unanimous
that
we
really
thought
that
these
plans
were
good

historic
preservation,
standpoint,
the
Palmer
Saban
original
house
is
being
sensitively
repurposed
for
this
and
the
other
buildings
that
Cascade
down
the
hill
are
also
being
simplified.

Art
Colony,
a
class
three
Historic
Site,
located
at
137
to
147
South
talkwoods
Drive,
the
the
project
submitted
today
as
a
study
session
in
which
no
action
will
be
taken.
This
is
a
discussion
for
the
board
to
ask
questions
and
provide
comments.

the
Soho
house
project
is
located
at
147
South
talk
which
Drive
the
aerial
photograph.
That's
before
you
gives
you
an
outline
of
the
proposed
design
of
the
location,
which
is
the
historic
resources
which
are
to
the
right
hand,
side
or
at
the
West
End
of
going
up
the
mountain,
and
then
the
flat
portion
of
the
site
is
where
new
construction
for
the
swim
club
would
be
proposed.

members
of
the
hspb
attended
a
site
visit
a
few
weeks
ago
and
you
were
able
to
see
the
resources
themselves,
so
the
project
concept
is
the
rehabilitation
of
five
buildings,
and
my
presentation
will
be
rather
short
compared
to
what
ARG
will
be
giving.
So
this
is
just
an
overview
a
proposing
to
convert,
though
the
artist
Colony
into
nine
hotel
rooms.
New
construction
includes
a
pool
house,
an
entry
building,
pool
and
Cabanas,
and
then
an
off-site
parking
lot
at
the
corner
of
takowitz
and
kuya.

that
were
submitted
to
the
board
includes
a
site
plan
which
shows
the
prod
properties
that
are
contributing
and
non-contributing,
and
it
also
shows
new
construction,
the
pool
and
the
the
pool
house,
the
at
the
pro

applicants
presentation,

go

this
in
much
greater
detail
than
I
will
so
I
just
wanted
to
show
you
a
site
plan.

The
study
sessions
goals
is
to
review
the
site
development
proposal
review,
the
study,
which
will
be
discussed
in
just
a
second
alterations,

buildings
and
Landscaping
the
proposed
new
structures,
because
the
site
includes
the
historic
contributing
structures

class
III
site
involves
the
new
construction
funding.
Staff
is
not
particularly
looking
at
comments
about
the
new
construction
itself,
the
architecture
but
how
it
fits
into
the
site
and
also
the
parking
which
will
be
at
an
off-site
location.

this
afternoon

my
ARG
colleagues,
Grace
Davis
and
Evan
St
Charles,
who
are
working
with
me
on
this
project
and
I'm
also
joined
by
Jared
soul
from
Soho
house.
So
we
will
all
be
available
at
the
end
of
this
presentation
to
answer
any
questions
that
you
might
have,
and
we're
really
really
excited
to
be
here
to
present
this
project
with
you
all
in
this
study
session.

So,
as
you
know,
this
project
is
located
at
the
West
edge
of
the
city.
It's
tucked
up
against
the
base
of
the
San
Jacinto
mountains.
The
project
site
here
is
outlined
in
red
and,
as
you
know,
this
is
the
former
Colony
21

site,
and
it
contains
six
existing
buildings,
Hardscape
landscape
and
open
space.
So
the
green
shaded
area
encompasses
the
extent
of
the
historic
buildings
on
the
site.
All
six
buildings
within
that
historic
area
will
be
retained
and
rehabilitated
as
part
of
the
project.

There
are
no
historic
features
in
the
Eastern
portion
of
the
site
at
all.
One
of
the
prevailing
goals
of
the
project
is
the
preservation
of
the
historic
buildings
and
the
site
character,
there's
truly
a
deep
understanding
of
the
uniqueness
of
the
site
to
the
cultural
history
of
the
city
and
from
the
very
beginning,
this
project
has
prioritized
the
preservation
of
its
history
and
its
character.

