on
the
word
pastel
and
we've
now
struct
that
word
out
as
an
unacceptable
color
and
because
the
word
pastels
appeared
to
be
subjective,
and
so
pastel
colors,
such
as
pale
blues
and
greens,
which
already
exists
within
the
town
centre,
would
technically
be
permit.
C
So
the
new
architectural
design,
contemporary
electic
is
we've
identified
these
characteristics
and
would
appreciate
any,
but
you
have,
if
you
have
any
other
suggestions
or
whatever
so
far.
That's
simplicity
and
clarity
of
forms,
elimination
of
unnecessary
detail,
free-flowing
curved
lines
connects
indoor
and
outdoor
spaces.
C
At
street
level,
windows
should
be
a
minimum
of
one
foot
above
the
sidewalk
and
at
least
ten
feet
high
with
promoting
active
roofs.
There's
green
roofs.
Now,
these
days,
multi-level
roofs,
intersperse
use
some
materials
that
complement
the
surrounding
area.
Contrast
the
elements,
so
let
you
have
you
have
Appendix,
A
and
you'll,
see
towards
the
back
is
where
the
contemporary
electic
example
is.
What
would
be
incorporated
into
the
Town
Center.
One
of
the
pictures
is
actually
from
when
the
students
I
believe
from
FSU
had
designed
some
buildings,
and
that
was
one
of
the
buildings.
C
C
We
didn't
change
anything
to
any
of
the
other
architectural
standards
until
you
got
to
the
contemporary
eclectic,
and
then
you
see
we
did
say
in
two
general
guidelines
must
incorporate
the
minimum
of
three
primary
characteristics
from
any
of
the
architectural
styles
identified
in
Section,
six
Town
Center
architectural
design
pattern
book
and
the
result
can
use
of
utilize
a
mixture
of
dials.
Just
because
there's
been
discussions.
Sometimes
this
is
that
really
just
pure
colonial
Duyvil
is
a
pure
jet
Georgian.
C
So
we've
done
that
and
then,
as
I
said,
we
actually
said
not
acceptable
near
glass
and
then,
as
I
said,
we
struck
out
pastels,
I,
believe.
We
also
said
that
this
and
I
know
it
was
an
issue
saying
that
really
only
applies
to
the
commercial
properties.
There
is
still
feeling
of
the
old
Florida.
You
know
within
the
town
center
and
we're
not
gonna.
All
of
a
sudden
now
see
modern
residential
structures
being
built
in
the
TC
are
trying
to
think
of
how
we
did
that.
H
C
C
C
C
H
And
my
other
question
is
right:
on
page
1,
in
your
summary
report,
1
to
paragraph
4,
where
you
talk
about
it,
has
to
have
a
minimum
of
three
primary
features.
I
remember
some
conversation
over
the
building
that
was
going
to
be
built
on
the
adjacent
property
to
the
library
and
one
of
the
issues
was
that
it
didn't
have
enough
of
the
primary.
D
H
H
H
C
Still
will
be
approved
by
City
Council.
What
they're
trying
to
say
is
they
might
we
stay
to
say?
Okay,
we
evaluated
it,
and
these
are
the
three
primary
features
that
we
believe
it
fits
in
with,
but
ultimately
because
the
see
it
well
the
CRA
agency,
which
is
actually
our
City
Council,
they
would
be
doing
the
approval.
H
Those
are
my
concerns.
I'm
all
about
building
and
I
agree
that
it'd
be
nice
to
have
some
commentary,
but
it'd
be
nice
to
have
something
unique
for
old,
smart
cuz
I.
Think
a
lot
of
places
are
doing
the
same
standard
kinds
of
look
for
their
town
center,
so
so
I'm
open
to
to
this
because
I
think
it
it
might
lend
itself
to
some
very
unique
architecture.
A
C
Really,
but
trying
to
think
with
the
parking
garages
in
the
CRA
I
think
there
is
it's
not
in
the
architectural
pattern.
Look
it's
in
the
town
setup
code,
it
does
kind
of
say
you
can't
really
just
have
like
the
open.
You
need
to
incorporate
some
type
of
facade
type
of
feature
so
that
you're
not
just
seeing
cars
we
have
stacked
upon
each
other.
That's
in
another
section
of
the
town
center
code
is
a
little
more
specific
on
parking
garages.
C
J
A
J
C
J
C
J
C
Because
that's
why
you're,
limiting
certain?
By
about
that?
That
is
one
of
the
features
that
can
be
in
a
modern
or
industrial
type.
Building
the
brewpubs
always
like
to
take
a
warehouse
and
convert
it
into
a
brewpub.
Well,
we
don't
really
have
warehouse,
type,
industrial-looking,
brewpubs,
and
so
some
people
were
thinking.
Well
then
they
maybe
they'll
build
one
and.
J
C
J
C
Been
stuck
on
Mediterranean,
it's
cuz,
you
know,
Georgian
doesn't
quite
fit,
and
maybe
it's
expensive
because
they
use
a
lot
of
brick
and
things
like
that
of
our
styles.
You
came
to
a
bungalow
for
the
most
part,
commercial
property,
and
so
I
was
trying
to
say
acknowledging
that
you
know
professional
offices,
if
they're
being
built,
want
to
look
a
little
bit
more
updated
than
the
Mediterranean
styles
that
we
seem
to
keep
getting.
So
that
was
easy
style
for
somebody
to
kind
of
it's.
D
J
Library,
you
know
when
you
put
contemporary
next
to
the
Alamo.
You
know
which
I
was
I,
love
the
library
I
do
do
it
I
always
thought
it
looked
like
the
Alamo.
No,
the
and
you're
gonna
mix
this
with
that.
It's
gonna
be
kind
of
curious,
but
hey
we're
evolving.
It's
a
whole
new
world,
smart
I,
don't
know
any
other
questions
well,.
B
B
C
Know
I'm
being
taped,
but
I
said
it's
not
like.
If
we
can
stick
a
bongo
bungalow
on
you
know
still
sits
just
not
gonna
look
right,
but
you
know
you
still
want
to
be
able
to
try
to
keep
some
of
the
character.
Even
though
I
mean
I.
Have
the
flood
maps
are
driving
a
lot
of
things
too,
when
they
change
and
our
elevations
are
gonna
need
to
go
higher.
B
C
B
J
B
Bowl
but
still
I
guess
we
could
require
them
to
put
in
that
glass
that
they
use
they
put
in
the
building's
for
the
president
goes
and
stays.
You
know
you
know
comes
to
us.
He
goes
to
a
new
hotel
or
motel.
They
actually
go
in
and
install.
You
know,
you
know,
paint
proof
glass
anyway,
I
digress,
I'm,
sorry
III,
like
I
said
I'm
and
I'm
I
agree
with
the
the
analogy
of
the
shipping
container.
That's
I
just
don't
I
don't.
I
don't
like
that
at
all
the
ultra-modern
shark.
J
C
F
F
C
C
Wait
staff
has
that
concern
too,
that
all
of
a
sudden
you've
got.
You
know
you
were
know,
let's
even
say
next
door
of
the
next
door
to
city
hall,
that
you've
had
seven
different
buildings
that
none
of
them
fit
together.
There's
no
flow
or
anything
like
that,
and
you
know
we
want
to
be
able
to
prevent
that
also
that
they
all
some
have
some
common
theme.
C
C
F
C
F
J
F
H
D
F
F
C
C
That
ones
subjective
actually
I'd
have
to
say
that
would
be
a
subjective
type
of
thing.
I
guess,
if
somebody
as
you
were
saying
industrial,
maybe
all
of
a
sudden
somebody's
trying
to
do
was
that,
like
the
tin
type
of
looker
or
whatever,
which
is
the
trend
we're
trying
not
to
have
it
then
be
all
like
that,
so
that's
sort
of
a
subjective
I
could
strike
that
bothers.
You
I.
F
C
This
yeah,
not
really
I,
think
be
honest
with
you,
I
said.
Sometimes
we
just
kind
of
Google
to
see
how
an
architect
was
describing
a
modern
or
industrial
and
or
other
cities
or
towns
had
in
their
codes
and,
quite
frankly,
I
could
have
picked
it
up
from
somebody
else's
code
and
maybe
not
given
as
much
thought
as
I
needed
to
so.
C
It
could
be
a
feature
wouldn't
be
like
the
whole
building.
That's
why
we
say
like
features
with
or
not
it's
going
to
still
be
subjective
in
terms
of.
What's
your
taste,
what
my
tastes
are
and
ultimately
it's
going
to
be
City
Council's
decision
to
say:
does
that
fit
with
the
city?
I
mean
there
has
to
be
a
point
in
time
where
somebody's
got
to
say
yes
or
no.
F

