Description
The City of Palm Springs Architectural Review Committee meeting, held March 21st, 2022
A
B
Yes,
member
thompson.
C
A
C
B
B
C
A
Any
opposed
okay,
since
this
is
a
public
meeting
audience
members
are
permitted
to
comment
on
any
issue.
That's
within
this
committee's
purview
comments
on
an
item
appearing
on
today's
agenda
are
made
at
the
time
that
item
is
presented.
If
you
would
like
to
speak
on
an
item
not
on
today's
agenda,
you
may
do
so
now.
Please
identify
yourself.
You'll
have
three
minutes.
A
D
A
A
A
This
is
going
to
be
on
the
consent
calendar,
so
we've
got
the
minutes
from
the
last
meeting
as
item
number
one
and
item
number
two
on
the
consent
calendar
is
premier
greens,
llc
for
extract
dispensary
and
delivery,
requesting
approval
of
a
sign
permit
for
one
main
sign
to
be
located
on
the
facade
of
an
existing
commercial
building
located
at
one
two,
three
one
south
china
tree
trail.
So
those
two
items
are
on
the
consent
calendar.
Do
we
have
a
motion
to
accept
the
consent
calendar.
A
Any
opposed
and
I'd
like
to
note
that
sean
locklear
has
now
joined
us
hi
sean
hello.
We
are
on
to
item
number
three,
which
is
new
business,
michael
beckman
for
a
land
use,
permit
application
and
waiver
for
an
enlarged
parklet
with
shade
structure
located
at
800
north
upon
canyon
drive.
Do
we
have
a
staff
report.
F
F
Good
evening
committee
members,
my
applicant
michael
beckman,
is
proposing
to
continue
his
outdoor
dining
privileges
with
an
enlarged
parklet.
That
includes
a
shade
structure
for
your
review.
He
is
proposing
the
parklet
immediately,
I'm
sorry
on
thomas
road.
It
does.
F
F
The
railings
are
painted
white,
which
is
not
on
the
list
of
approved
colors,
and
the
second
is
the
parkway
is
not
flush
with
the
adjacent
sidewalk,
but
the
applicant
has
provided
areas
within
the
parklet
from
the
sidewalk
to
the
parklet
ada,
so
it's
ada
accessible
other
than
that
staff
would
like
to
approve
the
parklet
as
submitted.
A
Thank
you
alex.
Does
anybody
in
the
committee
have
a
question?
Well,
I
have
a
question.
First
of
all,
alex.
Can
you
go
back
to
the
plan?
Please?
Yes,
so
where
it
says,
there's
a
nine-foot
ramp
that
says
keep
clear
right
now
existing
to
the
left
of
that
is
another
portion
of
parklet,
but
it's
not
shown
in
this
middle
is
that
to
be
included.
A
Okay,
I
see
that
the
applicant
is
here.
Please
give
us
your
name
and
tell
us
about
your
project.
You
have
10
minutes
to
present
and
afterwards
there'll
be
two
minutes
of
rebuttal,
if
necessary,.
D
We
built
this
project
this
parklet
last
september,
and
it's
been
enormously
helpful
to
maintain
ups
and
downs
or
make
our
way
through
the
ups
and
downs
of
business
and
adapt
to
the
conditions
that
are,
we've
all
had
to
deal
with
over
the
last
couple
years,
we're
ramped
back
up
inside
and
on
our
patio
to
an
extent
where
we're
comfortable,
no
longer
utilizing
a
portion
of
what
we
built.
D
We
wanted
to.
You
know,
be
good,
neighbors
and
and
clear
the
storefronts
that
we
could
and
then
still
sort
of
hedge.
Our
bets
for
you
know,
what's
still
to
come
in
this
pandemic,
so
I
think
we've
done.
We've
worked
with
cora,
which
was
an
event
production
company
that
david
ready
actually
mentioned
in
the
city
council
meeting,
maybe
oh
year
and
a
half
ago.
D
D
It's
not
something
that
I
think
we
want
to
keep
long-term,
but
we
certainly
are
interested
in
utilizing
this
throughout
the
balance
of
this
year.
