behalf

the
community
partnership
on
homelessness,
which
is
a
fairly
new
group.
So
far
we
have
about
a
hundred
concerned
residents
and
business
owners
who
are
advocating
for
a
lasting
solution
to
homelessness
in
palm
springs
versus
the
piecemeal
and,
frankly
haphazard
approach.
We've
had
to
date,
so
we
are
recommending
that
the
airport
commissioners
become
fully
informed
and
involved
in
this
relocation
effort
and
really
carefully
consider
the
implications
for
the
airport
of
having
the
well
in
the
desert
as
an
immediate
neighbor.

I

just
want
to
close
and
say
that
we
have
five,
we
think
very
constructive
conditions
that
we
think
should
be
included
in
this
agreement.
We're
gonna
share
those
with
justin
clifton
and
the
commissioners.

first

agreement.

organization

works

help
people
find
coveted
vaccinations,

appointment

places

we

help
with
getting
our
flyers
at
the
airport,
for
those
that
are
coming

town,
we've
helped
over
70
000
people
become
vaccinated
and
what
started
out
as
a
local
effort
here
in
the
coachella
valley
has
reached
on
a
global
scale.

one

25
vacci
volunteers.
I
look
at
the
pandemic
from

viewpoint
of
a
public
health
perspective.
While
we
come
from
different
arenas,
we
are
all
committed
to
providing
equal
vaccine
access
to
all.
On
march
23rd,
the
first
articles
appeared
in
the
media
that
there
was
more
vaccine
availability
than
demand
here
in
riverside
county.

The
l.a
times
reported
today
that
two-thirds
of
california
adults
are
now
at
least
partially
vaccinated,
so
over
67
percent
of
california
residents,
ages,
18
and
older
have
received
at
least
one
vaccination.
The
bad
news
is
that
number
is
much
lower
in
riverside
county.
That
number
is
50.4
percent
and
the
number
of
new
cases
in
the
county
have
been
going
up.

We
know
that
vaccinations
work
and,
at
the
same
time
we
have
a
surplus
of
vaccines.
Two
visitors
to
the
region
may
be
coming
from
places
where
vaccines
are
not
easily
attainable.
The
ability
to
get
a
vaccine
while
visiting
is
a
plus
three
is
our
region,
a
safe
choice
that
may
be
a
consideration
for
travelers.

It's
very
short
one
today,
because
we
have
a
lot
of
updates
from
our
executive
director
report.

just
thought
I
would
report
to
you
that
last
week,
a
week
ago
monday,
I
actually
flew
to
puerto
vallarta
from
palm
springs
on
united
up
to
denver
and
denver
to
puerto
vallarta.
Returning
on
sunday
of
this
last
sunday,
and
I
have
to
report
that
the
planes
were
completely
full,
but
they
were
all
practicing
very
good
requirements
in
terms
of
masks
in
terms
of
the
way
they
worked
interacted
with
the
passengers.

I
was
very
impressed
with
mexican
government
and
what
they
were
requiring
in
puerto
vallarta.
Actually,
I
think,
almost
more
stringent
or
astringent
or
more
of
what
we
were
acquiring
the
united
states
in
terms
of
wearing
of
masks
and
restaurants.
Until
you
sat
at
the
table,
I
noticed
those
if
they
started
to
walk
through
a
restaurant
with
a
mask,
they
were
actually
stopped
by
the
manager
until
they
were
required
to
have
a
mask.

was
very
impressed
with
what
occurred
for
those
of
you
thinking
of
flying
out
of
st
out
of
the
country.
The
united
states
does
require
a
cova
test
within
72
hours
of
your
return,
but
thankfully
the
hotel
made
the
arrangements,
so
I
was
able
to
secure
that
and
upload
all
of
those
data
onto
united,
so
that
it
was
a
very
simple
return
when
we
had
hit
the
immigration
and
all
in
denver
so
anyway,
that
is
my
report.

