delighted

too
that
the
airlines
are
recovering
at
a
faster
pace
than
anyone
projected,
including
the
airlines.

I
think
all
of
us
know,
it's
not
a
simple
just
to
bring
aircraft
who
have
been
sitting
off
to
the
side
back
into
the
online.
They
have
to
be
inspected,
there's
maintenance.
It
can
take
a
month
for
every
aircraft.
Flight
crews
have
to
be
called
back
from
furlough.
Some
may
not
be
current.
Some
may
need
recertification
retraining.
A
So
it's
not
a
simple
matter,
so
the
airlines
are
doing
what
they
can
to
accommodate
the
increase
in
the
passenger
demand,
which
I
think
has
surprised
everybody
it's
important
to
our
airport
and,
more
importantly,
to
our
community
residents
and
businesses
as
well
as
attractions.

luckily
I've
had
the
opportunity
to
give
updates
to
main
street,
which
I'm
also
a
member
which
they've
appreciated
the
updates
about
the
airport,
about
the
additional
airlines
about
the
additional
routes
and
about
the
increase
because
of
the
direct
effect
that
has
on
the
businesses
here
in
our
community
off
top.

know,
and
others
are
on
that
line
david
feldman
and
others,
and
they
they
can
also
attest
to
the
fact
that
main
street,
which,
by
the
way,
are
all
the
business
owners
of
indian
and
indian
canyon,
as
well
as
palm
canyon
and
surrounding
areas
meet
bi-weekly
with
two
city
council
members
to
discuss
issues
affecting
the
community.

may
have
read
in
sunday's
national
news
that
the
airline
industry's
recovery
from
the
pandemic
really
passed
a
milestone
as
more
than
2
million
people
streamed
through
the
u.s
airport
security
checkpoints.
Last
friday,
for
the
first
time
since
march
of
2020.,
tsa
even
announced
on
saturday
that
2.03
million
travelers
were
screened
at
airport
checkpoints
on
friday,
and
this
is
the
first
time
in
15
months
that
the
number
of
securities
screenings
surpassed
2
million.
In
one
day.
A
However,
the
recovery,
as
we
know,
isn't
complete
friday's
crowds
were
still
74
of
the
volume
compared
to
the
same
day
in
2019,
but
we
are
showing
a
very
aggressive
increase
and
the
airlines
are
still
trying
to
make
the
best
of
a
bad
situation
and
they're
starting
to
recall
employees
from
voluntary
leave
and
also
planning
to
hire
small
numbers
of
pilots
and
other
workers
later
this
year.

would
be

first
three

and

all
reapplied

reappointment
and,
as
I
understand
the
city
council
will
address
that

as

terms
of
tent
commissioners
totally
have
ended
on
june
30th,

addition
to
off

and
kevin

the
county

riverside,
which
are
also
open,

that
would
be
jill

from
cathedral
city,

palm
desert
and
bill
reason
from
rancho
mirage
and
peter
frame
moves
from
the
county
of
riverside,
so
their
respective
city
councils
and
others
will
make
a
recommendation

the

springs
city
council
for
replacements.

those
who
are

experience

the
expectations
of
all
of
its
stakeholders,
especially
airline
passengers.

club

attending

they've
asked

it's
possible

we

me
turn
to
executive

introductions
and
presentations.

don't

discuss
the
well
in
the
desert
and
potentially.

center

which
was
intended
regarding
the
boxing
club
location.
So
you
may
want
to
update
the
commissioners
on
the
action
of
the
city
council
from
last
week
that
have
not
moved
ahead
with
that
idea.

the

really
quick
before
I
do
that,
mr
chairman,
I'd
like
to
say
I've
seen
a
lot
of
people
conduct
meetings
in
my
day
and
you
conduct
a
very
smooth
meeting,
so
you
will
leave
big
shoes
to
fill,
at
least
in
that
regard
as
you
move
on
to
your
next
endeavor.
So
thank
you
for
your
service.

So
the
boxing
club
staff
had
a
conversation
with
council
last
council
meeting
that'd
be
last
week
and
basically
we
are
continuing
to
move
forward
with
a
prospective
service
located
at
boxing
club.