If
we
do
return
to
a
full
density
inside
and
in
the
courtyard,
my
kitchen's
not
equipped
to
deal
with
a
300-seat
restaurant,
so
we
do
sort
of
space
it
out
according
to
our
needs,
but
it's
been
enormously
beneficial
to
us
so
far.
D
So
I
appreciate
your
time
in
reviewing
this
and
and
your
support.
A
Thank
you,
mr
brickman.
Does
anybody
on
the
committee
have
a
question
for
the
applicant.
G
Maybe
maybe
juan
just
done
are
those
is
this
landscape
real
like
that
that
hedge
along
the
perimeter,
or
is
that
a.
D
The
the
hedge
is
a
is
a
faux
hedge
that
was
also
from
the
events
company
cora
and
just
we
thought
that
was
more
organic
and
tasteful
than
a
lot
of
the
other
solutions
that
we've
found.
D
A
I
have
a
question
staff
made
a
comment
that
the
barrier
is
painted
white,
which
isn't
one
of
the
approved
desert
colors
on
most
of
the
building,
where
your
business
is
located.
There's
a
very
subtle
stencil
of
the
pattern
of
the
metal
grill
work.
A
D
Do
you
mean
the
one
you
can
see
it
in
the
top
of
this
picture?
That's
a
tile
pattern.
A
D
That
was
part
of
the
owner's
improvements
to
the
building
done
by
rios
clementi
hale.
D
It
was
inspired
by
the
by
that
pattern
in
the
window,
yep,
okay,
on
all
of
the
exterior
of
the
building
on
stamped
in
the
concrete
and
the
courtyard
and
hallways,
and
originally
as
a
pattern
in
the
in
the
parking
lot
as
well.
Would
you
are
you
just
talking
about
on
the
handrail.
D
Gotcha
got,
you
sure,
sure
I'll
certainly
be
open
to
it.
It'd
be
an
additional
cost
and
I
don't
see
much
of
a
it's
very
hard
to
discern
that
detail
on
the
building
itself.
That.
A
D
I
I'm
not
sure
to
be
honest
when
you're,
when
you're
there
in
person
it
blends
very
well.
I
think
the
exposure
in
this
picture
is
maybe
making
it
a
little
bit
harsher
than
it
is.
C
F
You
know,
I
don't
think
that
it's
not
allowed,
but
when
we
write
the
land
use
permit,
because
after
this
gets
approved,
we'd
have
to
issue
the
actual
land
use.
Permit,
there's
conditions
that
we
would
place
that
state
that
the
music
can't
be
above
a
certain
decibel,
so
we
could
always
add
a
specific
condition
if
you'd
like.
H
Actually,
mr
chairman,
this
is
robert
yeah,
so
just
dan,
if
you
look
at
the
last
page
of
the
parklet
ordinance,
it's
item
number
four:
it
talks
about
music
and
it
says
music
in
the
parkbook
there
it
shall
be
permitted
pursuant
to
chapter
92
of
the
palm
springs.
Zoning
code,
no
exceptions
to
the
noise
ordinance
are
permitted.
J
Mr
chairman,
yes
tom,
I
have
a
question
for
the
applicant
the
posts
that
support
the
light
fixtures,
as
well
as
the
shade
canopies.
D
I
believe
they're
four
by
four
and
they're
bolted,
they're,
there's
not
an
enormous
amount
of
weight
on
them.
It
wasn't
structurally
engineered,
but
this
is
something
that
cora
in
their
you
know.
Professional
background
is
used
throughout
pop-ups
everywhere,
including
the
tennis
tournament
and
coachella.
D
J
D
We
haven't,
we
haven't
taken
them
down
at
all.
We
haven't
had
any
problems,
they're
all
still
intact,
so
I
think
it'd
be
a
little
bit
difficult
to
to
put
them
up
and
take
them
down.
They're,
not
they're,
not
adjustable.
D
I
think
there's
there's
like
a
high
tension
like
a
fish
eye
on
on
the
corners
of
them
and
then
they're
stretched
to
a
certain
tension.
So
it
takes
some
some
muscle
to
to
pull
one
to
to
get
it
down.
J
Yeah,
I
guess
my
concern
is
that
they
they
are
structurally
sound.
