Description
The City of Palm Springs Airport Commission meeting, held November 17th, 2021
A
Can
you
see
my
screen?
Yes,
excellent?
Well,
thank
you
very
much
commissioners
for
having
me
here
today.
As
daniel
said
last
time
I
spoke
to,
you
was
quite
fortuitous.
It
was
right
before
the
pandemic
so,
and
he
only
had
good
news
to
report.
We
didn't
know
what
was
coming
ahead
of
us
and
now
I
can
report
to
you
as
we
coming
as
we're
coming
out
of
the
pandemic.
What
we're
seeing
looking
forward.
A
So
I'd
like
to
thank
you
for
all
having
me
here
today
and
also
thank
you
for
the
opportunity
to
give
you
an
update
on
the
air
service
program
that
palmer
springs
and
great
and
visit
greater
palm
springs
has
coming
forward
for
you.
The
theme
of
today's
presentation
is
really
about
how
bright
the
future
looks.
A
So
if
I
start
with,
what's
changed
since
we've
last
spoken,
the
answer
is
a
lot.
So
when
I
presented
to
you
back
in
january
of
last
year,
we
looked
at
record
seek
passed
into
palm
springs,
we
saw
growing
demand
and
we
saw
growing
seas
catering
for
that
demand,
and,
remarkably,
it
looked
like
all
thing.
All
positive
things
coming
forward
were
likely
to
continue
on
this
trajectory.
A
We
saw
10.3
percent
growth
in
seats
in
2019
compared
to
the
prior
prior
year,
but
we
all
know
what
happened
next,
which
was
the
big
fall
off
in
demand
and
big
fall-off
in
capacity
that
we
saw
during
the
pandemic
at
the
at
the
trough
of
the
pandemic.
The
very
worst
moment
that
we
saw
during
the
pandemic
from
air
service
perspective
in
may
2020,
we
saw
seat
capacity
of
palm
springs,
76
below
where
it
was
pre-pandemic.
A
A
What
was
really
striking
in
palm
springs
case,
however,
was
that
come
summer
2021
we
had
the
best
summer
on
record
and
demand
and
capacity
were
well
above
what
we
saw
before
the
pandemic.
So,
even
though
we
saw
some
of
our
worst
months
on
record,
we
also
saw
some
of
our
best
months
on
record
recorded
during
the
same
year.
A
At
the
airport
we
had
a
new
airport
director
somebody
who's
been
hugely
supportive
of
their
service
development
over
a
long
time
at
palm
springs,
airport
and
he's
been
hugely
advantageous
to
us
in
terms
of
attracting
new
routes
to
new
airlines,
but
also
we
had
a
new
deputy
director
and
daniel's
going
to
hate
me
for
posting
this
picture,
but
I
don't
have
his
corporate
picture,
so
apologies
daniel
in
advance.
You
raided
my
facebook
for
that.
One.
A
But
I
do
love
this
photo,
but
daniel's
been
a
tremendous
asset
to
palm
springs
before
the
panda
the
pandemic
and
when
he
was
at
the
legion
airways.
Daniel
is
a
superstar
in
this
industry,
but
the
contribution
that
he's
made
to
palm
springs
in
terms
of
growing
the
market
growing
our
air
services
and
bringing
in
new
airlines
has
been
unparalleled,
and
I
can't
commend
the
commission
highly
enough
and
the
airport
highly
enough
in
bringing
daniel
into
our
team,
and
I
also
moved
to
palm
springs
during
the
pandemic
or
palm
springs
adjacent.
A
I
moved
to
palm
desert,
so
I
now
have
an
even
stronger
vested
interest
in
bringing
more
air
services
to
the
valley
and
making
sure
that
I
can
get
out
to
where
I
need
to
be
so.
What's
happened
over
the
last
year,
if
we
look
at
how
our
peers
have
performed,
we
can
see
that
in
october
2021,
which
is
the
most
recent
month
for
when
we've
got
full
data.
A
California,
as
a
whole
is
down
24,
which
is
a
lot
better
than
we
were
where
we
were,
and
in
the
worst
pandemic,
at
76
below
pre-pandemic
levels.
The
west
coast
as
a
whole
is
down
about
22.
Now
I
should
point
out.
The
west
coast
is
probably
one
of
the
worst
performers
in
terms
of
overall
recovery,
and
if
we
compare
that
to
the
national
average,
you
can
see
that
the
country
as
a
whole
is
only
down
about
14.
A
If
we
look
at
the
top
hundred
airports
across
the
country,
palm
springs
ranks
as
number
two
in
terms
of
growth.
Prepaid
versus
pre-pandemic
demand
very
few
airports
out.
There
have
reported
any
sort
of
positive
growth
beyond
the
pandemic,
but
palm
springs
to
be
number
two
of
the
top
hundred
airports
is
truly
remarkable
and
a
testament
to
how
hard
everybody
at
the
airport
has
worked,
as
well
as
the
huge
assets
this
destination
has.
A
If
you
look
at
los
angeles
and
san
diego,
the
two
biggest
airports
in
southern
california,
you
can
see
that
they
remain
well
below
pre-pandemic
levels,
even
places
like
tucson
a
similarly
sort
of
attractive
winter
type
destination,
which
has
a
lot
of
leisure
appeal,
is
still
11.
So
this
isn't
just
because
we're
a
leisure
destination
that
is
attractive
to
people
seeking
warm
sunshine.
A
Our
nearest
airport
ontario
is
line
ball
with
where
it
was
pre-pandemic
and
only
orange
county
is
reporting
passenger
numbers
above
where
they
were
pre-pandemic
at
seven
percent,
but
palm
springs.
Growth
is
six
times
higher
than
orange
county,
the
next
highest
airport.
So
it's
truly
remarkable
to
see
how
strong
palm
springs.
Growth
has
been
relative
to
southern
california
and
the
country
as
a
whole.
A
So
you
can
see
that
in
the
period
that
southwest
has
come
into
the
market,
which
now
feels
like
forever,
but
the
reality
is,
is
they've
only
been
in
the
market
for
a
year
they
have
dramatically
changed
the
landscape
of
palm
springs
and
our
airport
and
in
terms
of
the
airline
mix
we
have
today.
What's
also
really
important
is
that
pre-pandemic
we
had
three
carriers
dominating
75
percent
of
the
traffic
in
this
market,
so
alaska's
alaska
are
american
and
united
southwest
has
made
a
huge
difference.
A
They've
rapidly
become
our
number
two
carrier
in
terms
of
capacity
and
on
top
of
that
they're
rivaling
alaska,
for
the
number
one
position,
but
more
importantly,
for
residents
of
palm
springs
and
visitors
to
palm
springs
is
we
now
have
a
much
more
competitive
dynamic
for
for
visitation?
It
now
means
that
we
have
four
major
airlines
that
are
offering
seats
to
across
the
country
and
that
allows
for
more
competition
and
lower
prices
and
ease
of
reaching
your
destination.
A
A
The
big
change
that
happened
during
the
pandemic
is
all
three
canadian
cities
fell
out
of
the
top
ten
and
largely
thanks
to
the
closed
canadian
border,
which
made
it
very
difficult
for
canadians
to
come
to
palm
springs
and
into
the
top
10
rows.
Dallas,
phoenix
and
salt
lake
city,
so
markets
which
were
already
linked
by
non-stop
air
services.
A
Now,
what's
really
important
for
us,
when
we
look
forward,
is
what
are
the
largest
unserved
opportunities
for
us
when
we
think
about
new
markets
that
might
be
linked
to
palm
springs
on
a
non-stop
basis
to
allow
for
those
visitors
to
come
to
our
market
as
well
as
people,
local
residents
travel
to
those
markets.
Washington
dc
and
spokane
are
our
number
one
and
number
two
unserved
opportunities.
A
A
Commissioners,
I'm
pleased
to
report
that
this
winter,
based
on
what
we
can
see
coming
forward,
will
be
palm
springs
record
winter
seed
capacity,
and
that
means
that
there
are
more
opportunities
for
visitors
to
come
to
our
market
as
well
as
more
opportunities
for
local
residents
to
travel
than
ever
before
in
our
peak
season.
This
is
remarkable
because
it's
actually
exceeded
where
we
were
pre-pandemic
in
2019.
It's
also
exceeded
our
all-time
high
of
winter
capacity
in
2018-2019.
A
A
What
we're
seeing
is
another
eight
or
nine
new,
non-stop
markets
added
right
across
the
country
in
marcus,
where
we've
never
had
non-stop
flights
before,
on
top
of
that,
we've
got
four
new
airlines
in
the
market
southwest
which
added
last
year,
as
well
as
two
canadian
carriers
and
aha,
which
will
start
early
in
2022,
so
more
seats
than
ever
more
non-stop
flights
than
ever
and
more
airlines
than
ever
for
palm
springs.