Is
happening
in
town
right
now,
anyway,
I
mean
those
big
houses
are
being
built
on
rods.
Next

Mick
man
I,
don't
know
where
it
comes
from
an
Shin
English

the
former
councilmember

and
you
have
to
be
on
guard
against
McMansions,
and
you
see
him
popping
up
here
and
right
down
on
Lee

well,.

Okay,
no,
you
can
strike
out
bungalow
I
would
presume
for
commercial,
because
that
one's
gonna
be
difficult
to
do
for
commercial
structure.
Florida
vernacular
the
same
way.
I
haven't
had
too
many
Queen
Anne's
coming
in,
like
my
name,
but
you
could
have
a
feature
of
a
Queen
Anne
works.
You
know
an
eclectic
building
takes
some
fretwork
or
things.
J
Like
that,
but.
C
They
could
take
a
feature
from
a
Queen
Anne,
where
it's
the
fretwork
or
some
type
of
prominent
feature,
so
the
city,
quite
frankly,
with
the
commercials
been
left
with
Colonial,
Revival
and
Mediterranean.
This
building
probably
be
more
of
an
example
of
Colonial
Revival
and
most
architectures
have
gone
the
Mediterranean
route
for
lack
of
any
other
choice.

The
CRA
has
a
30-year
limit,
that's
my
statue
and
in
order-
and
it's
it's
more
for
TIF
funds,
type
of
thing
for
where
we
have
to
share.
We
don't
have
to
share
the
taxes
with
County
right
now,
but
when
it
expires-
and
it's
just
like
any
other
taxing
district
in
the
city
and
so
then
the
county
gets
their
fair
share
again.
Will.

C
I,
don't
design
pure
and
dust,
it
would
have
our
future.
You
know
some
of
the
breweries
all
right.
You
know
the
ones
that
are
in
warehouses,
yeah
they're,
just
taking
the
warehouse
and
moving
right
in
and
it's
gonna
could
have
a
feature
of
an
industrial
look
and
in
parts,
but
not
we're
not
talking.
You
know
on
up
in
Douglas
Road
and
those
type
the
buildings.
D
F
I'll
make
an
attempt
I
recommend.
We
move
forward
with
CA
1901
city
of
Oldsmar
semi
city
center
code
amendments
to
provide
for
standard
contemporary
eclectic
architectural
standards
with
the
the
changes
that
we
recommended,
including
the
strike
of
at
least
ten
foot
high
windows
and
the
strike
of
avoid
trendy
elements
that
was
updated
in
a
few
years.
When.
