our
traditional
veterans

parade
to
honor
all
who

being

deadline

upon

can

committee

expectation

service

equity
and
social
justice
committee
is
a
very
important
committee
that
is
just
being
formed
by
our
city
council.
So
we
encourage
everybody
to
look
into
that
and,
of
course,
we
as
the
human
rights
commission
have
two
representatives
that
are
serving
on
that
committee
and
I
believe
it's
commissioner,
shepard
and
ramaran
are
the
two
that
we've
put
forward
to
serve.

director,

newell,
is
going
to
give
us
an
update
on
the
general.
The
general
plan,
david
you're

So
so
the
reason
I'm
here
tonight
is
to
just
give
you
an
overview
of
the
city's
general
plan
update
before
I
do
that
I'll
give
you
just
a
little
bit
of
background
on
what
a
general
plan
is
in
case
you
might
not
be
familiar
and
then
just
kind
of
go
over
what
we're
doing
as
part
of
our
update
to
the
city's
general
plan,
where
we're
at
in
that
process,
and
then
I'm
going
to
send
you
all
basically
a
form
that
you
can
complete
to
help
us
as
we
proceed
with
where
we're
at
in
the
current
process
and
that's
updating
the
vision
and
priorities.

So
it
does
provide
policy
and
goals
to
address.
You
know
what,
like
I
said,
the
value
of
the
city,
values
of
the
city
and
programs
in
the
city.
It
is
the
constitution
for
future
development
patterns
in
palm
springs.
E
Every
city
is
required
to
have
one
in
in
california.
Each
general
plan
does
have
different
plan
diagrams.
So
what
you
see
behind
me
here
is
the
land
use
plan
for
the
city.
It
is
the
one
that
we
adopted
in
2007
when
we
updated.
We
did
a
comprehensive
update
of
our
general
plan.

So
that's
just
kind
of
a
high-level
overview
of
what
a
general
plan
is.
Every
city
is
required
to
have
nine
elements
or
chapters
in
a
journal
plan.
Some
of
these
chapters
can
be
combined.
E
E
Element
so
the
reason
we
are
going
through
this
process
is
there's
a
few.
E
Obviously,
a
few
reasons
I've
listed
here
the
city
a
couple
of
years
ago,
was
challenged
on
the
way
that
the
planned
development
district
process
was
being
utilized
in
the
development
community,
and
so,
as
a
part
of
that,
we
had
created
an
ad
hoc,
pdd
or
planned
development
district
committee
who
made
a
number
of
recommendations
to
the
city
council
and
ultimately,
the
city
council
adopted
those
recommendations
and,
as
a
part
of
that
now
we
have
to
update
the
general
plan
to
reflect
some
of
those
changes.

We're
also
doing
an
update
to
address
planning
trends.
Since
this
the
general
plan
was
adopted
in
2007,
the
state
has
provided
new
direction
for
general
plans
since
2007,
and
so
we're
looking
to
incorporate
a
lot
of
those
policies
in
the
general
plan
that
we're
that
we're
doing
as
part
of
this
update
those
relate
to
climate
change,
environmental
justice
and
this
kind
of
tale
dovetails
into
the
next
bullet
point
legislative
changes.

Of
course,
we
want
to
confirm
that
our
2007
vision
and
priorities,
kind
of
the
high
level
overview
of
of
the
city's
vision
are
appropriate.
As
I'll
mention
in
this
presentation.
We've
had
some
exercises
already
that
we've
had
in
the
community
with
outreach
in
terms
of
community
forum
surveys.
Things
like
that
to
get
feedback
on
our
division
and
priorities
from
2007
and
we've
made
some
recommendations
that
we
presented
to
council
and
council
has
asked
us
to
do
additional
outreach
on
the
long-term
vision
and
priorities,
because
those
really
are
the
guiding
it's.

As
part
of
this
update,
and
then
we
want
to
make
sure
that
our
implementation
actions
are
current
and
should
be
either
update
or
and
either
need
to
be
updated
or
pulled
out,
depending
on
what
what
each
action
calls
for
so
really
taking
a
fresh
look
at
all
of
the
current
goals
and
policies,
the
values
of
the
vision
and
priorities
and
all
of
the
actions
that
that
are
within
the
current
general
plan.

