Description
City of Palm Springs Measure J Commission meeting, held March 17th, 2022
B
Okay,
it
is
5
30..
I
am
going
to
call
this
meeting
to
order
and
we
have
our
pledge
of
allegiance.
B
C
D
B
B
E
A
I'll
call
sean
first,
one
second,.
A
Sean
can
you
hear
us,
I
can
hear
you
just
fine
okay,
you
may
begin.
Can
you
please
introduce
yourself
absolutely
first,
my
name
is
shauna
bromwich,
I'm
the
local
sales
manager
for
kesq,
as
well
as
the
executive
director
for
desert
ensemble
theater
company.
Thank
you
chair.
Thank
you
to
all
of
you,
commissioners
for
giving
me
the
time
to
speak
publicly.
I'm
actually
votes.
Excuse
me
voicing
my
support
for
palm
springs
cultural
center.
A
Knowing
that
we
have
now
created
this
wonderful
partnership
with
palm
springs
cultural
center,
we
are
looking
to
help
them
expand
their
horizons
with
specific
restrooms
that
are
being
built
in
the
back
of
their
theater
right
now.
There
are
no
restrooms,
which
means
that
we
have
to
rent
these
specific
porta
potties
in
order
for
folks
to
actually
use
it.
A
Our
actors
that
we
bring
in
whether
it's
locally
or
from
out
of
town
by
you
approving
this
application
for
palm
springs
cultural
center
you're,
providing
not
only
an
opportunity
for
our
non-profit
theater
company
desert,
ensemble
theater,
but
also
other
theater
companies
that
are
looking
for
a
home.
So
arts
are
important.
I
know
there's
a
lot
of
focus
for
the
plaza
theater
downtown,
but
the
palm
springs.
A
Cultural
center
has
a
great
opportunity
for
a
lot
of
these
small
non-profit
theater
companies
like
myself
that
have
a
hundred
thousand
dollars
or
less
in
annual
income
to
actually
perform
and
produce
shows
that
benefit
our
community.
So
I
hope
that
you
take
a
look
and
and
regards
this
application,
and
I
do
hope
that
you
vote
for
it.
Thank
you.
A
A
Yes
can
you?
Can
you
hear
me
we
can
you
have
three
minutes.
You
may
begin.
Okay,
thank
you.
I
I'm
speaking
on
behalf
of
the
myself
center,
I'm
the
for
the
funding
for
the
remodel
on
the
kitchen
on
the
the
the
architect
of
the
project,
I'm
actually
the
the
architect
of
the
building
originally,
and
this
will
be
my
fifth
project
that
I've
worked
on
with
the
senior
center
since
it
was
since
it
was
finished
in
in
88.
A
I
think
it
was,
but
I
just
wanted
to
mention
how
important
I
think
this
project
is
for
the
meals
on
wheels
project
which
I'm
sure
you're
all
aware
of
they
are
currently
operating
out
of
a
kitchen
that
was
a
that
was
part
of
the
original
fire
station,
which
I
had
done
a
little
remodel
on,
but
that
kitchen
was
initially
intended
for
firemen
and
a
total
of
two
firemen
initially
and
it
has
not
expanded.
A
So
it
is
really
tight
and
I
can't
understand
how
they
possibly
do
what
they
do
out
of
the
facility.
They
have,
but
I
just
wanted
to
mention
that
we
have
the
plans
done
architecturally
they're,
ready
to
be
submitted
to
the
city
for
review.
We
have
submitted
them
to
the
health
department
for
review
and
received.
Approval
from
the
health
department
on
the
project
is
about
a
four
to
six
month
project
from
a
construction
standpoint,
and
we
certainly
hope
that
you
will
look
at
this
project
and
a
positive
means.
A
The
mizell
centers,
I'm
sure
you
all
know,
does
an
amazing
job
and
I'm
happy
to
help
and
I'm
helping
to
speak
in
favor
of
them.
And
thank
you
very
much.
F
Thank
you
good
evening,
mr
chairman
and
members
of
the
measure,
j
oversight.
Commission.
As
stated
my
name
is
rick
seeley
and
I'm
the
president
of
the
palm
springs
cultural
center.
F
As
you
know,
from
our
prior
speaker,
we
have
applied
for
a
mission
for
measure
jade
funding
to
extend
the
sewer
line
to
enable
the
construction
of
a
small
live
performance
theater
at
the
camelot.
The
sewer
extension
will
allow
the
addition
of
necessary
restrooms
and
dressing
rooms
needed
by
small
theater
companies
to
stage
their
productions
in
this
space.
F
F
Sadly,
that
cannot
be
further
from
the
truth.
The
cultural
center
is
not
a
foundation,
it's
a
501
c
3
public
benefit
organization
and
to
continue
our
operations
and
sustain
the
building.
We
are
relying
upon
donations,
grants
sponsorships
and
proceeds
from
our
programs.
We
have
no
other
sources
of
income.
F
The
supple
family,
many
of
you
may
know,
founded
the
cultural
center
and
provided
generous
operating
support
for
it
and
the
camelot
theaters.
For
many
years,
however,
there
is
no
arrangement
with
a
supple
family
for
ongoing
support
donations
or
for
an
endowment
of
any
kind.
We
are
responsible
for
our
own
destiny
and
I
will
share
with
you
that
had
it
not
been
for
shuttered
venue
and
other
governmental
grants,
the
cultural
center
would
not
have
survived
the
pandemic.
F
F
We
pride
ourselves
as
being
a
community
resource,
adding
professional
life.
Theater
theater
will
be
another
community
asset.
We
ask
that
the
measure
j
oversight-
commission,
please
recommend
approval
of
our
request
for
this
infrastructure
improvement.
It's
a
vital
component
of
getting
this
theater
built.
Thank
you
and
happy
st
patrick's
day.
Thank
you.
B
Okay,
so
thank
you
so
I'm
gonna
get
my
welcome.