love
flying
in
and
out
of
palm
springs
just
to
test
everything-
and
I
know
others
of
you
have
had
experiences
as
well.
I
believe,
but
we
continue
to
do
a
great
job
here
in
terms
of
the
check-in.
I
I
really
applaud
ulysses
and
staff
for
moving
forward
with
the
ticketing
expansion
that
worked
out
incredibly
well.
The
new
baggage
system
is
working
well.

tsa
with
the
new
arrangements
and
the
additional
machines
really
really
is
very,
very
good
and
very
helpful,
all
of
which
increases,
I
think,
the
satisfaction
of
the
customers
that
we
have
who
fly
in
and
out
of
palm
springs,
so
that
exci.
That
really
is
my
only
comment
today
so
now
I
turn
to
ulysses
any
introductions
and
presentations
ulysses.
There
are
none
all
right,
none
there.

will
move
on
to
the
city,
manager's
report,
justin
clifton
and
I
had
a
chance
to
meet
with
justin
yesterday
to
talk
about
the
airport
and
a
few
other
matters,
I'm
very
impressed.
I
continue
to
be
impressed
with
justin.
I
must
have
all
of
you.
I've
met
him
in
several
different
venues
in
the
last
month.
He
has
a
good
handle
on
the
airport,
as
well
as
almost
every
other
aspect
of
city
government.
Quite
frankly,
I'm
very
impressed
so
justin.

Chairman
jones
and
commissioners,
credit
certainly
goes
to
ulysses
and
marcus
fuller
for
getting
me
up
to
speed
on
airport
issues,
but
I
appreciate
the
compliments.
I
wanted
to
spend
a
few
minutes
this
evening
talking
to
you
about
the
potential
for
the
relocation
of
the
desert
and
well
to
the
boxing
club.
So,
as
you
probably
know,
there
have
been
a
number
of
discussions
over
the
last
handful
of
months
about
the
potential
relocation,
a
lot
of
that
is
driven
by
what
has
been
experienced
as
significant
secondary
impacts
at
that
location.

I
certainly
understand,
there's
been
some
concern
that
wherever
that
location
might
be
or
operation
might
be
moved
that
some
of
those
other
impacts
could
be
experienced.
So
the
city
council
is
certainly
very
aware
of
that.
I
want
to
first
say
that
I
think
the
council
has
been
very
very
thoughtful
about
this.
There
aren't
a
lot
of
great
solutions
at
this
point.

I
think
they're
really
thinking
both
in
terms
of
a
temporary
and
a
long-term
solution.
The
long-term
solution,
of
course,
takes
some
time
relocating.
That
operation
also
required
finding
property
that
had
appropriate
zoning.
You
know,
and
and
other
things
that
would
expedite
this
relocation.
So
ultimately,
city
council
has
directed
staff
to
investigate
that
relocation
and
to
start
making
plans
accordingly,
but
the
process
still
needs
to
go
back
to
council
for
ultimate
approval.

It
should
be
noted
that
some
of
the
activity
from
the
county
and
project
room
key
and
some
other
things
you
may
have
read
about
or
heard
about,
I
think,
also
increased
the
population
of
homeless
persons
in
palm
springs
and
in
that
area,
and
some
of
that
has
started
to
dissipate
at
least
slightly.
I
believe,
over
the
last
many
weeks.

So
bottom
line
is
we're
talking
with
the
fighter
about
how
to
better
manage
some
of
what
happens
at
a
facility
like
that.
So
one
of
the
ideas
that
the
provider
came
up
with
on
their
own
was
to
ask
members
who
go
to
the
drop-in
center
and
I
should
clarify
it's
not
proposed
at
this
point
to
be
any
overnight
shelter.
It's
a
drop
in
daytime
use
facility
only
separately.
The
well
has
also
discussed
and
promoted
the
idea
of
building
pallet
homes
or
other
temporary
shelters
that
could
be
used
in
that
type
of
overnight
fashion.

I'm
well
aware
that
they
can't
necessarily
control
human
beings,
but
I
do
think
they
can
use
the
leverage
that
they
have
as
the
provider
to
create
some
accountability.
And
so
we've
talked
about
a
variety
of
methods,
including
just
appealing
to
members
who
participate
client
clients.
If
you
will
to
appeal
to
their
interest
in
one
another
as
a
community
to
say,
please,
you
know
do
what
you
can
to
to
not
participate
in
the
kinds
of
activities
that
made
barista
park
near
the
current
center.