I
know
specifying
some
of
these
shade
structures,
there's
quite
a
footing
and
post
required,
even
for
some
of
the
smallest
ones,
and
I
just
would
would
that
be
something
I
guess
this
would
be
for
for
staff,
that
the
code
enforcement
or
the
building
department
would
review
for
compliance.
B
A
safety
concern,
but
cheer
jake.
If
I
might
just
add
what
we
might
do,
is
if,
if
the
committee
is
you
know
so
inclined
to
approve
the
parklet,
we
could
include
a
condition
that
a
building
inspector
take
a
look
at
the
the
mounting
of
the
posts
and
make
sure
it
does
meet
their
structural
requirements
that
they
typically
see
for
such
an
installation.
A
Okay,
any
other
questions
for
the
applicant
okay.
Thank
you,
mr
beckman
now's.
The
time
for
public
comments
from
the
audience.
Is
there
anybody
in
the
waiting
room
who
would
like
to
comment
on
this
project.
A
H
Robert
yeah,
I
think
this
is
one
of
the
nicer
park
lists
that
we've
seen
the
only
comment
I
would
have,
and
maybe
it's
just
a
reaction
to
the
photo
is
that
the
white
of
the
the
base
of
the
around
the
parklet-
I
I
don't
have
an
issue
with
it
being
white,
but
it
if
it
is
diff
if
it's
a
different
color
than
the
building
color,
I
think
we
are.
H
It
ought
to
be
the
same
and
again
it's
just
a
reaction
to
the
photo
we're
seeing
on
the
screen
right
now,
but
I
I
yeah
that
would
be
the
only
thing
and
then
I
would
agree
that
with
remember
josie's
suggestion
about
looking
at
the
post
connections.
H
A
You
I
would
like
to
comment.
One
of
the
staff
comments
was
that
the
level
of
the
floor
of
the
parklet
is
different
than
the
level
of
the
sidewalk.
I
don't
see
any
problem
with
that
because
of
the
handrail
and
the
guardrail
that
they've
put
around
there.
I
don't
think
anybody
would
walk
off
of
the
parklet
on
and
trip
onto
the
sidewalk.
So
I
think
that's
not
an
issue,
and
this
ramp
that
they
have
for
access
is
quite
wide
and
gently
sloped.
So
I
think
it
should
work.
Fine.
H
You
know
chair,
I
do
have
a
question
for
the
applicant,
you
know
before
they
have
the
other
piece
of
the
parklet
to
the
west
and
with
them
taking
that
down,
it
exposes
potentially
exposes
that
west
edge
of
the
parkway.
Are
they
proposing
to
do
the
hedge,
the
same
treatment
as
they
are
on
the
other
two
sides.
D
We
haven't
planned
on
that.
No,
no,
it's
not
about
it.
It's
not
a
bad
idea,
but
yeah
that
was
originally
put
there
to
facilitate
deliveries
for
the
other
tenants.
H
Yeah,
I
I
I
think,
I'd
like
to
see
that
otherwise,
that
edge
is
completely
exposed
to
palm
canyon,
and
I
think
it'd
be
a
nice
way
to
enclose
it
and
keep
everything.
Looking
very
tailored.
D
I
I'll
make
a
motion,
mr
chairman,
yes,
john
walsh,
to
approve
with
a
few
conditions,
the
first
one
being
verification
of
the
of
the
color
of
the
base,
building
with
the
parklet
that
it
is
the
same
white
number
two,
the
addition
of
a
west
hedge
element,
so
that
it
offers
protection
from
that
side
with
respect
to
vehicular
traffic,
and
then
the
third,
I
think,
would
be
to
develop
a
structural
cap
that
just
reassures
everybody
that
it's
a
it's
not
a
vertical.
I
It's
a
lateral
loading
issue,
and
you
know
the
unpredictability
of
of
some
windstorm
once
a
year
to
put
peace
of
mind
in
place
that
it's
not
going
to
be
a
safety
problem.
I
think
that's
it.
G
I
might
second
an
ad
an
amendment.
Okay,
sean.
You
made
a
suggestion
about
picking
up
on
that
subtle
pattern
that
was
on
the
walls.
That
happens
to
be
one
of
the
things
I
really
like
about
this,
this
complex
of
buildings
here
and
thought
it
was.
