From YouTube: Measure J Commission | April 15th, 2021
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Yes,
mr
marshall,
is
the
new
member.
Unless
I'm
mistaken,
nursing
was
mr
gazan.
Oh,
it
was
me
that's
craig
and
marshall
who
need
the
help.
Today.
Oh.
A
All
right,
let's
get
started.
This
is
the
measure
j
commission
meeting
for
thursday
april
15th.
It's
5
30
p.m,
via
zoom.
Let's
do
a
quick
pledge
of
allegiance
which
always
goes
really
well
over
zoom.
D
A
Hey
we
were
fairly
in
sync
that
time,
I'm
impressed
good
job
all
right,
we'll
do
roll
call
chantal.
C
D
A
D
F
C
E
A
A
A
B
Thank
you,
I'm
going
to
go
ahead
and
start
with
chair
gazon
in
administering
the
oath
of
office
and,
if
you'll
repeat
after
me,
I
please
take
your
name.
B
Enemies,
foreign
and
domestic
foreign
and
domestic
that
will
bear
true
faith
and
allegiance
and
will
bear
true
faith
and
allegiance
to
the
constitution
of
the
united
states,
to
the
constitution
of
the
united
states
and
the
constitution
of
the
state
of
california
and
the
constitution
of
the
state
of
california.
That
I
take
this
obligation
freely
that
I
take
this
obligation
freely
without
any
mental.
B
G
B
A
Thank
you,
anthony
and
I'll
reserve.
My
comment
for
after
public
comment
all
right.
Moving
on
public
comment.
This
is
time,
has
been
set
aside
for
members
of
the
public
to
address
the
measure,
j
commission
on
agenda
items
and
items
of
general
interest
within
the
subject
matter:
jurisdiction
of
the
commission.
A
A
I
want
to
especially
welcome
mr
marshall
back
to
the
fold,
for
some
of
the
newer
members
mark
was
on
the
commission
when
I
joined
four
years
ago,
so
mark
you're
gonna
find
that
not
a
lot's
changed
and
some
of
the
projects
that
we're
talking
about
were
probably
projects
that
we
were
talking
about
over
four
years
ago,
so
I
think
you'll
you'll
get
it
right
away.
A
Hey
we
will
and
we
really
welcome
you
back.
You
give
some
good
history
and
perspective
as
we
go
through
all
of
this.
So
let's
move
right
to
new
business.
I
have.
H
A
Process
we
just
lost
anthony.
He
could
answer
that.
I
know
that
they
wanted
to
fill
the
seats
for
with
people
that
they
felt
were
qualified,
and
so
at
this
point
this
was
what
they
could
do
and
I'm
not
sure
when
the
next
round
will
be
so
I
I
will
send
off
a
little
email
to
anthony
and
just
double
check
on
that.
I
A
B
Yeah
so
we're
doing
additional
outreach
for
applications.
B
We've
set
a
deadline
of
may
10th
to
receive
additional
applications
when
we're
doing
advertisements
in
social
media
and
issuing
a
press
release
and
so
on,
and
then
the
intention
is
that
once
that
closes,
the
city
council
subcommittee
will
review
those
applications
again
screen
them
for
interviews
and
then
go
back
to
city
council.
I
will
probably
fill
the
vacant
seats
with
the
other
vacancies
that
will
occur
in
the
june
time
frame
so
that
we're
not
having
to
do
multiple
council
meetings.
B
A
Okay,
does
that
help
everybody?
Yes,.
C
C
I
we
received
two
letters
with
chantal's
announcement,
both
of
them
from
the
library.
Did
everybody
receive
that
in
your
meet
as
a
public
comment?
F
I
A
Well,
we
can
still
have
november
we
what
we
typically
do
is
in
september.
We
discuss
the
calendar
on
that
first
meeting
of
the
year
for
for
the
following
years,
so
we
definitely
can
still
have
a
meeting
in
november
I
mean
typically,
I
believe
we
are.
I
know
that
we're
for
sure
dark.
In
august
the
schedule
was
issued.
I
E
A
Yeah,
typically,
we
are
dark
in
the
summer,
whether
it's
two
months
or
one
month,
because
the
the
fiscal
year
closes
out
on
our
after
our
june
meeting
and
then
september
is
when
usually
as
our
first
meeting
of
the
year,
we
definitely
can
have
a
meeting
in
november
that
and
that
schedule
will
get
discussed
at
that
meeting
once
you
know
that
that's
the
time
when
we
discuss
board
visit
or
commission
positions
as
far
as
chair
vice
chair,
all
of
that.
E
It
falls
it
it
con
conflicts
with
city
council.
A
Well
then,
what
we'll
do
is
I
mean
again,
it's
appropriate
to
do
this
in
september.
That's
typically
when
we
discuss
the
year
ahead
at
that
first
meeting
of
the
year.
So
we'll
just
note
that
chantel
just
note
that
there's
a
conflict
with
council,
we
do
not
want
to
not
have
a
meeting
in
november.
We
just
are
going
to
have
to
pick
a
different
date
and
hopefully,
at
that
time
we'll
be
meeting
in
person
as
well.
H
So
and
I
think
we've
met
on
non-thursdays
when
there
was
like
an
issue
yeah,
it
was
just
a
matter
of
finding
a
time
when
it
could
fit
in
the
large
conference
room,
because
I'm
wondering
I
I
know
that
the
25th
is
thanksgiving
and
the
11th.