They
deal
with
federal
grants
they
bring
in
resources,
they
have
a
track
record,
simply
running
larger
and
more
expansive
programs.
So
we
see
that
as
a
positive.
The
direction
we
got
from
council
is
to
further
refine
an
agreement.
That
would
be
very
specific
in
terms
of
what
the
expectations
are
with
each
of
those
two
partners.

So,
whereas
before
there
was
a
conditional
use
permit
strictly
with
well
in
the
desert
and
martha's
village
and
kitchen
was
providing
services
at
this
point,
we're
pursuing
an
agreement
with
both
partners
and
and
potentially
depending
on
how
you
want
to
read.
You
know
the
specifics
with
the
agreement.

Martha's
could
even
be
a
primary
provider,
which
was
something
that
at
least
some
city
council
members
expressed
interest
in.
So
I
think
that's
a
positive
development,
as
is
the
conversation
among
the
council
members
to
really
hone
in
on
some
of
the
measurables
the
the
the
way
we
evaluate
the
program
really
speaking
to
moving
people
beyond
some
of
these
immediate
services
and
tracking,
whether
or
not
people
eventually
seek
other
kinds
of
assistance,
whether
it
be
mental
health
services,
drug
addiction,
housing
and
other
support,
services
and
they've.

Also
directed
staff
to
look
into
a
further
look
into
a
whole
host
of
what
I'd
call
secondary
impact
or
accountability
type
measures.
So
we
talked
a
little
bit
briefly
last
time
you
all
met
that
it
is
difficult
to
control
human
behavior.
Ultimately,
very
few
people
have
found
themselves
successful
in
doing
that,
but
the
providers
can
leverage
the
services
and
they
can
indicate
to
patrons
that
are
causing
you
know
those
kind
of
secondary
impacts.

They
can
suspend
services,
which
would,
I
think,
be
a
deterrent
not
only
to
that
kind
of
behavior,
but
should
an
individual
be
suspended,
there's
less
reason
to
hang
out
approximate
to
the
location
to
the
boxing
club
right.
So
those
are
the
kinds
of
things
that
we're
working
on
to
try
to
make
sure
that
we
have
greater
accountability,
fewer
impacts
and
higher
efficiency
service.

This
time
around,
we've
also
talked
internally
that
we're
going
to
attempt
to
increase
our
communication,
both
internally
and
with
our
partners,
so
we're
starting
to
have
more
robust
meetings
between
not
just
these
two
providers
that
would
operate
out
of
the
boxing
club,
but
others
that
have
other
services.
So
we
can
better
identify
gaps.
G
Linkages
between
the
service
partners
and
really
just
be
a
more
robust
part
of
that
conversation
and
then
on
a
local
level
with
those
two
partners
making
sure
that,
when
our
police
officers,
for
instance,
might
make
observations
to
the
extent
that
our
airport
personnel
are
making
observations
or
other
neighbors
that
we're
really
in
pretty
constant
communication
with
the
providers,
so
that,
rather
than
looking
at
this
as
kind
of
a
service
provider
on
the
side
and
and
the
city
and
the
city's
response
to
these
issues
as
separate
that
it
really
comes
across
as
more
of
a
collaborative
approach.

We're
hoping
that
that
level
of
communication
and
collaboration
will
be
a
further
mitigating
factor
in
some
of
what
we're,
anticipating
our
you
know,
possible
negative
impacts.
So
that's
really
where
the
stage
is
set.
I
think
for
your
conversation.
We
did
talk
a
little
bit
last
time
about
what
I
perceive
as
the
appropriate
role
for
the
airport
commission.
It's
worth
reiterating
that
this
is
a
largely
an
advisory
body
plays
a
very
important
role,
has
unique
insight
in
overseeing
airport
operations
in
depth,
something
the
city
council
could
not
do
on
its
own.

Given
the
breadth
of
issues
that
the
council
needs
to
undertake,
so
that
perspective,
especially
to
the
extent
that
it's
unique
and
there's
insight
that
city
council
doesn't
have,
I
would
encourage
the
commission
to
share
that
insight.
I
don't
think
it's
generally
appropriate
for
any
of
the
agencies
serving
at
the
pleasure
of
city
council
to
advise
in
any
way
that's
contradicting
the
council's
direction.
So
I
certainly
do
that.
Don't
do
that
at
the
staff
level
and
discourage
commissions
from
doing
the
same
and
that's
and
that's
not
to
de-emphasize
the
value
of
your
perspective.

