comments.

about
us
joining
just
to
get
a
sense

how
we
can
assist

from

note
that
you
know
as
we're
moving
in
now
to
february.

We
need
to
start
really
thinking
about
the
budgeting,
so
we're
gonna
start
putting
together
budget
scenarios
and
sending
the
council.
As
you
can
appreciate.

what
we
hope
to
be
post
co,
video
that
our
budget
could
look
different
than
what
it
was
in
the
current
fiscal
year,
but
we're
not
exactly
sure
how
our
revenues
are
going
to.
Finally
come

Our
hope
is
that
it's
better
than
it
was.

That
being
said,
I
think
that
the
commission,
we
need
to
start
thinking
about
some
of
the
budget
priorities,
and
that
would
be
important
at
least
over
the
next
one
to
two
months.
So,
mr

that
was
the
main
thing
that
I
did
want
to
mention
and
as
council
member
course
you
know
we
can
answer
address
any
any
questions
you
might
have.

As
everyone
knows,
you

we
did
have
better
numbers
in
the
budget
than
our
most
conservative
projections.
In
the

area

were
some
of
the
parks
programs
that
we
had
discussed,
which
did
get
approved
so
really
glad
to
see
that
having
happened.

want
to
sort
of
echo
dr
reddy
as
we
look
at
and
you
look
at
priorities
as
we
do
budgeting
to
really
focus
on
that
early,
because
there's
still
a
number
of
projects
we
all
want
to
see
move
forward.
Other
thing
I
would
touch
on
is
thursday
night
the
city
applied
for
a
matching
grant
to
have
a
dog
park
at
dumuth.

we
have

and
our
councilman
coors
at
one
meeting

quarter
to
take
feedback
from
us
and
give
us
some
ideas
and
updates.

ask
the
commission
for
some
input
to
them

projects

course,
we
know
we
want
to
see
the
ones
we
have
one
right
now
completed,
but
commissioners,
what
would
you
like
to
throw
to

student
gentleman

get
an
understanding
which
we
have.

don't
think
my
fellow
commissioners
do
either
have
an
understanding
of
the
downtown
park
and
current
timelines
has
have
they.
I
know
they
continue
to
change
because
of
kovid,
and
also
how
we,
as
a
commission,
are,
should
set
our
expectations
properly
in
terms
of
being
able
to
have
some
input
to
what's
going
to
be
built
there,
ultimately,
the
final
budgets
and
how
it
then
becomes
part
of
our
charge
of
parks
and
rec,
because
it's
kind
of
been
taken
away
from
us.

continuing,
as
we
know
there
were
some
slowdowns,
particularly
when
we
had
to
shore
up
that
underground
and
make
those
emergency
repairs,
and
that
was
the
largest
cause
of
the
delay
so
we're
through
that
now
and-
and
you

one
good
thing
also,
you
see
that
all
of
bellardo
is
open,
so
we've
got
the
remediation
issues
on
both
sides.

care
of
the
construction
clearly
hasn't
been
going
as
fast
as
we
had
hoped
it
will
be
completed
this
year
and
actually,
what
we're
going
to
get
is
a
we'll
have,
is
a
full
time,
updated
time
frame
time
schedule
for
you
which,
which
we
need
to
articulate
to
both
you
and
the
city
council.
So
engineering
is
working
to
finalize
that
in
now,
unless
cynthia
you
have
something
more
updated
on
that
particular
time
frame.

to
be
in
the
province
of
the

parks
commission

guidance

issues
certainly

there

process

communication

parks

recs

topics

city
council
meetings

agenda

city
council
agenda
and
we
can
attend.

well

as
you
know,
commissions
speak
through
their
votes
and
so
when
you
have
a
vote
on
a
recommendation
to
council,
yes
that
needs
to
move
forward
and
matriculate
up
to
the
city
council
agenda.
So
the
department
director
is
the
best
one
to
help
shepherd
that
and
to
keep
you
informed
of
when
it
goes
there.
You
know
and
there's
a
couple
different
ways
that,
depending
on
the
project,
either
it's
a
receiving
file
or
it's
a
formal
discussion
or
action
item.
I
But
but
once
you
take
a
vote,
then
those
would
matriculate
up
to
council
and
I
would
rely
on
the
department
director
to
help
keep
you
informed
on
that
process.