Such
a
controversial
thing,
which
threatens
the
services
frankly
for
use
of
of
people
in
that
community
who
need
it
so
bottom
line,
is,
I
think,
there's
more
we
can
do.
Our
police
department
was
quick
to
point
out
that
the
proximity
of
the
police
station
is
also
a
big
advantage.
In
fact,
numerous
cars
every
day
and
more,
if
they
want,
can
drive
by
that
facility
and
route
to
wherever
it
is
they're
going
to
or
coming
back
to
the
station.

So
we're
generating
these
kind
of
ideas
as
a
way
to
try
to
make
sure
that
we
do
better
with
those
secondary
impacts
than
what
we
saw
in
the
current
location,
we'll
propose
at
least
a
very
draft
form
of
that
agreement,
or
an
outline
of
those
key
terms
most
likely
at
the
june
10
city
council
meeting.
That's
always
a
little
bit
tentative
as
we
set
our
calendar
and
some
items
roll
over
from
one
meeting
to
the
next,
but
that
will
be
forthcoming
with
a
target
date
of
sometime
in
august
to
actually
make
that
move.

then
I
just
want
to
mention
briefly
on
a
parallel
track.
The
city
council
has
directed
staff
to
look
at
longer
term
solutions.
Some
that,
I
think,
are
consistent
with
what
one
of
the
members
who
gave
public
comment
are
citizens
who
gave
public
comment
mentioned
earlier.
That
would
look
to
a
more
housing-first
type
solution,
supportive,
permanent
housing
and-
and
I
think,
when
those
long-term
strategies
start
to
materialize,
it's
a
little
easier
for
city
council
to
scrutinize.

responsible
for
maintaining
that
boxing
club
building
now
it
doesn't
appear
to
be
in
great
shape?
It's
kind
of
an
eyesore,
really
as
it
is,
is
that
the
airport
or
is
that
the
city.

Well,
being
an
airport
property,
I
think
you
could
probably
say
it's
an
asset
of
the
airport,
but
one
of
the
things
we're
proposing
with
this
new
lease
agreement
is
an
update
and
refresh
it's
also
an
historic
building.
So
you
know
significant
alterations
and
things
like
that
would
either
not
be
allowed
or
would
have
to
go
through
a
more
rigorous
process,
but
updating
the
paint.

The
well
also
has
agreed
to
update
landscaping,
improving
the
facade
and
and
really
presenting
that
facility,
as
as
nice
and
put
together
as
possible,
is
part
of
an
effort
to
also
maintain
you
know
a
good,
aesthetic
and
minimize
some
of
those
secondary
impacts.
So
we
realize
that,
to
the
extent
it
kind
of
looks
disheveled
when
they
take
over
operations,
there's
there's
little
incentive
to
prevent
you
know
more
of
the
same.
So
there
is
an
effort
and
a
discussion
underway
about
how
we
can
clean
that
up
and
make
it
look
nice
I
should
have
added.

rights

population

property

it's
my
understanding
that
that
any
citizen,
any
person
can
utilize
public
property
as
they
you
know
see
fit.
I
mean
I
don't
know
what
I'm
not
a
lawyer.
I
don't
play
one
on
tv,
but
I
think
we're
discussing
this
in
sort
of
terms
of
what
we'll
encourage
people
to
do
and
not
do.

really
gets
into
a
time
place
and
mana
restriction
and
and
some
other
issues,
depending
on
a
legal
interpretation
of
what
might
be
kind
of
a
public
forum
and
where
people
can
congregate
and
those
kinds
of
things,

up
for
the
commission-
and
certainly
we
want
to
be
clear
on
that
for
operational
issues
when
we
need
to
intervene
either
at
the
airport
or
through
our
traditional
police
department,
off
site,
right
or
or
on
on
the
grounds

whatever.

we
will
get
clear
on
that
and
then.

