A
Last
time
we
went
an
hour
and
a
half
which
was
unusual
for
us,
but
we
had
a
lot
of
work
and
a
lot
of
work
this
morning
to
doing
the
budget
and
the
operations
committee
report
and
a
few
other
items.
As
we
began
last
week,
I
asked
again
three
commissioners,
two
or
three
minutes
to
introduce
themselves
I
think
it
was
very
developed.
Last
week
we
had
a
three
so
I've
asked
it
will
start
with
Kathleen
and
then
Kevin
and.
C
Up
this
morning,
I
might
incorporate
another
social
marketing
consultant
victory.
16
yrs
my
career
started
with
Procter
and
Gamble
worked
at
sales
and
marketing
the
institutional
sales
division
within
Cincinnati
and
Chicago
at
San,
Francisco
and
I
left
there
and
I
joined
a
consulting
division
of
Xerox
cause.
There
are
explaining
systems,
which
is
the
largest
sales
management.
C
C
Up
with
organizations
who
are
trying
to
people
and
also
the
relationship
customers,
an
opportunity
start
my
own
company
in
97,
which
dealt
with
customer
experience
and
sales
effectiveness.
The
I
have
rioted
software
companies
and
we
were
acquired
by
a
company
called
products,
software
which
was
a
CRM
customer
relationship,
their
company.
We.
D
C
C
The
mantras
after
I
reach,
quasi
retiree
will
start
a
travel
company,
so
I
produce
high-end
cruises
for
PBS
and
NPR
covers
the
plan
of
my
region.
Seven
cities
electrically
responsive
climate
line
for
15
years.
We
produce
cruises
for
PBS
donors
and
he
brings
different
speakers.
Electric
Southworth.
You
do
that
for
five
times
a
year
where
the
highest
rated
cruises
on
the
seven
seas
and
all
this
is
for
PBS
and
NPR.
C
C
F
E
Started
out,
I
still
go
back
as
a
young
child
and
a
teenager.
My
daddy
was
so.
We
were
two
guy
flying,
so
I
grew
up
flying
in
small
planes,
then,
as
an
adult
during
the
California
Highway
Patrol
structure
at
the
academy
were
pretty
much
all
over
the
state
but
ended
up
and
where
I
really
wanted
to
be
was
an
air
operation.
So
their
operations
in
Palmer,
California,
fixed-wing
working,
mostly
speed
enforcement,
and
then
you
search
for
SP
11.
This
appears
I,
retired
and
then,
when
9/11
came
along
I
applied
to
TSA,
they
had.
F
E
I
was
a
great
first
day,
the
very
first
federalization
that
Baltimore
hair
at
work
and
I
suppose
don't
airports
as
far
as
TSA
men
and
then
kind
of
do
I
had
to
settle
down
somewhere
at
the
end
of
that
and
it
turned
out
the
Palm
Springs
I
had
some
offers.
When
I
came
to
Palm
Springs
in
2002,
there
were
two
lanes
to
the
checkpoint.
A
F
G
H
H
H
That
was
a
pretty
big
thing
for
United
States.
Several
years
after
I
come
to
Palm
Springs
area
in
1966,
when
I
was
just
out
of
love,
I've
been
a
program
called
the
core
foundation
of
undergraduate
school
and
I.
Had
a
report
that
was
contracted
for
by
the
citizens
of
the
city
of
Palm
Desert
to
do
an
incorporation
study,
the
same
competitive
spring
of
1966,
one
of
the
areas
that
that
included
were
several
studies
included.
H
H
Frank
was
one
you
got
first,
just
briefly
about
many
of
your
words.
The
fantastic
changes
have
occurred
in
the
nineteen
eighties
in
the
Coachella
Valley,
when
I
came
in
1982
mentality,
never
thinking
there
to
be
any
threat
to
its
economic
base
and
then,
of
course,
the
down
valley.
Export
of
investment
was
starting
to
occur
at
a
time.
The
only
thing
that
seemed
pretty
obvious
to
me
being
an
outsider,
but
also
seeing
the
success
of
particularly
Mission
Hills,
which
was
the
first
big
development
in
the
sand,
people
investment
down-ballot.
H
But
of
course
that
was
coming,
it
came
in
the
storm.
It
was
not
not
easy
time
for
Palm
Springs
in
the
1980s
I
was
there,
but
it
was
also
a
fun
time
because
things
were
really
happening.
One
of
the
big
things
that
occurred
right
before
I
came
late.