But,
it's
simply
to
say,
city
council
is
accepting
all
of
our
advice
as
input
and
dealing
not
only
with
the
areas
of
our
particular
affinity,
interests
or
participation,
but
with
the
entirety
of
the
issues
faced
with
the
city
council.
So,
needless
to
say,
they
share
both
the
interest
of
an
entity
like
the
commit
the
airport
commission.
They
want
to
see
the
airport
successful.
They
don't
want
to
see
the
impact,
but
then
they're
also
dealing
with
the
other
issue
involved
in
this
conversation,
which
is
the
persistent
homeless
issues.

So
I
don't
think
it's
productive
to
opine
in
such
a
way
that
would
contradict
their
evaluation
when
they
have
both
interests
in
mind,
and
perhaps
the
airport
commissioned
in
this
capacity
at
least,
would
really
primarily
only
have
one
side
of
that
discussion
in
mind.
I
think
that's
true
of
all
commissions
that
serve
an
advisory
capacity.
I
think
it's
true,
as
professional
staff.
I
never
take
a
position,
that's
contradictory
to
the
direction
of
council
either
because
I
also
serve
at
the
pleasure
of
council.
So
that's.

see
the
issue,
but
I
do
think
it's
certainly
important
for
you
to
be
advised
and
for
you
to
give
advice
and
again
share
the
unique
insight
that
you
have
serving
in
this.
You
know
more
robust
capacity,
focused
capacity
and
make
sure
that
our
eyes
are
open
and
that
we
have
every
attempt
to
account
for
your
perspective.
So
with

commission,
I'm
happy

That's

good
question.
We
are
in
discussions
with
the
providers
about
security.
I
think
the
security
we
had
in
mind
was
primarily
during
hours
of
operation,
so
I
would
want
to
confer
with
our
police
department
to
get
a
better
sense
of
the
break-ins
that
they've
experienced
and
to
what
extent
they
attribute
those
break-ins
to
you,
know
the
activity
of
the
well
in
the
desert
at
its
current
location
and
then
see
what
happens
as
we
move
over
here.
That's
something
that's
needed,
I
think
that's
something
we
would
have
to
look
at.

not
even
clear
enough
on
our
current
operations
with
security
to
understand
you
know
who
would
pay
and
who
would
provide
those
extra
patrols.

don't
even
know
exactly
our
breakdown
of
kind
of
bona
fide
law
enforcement
and
any
other
security
type
personnel
that
might
help
report
incidents
and
things
like
that.
But,
needless
to
say,
we
want
to
be
proactive
and
aware
of
that
potential
and
try
to
prevent
it
before
it
happens.

curious
just
whether

not
you'll
be
extending
their
current
term,
because
I
think
it
ends
at
the
end
of
this

there's
some
possibility
that

facilitate
the
relocation
within
30
or
60
days,
even
if
we
weren't
completely
done
with
the
agreement
as
long
as
we
had

basic
foundation
in
place
as
we
worked

operationalize

further

one
way

other,

expect
we'll
need
at
least
some
potential
continuation

services.

thing
I'm
doing

meeting

the
county
to
understand

they're

able

open
up

robust

center

then
there
was
a
little
bit
of
back
and
forth

them

provider

hoping
to
contract
with

meet

county

I'm
also
trying
to
figure
out.

follow-up,

with
that
said,
is
this
still
looked
at
as
a
short-term
agreement
or
as
a
long-term
agreement
or
and
with
all
of
the
different
adjustments
and
and
changes
that
have
to
be
made

misting

needs

be
done
and
allowed
and
all
of
that
stuff?

looking
at
it

I
would
still
say
short
term,
but
I
should
probably
qualify
that
and
what
what
I
mean
by
short
term
is
city
council
has
directed
staff
to
really
look
at
long-term
solutions
and
solutions
that
would
be
housing
first
type
solutions,
there's
mounting
evidence
both
in
literature
and
in
kind
of
more
recent
and
local
anecdotal
experience
that
the
housing
first
solutions
are
the
most
successful
at
lifting
people
out
of
homelessness
and
even
with
dealing
with
some
of
the
other
issues
that
plagued
this
community,
the
the
unsheltered
community,
drug
addiction,
mental
health,
etc.