Secondly,
I
certainly
understand
that
you
can
look
at
the
overnight
aspect,
one
of
two
ways,
and
certainly
we're
also
aware
that
some
people
will
want
to
remain
close
to
those
services,
including
when
they
disperse,
as
you
described
it
in
the
evening.
So
that's
certainly
one
of
the
issues.
We
want
to
monitor
again
having
close
proximity
to
some
other
government
buildings
city
hall.
The
police
department
helps
us
to
have
more
eyes,
and
the
bottom
line
is
when
council
gave
direction
to
the
city
staff
to
negotiate
or
include
terms
of
accountability.

Within
this
lease
agreement,
it
was
an
attempt
to
improve
upon
what
we
had
before.
Ultimately,
these
will
be,
I
anticipate
without
getting
too
far
in
front
of
council
conditions
of
tenancy
right,
and
so,
despite
the
fact
that
the
well
can't
control
other
human
beings,
I
anticipate
that,
if
the
impacts
are
significant
and
we're
not
successful,
mitigating
them,
a
partnership
between
the
city
and
its
resources
and
the
provider
and
its
resources
and
there's
going
to
be
another
conversation
about
whether
or
not
these
services
should
continue
at
that
location
or
anywhere.

That's
what
I'm
presenting
to
the
provider
that
the
only
way
that
this
works
long
term
is
if
it's
a
lot
better
than
what
it's
been.

believe
that
to
be
true,
I
I
can't
speak
for
the
city
council.
That
would
be
their
decision
on
kind
of
where
that
line
is,
but
they've
directed
us
to
build
in
that
accountability.

now

something

city

still
has

fun

funds

provided

the
state

council
has
indicated.
They

want

invest
in
some
sort
of
a
housing-based
solution.
That's
going
to
make
it
a
lot
easier.
If
you

kind
of
resources
say:
here's
a
tract
where,
if
you're
willing
to
engage
you're
willing
to
seek
help,
it
is
a
sensitive
population
right
mental
illness
can
be
significant.

years
frankly,
if
we're
talking
a
housing
project,
especially
and
they've,
asked
us
to
pretty
quickly
as
early
as
this
summer
issue
some
sort
of
a
request
for
proposal
or
a
solicitation
of
letters
of
interest,
or
something
like
that
from
partners
to
start
to
get
ideas
of
what
that
housing-based
solution
might
be.
So
it's
starting
in
earnest
now,
but
to
build
something
and
depending
on
how
modular
it
is
versus,
stick
built.
You
know
it's
certainly
going
to
take
at
least
12
months
and
likely
more
to
build
something
like
that.

that's
the
difference
between
short
term
and
long
term.
I
think
the
idea
is
especially
in
hot
summer
months,
where
the
county
will
also
likely
stand
up
some
sort
of
other
cooling
center
type
facility
to
be
able
to
provide
basic
services
with

intent
to
shift
some
of
those
to
more
long-term
solutions,
but
to
make
sure
we
have
the
capacity
that
those
that
want
to
engage
that
we
can
actually
serve
them
right
so
that
if
you're,
you
know
one
of
those
in
that
population
and
you
decide
okay,
I
get
it.

mental
health
help
get
addiction
help
whatever
the
case
may
be
that
if
somebody
raises
their
hand
and
says
I'm
ready
for
that
that
the
capacity
is
there,
I
think
what
nobody
wants
is
to
find
ourselves
in
a
situation
where
somebody's
just
left
out
and
to
the
same
point
about
somebody
who's
out
on
the
street
at
night
when
there's
no
place
to
go
with,
or
without
these
facilities,
we're
going
to
have
some
we're
going
to
have
homeless
persons
in
our
community
and,
like
we
have
in
cities
almost
all
across
the
country.

the
real
goal
is
long
term.
We
need
a
better
way
to
support
that
population
in
a
way
that
also
minimizes
those
secondary
impacts
that
that
we
all
see
so
clearly.
So
I
I
don't
have
the
crystal
ball.
If
I
knew
the
answer,
somebody
would
probably
be
asking
me
to
do
something
else
with
my
career,
but
but
that's
that's
the
endeavor
and
we're
going
to
work
hard,
we're
engaging
other
partners
plus
the
county
to
try
to
figure
out
exactly
what
that
looks
like
it's
going
to
take
us
a
year
or
two
to
get
there.