Seventies
was
the
Carter
Administration
getting
the
tribe
tribal
council
were
right
to
especially
the
veto
city
council
on
land
use
issues
and
that
set
the
stage
for
all
kinds
of
dynamics
and
I
haven't
talked
to
David.
But
I
was
blind
to
see
yesterday's
article
about
the
tax
situation.
H
I
mean
that
is
really
important.
At
least
there's
beginning
to
be
some
limitation,
but
now-
and
you
might
end
in
fasting
over
stated
sovereignty
rights
of
the
tribe
and
if
they
had
won
that
one
that
what
really
affects
the
upon
spending
in
our
school
district
and
some
of
the
other
cities
had
to
do
to
taxi.
H
His
dad
Saturday,
we
came
from
Brooklyn
to
be
a
cowboy
after
inform
right
before
the
Civil
War,
and
he
also
was
the
acting
school
of
Lucille
Ball
lifelong
friend,
yes,
story
stories
and
stories,
Will
Rogers.
First
time
he
said,
I
had
with
brightest.
In
the
Dalton
I
heard
he
was
killed
with
an
air
crash
in
Alaska.
Now
the
winter
quarters.
H
H
H
H
Well
in
came
Sonny,
Bono
and
Sonny
gave
me
a
chance.
I
was
veneering
years,
I
was
frightened.
Establishment
was
clearly
times
were
changing.
I
ran
against
the
establishment,
never
made
me
personal
issue.
He
did
agree
to
have
lunch
with
me
before
the
election
as
long
as
we
wouldn't
be
seen
together.
So
he
understood,
and
it
took
several
weeks
at
least
we
began
to
establish
the
dialog
after
he
was
elected.
The
people
all
happened.
What
was
it
Sonny,
Mike
and
I
said?
Well,
so
they're
always
late.
He
was
always
changing
direction.
He
was
honest.
H
He
was
sincere.
He
was
great
for
the
city
and
besides
that
he
was
one
votes
when
I
needed
three
when
they
fired
about
two
years
later,
when
we
got
a
new
City
Councilman,
and
so
he
was
always
like
that.
My
good
friend
and
good
for
the
city
in
a
very
unusual
way
in
terms
of
how
totally
totally
street
smart,
not
no
theoretical
over
his
body,
totally
experienced
Part
D,
of
course,
had
the
idea
of
establishing
a
Film,
Festival
and
I
know
how
many
times
we
went
into
Hollywood
in
that
first
year,
before
the
first
event.
H
To
put
it
together
and
it
worked,
and
now
it's
obviously
run
out
my
product
of
the
city
of
dissipating
that
first
year
it
was
wall,
city
and
all
sending
a
lot
of
trips,
a
lot
of
meetings,
a
lot
of
a
lot
of
risk,
but
it
worked
and
then
one
other
thing
that
the
curves
on
Palm
Springs
was
pretty
provincial
and
sunny.
I
have
a
pleasant
ass
at
his
place
and
we're
staying
around
afterwards
and
one
thing
led
to
another,
and
we've
got
to
thinking.
H
Oh,
maybe
we
shouldn't
just
have
the
Palm
Springs
Convention
Bureau,
let's
see
what
about
the
rate
of
the
Palm
Springs
Convention
girl,
so
we've
got
to
work
on
it
and
so
any
it's
a
good
supplement.
He
sold
it
that
actually
probably
led
to
someone's
death.
The
reason
I
was
asked
to
leave,
because
at
that
point,
that
was
kind
of
a
revolt
of
small
hotels
did
not
want
to
do
this,
so
that
was
part
of
my
age.
H
H
That
called
me
was
the
airport
director
successor
and
I.
Had
this
old-school
interesting
guy,
but
he
was
also
a
good
a
shot,
and
that
was
a
really
important
because
there
was
no
fences
around
the
airport
and
they
were
like
I
would
so
I
know
it
wasn't
and
politically
incorrect,
but
that
was
instrumental
to
keeping
passengers
safe
for
a
while.
H
Then
there
was
prop
13
which
occurred
couple
years
before
I
came
78,
but
we
were
all
feeling
the
effects.
So
I
had
this
great
idea,
because
I
was
a
Bernie,
David
Tapp
and
then
we
put
it
in
lieu
tax
property
tax
on
the
airport
operations,
which
worked
well
fair
amount
of
money
in
lieu
property.
Taxes
is
what
we're
private
enterprise
in
their
first
pay.
Taxes
like
everybody,
but
then
they
are
a
burden
of
LA
and
got
elected.