A
But
we
do
need
to
look
forward
with
a
few
sort
of
with
eyes
on
the
horizon,
as
well
as
eyes
to
towards
some
of
the
storm
clouds
that
are
gathering
in
our
industry.
A
If
we
look
at
the
things
that
are
going
on
in
our
industry
at
the
moment,
palm
springs
will
not
be
immune.
The
first
thing
to
look
at
is
labor
shortages.
We
see
across
the
industry,
pilots
and
flight
attendants
being
short-staffed
and
what's
that's.
What
that's
resulted
in
is
a
significant
lack
of
operational
reliability
from
the
majors
major
airlines.
A
You
might
have
seen
in
headlines
across
the
country,
thousands
of
flights
being
cut
from
schedules
simply
because
they
could
not
get
the
pilots
to
turn
up
to
work
or
too
many
people
calling
in
sick
or
not
enough,
pilots
on
staff.
This
is
a
real
problem
for
our
industry
and
going
forward.
Airlines
are
looking
to
make
changes
to
make
sure
that
they
can
actually
commit
to
the
schedule
that
they
that
they
publish-
and
that
means
they're,
actually
reducing
schedules
going
forward
and
fewer
flights
and
fewer
seats
going
into
markets
across
the
country.
A
Not
only
is
it
staff
that
are
a
problem
going
forward,
but
it's
the
number
of
aircraft.
None
of
the
airlines
expected
that
the
the
market
would
rebound
as
quickly
as
it
has
and
as
a
result,
they
retired
a
lot
of
aircraft
and
delayed
a
lot
of
orders
for
new
aircraft
and
they're
not
coming
this
year
or
next
year,
they're
coming
in
five
years
time
for
those
new
aircraft,
and
that
means
in
the
interim
that
we
have
a
shortfall
of
aircraft
capacity.
A
So
it's
not
just
staff,
but
it's
also
actual
airframes
that
are
a
problem
during
the
pandemic.
Airlines
incurred
a
whole
lot
of
debt
and
it's
they've
got
to
have
they've
got
to
pay
that
debt
back
as
well
as
faced
with
rising
costs,
thanks
to
all
sorts
of
supply,
chain
issues
and
inflation
issues,
inflationary
pressures
that
we're
all
facing
ourselves
as
well
and
finally,
one
of
the
things
that
drove
airline
economics
prior
to
the
pandemic
was
the
importance
of
business
trafficking
in
palm
springs
case.
Really
important.
Component
of
this
was
convention
and
conference
traffic.
A
These
types
of
travelers
drove
higher
fares.
They
often
paid
higher
fares
to
reach
their
destination
and
without
those
passengers
coming
back
into
the
market,
airlines
are
stuck
with
lower
leisure-based
fares.
That
means
that
they've
got
rising
costs
from
the
inflation
repressors
we've
talked
about
without
having
the
benefit
of
the
higher
business
related
fares
that
they
have
pre-pandemic.
So
this
does
cause
significant
problems
for
airline
economics
going
forward
I'd
like
to
focus
on
one
of
those
pressures
which
is
fuel
prices.
A
Again,
going
back
to
the
more
positive
side
of
the
equation,
we
can
see
that
americans
are
prepared
to
travel
again.
82
percent
of
americans
say
they
are
ready
to
travel
again.
More
importantly,
75
of
americans
say
that
they
are
excited
about
traveling
again
on
the
convention
and
conference
side
of
the
ledger.
A
So
what
can
the
airport
do
going
forward
to
cater
to
this
change
dynamic?
Well,
first
of
all,
we
need
to
recognize
the
world
as
different.
It's
not
like
the
way
it
was
pre-pandemic.
Three
big
things
changed
in
our
industry
and
palm
springs
is
kind
of
ground
zero.
For
these
big
three
things
that
have
changed.
The
first
thing
that
changed
was
that
a
whole
lot
of
people
bought
second
homes
and
second
homes
have
changed
the
way
people
are
likely
to
travel.
A
So,
for
instance,
if
you
lived
in
san
francisco
before
this
pandemic
and
you
bought
a
second
home
in
palm
springs,
it
now
may
mean
that
your
monday
morning,
meeting
in
new
york
city
you'll
be
leaving
from
palm
springs.
We
need
to
think
about
how
do
we
cater
for
those
people
who
now
need
to
get
to
new
york
city
on
a
monday
morning
who
previously
were
living
in
san
francisco,
not
just
in
terms
of
second
homes,
but
people
who've
moved
here
year
round
full
time?
A
Like
me,
it
means
that
we
have
to
look
at
what
are
we
offering
to
our
local
residents
in
terms
of
year-round
propositions
for
flights
across
the
country?
We
know
that
traditionally,
we've
had
a
big
influx
of
flights
during
the
winter
months,
but
the
summer
schedule
has
been
far
less
robust
as
a
result
of
the
change
in
migration
and
people
who've
moved
into
the
valley.
A
From
the
airport's
perspective
looking
forward,
I
think
there's
four
big
things
that
we
need
to
focus
on.
First
of
all,
the
costs
side,
the
equation.
We
need
to
make
sure
that,
in
an
environment
of
rising
costs,
particularly
for
our
airlines,
we
need
to
make
sure
that
we
keep
keen,
on
those
eyes
a
keen
eye
on
those
costs
going
forward
and
making
sure
that
we
don't
rise,
raise
prices
dramatically,
causing
a
sticker
shock
for
the
airlines.
A
We
need
to
have
the
right
team
in
place,
and
I
think
this
is
something
that
palm
springs
has
excelled
in
over
the
last
12
months,
which
is
putting
the
right
team
in
place
to
cater
for
both
the
needs
of
the
pandemic,
but
also
the
needs
for
the
recovery.
And,
finally,
it's
about
collaboration
with
our
stakeholders.
A
The
information
that
we
have
in
this
valley
is
incredible:
the
data
and
the
sources
and
the
stakeholders
that
we
have
from
our
properties
to
through
to
visit
gps
and
and
all
the
sorts
of
attractions
that
we
have
in
the
valley.
The
data
that
they
have
is
unparalleled
and
the
power
of
that
data
in
convincing
airlines
to
allocate
more
capacity
to
palm
springs
really
can't
be
spoken
too
highly
of.
A
In
terms
of
what
we're
focused
on
from
our
service
development
for
2022
and
going
forward,
our
number
one
priority
is
to
fill
all
those
seats
for
all
those
new
flights.
We've
got
coming
into
the
valley.
We
want
to
keep
those
planes,
an
environment
where
airlines
are
looking
to
slash
operations
to
maintain
their
reliability.
We
want.
B
A
A
A
Our
goal
is
to
see
whether
or
not
we
can
bring
the
right
structures
in
place
that
allow
for
international
access
into
palm
springs
beyond
what
we
already
have
with
canada,
and
our
goal
remains
in
place
that
we
want
sustainable,
year-round
access
to
palm
springs
and
ensuring
that
our
airlines
remain
in
a
position
where
they
can
confidently
add
capacity
and
know
that
sustainability
and
success
is
is
likely
to
follow.
A
C
All
right
we
move
on
to
our
ceo
city
manager,
justin
clifton,.
D
Good
evening,
everyone-
I
just
have
a
couple
things
this
evening
and
I
apologize
in
advance,
I'm
a
little
under
the
weather
weather
and
a
little
foggy
and
coughing
a
bit.
But
first
I
just
want
to
report
on
the
access
center,
martha's,
village
and
kitchen
continues
to
operate
and,
as
far
as
I
know,
really
no
noticeable
increase
in
the
secondary
impacts.
That
I
know
commissioners
were
concerned
about.
D
One
thing
I'd
like
to
float
with
the
commission
is
that,
while
I'll
still
attend
these
meetings
for
regular
updates
as
often
as
possible,
I'm
not
sure
that
we
need
to
keep
that
on
the
agenda
I'll
defer
to
the
commission,
but
thus
far,
we've
had
a
number
of
months
of
sustained
operation
and
and
really
no
changes
that
we
can
attribute
to
that
operation.
D
So,
if
you
want
to
have
that
discussion,
whenever
appropriate,
I
could
come
and
give
those
presentations
by
monthly
or
quarterly
going
forward
unless,
of
course,
there's
a
change
and
we
need
to
visit
more
frequently.
The
other
thing
I'd
like
to
report
on
is
that
we
are
moving
forward
with
a
process
to
fill
the
vacancy
that
will
be
left
when
ulysses
ultimately
retires
from
the
city
at
the
end
of
this
year.
So
we
have
moved
forward,
selecting
a
firm,
that's
adk.
D
D
We
have
a
plan
to
engage
the
commission
to
solicit
input
on
traits
and
characteristics
as
well
as
to
include
at
least
some
commission
members
in
a
final
assessment
center
type
process
for
final
candidates.