percentage
of

passengers

march

2021

compared

at
53.
That
is
a
nice
percentage
increase.
The
first
half
of
may
continue
to
be
strong
as
every
day
through
may.

the
same
day
in

2019,
and
there
is
no
sign
of
a
slowdown.

last
meeting,
commissioner
feltman
asked
about
the
possibility
of
opening
and
operating
a
lounge
at
the
airport.
We
are
still
conducting
research
by
trying
to
identify
other
similar
size
airports
with
lounges.
It
doesn't
appear
that
there
are
many.
We
will
report
our
findings
at
a
future
meeting
and
will
provide
a
recap
of
the
discussion.
The
airport
commission
had
back
in
2019
as
part
of
the
concession
rfp,
which
included
a
discussion
of
the
possibility
of
a
lounge
at
the
airport.

of
the
recommendations
was
to
add
a
search
function
up
at
the
top
of
the
page
which
she
had
done,
which
she
has
done
interesting
enough.
The
website
did
have
a
search
function.
However,
it
was
at
the
bottom
of
the

Instead

the

created
also
a

the

expecting

deliver

trucks.
In
august
of
2021.,
the
airport
held
its
triannual
full-scale
emergency
exercise
on
april
12,
which
is
required

the
faa
regulations
due
to
kobit
19
protocols.
Attendance
was
extremely
limited.

faa
also
conducted
its
annual
certification
of
the
airport.
In
april,
it
conducted
its
inspection
a
little
bit
different
than
prior
years,
where
there
was
a
administrative
desktop
review
at
a
at
a
remote
site
prior
to
the
inspector
arriving
at
the
airport.
To
do
a
physical
inspection
at
the
completion
of
the
inspection,
the
airport
did
fairly
well,
but
there
were
some
minor
findings
that
we
are
in
the
process
of
correcting.

The
company
just
completed
their
most
recent
inspection
in
april
and
recommended
that
the
trees
be
removed.
Otherwise
the
palm
trees
will
soon
damage
the
roof
by
tearing
through
the
fabric
roof.
Unfortunately,
trimming
the
palm
trees
is
no
longer
an
option.
The
trees
will
be
replaced
with
palm
trees
that
will
only
grow
to
approximately
15
feet.

companies

job
openings
are
having
a
difficult
time
filling
those
positions
due
to
the
lack
of
job
applicants.
Several
airport
tenants
and
service
companies
are
experiencing
the
same
challenges

qualified

no
applicants
responding
to
job
announcements.

with

upward

on
passenger

optimistic

call
it
a
good
summer

ahead
for
us,

excited
about

gonna

the
available
seats
and
it
looks
like
the
way
passenger
trends
are
going.

think
we're
gonna
have

people
to
fill
them
a
little
up
there
on
the
market
communication
plan.

know
we
city
council
at

last
meeting
awarded
the
contract
aviatrix
communications.
They
are
based
in
san,
diego
california.

They
have
researched
and
developed
similar
plans
for
many
airports
from
oakland
to
san
diego
to
san
luis,
obispo,
idaho
falls
new
orleans
and
many
more
so
a
lot
of
great
experience
doing
exactly
what
we're
wanting
them
to
do
here
for
us
also,
their
staff.
All
of
our
staff
has
direct
experience
working
in
airports
in
marketing
and
air
service
and
communications
roles
at
various
airports,
so
they
have
been
in
my
shoes.
They
know
exactly
what
it
is.