I
would
imagine
another
council
day
like
we
don't
if
a
reschedule
happens
like
we
can
just
have
a
vote
in
september
about
any
day
in
november,
where
we
can
still
meet
exactly.
I
J
Thanks
everyone,
and
thanks
for
having
me
at
this
meeting,
I'm
going
on
two
weeks
and
a
few
days,
so
it's
been
great
so
far.
Thank
you
all,
of
course,
for
your
continued
service
to
the
community.
You
know
I'm
new
here.
You
guys
have
been
doing
this
for
a
while,
both
in
your
individual
capacities
and
serving
on
this
commission,
so
really
appreciate
that
I
come
from
sedona
arizona
most
recently.
Some
of
you
have
heard
some
of
this
deal
before
so
I
apologize
for
those
that
haven't.
I
also
served
two
communities
in
colorado
prior
to
that.
J
It's
certainly
important
for
me
to
convey
that
I'm,
while
in
sedona
I
was
very
happy.
I
wasn't
necessarily
looking
to
leave
anything
or
just
looking
generally
for
work,
but
palm
springs
was
really
a
unique
opportunity
for
my
perspective
and
some
of
what
made
it
really
unique
was
the
level
of
engagement
that
I
saw
from
community
members,
the
level
of
thoughtfulness
and
engagement
from
council,
the
council's
ambition
to
really
serve,
and
certainly
a
talented
staff,
etc.
J
J
My
family
is
actually
still
back
in
arizona.
I've
been
two
weeks
without
them,
which
is
about
as
long
as
it's
ever
been
with
with
my
two
young
children.
So
I'm
going
to
be
headed
back
there
for
the
weekend
to
help
facilitate
the
final
pieces
of
the
move.
We
have
closed
on
a
home
here
in
palm
springs,
so
we'll
be
moving
in
shortly
and
I'll
be
a
real
neighbor,
which
is
great.
I'm
looking
forward
to
that
and
by
all
means.
J
If
you
have
questions
for
me
either
in
the
capacity
as
as
commissioners
or
in
your
individual
capacity,
things
that
I
can
do
to
help
serve,
I
hope
you'll.
Let
me
know
that
said.
I
do
think
it's
really
good
news:
we're
about
to
deliver
to
city
council,
the
third
quarter
report
and
year-end
estimates,
and
our
financial
outlook
is
better
than
it
has
been.
J
So,
among
the
recommendations
that
will
be
advanced
to,
council
include
increasing
the
measure
j
fund
beyond
what
was
budgeted
by
roughly
5
million
dollars,
4.968
to
be
a
little
more
precise
and
that
will
include
a
recommendation
to
cancel
the
anticipated
2.8
million
that
was
proposed
to
be
transferred
from
the
measure
j
fund
to
the
general
fund.
So
all
told
that
restores
some
revenue
and-
and
you
know,
get
to
look
forward
again
to
allocating
that
to
the
valuable
projects
which
was
the
whole
point.
J
I
I
should
add
that
when
I
was
doing
some
research
on
the
community,
I
quickly
came
across
measure
j
and
what
a
fabulous
opportunity
to
really
invest
in
the
community.
I've
seen
some
of
the
projects
that
have
received
measure,
j
funding
and
just
think
it's
a
great
mechanism
to
be
able
to
continue
to
build
this
community,
so
future
looks
bright
as
we
get
into
the
budget
period.
We'll
also
be
encouraging
council
to
you.
J
F
J
D
I
I
I
I
think
we
have
a
little
bit
more
I'll,
pull
up
the
financials
and
see
what
we
had
in
part.
I
don't
think
it's
the
highest.
Let
me
go
back
and
look
at
a
couple
of
the
reports.
So
if
you
do
note
on
the
mid-year
summary
report,
you
will
see
at
the
bottom,
I
have
highlighted
a
couple
of
the
items
in
yellow
and
those
already
have
been
approved
by
the
council,
except
for
the
2.8.
J
And
really
nancy,
based
on
the
cash
basis
that
we're
using
to
project
revenues
for
the
rest
of
the
year.
18
and
19
was
a
total
collection,
I
believe,
of
15.7
and
we're
at
about
12
now,
with
a
quarter
to
go.
So
if
revenues
were
coming
in
pretty
close
to
historic,
which
they
have
been
the
last
couple
months,
it
will
be
close
to
the
historic
high,
if
not
exceeding
just
just
a
little.
F
E
I
E
I
Okay,
that
negative
is
we
budget.
Every
year
we
had
debt
service
at
3.2
million
dollars.
We
did
re
of
refinancing
of
that
debt
and
that
so
that
was
a
savings.
I
J
Thank
you
and
nancy
correct
me
if
I'm
wrong,
but
that
was
that
recent
debt
refunding
and
and
a
lot
of
the
the
windfall
of
that
better
interest
rate
is
front
loaded
right,
that's
correct!
So
that's
really
most
of
the
savings
from
that
refunding
or
refinancing.
I
believe
there
is
a
little
bit
that
also
shows
in
the
debt
service
payment
for
next
fiscal
year
and
and
then
that's
it
really
in
terms
of
new
money
associated
with
that
refunding
all
right.
I
No,
no,
no
I'll
have
to
look
pull
up
the
debt
service
schedule.
I
looked
at
next
year
for
21
22
and
it
was
one
point
approximately
1.4
million,
but
we
did
so
many
you
have
to
forgive
me.