So
that's
really
where
they'd
like
to
focus
some
of
the
funds
that
the
city
received.
It's
worth,
mentioning
that
the
art,
because
of
our
city
council's
lobbying,
we
were
the
only
community
in
california
and
our
population
get
some
of
the
special
hat
funds
that
that
they've
set
some
of
the
remaining
funds
aside
for
this
endeavor,
hopefully
in
coordination
with
the
county
who's
also
receiving
some
of
the
the
windfall,
not
only
from
you
know,
reimbursement
funds
federally,
but
anticipated
new
funds
to
come
in
the
state's
budget.

I
just
wanted
to
raise
again
the
issue.
It's
not
really
an
issue
request,
discussed
at
the
last
meeting
with
the
city
manager
about
getting
a
legal
opinion
on
what
the
rights
of
any
individual
is
on

airport
property
both
inside
and
outside
so
staff.
In
particular,
I
mean
I
don't
think
that's
something
the
commissioners
are
going
to
manage,
but
clearly
it's
possible
that
staff
will
be
managing
such
issues
and
we
have
constitutional
rights
and
all
of
those
things
here.
So
I'd
just
be
interested
in
following
up
and
being
events
on
the
on
the
docket.

we
are
looking
at
that,
but
but
you're
right,
essentially
areas
that
are
open
to
the
public.
Currently,
in
other
words,
they're,
not
behind
security-
and
you
know,
they're,
they're,
they're
open
would
be
open
and
that's
that's
exactly
why
I
kind
of
emphasize
it
is
hard
to
control
human
behavior,
but
we
can
leverage
the
services
themselves,
and
I
don't
know
that.
That's
something,
that's
frankly
been
done.

think,
as
some
of
as
I
go
out
and
visit
with
these
providers,
so
I
went
out
and
toured
martha's,
village
and
kitchen
in
indio
for
instance,
and
asked
them.
What
do
you
do
when
they're
in
bad
behavior
and
I'm
learning
more
and
more
about
how
each
agency
handles
things
like
suspension
of
services
to
try
to
leverage
good
behavior?
So
those
are
really
going
to
be
our
primary
tools.
That,
and
frankly,
as
I
mentioned
last
time,
we
discussed
this.

If
the
impacts
are
just
significant,
you
know
we
may
have
to
once
again
look
at
at
trying
to
shift
either
locations
or
our
approach
to
these
services.
That's
that's
hard
to
do
because
there
aren't
a
lot
of
options,
and
this
is
exactly
why
the
long-term
approach
is
important
and
we're
trying
to
move
forward
with
some
ace
for
that
long-term
solution.
But
we
still
want
to
use
the
tools
we
do
have
in
the
toolbox.

So
you're
right,
we
won't
be
successful,
removing
people
for
no
reason
in
certain
instances
we're
able
to
enforce
loitering
or
we're
able
to
identify
other
behaviors
that
aren't
allowed
right
and
especially
when
it
comes
to
things
like
you
know,
drug
use-
or
you
know
some
of
the
negative
secondary
impacts,
we're
talking
about
criminal
type
activity.
I'm
short
of
that
we'll
really
be
looking
to
leverage
the
services
themselves
to
encourage
or
compel
better
behavior.

if
some
of
the
clients
of
the
well
are
in
the
public
areas
or
on
the
grounds
in
the
bathrooms,
in
any
of
the
lounge
areas,

removing
these
people,
if
there
are
issues
in
terms
of
behavior
or
other
things
that
we've
experienced
throughout
the
city
with
the
homeless,
some
of
the
challenge
we've
had
is
that
do
we
have
airport
security
responsible?

it?
Is
it
palm
springs?
I
I'm
interested
to
see
you
know
what
are
your
thoughts
about
how
to
hold
these
folks
accountable?
There's
a
lot
of
skepticism
about
the
impact
of
moving
this
to
a
different
neighborhood
and
close
to
the
airport.
You've
heard
all
of
that,
but
you
know
if
it
doesn't
work
and
if
some
of
the
problems
we've
experienced,
the
other
parts
of
the
city
happen
in
the
boxing
club
and
at
the
airport.
What
happens
then-
and
I
know
you
mentioned
accountability-
it
was
mentioned
in
the
city
council
meeting.