Contract
is
currently
working
to
be
signed
with
city
procurement,
so
the
work
should
begin,
probably
the
first
week
of
june,
which
is
what
about
a
week
and
a
half
away
so
not
too
far
away.

contracted
cost
of
this
service
from
there's
gonna
be

budget

and

way

equipment

then
brought
in
through

access

operations

recovery
in
the
new

plans

restart
the
conceptual
planning
for
the
consolidated
car
rental
facility
during
this
extension

will

significant

factor

bid
as
it
pertains
to
the

the

impact

I
would
propose
at
minimum
that
I
would
be
here
to
update
the
commission
at
these
meetings
on
the
kinds
of
basic
terms
that
find
their
way
into
an
agreement,
updating

commission

we
expect

commencement
of
lease
and
those
kind
of
things.
I
would
also
certainly
respect
the
commission's
desires
and
defer
to
the
commission
on
whether
it
wants
to
have
a
standing
agenda
item
or
something
like
that.
Needless
to
say,
I'll,
be
in
touch
with
this
season.

team
members
will
be
in
touch
with
each
other
between
airport
pd
city,
manager's
office
and
others
to
make
sure
we're
capturing
any
of
those
impacts.
Because,
again,
the
the
purpose
of
putting
some
of
this
into
our
lease
agreement
is
to
have
accountability
mechanisms.
So
those
same
data
would
be
appropriate
to
share
with
the
commission
by
way
of
update.
But
if
the
commission
wanted
to
have
some
more
deliberative
involvement,
have
it
as
a
standing
item
to
consider
those
impacts
or
at
some
point
to
make
a
recommendation
to
the
city
council.

think
that
would
be
appropriate.
You
know
understand,
of
course,
that
we're
already
trying
to
balance
some
very
important
strategic
interests
and
unfortunately
the
council
gets
the
unenviable
job,
sometimes
of
reconciling
when
those
strategic
interests
conflict,
in
this
case
the
airport
and
dealing
with
a
really
sensitive
component
of
our
community.
But
I
wouldn't
want
to
deprive
the
commission
of
an
opportunity
to
to
weigh
in
if
it
wants
more
than
simply
being
kept
up
to
date.
I
think
we
all
share
the
same
interest
anyway.

some
extent,
if
the
commission
wants
to
weigh
in
and
say
this
is
our
perception-
or
this
is
what
we
think
might
be,
the
more
significant
impacts,
or
especially,
if
we're
seeing
present
conditions
that
you
foresee
might
have

impact,
that's
not
yet
realized
and
your
insight
as
commissioners
might
you
know,
be
helpful
to
share
with
the
city
council.

that
kind
of

I
think
it's

least
safe,
that
I
can
restate
what
I've
indicated
there
were
secondary
impacts.
You
know
there
was
certainly
just
congregation
of
individuals,
the
materials
that
they
tend
to
collect,
shopping,
carts,
tents
and
some
of
those
things
and
by
the
way
we
intervened
before
the
end.

Far
worse,
there
were
neighboring
businesses
that
restaurant
property
and
other
places
that
were
used
as
an
outdoor
restroom,
and
you
know
that
there
were
other
needles
found
in
the
park
and
some
things
that
really
are.
You
know
I
want
to
call
it
what
it
is
and
not
try
to
sugarcoat
it.
These
are
pretty
significant,
secondary
impacts
associated
with
a
congregation
of
that
population
kind
of
being.
In
one
place
for
a
long
time,
so
you
know
I,
I
certainly
know
that
city
council
wants
to
be
participatory
at
the
end
of
the
day.

Generally
speaking,
my
approach
is,
if
we've
heard
from
council
on
the
direction
we
they
want
to
go.
I
I
typically
wouldn't
think
it's
within
my
right
to
contradict
their
direction.
I
do
think
providing
insight
is
what
can
be
helpful.
I
would
encourage
the
commission
to
think
along
similar
terms,
I'm
not
trying
to
censor
anything.
This
commission
would
want
to
do,
but
ultimately,
we
serve
at
the
pleasure
of
the
council,
this
commission's
a
little
different
than
some
others
with
a
broader
focus.

I
would
encourage
the
commission
if
you
want
to
participate
going
forward,
put
it
on
an
agenda
item
we'll
share
with
you
the
same
kind
of
information
that
we'll
be
sharing
with
council
and
sharing
among
staff,
so
that
again,
council
can
really
get
the
unique
insight
of
you
focused
on
an
airport
and
airport
related
issues,
especially
those
items
that
they
might
not
be
as
quick
to
see
because
you're
immersed
in
it
and
they're
spread.

policy
perspective