It
was
brilliant,
very
subtle
when
it
first
got
installed
and
and
I'm
happy
they've
kept
it
up.
G
So
if,
if
that's
not
a
big
deal,
I
wouldn't
mind
adding
that
it
looks
like
from
a
glance
that
it
is
just
a
sheen
difference.
There
may
be
a
really
really
subtle,
color
difference,
so
I
think
it's,
the
is
the
the
base
color
where
the
correct
white,
which
has
a
little
bit
of
a
warmer
hue
than
I
think
what
we're
seeing
here
and
then
I
don't
know
if
you
can
zoom
into
this
building
on
that
photo.
G
A
Okay,
all
in
favor.
G
A
F
F
They
are
proposing
exactly
what
you
see
here:
they're
doing
umbrellas
for
shade
structures,
they've
got
metal
railing
on
the
parklet
and
they're,
also
including
some
sort
of
sidewalk
dining
as
well,
which
is
separate
to
this
application.
F
They're
proposing
and
they're,
showing
string
lights
that
wrap
around
the
railing.
One
unique
thing
about
this
parklet
is
that
they've
installed
this
red
wooden
structure
with
the
traffic
safety
tape
around
the
existing
railing
that
was
initially
put
in
during
covid.
So
this
red,
a
wooden
structure,
is
around
the
entire
railing.
As
you
can
see,
these
k-rails
will
be
removed.
F
Staff
is
recommending
the
following:
removing
all
the
k
rails,
incorporating
some
more
of
the
ceramic
pots
that
you
see
within
the
packet,
the
arc
packet
that
you
have
in
front
of
you
within
the
parklet
to
provide
more
landscaping
and
some
color
and
removing
this
red
wooden
structure
around
the
existing
parklet,
or
they
can
cover
the
exterior
side
of
this
wooden
structure.
So
that
I'm
sorry
so
that
the
structure
is
more
solid
and
that
they
paint
the
entire
red
structure
like
a
desert,
neutral
color.
F
I
was
gonna
say
if,
if
you
did
want
the
option
we
could
on
this
north
side,
this
picture,
they
have
sort
of
like
a
built-in
box
where
they've
created,
there's
no
k
rail
under
there.
But
it's
supposed
to
help
in
case
of
an
impact.
D
H
Yeah,
I
think
I
do
from
the
photographs
it
looks
like
the
decking
is
like
a
painted
osb
board
as
opposed
to
a
wood
deck.
Do
you
know,
if
that's
the
case.
F
H
Yeah
there's
one
of
the
photos
in
the
packet.
Where
you
look,
it
looks
up
close,
it
looks
like
it's,
it
doesn't
look
like
a
decking
material.
It
looks
like
a
sheet
sheet
material.
H
And
then
the
other
thing
yeah,
I
was
a
little
unclear
exactly
about
that.
Lattice
cover
thing.
What
that
actually
is,
could
you
re-explain
what
that
is.
F
So
they
put
it
in
there
for
decoration
and
inside.
They
can
probably
explain
it
a
lot
better
than
than
I
can,
but
they
explained
to
me
that
it's
just
it's
help
it
they've
put
some
wooden
boards
in
there
to
help
prevent
any
sort
of
an
impact.
I
guess
help
lessen
the
impact,
but
my
suggestion
to
them
was
possibly
taking
all
that
out
and
putting
a
k-rail
in
there
a
small,
k-row
and
screening
it
like
they
have
because
it's
nicely
screened
to
better
protect.
C
H
F
So
as
long
as
the
lighting,
well,
it
says:
trivoli
lighting
are
they're
permitted.
I
guess
they're
more
preferred
than
anything,
but
any
sort
of
light
bulb
shall
be
clear
or
white
in
color,
but
the
rope
lighting
is
strictly
prohibited.
F
F
E
Yes,
I
see
in
the
back
of
the
package,
they
have
letters
asking
for
support
of
their
project.
A
A
A
C
K
Well,
hello,
everyone!
It's!
You
know
it's
something
that
for
us,
we
don't
have
a
patio
even
just
anything
outside,
and
this
is
the
reason
that
it
definitely
helped
with.
You
know
how
how
we
do
this
here
during
the
pandemic.
You
know.