So
what
I
really
mean
by
communicating
and
leveraging
these
services,
though,
is
a
lot
of
these
individuals
are,
are
known
both
to
our
law
enforcement
personnel
and
to
the
service
providers.
So
what
well
in
the
desert
has
offered
up
as
one
mechanism
is
to
say
patrons
when
they
come
in,
if
they
want
to
take
advantage
of
the
services
they're
going
to
sign
an
agreement
saying
that
they
won't
go
to
the
airport
property,
so
an
individual
can
volunteer
themselves
and
the
provider
can
bind
the
service
to
adhering
to
that
agreement
right.
That
part
is
legal.

Now,
if
we
go
out-
and
we
see
somebody-
and
maybe
it's
not
an
unlawful
issue,
but
we
think
it's
a
breach
of
that
arrangement.
This
is
where
that
communication
comes
in
our
police
department
or
anybody
else
who
intervenes,
but,
but
especially
our
community
service
officers
are
actually
often
the
ones
that
are
ideal
to
respond
to

problems

are
a
variety.

that

don't
need
to
discuss,

the
bottom
line
is
it's
not
just
a
migration
issue,
necessarily
they
came
from
community

went
to
community

This
is
an
increasing
problem
everywhere
and
we
will
have

challenge
one
way

the
other
if
homeless
persons
are
here.
So
one
of
the
things
we
have
to
consider,
quite
frankly,
is:
are
we
better
off
with
a
touch
point
with

To
try
to
leverage
services
with
somebody
conducting
any
kind
of
you

patrol
having
a
discussion
or
if
the
ultimate
accountability
was
remove
the
services,
the
people
don't
go
away,
they
likely
don't
even
go
from
here

community

continue
to
do
whatever
they're
doing
without
the
touch
point,
without
the
interaction
without
eyes,
ears,
etc.

know
this
from
doing
right,
along
with
our
police
officers,
as
they
break
up

camps

go,
so
they
run
them
from
one
neighborhood
to
the
next
neighborhood
and
they're
just
waiting

next
call
from
the
next

a

7
cooling
center,
we're
asking
about
what
is
the
cost
so
that
maybe
we
can
extend

service
like

them

having
a
stakeholder
meeting
a
couple
of
them
actually,
including
one
that
will
involve
our
two
liaison
city,
council
members
and
other
interest

let's
compare
notes,
are
there
other
best
practices
we
can
learn?

know
we
want
to
give
it
an
earnest
effort
to
work
at
the
end
of
the
day.

people

don't

away

on

at
nobody.

is
somebody
with
severe
mental
illness
that
needs
real
help
and
resources.

something

worst

answer

think

exactly
right

have
both
theoretical
and
kind
of
literature,
evidence

first
with
with
wrap-around
services,
meaning
they
get
help
with
mental
illness.
They
get
prescriptions
that
that
can
help.

to
somebody
every
day
through
the

unit

they're
living
in

have

touch
point

just
see
what
their
mental
state
is
that
day
to
make
sure
they're,
taking
their
meds
to
interact
with
family.
If
the
individual
has
family,
maybe
reconnect
them
in
a
way,
that's
more
manageable
right.
Those
are
the
things
that
I
think
are
are
proving
to
be
the
best
we
can
do
the
county
through
project
room
key,
did
put
dozens
of
people
in
long-term
housing.

program
run
by
our
our
councils
and
governments
they're
not
helping
people
by
the
dozens,
but
one
at
a
time
they
are
finding
the
most
chronically
homeless
and
helping
them
through
housing.
First,
so
we
can
expand
those
kinds
of
services.
Those
are
the
ones
having
success.
It
will
take
a
little
time
in
the
meantime,
we're
going
to
try
to
manage
these
others
as
best
we
can.

