a
battery
energy
storage
and
the
overall
site
where
it's
going
to
be
located
will
be
357
acres
and
the
site
is
currently
used
as
a
wind
energy
conversion
system
with
associate
structures
on
the
property.

Specifically,
there
are
five
wind
energy,
storage
or
windmills
on
a
phase
one
side
and
seven
on
phase
two
sides:
the
proposed
battery
energy
storage
system
will
be
approximately
700
megawatts
of
energy
supply
and,
most
importantly,
the
facility
will
be
developed
in
two
separate
phases.

proposed
phase,
one
is
400
megawatts
and
will
be
on
50
acres,
property
and
phase
2,
which
is
300
megawatts,
will
be
on
28
acres
to
be
built
approximately
two
years
after
the
completion
of
phase
one,
the
phase
one
will
have
about
728

by
15
foot
containers
on
the
50
acres,
and
when
the
phase
2
is
completed,
we
have
590
20
by
15
feet,
food
containers
on
28
acres.
The
facility
will
include
an
on-site
substation
in
battles,
access
roads
and
a
control
system.

area
of
the
site
where
it's
going
to
be
located
and,
as
said
by,
as
mentioned
earlier,
the
site
will
be
located
in
two
distinct
sites:
phase
one
and
phase
two
phase:
one
is
located
north

dillon
road
bordered
by
16th
avenue
to
the
north
melisa
lane
to
the
east
and
diablo
road
to
the
west
and
again
there
are
189
acres
on
this
on
phase
one,
but
only
50
of
those
acres
will
be
used
for
the
battery
energy
storage
facility.

containers
they
are
laid
out
in
four
different
specific
locations,
and
the
reason
for
that
is
to
avoid
the
fault
area

and
also
to
be
consistent
with
the
setback
requirements
for
the
existing
windmills

them
located
in
four
different
areas
of
the
site
and
again
to
the
not
east
corner
of
the
site,
will
be
the
the
desert
peak
substation
that
will
be
built
along
with
the
entire
facility.

it

part

structure

encroach

existing
southern

edison
substation
is

line
is
built,
it
will
come
across
that
property
into
the
applicant's
substation.
That
is
right
here,
where
my
coaster
is
currently
located.
Even
I
don't
see
that

don't

them
right

the
subsidy,
the
substrate,
the
device
substitution
is
in
the
county
jurisdiction.
However,
the
applicant's
site
is
not
within

not
fall
within

county
riverside
county
area.

windmills

I
mentioned

height
allowed
for
wind
turbines

energy.

mitigated,

project

resources

so
we
just
wanted
to
go
through
this
real
quickly,
just
for
a
little
bit

context,
because
we
have
a
lot
of
history
in
this
area
here.

is
our
overall
parent
company.
It's
a
fortune,
200
company,
publicly
traded
and
has
been
in
operation
for
over
a
hundred
years.
We
own
florida
power
and
light,
which
is
the
local
utility
down
in
southern
florida,

site
of
the
company
that
I
represent
is
next
to
our
energy
resources.

develops
all
across
the
rest

united
states

we
build
all
types
of
energy
infrastructure

wind
projects,
solar

transmission

assets

we've
invested

we've

present

california
for
multiple
decades.

a
large
solar,
plus
battery
storage,
complex
called
our
flight
solar
energy
center
that
has
close
to
2000
megawatts
of
solar,
and
you
know
hundreds
and
hundreds
of
megawatts
of
battery
storage,
both
operational
and
planned
for
expansion
over
there,
and
so
I
mentioned
this
because
nextgear
has
a
long
history
here,
but
we
also
have
a
long
history
of
operating
battery
storage
projects.
We
are
one
of
the
earliest
pioneers
of
utility
scale.

Battery
storage
that
would
be
grid
connected
we've
been
we've
got
assets
that
have
been
operational
for
close
to
10
years
now,
and
so
we
tend
to
be
long-term
owners
and
operators
as
you've
seen
from
our
history
here
in
palm
springs.
Specifically,
we've
had
a
couple
wind
farms
that
have
been
operational
in
the
city
for
multiple
decades
and
we
intend
on
doing
the
same
here
with
desert
peak.
We
plan
to
be
the
long-term
owner
and
operator
and
utilize
our
extensive
experience
with
battery
storage
in
order
to
operate
this
project
safely.