So
we'll
have
more
details
to
come
on
that.
I
want
to
be
careful
about
how
much
of
that
process
I
discuss
publicly,
because
there
are
certain
components
to
that
that
we
would
not
want
candidates
to
to
learn
about
too
far
in
advance
of
the
actual
selection.
E
Do
you
have
stephanie,
please
all
right
to
the
chair
about
martha's
village?
We
we
had
talked
before
about
having
some
data
because,
as
you
say,
you
know
there
haven't
been
really
any
complaints
other
than
the
last
month
when
we
received
the
data-
and
I
was
just
curious,
if
they're
keeping
the
data
is
there
a
way
we
can
access
it?
If,
indeed,
there's
nothing
to
discuss,
but
at
least
we
have
a
record.
So
if
something
pops
up
of
incidences
or
data,
are
they
doing
that
or
number
of
people
served.
D
Yes,
so
I
I
think
I
had
reported
previously-
and
I
don't
have
the
most
recent
data,
but
my
recollection
at
the
end
of
september,
at
least
that
martha's
had
seen
more
than
200
unduplicated
individuals,
and
I
have
some
other
stats
that
I
could
certainly
send
to
the
commission
that
just
have
a
breakdown
of
services,
hundreds
and
hundreds
of
meals
and
case
work.
So
the
center
is
busy
ultimately
as
busy
as
the
the
well
in
the
desert
location
that
kaye
and
cilia
was
previous
to
the
access
center.
D
So
they
are
seeing
a
lot
of
people.
There
was
just
a
mobile
unit
delivered
in
the
last
couple
of
days
that
is
going
to
be
an
office
space
that
allows
them
to
manage
some
of
that
work
a
little
differently,
but
at
this
point,
they're
they're,
seeing
what
we
believe
are
kind
of
that
the
maximum
number
of
people
there's
nothing
else
about
the
operation
that
would
accelerate
that
other
than
individuals
deciding
that
they're
ready
for
services,
so
so
they're,
essentially
operating
at
full
capacity.
E
Thank
you,
and,
and
I'm
not
asking
for
a
completely
new
report.
But
if
the
data
exists-
and
I
I
think
it
would
be
great
to
see
it.
D
D
Thank
you.
I
appreciate
that
I
will
still
come
to
give
updates
periodically
regardless,
but
let
me
know
if,
if
you
need
me
and
I'll
certainly
make
sure
that
I'm
here
and
and.
F
9A
chairman
is
the
address
of
225.
South
lcello
is
the
address
of
the
access
center,
martha's,
village
and
kitchen,
and
so
we
have
that
there
to
allow
the
commission
to
have
full
discussion
when
the
city
manager
makes
a
report.
So
for
all
general
purposes,
9a
has
been
completed
with
the
city
manager's
report.
F
9B,
yes
in
your
packet,
was
a
staff
report
regarding
the
current
status
of
the
air
service
incentive
program
that
the
airport
currently
has
for.
Those
of
you
who
were
around
in
2019
a
new
program,
which
was
a
fee
waiver
program,
was
established
with
the
five
hundred
thousand
dollar
program
gap.
Currently
we
have
certain
applications,
primarily
the
southwest
application
to
various
destinations
when
they
started
operating
in
october
due
to
their
frequency
in
the
destinations
under
the
incentive
program.
F
We
are
pretty
much
reaching
that
500
000
program
gap
and
we
have
other
applications
that
we
have
received
that
have
not
been
processed
because
of
the
fact
that
the
cap
is
being
approached.
F
So
what
we
would
like
to
do
through
this
staff
report
and
then
ultimately
take
it
to
city
council,
because
it
is
at
their
purview
to
authorize
additional
funding,
is
to
suspend
the
current
program,
meaning
do
not
accept
any
additional
applications
request
for
an
additional
353
000
to
increase
the
total
program
cap
from
five
hundred
thousand
to
eight
hundred
and
fifty
three
thousand
dollars,
and
that
would
allow
us
to
meet
the
the
the
incentives
associated
with
the
application
which
we
currently
have
in
hand.
F
And
then
we
would
ultimately
look
at
the
current
incentive
program
and
identify
any
changes,
modifications
that
would
need
to
be
done
to
it
and
potentially,
obviously
ask
for
additional
funding
from
a
program
perspective
to
move
forward.
As
you
saw
in
oliver's
presentation
earlier
this
evening.
That
was
one
of
the
components
critical
to
us
being
able
to
succeed
in
the
future.
So
with
that
I'll,
take
any
questions
regarding
the
staff
report
and
again
the
the
request
is
for
your
approval
for
us
to
move
forward
with
city
council.
C
Is
any
reason
we
have
this
odd
number
of
853
000?
Why
not
900
a
million.
F
F
This
will
fulfill
the
applications
that
are
currently
in
hand.
They've
been
their
start
date
respectively
for
each
one
of
the
applications
differs,
and
I
believe
we
I'm
sorry.
We
did
not
include
the
start
date
on
in
the
staff
report,
but
I
think
daniel
the
the
the
latest
one
would
extend
well
into
2022
by
the
time
that
it
expires.
Correct.
Yes,.
G
Some
of
the
applications
we
have
from
somewhere
else
like
say,
like
flair,
etc,
would
take
us
into
october.
Excuse
me
november,
2020
of
the
current
applications
that
we
have.
F
And
some
of
the
applications
were
received
earlier
with
service,
that's
already
in
flying,
and
so
therefore
they
would
end
sooner.
F
We
definitely
can
potentially
do
that.
The
thought
right
now
was
was
daniel,
has
looked
at.
The
incentive
program
has
been
speaking
with
ollie
and
and
visit
greater
palm
springs
staff
and
they'd
like
to
make
some
modifications
before
we
take
it
on
out.
I
don't
think
we're
going
to
be
90
to
60
to
90
days
out.
F
I
think
we'll
be
there
sooner
than
that
is
our
hope
in
the
event
that
we
do
get
another
request
if
washington
dc
or
spokane,
where
to
that
ollie
identified,
we
can
definitely
make
it
part
of
that
program
as
we
go
forward
in
the
next
couple
of
months
and
tell
the
airlines
that
again,
it
is
pending.
C
E
Ken
here
so
are
this:
are
there
going
to
be
additional
cities
other
than
the
cities
listed
here?
That
will
be
included
in
the
proposed
increase.
F
F
Daniel
can
you
give
just
an
overview
of
your
thinking
about
how
we
change
our
current
listing
by
being
city
specific
to
what
you're
contemplating
looking
at
and
again
just
you
be
have
confidence
that
whatever
is
proposed?
It's
coming
back
to
the
airport
commission
before
we
take
it
to
city
council
for
final
approval,
so
you'll
have
opportunity
to
have
input
but
daniel
go
ahead.
Yeah.
G
Yeah
yeah,
so
the
current
request
for
increase
is
just
to
honor
the
applications
we've
already
received
from
airlines
that
are
on
routes
that
are
already
improving
the
current
program.
The
revision
one
we're
going
to
go
through.
We
work
with
all
in
the
cdb,
decide
how
we
want
to
rewrite
that,
as
you
saw,
ollie's
presentation
talked
about
making
sure
is
our
incident
program
up
to
date
with
the
current
times,
we'll
do
reviews
of
other
airport
programs
to
see
make
sure
we're
meeting
industry
standards,
which
I
can
tell
you
right
now.
G
Current
program
doesn't
actually
meet
industry
standards,
it's
actually
below
them.
So
I
want
to
do
some
revisions
to
work
on
that.
Other
things
we
want
to
pull
out
is
maybe
doing.
We
will
definitely
want
to
rise
positively
city
list,
maybe
not
even
having
an
actual
city
list
or
we
it's
still
a
work
in
progress.
So
one
of
the
main
reasons
why
I
want
to
do
this,
for
example,
is
say:
vancouver
is
currently
on
the
approved
list
for
the
cinema
program.
We
already
have
westjet
flair
and
air
canada
flying
that
route.
G
A
legion
goes
to
bellingham,
which
is
just
an
hour
south
of
vancouver.
As
a
former
legion
employee,
I
can
tell
you
bellingham
airport
was
the
legion,
viewed
it
as
a
as
their
access
to
vancouver,
so
thailand
got
four
airlines
during
the
vancouver
metro
area.
If
another
airline
want
to
fly
that
route
and
apply
for
the
current
program,
they
would
also
get
a
sips,
I
think,
with
four
airlines
flying
to
vancouver
metro.
We
don't
need
to
provide
incentives
to
that
airport
anymore.
So
definitely
so
that's
some
things.
G
We
definitely
need
to
take
a
look
at
and
make
some
changes
too
so
going
forward
with
that
I'll
put
together
a
proposal
for
a
new
program
and
we'll
bring
it
back
to.