B
I
wanted
to
mention
and
we'll
we'll
go
when
we
get
to
the
financial
report,
but
there
was
a
placeholder
put
in
for
the
five-year
cip,
which
apparently
is
just
a
placeholder,
but
I
my
understanding
is
that
city,
council
and
city
manager
and
staff
will
begin
very
quickly
doing
the
budget
for
next
year
at
which
this
may
come
up,
and
what
I'm
going
to
hope
that
we
can
do
during
this
meeting
is
ideally
go
through
as
quickly
as
the
we
can
with
these
prop
projects
and
at
least
tell
what
we
recommend
for
engineering
to
look
at
and
then
eventually
for
city
council-
and
maybe
I
I
will
we
can
discuss
this
later-
recommend
also
some
of
the
ones
that
we
ask
for
regular
measure
j
funds,
since
that
will
all
happen
very
quickly.
B
So
I
know
we
missed
a
meeting
basically,
so
we
can
hopefully
do
this
very
quickly
and
that's
the
end
of
my
comments.
Chris,
are
you
going
to
do
the
measure
j
update,
pleasure,
okay,.
G
I
am
do
do
I
need
to
share
my
screen
for
this
or
is
no
okay
yeah.
Just
real,
quick
and
nancy
made
some
small
changes
to
the
budget
that
really
just
affected
the
carryover
from
last
year
to
this
year,
not
much
materiality
there
not
much
impact
and
regarding
the
five-year
cip,
it
was
just
a
placeholder.
G
We
will
remove
that
nancy
said
she
would
remove
that
until
we
actually
have
something
in
place
that
we
know
of
for
sure.
The
only
other
comment
I
will
make
is
the
updated
numbers
through
february
down
below
that
we
have
10.2
million
dollars
in
revenue
through
the
end
of
february
other
than
that,
that's
all
I
have.
If
anybody
has
any
questions
I'll
be
happy
to
take
them.
B
G
Yeah,
I
I
don't,
I
don't
know
I
I
think
I'm
going
to
assuming
since
nancy
said
it
was
a
place
holder
that
there
might
be
some
it's
a
pretty
specific
number.
There
might
be
some
backup
to
that,
but
I
I
don't
know
that
there
is.
Maybe
we
can
talk
about
it
at
the
next
meeting
or
maybe
nancy
could
address
it
to
everybody
through
an
email.
G
We're
working
on
it
now,
I
believe
the
there's
a
couple
of
meetings
with
city
council
prior
to
their
approval
and
I'm
gonna
assume
that
we're
gonna
take
it
to
council
in
may,
I'm
sorry
in
june,
it
has
to
be
approved
by
june
30th.
G
I
don't
think
there's
been
a
date
set,
yet
I
don't
think
there's
anything
on
a
council
agenda,
but
I
it
has
to
be
approved
by
the
end
of
june
for
sure.
So
I
would
imagine
usually
my
experiences.
These
things
do
run
up
to
the
very
last
minute,
and
so
I'm
going
to
assume
that
probably
a
council
meeting
in
june
is
going
to
get
approved.
H
On
the
calendar
that
I
just
looked
at
june,
30th
is
the
meeting,
so
it
will
run
up
to
the
very
end.
Maybe
we
do
better
this
year.
I
don't.
B
B
Okay,
any
other
questions
or
comments
on
the
on
the
budget
update.
B
Okay,
well,
thank
you
very
much.
Thank
you
all
joel
you're
doing
the
update
on
capital
projects.
H
Yeah
I
just
I
was
feeling
left
out.
I
figured
I'd,
throw
in
a
memo
there,
just
showing
what
we've
accomplished.
I
don't
want
to
take
a
lot
of
time
right.
I
think
everyone
knows
the
restroom
at
sunrise
park
was
completed,
we're
working
on
the
restrooms
at
the
muse
park
and
desert
highlands.
The
ball
fields
are
being
designed
like
the
lighting
for
the
ball.
Fields
are
being
designed
right
now,
hopefully
going
out
in
april
for
for
construction,
or
at
least
for
bidding
the
playground
resurfacing
has
been
successful,
so
we
finished
james
with
jesse.
H
I
provided
some
pictures
of
all
those
facilities
facilities.
The
amusement
parks
complete
we're
working
on
victoria
park
right
now.
The
annual
pavement
is
almost
100,
complete,
we're
just
working
on
the
back
end,
trying
to
finish
it
off.
I
provided
a
picture
of
our
measure
j
logo
there.
So
if
you
were
able
running
around
driving
while
we
were
doing
these
projects,
we
were
able
to
put
these
signs
up
and
it
should
be
a
staple
moving
forward
when
we
do
projects
that
you'll
see
these
signs
there
and
the
shape
structures
are
also
complete.
H
B
I
have
a
question
then,
going
back
to
the
five-year
cip.
The
last
thing
that
we
saw
was
in
may
of
21,
and
I
think
when
we
discussed
it,
then
we
agreed
very
much
conceptually
with
doing
it.
I
mean
we
never
went
to
a
lot
of
deep
detail
on
it,
but
is
it
still
as
it
was
then
or
is
that
changed
significantly.
H
As
far
as
what
we
would
be
requesting
for
major
j
they're,
going
to
be
very,
very
similar
projects,
they'll
be
pretty
much
the
same
projects.
The
only
shift
that
we
have
right
now,
that
is,
is
now
we're
trying
to
match
the
council
priorities
and
making
sure
projects
that
we're
bringing
forward
actually
meet
those
priorities.
H
So
that
could
be
a
shift
in
projects
that
maybe
are
not
priorities,
get
sort
of
dropped
off
or
move
to.
You
know
future
years,
so
those
are
things
that
we're
actively
working
on
now,
the
five-year
cip
it
got
to.
We
we
build
it,
but
it
almost
seems
like
we're:
gonna
have
to
rebuild
it
using
council
priorities
and
shifting
projects
you
know
to
the
future
or
removing
them
or
moving
them
up
the
ladder
based
on
what
council
gave
direction
on
or
what
their
priorities
are.
H
H
Year
right,
so
I
can
say
that
it
might
be
10
years
generally
this
year,
maybe
more
next
year
or
less
depending
on
council
priorities
or
what
it
is
that
we're
bringing
forward.
So
I
don't
have
a
good
answer.
I
don't
right
now
at
the
top
of
my
head,
don't
remember
what
we
were
moving
forward
in
the
last
budget
for
the
five
years
eip
and
four
major
day
funding,
but
it
will
vary.