project
and
the
many
we've
done
in
california
support
california's
renewable
aspirations
in
trying
to
go
100
carbon
free
by
2045,
as
well
as
help
support
the
grid.
Reliability
needs
that
we
have.
This
helps
keep
the
lights
on
literally
and
I'll
get
into
that
in
one
second
here,
so
I
want
to
thank
edward
for
giving
a
great
overview
of
the
project.

won't
spend
too
much
time
on
this
just
because
so
much
of
it
has
been
covered,
but
some
of
this
will
pertain
to
some
questions
that
were
presented
to
staff.

noted,
there's
the
denver
substation
up
here-
that's
a
southern
california-owned
substation,
that's
a
major
major
artery
for
much
of
the
energy
infrastructure.
Up
here.
Just
a
little
bit
to
the
northeast
of
our
project
is
the
sentinel
gas
plant.
So
that's
an
operating
existing
gas
plant
that
I'm
sure
you're
all
aware
of
down
here
is
phase
one
of
our
battery
storage
site.
This
is
400
megawatts
phase
two
is
300
megawatts
here
I
want
to
point
out
that
phase
one
is
planning
on
starting
construction
late
in
the
summer.

We
plan
on
being
construction
for
about
a
year,
and
this
will
involve
over
400
million
dollars
of
capital
expenditure
into
the
city
of
palm
springs.
Here
we
located
this
project
here,
because
it's
the
the
furthest,
you
could
possibly
go
in
northern
palm
springs.
This
is
as
remote
of
an
area
as
we
could
possibly
cite
it.
It's
directly
adjacent
to
a
number
of
other
pieces
of
energy
infrastructure,
including
a
substation,
including
the
gas
plant,
including
existing
wind
turbines
in
this
area,
and
to
address
one
of
the
questions
that
came
up.

folks

the
diagonal
line
that
someone
mentioned
before
is
actually
existing
transmission
lines
that
southern
california
owns.
So
it
runs

the
northwest
corner
almost

southeast
corner

we're

building
in
that,
because
that's

southern
california
edison
transmission
line
and
their
easement
that
we
can
only
cross
with
some
underground
cable
here,
but
we
think
it's
optimally
cited
it's
located
next
to
other
energy
infrastructure
and
we're
really
excited
to
work
on
this
here
with

battery

riverside
county
and
so
nextera

a
large

lot

we

experience
doing
similar
utility

we're
proposing
here
in
city
of
palm
springs
with

desert
peak
project.

megawatts
of
capacity

lights

2023

kind

policy
support
occurs

Desert
peak
is
part
of
this.
Here,
it's
400
megawatts
for
the
first
phase.

The
most
when
folks
come
home,
the
sun
goes
down,
there's

longer

bunch
of
solar
generation,
but
you
know
folks
come
home
turn
on
their
dishwashers
turn
on
the
air
conditioning.
This
battery
will
help
dispatch
during
those
times
and
really
support
the
peak
demand
for
the
energy
grid.
Here
it's
going
to
benefit
both
the
local
community
as
well
as
all
of
southern
california.

kind

where

energy
goes
you
know
is
deborah's
is
a
southern
california
edison
project
as
folks
are
probably
aware:
electricity
isn't
a
linear
path
flow,
so
electricity,
the
electrons,
go

they

to.
So,
inevitably
speaking
by
this
battery
being
located
here,
it's
going
to
support
both
the
local
grid,
as
well
as
the
larger
southern
california
grid
system.

just
I

to
renewable
integration,
real,
quick
as

This
this
project
also
supports
that
we
just
covered.

You

this
will
charge
a
lot
when
solar
is
producing
in
the
middle
of
the
day.
You
need
assets
like
battery
storage
in
order
to
help
capture
some
of
that
energy
and
shift

the
night
time
where
it's
really
needed,

can't
go
100
carbon
free
by
2045
without
the
use
of
assets
like
this
in
energy
storage,
and
so
this
will
help
support,
california's
carbon-free
goals
going
forward
just
two
other
quick
benefits.

we
use
very
little
water
after
construction.

for
dust
control,
but

operations
we
use
almost
no
water
if
any

all

then
the
time
of
extreme
drought

conscious
of
that.

we
wanted

out

this

million
dollars

will
contribute
over

million
dollars

property
tax
to
the
city
of
palm

operational

park

1980s
that
would
have
developed
batteries.
Solar,
wind,
other
interesting
technologies
at
the
time
and
innovative
technologies
at
the
time
and
palm
springs
said.
Oh
no,
that's
not
what
we're
about
well,
we
finally
come
around
to
the
point
where
we
don't
have
any
choice
anymore.