We
did
so
many
refinancing
that
I
could
like
my
head's,
going
to
explode.
So
it's
hard
for
me
to
keep
all
those
on
track
for
all
the
different
refinancing,
but
I
could
bring
that
for
next
meeting.
Thank
you.
Actually,
I
have
a
debt
service
schedule
here.
E
I
So
yeah
it's
good
news.
So
with
that,
do
you
have
any
questions
on
the
revenue
portion
or
can
we
go
ahead
and
have
joel
go
through
the
his
five-year
five-year
capital
improvement
program
and
what
he
plans
to
use
in
21
and
22.
yeah.
J
And
commission,
if
that's,
where
we're
at
I'll
be
sure
to
catch
up
with
joelle
and
nancy
next
week
and
make
sure
I
understand
whatever
happens
with
this
meeting.
But
if
it's
okay
with
you
I'll
sign
off,
I've
got
about
a
six
hour
drive
in
front
of
me
to
get
back
and
have
a
little
bit
of
a
weekend
and
and
after
that,
I'll
be
settled
here
in
palm
springs,
more
permanently.
G
Can
I
just
say
justin
that
that
being
on
this
commission
now
and
for
three
years,
we
really
look
forward
to
your
participation
once
you're
settled
and
all
the
above
to
be
sort
of
irregular
with
us.
It's
something
that
we
really
need,
and
we
appreciate
thank
you.
I.
J
I
will
certainly
do
my
best.
I
expect
it
might
be
a
little
different
from
my
predecessor,
I'm
trying
to
do
a
few
things
that
he
didn't
have
time
for
including
more
frequent
meetings
with
city
council
members,
and
things
like
that.
So
I
will
certainly
try
my
best
to
make
that
a
priority
and
appreciate
any
flexibility.
I
may
need,
as
I
juggle
that
schedule.
J
J
K
In
the
memo
I
kind
of
outlined
the
five
year
cip,
but
I
was
wondering
if
you
wanted
me
to
just
pretty
much
go
through
the
memo
that
I
provided
essentially
starting
with
the
downtown
park.
I
know
I
was
asked
to
give
a
description
of
that
and
then
just
go
move
forward
through
the
memo,
not
just
necessarily
jump
into
the
numbers.
E
K
That's
okay,
yeah,
okay.
So
the
very
first
item
on
the
memo
is
the
downtown
project.
I
provided
a
few
pictures-
they're,
not
very
clear.
I
I
didn't
see
it
very
clear
in
my
pdf
here,
but
I
hope
that
it
sort
of
gives
you
the
idea
of
what's
going
on
right
now.
Our
contractor
is
moving
completely
full
force
ahead.
They're
pouring
concrete
they're
making
room
for
they're
building
mounds
they're,
actually
getting
ready
to
start
planting.
K
I
thought
I
was
going
to
be
able
to
announce
today
that
did
you
see
the
palm
trees
in
the
park,
but
the
the
particular
nursery
they
were
getting
the
palm
trees
from
had
an
issue
and
couldn't
prepare
those
palm
trees
fast
enough
this,
but
those
palm
trees
that
are
gonna,
align,
museum
way
will
be
installed
next
week
and
I
hope
they
deliver
because
I
they
promise
that's
exactly
what
was
going
on.
K
So
the
project
is,
as
I
say
in
my
memo,
the
contractor
is
giving
me
the
schedule
that
the
project
is
going
to
be
completed
by
end
of
july.
There
might
be
a
few
things
here
and
there
that
are
going
to
be
straggling.
There's
some
long
lead
items
that
the
contractor
still
needs
to
order
or
did
order,
but
they're
just
going
to
take
a
long
time
in
today's
climate
and
issues
that
are
happening
with
manufacturing
apply.
There's
the
the
police
substation
inside
is
practically
complete.
K
I
didn't
provide
pictures
of
there,
but
the
restrooms
are
complete
tiles
in
all
the
walls
are
in
all
the
air
conditioning
systems,
so
the
the
outside
is
actually
being
prepped
for
shot
creek
shot,
crete,
essentially,
the
the
walls
along
the
the
police
substation
are
going
to
start
blending
into
the
waterfall
they're
not
going
to
be
of
the
same
material.
So
it's
a
system
that
gets
poured
and
then
treated
with
acid.
K
Some
of
that's
already
been
important.
You
can
see
in
the
event
stage
they've
already
done
that
before
so
the
the
project
is
moving
100
miles
per
hour
right
now.
It
would
have
been
better
that
they
had
been
going
100
miles
per
hour.
You
know
months
ago,
but
that's
just
kind
of
where
we're
at
today
I'd
be
happy
to
answer.
K
F
K
D
I'm
asking
less
on
the
the
social
event,
I'm
more
of
just
one
more
burden
on
joel
and
his
team.
That
means
to
meet
a
deadline.
K
I
we
are,
I
guess
I
don't
have
a
good
day
that
we're
going
to
say,
hey
it's
going
to
be
open
and
come
on,
so,
according
to
my
construction
manager,
if
they
continue
at
the
pace,
they're-
probably
going
to
beat
that
schedule,
at
least
with
substantial
completion,
but
there's
so
many
things
that
are
happening
with
manufacturing
contractors.
K
I
mean
they
get
double
triple
jobs
and
they
end
up
leaving
so
you're
fighting
with
them,
and
it's
just
been
a
constant
with
all
our
projects
that
that's
what
we're
doing
we're
fighting
with
them
to
just
complete
what
they're
obligated
to
do
under
contract.