I
don't
know
if
we'll
work
with
the
marketing
committee,
or
maybe
just
the
commission
as
a
whole,
go
over
it
make
a
decision
make
changes
if
needed
once
we
get
it
figured
out
on
our
end.
What
all
we
want
to
do
together
then
we'll
go
to
city
council
for
approval.
C
H
A
question
from
commissioner
payne
for
oliver.
You
rightly
pointed
out
the
issues
around
business
travel
and
how
critical
they
are
for
growth.
Could
you
give
us
your
best
assessment
of
what
will
bring
what
is
the
future
of
business
travel?
Maybe
looking
out
24
months,
36
months?
H
A
That's
a
great
question,
commissioner.
I
think
that
if
I
knew
the
answer
to
that
specifically,
I
would
be
a
very
wealthy
man
by
now,
but
I
think
the
reality
is
well
share
it.
When
you
do
please,
of
course,
I
think
the
reality
at
the
moment
is
the
yellow
industry
is,
is
seeing
certain
industries
coming
back
quicker
than
others,
and
I
think
that's
probably
a
good
indicator
of
what's
likely
to
come
going
forward.
A
One
thing,
they're,
seeing
very
quickly
is
that
small
businesses
are
traveling
much
more
quickly
than
big
corporates
are,
as
well
as
the
fact
that
we're
seeing
a
lot
of
sales
people
back
on
the
road
already,
what
they're
not
seeing
or
that
what
is
taking
time
are
the
conference
related
traffic
convention
related
traffic
and
the
the
big
corporate
types
traffic
where
people
would
would
fly
into
a
different
destination
for
a
major
meeting.
That's
the
thing
that
is
holding
corporate
travel
back
at
the
moment.
A
A
Are
certain
businesses
going
to
work
more
remotely,
that's
likely
to
change
dramatically
how
people
travel,
so
what
we
might
see
is
less
of
corporate
travel
being
focused
on
the
big
coastal
cities
in
chicago,
and
smaller
cities,
like
palm
springs,
might
have
more
of
a
role
to
play
in
catering
for
a
lot
of
business
travel
demand,
but
I
think
there
is
still
a
lot
that
is
unknown.
I
think
one
of
the
things
that
we're
waiting
for
is
to
see
what
corporate
travel
policies
will
be
going
forward
and
those
are
still
in
flux.
A
B
I've
got
a
question,
mr
chairman.
The
first
question
is
what
these
funds
are
coming
from:
a
specific
designated
advertising
fund
or
what
funds
are
being
specifically
used
for
this.
F
B
F
I
don't
believe
so.
This
program
has
been
budgeted.
It's
only
until
this
point.
It
had
been
about
a
million
dollars
over
a
decade
worth
of
time,
and
this
current
program
is
a
hundred
thousand
dollar
fee
waiver.
F
F
Obviously,
there
is
an
expectation
that
we
will
continue
to
grow,
but
that
should
be
at
a
probably
not
such
as
a
high
level,
so
the
funds
being
a
million
dollars
over
a
four
or
five
year
period
or
something
if
we
go
that
high
should
not
impact
our
capital
project
needs.
B
I
think
the
increases
in
passengers
and
passenger
seats
that
are
coming
in
I
happen
to
fly,
have
flown
like
three
or
four
times
out
of
the
airport
in
the
last
two
months,
and
I've
heard
the
same
issues
from
passengers
over
those
last
three
or
four
months
that
I
want
to
share
with
the
commission
at
a
different
point
of
time.
Not
this
particular
agenda
item.
So
my
concern
is
that
incentives
are
great.
B
But,
according
to
the
report,
we
just
saw
we're
experiencing
the
second
highest
increase
of
any
of
the
airports
and
are
we
going
to
have
the
monies
available
for
the
infrastructure
needs
that
we
have
for
increases
like
10,
20,
30
and
40
percent
that
we're
going
to
be
seeing
in
the
next?
You
know:
12
24,
36
months.
F
So,
just
just
a
distinction:
this
request
is
obviously
to
fulfill
the
applications
that
have
currently
been
received,
there'll
be
an
opportunity
in
the
future
when
we
come
back
with
a
new
program
that
will
identify
additional
funding
and
whatever
that
level
is
that
the
commission
recommends.
That
will
be
a
subsequent
opportunity.
I
think
where
this
discussion,
commissioner
miller,
is
more
appropriate.
E
I
want
to
put
us
back
on
the
agenda
item
and
make
a
motion
for
the
last
two
pages,
the
last
two
paragraphs
of
the
staff
report,
which
is
what
you
ask
for.
F
Yes,
we're
gonna
have
harry
barrett,
followed
by
victoria,
followed
by
daniel
with
their
presentations
gary.
I
Thank
you.
Can
everybody
hear
me?
Yes,
I'm
glad
you
can
hear
me
this
time.
Thank
you.
So
I
don't
have
slides
today,
but
I
did
want
to
provide
updates
on
a
few
things
that
we
are
doing
at
the
airport.
I
The
first
is
the
ongoing
passenger
boarding
bridge
replacement
project,
so
we're
about
80
completed
with
that
project.
We
still
have
two
bridges
remaining
to
be
replaced:
that's
gate,
10
and
gate,
seven,
we're
currently
working
on
gate
ten.
We
anticipate
that
that
bridge
will
be
completed
the
first
week
of
december
and
then
we
would
then
follow
with
date,
seven
we're
working
on
one
bridge
at
a
time
to
accommodate
some
of
the
increases
in
capacity
at
the
gate
and
some
of
the
constraints
that
we're
having
with
aircraft
park.
I
At
the
gate
we
did,
we
did
have
to
upgrade
the
feeder
lines
to
those
gates
to
upgrade
update
the
power.
So
that's
why
the
the
delay,
but
we
do
anticipate
that
we
will
hold
to
our
original
schedule,
which
will
be
the
january
for
completion
of
the
passenger
board
and
grids
replacement
project.
I
The
second
thing
I
wanted
to
talk
about
was
our
parking
situation
here.
At
the
airport
going
into
holidays,
we
will
be
opening
the
holiday
lots
off
of
burke
douglas
way,
starting
on
tuesday.
It
will
be
a
18
a
day
charge
for
parking
in
that
area,
as
well
as
shuttle
service
from
the
parking
lot
into
the
main
terminal.
That
shuttle
service
will
go
from
tuesday
through
the
1st
of
december
under
the
current
avm
contract,
and
then,
after
that,
we'll
continue
to
monitor
as
an
airport.
I
We
need
to
make
adjustments
for
continued
services
through
the
abm
or
if
we
just
need
to
rely
on
airport
staff,
utilize,
the
airport
staff,
as
a
shuttle
service
between
thanksgiving
and
christmas
holiday,.
I
One
other
thing
I
wanted
to
discuss,
though,
with
the
increases
in
flight
activity
and
the
increased
passing
of
traffic,
we
have
worked
with
tsa
to
adjust
the
screening
hours
for
passengers
and
for
baggage
we
had
been
talking
to
them.
They
typically
open
at
4
30.
I
In
the
morning
we've
discussed
with
the
potential
of
opening
of
four
o'clock
in
the
morning
just
to
accommodate
some
of
those
early
warning
fights
for
passengers,
outbound
and
tsa
has
agreed
also
to
facilitate
the
process
of
screening
passengers,
we're
working
with
them
on
their
k-9
program
so
that
we
can
get
passengers
through
a
lot
quicker
and
make
it
easier
for
folks
to
fly
through
the
facility.
I
Fourth,
with
the
addition
of
swoop
coming
into
the
market
next
month,
the
gift
shop
area
or
the
former
vf
shop
area
in
the
central
terminal,
we
are
looking
to
turn
that
area
into
ticket
counter
space.
So
over
the
next
few
weeks,
we
will
be
inserting
new
ticket
counters
and
a
small
airline
ticketing
office
in
the
gift
shop
area
to
accommodate
the
new
entry
of
swoop.
I
Then,
finally,
we
did
hire
a
new
executive
administrative
assistant.
Her
name
is
christina
brown.
She
has
tons
of
history.
She's
come
from
the
city
of
laguna
beach
in
the
city
of
industry,
she's
worked
in
various
positions
from
the
city
manager's
office
as
an
executive
assistant
to
the
city
manager,
as
well
as
in
accounting.
Physicians,
and
that
concludes
my
report.
Thank
you.
B
Yeah
harry
I've
got
a
question,
as
I
mentioned
earlier,
I've
gone
through
the
airport
four
times
now
well
six
times,
counting
the
round
trip
and
I've
heard
the
same
comments
from
other
passengers.
