safety.

ten
points
and
they're.
Pretty
detailed
in
the
back.
I
only
made
enough
copies,
I
have
thousands,
but
I
just
want
to
showcase
how
many
people
go
to
the
dog
park
in
one
hour.

dog
park
is
not
up
to
par
with
Coachella
Valley
at
all.
We
do
not
have
a
dog
fountain.
That
is
it's
very
embarrassing.
I
know.
Somebody
in
here
has
a
dog
I've,
never
seen
anybody.
You

the
dog
park.

may
have
seen
you,
but
I
would
love
somebody
to
actually
study
the
dog
park
understand
how
many
visitors
we
get
in
comparison
to
the
other
Coachella
Valley
dog
parks.

we
are

the

Rowan,
you
know
invites
dogs
to
stay
there.

Canyon
Drive

not

store

water
to
the
dogs

something

the

have

dog
park
is
an
embarrassment

we
are
now
having

new
strand
of
parvo
based
out

Coachella
Valley
and
that's

banning
veterinarian
hospital.

of

PS
and

its

stories
of
our

47

Counting
neighborhoods

the
city,

tells
their
history

sites
and
destinations,
their
proclivities

am
pleased
to
provide
each

new

we've
added

this
issue
called
our
neighborhood
parks.

parks

newcomers
appetites

So,
as
some
of
you
may
be
aware,
it
was
brought
to
our
attention
earlier
this
year
that
there
were
dogs
on
our
trails
and
one
of
the
conditions
of
the
Coachella
Valley,
multi-species.
Habitat
conservation
plan
is
that
we
prohibit
dogs
on
trails
to
protect
bighorn
sheep,
and
so
this
year
we
had
some
fairly
startling
evidence.

This
year's
and
ours
yielded
nothing,
and
so
we
have
three
that
were
born
apparently,
but
I
think
they
all
died,
and
so
anyway,
so
we
are
trying
to
come
into
compliance
with
the
plan
and
post
some
signage
to
prohibit
dogs
on
the
trails,
and
so
we've
got
about
six
locations
that
we've
identified
at
the
trailheads,
where
we've
got
some
existing
signage
that
we
will
add
a
couple
signs.
One
is
an
educational
sign
on
the
bighorn
sheep
and
their
habitat.

The
other
one
is
a
no
dogs
allowed
sign
and
that
refers
people
to
the
habitat
plan
for
more
information.
So
these
are
the
two
signs
that
we're
planning
on
posting
and
I'm
happy
to
get
you
more
information
on
the
locations,
but
it's
primarily
like
the
North
and
South
Lincoln
trails,
the
one
the
trail
mix
to
the
museum-
and
you
know
the
ones
that
people
frequent
most
often
here
in
town.
So
any
questions
about
that
or
Commissioner
Martin.

The
reason
that
dogs
are
prohibited
on
the
trail
are
because
number
one
they
make
the
Lambs
in
particular
more
used
to
seeing
doglike
creatures,
and
so
the
Coyotes
are
their
natural
enemy.
So
they
get
used
to
the
Coyotes
and
so
they're,
not
afraid
of
them.
And
so
that's
one
of
the
reasons
and
then
vectors
are
the
other
reasons,
so
diseases
that
that
dogs
promote,
while
on
the
trail
so
so
the
the
combination
of
those
two
things.

probably
do
more
hiking
than
most
of
the
other
commissioners
around
the
trails,
probably
almost
every
day,
especially
during
the
cooler
weather
and
I'd
love
to
chat
with
you,
maybe

but
I

more
popular
trails
and
trail
heads
and
other
places
that
you
may
not
think
of.

we've

told

folks
who
have
been
trying
to
publicize

get
the
word
out

please

careful

dogs

just
stresses.
The
wildlife
they
smell
and
they
see
the
dogs,
and
that
alone
can
stress
the
the
animals
to
not
necessarily
be
able
to
take
care
of
their
young
or
other
things.
But
might.

as
I
just
read
a
big
article
about
and
pictures
of
them
standing
on,
PGA
West,
Golf
Course
eating
grass
and
doing
whatever
so
I
find
it
interesting
that
the
dog
I
understand
why
I'm
not

like
Pro,
dog
and
I,
want
them
on
the
trails
I
just
trying
to
figure
out
in
my
mind
how
that's
all
happening.
That's
not
I'm,
just
wondering
that's
all
good
questions.
You

we
talked.