So
that's
sort
of
what's
happening
in
this
project.
It's
happened
in
several
other
projects
and
it
continues
to
happen
any
other
questions
on
the
downtown
park.
F
K
K
So,
moving
on
I'll
give
you
a
little
bit
update
on
the
park.
Restrooms
we've
awarded
the
project,
contractors
are
being
invited
for
signature
and
dubious
park,
and
desert
highland
parks
are
being
prepared
for
getting
right
now,
so
sunrise
park
is,
should
be
moving
forward
fairly
closely
here.
Very
soon,
that's
that's
a
project
that
I
know
the
community
wants
and
needs
and
we're
going
to
start
seeing
some
really
beautiful,
restrooms
out
there.
K
The
contract
is
essentially
being
executed
and
I
believe
it's
in
the
city
manager's
office,
but
one
thing
that
I
just
found
out
today
is
that
the
contractor
is
telling
us
that
in
because
of
the
issues
in
texas,
the
glue,
the
mastic
that
holds
the
flooring
down,
there's
like
a
six
or
seven
week,
delay
on
it
and
we
just
we
could
either
pay
more
money
and
go
with
a
different
manufacturer
supplier.
K
K
Our
staff
has
been
trying
to
narrow
down
the
scope
of
the
work
and
we
worked
and
we've
walked
it
with
different
boats
and
zoos
and
maintenance
with
cynthia
in
our
parks,
and
we
finally
were
able
to
pin
down
a
good
scope
of
work
for
the
three
parks
and
from
there
when
we
got
pinned
down,
we
went
out
and
asked
our
contractor.
Okay,
give
us
a
pricing
for
the
scope
of
work
that
we
have
now
and
the
pricing
finally
came
in
it.
K
Actually,
I've
been
pushing
hard
to
get
this
number
in
and
that
number
today
came
in
and
we
basically
are
going
to.
We
ask
ask
for
additional
funding
for
this
project
and
it's
it
for
the
available
budget
that
the
veggie
day
commission
has
given
us
is
275
thousand
the
price
to
do
james,
o
jesse,
with
surface
tiles
demuth
park
with
surface
tiles
and
victoria
park
with
port
in
place.
K
It
came
in
at
550
000,
so
we
will
be
asking
for
double
the
amount
of
the
funds
that
the
measure
j
commission
has
provided
85,
essentially
so
that
is,
after
wrestling
with
multiple
different
scopes,
with
trying
to
make
sure
we
use
the
proper
material
with
evaluating
the
the
extent
of
the
damage
at
each
one
of
the
parks,
and
I
think
this
is
the
price
that
we're
going
with
and
and
if
we
get
the
authorization
we'll
move
forward
directly
to
getting
these
contracts
awarded.
K
So
if
the
measure
j
commission
is
willing
to
give
us
that
those
funds
today
and
with
devotion,
we
would
move
very
soon
to
start
getting
that
contract
going
forward.
K
At
the
end,
I
think
it's
more
to
the
commission.
A
Let's,
let's
have
him
go
through
the
report
and
then
we'll
come
back
to
this,
so
this
is
a
total
of
550
thousand
dollars,
for
this
is
part
of
the
resurfacing
correct.
So
this
is
correct
kind
of
like
adding
under
the
play
equipment
and
all
the
right
right
right.
If
you
want
yeah,
why
don't
we
get
through
the
seven
bullets
and
then
we'll
revisit
anything
that
we
need
to
discuss?
Should
we
do
that.
C
Yeah
I
can
yeah
linda
well
when
this
came
up
before
there
was
a
conversation
about
the
bad
condition
of
the
equipment
itself
and
you
weren't
sure
if
you
could
replace
some
of
that
and
continue
with
the
project.
Is
that
still
a
concern.
K
Well,
that
was
one
of
the
reasons
why
I
gathered
the
parts
and
the
parks
director
and
because
it
was
a
business
director
and
myself
and
art,
and
we
all
went
out
there
to
look
at
each
one
of
the
situations
out
there
and
the
the
areas
where
we
feel
that
the
equipment
may
or
may
not
in
the
next
few
years.
You
know
come
up
for
replacement,
we're
talking.
Maybe
three,
four
years
five
years
we
decided
to
go
with
treatment
so
that
the
installation
and
removal
of
that
equipment
would
not
damage
the
new
surface.
K
So
one
of
the
things
that
surface
tiles
gives
us
is
the
ability
to
move
them
and
then
reinstall
them
and
not
necessarily
damage
the
surface.
So
we
definitely
took
that
into
consideration
and
that's
why
this
particular
project
has
taken
a
long
time
to
develop,
to
get
the
true
stroke
and
to
get
the
true
price.
K
The
shade
structure
that
one
that
contract
is
moving
forward.
We
gave
them
the
final
notice
to
proceed.
They
have
been
doing
some
design
work,
they're
scheduled
to
start
full-blown
tradition,
or
at
least
next
week
is
basically
when
the
project
starts,
and
we
should
be
able
to
get
that
one
constructed
here
before
the
summer
hits
wow
wonderful
yeah.
K
K
The
at
the
pavilion
that
one
we
have
the
acoustics
down,
but
we're
still
struggling
with,
I
think
I'm
still
gonna-
do
we're
still
doing
a
little
bit
more
homework
with
that.
