placement

Southport

lot

museum

house
located
adjacent

the
museum
is
not
only
a
recognition
of
its
importance
in
Albert
Frey's
work,
but
a
spectacular
addition
to
the
Museum's
collection
combined
with
freyhouse
2
nearby.
This
is
an
extraordinary
educational
opportunity
and
Promises
to
attract
numerous
visitors.

steel
fence
design
is
elegant
and
compatible
with
the
modern
design
of
the
house
and
has
no
impact
in

mind
on

Museum's
design

designation

item

look

The
area
in
question
is
highlighted

red

considering
various
needs
for
the
installation
of
the
illuminaire
house,
the
museum
has
indicated
that
a
taller
wall
or
taller
fence
around
the
installation
is
recommended
for
security
purposes
and
the
existing
and
not
the
existing
three
foot
tall
perimeter
concrete
wall
would
not
be
sufficient.
These
are
images
of
the
perimeter
wall
as
seen
today.

can
see
that
the
wall
is
a
it's
stripped
of
ornamentation
or
any
sort
of
ornamental
detail.
It
maintains
an
unfinished
surface
treatment
and
on
the
right
side,
you
see
a
very
specific
type
of
wall,
detail
that
you
see
throughout
the
museum.

perimeter
wall
around
the
main
Museum
uses
these
vertically
grooved
details
on
the
wall,
so
it's
kind
of
a
juxtaposition
of
what
we
see
on
that
site,
so
the
work.

the
request
that
we
have
before
you
by
the
museum
is
the
request
to
remove
the
existing
perimeter
wall
around
that
south
parking
lot.

This
is
in
the
staff
report
as
well,
but
during
that
review
of
the
application
back
in
2021
staff
did
suggest
the
following
list
of
character,
defining
features
and
non-character
defining
features
for
the
research
or
for
the
resource.
Excuse
me
to
further
clarify
the
designation
at
the
time
of
the
initial
designation.
This
wasn't
clarified
during
this
review.
The
board
identified
the
perimeter
wall
around
the
south
parking
lot.
As
a
as
a
non-character-defining
feature,
however,
staff
staff
identified
it
as
a
non-character-defining
feature.

However,
at
that
meeting,
the
board
did
identify
that
perimeter
wall
around
the
soft
parking
lot
as
a
character,
defining
feature
and
requested
that
the
future
perimeter
wall
around
the
illuminaire
house
matched
that
design
stops.
Assessment
of
this
wall
continues
to
classify
it
as
a
non-character
defining
feature,
but
in
light
of
the
request
for
the
remove
of
the
wall,
staff
recommends
hspb,
take
a
look,
and
maybe
reevaluate
this
feature
to
determine
if
it
is
indeed
character,
defining
or
if
the
removal
of
the
wall
is
of
normal
impact.

Foreign
has
proposed
a
new
five
foot
tall
fence
using
a
tube
steel
with
the
individual
members
spaced.
In
a
way
that
provides
for
visual
transparency,
the
applicant
did
provide
two
renderings
that
came
a
little
bit
later.
You
can
see
in
the
slides
here
of
what
that
may
look
like
the
highlighted
area
that
you
see
on
the
left
of
the
site
shows
where
that
new
fence
would
be
installed.

Fence
it
does
meet
the
criteria
for
alterations
to
a
class
one
site.
The
design
does
not
visually
or
materially
impair
the
character,
defining
features
and
is
considerably
distanced
from
the
art
museum,
the
mass
scale
and
materials
and
even
the
proportions
of
the
fence
do
not
negatively
impact
the
historic
nature
of
the
site,
and
it
does
remain
subordinate
to
the
landmark.