C
Maybe
it
would
make
sense
if
this
is
practical
for
the
next
meeting,
given
the
compressed
timeline
we're
working
within
when
we
get
together
in
a
month,
if
staff
and
engineer
would
be
in
a
position
to
give
the
latest
stay
in
state
of
play
on
the
cip,
so
that
we
can
at
least
try
and
be
teed
up,
if
not
actually
make
a
recommendation,
a
collective
recommendation
for
how
to
treat
the
cip
for
the
forward
budget.
H
Request
and
a
good
goal
to
try
to
achieve
whether
I
can
get
there
or
not
is
is
something
I
can't
answer
right
at
this
moment.
There
are
a
lot
of
moving
parts
to
it
and
I
am
trying
to
work
on
just
the
entire
capital
project.
Yeah.
C
And
even
if
I
could
temper
that
with
the
latest
state
of
play
of
numbers
that
you
have
rather
than
asking
that
you
work
against
a
hard
date
that
maybe
isn't
productive.
H
H
This
whole
community
projects
process
the
the
one
million
of
the
three
million,
whatever
the
money
is
and
the
other
projects
that
you're
recommending
to
move
forward
with
using
general
measure.
So
if
you
are
trying
to
get
a
visual,
it's
going
to
be
what
I
proposed
last
time
bringing
that
forward
and
then
adding
whatever
it
is
added
to
this
process.
B
B
Ideally,
after
the
end
of
this
meeting,
we
make
a
recommendation
on
these
ones
so
far
as
far
down
as
we
can
get
and
understanding
that
some
of
them
may
move
into
regular
measure
j
funds,
which
my
guess
is
that
since
they
have,
we
still
have
all
the
money
from
20
21,
21
22
that
some
of
them,
you
know
some
of
that
funds
will
be
carried
over
anyway
next
year.
H
H
That
you,
you
determine
that
should
maybe
go
forward
to
full
measure
date.
Funding
there's
got
to
be
a
vetting
process,
so
those
projects
may
not
be
projects
that
are
viable
once
engineering
gets
their
hands
on
them.
So
I
it's
hopeful
that
you
want
to
bring
those
projects
forward
and
they
all
get
budgeted
so
that
it's
probably
not
realistic.
You
don't
want
to
make
real,
quick,
harsh
rash
decisions
on
projects
that
we
have
embedded
that
maybe
I
can't
deliver.
Oh.
B
Well,
I
think
you're,
the
first
you're,
the
first
person
we
recommend
to
your
your
team
is
the
first
and
then
it
has
to
go
through
you,
your
blessing
before
it
even
gets
to
council.
H
Right
so
yeah
in
that
same
thought
is
that
I
may
not
have
the
time
allowed
to
build
my
entire
city
budget
for
all
my
capital
projects
and
the
measure
j
projects
and
the
students.
So
there's
a
lot
of
work
to
be
done
and
it
may
not
make
it
to
this
budget
cycle.
It
may
have
to
be
pushed
to
mid-year
or
beyond
and
we
are
going
to
continue
having
regular
meetings
and
things
can
can
be
continued.
So
I
don't
want
to
over
promise
and
under-deliver.
B
B
B
Okay,
so
should
we
at
this
point,
should
we
go
now
to
the
our
community
initiative
projects?
So
I
I
was
going
to
recommend
two
things.
One
is
that
we
can
go
through
an
order
and
just
discuss
whether
we
want
to
move
it
forward
with
engineering
or
to
vet
first,
and
the
only
question
I
had
was
whether
there
was
anything
that
people
commissioners
had
wanted
to
discuss
that
were
not
necessarily
in
order
or
may
want
to
reconsider
how
they
recommended
in
the
past.
D
Yeah
I've
got
a
few
questions
just
so
we're
all
consistent.
What
are
we
looking
at
the
list
that
was
part
of
our
agenda.
B
We
are,
except
that
there
are
potentially
other
measure
j
general
measure,
j
funds.
You
know
a
lot
of
the
ones
that
we
had
discussed.
Almost
every
one
was
sort
of
split
between
regular
community
initiated
and
regular
measure
j.
So
my
recommendation
is
that
if,
if
they're
broken
up
into
sections
of
which
ones
you
know
were
had
the
most
votes,
but
then
it's
divided
by
whether
it
was
for
community
initiated
or
general
funds,
but
to
the
extent
that
we
might
want
to
recommend
something
be
added
for
consideration
to
the
future
cip.
B
B
We
have
the
full
understanding
that
that
probably
won't
even
make
it
to
this
year's
budget,
because
he's
going
to
have
a
lot
of
work
to
do
just
to
vet
back
before
it
does,
but
we
might
as
well
put
it
on
to
our
our
you
know
the
doctor
right
now
for
something
that
we've
discussed
and
wanted
to
follow.
D
So
then,
I
guess
to
just
comment
on
my
question
then,
as
we
really
need
to
kind
of
concentrate
on
things
that
are
for
community
projects
that
are
affordable
within
the
three
million
dollar
budget
and
really
projects
that
we
can
sink
our
teeth
into.
This
engineering
staff
can
dive
into
it
and
projects
that
can
hopefully
get
completed
within
the
next
year
or
two.
B
Well,
there
are
some
just
to
go
into
like
the
plaza
theater,
which
we
had
put
into
general
measure
j
which
actually
doesn't
take
any
engineering
time.
At
this
point,
and
doesn't
this
is
you
know,
and
that's
something
that
was
what
I
was
trying
to
say.
We
could
recommend
right
now,
if,
if
we
are
in
agreement
that
that
is
put
forward
to
regular
measure,
j
funds
and
councils
still
have
to
approve
it
and
and
obviously
before
the
whole
project
is
done.
D
E
I
think
I
would
like
to
see
you
start
with
the
seven
projects
that
got
seven
votes,
because
we
all
agreed
on
those,
and
there
are
some
of
them
that
I
think
should
be
moved
to
capital
capital
projects
because
they
are
enormously
involved
and
whenever
engineering
can
get
to
them
at
least
we've
started
the
process
with
them
and
they
would
be
delighted
to
know
that
and
their
projects
that
are
so
big.
In
my
opinion,
we
should
do
that,
and
I
would
start
with
the
myself
center.