that
I'd
like

We
had
been
working
on
a
project
with
a
sub
committee
on
naming
different
facilities
throughout
the
city,
all
fields
park,
naming
bleachers
different
areas
that
people
have
requested.
Already
things

named,
I
had
asked
the
chair
of
the
downtown
park
if
they
had
any
input
as
to
what
was
happening
with
the
naming
of
the
downtown
park
or
if
we
should
put
something
in
our
words
from
the
commission
about
we're,
eliminating
that
or
we're
working
with.
That
too,
can
you
address.
I
There
has
not
been
any
formal
discussion
at
this
point,
but
but
again
that
would
be
one.
Let's
just
say
you
wanted
to
to
make
a
formal
recommendation
to
council
you
would
you
would
go
through
your
discussion
process
and
and
make
a
recommendation,
and
that
would
then
go
to
city
council,
so
something
like
that
would
probably
be
a
receiving
file.

city
council
members
wanted
to
bring
that
item
forward
for
a
full
discussion,
they
they
would
ask
us
to
do
that
at
a
future
agenda.

So
that's
generally
how
that
would

work
now,
if
it's
a
larger,
like
a
policy
issue,
for
example,
your
naming
of
all
the
different
things
that
you
were
just
talking
about
on
something
like
that,
we
would
probably
put
that
on
for
more
of
a
discussion
item.

holstadge
and
mayor
pro
tem
middleton
were
were
liaisons
to
work
on
potentially
raising
funding
towards
the
downtown
park,
which
could
include
naming,
I
don't
know

status

I
can't

them
about
it,
so
I
would
reach
out
to
one
of
them
on
that
piece
as
well
with
the
thought
being
that
any
money
raised
would
go
into
parks.

in
the
city
through
any
of
those
efforts,
so

check

them

that
as

have
commission

commissioner
caldonado
and
commissioner
crawford

working

our
subcommittee
of
ideas
and
they've
gathered
information
from
various
cities
across
the
country
to
put
together

naming

other

do
it.
We
were
hoping
to
get
a
little
bit
of
feedback
from
council
before
we
finalize
it,
because
we'd
like
to
send
it
to
you
with
our
recommendation.

input

council
members

maybe
whether
it's
lisa
and

who

meet

I
missed
you
guys
in
december

thank

everybody

texts

check

see
how
I
was
doing

my
family

sick
time

we're
glad

back
here

work.
So
as
far
as
department
updates
late
last
week,
we
were
released
to
be
able
to
take
out
our
programs
back
into
the
park,
so
the
mobile
recreation
programming
that
we
were
doing
is
back
and
reinstated.

the
programs
that
I'm
talking
about
is
the
youth
conditioning
the
for
kids.
Only
after
school
homework,
tutoring
program
at
the
james,
o,
jesse
dance
classes.

The
department
is
going
to
be
putting
together
some
programming
for
black
history
month
in
february.
We
will
have
a
really
active
social
media
going
on
as
well
as
some
programming
at
the
parks
where
you'll
see
posters,
while
you're
in
different
park
areas
and
you'll
be
able
to
scan
the
qr
code
and
it'll
give
you
history
on
either
a
musician
artist
athletes
there's
a
gamut
of
african-american
individuals
that
we
will
be
highlighting
throughout
our
parks.

We
are
also
going
to
be
doing
kindness
rocks
in
our
parks,
we're
going
to
have
some
black
chalkboards
up
where
people
can
write
nice
kind
messages
or
you'll
find
some
decorated
rocks
with
some
nice
messages.
Kind
of
like
the
heart
valentine
candies
that
you
find-
and
you
can
make
your
little
messages
to
send
your
friends
so
you'll
see
that
throughout
the
parks
as
well
we're
trying
to
get
our
community
a
little
more
active,
even
if
they
don't
feel
comfortable
coming
to
classes,
they
can
at
least
still
participate.

so
you're
really
going
to
start
to
see
a
lot
more
of
that
programming
in
our
parks.
We
intend
to
take
basically
the
same
type
of
formatting
for
st
patrick's
day
and
then,
obviously
you

some
of
the
other
holidays

coming
up.