votes
when
we're
not
able

vet

these

be
voting
on
these
issues
or

idea

thoughts

important

commission

the
community

way
that
it
works

we

our
input
and
then
sometimes
they
disagree.

practice

to
disagree

conversations
being
had,

once

decision

made,

don't
have
to
agree
with

to
the
overarching
policy
body,

elected,

that
policy.

if
we
say
council
put
it
over
here

council
says
we're

it
over
there,
we
say

impacts

both
advocates
of

whole
rooms,
as

as
some
of
the
airline
ato
offices
and
some
of
their
breakthroughs
that
has
since
been
completed,

agencies

the

aircraft,
so
we'll
have
a
first
class
and
coach
class
and
in
their
competing
economy
product
as
well,
be
on
the
plane
southwest
under
four
new
routes:
seasonal,
daily
search

chicago
midway
and
dallas
love,
seasonal
saturday
service
to
portland.

both
run

frame

really
trying

make
sure
we

all
different
aspects

people

stakeholders

community
from

city

palm
springs
to
the
greater
valley
reaching
out
it's
one
reason:

excited

greater
coachella
valley
chamber
of
commerce
should
come
on
because
they
represent
several
other
cities
in
the
valley
and
also
from
an
economic
development
viewpoint.
We
can
get
it
from
the
coachella
valley.
Economic
partnership
and
they'll
be
able
to
give
us
feedback
on
how
they
work
with
the
airport.

they're
hearing
what
the
community
is
telling
them
and
kind
of
just
kind
of,
like
almost
like
think
of
like
a
little
bit

a
focus
group
to
really
kind
of
see
what
every
all
the
residents
of
the
valley
really
think
of

airport

we're
doing
and
maybe
ways
we
can
better
communicate
with
them.

in
addition

these
group
interviews,
we'll
also
be
doing
surveys,
and
so
those
will
be

have
a
survey
forum
for
all
airport
commissioners
that
are
not
on
the
marketing
community
will
be
sent
out.

think
it

two
meetings

A
question
was
brought
up
about
us
researching
an
airport
lounge.
We
did
a
quick
survey
of
u.s
airports
with
less
than
2
million
payments
in
2019.
I
think,
if
I
remember
correctly,
I
think
we
were
just
shy
of
1.3
million
employments,
so
airports
in
the
us
that
fall
in
that
category
are
actually
over
300..

We
were
able
to
find
three
airports
that
had
lounges
colorado
springs,
greenville,
spartanburg,
south
carolina
and
in
mobile
alabama.
A
couple
things
want
to
note
that
were
differences
between
those
airports
and
ours
is
that
they
have
a
more
even
passenger
numbers
throughout
the
year.
We
have
our
bigger
dips.
We
have
another
really
strong
winter
tourism
season.

Of
course
we
slow
down
the
winter
season,
so
we
have
kind
of
big
swings
where
you
know
in
the
winter
season,
we
may
have
5
000
people
come
through
in
one
day,
but
in
summer,
maybe
about
2
000
people
where
theirs
are
more
pretty

split
year
round.

their
passenger
enough
traffic-
they
have
is
more,
they
have
a
lot
more
business
traffic
than
we
do
or
we're
very
of

you

very
leisure
dependent.

differences

to

recent

imperatives

city
used

personnel

meetings

we

since
lost

that
personnel.

that
it's
pretty
convenient
for
people
to
be
able
to
tie
in
remotely
not
as
much
for
the
commissioners
and
for

us
that

this
business
every
day,
but
especially

members

the

one

things

council
wants
to
consider
is
is
how,
and
when
we
implement
that
if
we
have
widespread
return
to
in-person
meetings,
we
need
to
hire
an
individual
to
record
those
meetings
to
make
them
available
to
maximize
transparency,
something
that's
really
easy
to
do
by
a
zoom.

easy
to
have
hybrid
meetings
where
they're
reported
by
zoom,
but
conducted
partially
in
person,
so
we're
working
through
some
of
that
now
and
trying
to
create
a
plan
bear
with
us.

we
do
that,

return
it

person

we'll
also
need
a
lead
time
to
hire
personnel
and
go
back
to
recording
those
meetings.