But
we
will
eventually
get
that
one
completed.
I
don't
have
much
more
information,
it's
just
that
was
dragging
on
more
than
it
should,
and
it's
just
the
nature
of
having
the
different
types
of
work
required
and
trying
to
see
if
you
can
do
it
under
one
contract
or
two.
K
K
A
K
Yeah-
and
one
of
the
things
we
might
do
is
just
separate
the
acoustic,
the
acoustics
of
it
or
the
from
the
shades
and
just
go
forward
with
one
of
them
so
that
we
get
it
done,
and
I
think
we've
been
throwing
that
around
as
well
and
don
you
might
want.
You
want
to
talk
a
little
bit
about
the
both
your
life
and
where
you're
at.
L
Sure
so,
just
a
reminder:
this
project
will
convert
the
metal
highlight
lights
that
are
at
our
ball
fields
at
demuth
park,
as
well
as
the
stadium
with
energy
efficient,
led
lights.
We
did
get
the
rfp
out
to
our
consultants.
L
They
are
supposed
to
submit
proposals
by
next
week,
so
we
are
moving
right
along
on
getting
that
project
designed
and
then,
once
that's
designed,
we
can
get
good
cost
estimates
as
well
as
a
scope
of
work
finalized
and
put
that
project
out
to.
I
A
All
right
great
so
that
takes
care
of
those
items,
looks
like.
We
only
have
one
item
that
we
need
to
discuss.
I'm
going
to
go
right
to
a
motion
and
a
motion
to
approve
the
additional
funding
for
the
playground,
equipment
resurfacing.
H
K
H
K
K
F
Right
so
that
was
the
tr
that
was
the
2019-2020,
so
now
we're
adding
in
another
275.
for
this
year's
for
the
20
20
20
21
lecture,
correct.
G
Amend
the
budget
and
move
the
money
over
and
allow
us
to
do
that,
commissioner,
craig
commissioner
soto.
This
will
tell
you
six
years
ago
when
I
was
at
parks
and
recreation.
As
the
chair,
we
came
to
measure
j
and
got
435
000
to
put
in
the
playground
replacing
it
at
sunrise
park,
and
that
was
a
special
needs
design
for
children
and
we
did
a
ground
breaking
on
it.
So
that's
only
six
years
old,
all
of
that
equipment
and
it
has
padding
underneath
children
if
they
fall.
G
Everything
there
has
been
designed
for
special
needs
right
down
from
from
the
swings
to
the
ramps,
everything
that's
going
on
with
it
and
that's
all
brand-new.
H
I
know
I
noted
it
or
I
raised
it
because
at
least
the
like
toddler
seats
in
the
swings
are
different
than
the
toddler
seats
at
ruth
hardy
park
and
that
they,
the
heat
and
the
sun
kind
of
chips
at
the
plastic.
So
so
I'll
just
send
you
a
message
and
if
you
could
just
forward
it
on
to
the
parts
yeah,
they
had
extra
seats,
but
that
was
something
easy
they
could
replace.
H
A
Good-
and
this
is
why
we
need
shade
structures
more
than
anything,
I'm
just
curious
to
joel
you,
I
mean
that's
double
the
budget
and
again
there
is
a
motion
on
the
floor,
but
so
this
just
came
back
that
much
higher
or
these
different
materials.
Well,.
K
K
I
personally
went
out
and
looked
at
everything
just
to
make
sure
that
when
I
came
before
you,
what
I
was
telling
you
was
was
appropriate
and
the
direct
way
that
I
would
like
the
project
to
go
forward
with
the
proper
funding
and
the
correct
research
and,
of
course
that
for
sorry,
550
is,
is
pretty
much
the
budget
that
we're
going
to
need
to
deliver
this
project.
K
A
K
That
one
question
that
is
always
very
difficult
to
answer
very
hard
to
pin
down
and
I'm
never
accurate
and
correct
at
it.
So,
for
example,
the
shade
structures.
I
thought
we
would
be
under
construction
right
now
and
we're
still
not
so
I
hate
to
give
you
a
great
an
answer
and
then
have
to
you
know
change
it
later
on
it's
a
typical
dance
projects.
Take
you
know
so
much
to
design.
K
I
think
this
particular
contractor
is
ready
to
go
and
the
materials,
if
they're
not
really
impacted
with,
what's
going
on
in
texas,
which
they
probably
are,
because
it's
it's
the
petroleum
based
products
that
that
are
really
affected
with
the
oil.
My
understanding
is
that
within
maybe
two
three
months,
this
project
could
get
underway
as
well.
The
material
of
the
tiles
are,
probably,
you
know,
easily
already
available
just
order
them
so
I'd
say
within
three
to
four
months.
We
should
probably
be.
K
C
Disruptive
as
possible
joelle,
you
are
also
asking
us
to
support
the
additional
road
work
tonight
too.
E
A
Okay,
so
we
have
a
second,
so
all
in
favor
to
increase
the
budget
to
550
thousand
dollars
for
resurfacing
of
playground,
areas
at
james
o,
jesse
dumuth
in
victoria
park,
all
in
favor.
K
All
right,
so
I've
put
together
a
little
presentation
or
if
you
follow,
along
with
the
meeting
the
memo
that
I
provided.
This
presentation
has
been
put
forward
at
the
1ps
meetings
and
we
we're
basically
taking
information
from
our
pavement
management
plan.