In
all
times,
I've
been
through
there
and
experienced
the
same
thing,
and
that
is
baggage
claims
and
the
length
of
time
it's
taking
two
or
three
of
the
times
I
was
there
took
over
an
hour
to
get
the
baggage
from
the
air,
the
airline
that
we
came
in
and
waiting
for
baggage
to
come
to
the
carts.
B
And
then
there
were
several
announcements
made
that
because
of
staffing
shortages,
everyone
was
working
short-handed
and
please
be
patient.
Well,
I
can
understand
that
and
that's
kind
of
a
reality
that
did
not
leave
favorable
impressions
on
the
travelers
that
I
was
standing
around.
I,
of
course,
did
not
say
anything,
but
the
comments
from
other
people
were
not
what
I
would
call
positive
and
I
think
we
need
to
figure
out
something
now,
maybe
those
three
or
four
times
I
was
traveling.
B
You
know
were
out
of
norm,
but
it
really
left
a
bad
impression
on
these
travelers
and
I'm
wondering
if
you've
gotten
any
feedback
from
that,
and
you
know
what
we
can
do
to
help
facilitate
that.
I
As
an
airport,
I
don't
believe
that
we've
gotten
any
direct
feedback
unless
ulysses
or
victoria
or
daniel
have
heard
of
something
I
don't
think
we've
gotten
directly
back.
I
do
know
that
daniel
has
been
tracking
some
of
the
issues
on
social
media
and
he's
been
responding
accordingly
to
those,
the
airport
staff
has
been
working
with
the
brown
handlers
to
try
and
facilitate
where
we
can
their
operations,
but
staffing
shortages
are
a
thing
and
they
have
been
impacting
some
of
the
services
here
at
the
airport.
I
So
we
will
continue
to
work
with
the
ground
handlers
on
that
and
we
will
continue
to
work
with
the
airlines.
I
would
say,
be
patient
with
us
as
we
work
through
that
process.
I
don't
have
specific
answers
for
you,
but
I'd
be
interested
to
know
on
those
days
that
you
flew
what
what
happened,
and
maybe
I
can
track
down
some
of
those
answers.
B
Sure
I'll
email,
you
the
dates
and
the
times
that
I
came
in
and
so
that
you
can
maybe
track
what
was
going
on,
but
it
was,
it
was
even
I
just
tried,
I'm
concerned
because
we're
going
to
see
growth
continue
and
if
these
problems
persist.
B
I
think
our
forward
momentum
is
going
to
be
stalled
with
many
more
negative
comments,
and
I
certainly
don't
want
to
see
that
happen
and
if
it's
and
maybe
there's
we
need
to
hire
more
people
or
maybe
the
baggage
handling
firms
need
to
hire
more
people
or
whatever.
But
I
think
we
really
should
be
sensitive
to
that
because
it
was,
it
was
pretty
bad
and
I
could
see
it
happening
once
or
twice,
but
before
the
three
times
in
a
month
that
that
happened,
I
don't
think
is
appropriate.
So.
J
Hello
good
evening,
I
actually
want
to
just
kind
of
piggyback
on
what
commissioner
miller
was
saying
about
the
staffing
and
we
actually
are
hosting
a
job
fair
for
our
tenants
on
tuesday
november
30th.
So
that's
what
the
airport's
trying
to
do
to
assist
so
that
we
can
help
our
tenants
here
and
make
sure
that
they're
able
to
get
the
adequate
staffing
that
they
need.
The
last
job,
fair
that
we
did
a
couple.
J
Maybe
three
months
ago
we
had
maybe
about
200
participants
show
up
and
we
did
have
a
lot
of
exhibitors
tenants
from
the
airport.
There
was
strictly
just
for
the
airport,
so
we
hope
to
have
a
successful
turnout.
This
time.
Right
now
we
have
12
exhibitors
from
the
airport.
Tenants
that
are
gonna,
be
there
at
the
palm
springs
convention
center.
J
So
you
know
we
understand
the
frustrations
that
are
happening
and
we
we're
we're
trying
to
assist
in
any
way
that
we
can
and
a
job
fair
is
one
way
that
we're
working
on
it.
So,
okay,
so
let
me
go
ahead
and
share
my
screen.
Give
me
one
moment
all
right.
So,
do
you
see
the
presentation
mode
of
the
financial
summary.
C
J
Yes,
okay,
perfect,
all
right,
so
I'll
be
reviewing
the
financials
for
the
period
ending
october,
31st
2021.,
oh,
but
before
I
do
that,
I
just
want
to
say
thank
you
to
all
the
commissioners
that
were
able
to
make
it
out.
At
our
parities
happy
hour,
we
had
a
great
turnout
of
commissioners
mayor
hostage.
Was
there
mayor
pro
tem
middleton?
Was
there
we
had
the
parity
staff?
J
We
did
a
toast
instead
of
a
typical
ribbon
cutting.
We
even
did
tours
with
the
commissioners
to
show
all
of
the
food
and
beverage
restaurants,
and
there
were
even
some
sample
cocktails
there
and
even
mocktails
that
did
not
have
alcohol
in
them.
At
the
buzz
by
bar
fly.
There
was
even
some
some
finger
foods
and,
and
then
they,
if
the
commissioners
like
they
had
a
chance
to
tour
the
baggage
handling
system.
J
So
that
was
a
very
successful
turnout,
and
so
we
just
want
to
say
thank
you
again
for
making
it
out
all
right
so
now
on
to
the
financials
this
time
of
year,
the
actual
should
be
at
or
around
30
33
of
the
annual
budgeted
amount.
The
airport
tracks
revenue
as
a
percent
of
a
full
year
and
revenue
sources
are
not
created
the
same
throughout
different
months
of
the
year.
J
J
The
airport
o
m
fund
is
at
31
of
the
budgeted
22.5
million.
If
you
direct
your
attention
to
the
bottom
of
the
half
of
the
screen,
the
top
three
revenue
generating
accounts
in
fund
415
are
the
on
airport
rental,
car,
the
terminal
airline
space
and
the
leased
parking,
which
is
approximately
49
of
the
annual
budget.
J
J
J
This
is
primarily
due
to
the
administrative
fees
and
the
2019
bond
fiscal
agent
account
fund
415
is
showing
the
airport
operations
and
maintenance
is
around
19
of
the
budgeted
27
million
at
about
5
million
in
expenses,
an
estimated
salaries
and
benefits
expenditure,
and
the
amount
of
approximately
1.2
million
has
not
posted
to
the
financial
system.
The
estimated
payroll
will
increase
the
total
expenses
to
about
6.2
million.
In
the
upcoming
months
you
will
notice
the
increase
in
expenditures
for
the
delayed
payroll
posting.
J
J
Lastly,
is
the
budget
for
fund
416.?
The
budget
is
an
estimated
number.
As
I
mentioned,
the
city
is
still
transitioning
to
its
new
financial
system
and
still
recording
budget
allocations
from
prior
fiscal
year.
There
is
an
expense
of
6.8
million
for
special
capital
projects,
pfc
ticket
wing
and
federal
grants.
J
Slide.
7
is
an
overview
of
the
revenue
versus
expenditures
for
the
period
ending
october
31st,
the
cfc,
pfc
and
airport
o
m
funds
had
a
surplus,
not
including
the
fund.
415
expense
amount
is
the
estimated
payroll
expenses
after
accounting
for
the
estimated
payroll
expenses
fund,
415
would
still
have
a
surplus
of
approximately
700.
000.
J
J
J
Previously
the
airport
was
using
airport
improvement.
Excuse
me,
excuse
me
previously.
The
airport
was
using
airport
improvement
project
and
passenger
facility
funds
to
fund
the
ticket
wing
project.
Now
we're
using
cash
to
pay
our
obligations
so
you'll
see
the
cash
flow
for
fund
416
is
about
3.3
million.
J
G
All
right,
okay,
so
back
another
month,
another
meeting
thing.
So
today
we
had
the
launch
of
allegiance
new
non-stop
service
to
nashville
that
took
off.
We
had
nona
with
with
a
chamber
of
commerce,
joined
us
gary
with
the
cvb,
our
business.
We
visit
greater
palm
springs.
I
gotta
get
used
to
that
new
name,
rob
hampton
would
visit
palm
springs
and,
of
course,
I
think
some
of
the
legion
flight
crew
jumped
out
and
helped
us
cut
the
ribbon
on
that
one.
We
sent
that
off.
G
I
think
the
flight
left
at
11
10
this
morning,
so
a
little
bit
early,
so
a
little
bit
early
ahead
of
schedule,
which
is
always
great
later
up
this
this
week,
they're
also
launching
a
new
service
to
des
moines,
indianapolis
and
provo.
Those
are
taking
off
tomorrow
and
friday
and
then
alaska
is
launching
their
service
to
austin
and
san
jose
on
friday.