As
for
us,
we
see
less
than
50
people
inside
the
dining
room
and
having
this
extension
is
pretty
pretty
much
covers
it
up
with
what
we
can
fit
inside.
K
So
the
reason
with
this
is
it's
something
that
you
know
we
want
to
continue
on,
but
you
know
just
to
help
us
to
obviously
what
what
we
have
gone
through
for
the
past
few
years,
and
you
know
it's
nothing,
something
that
we
are
looking
for
a
permanent
thing,
but
you
know
just
during
this
time.
I
think
that's
that's
a
great
addition
to
what
we
can
do
with
it.
So.
C
C
K
The
floor
surface:
when
we
first
started
it
was
just
the
wood
and
then
we
pretty
much
smooth
with
it.
Yeah
we
yeah.
So
it's
it's!
It's
wood!
It's
not.
How
do
you
say
the
the
one-piece
wood?
So
it's
pretty
much
like
a
basically
what
it
is:
it's
a
plywood
and
then
we
conk
it
to
seal
it,
and
then
we
use
the
outdoor
paint
to
have
that
color,
the
black.
So
okay.
C
A
No
questions
for
the
applicant
okay.
Thank
you
very
much.
Now
we
have
public
comments
from
the
audience.
If
there's
anybody
in
the
waiting
room
who
would
like
to
comment
on
this
particular
application,
please
identify
yourself.
A
Okay,
I
think
we
have
nobody
wanting
to
speak
on
this
committee
discussion.
H
I'll
go
yeah,
so
I
think
actually
having
the
wooden
surround
is
not
a
bad
idea
for
them.
I
think
it's
for
safety
reasons
and
for
wind
and
a
variety
of
other
things.
I
think
it's
a
better
choice
than
just
the
wrought
iron
railing,
but
I
would
like
them
to
clad
the
outside
and
and
maybe
paint
it
to
match
their
awning
color
or
something
that
ties
it
in
better
with
the
restaurant.
So
there's
not
quite
so.
H
Distinct
color
from
the
surroundings
and
the
ordinance
is
pretty
clear
about
the
type
of
flooring
material
and,
although
I
hate
to
impose
additional
cost,
the
ordinance
says
it
should
be.
It
shouldn't
be
a
plywood
or
a
sheep
product,
and
so
I
think
we
can
kind
of
talk
about
what
about
that
a
little
bit
as
a
committee.
H
I'm
also
the
rope
lights
kind
of
bother
me
because
they,
although
I
think
you
need
some
lighting
out
there,
the
rope
lights
can
look
a
little
funky,
and
so
I
think
maybe
some
other
alternative
might
be
explored.
H
And
definitely
that
lattice
wood
box
should
disappear
and
if
they
want
to
put
a
k
rail
there
inside
the
enclosure.
I'd
be
open
to
that
for
safety
reasons.
E
I
would
concur
with
remember
rodman's
comments.
There
are
also
what
looked
like
little
puck
lights
on
top
of
the
wooden
rail
by
the
street,
and
I
was
driving
by
before
this
ever
came
came
up
and
I
found
them
to
be
distracting,
there's
something
to
look
at
to
try
and
figure
out
what
they
were,
which
takes
your
eyes
off
the
road
and
I
think
it'd
be
safer
to
make
it
more
discreet.
Just
let
the
traffic
go
by
and
not
draw
as
much
attention
from
specific
drivers.
E
I
think
the
signage
and
everything
for
the
building
and
and
what
it
is
is
speaks
for
itself.
G
Yeah,
thank
you
tom.
I
I
just
wanted
to
agree
with
with
rockman's
comments
and
about
the
flooring
in.
G
The
rope
lights
and
the
the
fencing
detail-
I
do
you-
do
have
some
with
the
solid
some
type
of
solid
material
along
those
streets
here
between
these
parklets
and
and
the
flow
of
traffic.
G
Yeah
and
I'm
kind
of
using
the
term
solid
a
bit
loosely.
I
think
the
hedge
works
well
on
the
previous
project,
a
hedge
in
some
type
of
box,
because
it
it
has
this
kind
of
solid
perception.
I
think
when
folks
are
sitting
there,
I'm
so
I'm
a
bit
torn
between
some
potential
removal
of
the
structure.