So
one
thing
I'll
just
mention
quickly,
while
we're
on
this.
This
slide
is
that
Soho
house
also
acquired
The,
Willows
Bishop
O'donnell
house
and
lay
Valerie
kind
of
up
to
the
top
right
and
then
the
office
off
of
this
map.
Here,
although
the
project
does
not
include
work
to
any
of
those
buildings,
so
I
won't
be
discussing
those
any
further.

So
one
building,
although
it
dates
the
historical
period
this
building
here,
137
South
Tahquitz,
was
found
to
be
a
non-contributor
because
it's
been
significantly
altered
and
there's
one
other
building
here:
145
South
Tacos,
that's
not
part
of
the
the
historic
artist
Colony.
It
was
constructed
in
the
early
2000s
around
2006.
H
clerk
is
a
unknown
American
impressionist
painter
who
had
a
primary
residence
in
Pasadena
and
seems
to
have
used
these
buildings
seasonally.
The
third
building
in
these
images
at
right
is
137.
South
tacowitz
was
built
around
the
same
time,
but
it's
unknown
who
commissioned
its
construction
and
it's
also
been
significantly
altered.
So
this
is
our
non-contributor,
so
just
some
existing
photographs
of
these
buildings.
The
two
buildings
on
the
left
are
the
Clark
residence
in
studio
today
and
then
on.

The
right
is
137
South
Tahquitz
Parks
buildings
have
endured
some
alterations
over
time,
including
a
second
stray
Edition
on
the
studio
building
the
addition
of
some
balconies
and
pergola's
new
stucco,
some
new
windows
and
paint.
But
despite
these
mainly
cosmetic
changes,
we
determined
that
they
still
retain
sufficient
Integrity
to
convey
their
significance.
H
Foreign
about
two
years
after
Clark
finished
his
home
in
studio,
John
Burnham
constructed
his
own
house
in
studio
at
147
and
143
South
Tahquitz
Vernon
commissioned
Pasadena
architect,
Henry
Palmer
Simon,
to
design
the
house
in
the
studio.
Although
Burnham
was
an
aspiring
painter.
His
enduring
Legacy
in
Palm
Springs
is
that
of
a
patron
of
the
Arts.
In
addition
to
cultivating
a
small
rotating
community
of
artists.
H
Here
he
also
funded
the
Palm
Springs
Art
School,
which
opened
in
1930
Burnham,
taught
classes
at
the
school,
and
he
invited
artists
to
stay
at
this
property
with
him
and
due
to
the
seasonal
and
temporary
nature
of
their
visitation.
It's
been
really
hard
for
us
to
track
down
exactly
who
stayed
at
the
property
and
when,
since
it
was
never
their
permanent
residence.
But
we
do
know
from
from
research
that
artists
such
as
Maynard
Dixon,
John,
Hilton,
Jimmy,
swinerton,
Clyde,
Forsyth
and
Nikolay
fasheen
spent
time
at
the
property.
H
So
this
is
the
Burnham
Residence
at
left
and
then
the
studio
at
right
today
and
original
drawings
and
specifications
for
this
house
are
in
Saban's
archive
at
UC
Santa
Barbara,
which,
in
addition
to
the
great
research
that
we've
had
access
to
at
the
Palm
Springs
Historical
Society
This
research
at
UC,
Santa
Barbara,
has
been
just
incredibly
helpful
to
us
in
this
project.
H
So
in
summary,
we
determined
that
this
collection
of
buildings
is
significant
for
its
association
with
the
early
community
of
visual
artists
in
Palm
Springs,
largely
cultivated
here
by
Burnham,
the
John
Burnham
artist,
Colony
historic
district
is
eligible
for
listing
in
the
National
and
California
registers,
as
well
as
the
city
of
Palm
Springs
historic
district.
We
determined
that
the
periodic
significance
is
1926
to
1954,
starting
with
Austin
Clark's
tenure
and
then
ending
when
Burnham
sold
the
property
to
Francis
Crocker,
who
was
also
a
notable
Palm
Springs
resident
for
completely
different
reasons.
H
So
now
I'd
like
to
just
talk
a
little
bit
about
the
proposed
project,
particularly
as
it
relates
to
the
historic
buildings
on
the
site.
This
is
a
proposed
site
plan
that
shows
locations
of
the
existing
buildings
in
relationship
to
the
new
development
and
you'll
note
that
almost
all
new
construction
is
isolated
from
the
historic
buildings
to
the
east
of
the
driveway.
H
H
They're
really
only
being
touched
to
the
extent
necessary
for
Universal
accessibility
and
life
safety
safety
and
for
minor
cosmetic
changes
in
some
instances
later
alterations
to
historic
buildings
will
be
reversed,
including
removal
of
some
non-historic
decorative
elements,
and
new
construction
in
this
area
is
limited
to
a
small,
detached,
accessible
restroom,
which
is
up
near
the
Burnham
residence
detached
and
putting
the
restrooms
here
really
allows
us
to
not
have
to
interrupt
the
interior
of
the
Burnham
house
by
providing
accessible,
restrooms
Inside
by
keeping
them
outside.

