compare
that
back
not
just
to
two
years
ago,
at
the
height
of
covet,
but
compare
it
to
10
years
ago,
when
we
were
in
the
midst
of
the
recession,
and
we
finished
2011
with
just
under
70
million
dollars
in
total
revenue.
What
did
the
city
council
do?
They
invested
in
art,
our
city?
They
made
matching
funds
with
numerous
businesses.
We
had
t.o.t
rebates
that
came
in
and
our
downtown
was
revitalized.

Okay,
so
let's
talk
seriously
about
covet
our
response
and
our
recovery
we've
seen
over
the
course
of
the
last
two
years
that
we've
had
two
tremendous
spikes
both
occurring
in
the
winter
months.
This
is
a
chart
that
shows
weekly
numbers
of
new
covet
cases.
Over
the
course
of
the
two
years
we've
had
over
7
800
covered
positive
tests
here
in
the
city
of
palm
springs.
At
one
point,
we
had
a
high
of
572
new
cases
a
week
that
started
to
level
off.

We
lost
156
people,
156
of
our
neighbors
to
coven
during
the
course
of
the
last
two
years,
but
nearly
125
of
those
deaths
occurred
in
the
first
year.
We've
only
lost
31
people
way
too
many
in
the
last
year,
but
as
vaccinations
have
become
available,
our
residents
have
been
going
out
and
getting
vaccinated
getting
their
booster
shots
and
we
are
seeing
a
difference
in
our
mortality
rates.

Calls
every
hour
of
every
day
of
the
entire
year,
almost
9
000
of
those
calls
were
for
medical
aid.
Another
1750
calls
to
respond
to
fires.
368
traffic
collisions
in
one
year
we've
increased
the
number
of
calls
coming
into
our
fire
department
by
almost
19
percent.
We
are
still
sitting
at
five
minutes
and
nine
seconds
on
average
response
time
we're
trying
to
bring
that
down,
because
every
moment
makes
a
difference
in
saving
somebody's
life.

We
purchased
6.3
million
dollars
new
equipment
and
hired
five
new
firefighters
of
the
course
of
last
year.
We
are
committed
to
making
sure
our
fire
department
has
the
best
resources
available
and
we
also
hired
one
really
important
new
member
of
our
fire
department
team
ranger,
who
is
out
working
with
our
firefighters,
providing
our
firefighters
in
times
of
stress
somebody
that
will
make
them
smile
ranger
is
the
most
popular
person
in
palm
springs,
fire
department
and
one
of
the
big
events
in
the
fire
every
year
is
coming
up
on.

Our
new
chief
reached
out
and
met
with
people
in
the
community
five
different
neighborhood
meetings,
all
of
them
extremely
well
attended
all
of
them
people
engaging
with
the
chief
engaging
with
the
leadership
of
our
police
department.

The
two
issues
that
were
highlighted
the
most
frequently
were
gun
violence
and
traffic
issues
in
the
central
part
of
our
city,
where
our
downtown
is
it's
lieutenant,
william
hutchinson,
who's
going
to
be
managing
this
part
of
our
community
and
in
the
downtown
area
is
homelessness
and
violence
that
have
been
identified
as
the
leading
issues
in
the
southern
part
of
the
city.
Lieutenant
mike
piegas
is
in
charge
and
in
those
neighborhoods
it
is
property
crimes
and
homelessness
that
has
been
identified
as
the
leading
issues.

Our
airport
is
doing
incredibly
well
great
new
work,
an
incredible
vibe
that
you
see
every
time
you
come
into
the
airport.
We
are
absolutely
thrilled
to
be
able
to
announce
that
this
week,
harry
barrett
has
been
named
as
the
new
executive
director
of
palm
springs.
International
airport
perry
has
been
doing
a
fabulous
job
as
our
interim
director
and
we
are
thrilled
to
have
him
stepping
forward
as
the
permanent
executive
director
of
our
airport.

We
had
three
new
airlines
that
have
joined
in
palm
springs
this
year,
flare
fine
to
edmonton,
vancouver
and
toronto
swoop,
flying
up
to
edmonton
and
aha
airlines
flying
to
reno
and
tahoe.
It's
going.
Some
of
these
are
going
to
be
year-round
flights
that
are
going
to
make
it
so
much
easier
for
our
canadian
friends
to
visit
us
and
for
us
to
visit
them.

And
canada
and
making
it
possible
to
get
palm
springs
directly,
year-round
non-stop
routes,
35
routes
in
season
handled
by
13,
airlines,
austin
nashville,
las
vegas,
have
been
added
and
southwest.
Airlines
is
now
in
palm
springs,
flying
to
denver,
oakland,
phoenix,
chicago,
dallas,
las
vegas,
portland
and
sacramento,
and
based
on
the
flights
that
I've
been
on
every
seat's
taken.

We
now
have
clear
as
part
of
the
security
system
and
at
palm
springs
airport.
It
is
incredibly
efficient
and
gets
you
through
security
about
as
fast
as
anyone
can
get
through.