we're
going
to
really
try
to
make
a
push
for
that.
So
we
can
bring
some
education
while
you're
out
walking
at
the
parks,
and
you
know
doing
your
own
activities.

the
application

the
prop

grant.
It
did
get.
The
deadline
did
get
pushed
to
march.
So
I
am
working
through
that
and
I'm
going
to
meet
that
deadline
and
say
little
prayer.
So
we
can
get
this
extra
park
on
the
north
end
and
then
on
thursday
council
member
coors
already
touched
on
it.
But
there's
going
to
be
the
grant
match,
request
it's
in
new
business,
it's

and
we'll
talk
about
that
a
little
bit
later
through
in
the
agenda,
but
there's
also
another
item.
It's

calendar
it's

shade
structures
that
measure
js
funding.
This
was
part
of
the
recommendation
that
the
subcommittee
put
together
and
it's
going

be
for

structures.

basically
it's
going

council

contract

get
this
project
moving,
so
we
will
finally
have
some
beautiful
shade
structures
at
our
parks.

issues

concerns
complaints

the
temporary
restrooms

have
up
at

they
are
well

and

completed

repair
on
the
electrical
issue
at
dimuth
in
that
small
restroom,
as

parking
lot

for

fiscal

it
opened
and

as

it
is
a
well
utilized

well

ordered
additional
gravel

thought
is

I'm
at
that
city
hall
dog
park
about
six
days
a
week
and
wow.

know
it
just
breaks
my
heart.
One
is
a
taxpayer,
you

two

a
parks

it
breaks
my
heart
that
every
year
we
go
through
the
same
thing
and
you
know
if
we're
reseeding
over
and
over
again
and
fertilizing,
and
I'm
not
convinced
that
a
second
dog
park
will
actually
solve
all
of
those
problems.

were
really
hoping
for
a
larger
for
a
place
for
larger
dogs.
So
I
guess
my
point
is
that
the
money
that
we
spent
each
year
might
actually
be
reduced.
If
we
would
have
a
serious
conversation
about
swapping
out
most
of
that
grass
for
dg
and
using
grass
as
more
decorative
and
it
I
don't
know
how
we
as
a
commission
or
how
the
city
would
be
willing
to
have
that
conversation
or
move
that
idea
forward.

at
this
point,
if
we
take
five
years-
and
this
has
been
going
on
five
years-
we
probably
could
reduce
our
costs
and
save
some
money
and
there'd
be
some
very
happy.
People-
and
I
know
there'd-
be
very
unhappy.
People
who
just
want

lot
of
grass,
but
the
truth
is
all
winter
long,
it's
mud
or
dirt.
It's
not
grass.

long

made

decision.

part
of
those
conversations
about
six
years

the
city
spent
350
000
redesigning
it,

grass

least
interesting

put
grass
in
because
the
community
wanted
that
grass
and
they
were
really
vigilant
about
having
grass
and
six
years
later.

suggesting

the

recommendation
to
make
changes
to
a
lot
more

should
come

the

enough

thought

adamant,

had
meetings
with

leisure
center

people

want
grass,

this
park
for

see
when

palm
desert
park,

they
have
grass
and
that
small
dog
park
is
heavily
used.
They
don't
seem
to
have
these
problems.

going
on,
I
mean
part
of
the
problem
was
when
the
city
redid
the
dog
park
before
there
were
some
ideas
from
the
community,
but
there
are
others
that
weren't
and
I
think,
there's
a
way
to
be
creative
with
how
much
grass
we
have
without
taking
it
all
and,
of
course,
there's
this
whole
question
about
the
drainage
and
the
irrigation
system.
So
you
know
people
want
the
grass
I
mean
during
the
drought
emergency
when
those
of
us
on
the
drought
pass.
For
us.

talked
about
ways
to
reduce
the
grass
in
other
ways
and
also
keep
the
park
open
when
there'd
be
receding
by
different
configurations
of
the
grass
and
the
gravel
and
the
city.
Folks,
at
that
time,
nodded
their
heads
and
said:
yeah,
that's
an
idea,
and
then,
when
the
designs
happen,
nothing
came
to
reality.