H
That
was
a
big
issue
because
they
were
off-site
and
they
refused
to
pay
what
we
would
charge
it
off
suck
because
the
other
side-
and
they
calculated
their
total
due
for
a
year,
was
about
$130,
because
that
was
an
amortized
cost
of
the
airport's
pavement
that
they
used
to
drive
around
have
their
cars
and
they
introduced
a
bill
in
the
state
legislature.
That
would
allow
that
accounting
formula
to
apply
well.
We
need
apply
it
and
we
were
successful,
but
we.
H
H
H
H
H
David
and
the
city,
staff
and
Tom
for
staff
for
all
supports
all
your
good
work,
and
particularly
especially
thank
all
you,
commissioners,
for
your
commitment
to
this
Airport,
and
particularly
those
of
you
who
represent
other
cities
when
the
City
Council
change
the
commission
to
expand
it,
to
which
we
are
not
to
include
so
lean
on
Palm
Springs
representatives.
I
have
had
my
concerns
as
occurred
well
after
I
left.
Those
concerns
were
completely
dispelled.
I
see
how
seriously
you
did
take
this
assignment
and
how
your
different
perspectives
made
the
product
better,
and
so
anyway,
thanks
everybody.
G
We
were
seriously
concerned
about
we
to
bit,
and
the
estimate
was
so
bid
was
thirty,
two
three
six
yesterday
it
was
about
four
million
less
than
that
I
think
that
was
a
product
of
the
supply
and
demand.
If
you
know
they're
going
to
do
the
job,
we
had
three
alternative
things
in
there
of
carasau
extra
carousel,
which
the
airlines
were
interested
in
and
an
auxilary
office
space,
which
would
be
a
modular
building
and
the
third
would
be
the
TSA
checkpoint.
This
is
very
important.
G
I
want
you
to
focus
in
on
that
remember,
prior
to
last
season,
the
the
epiphany
that
we
were
really
constrained
at
the
checkpoint.
The
city
manager
had
ordered
us
to
find
solutions
short
and
long
term,
which
we
fully
agree
with,
and
we
came
up
with
a
longer
term
project
which
would
do
a
lot
of
things
and
add
up
to
eight
lanes.
G
Okay,
we've
got
a
short
term
plan
with
six
lanes,
but
this
is
to
the
eight
lanes
of
the
consensuses
we
don't
want
to
get
caught
up
in
iron
and
here's
expendable
software
pursuit
of
tender.
Soft
possible
construction
management.
Seven
six
seven
hundred
sixty
thousand
here
are
those
modifications
to
face
when
I
talked
about
adding
them
and
I'm
breathing
moving
through
a
lot
of
stuff,
River,
safe
and
unforeseen
conditions.
We're
going
to
put
an
estimate
of
about
ten
percent
for
contingencies
for
the
probability
that
were
seriously
looking
at
conducting
altering
to
do
for
the
modular
space.
G
We
think
it's
overpriced.
If
we
get
into
a
pickle
later
down
the
road,
we
think
that
we
can
usually
find
about
modular
for
less
price
I'll
be
introducing
shortly.
There
are
PFC
expert,
so
the
funding
the
project
PFC
FAA
only
allows
so
much
to
be
eligible
for
PSD.
They
don't
allow
Eric
airline
ticket
space
and
other
revenue
generating
things
to
be
funded.
So
we
maximize
that
remember.
A
year
ago
we
went
through
that
process
got
the
approval
for
it.
Aip
grants
is
the
same
thing:
entitlement
funding
about
seven
million
and
that's
very
important.
G
Only
for
eligible
portions
of
a
public
spaces
baggage
make
up
and
local
funds
we
figure
about
six
million.
Seven
hundred
thousand.
What's
very
important
about
this
is
that
you
recall
in
our
PFC
program
we
had
talked
about
engineering
where
that
PFC
would
reimburse
the
airport
four
million
dollars.
Actually
it's
over
for
my
problem,
so
the
good
news
is
that
six,
seven,
the
for
the
net
real
capital
capital
funds.
We
only
get
about
three
nationality.
G
G
We
have
current
150,
we
have
that
improve
now.
I
talked
about
the
funding,
the
grant
breakdown
mark
and
we
had
a
lot
of
information
under
that
we
get
into
the
project.
Stupid
I
think
the
purpose,
mr.
chairman,
that
this
is
to
talk
about
the
bond
financing
here,
but
now
we're
segmenting
we're
running
parallel
with
the
bona
fide
financing
Susan.
I
I
J
I
I
L
I
I
L
L
Dr.