So,
in
conclusion,
staff
finds
that
the
proposed
perimeter
offense
of
the
tube
steel
is
appropriate
with
the
conditions,
with
the
condition
that
the
location
needs
to
either
meet
the
five
foot
setback
required
by
zoning
or
the
applicant
needs
to
submit
for
an
administrative,
minor
modification
application
and
the
complete
removal
of
the
existing
perimeter.
Concrete
wall
is
appropriate
if
it
no
longer
is
considered
a
contributing
feature
or
determined
a
minimal
alteration
with
that
staff
is
available
to
take
any
questions
related
to
the
staff
report.

museum
has
hired
Alan
Sanborn
as
our
executive
architect
and
a
design
team
to
lead
this
entire
effort
so
number
one.
The
new
proposed
metal
fence
is
in
fact,
going
to
be
located
five
feet
back
from
the
property
line
and
is
being
proposed.
Therefore,
at
a
height
of
six
feet,
the
request
to
remove
the
existing
concrete
wall
is
coming
specifically
from
the
security
department
at
the
Museum.

security
department
is
concerned
because
they
have
had
issues
with
people
attempting
to
sleep
behind
that
solid,
concrete
wall
and
they
requested
an
open
fence
design.
So
they
can
see
the
the
entire
property
if
it
were
left
up
to
the
security
department,
we
would
absolutely
have
no
Landscaping
as
well,
but
they
were
willing
to
compromise
and
let
us
install
some
Landscaping
to
soften
the
edge
and
to
soften
the
existence
of
that
perimeter.
Security
fence,
but
they
felt
it
was
important
to
have
a
consistent
enclosure
around
the
exhibition
to
protect
the
site.

funds

this
project
and
approve
the
design
which
they
did

fact

approved
the
effort

it

two
questions
about
items
three
and
four
on
that
letter
from
Sanborn,
and
it
says
that
existing
flagpole
or
free
property
and
we
require
the
permission
to
be
removed,
and
likewise
the
existing
feeding
belonged
to
the
city
and
it's
part
of
the
Heritage
trail
bike
trail.

those
items
came
up
in
our
August
2021
meeting,
it
was
discussed
by
some
of
us
that
that
whole
feeding
thing
didn't
really
drive
with
the
the
aesthetic
of
the
illuminae
and
that
it
had
kind
of
a
a
Dowdy,
80s
90s
bulky
appearance.

that
kind
of
terracotta
color,
so

in
fact,
the
city's
planning
to
leave
those
items
which
it
sounds
like
the
plan
has
there
been
any
discussion
of
making
them
integrate
better
like
painting
them
gray
or
anything

attention
and
care
has
been
devoted
to
the
Aesthetics
of
that
thing
and
the
decomposed
granite
and
everything
else.

want
to
make
sure
that
death
will
also
kind
of
blend
in
there.

those

the

pleased

see

southern
half
had
been
repainted
and
restored,

that
all

extemporaneous
additions
up

old
hamburger
Cafe
have

stripped

that
whole
walkway
is
now
wide
open
and
fair.

encouraging
and
very
nice
to
see,
and
the
last
thing
is
the
last
information
we
received
from
chat
regarding
the
Bank
of
America,
with
further
complications
discovered
due
to
structural
issues
with
the
roof
joists
that
extend
out
into

canopy,

so
it
seemed
like
there
will
be
yet
another
hold
up
in
this
long
and
advocative
respiration
process.

that
will

something
to
that
effect
in

otherwise

designation
of

designation

May
25th,
so

wanted

let
everyone
know

those
did
go

both

those
properties
will
now
be
designated
a
class
one
site.

number

things
going
on
at
the
Bank
of
America.
As
everyone
is
able
to
see
the
curtain
wall
project
has
been
under
underway,
there's
also
a
painting
scheme.
That's
going
on
on
the
exterior
I
believe
a
member
Nelson
mentioned
really
briefly,
as
they
were
peeling
back
the
the
construction.

They
are
realizing
that
there
are
issues
with
the
existing
trusses
which
are
wooden,
which
was
a
surprise
to
us
all
and
there's
some
rot
there,
and
so
they
are
doing
a
lot
of
repair
and
maintenance
as
this
project
moves
forward.
But
we
are
confident
that
the
team
is
doing
the
best
in
terms
of
the
restoration
efforts
they
are
in
full
communication
with
staff,
and
so
we
are
working
with
them
diligently
to
make
sure
that
that
restoration
continues
forward.