there's
a
compromise
because

don't
think

recall
saying
removing

almost

recently

staff

desert
x

proposal

director

programs,
public
programs
for
desert
x.
I'm
just
background
who
I
am.
This
proposal
actually
came
out
of
a
conversation
that
I
had
with
jarvis
crawford,
who
is
a
friend
and
also
serves
on
the
parks
commission.

you
know,
he
reached
out
to
me
knowing
my
relationship
to
the
public
arts,
commission,
and
so
let
me
move
forward.

this
is
one
of
13
projects
that
desert
x
will
be
installing
in
the
coachella
valley
for
desert
x,
2021
exhibition.
This
artist
is
named
serge
atukwee
klotti.
He
is
from
akra
ghana
and
he
has
become
well
known
globally
for
his
woven
sculptures
and
installations
that
are
made
from
yellow
plastic,
jerry
cans
known
as
ku4
gallons.

These
are
colonial
objects.
They
are
remnants
of
a
colonial
past
when
I
think
it's,
the
belgians
had
had
produced
these
and
distributed
them
for
locals
to
transport
cooking
oil.
In
the
last
20
to
30
years,
these
jugs
have
been
repurposed
to
be
used
as
vessels
for
carrying
water
from
wells
into
local
communities,
so
they're,
very
common
objects
and
they're
recycled
objects,
but
they're
also
trash.
They
have
a
kind
of
you
know:
they're
an
important
object,
but
they're
an
everyday
object,
and
they
are
this
very
vivid
color.

So
he
as
an
artist
is
very
interested
in
environmental
issues,
and
I
think
his
projects
really
resonate
with
people
around
the
world
in
terms
of
thinking
about
recycling
and
the
environment
and
issues
of
water,
which
are
all
issues
we
share
here
in
the
desert.
So
the
wishing
wells
specifically
is
a
project
that
he's
designed
for
the
coachella
valley
and
they're
sculptural
objects
I'll
just
well.
This
is
a
map
that
this
is.
This
is
what
this
is
kind
of,
what
they
would
look
like.

an
early

can
share
power
of
a
photoshopped

of
of
how
we
envision
two
of
these
large
sculptural
objects
installed
at
the
james
o
jesse
desert
highland
unity
center.

two
of
these
objects
comprised

woven
jerry
cans,
woven
plastic.

reached
out
to
me,
because
this
project
had
originally
been
proposed
in
the
city
of
coachella
and
it
was
declined
by
the
city.
They
did
not
want
to
have
this
project
installed
there.
They
didn't
want
to
talk
about.

didn't
want
projects
that
talked
about
water
issues
and
dieter
said
hey.

know
this
is
the
the
the
location
here
is
really
interesting
because
of
the
james
o
jesse
center's
literal
like
it's
its
proximity
to
the
the
wash
and
the
natural
flows
of
water
that
used
to
occur
in
this
in
this
region
and
continue,
but
he
also
said
you
know
this
is
home
to
the
largest
african-american
community
in
the
coachella
valley,
and
so
for
these
two
reasons
this
would
be
a
really
interesting
project
to
bring
here.

look
into
seeing
whether
this
is
possible
and
so
as
a
public
art?

always
wanted
to
cite
something
compelling
and
and
large
and
interesting
in
north
palm
springs
and
as
a
recently
recent
employee
to
desert
x.

presented
it
to
my
colleagues
who
were
also
present
on
this
call

they

after
visiting
the
site
that
it
would
be
an
incredible
place
to
be
able
to
install
this
work,
as
well
as
draw
attention
to
the
really
good
work
in
the
community
in
the
really
strong
community,
the
oldest
community
here
in
palm
springs.

week

projects

we've
been
preparing
this
exhibition
since
march
2020
so,
and
we've
had
about
10
months
to
make
it
really
covet
resilient,
and
you
know
both
the
artist
projects,
but
also
the
visitor
experience
has
been
really
adapted
to
to
be
functional
or
safe.
During
the
purple
tier.