E
That's
number
four
on
our
on
our
list
and
I
spent
if
we
can
do
that.
If
you
don't
mind,
I
really
support
this
greatly.
I
spent
a
half
a
day
at
myself
center
and
it
is
a
well
thought
out
project
and
you
heard
mr
mills:
they
had
their
own
capital
project
going
and
harriet.
Baron
said
that
they
have
really
had
really
good
response
among,
among
their
own
members
to
finance
part
of
that
enormous
project.
E
Our
bathrooms
are
bigger
than
their
kitchen.
I'm
telling
you
that
right
now
it
is
old,
old
old
and
how
they
do
what
they
do
there
with
their
staff
is
amazing.
To
me,
part
of
the
funding
will
have
to
help
myself
move
and
find
another
kitchen
so
that
they
can
continue
feeding
the
public
and
by
renovating
that
whole
wall
back
there.
If
you
have
had
the
pleasure
to
go,
there
would
upgrade
that
whole
facility,
amazing
meals,
on
wheels,
it's
kind
of
piled
in
one
corner
and
a
freezer
is
over
there.
E
So
I
would
love
to
see
that
go
to
capital
projects.
I
had
voted
to
consider
it,
but
I
would
move
my
vote
being
a
little
more
wise.
What
you're
doing
here
to
consider
it
for
our
project
with
capital
major
day
and
and
then
you
know,
it's
really
planned
well,
and
I
maybe
joel
that
helps
you
a
bit
if
you
have
those
plans
and
can
see
what
can
be
done
there,
but
it
services
our
community
like
crazy.
It's.
E
E
Do
you
disagree
jim
with
that,
commissioner?
Well.
D
I
guess
I'm
I'm
I'm.
I
feel
like
we
skipped
over
the
first.
E
D
This
is,
I
have
concern
again.
I
want
to
make
sure
we're
all
looking
at
the
same
list,
so
we
have
two
different
reports
and
the
one
I'm
looking
at
was
the
one
that
was
attached
to
the
agenda,
the
hot
link
and
so
the
first
projects,
they're
id'd
17,
34,
48,
52,
53.,.
D
And
my
zell,
yes,
is
the
six.
So
I
guess
I
have
a
concern
with
one
in
gray,
in
the
middle.
That
was
a
laundry
list
of
a
ton
of
projects
all
around
park,
which
I
think
you
know
that
one
is
just
a
slam
dunk
that
that
goes
to
capital,
not
to
community
projects.
Because
it's
such
a
long
laundry
list-
and
I
think
that's-
got
to
get
weeded
out
and
we
got
to
deal
with
parks
and
rec
on
that
to
really
figure
out
the
priorities.
B
D
Moves
it's
a
priority
that
it
makes
our
list
that
we
present
to
council.
B
D
B
D
I
would
say:
that's
important
joelle,
you
may
know
more.
I
know
that
they
have
flooded
a
few
times.
Would
this
alleviate
that
flooding
situation
where
it
was
actually
flooding
the
facility.
H
B
So
I
I
say
that
we
vote
to
remove
this
one
forward
to
engineering
to
review.
D
B
Our
recommendation
is
that
we
move
forward,
move
forward
with
asking
engineer
to
review
it
and
if
it's
valuable,
that
we
go
forward
with
the
community
initiative
project.
B
I
I
think
this
is
what
we're
gonna
have
with
the
ones
that
we
asked
engineering
to
review,
they're
going
to
have
to
do
it
and
if
they
come
back
and
say
no,
it's
not
fifty
thousand
it's
five
hundred
thousand
and
they
have
to
revisit
it.
Yes,
but
if
it's,
if
it's
within
this
general
range,
you
know,
then
it's
something
that
we've
approved
to
move
forward
with,
that
make
sense.
A
B
B
B
The
next
one
was
on
the
the
pavilion
fencing
which
is
actually
in
there.
The
question
is
whether
that's
the
next
two
are
both
the
same.
A
E
And
there
again,
I
spent
a
half
a
day
at
pool,
and
there
is
another
recommendation
in
here
to
upgrade
the
locker
rooms
and
man.
This
to
me
is
really
big.
Joel
they've
cut
the
fins
with
the
wire
cutter
to
get
in
so
the
fencing
is
is
broken
there.
But
then,
if
you
get
into
the
locker
room
part,
it
is
really
really
really
wide
open.
E
It's
old,
it's
dirty
it.
The
request
is
to
retile
and
put
some
lockers
in,
but
having
been
there
with
the
lifeguard,
I
really
have
security
issues.
There.
C
E
Yeah,
those
yeah,
those
all
three
concern
the
pool,
the
fencing
and
the
remodeling
of
the
pool,
and
there
are
pieces
that
go
together
and
the
thing
is:
people
can
crawl
over
the
wall
behind
the
skatepark
they
can
come
in.
There
are
toilets,
there
are
showers,
there's
a
bench
for
people
to
sleep
here,
it's
a
very
dangerous
kind
of
situation
and
the
lifeguard's
been
told
not
to
open
up
or
shut
singularly.
E
H
So,
just
I
I
says
once
we
start
looking
at
it,
we'll
look
at
the
project
as
a
whole.
H
I
think
you
guys
have
to
really
go
through
these
projects
a
little
bit
quicker,
but
and
when
we
get,
if
you
move
this
forward,
we'll
create
it,
and
if
these
two
52
and
53
are
slightly
different,
we'll
combine
them
there's
you
know,
I
think
you
make
your
decision,
that
you
approve
52
and
53,
and
if
it's
one
in
the
same,
I
move
it
forward
and
look
at
it.
There's
other
things
that
we
can
do.
This
budget
might
go
like
ada
wrap,
so
yeah.
H
B
I
I'm
gonna
suggest
we
go
through
exactly
as
they
proposed
and
if
we
wanted
to
afford
understanding
that
once
engineering
gets
it,
they
may.
The
scope
may
change
anyway,
but
we
are
at
least
facing
it
on
the
application,
with
a
lot
of
these
and
and
our
own
visuals.
So
I
I
think
for
48
and
52
we're
voting
yes
to
move
forward
and
but
with
the
determination
that
they
may
be
the
same
thing,
but
with
something
else
in
there.
D
B
Yeah,
I
I
have
the
feeling
that
we're
gonna
be
a
little
bit.