Don
has
been
instrumental
in
in
putting
some
of
this
information
together,
so
we're
going
to
try
to
explain
why
it's
important
for
streets
to
be
paid.
So
I
won't.
K
The
numbers
I
know,
we've
already
explained
that
we
have
additional
funds
available
for
paving
typically
I'll,
really
just
start
with
payment
condition,
index
and
I'll.
Ask
the
commission:
does
everybody
know
what
the
payment
condition
index
is
or
or
what
that
is?
The
pci
number
essentially
is
everyone's
pretty
comfortable
with
that
the
pci.
So
if
you
go
to
the
website,
that's
provided
in
1ps
for
all
our
neighborhoods,
the
the
pci.
K
You
can
actually
click
on
each
one
of
the
streets
and
you'll
find
out
what
the
pci
is
of
your
street,
based
on
a
independent
engineering.
Third
party
evaluation
of
our
streets.
That's
done!
What's
gone
three
to
four
years,
every
every
four
or
five
three
to
four
years.
We
try
to
do
it
again
to
so
we're
current.
So
a
pci
gives
you
ranges
if
you're.
K
So,
with
the
money
that's
provided
by
measure
j,
we
actually
go
out
and
pave
the
worst
streets
and
try
to
make
sure
that
we
continue
to
treat
our
streets,
the
ones
that
are
in
better
condition
which
maybe
have
a
b
or
above
we
try
to
do
a
slurry,
so
I'll
continue.
So
the
payment
life
cost
is
kind
of.
If
you're
looking
down
in
the
memo
tells
you
it
shows
you
basically
a
a
parabolic
curve
or
a
curve
going
down
that
a
a
pavement,
as
in
years,
progress
deteriorates
over
40..
You
know
over
20
years
you're.
K
Basically
you,
your
life
cycle
of
your
payment,
has
completely
deteriorated
to
a
place
where
it
shouldn't
be.
So
if
someone
is
really
trying
to
maintain
which
we
believe
the
city's
asset
and
one
of
the
biggest
city's
asset
is
the
pavement,
we
have
so
much
money
invested
in
the
pavements
around
our
city.
That
is
one
of
our
biggest
assets
and
we're
trying
to
maintain
it.
So
two
things
we
do
as
a
city
is
as
we
as
occur,
starts
going
down
within
the
first.
K
You
know
four
to
five
years:
it's
prudent
to
start
putting
a
slurry
or
an
oil
treatment
on
it,
trying
to
treat
the
cracks,
and
so
we
basically
call
it
a
crack
seal.
We
grind
a
little
bit
off
the
top,
and
then
we
put
back
a
treatment.
So
what
that
does
it
extends
the
life?
K
If
you
do
it
within
the
first
five
years
of
a
brand
new
pavement,
it
extends
that
life,
but
what
on
like,
12
years,
it
takes
a
while
before
it
starts
going
down
again,
so
that's
what
sort
of
what
we're
doing
and
that,
actually
that
this
year's
project
is
already
underway,
so
we're
slurring
our
streets
right
now.
In
that
graphic,
you
can
see
off
to
the
side
that
the
more
you
let
a
street
deteriorate,
the
longer
it
goes,
the
more
money
you
have
to
invest
to
try
to
maintain
that
street
or
to
fix
it.
K
So
within
the
first
you
know
zero
to
12
years,
you're
investing,
maybe
zero.
Two
within
the
first
five
to
eight
years.
You
are
investing,
maybe
zero
to
four
dollars
a
square
foot.
So
with
these
treatments,
we
are
spending
less
money
and
we're
really
prolonging
the
life
of
our
pavements
as
the
the
years
go
by
and
you
do
nothing,
you
start
spending
a
little
bit
more
money,
maybe
28
dollars
a
square
foot,
a
square
yard,
sorry,
and
then,
if
you
really
get
let
it
go
down
you're
at
about
132..
K
I
think
the
city
gets
better
prices
than
this.
So
we're
able
to
make
you
know
some
some
we're
able
to
pay
more
streets
than
what
that
that
budget
would
seem
to
tell
you
if
you're
spending
the
28
dollars,
we
spend
a
little
bit
less
than
that.
So,
as
you
continue
down
on
the
presentation,
I
I
tell
I
show
that
if
you,
the
city
spends
zero
dollars
for
the
next
five
years,
our
backlog
or
to
be
able
to
repair
the
streets.
K
It
goes
from
what
the
current
estimate
is
at
36
million
to
approximately
113
million
dollars,
and
our
pci
score
would
drop
from
what
it
is
right
now,
an
average
of
73
to
about
63..
So
that
deterioration
is
something
that's
not
desirable.
We
don't
want
that
to
go.
It's
basically
a
straight
curve
down.
K
If
you
continue
to
go
down
on
the
on
your,
I
should
be
sharing
my
screen,
but
I
think
everyone's
following
along
with
my
presentation,
right:
okay,
so
the
next
down
explains
to
you
that
if
we
spend
the
four
million,
which
is
what
we're
doing
right
now
currently,
you
know
we
get
three
million
for
measure
j
and
we
try
to
get
some
money
from
our
gas
tax
or
other
funding
just
to
add
to
that
pot
of
money
to
a
project.
K
E
K
Sort
of
the
path
we're
in
right
now
and
and
then
the
next
slide
down
our
next
figure
now
shows
that
if
we
do
spend
the
six
million
dollars
for
the
next
five
years,
we
would
be
able
to
maintain
our
pci
score,
pretty
much
where
it's
at
right
now
and
our
backlog
would
be
62
million.