G
Also,
if
there's
any
commissioners,
if
you're
able
to
attend
on
friday,
please
shoot
myself
or
nadia
an
email
and,
let
us
know
we'd
love
to
have
you
come
and
help
us
celebrate
some
of
the
new
service.
You
need
to
be
here
nine
o'clock
on
friday
morning,
if
you're
interested-
just
let
us
know
please
next
up
so
in
order
of
announcements,
we've
had
several
announcements,
a
couple
more
announcements.
Since
our
last
meeting,
we
now
have
a
hawk
coming
to
palm
springs
with
year-round
flights
to
reno
tahoe
on
mondays,
wednesdays
and
fridays.
G
G
Next
up
we
have
swoop
coming
in
they'll,
do
twice
weekly
flights
on
mondays
and
thursdays
to
edmonton.
They
are
canadian,
ultra
low
cost
carriers
so
very
similar
to
flair,
who
is
coming
in
december
and
then
also
allegiant
that
we
already
have
their
flights
start
december,
16th
and
flyswoop.com
to
book.
For
those,
oh
also
sign
up
on
the
allegiant
root
launch
today,
legion
put
up
started
a
fair
sale
as
well,
where
they're
doing
flights
for
a
little
as
little
as
33
dollars
to
des
moines
and
provo.
G
I
think
39
to
indianapolis
and
44
dollars,
one
way
to
nashville.
I
think
you
have
to
book
by
the
end
of
this
week,
but
visit
allegion.com,
if
you
guys
are
looking
for
those
places.
You'll
get
some
great
deals
on
tickets,
so
standard
air
service
updates,
as
I
mentioned
earlier,
alaska
is
starting
at
austin
san
jose
service.
On
friday,
great
news
is
originally
austin
on
alaska
supposed
to
be
going
through
april.
They
have
extended
that
through
the
end
of
may,
bookings
are
doing
well,
so
they're
pleased
with
that.
We'll
continue
to
advertise
that
route.
G
Hopefully,
we
can
convince
alaska
to
make
that
a
year-round
route
for
us.
So
we
can
expand
the
year-round
portfolio
that
we
have.
They
start
their
boise
service
will
return
on
december
16th.
Currently
we
have
a
legion
running
boise
twice
a
week
as
well,
and
then
alaska
will
come
back
start
returning
theirs
in
december,
as
I
mentioned
allegiant
that
all
those
roots
are
starting
this
week,
their
eugene
service
returns
on
friday
as
well.
We
had
that
last
season
as
well,
so
this
is
their
second
season
operating
eugene
delta.
G
Again
I
think
I
mentioned
last
meeting,
but
atlanta
and
minneapolis
are
set
to
return
on
december.
18Th
flair,
the
another
one
of
our
other
new
airlines.
They
start
their
first
flights
the
week
of
december
17th
to
edmonton
vancouver
and
toronto.
G
Jetblue
boston
returns
on
christmas
day,
lauderdale
returns
on
december
or
star
excuse
me
starts
on
december
23rd.
Originally
it
was
gonna
look
well
because
we,
if
you
guys
remember,
we've,
had
a
lot
of
change
with
this
one
thanks
to
the
pandemic.
G
They
were
gonna
kind
of
run
this
for
like
two
or
three
weeks
over
like
the
holiday
season,
they're
kind
of
scheduling
out
like
more
like
the
high
periods,
we'll
have
some
flights,
so
it
looks
like
in
march
and
april,
like
spring
break
kind
of
time,
so
we're
gonna
have
kind
of
scattered
I'll
call
it
fort
lauderdale
service
throughout
the
the
rest
of
our
season.
It
looks
like
so
that's
a
plus
and
move
in
the
right
direction.
At
least
southwest
portland
starts
in
on
the
20th
of
this
month,
chicago
midway.
G
This
both
are
seasonal,
chicago
midway,
starts
on
the
23rd,
and
you
like
united,
move
their
lax
star.
It
was
supposed
to
start
on
halloween.
They
changed
that
to
december
17th,
so
we'll
be
having
lax
back
in
mid-december
passenger
trans
are
doing
great
october
was
another
record
month
for
us,
so
my
previous
record
was
set
in
again
set
in
2019.
G
This
one
is
our
fifth
monthly
passenger
record
in
a
row
that
we
have
set
uv.
I
think
it's
approximately
28
a
little
over
28
better
than
october
2019,
so
definitely
excited
to
see
that
with
the
flights
coming
in
the
people
are
filling
up.
The
seats
they're
coming
to
visit
the
valley
and
they're
choosing
to
fly
palm
springs.
G
G
So
I
definitely
expect
this
year
to
finish
out
very
strong
and
I'm
looking
forward
to
a
strong
start
to
2022.
For
the
same
reasons
january,
we
have
almost
20
more
available
seats
for
sale
in
january.
That
would
be
compared
to
january
2020,
and
then
in
february
we
have
15
percent
over
15
more
available
seats
for
sale
than
we
did
in
february
2020..
G
So
those
are
looking
great,
of
course,
those
two
months
of
2020
were
great
months
until
march
happened.
So
when
it
gets
the
march
numbers,
I'm
not
quite
sure
how
I'm
going
to
do
a
comparison
for
this,
but
I'll
figure
it
out.
For
you
guys,
some
of
the
things
we've
been
working
on
you
know
as
part
of
the
marketing
department,
is
community
engagement
getting
out
and
getting
involved
and
spreading
the
word
about
palm
springs.
As
I
mentioned
last
last
commission
meeting
we
participated
in
the
greater
palm
springs
pride.
G
A
couple
weeks
ago
we
were
a
community
level.
Sponsor
was
our
first
time
participating
in
pride.
We
took,
as
you
can
see,
on
the
screen.
One
of
the
aircraft
rescue
and
firefighting
vehicles
was
our
float.
We
definitely
use
that
because
big,
it's
yellow
people
will
not
miss
seeing
the
airport
in
the
parade
they
knew.
We
were
there,
it's
you
know
so
much
different
than
what
people
see
on
the
regular
fire
trucks.
That's
you
know
by
the
house
fire.
G
So
it
was
great
is
a
lot
of
great
positive
comments
and
positive
reactions
from
the
crowd
we're
in
there
we're
handing
out
psp,
swag
sunglasses-
and
you
know,
bags
and
stuff,
like
drawstring
backpacks,
for
them
to
put
their
thing
in
and
carry
around.
Thank
you
to
all
the
commissioners
that
did
come
out,
participate
and
walk
with
us.
We
appreciate
that
peter.
I
hope
you
are
doing
better
and
doing
well
see
you're,
you're,
home
and
so
regret
glad
to
see
you
on
the
meeting.
G
However,
that
is
in
three
weeks,
so
I
don't
know
if
we'll
be
able
to
get
everything
up,
they
talked
about
having
it
doing
an
activation
space
for
us,
which
is
a
basically
a
booth
and
within
three
weeks,
I'm
not
going
to
have
time
to
get
everything
already
so
we're
seeing
what
other
kind
of
options
may
be
able
to
do
to
participate
in
that,
because
we
want
to
be
able
to
expand
out
and
reach
the
entire,
the
entire
valley
and
all
the
different
communities
as
well.
Not
just
things
are
going
on
palm
springs.
G
Obviously
so
we
may
do
something
at
tamale
festival
this
year
we
might
have
2022,
but
I'm
working
with
their
staff
right
now
to
see
if
that
might
be
something
an
option
for
us.
More
community
presentations
been
going
on.
Yesterday,
I
did
a
presentation
to
the
main
street
association
palm
springs,
which
was
great
I
very
well
received.
I
was
thankful
for
the
invite
to
help
continue
spreading
the
word
about.
What's
going
on
at
the
airport,
all
the
new
service
we
have
tomorrow
morning.
G
I
am
doing
a
similar
presentation
for
the
palm
springs
chamber
of
commerce.
Just
again
letting
everybody
know
about
the
great
options
we
now
have
and
hoping
people
can
fly
local,
some
other
things
are
coming
through.
If
you
remember,
the
part
of
the
marketing
communications
plan
included
some
of
us
getting
getting
into
industry
and
getting
more
involved
with
the
industry
and
in
this
industry
events
of
aviation,
specifically
air
service
and
marketing
I
applied
for
and
was
recently
elected.
G
Well,
I
nominated
it
was
nominated
and
I
was
elected
to
the
airport's
council
international
air
service
steering
group,
their
national
leadership
group
for
aci's
air
service
committee.
This
committee,
through
well
in
a
south
america,
the
us
and
canada,
obviously
focuses
on
issues
related
to
development,
maintenance
and
retention
of
air
carry
services
to
member
airports
they
develop
and
advocate
on
regulatory
and
legislative
issues
related
to
air
service.