That's
there
or
change
at
least
changing
it
to
something
that
that
maintain
some
type
of
solidity,
in
some
fashion,
at
least
up
to
a
certain
height.
A
You
well,
I
think,
if
the
outside
face
of
the
red
fence
were
to
match
the
inside
face,
it
would
make
sense,
it
would
be
smooth
and-
and
it
would
then
provide
what
they're
looking
for,
and
I
especially
appreciate
the
applicant's
comment
about
wanting
to
keep
fumes
from
cars
that
are
so
close
being
right
on
your
dining
table.
So
I
can
understand
the
need
for
it,
and
I
agree
with
robert's
other
comments.
C
Yep
and
I'll
I'll
concur
as
well.
The
only
thing
I'd
like
to
add
is:
I
think
that
you
know
you
get
the
good
color
from
the
umbrellas,
so
I
think
the
wall,
the
solid
wall,
should
be
something
more
desert
appropriate
as
well.
A
H
Well,
I
I
guess
I'll
move
to
approve
with
the
following
conditions:
one
that
the
outside
wood
barricade
is
clad
and
painted
a
color,
more
appropriate
color.
H
That
ties
into
the
building
or
is
desert
neutral,
that
another
lighting
that
the
rope
like
be
removed
and
another
other
options
over
lighting
be
explored,
that
the
lattice
work
around
the
wood
barrier
block,
be
removed
and
either
some
other,
whether
it's
planters
or
something
else,
go
in
its
place
and
and
then
we
really
didn't
talk
about
the
decking.
So
can
we
hold
off
on
the
move
motion
until
we
get
some
discussion
about
the
decking.
H
I
Where
but
you've
got
that
existing
brick
basket
weave
pattern
out
there
next
to
it,
yeah
it's
it's
kind
of
tough.
A
I
would
say,
even
though
the
ordinance
doesn't
allow
it,
I
think
the
panels
on
the
floor.
If
you
look
at
the
existing
poured
concrete
sidewalk,
they
have
the
exact
same
characteristics
just
different
color,
so
I
think
it's
it
to
me.
It's
kind
of
in
keeping
with
what's
there
where
wooden,
decking
or
boards
would
be
a
third
material
within
a
very
narrow
area.
E
E
Doesn't
this
permit
run
through
the
end
of
2022,
and
is
it
acceptable
to
allow
them
to
keep
what
they
have,
and
should
this
become
a
more
permanent
feature,
they
would
need
to
move
into
something
that
conforms
better.
A
B
B
So
at
the
end
of
this
year,
hypothetically
these
may
be
removed.
If
the
council
directs
that
they
may
be
taken
out.
However,
the
council
could
at
that
time
say
we
have
like
these.
We
enjoy
these.
We
should
extend
it
another
year.
I
Mr
chairman,
I
think
that
that's
a
good
point.
It
kind
of
frames
the
the
extra
cost
here.
This
thing
has
a
very
limited
lifespan.
A
H
C
You're
up
I'd
like
to
add
an
amendment
to
his
motion
that
the
whatever
material
they
put
on
the
outside
is
not
just
a
flat
surface.
It
should
be
some
kind
of
a
bead
board
or
something
that
has
some
texture
to
it,
or
else
it'll,
look
really
kind
of
blah.
A
B
Yes,
so
I
made
the
announcement
at
the
last
arc
meeting,
but
I
will
request
again
if
there
are
members
who
would
like
to
have
a
print
packet
available
to
you,
please
let
me
know
tonight
so
that
we
can
prepare
for
that
for
the
next
meeting,
because
moving
forward
starting
in
april,
we
will
do
away
with
firm
packets
unless
the
committee
members
individually
won
for
impacted
and
those
packets
won't
be
delivered.
They'll
be
available
for
pickup
thursday
afternoon
the
day
before
the
meeting.
B
If
committee
members
do
want
them,
but
as
we
begin
to
transition
towards
electronic
online,
permitting
we're
moving
away
from
producing
print
packets
at
this
time,
unless,
specifically
being
requested
by
the
committee
community
members,
I
should
say.
H
I'll
go
with
the
electronic.
I
it's
harder
for
me
to
get
to
city
hall.