We
don't
have
to
intervene
as
much
inside
the
historic
residence,
so
we
decided
to
put
those
restrooms
outside
sort
of
tucked
away
to
the
back
and
then
there's
also
in
addition
to
the
non
sort
of
the
non-historic
building
here,
number
six
on
the
site
plan,
adding
a
second
accessible
hotel
room
here
and
attaching
it
to
the
entry
gate
that
spans
the
driveway.

So
I'd
like
to
mention
just
that.
Arg
is
the
design
architect
for
all
the
work
on
the
existing
buildings,
just
ensuring
that
all
work
continues
to
comply
with
the
Secretary
of
the
Interior
standards,
and
the
team
also
includes
our
RDA
architects,
who
are
designing
the
new
buildings
on
the
site.

The
detached
restaurant
facility
that
I
mentioned
is
kind
of
tucked
back
here
behind
the
umbrellas,
as
you
can
see,
detached
and
tucked
away
behind
the
house,
and
then
this
is
the
rendering
of
the
upper
deck
at
the
Burnham
residence
with
the
house
that
left,
I'm
all
historic
character
of
the
house,
including
all
of
its
original
materials,
will
be
retained.

New
construction
as
part
of
the
project
takes
place
almost
entirely
at
the
Eastern
portion
of
the
site,
and
it
includes
the
pool
house,
the
pool
itself,
Cabanas
Lounge
the
entrance
gate
and
some
outdoor
spaces
for
food
and
beverage
program.
All
new
buildings
have
been
decided
designed
in
accordance
with
the
Secretary
of
the
Interior
standards,
as
they
relate
to
new
construction
and
compatibility.

The
new
buildings
draw
inspiration
from
the
late
1920s
period,
Revival,
aesthetic
of
the
existing
buildings,
while
clearly
being
buildings
of
today,
as
directed
by
the
standards
and
guidelines
and
finally,
I'll
just
end
our
presentation
with
a
couple
of
renderings
of
the
new
construction.

kind

traffic

anticipating
a
Planning
Commission
study
session
in
either
November
or
December
hspb.
We
will
review
the
alterations
to
a
class
3
site
later
on
and
Ken
may
be
able
to
help
us
with
the
scheduling
of
that.

judicial
use,
permit
and
then
arc
our
architecture,
Review
Committee
reviews
the
architecture
and
Landscaping
of
the
new
construction
on
the
site,
and
then
we
move
into
building
well.

historic
resources

there's

fragment

a
portion
of
the
talk
which

this
site

believe
that
the
historic
Resources
Group
report
does
address
that
so
with
that
I'll
turn

we
conclude

the
historic
buildings

consistent.

you

the
massing,
the
materials
and
colors.

finishings
that
exist
on
the
historic
building
things
and
it
is
wise,
I
believe
to
document
in
an
archival
file,
new
work
and
new
components
to
distinguish
some
of
the
new
elements
from
those
that
are
original
I
think
that's
important
to
have
that
documentation.
So
it's
very
clear:
you'll
do
a
wonderful
job
and
we
won't
know
the
difference
between
what
was
historic
and
and
what
is
new,
hopefully,
and
so,
and
of
course,
I
want
to
add
that
I'm
hopeful
that
you
know
any
proposed
alterations.