I
mean
the
total
for
everything
on
this
whole
list,
I
think,
is
something
like
five
and
a
half
million,
so
I
I
don't
think
we
have
to
really
worry,
because
my
guess
is
that
some
of
these
are
either
going
to
get
pushed
farther
out
or
they're,
just
not
going
to
have
time
to
do
or
they're
going
to
understand,
and
so
you
know
so
we
have
to
sort
of
wait
to
get
engineering's
back
and
and
city.
A
D
H
Yeah,
it
would
fall
under
city
maintenance
and
it
would
if
it
didn't,
make
it
onto
a
budget.
Maybe
we
can
use
measure
j
to.
E
H
The
budgets,
you
know
are
reviewed
every
year,
and
maybe
this
you
know
I
don't
know
if
they've
run
out
of
money.
So
I
can't
speak
to
you
know
how
the
budgeting
is
done
for
facilities
and
maintenance.
It
could
be
recommended
here,
but
if
it's
already
being
taken
care
of
by
facilities
and
maintenance
and
then
we
can
be
removed
or
facilities
and
maintenance
can
use
today's
funding
to
replace
all
that
as
well
and
it's
the
money's
there.
H
So
you've
got
to
recall
that
this
the
facilities
and
maintenance
is
dealing
with
every
facility
in
the
city
and
budgets
are
thin.
So
with
this
money
in
hand,
maybe
it
moves
it
higher
in
the
ranking.
B
B
Now
we're
down
to
we're
gonna,
ask
parks
now
we're
back
to
the
san
rafael,
turf
conversion
project.
B
Very
small
on
this
yeah
18
the
shade
structures
for
the
animal
shelter.
Four
of
us
voted
yes
for
cip,
two
for
the
met
regular
measure,
chad.
C
Yeah
I,
for
one,
can
recognize
the
need
for
it
and
the
use
of
it,
and
I
think
it's
an
appropriate
in
principle.
I
think
this
is
an
appropriate
allocation
of
community
funding.
A
E
B
E
Yeah
and
it's
not,
I
don't
think,
there's
grass
there,
yet
I'm
not
sure
I
haven't
gone
there,
but
I
know
people
say
rocky
and
dirty
and
they
need
trees
and
a
bench
and
some
comfy
commodities
for
their
pups.
Do
you
know
much.
A
A
D
I
don't
know
I
mean
I'm
okay,
I'm
I
can
be
swayed.
D
Hiked
myself
and
yeah-
I
just
sometimes
I
think
some
of
this
could
be
done
by
like
the
friends
of
the
mountains
and
different
advocacy
groups
that
you
know
take
these
things
on.
B
B
C
B
E
I
support
whatever
the
library
has
in
mind,
but
I
think
again
we
asked
director
case
and
mr
ed
what
the
big
range
plan
was,
and
this
is
one
one
room
in
the
library
to
be
renovated
for
what
a
hundred
a
hundred
thousand
or
something
I
I
would.
I
just
wish.
We
had
a
bigger
picture
about
the
library
because
you
put
money
into
this
room
and
then
we
come
in
with
another
kind
of
renovation.
E
So
I
I
support
this.
But
again,
I
just
think
we
need
direction
from
the
library
and
what
their
plan
is
there,
and
maybe
they
can
tighten
that
up
and
we
can
really
get
something
going
for
them.
D
I
would
like
to
see
the
monies
that
we
approved
before
the
pandemic,
to
get
working
and
for
them
to
renovate
that
forget
the
name
of
the
building,
but
the
building,
that's
right
on
barista
building
for
their
swing
space,
and
then
hopefully
I
just
feel
like
this
is
fixing
a
room
that
then
later
we
spend
more
money
to
fix
everything
and
then
what
we
spent
to
fix
this
room.
B
I
think
the
answer
is
that
we're
supportive,
but
we
want
to
just
table
it
until
we
get
more
plans
and
since
theoretically,
we
were
looking
at
allocating
three
million,
which
would
include
a
million
dollars
from
next
year,
which
hasn't
even
been
approved
by
city
council.
Yet
so-
and
it's
already,
you
know
four
months
away,
so
it's
not
like
we're
delaying
it
indefinitely
and
this
could
fall
under
that
as
soon
as
we
get
a
better
idea
of
where
the
bigger
plans
are.
C
Yeah-
and
maybe
this
is
repetitious,
but
six
nine
months
ago,
when
we
discussed
a
project
that
sure
looked
and
smelled
like
the
same
project.
I
remember
that
I
think
I
remember
the
number
was
80,
but
the
discussion
was
about
it
surviving
and
being
independent
of
the
main
library
renovation.
So
I
guess
that
goes
back
to
the
library
folks
clarifying
for
us
what
the
ask
is
and
how
it
relates
to
the
bigger
projects.
E
May
I
ask
joelle
a
question
joelle,
having
seen
all
the
art
special
plans
for
about
10
years
now
on
the
library,
the
main
building?
What
is
the
problem
with
the
main
building?
I
don't
want
to
take
a
lot
of
time,
but
it
it
needs
to
be
brought
up
to
code
for
safety
and
lighting,
and
something
am
I
right
or
am
I
wrong.
H
H
E
Yes,
I
think
there's
structural
problems
with
code
and
the
pylons
in
the
four
corners
and
the
electricity
and
blah
blah.
So
there's
a
lot
of
things
that
I
think
director
case
needs
to
find
out
exactly,
and
so
they
can
move
on
that
and
while
the
fry
building
is
being
done,
you
know
they
can
use
that
as
a
depository
for
books
or
whatever.
But
I
I
think
we
I
would
feel
comfortable
tabling
it
until
we
get
just
a
little
bit.
B
B
The
next
one
is
the
the
walking
path
of
james
said:
jesse
number
54.
A
B
I
say
yes
on
community
initiated.
B
B
B
E
A
A
A
C
D
D
That
might
be
something
that's
a
little
more
feasible
within
a
cip
and
then
the
12
court
issued
I
mean
that's,
that's
a
big!
That's
a
big
deal
and
it's
definitely
something
that
could
be,
I
think,
would
be
good
for
the
city.
Pickleball
is
huge.