So
that's
kind
of
the
fight
that
we
have,
as
as
a
city
staff
that
are
trying
to
maintain
our
facilities.
K
With
that
I
I
can
say
that
I've
been
asked
to
ask
again
if
the
commission
would
be
willing
to
get
the
additional
3
million
for
a
total
of
six
million
again
we're
right
around
the
corner
for
the
next
fiscal
year
as
well.
So
we,
you
know
if
the
commission
feels
that
it's
not
appropriate
at
this
time
to
add
the
additional
three
million.
We
would
kind
of
hold
off
and
combine
the
two
years
and
make
it
a
six
million
dollar
project.
K
But
it
would
push
basically
kick
the
can
down
the
road
a
little
bit
more
so
with
that.
That
sort
of
completes
the
the
presentation
on
the
pavement
management
and
the
request
for
the
additional.
F
K
It's
interesting
that
the
streets
still
start
to
still
keep
on
deteriorating,
so
the
ones
that
you
haven't
touched
are
still
deteriorating.
So
I
don't
have
a
good
explanation
as
to
why
it's
only
the
three
million
other
than
if
we
can
maintain
the
payment
condition
index
at
a
level
steady.
So
it's
not
deteriorating
faster
and
eventually
we
would
catch
up.
So
some
of
these
numbers,
we
have
to
assume
certain
things,
but
the
reality
is
we're
getting
better
prices,
so
we're
doing
more
work
than
what
the
graphic
is
showing.
K
No
at
this
point
it's
a
single
year,
three
plus
three,
but
I
will
stress
every
year
the
importance
of
getting
more
funds.
At
this
point,
I
think
magic
j
has
committed
to
doing
three
million
every
year,
but
I
think
again
what
we've
experienced.
K
If
we
add
more
money,
we
can
do
more
streets,
our
residents
really
want
their
streets
done
and-
and
I
will
stress
again-
we
get
calls
every
single
day
now
that
the
slurry's
starting
there's
folks
calling
me
telling
me
that
they
called
me
a
year
ago,
and
I
told
them
something
and
they
want
it
done
now.
So
I'm
fighting
that
fight
almost
every
day
trying
to
let
them
know
that
we
will
get
to
your
street,
but
it
takes
time
and
money
yeah.
D
D
K
The
three
million
is
part
of
your
budget
and
we
haven't
gone
with
the
project.
We
need
to
go
to
council
to
say
here's
our
project
and
measure
j
gave
us
the
money
and
we
can
appropriate
and
amend
the
budget
to
include
it,
and
I
think.
I
K
We're
prepared,
I
think
our
staff
is
prepared
to
do
the
6
million
pretty
soon
so
as
it
progresses.
If
we
start
now,
we
get
the
permission.
We
would
give
the
go
ahead
to
the
project
manager.
We
tidy
up
the
specifications
and
then
we
get
it
ready
to
go
to
council
for
approval
of
advertising,
and
then
it
will
draw
out
and
eventually
we'd
probably
be
at
around
june
july,
where
we
would
be
constructing.
F
K
E
K
E
We've
got
to
get
in
in
getting
things
renegotiated
with
debt
service
being
down
2
million.
So
it's
like
we
kind
of
got
a
gift
there.
I
I'm.
I
think
I
would
like
to
increase
to.
A
K
K
We
actually
had
a
council
of
projects,
so
I
would
be
cautious
to
do
that
and
I
would
be
happy
to
ask
again
next
year
if
we
have
a
three
million,
because
this
project,
if
you
give
me
the
three
and
we
developed
it,
it's
gonna
be
a
while
before
that
one's
all
completely
constructed
and
by
that
time,
when
we're
getting
close
to
being
finished
I'll,
be
back
here,
asking
you
again
for
another,
if
possible,
another
three
million
to
make
it
sick.
So
I
would
say
I
would
be
comfortable
with
one
year
yeah.
C
A
Yeah
I
agree
with
commissioner
footer.
I
think
this
is
a
wonderful
opportunity
to
get
our
posters
out
there.
Your.
E
A
A
H
Actually,
I
have
something
I
wanted
to
say
so.
The
other
thing
in
connection
to
jim's
point
or
charges
point
around
community
awareness.
H
So,
if
we're
saying
like
every
year
we're
going
to
talk
about
this
in
march,
like
that's
a
good
signpost,
not
like
a
physical
signpost
right,
but
a
good
signpost
in
terms
of
messaging,
this
is
when
we
talk
about
streets
or
whatever
it
might
be
in
the
fall.
We
talk
about
parks
like
it's,
I
feel
like
this
is
a
regular
investment
that
is
worth
it
in
our
neighborhoods,
but
it's
really
difficult.
I
think,
for
people
to
know
when
that
conversation
is
happening
other
than
to
send
you
angry
emails,
so
it'd
be
great.
H
F
I
agree,
but
I
think
in
general
this
is
what
happens
in
the
beginning
of
it
is
september
october
and
then,
by
march
norm
in
a
normal
year
we
narrowed
it
down.
So
I
would
encourage
that
participation
now
to
happen
as
soon
as
we
have.
You
know,
the
budget
is
done
and
we
start
meeting
again
so
that
you
know
we
don't
allocate
it
all
to
something
else.