what
we're
about.
This
is
what
everyone's
about
we're
watching
the
water
levels
in
lake
mead,
get
lower
and
lower
solo,
in
fact,
that
many
of
the
turbines
that
are
used
to
generate
our
electricity,
no
longer
work

they're

that
will
work
with

lower
water

in

megawatts
of

company
itself,

good
reputation
for
clean
air
projects
and
coupled

mean

us
as

city

lead

be

that

desert,
peak
energy
center
battery
storage
facility
at
the
mountain
as
palm
springs
and
and
the
whole
patella
valley
actually
have
expanded
our
wind
farms
and
our
solar
projects
to
where
we
are,
as
I
think
mr
noble
said,
we're
becoming
a
real
center
of
renewable
energy,
something
I
think
that
we
can
be
really
proud
of
and
embrace
it,
because
it
wasn't
that
long
ago
that
we
turned
down
many
of
these
projects.

20
years
ago,
wind
and
solar
was
very
controversial
and
we
lost
out,
I
think,
in
a
lot
of
our
renewable
energy
development.
So
right
now,
we've
advanced
so
far
that
we're
now
producing
more
and
renewable
energy.
Then
we
can
feed
into
the
grid.
As
a
matter
of
fact,
some
of
that
surplus
energy,
I
understand,
has
been
sold
to
other
states.
The
wind
farms
and
the
solar
fields
can
produce
more
by
utilizing
battery
storage
systems,
and
that
is
the
future
I
think
for
removal.

More
importantly,
we
can
store
this
peak
energy
to
be
used
during
the
hours
evening
hours
when
wind
and
solar
forms
of
warming.
So
that's
why
I
think
the
saturn
project
is
so
great,
and
I
know
it's
the
first
one
that
we've
had
of
this
size
in
this
area
answering
a
lot
of
questions,
but
I
I
I've
been
studying,
and
I
I
belong
to
a
couple
of
national
renewable
energy
groups
and
this
company
that
we're
that's
applying
for
this
permit.

The
nextera
energy
is
a
highly
regarded
renewable
energy
company
and,
as
a
matter
of
fact,
they
were
just
featured
in
a
very
positive
article
in
the
wall
street
journal,
which
I
I
think
have
followed
to
the
chair
of
the
clinton
commission
and
if
they're
there.
Their
mission
is
to
cut
the
carbon
emissions
to
zero
by
2045,
which
is
very
similar
to
what
we
have
in
the
state
of
california.

So
the
project
is
located
right
next
to
the
deeper
substation,
which
is
absolutely
the
place
that
it
should
be.
It
uses
little
water,
there's
not
any
buildings
on
the
property.
It's
utilizing
no
city
services
yet
regret.
We
always
get
a
great
increase
in
taxes
to
the
city
and
in
slew
of
the
fact
that
we
lost
the
distribution
center,
which
would
have
been
22
or
25
million
dollars
a
year
in
taxes
to
the
city.

I
still
will
appreciate
that
we're
getting
the
two
million
from
this
facility,
so
I
urge
you
to
vote
yes
on
this
lottery
sport,
since
it
would
be
so
that
palm
springs
and
the
coachella
valley
can
expand
and
continue
being
a
leader
in

renewable
energy
field.

proud
that
we
are,
and
I

us

have
re-powered

in
order
to
extend
their
lives

we'll
either
partially
decommission

wind
turbines

put
up
better

newer

probably
seen
here
in
palm
springs,

we
just
recently
did
that
for
a
solar
thermal
project
as
well.

In
san
bernardino
county,
we
decommissioned
an
old
solar
thermal
plant
and
are
replacing
it
with
newer
fertile
photovoltaic
plants.
So
you
know
again,
this
is
one
of
the
benefits
of
working
with
a
great
company
that
wants
to
own
and
operate
these
for
the
long
run,
not
just
the
asset
life,
but
try
to
maintain
this
relationship
here,
the
equipment
at
the
end
of
life
should
we
take
it
down.
These
battery
storage
facilities
tend
to
be
recycled,
so
we're
working
closely
with
our
battery
vendors
in
order
to
find
homes
for
them.

applications

responsible
ways

recycle

and
decommission