It's
growing
and
we're
gonna
miss
out
on
a
lot
of
tournaments
and
different
things
that
are
going
to
go
to
other
cities
that
build
great
course
so,
but
I
think
at
least
demuth
if
we
improve
what's
there,
but
I
don't
know,
that's
just
my
opinion
on
that.
B
Sounds
reasonable,
I
mean
it
sounds
like
we
definitely
want
to
add
pickleball
courts
and
we
definitely
don't
want
to
tick
off
the
tennis
players
we
don't
want
to.
We
don't
want
to
remove
facilities
from
tennis
players
which
clearly
there's
an
audience
adding
four.
D
Courts
at
demuth
will
alleviate
a
lot
of
fighting
on
the
weekends
there's
a
lot
of
people
that
are
waiting
for
courts.
You
add
four
more
you're
going
to
alleviate
some
of
that
tension.
But
again
we
need
to.
We
need
to
improve
those
courts.
They're
it's
pretty
they're
shoddy
compared
to
freedom
park
in
palm
desert.
You
go
down
valley,
my
gosh.
The
courts
are
gorgeous,
so
you
know
we
we
need
to
do
better.
We
get
so
many
tourists
that
come
and
play.
D
Pickleball
we've
had
celebrities
from
hollywood
at
demuth
park
and
it's
kind
of
embarrassing.
I
think
you
know,
then
add
the
smell
to
the
water
treatment
plant,
but
that's
tough,
again
shade
good,
shade
structure.
Maybe
if
we
can
improve
the
lighting
at
some
point
and
really
make
that
facility
dynamite
enjoy
your
you're
smiling.
So
I
know
you've
probably
been.
H
But
no,
no,
I
just
I.
I
think
that
the
commission
is
doing
their
own
project
and
not
it's
focusing
on
the
one.
That's
in
front.
D
Of
them
well,
I'm
just
trying
to
I
know
the
people
that
have
called
in.
I
understand
the
request
and
I
just
feel
like
this
is
something
we
can
do
more
immediate,
that
I
know
people
are
looking
for
this.
The
12
new
pickleball
courts
can
still
be
tabled
for
measure
j
capital
funds,
but
I'm
looking
at
immediate.
D
B
B
Although
that
sounds
perfect,
is
we
say?
Yes,
we
want
to
move
this
forward
in
our
recommendations
for
the
five-year
cip
or
the
regular
funds
that
they
spend
money,
improving
the
pickleball
and
engineering
or
whatever
can
come
back
and
say
whether
it
turns
out
to
be
12
new
ones,
and
they
can
do
that
or
whether
they
have
convert
before
right
away,
which
obviously
is
not
right
away
but
and
build
the
tennis
court,
and
I
think
that
will
come
back
from
engineering
and
staff.
Does
that
make
sense.
C
I
I
would
just
punt
on
this
one
a
number
12
that
we
just
don't
have
enough
with
it,
without
reserving
without
ear
marking
money
elsewhere,
because
right
now
it's
it's,
it's
an
ambitious
design
and
desirous
outcome
with
a
footprint
that
doesn't
exist.
B
H
So
this
bridge
is
part
of
the
bridge
whitening
project
that
we
will
replace
all
the
the
bridge
will
be
revitalized
during
that
project,
but
it
is
maybe
two
three
years
away.
H
H
It's
skipping
me,
but
we
are
addressing
this
issue
in
a
future
project
now,
as
far
as
it
makes
sense
or
not,
it's
timing,
you
know
it's
not
up
to
me
is
if
we
want
to
move
forward
sooner,
I
mean
it'd,
probably
still
take
me
about
a
year
or
two
to
get
to
it,
anyways
and
really
be
really
close
to
the
actual
construction
of
the
bridge.
So
that's
that's
what
I
know-
and
you
guys
can
give
me.
B
E
D
B
D
C
Yeah
and
I'd
I'd
add
to
that
specifically
related
to
I'm
not
sure
the
origination
of
this.
Maybe
it
was
parks
and
rec's
noted,
but
the
the
request
for
the
recommendation
excuse
me
from
the
community
of
more
plantings,
more
trees,
more
trash
receptacles.
It
sounds
like
that
reaches
other
constituent
groups
within
the
city
that
has
expertise
on
how
to
define
a
project
like
this.
E
I
think
that
was
recommended
by
the
oslo
trust
people.
If
I
remember
the
original.
B
E
B
B
D
I
would
definitely
support
a
good
portion
of
this.
That
building
is
so
in
need
of
love.
Yeah,
I
don't
know
you
know
again
who
made
the
proposal,
but
if,
if
we
can
re,
you
know,
maybe
this
is
something
again:
joelle
or
the
city
reaches
out
to
the
palm
canyon
theater.
D
B
D
H
D
B
D
E
E
I
have
to
say
that,
just
when
the
picture
on
the
project
application,
it's
a
beautiful
entry
to
the
city,
and
I
think
the
man
who
recommended
this
had
to
kind
of
work
with
engineering.
If
I
am
correct
in
what
he
told
me,
I
think
it's
a
beautiful
addition.
Thank
you
personally
and.
B
C
And
I'm
not
I'm
not
I'm
not
feeling
it
for
number
six,
and
I
think
this
with
the
public
art
oriented
projects.
I
think
that,
as
we
read
as
we
discussed
a
month
ago,
the
opportunity
is
here
for
the
public
arts
folks
to
wrap
their
arms
around
the
multitude
of
options
in
front
of
us
and
bring
focus
to
it.
B
So
I
would
say
maybe
what
the
answer
is
that
we
table
this
pending
and
there's
a
bunch
of
other
public
art
ones
that
we
were
just
going
to
send.
Have
them
review
some
input
from
the
public
arts
commission?
Does
that
make
sense.
B
D
D
Yeah,
I
think
that's
just
part
of
development.
You
know.
Maybe,
when
cod
comes
in
seven
years
we
can
have
charging
stations
all
over
their
campus.
B
E
I
think
that
historical
society
with
bill
marx's
artifacts,
to
go
into
the
buildings
at
the
the
little
park
by
the
cornelia
house
and
if
my
information
is
right,
I
think
there's
a
discussion
and
that's
kind
of
off
the
table
right
now.
It's.