this

month
or
so
ago
that
you've
been
working
on
this
when
I
first
see
that
no
dogs
allowed
on
trail,
my
dogs
out
wood
he's
on
the
trail.
Is
that
gonna
be
a
problem?
You
know
some
people
interpret
it
wrong
and
they
want
to
argue
about
it
running
through
the
woods
he's
not
on
the
trail.
Well,.

yeah
I'm
going
to
get
asked
the
question
so
I
might
as
well
ask
it
now
I'm,
not
sure
I'll
have
an
answer
for,
but
what
happens?
Is
people
see
dogs
on
the
trails
despite
the
signs
posted
or
you
want
to
report
that
there
are
people
who
are
everyday
taking
their
sighting
dogs
on
the
trail
and
just
ignoring
it?
Is
there
any
method
or
any
way
of
asking
for
somebody
to
enforce
so.

That's
another
component
of
this
that
we
haven't
talked
about
much
yet
is
the
enforcement
component.
An
education
component
and
I
know
that
there
are
folks
who
are
interested
in
talking
more
about
that.
So
I'm
sure
that
we
will
have
some
further
conversations
about
that.
However,
it
does
lead
to
the
question
of
whether
or
not
there
will
be
an
ordinance
to
to
support
this
effort,
and
so
we've
talked
a
little
bit
about
that
and
there
would
be
potentially
a
minor
modification
to
our
lane
ordinance
language.

the
way,
the
other
thing
too
scars
education
that
we
try
to
tell
people
it's
not
just
for
the
sheep,
but
particularly
the
adult
sheep
are
not
that
much
in
danger
from
the
dogs.
The
males
the
dogs
are
in
danger
from

Sheep.
If
a
dog
and
we've
seen
dogs
get
loose'
and
take
off
after
the
Sheep,
the
the
adult
males
will
kill
the
dog
in
a
matter
of
seconds.
They
we've
watched
the
adult
males,
do
what
they
normally
do.

First
question:
does
the
same
ability
then
have
a
recommendation
for
other
on
or
off
leash
recreation
opportunities
to
go
along
with
this,
because
this
is
a
big
change
that
people
are
gonna
be
really
upset
about
it.
What
has
the
Commission
discussed
other
places,
or
just
just
we're,
gonna
eliminate
this
option
for
the
residents
and
the
dogs
of
Palm
Springs
right.

So
that's
an
interesting
question
and
in
my
conversations
with
sivak
they're,
actually
coming
up
with
a
list
of
dog
friendly
trails,
and
so
what
we'd
like
to
do
is
publish
that
information,
along
with
the
information
about
the
signage.
So
so,
yes-
and
there
are
a
couple
of
trails
actually
in
the
area
that
have
been
designated
as
open
for
dogs
and
so
the,
for
instance,
they
end
of
the
Garston
trail
up
near
it's
in
South
South,
Palm
Springs.
But
there
is
a
section
there.
That
is,
does
a
designator
for
dogs.
So,
yes,.

I
mean
I,
haven't
seen
the
signs,
but
I
know
if
you
made
all
those
signs,
but
maybe
those
options.
It's
like
we
have
in
the
parks
encouraging
people
go
to
the
dog
park
so
that
when
people
see
that
they
know
they
have
an
alternative,
I
I
do
remember
not
that
long
ago,
I
think
the
same
age
measure
J
money
to
put
dog
bags,
and
some
of
these
trail
heads
right
so
so.

There's
a
lot
of
connects
messages
at
those
as
those
locations.
So
what
we're
planning
to
do
is
actually
use
those
dog
waste
stations
as
the
signage
posts
for
these
signs.
So
we'll
take
that
message
away
and
then
there
is
actually
also
one
sign
in
one
other,
the
they're
next
to
one
of
the
kiosks
about
dogs
as
well.
That
was
also
fairly
confusing,
so
we're
gonna.

Then
I
do
have
actually
maybe
I
think
it's
Commissioner
Cohen
didn't
like
a
year
ago
we
have
a
group,
come
hiking
group
and
they
were
making
these
statements
about
sheep
and
the
city.
Was
a
commission
seemed
receptive
to
that?
Basically,
they
were
saying:
there's
no
problem,
don't
worry.
We
want
to
increase
trails.
We
want
to
take
over
more
the
maintenance
of
the
trails.
So
do
you
know
anything
about
that,
because
we
had
testimony
here
that
everything
is
spying.