After
receiving
a
recommendation
from
the
general
plan
steering
committee,
which
is
the
committee,
that's
been
established
to
provide
direction
and
recommendations
to
the
planning,
commission
and
city
council
on
the
general
plan
update,
and
so
after
they
made
a
recommendation.
The
planning
commission
made
a
recommendation.
The
council
reviewed
it.
E
They
felt
we
needed
to
have
more
input,
and
so
so
we're
kind
of
in
we're
in
the
midst
of
that,
as
well
as
we're
starting
to
do
step
two,
which
is
updating
our
goals
and
policies
for
the
chapters
or
elements
that
we're
looking
at
as
a
part
of
the
kind
of
larger
efforts
for
the
update
after
we
get
through
all
of
that
and
we'll
get
into
the
administrative
update,
and
so
we're
naturally
making
sure
that
we're
addressing
all
the
state
goals
and
policies
in
the
general
plan
as
part
of
our
update
and
then
finally
do
the
environmental
review,
as
required
by
the
california,
environmental
equality
act
or
sequa
as
commonly
referred
to
and
then
finally,
adoption
of
the
general
plan.

So
that's
a
kind
of
a
high
level
overview
of
the
update
process.
It
really
was
expected
to
take
on
eight
expected
to
say
18
months.
The
pandemic
has
prolonged
it
longer
than
we
would
have
liked.
So
I
know
it'll
probably
be
closer
to
a
two-year
two-year
or
more
process.

So
again,
the
reason
I
wanted
to
introduce
the
general
plan
update
to
the
human
rights
commission
is
because
the
council
has
also
asked
that
we
get
more
feedback
from
various
stakeholders
throughout
the
community.
So
the
human
rights
commission
was
one
that
was
specifically
asked
for
comment
on
the
vision
and
priorities.

So
what
what
you
see
here
on
the
screen
is
the
vision
statement
and
so
what's
on,
the
left
is
the
2007
vision
statement
that
was
adopted
when
the
general
plan
was
updated
13
years
ago,
and
so
what's
on,
the
right
is
what
we
have
for
proposed
revision
and
so
based
on
the
feedback
that
we
got
from
the
survey
that
we
administered
there
was
more
of
a
an
interest
in
ensuring
that
our
vision
reflected
that
we
were
a
diverse,
vibrant
and
an
inclusive
community.

revision

we've
taken
out
the
words
that
we
that
we've
removed,
so
you
don't
see
those
reflected
strikethrough
but
really
just
to
kind
of
make
sure
it's
a
clean
view

vision

priority
or
what
the
new
vision
of
the
general
plan
is,
and
so
this
is
what
was
recommended
from
the
steering
committee
and,
ultimately,
the
planning
commission
for
consideration
by
council.

as
I
said,
what
I'll

clean

all
the
changes.

a
recommendation
from
the
planning
commission
to
add
two
additional
priorities
and
those
are
reflected
as

and

on
the

and
so
so
now,
there's
basically
a
total
of
12
priorities
that
were
that
we
felt
were,

planning
commission
felt
would
be
important
for
palm
springs,
moving
forward
in
the
next
15
to
20
years.

gives
you
a
sense
of
where
we're
at
what
the
process
is.
As
I
said,
I'll

we

equity
diversity,
inclusion

more
specific

terms
of
direction
and
policy.

update
are
the
ones

we
felt
were
probably

housing

allocation

what

acronym
stands
for

and

regional
housing
needs
assessment
allocation
is
what
the
state
says,
or
the
regional
planning
agency,
which
is
skag

us
and
says
we
have
to
have
in
terms
of
housing
numbers

allocated
housing
numbers
that
we
have
to
have
within
that
eight
year
period,
and
so
during
the
2014
to
2021
period.

had

total

270
housing
units
that

supposed

sure

we
had
adequate

weekend
on
experience
that

saturday
evening
after

found
out

results

election,

family
decided

go
downtown

flags

car.

them
was

american
flag
and
one
of
them
was

black
lives
matter
flag
and
we
were
driving
through
downtown
and
my
dad
was
honking
the
horn.

we
were
making
some
noise
and
there

a
police
officer
who
flashed

and
had
us
pull
over
and
he
told
us
we
couldn't
honk
because
it
was
causing
a
disturbance.
So
we
said
okay,
but
he
also
made

comment
that
I
did
not
feel
was
very
appropriate.

to

impact

person's

created

outrage

flag
to

red

hands

be
able
to
bring

type
of
stuff

discrimination

issues

that

representative
cash

family

have
the
ability
to
do