D
See
that
one
is
a,
I
would
definitely
not
do
cip,
I
feel
like
that's
got
to
come
through.
I
mean
that
could
come
through
the
whole
federal
stimulus
of
you
know:
building
a
network
of
charging
stations
around
the
country
and
who's
to
say
through
the
gas
tax
or
whatever
that
that
isn't
something
that
could
come
come
through
a
different
source
through
the
city.
B
D
H
There's
other
there's
private
entities
that
are
coming
around
and
providing
you
know
electric
vehicles
they
construct
everything
you
just
have
to
pay
for
it
right.
The
city
is
not
going
to
be
building
the
electric
vehicle
charging
unit,
so
it
doesn't
seem
like
that
money.
You
know,
I
create
a
project
it.
I
won't.
It
has
to
be
deferred
to
some
sort
of
private
entity
that
comes
in
and
builds
charters.
So
it's
not
it's
not
a
viable
city
project
that
I
can
yeah.
E
H
B
E
A
E
E
Just
find
that
really
out
of
the
city's
problem
as
a
former
employee
of
the
school
district,
I
don't
understand
how
we
would
get
involved
and
why
we
would
get
involved.
And
when
I
read
it,
there's
a
lot
of
parts
that
kind
of
kind
of
a
meditative
place
for
students.
I
think
I
need
to
read
the
whole
thing
again,
but
I'm
not
I'm
not
in
favor
of
supporting
that
until
we
know
you
know
what
part
the
city
has
in
that,
except
all
the
kids
live
here,
but
I
think
that's
a
school
district
problem.
E
Are
but
this
is
well
again,
I
have
a
lot
of
questions.
This
is
going
to
be
built
at
schools
and
yeah.
C
I
think,
if
at
another
time,
maybe
when
the
commissioner
or
if
you
were,
I
think
the
submission
had
had
more
detail
than
you
were
calling.
B
A
B
B
E
Yeah
I
like
it,
I
think
it's
a
small
project
and
the
little
lady
that
wrote.
It
was
very
sincere
in
her
concept
and
if
you
know
it's
kind
of
non-damageable
except
for
paint,
I
don't
know
what
kind
of
ping
pong
community
we
have.
B
B
A
D
B
D
C
D
E
H
Yes,
we
are
lowering
speed
limits
in
certain
areas.
So
when
you
approve
something
like
this,
you
have
to
keep
in
mind
that
is
there
a
crosswalk
at
these
intersections?
Can
we
put
it?
You
know,
there's
a
hundred
thousand
dollars
going
to
cover
it.
I
I
I
know
sonora
beryl
and
senora
adelsiello
has
been
wanting
crosswalks,
I'm
not
certain.
If
they
exist
today
or
not,
there
is
one,
that's
viable.
I
think
we've
gone
through
that
process.
I
have
so
many
other
projects
in
my
head.
H
I
can't
put
them
all
straight,
but
I
have
my
traffic
calming
engineer
that
works
on
these.
So
if
you
approve
it,
we
still
have
to
see
if
there
is
a
crosswalk
there
and
if
we
can
do
it,
we
we
would
but
atlantic
crosswalk
is
an
expensive
endeavor.
It's
also
maintenance
and
the
community
mostly
will
probably
support
it,
but.
B
C
I
think
this
belongs
with
parks
and
recs
for
a
top-down
review.
It's
an
interesting
project,
not
inexpensive
has
maybe
has
maybe
as
a
project.
This
has
a
lot
of
legs,
but
probably
needs
a
broader
constituency
defining
and
endorsing
it
and
then
asking
us
for
funding,
if
appropriate.
So.
B
D
H
H
B
Go
I
like
I
like
the
project.
I
just
I
just
think.
If
we
go
to
parks
and
rec-
and
you
know
they
also
may
be
doing
something.
So
next
we
go
to
number
58
the
cultural
center.
The
safety
upgrades
commercial
sewer
lines,
so
they
can
complete
their
project
to
the
new
performing
arts
venue.
D
So
I
have
a
question
on
this
one.
We
had
a
speaker
talk
to
us
at
the
last
meeting
and
they
were.
I
just
want
to
make
sure
we're
clear
on
this.
They
were
just
looking
for
sewer
upgrades.
It
seemed
like
they
said
it's
not
that
we
want
you
to
build
the
bathrooms
or
do
that
any
of
the
building
improvements,
but
just
get
the
sewer
improvements
from
the
street.
It
almost
seemed
like
okay.
Maybe
this
is
kind
of
a
city
issue
that
somehow.
H
B
B
So,
but
they
you
can't
actually
have
performers
or
people
presenters
right
now
they
all
have
to
come
through
and
use
the
regular
bathrooms
so
which
for
a
lot
of
theater
groups.
I
don't
you
know
they
don't
even
want
their
actors
to
necessarily
do
that.
So
this
is
they're
going
to
expand
the
facility,
but
they
need
to
connect
to
the
city
still
aligns
with
the
other
bathroom
space.
That's
what
I
believe
they're
asking
for
the
funding,
which
seems
to
make
more
sense.
D
So
is
it
simply
an
infrastructure
ask
here
or
are
we?
Are
they
looking
again
because
I
I
remember
looking
at
this
and
thinking
this
might
be
a
little
bit
too
much
for
us
to
chew
on
for
cip
and
then
last
month
a
speaker
from
the
cultural
center
spoke
and
said
we're
only
looking
for
this
infrastructure
improvement.
A
C
H
H
D
H
D
A
C
D
And
as
much
as
I
love
the
camelot
cultural
center,
I
I
get
a
little
leery
that
this
is
not
a
city
property,
so
we're
setting
sort
of
a
precedent.
Then
that
means
an
hoa
could
come
to
us
and
say:
hey:
can
you
improve
our
bathrooms
that
are
right
now
this
is
non-profit
and
it's.
C
B
Their
whole
effort
is
to
their
whole
effort
is,
is
you
know
to
serve
the
community,
and
I
think
we've
heard
from
different
speakers
that
they,
you
know,
they're
raising
their
money,
private
and
funding,
and
this
is
I
mean
I
it's
not
just
theater
groups,
but
you
know
this
week
that
a
whole
community
forum
on
uncovered-
and
you
know,
they're
doing
a
lot
of
important
work
for
the
community,
and
I
don't
think
you
know
the
fact
that
that
the
city
didn't
give
them
the
building
doesn't
diminish
the
city's
role
in
supporting
a
community.