Rainey
and
I
also
find
was
to
commence
the
outstanding
bonds.
I
mean
I've,
been
I,
mean
I
brought
up
many
times
before
that
there
were
other
ways
and
thence
those
bonds,
I
think
early
in
six,
six,
six
and
a
half
percent
and
I.
Three
brief
commencing
in
the
three
percent
is
a
great
idea
and
having
cash
on
hand
mean
God,
knows
what's
gonna
happen,
economy,
tariffs
for
the
world
for
and
everything
else
it
could
potentially
happen.
I.
M
L
You
still
have
the
revenue
to
pay
for
that's,
not
a
question
but
you're
going
to
increase
your
fund
balance
and
one
of
the
ways
that
you're
evaluated
is
an
airport
by
the
rainy
season.
Response
will
be
rated
correct
and
any
is
your
fund
balances
and
particularly
since
we're
a
seasonal
airport
fund
balances
are
important.
I
A
E
The
second
thing
that
Paul
mentioned
this
was
the
motion
to
is.
Maybe
you
can
tell
me
where
the
food
is.
There's
a
dollar
that
your
passenger,
if
sometimes
it
gets
so
rushed
that
dollar
Baker
spent
for
passenger
and
retailer
food
shrinks,
because
they
there's
lines.
There's
there's
no
space,
there's
a
lot
of
activity
happening
and
it's
like
they.
They
go
by
the
shot,
that's
I
know,
but
there's
a
line
there
I'm
not
going
to
go
in
and
shop.
If
there's
a
more
relaxed,
larger
atmosphere
like
this,
there
would
be
more
time
to
actually.
E
A
C
D
L
D
G
G
H
A
A
A
G
G
A
A
The
second
is
to
select
a
more
classical
pilot
form
of
the
conduct
that
was
moved
by
Commissioner
came
in
second
initiators
and
various
to
expand
the
existing
concessions
faced
by
at
least
seven
600
square
feet
within
the
large
new
central
area.
In
order
to
increase
revenues,
I
think
when
a
news
item
titles
is
rarely
generated
for
the
airport.
It
was
also
moved
by
Commissioner
King,
saying
that
my
commission
area,
so
those
are
the
three
and
knowing
your
your
recommendation.
Room
to
motion
is
to
adopt
all
three
not
to
do
it
serially.
J
G
We
received
a
letter
from
the
state
water
for
all
airports
in
California,
received
a
letter
within
the
last
month
and
a
half
the
letter
specifically
directs
airports,
it's
an
order
which
is
an
order
and
it
directs
airports
to
analyze
their
grounds
to
see
if
the
foam
used
for
aircraft
rescue
and
firefighting
is
as
have
any
potential
influence
on
the
subsurface
soils
and
potentially
water.
This
went
well
all
the
reports.
Statewide
became
left
field
and
all
their
ports
are.
G
Expeditiously
trying
to
react
to
this,
we
reacted
to
it.
We
hired
a
consultant
who
is
creating
the
order,
requested,
a
forward
planning
report,
and
that
is
essentially
interactive.
That
will
go
out
on
deadline
and
what
the
work
plan
without
getting
into
great
deals
again
is
just
a
mother's.
What
stuff
premeditated
that,
if
there
is
any
time.
G
That
there
may
be
some
remedial
action
required
and
we
that
is
a
feel
that
I'm
not
well-versed
enough
or
something
at
this
point
is
ensure.
So
what
we
did
as
a
placeholder
March
was
to
put
in
an
additional
half
a
million
dollars
in
the
capital
program
under
an
item
called
California
waterboard
compliance
plan
as
a
placeholder
in
case
there
is
well
there's
going
to
be
some
expenditure.
The
question
is
to
what
extent.
G
Great
surprise,
secondly,
the
renovations
our
face
wanted
to
add
one
additional
security
Lane
by
next
season.
We're
going
to
do
that
by
a
change
order
to
the
existing
ticketing
project
and
we're
actually
going
to
budget.
In
addition
of
four
hundred
and
fifty
thousand
to
bring
the
total
to
eight
hundred
thousand.
G
N
And
in
addition
to
that,
we
incorporated
these
recommendations
in
motion
was
that
the
Airport
Commission
made
last
month
to
increase
the
parking
rates
and
think
that
Council
to
consider
that
also
to
adjust
the
airline
rates
and
charges
and
then,
as
we
do,
the
RFP
or
the
amendment
for
the
conceptions
to
increase
their
percentage
of
gross
at
the
airport
as
well.