around
into
the
historic
buildings
could
also
restore
lost
or
deteriorated
features
as
as
there
are,
and
and
remove
any
past
alterations
that
that
impair
the
the
site's
historic
Integrity.
So
those
are
just
a
couple
of
thoughts
that
you
you've
really
stated
and
I'm
just
reinforcing
them.

for
the

other

to

board
did
take
a
very

tour

the
property

couple
of
weeks
ago,

project
managers

ARG

leading

charge

it
was
extremely
informative.
It
was
really
really
great
to
be
on
site
and
to
get
a
real
feel
for
what
we're
talking
about
with
this
project.

commend
City
staff
on

care

they're
taking
with
this,

their
understanding
of
how
important
this
site
is.
Historically.
Having
said
that,
and
Ken
mentioned
it's
a
very
complicated
project,

way
it

presented
to
us
actually
makes
it
quite
uncomplicated.

the

the

Heritage
organizations

the

we

where
we're
at

the
chair
and
I
am
his
co-chair
for
this
conference
and
as
advisors
we
have
Catherine
and
Dick.

who've
worked

Symposium
in
previous
years,
and
the
reason
we
only
have
two
people
I
think
we
mentioned
last
at
the
last
meeting
on
the
committee
is
that
we
now
have
a
board
of
only
five
members,
so
we
can
have
a
quorum
of
members
at
the
meetings,
so
Catherine
will
be
serving
in
an
advisory
capacity
and
there
won't
be
three
of
us
at
any
of
the
meetings.

just

briefly,
our
working
title,
which
is
you
know
pretty
firm

this
point,
is
a
mirage,
becomes
an
oasis,
water
and
tourism
in
Greater,

The
fall
version
is
this
coming
week
and
the
hspb
unmanned
Booth
will
be
again:
we've
been
invited
to
be
at

convention
center
and
so
I'll

setting

the
booth

our
usual
yellow
banners
and
handout
materials
for
the
modernism
show.

of
all,
there
was
some
questions
that
came
up
today
from
a
member
of
the
public
regarding
removal
of
trees
at
the
Bank
of
America.
Those
were
items
that
I
did
review
at
an
hpo
level.
The
trees
were
causing
problems
in

sewers
at
the
bank
and
the
bank
asked
if
they
could
remove
them.

city's
policy
is
basically
remove
a
tree
plant
a
tree,
so
I
required
them
to
plant
three
additional
shade
trees
in
the
parking
lot
in
exchange
for
the
removal
of
those
three
palm
trees,
the
palm
trees
were
not
original
trees.
I
did
verify
that
from
looking
at
the
original
historic
photos.
They
were
planted
sometime
after
the
building
was
built,
so
the
next
one
is
in
your
packet.
You
found
the
certified
local
government
annual
report.

is
something
that
normally
has
to
be
turned
in
way
back
in
March
and
April
and
for
a
number
of
different
reasons.
I
didn't
get
done
until
today,

I

turning

we

certified
local
government
grants
that
we
can
apply
for
only

we've
turned

our
annual

grants

unspent

been
talking
about
with

idea

possibly
putting

idea
of
putting
up
PC
labels
on
some

historic
markers

viewing

property
to
not
only

that's
on
the
marker,
but
to
also
be
able
to
scan
the
UPC
code
and
get
some
additional
information
in
more
detail
about
the
property.
So
we're
looking
at
that
as
a
possible
project.

able

get
any
Grant
funds,
there
was,
as
the
city
council
requested,
a
we
are
going
to
be
conducting
monthly
site
visits
with
the
owner
of
the
orchid
tree
and
historic
Community
Church.

held
this
first

think
it
was
the
third
of
of
October.
There
are
a
number
of
items
that
the
staff
has
put
the
property
owner
on
notice.
They
must
submit
and
register
the
buildings
as
vacant
buildings.
There
are
a
lot
of
security
issues
that
are
still
pending
at
the
site.

be
done
at
the
site,
and
so
all
of
that

forwarded

writing
to
the
building
owners
and