E
B
Yeah-
and
I
think
you
know
I
mean
I
think
it's
an
important
part
of
the
community
and
serves
a
lot
of
different
members
of
the
community.
I
think
that
was
part
of
our
original
viability,
assessment
and
there's
certainly
things
for
for
a
huge
variety
of
people
at
yeah.
D
But
it
would
have
to
be
done
joel
by
it's,
not
a
a
city
works
project.
This
would
be
a
private.
H
Right
and
then
I
think
in
just
thinking
ahead
the
mechanics
of
transferring
funds
from
the
city
to
this
private
organization
for
reimbursement
of
a
project.
How
does
that
work?
I
don't
know
if
we've
done
that
in
the
past,
what
are
the
mechanics
of
doing
that
right
so
dad
it
would
get
him.
I
mean,
I
see
something,
that's
possible,
but
we
really
have
to
work
through
the
mechanics
and
figure
out
how
we
transfer
funds
to
a
private
entity
that
does
serve
a
community
for
a
project
that
is
construction,
yeah
right
ourselves
right.
F
B
What
I
would
recommend
that
we
do
because
again,
with
all
these
projects,
there's
an
engineering
review.
There's
a
city
council
review.
This
other
city
manager
will
review
it
that
our
our
vote
is
not
to
is
to
think
about
whether
we
recommend
this
as
a
project
out
of
measure,
j
funds,
you
know
or
the
whole
measure
day,
understanding
that
it
all
is
dependent
upon
engineering
and
city,
council
and
city
staff
to
vet
and
approve.
We
are
only
making
a
recommendation.
B
H
Right,
the
mid
block
cross.
What
was
the
question
on?
Did
the
city
already
examine
this?
I
think
right
now,
it's
in
review
as
part
of
the
depth
project
that
there
was
a
request
from
engineering
in
the
land
development
side
to
provide
an
engineering
study
that
supported
a
mid-block
prospect.
So
there's
been
a
lot
of
back
and
forth
on
that
particular
I
don't
have
the
entire
details
in
front
of
me
right
now,.
B
But
what
I
understand
is
they
asked
initially
for
a
traffic
light.
This
was
because
they
have
this
whole
new
dap
health
campus,
that's
across
from
where
all
the
supermarkets
are
and,
as
I
understand
it
last
year
or
two
years
ago,
there's
a
lot
of
crossing
without
a
light,
and
somebody
was
actually
killed
there,
and
so
I
think
that
sort
of
was
the
impetus
behind
it,
and
but
it
turned
out
it
was
too
close
here,
the
traffic
light
to
do
it,
but
they
could
put
the
drop.
The
crosswalk
made
more
sense,
so.
H
In
their
opinion,
they
a
crosswalk
made
more
sense
and
our
review
of
it
is.
We
wanted
more
information
in
the
study
that
verify
that
a
mid-block
crosswalk
wouldn't
pose
danger
to
to
the
folks
crossing
and
it's
acceptable
in
in
traffic
engineering
terms
right
in
their
in
the
review.
So
yeah
you
seem
to
have
the
background
as
well.
So
that's
that's.
H
Where
we're
at
right
now,
we
haven't
made
the
final
determination
that
we're
going
to
accept
it,
because
a
traffic
signal
would
back
up
cars
there
and
my
whole
issue
with
it
is
so
close
to
this
chino
car
flying
down
the
same
cars
are
going
to
be
flying
down
and
the
pedestrians
are
going
to
be
crossing
whether
it
be
signalized
or
not.
Right,
I
mean
not
I'm
sorry
if
it
is
signalized
they're
still
going
to
have
some
speed.
So
there's.
B
B
D
And
I
would
agree
with
the
next
line
item
for
the
road
diet.
I
mean
again,
this
is
something
that's
not.
We
don't
have
control
over
this
and
things
like
that.
You
know
that's
bigger
than
even
you
know.
This
comes
down
from
caltrans
and
there's
other
issues
that
play
into
a
road
diet,
especially
for
racquet
clubs,
so
yeah.
I
think
that
again,
let's
just
move
on
from
it
leave
it
in
the
hands
of
engineering.
E
E
C
B
I
mean
I
like
the
idea.
I
definitely
believe
that
we
need
to
improve
the
area
parks
more.
We've
spent
a
lot
of
money
in
just
the
downtown,
so
I'm
not
sure
whether-
and
I
know
victoria
park
is
desperately
in
need
of
some
help,
but
I'm
not
sure
this
is
the
right
thing,
and
it's
also
my
people
blocked
and
rectilinear.
B
B
F
B
D
B
D
Again,
I
think
this
is
something
for
the
city
to
look
at.
This
is
lighting
well,
stacy,
who's
ever
department.
I
mean
if
it's
something
that
the
city
put
there
and
it's
not
working.
That's
maintenance.
If
it's.
B
So
can
I
just
this
whole
group
that
we've
just
done,
I
think
every
single
one
of
these
were
like
we
would
wrap.
We
don't
want
them
to
disappear
because
they
have
some
viability
to
it,
but
they
need
to
come
back
to
us
to
another
to
the
city
to
say.
Yes,
this
is
something
that
we
want
to
add
to
the
measure
j
budget.
Does
that
make
sense
and.
B
B
We
actually
have
just
the
last
group
of
ones
that
we
have
majority
have
voted
not
to
consider
so
my
recommendation
for
these
is
that
we
go
back,
especially
since
a
lot
of
them
are
public
art.
B
D
Does
that
make
sense,
I
think
all
of
these
are
well
there's.
D
B
E
B
C
B
B
So
I
think
we
are
good
there's
a
couple
things
I
mean.
Obviously
we
just
pushed
a
lot
on
to
engineering,
and
but
that
was
always
the
plan,
and
so
I
think
we
just
need
to
have
make
sure
we
have
a
summary
of
these
and
anything
that
is
done.
Obviously,
in
writing
or
to
the
commission.
We
have
to
make
sure
it
is
put
online
as
well
as
long
as
it
doesn't
have
private
information
on
it.