G
The
group
interacts
with
the
faa,
usdot
and
transport
canada
on
issues
that
may
impact
air
service
for
airports,
some
of
the
working
groups
that
they
have
include
air
service,
smoking
focusing
on
smaller
airport
challenges,
air
service
policy
issues,
air
service
resources
and
also
doing
event
planning
for
air
service
conferences
when
the
com,
their
big
conference
they
plan
every
year,
is
the
annual
jump
start
conference,
which
is
a
huge
air
service
development
conference
where
airports
and
airlines
get
together
and
do
speed
dating
in
about
20
minutes
making
that
airport
to
make
a
business
case
to
an
airline
to
either
come
to
the
airport
or
expand
service,
and
so
this
is
definitely
a
great
conference
and
so,
as
a
steering
group
member
I'll,
be
part
of
the
group
that
helps
plan
putting
on
this
conference
and
putting
it
together.
G
Again.
As
I
mentioned,
it's
part
of
the
marcom
plan,
so
I'm
happy,
I
can
check
one
of
the
boxes
off
from
that
new
plan.
We
just
got.
This
is
a
four
year
term,
so
I
also
want
to
mention
that
ollie
who's
a
company
on
pacific
one
of
his
employees,
carrie
kelly.
She
also
works
with
palm
strings
and
art
house
and,
as
us
in
her
portfolio
she's
a
great
member
of
our
air
service
development
team.
G
She
was
actually
elected
to
the
same
steering
group
as
well,
so
she
and
I
will
be
able
to
work
for
it
and
build
advocate
for
palm
springs,
and
if
I
get
my
way,
I'd
like
to
bring
that
large
jump
start
conference
to
palm
springs,
because,
what's
great
about
that,
is
all
the
airlines
throughout
north
america,
u.s,
canada,
mexican
carriers,
even
some
other
national
carriers,
occasionally
intent,
but
all
the
people
who
do
the
network
planning
do
the
decision
makers,
for
you
know
what
airports
get
serviced
and
where
the
planes
are
going
to
fly.
G
If
we
can
bring
that
conference
to
palm
springs,
we
can
get
them
here
for
a
full
week,
seeing
how
great
our
valley
is
and
just
getting
some
positive
exposure
with
the
airline
decision
makers.
So
that's
definitely
something
I
know
carrie
and
I
will
probably
work
together
on
probably
more
so
me
than
her
because
she
doesn't
have
other
airport
clients,
but
you
know
I'll
definitely
get
her
to
try
and
help
support
me
if
I
can
other
than
that.
That
is
actually
the
end
of
it.
So
somebody
have
any
questions.
C
Great
report,
daniel
and
hoping
you
can
lend
len
that
that
meeting
or
convention
will
be
nice.
Thank.
F
F
Go
ahead,
I'm
sorry,
chairman
donna.
I
got
a
couple
of
additional
points
that
I
just
want
to
share
with
you
so
forth.
One
is
earlier
this
evening
you
received
a
letter
via
email
from
a
mr
news
regarding
airport
noise,
similar
to
the
presentation
from
the
heckler
peckers
from
heckler's
this
this
afternoon.
F
This
evening,
so
it'll
be
concluded
into
your
package
for
next
month.
The
infrastructure,
investment
and
jobs
act
which
federal
program
1.2
trillion
dollars
was
approved.
There's
25
billion
dollars
in
there
for
aviation
infrastructure
funding,
15
billion
dollars
are
for
airport
infrastructure
grants
they're
going
to
be
distributed
by
formula
with
local
match
requirements.
F
Five
billion
dollars
are
going
to
be
new
for
airport
terminal
programs
and
they're
going
to
be
a
competitive
grant
requirements
and
then
there's
five
billion
dollars
for
air
traffic
control
towers.
So
there's
some
additional
funding
likely
to
come
by
way
of
palm
springs.
We
definitely
are
going
to
wait
for
further
guidance
from
the
faa
and
the
dlt.
F
So
that
way
we
can
fully
take
advantage
of
getting
critical
funding
for
additional
capital
projects.
Here
at
the
airport,
we
are
restarting
our
discussions
soon
with
the
car
rental
companies.
We
wrote
a
letter
to
them
asking
if
they
were
ready
to
re-engage
and
all
three
major
companies
said
yes,
so
we
were
going
to
start
that
discussion
here
shortly
regarding
the
new
consolidated
car
rental
facility,
and
that
just
concludes
my
my
announcements
for
this
evening.
E
Yes,
ken
hedrick,
I
would
like
to
just
I'd
like
to
suggest
that
we
consider
forming
a
subcommittee
on
the
capital
plan,
since
capital
planning
is
a
big
issue,
we're
looking
at
some
major
growth
and
I
think,
would
be
helpful
if
the
board
had
a
subcommittee
to
work
with
the
airport
administration
on
the
capital
plan.
K
C
K
This
really
builds
on
ken's
suggestion,
as
well
as
ulysses
comments
about
the
infrastructure
act.
When
we
selected
our
priorities
for
2022,
we
said
that
the
additional
topics,
many
of
them-
are
capital
projects.
K
We
would
defer
to
a
strategic
planning
session
that
we
would
hold
to
really
focus
on
those
topics,
to
get
smart
about
those
topics
and
to
try
to
come
to
some
consensus
about
how
we
would
move
forward
longer
term
in
a
more
strategic
plan
against
some
of
those
items
that
were
identified.
Some
are
capital
projects,
some
were
marketing
projects
addressing
attracting
more
airlines.
K
Some
are
other
types
of
investments
like
market
research,
solar,
etc,
and
so
we've
talked
to
a
few
commissioners
about
how
we
would
structure
a
one-day
off-site
to
get
us
all
together,
along
with
airport
staff
and
perhaps
the
appropriate
city
staff,
to
look
at
all
of
those
different
things.
I
think
ken
in
this
exercise
we
would
address
you
know,
get
get
smarter
about
some
of
these
capital
projects,
also
in
light
of
the
impact
or
potential
with
the
infrastructure
funding
so
wanted
to.
Let
you
know
that
we're
we're
thinking
about
this
we've
outlined.
What
that
day?
K
But
the
consensus
was
that
we
should
wait
for
the
new
executive
director
to
be
appointed
and
if
that
goes
beyond
february,
we'll
probably
accelerate
and
just
do
something
like
this
ourselves
and
something
like
ken
is
suggesting
could
be
an
outcome
of
that
strategic
planning
meeting.
So
just
want
to
let
everybody
know
that
we
did
not
that
we
didn't
drop
the
ball
on
this.
We
have
we're
working
on
a
plan
and
we'll
present
it
in
full
form
to
the
commission.
C
K
C
Having
said
that,
any
other
commissioners
requested
reports.
E
Yes,
that's
ralph,
a
question
just
following
on
commissioner
miller's
comments
as
well
regarding
capacity
in
certain
areas,
I
was
just
wondering
whether,
in
light
of
all
of
the
growth
that
has
been
talked
about,
whether
our
food
and
beverage
offerings
at
the
airport
are
scaled
to
accommodate
that
growth.
E
The
other
point
was
the
question
whether
oliver's
and
daniel's
presentations,
whether
those
could
be
sent
to
us
that
would
be,
would
be
great.
Thank
you.
C
F
We
do
have
additional
services
compared
to
a
year
ago,
but
we
don't
think
that
it's
necessarily
sufficient
enough
to
basically
be
able
to
handle
the
growth
if
it
continues
at
the
same
pace
that
we've
seen
over
the
last
five
months,
which
is
at
an
over
20
percent.
Clip
going
going
forward,
but
that
said
is
parodies,
has
recently
opened
up
the
regional,
the
regional
concourses
used
to
be
the
tap
room
is
now
the
barfly,
and
that
is
a
new
location.
That's
doing
very
well.
F
We've
also
included
some
automated
kiosks
that
will
help
as
well
with
some
fresher
food,
some
grab-and-go
items
that
would
that
are
available
during
off
hours
and
as
recently
as
last
week,
I
think
some
of
the
commissioners
also
had
some
discussions
with
the
parity's
leadership
that
were
here
about
them,
potentially
looking
at
trying
to
do
something
in
the
area
right
before
you
enter
the
terminal
from
the
checkpoint.
F
I'm
sorry
right
before
you
enter
the
terminal
as
you
come
down
the
escalators
off
to
the
right
used
to
be
the
old
gate.
One
is
a
reflection
pond.
It's
a
big
open
area,
that's
where
those
of
you
who
might
have
flown
through
here
during
peak
season.
In
the
last
couple
of
years
there
was
some
tables
and
some
restaurant
servings
over
there
we're
looking
at
parodies
to
basically
be
able
to
put
something
in
in
place
there.