To
make
sure
we
get
to
the
current
market
rates.
Currently
we're
getting.
Eighty
percent
from
food
and
beverage
market
rates
are
closer
to
the
Col
percent
range
across
the
Air
Force.
N
The
other
thing
that
we
are
suggesting
doing
since
we
can
have
a
good
year.
Revenues
came
in
over
a
million
dollars
over
our
budget,
and
expenses
were
were
under
what
we
had
budgeted.
We
had
that
set
aside,
you
know
by
the
$200,000
person
exposure
and
we're
suggesting
that
we
actually
set
aside
and
reserve
at
$950,000
for
that
future
cost.
N
So
they
asked
those
funds
are
paid
off,
really
that
we
had
a
money
set
aside
to
do
that
and
in
addition,
on
the
on
the
AIP
page
from
the
traffic
page,
this
page
right
here
we
budget
for
the
graph
of
19
and
20
20
20
we're
increasing
that
by
about
two
and
a
half
million
dollars,
we're
maximizing
the
only
entitlement
funds
we
have
available
so
that
those
those
dollars
could
be
available
for
the
take
away
project
if
necessary.
So
those
are
the
primary
changes
to
the
budget
that
we
had
seen
from
last
month.
L
N
Are
under
that's
being
proposed
so
currently
the
cost
per
claim
initially
is
probably
the
simplest
metric
to
measure
it
we're
about
five
dollars
and
20
cents
and
in
the
budget
we
have
talked
about.
We
take
that
technology.
He
says
next
year
and
then
$6
per
plane
passenger
over
the
year
2021,
so
that
played
a
15%
increase,
spread
over
the
board,
with
their
various
rates
and
charges
and
in
many
cases,
as
we
mentioned
in
the
in
the
community,
their
square
footage
rates
are
certainly
under
what
ethic
tenants
are
paying.
A
L
A
A
M
Was
part
of
the
packet
we've
got
a
revision
that
we've
got
a
review
tool
looking
at
the
projector
deserver
fund,
balance,
19
and
20
start
out
at
0.1
the
revised
version
that
goes
to
7.2,
and
it
goes
back
down
to
7
1
0
&,
4
2021.
It
goes
all
the
way
up
to
9
for
just
top-line.
What
is
the
major
impact
of
a
major
reason
for
that
is
that
change?
It
just
depends
on
how
much
local.
N
Was
based
on
the
most
conservative
approach
that
we
would
need
to
use
an
additional
3
million
dollars
of
momentum
to
set
aside
for
the
typical
project,
there's
various
factors
I
think
we
mentioned
when
were
on
that
project.
There's
various
things
are
still
going
to
change
as
we
move
forward
with
this
this
graph
budget
in
order
to
get
something
that's
reasonable
to
council.
This
factors,
in
probably
the
most
conservative
approaches
we
would
expect
to
exceed
this
or
I
guess
understand-
are
expensive
and
under
some
of
the
other
estimates.
G
Park
apart,
a
CIP
era
for
capital
improvement
program,
included
acquisition
of
two
new
firefighting
trucks
and
we're
working
on
that
wire.
The
passive
reporting
bridges
is
also
on
our
ACIP,
we're
going
to
make
sure
that
those
old
units
are
functional
and
fully
reliable.
So
that's
an
eID
project.
We're
also
working
on
pavement
condition.
Inventory
is
another
federal
project
funded
by
the
federal
government,
and
that
will
be
pit
condition.
Inventory
needs
to
be
done
and
we'll
be
doing.
That's
resulting
one
of
our
treatment
selling
agreements.
G
We
talked
a
little
bit
about
the
checkpoint,
I
know
things
are
moving
fast
and
it
gets
a
little
complicated,
but
two
phases
number
one.
If
all
goes
well
by
this
season,
we
would
have
had
enjoy
an
additional
a
lot
of
space
to
add
one
additional
TSA
blanket
to
sit,
and
then
the
longer
term
plan
that
1.7
million
and
the
alternate
will
bring
the
potential
of
very.
G
K
About
any
Commissioner
requests
the
board
I'm
going
to
put
on
my
hat
mr.
chairman
of
the
information
against
volunteers.
They've
just
concluded
the
season
schedule
and
started
a
summer
schedule
which
is
just
shifts
a
day.
The
journey.
During
season
we
had
61
and
volunteers,
active
volunteers,
hooligans,
3825
hours,
valued
at
$25
in
43
cents,
an
hour
that
works
out
to
be
over
97.