See,
bag
and,
and
some
of
the
others
are
the
ones
who
are
doing
most
of
it,
and
then
it's
a
mishmash
of
ownership
and
maintenance.
Some
of
it
is
done
by
the
Equestrian
Club.
Some
of
it
is
done
by
the
it
is
allowed
only
by
permission
with
the
tribes
and
others.
So
there's
a
patchwork
to
this.
That
is
an
overlay
to
what
the
city
has
either
Authority
or
the
ability
to
do.
I
would
say
that
everything
tends
to
work.
A
People
are
tender,
respectful,
there's
a
very
few
people
who
may
cause
some
issues,
but
it's
not
a
crying
problem.
Seeing
a
lot
of
dogs,
though
we
see
them
all
the
time
and
to
the
point
where
it's
a
problem,
sometimes
for
other
hikers,
especially
the
ones
who
aren't
kept
on
leash,
and
it
is
a
problem,
especially
when
we
see
dozens
of
sheep
and
the
dogs
sometimes
going
after
them.

But
anything
I
think
you're,
making
a
portent
point
you
know
I
would
be
really
dubious
unless
people
are
scientists
here,
making
a
connection
between
the
dogs
and
the
death
of
these
three
lambs.
Our
trails
and
Palm
Springs
are
so
much
more
busy
and
popular
than
anywhere
else,
and
so
you
know
humans
are
culpable
in
this
too.
So
we
need
to
when
you
guys
are
discussing
this.
This
isn't
just
a
problem
with
the
dogs.

Other
hikers
are
being
good
enough,
sometimes
pick
up
and
remove
it
and
do
things,
but
it's
become
a
problem
and
sometimes
they
don't
use
bags
at
all
and
that's
a
problem
too,
but
there's
all
kinds
of
problems
that
are
out
there.
It's
just
not
a
good
idea
and
the
one
that
gets
missed
most
of
the
time
is
it's
a
real
danger
to
a
lot
of
the
dogs
and
a
lot
of
times.

So
the
big
issue
is
going
to
be
like
we've
seen
in
other
parks
and
other
things
once
even
when
we
try
nicely
to
educate
people,
especially
if
they
don't
like
to
be
here
even
a
kind
education
who
do
you
talk
to
they
say
no,
but
who
are
you
and
what
are
you
talking
about
right?
We
try
to.
We
just
can't
say
anything
if
there's
no
enforcement,
no
ordinance
right.

guess
my
only
last
question
is:
do
we
have
documentation
on
what
is
city,
what
is
tribal
and
what
is
County,
because
it
that
seems
confusing
and-
and
we
don't
want
to
overstep
any
authority
that
we
might
have
or
or
not
have
relative
to
that,
so
that
doesn't
work,
see
that
we're
not
they're
not
clearly
marked
and
mapped
so
that
we
knew
over
actually
the
areas
that
we
are
responsible
for.

you
may

personally
do
not
know
that,
but
I
know
that
it's
a
complicated
mixture,
the
ones
that
are
tribal,
are
fairly
well
marked,
like
tahquitz
canyon,
is
clearly
marked
and
gated
an
Indian
Canyon,

ones
that
are
multi
jurisdictional
in
terms
of
federal
versus
local.
Those
are
a
little
less
clear
in
terms
of
where
the
boundaries
begin
and
end.
So
what
we
can
check
that
out
and
I'll
be
part
of
those
conversations
around
education,
awareness
and
enforcement.

subcommittee
was
planning
their
meeting
with
dr.
ruddy
and
prior
to
our
meeting
may
23rd
was
the
major

Council
joint
meeting.
At
that
meeting,
we
received
the
1.6
million
dollars
for
our
bathrooms
through
major

and
the
council
has
approved
it.
Finally,
on
the
3rd
of
June,
we
had
our
meeting
with
dr.
Reddy
and
we
kind
of
wanted
to
go
through
with
the
meeting
to
make
sure
that
something
didn't
happen.
Like
previous
years.
There
was
any
caveats
or
stipulations
to
it.
At
the
meeting
with
dr.
Reddy,
we
had
Cynthia
Marcus,
fuller,
dr.
J
Reddy,
les
Johnny
David
and
myself
and
was
not
able
to
join
us
that
day.
But
during
that
we
asked,
and
he
assured
us
that
that
money
is
there.
The
bids
have
been
issued
for
the
dog
yeah
for
the
bathrooms.
The
park
bathrooms
problem
comes
down.
We
didn't
get
the
money
that
we
had
hoped
for
the
new
bathrooms
at
James
Oh
Jessie
at
the
dog
park
and
at
the
Victoria
Frances
Stevenson's,
when
we,
when
we
presented
that
to
dr.
Reddy
and
Marcus,
they
were
kind
of
like
oh
I,
don't
know
that
anyone
had
told
them.