F
The
challenge
is
with
a
kitchen
that
is
in
that
location
needs
to
be
tear
down
and
rebuilt,
and
with
the
time
remaining
on
the
parity's
agreement
of
only
going
through
april
of
2023,
they
cannot
recoup
their
costs
for
any
extensive
capital
improvements.
So
what
they're
looking
for
is
some
way
to
potentially
put
up
something
that
may
be
more
of
a
temporary
type
or
seasonal
type
of
of
offerings,
both
from
a
liquor
alcohol
as
well
as
food
offering
there,
and
so
we
are
working
with
them.
F
They
are
trying
to
be
as
creative
as
possible,
considering.
Obviously
they
only
have
a
little
bit
over
two
years
left
before,
or
I've
seen
a
little
bit
over
a
year
left
two
more
peak
seasons
to
recoup
any
investments.
F
E
No,
I
just
wanted
to
thank
you.
This
is
for
the
for
the
input.
C
All
right,
we
move
on
to
ulysses,
you're
gonna.
Take
our
report
of
council
actions.
F
I
have
no,
no
just
again
just
a
reminder.
The
report
of
council
actions
are
is
just
more
of
a
received
file.
They're
part
of
your
package,
just
just
to
know
that
those
items
that
have
been
approved
by
the
city
council
and
those
which
we
believe
go
forward
here
in
the
near
future.
B
Yes,
is
this
the
appropriate
time
to
bring
up
the
topic
that
you
and
I
talked
about
earlier?
Please
be
new
on
the
commission.
Only
three
months
I
was
informed
by
the
city
clerk's
office.
I
had
asked
for
a
list
of
just
email
addresses
for
just
the
commissioners.
B
I
had
a
couple
of
ideas
and
on
some
of
the
goings
and
conversations
that
we've
had
over
the
last
few
months,
and
I
wanted
to
email
a
couple
of
the
commissioner
actually
just
one
commissioner
about
some
ideas
that
I
had
especially
on
the
marketing
side,
because
I'm
not
on
the
marketing
committee-
and
I
was
told
by
the
city
clerk's
office
that
that
we
had
to
do
all
communications
between
commissioners
through
staff
and
that
we
were
not
supposed
to
get
emails
or
talk
to
each
other
without
going
through
staff,
and
I
was
wondering
if
the
commissioners
other
commissioners
knew
about
this.
B
H
B
I
think
it's
I
I
don't
think
that's,
I
think,
we're
all
responsible
individuals,
and
I
think
we
know,
because
we've
all
technically
been
trained
on
the
brown
act.
What
when
we
shouldn't
and
shouldn't
violate
it-
and
I
just
find
it
fairly
restrictive
to
talk
to
a
fellow
commissioner
about
things
and
and
we
have
to
go
through
staff-
I
mean
staff
works,
doesn't
work
on
fridays.
B
Doesn't
work
on
saturdays,
doesn't
work
on
sundays,
many
of
the
commissioners,
especially
those
who
have
full-time
jobs,
that's
probably
when
they
do
a
majority
of
their
commission
work
or
at
night
for
that
matter,
and
I
was
just
wondering
if
this
is
a
problem
with
other
people.
If
it's
not,
then
that's
fine,
but
I
certainly
would
like
to
be
able
to
communicate
with
a
commissioner
or
two
on
other
ideas
without
having
to
go
through
airport
staff.
B
Okay,
I
appreciate
that
I
just
think
that
we're
intelligent
people
and
we
know
not
to
violate
state
law
and
but
I
would
like
to
be
able
to
talk
to
fellow
commissioners
so
without
violating
the
brown
act,
we.
H
Yes,
the
comments
from
the
public
in
the
letter
was
around
noise
and
I
just
had
a
question
regarding
noise
proof
funds
that
palm
springs
airport
has
access
to,
and
perhaps
this
is
a
ulysses
question.
H
If
someone
has
a
noise
issue,
are
there
federal
funding
through
the
airport
that
can
resolve
that
issue
from
a
soundproofing
standpoint.
F
F
The
longer
answer
is
the
faa
does
provide
grant
funding
four
airports
for
noise
mitigation
programs
that
go
through
a
formal
part,
150,
study
and
and
identification
of
those
areas
that
fall
within
a
certain
decibel
level
or
contour
around
an
airport
in
order
to
either
purchase
incompatible,
homes
or
business
or
or
properties
or
sound
proofing
or
sound
or
doing
sound
proofing.
F
The
airport
palm
springs
did
a
part
150
study
in
the
late
90s
early
2000s,
where,
where
it
did
sound
proof,
multiple
homes
off
of
the
airport
as
well
as
bought
some
properties
and
with
that
were
within
the
the
identified
decibel
range,
and
so
with
that
there
is
no
incompatible
land
use
in
and
around
the
airport.
Due
to
the
that
program,
that
was
done
at
that
time
frame.
F
So
again,
I
don't
believe
that
there
be
any
funding
available
for
palm
springs
international
airport
to
do
any
noise
mitigation
around
palm
springs
because
the
contours
have
shrunk
over
time
and
and
there
would
be
light-
there
is
very
small
probability
of
any
homes
or
any
other
type
of
of
institutions
that
would
fall
within
the
allowable
contours.
H
Thank
you
second
question,
and
it
kind
of
dovetails
nicely
into
commissioner
miller's
two
comments:
traveled,
I'm
starting
to
travel
more
and
going
through
the
airport
and,
like
the
hour,
wait
for
baggage.
I
waited
30
to
45
minutes
for
ground
transportation,
to
exit
the
airport,
and
I'm
wondering
just
what
is
the
right
form
to
have
that
discussion
with
the
right,
landside
people
and
folks
around
that
issue,
and
that
is
another
scale
issue.
H
As
you
bring
up
more
more
bring
more
and
more
people
in
and
I
know,
there's
people
are
short
staffed,
etc,
but
that
that's
a
discussion,
I'm
wondering
how
could
that
discussion
happen?
What's
the
best
forum
for
that.
H
Uber
lyft,
you
name
it,
it
was
they
were,
none
of
them
were
there
in
in
I
I
spoke
at
the
commissioner
at
your
and,
I
have
to
say
director.
The
the
event
with
parodies
was
very
well
attended.
I
thought
and
very
well
run
so
compliments
to
your
staff
and
the
tours.
They
were
very
interesting
and
very
informative.
H
F
So
we
are
aware
of
the
of
the
shortage.
Excuse
me
of
the
challenges
with
ground
transportation,
both
on
the
taxi
side,
as
well
as
the
transportation
network
company
side,
which
is
the
tnc
or
uber
lyft.
Both
of
those
industries
are
here,
are
having
a
lot
of
challenges.
We
have
recently
met
with
the
taxi
companies
as
about
two
weeks
ago.
They
are
having
a
lot
of
challenges,
trying
to
find
drivers
to
come
back
and
drive
for
them,
those
that
stop
driving
for
them
during
the
pandemic.
F
They
are
also
having
a
lot
of
challenges:
recruiting
new
drivers,
they've
got
vehicles
and
there's
opportunities
for
drivers
to
to
make
money.
They
just
cannot
recruit
enough
individuals
to
fill
all
of
the
follow
the
demand
for
drivers,
so
that
is
doing
two
things
from
an
existing
driver
perspective.
It
is
probably
the
best
time
that
they've
had
to
make
money
in
a
long
time,
because
drivers
do
not
sit
around
very
much
when
they
get
here.
They
leave
right
away.
F
Challenge
obviously,
is
during
peak
times
when
there
is
a
large
influx
of
arriving
passengers
that
are
all
waiting
on
the
curb,
and
at
that
point
in
time
we
have
seen
extended
wait
times.
We
are
working
with
the
taxi
companies
as
much
as
possible.
They
are
trying
to
do
whatever
they
can
to
hire
more
drivers.
F
They
participated
in
our
job
fair
back
in
august
and
I'm
not
sure
whether
they
are
participating
in
the
job
fair
moving
forward,
but
we
will
reiterate
to
them
that
again,
here's
an
opportunity
for
them
to
to
to
hire
more
drivers,
so
we
are
working
with
them
on
the
uber
and
lyft
they.
There
is
not
only
challenges
here
at
palm
springs.
There's
challenges
throughout
the
country
with
uber
and
lyft,
trying
to
recruit
as
well
and
retain
drivers
and
so
palm
springs.
F
Unfortunately,
is
one
of
those
areas
here
at
the
airport,
which
is
experiencing
shortage
of
drivers
both
on
the
taxi
and
the
uber
lift
and
and
it's
more
pronounced
when
there
are
a
large
arrival,
a
large
number
of
arrivals
that
come
within
a
relatively
short
period
of
time.
We
are
trying
to
work
with
both
entities
to
try
to
rectify
that,
but
it's
difficult
to
do
it
when
they
can't
find
individuals
to
staff
the
needs
of
the
behind
the
wheel.