As
you
might
know,
we
recently
announced
a
postponement
of
the
show
until
the
state
home
orders
were
lifted
and
that
we
felt
that
it
was
safer
for
our
exhibition
to
open.
We
are
a
very
popular
exhibition
and
attract
hundreds
of
people
to
palm
springs
in
the
coachella
valley,
so
we
wanted
to
make
sure
that
our
impact
was
always
safe
and
very
respectful
of
our
communities.

in
that
light
we
will
be
announcing
soon
a
further
opening
day
within
the
spring
of
2020,
we're
now
looking
into
sometime
late
march
or
april
for
actual
opening,
and
the
exhibition
would
still
run
for
nine
weeks.

made
adjustments
from
prior
years
exhibitions
in
order
to
provide
more
coveted
safety
to
our
visitors,
our
teams
and
our
volunteers.

main
one
is
that
we
have
procured
for
what
we're
calling
health
ambassadors
to
be
present
at
each
of
the
sites,
and
these
will
be
security,
team
members
and
colleagues.

desert
acts

past
is
that
I
guess
it's
sequa

talking
about
parking
areas
and
staging
areas

trailways
and
in
the
past
these
exhibits
have
endangered
native
american
prehistoric,
archaeological
resources,
and
so
it
doesn't
seem
to
me
in
the
planning
that
there's
been
a
lot
of
concern
about
tribal
cultural
resources.

that's
a
very
important
issue
to
us-
and
we
have
for
this-
2021
exhibit
we've
been
in
touch
since
early
last
summer,
with
patricia
garcia
at
the
agua
caliente
tribe,
to
run
all
of

exhibition
sites
through
them
in
order
to
make
all
the
cultural
analysis
and
make
sure
that
we
move
safely
onto
sites
by
having
consulted
a
tribe
on
all
of
those
sites.

although
it
it's
it's
true,
it's
not
always
a
it's,
not
a
requirement
for
all
of
the
sites.

that
one
tribal
government
is
one
tribal
government
in
this
part
of
the
valley,
but
if
you're

other
parts

coachella
valley
there

other
tribal
governments
as

be
consulted.

point

it's
great
that
you
guys
are
finally
doing
that
consultation,
but
it
really
should
be
part
of
the
city
process
as
well
through
some

project

actually
reached
out
to
mara
and
desert
x
about.

saw
that
the
project
in
coachella
was
being
relocated
and
thought

james

jesse
would
be

good
fit.
Desert
x

trying
to
partner
with
the
community
since
2017
on
the
inaugural
event,
and
we
actually
passed
up
on
an
opportunity
to
have
an
art
piece
up
there.

we
wanted
to
reach
out
to
them
and
see
if
it
would
be
possible
to
put
some
of
that
art
back
in
our
community
and
with
this
piece
in
particular,
desert
highland
is
the
largest
predominantly
black
community.

So
we
we
thought
this
would
be
a
good
fit
and
also
james
o
jesse
has
proximity
to
chino
canyon
and
the
white
water
river.
As
mara
said,
we
and
travis
may
appreciate
this
or
he
may
not.
We
thought
that
this
would
be
a
good
way
to
highlight
the
issues
of
of
tribal
groundwater
rights
with
the
lawsuit
that
we
see
going
on
right
now
with
the
tribe
and
the
two
local
water
districts,
since
it
has
issues
also
in
ghana
with
water
issues.

I
thought
that
would
maybe
be
a
good
way
to
tie
it
in,
but
also
to
showcase
the
community
on
an
international
level.

well
and
as
mayor
said,
desert
x,
presented
at
our
neighborhood
meeting
last
tuesday,

I
think
it
was
pretty
well
received.

input

the

and
all

the
materials
from
ghana
to
la
they're,
currently
in

desert
waiting

be
installed
and
the
rest
of
the
funding
is
coming

for

next
exhibition.

article

back

interesting
interviews
with
people
talking
about
the
connections
and
community
connections
made
at
dog
park.

idea
that
it's
just
for
dogs-
it's
not
really
correct.

if
you
go
to
the
dog
park
in

early
morning
or
in
the
afternoon
most
times
you're
going
to
see
a
bunch
of
people
there
you

regularly

try
to
work
with
them
and

can't
because

is

bmx
biking
does
have

a
part
of
the
programming.

something