Yet
we
don't
have
bathrooms
in
those
three
parks
exterior
bathrooms
in
those
three
parks,
so
he
felt
that
the
1.6
million
should
be
enough
to
do
Ruth,
Hardy,
Victoria
and
DeMuth,
and
then
have
some
money
left
over
to
begin
construction
on
the
others
we'll
see,
we
did
ask
that
they
keep
us
enlightened
as
they
go
through
the
bidding
process
and
the
construction
what's
happening
and
how
it
is
going
along.
So
we're
gonna
be
watching
on
that
major

the
same
time,
also
a
set-aside,
an
additional
two
million
dollars
for
our
downtown
park.

park
was
at
7.5,

believe,
and
so
that
makes
it
up
into
nine
and
a
half
million
somewhere
in
that
area.

the
money
left
over
when
they
come
in
under
budget
we
can
have

That's
how
it
kind
of
felt
to
an
additional
$100,000
was
given
to
the
parks
and
recreation
for
the
recreation
field.

upgrades,

know
what
that's
gonna
do
as
much
as
so.

those
dollars
are
basically
just
going
to
be
used
to
do
the
study
on
what
type
of
system
is
gonna,
be
and
base
and
tell
us
what
it's
going
to
cost
us
to
probably
move
from
the
metal
halides
to
an
LED
system.

current
for
us,
but
it
pays
for
all
of
that
work
to
be
done
and
render
a
final
price
to.

the

wellness

planning

doing

haircuts
for
the
kids
and
some
braiding
to
help
the
kids
get
ready
for
school
and
then
we'll
also
be
doing
a
backpack
giveaway
at
the
most
community
center
on
Saturday
August
3rd

p.m.
and
they
will
be
providing
haircuts,
food,
backpacks
games,
etc.
That
day,
so
I
invite

all
to
come
out
for
those
two
events,
and
you
know
really
watch
and
engage
with
the
community
on
those
days.

So
we
had
a
lot
of
dog
issues
today,
and
you
know
this
petition.
We
do
need
to
address.
There's
a
lot,
that's
corrected.
This
I
mean
it's
really
sad.
However,
the
last
two
years,
the
conditions
that
the
dog
parks
over
here
have
just
deteriorated
sure
lack
of
really
maintenance,
but
also
because
it
uses
gotten
even
more
so
so
I
just
want
to
mention
that
I
mean
there's
things
in
here
that
it
easily
solved,
but
there's
a
lot
of
comes
down
to
actually
maintenance
keeping
it
up.

we're
hearing
tonight
from
the
community
and
other
people's
that
you
know.
We
still
have
this
issue
with
the
recreation
opportunities
for
dogs,
the
results
from
the
media
listen
sessions,
one
of
the
sessions
I
think
dog
park
was
one
or
two
and
I
consistently
rated.
So
I
think
it's
time
that
we
addressed
this
issue
more,
maybe
more
holistically
about
what
are
the
opportunities.
And
how
can
we
address
it,
especially
you
know
in
those
signs
go
with
the
trails.

gonna
have
a
lot
of
irritated
people.

somebody
has
washed
the
lenses
in
the
lights,
and
now
they
can
actually
it's
like
double
the
amount
of
lights
simply
because
somebody
took
the
time
to
clean
them
and
it's
been
noticed
and
I
recommend
it
to
them
that
they
send
you
notes
directly
so
that
they
know
it's
not
just
me
talking
that
you're
hearing
from
the
community,
but
they
asked
me
to
pass
that
along
to
you
so
I'm
using
this
opportunity

do

I
was,
at
the
top
of
the
tram
I,
ran
on
the
98
campers
with
Rosa.
That
lady
does
a
phenomenal
job.
Anyone
to
have
the
courage
to
take
98
kids
up
there
and
I
watched
her
I
mean
she
was
getting
the
last
one
on
the
bus
when
I
left
making
sure
she
doesn't
excellent
job
with
those
kids.
It
really
does.
The
other
thing
I
wanted
to
say
is
the
city
of
Palm.
Springs
has
a
new
app,
that's
called
my
Palm
Springs.
It
was
Palm
Springs
at
your
service.

all

those
things,
but
you
can
go
to
the
calendar
and
we
can
get
everything
that's
happening
in
the
city,
so
we
can
promote
more
of
our
things,
activities
that
we're
doing

it
starts

report
different
infractions

trails

there's
the
thing

issues

that

report
it