I
want
to
go
back
a
little
bit.
It
was
in
the
1960s
that
we
made
a
decision
in
california
to
start
closing
the
mental
hospitals
part
of
what
was
promised
when
those
mental
hospitals
were
being
closed,
and
we
all,
who
were
around
then
know
they
needed
to
be
was
that
we
would
be
building
new
health
care
facilities
throughout
the
state
that
would
be
community
based.

Unfortunately,
we're
sitting
here,
60
years
later
and
very
few
of
those
community
hospitals
have
been
built.
There
was
another
very
important
u.s
supreme
court
decision
that
was
rendered
in
the
1970s,
and
that
decision
was
unanimous.
It
was
the
o'connor
versus
donaldson
case
and
what
o'connor
versus
donaldson
health
is
that
no
one
can
be
forced
into
mental
health
care
unless
they
are
in
fact
dangerous
to
themselves
or
dangerous
to
someone
else.

Another
important
case
was
the
martin
voor
versus
boise
case.
That
was
a
case
that
held
if
we're
going
to
enforce,
sit
and
lie
ordinances.
There
has
to
be
a
bet
in
our
community
for
everyone
to
be
able
to
sleep
in.
You
can't
tell
somebody
they
can't
sleep
out
in
the
public
when
they
do
not
have
a
publicly
provided
bed
to
turn
to
one
of
the
issues.
Is
we
deal
with
homelessness
over
the
last
many
years
and
our
new
chief
has
talked
about
this.

There
are
three
causes
of
homelessness,
lack
of
housing,
mental
health
issues
and
drug
addiction.
None
of
those
are
the
responsibility
of
the
police
department.
Yet
for
far
too
long,
our
response
to
homelessness
has
to
make
it
a
police
issue,
a
law
enforcement
issue.
We
need
to
have
different
ways
of
addressing
the
issues
of
homelessness
and
that's
what
we're
going
to
start
to
do
and
have
started
to
do
here
in
palm
springs.

The
issue-
that's
gotten
the
most
attention
on
our
city
is
the
new
homeless
navigation
center,
again
to
be
operated
by
martha's,
village
and
kitchen.
It's
on
3.6
acres
of
land
that
are
ideal
for
being
able
to
provide
homeless
services.
This
will
be
a
wraparound
program
that
will
provide
manufactured
modular
homes.
Five
family
units,
10
transitional
age
units,
12
ada
units.
It
is
a
housing
first
model.
There
will
be
services
that
will
include
case
management,
mental
and.

It
is
going
to
make
a
difference
for
so
many
families
that
are
going
to
move
in
to
the
new
monarch
apartments
at
the
dap
campus,
we're
adding
two
new
home
shelters
that
are
going
to
be
available
for
individuals
who
are
hiv
positive
and
many
many
more
within
our
community
and
again
look
at
the
architecture
and
know
that's
not
a
lake.
It's
just
this
a
very
light
picture
of
this
asphalt
and
then
on
stevens
road.
At
north
palm
canyon.
We
have
the
new
halo
project.

Let's
talk
about
sustainability
here
in
palm
springs,
we've
got
136
ev
charging
stations,
we
are
building
many
more
and
we
have
entrepreneurs
who
are
coming
into
palm
springs
to
build
more
ev
stations.
Electric
cars
are
going
to
be
the
future.
They
need
to
be
the
future,
and
palm
springs
once
again
will
be
on
the
leading
edge
of
making
it
easier
for
individuals
to
move
around
from
one
place
to
another
in
an
electric
vehicle.

Energy
source
known
as
coal,
only
12
of
the
of
the
electrical
energy
in
the
united
states
today
is
produced
by
renewable
sources.
That
is
changing
and
it
needs
to
change
more
quickly
here
in
palm
springs.
It
has
already
changed
dramatically
thanks
to
our
residents,
our
businesses
and
the
option
that
has
been
created
by
desert
community
energy.

Carbon
free
energy
from
dce
over
70
percent
of
the
customers
for
electricity
in
our
city
are
receiving
100
carbon
free
energy.
It
is
the
equivalent
of
taking
25
000
cars
off
the
road
we
have
created.
11
megawatts
of
new
wind
energy
in
palm
springs
enough
to
power,
5
000
homes
in
our
city
and
desert
saver.

Our
new
downtown
park
is
open,
it
is
beautiful
and
it
is
a
place
that
people
go
to
celebrate
to
enjoy
what
is
so
special
about
palm
springs
and
the
downtown.
It
is
something
that
was
the
result
of
a
tremendous
amount
of
input
from
our
community
and
that
community
input
has
made
a
difference
in
having
a
park.
That
is
truly
a
new
gem
in
our
city.

the
park
concert
series
that
has
brought
people
out
on
the
first
wednesday
evening
of
every
month
at
7,
00
pm.

have
been
fabulous
concerts
for
anyone
who's

there
tomorrow
evening.