And
then
somebody
comes
in
and
march
to
talk
about
street
vaping.
D
K
Well,
there
is
a
online,
our
pavement
management
plan,
so
it
tells
you
everything.
We've
done.
We
have
a
powerpoint
slide,
similar
to
what
I
just
presented.
We
have
all
the
information
and
we're
actually
going
to
try
to
go
a
step
further,
so
say.
Next
year
we
get
three
million
another
three
million
to
make
it
six
or
and
they'll
be
continuing
to
say
we're
going
to
be
spending
about
five
to
six
million
each
year.
We
have
the
ability
to
just
with
with
our
data,
to
say
you
know
if
we
spend
that
much.
K
These
are
all
the
streets
that
are
going
to
be
done
this
year,
the
next
year
your
street's
going
to
come
up
and
then
the
following
year.
Your
nursery
is
going
to
come
up,
so
we
have
the
ability
to
put
that
all
online,
so
it'll
be
a
one-stop
shop
like
when's,
my
street
gonna
get
paid,
go
and
you'll
see
it
obviously
there'll
be
some
some
adjustments
based
on
things
that
happen.
K
You
know
each
project
has
its
unique
characteristics,
so
things
change,
but
we
have
we
we're
gonna,
have
the
ability
and
we're
actually
being
encouraged
by
city
manager
to
do
that,
so
that
will
be
online
connected
to
a
measure
j
website,
so
they
can
easily
click
and
find
that
information
out
so
yeah
we're
all
about
distributing
the
information
as
long
as
people
know
that
there
are
things
to
change.
I'd
like
to
call.
C
A
K
I
did
want
to
kind
of
go
back
to
how
we
feel-
I
think
commissioner
marshall
might
benefit
from
this
as
well,
is
how
we
are,
as
staff
are
gonna
present
projects
to
the
commission
and
it's
gonna
go
all
tight
back
into
the
five-year
capital
improvement.
The
cip,
I'm
gonna
kind
of
don.
L
K
L
Okay,
so
the
next
pj
or
memo,
basically
it's
a
summary
of
the
projects
that
are
gonna
hit
in
each
fiscal
year.
These
are
not
all
of
the
projects
that
the
city
is
doing.
Our
engineering
staff
is
actually
working
on
about
54
projects
in
various
phases.
Some
are
in
the
design
phase.
Some
are
you
know,
unfunded
some
are
in
the
process
of
being
being
constructed
and
some
are
almost
complete.
So,
but
these
this
summary
of
by
fiscal
year
is
all
the
projects
that
are
using
measure
j
money
so
or
let.
K
Me
let
me
just
correct
that,
as
we
project
the
next
five
years,
where
we
would
want
money
put
in
for
measure
j,
so
this
is
what
we
project
as
staff
where
the
money
should
go,
and
this
is
going
to
be
a
living
document.
It's
going
to
get
bigger,
smaller,
depending
on
what's
happening
and
how
many
projects
we
can
add
to
it.
So.
L
And
the
idea
is
that
in
the
past,
as
you
know,
a
lot
of
you,
commissioners
that
have
been
on
for
a
while,
you
know
if
we
had
a
10
million
dollar
project,
the
city
would
allocate
all
10
million
dollars
in
the
first
year
and,
as
you
know,
you
know
we
have,
you
know,
maybe
consultants
to
design
the
project
and
then
the
big
ticket
construction
may
not
happen
for
another
one
year,
two
years,
even
three
years,
depending
on
the
size
and
scope
for
the
money,
the
project,
and
so
what
this
does
is
it
kind
of
gives
us
the
ability
to
project
cash
flow
so
that
you
know
we
can
say,
like
the
1928
recreation
fields,
led
upgrades,
so
we
can
see
in
the
first
year.
L
You
know
we
would
spend
about
600
thousand
and
then
the
following
fiscal
year.
We
might
need
on
the
other
half
of
that
money,
which
is
another
six
hundred
thousand
so
rather
than
you
know,
putting
all
1.2
million
dollars
into
the
project
we're
trying
to
project
out
so
that
we
know
like
if
there's
a
big
ticket
item.
L
You
know
in
year,
four
like
the
main
library
or
something
you
know
that
there
are
some
bigger
projects
coming
down
the
pipeline,
but
this,
like
joao,
said
this
is
a
living
document.
So
each
year
we're
going
to
revisit
this
and
obviously
the
current
year.
One
is
the
most
accurate
data
and
then
the
rest,
you
know,
will
move
up
and
down
as
our
constituents
priorities
change
or
our
council's
parties
change,
or
even
this
commission,
you
know
if
or
the
various
commissions.
L
If,
if
projects
you
know
become
an
immediate
need,
obviously
we
can
pull
them
a
project
from
a
flying
year.
We
could
bring
it
forward
or
if
we
need
to
defer
some
projects.
You
know
saying:
okay,
it's
kind
of
in
okay
shape
it
could
probably
last
another
year.
You
know
we
could
again
move
it
as
the
city's
needs
change
and
basically
it
gives
us
an
idea
that
you
know
what
we
have
down
the
pipeline.
It's
it's
a
little
bit
more
organized
than
what
you've
seen
in
the
past.
L
It's
something
that
every
city
pretty
much
does
and
we.
Finally,
this.
K
Last
night,
we
actually
went
to
the
planning
commission
to
take
the
full
five-year
cip
that
has
all
our
projects
and
they
were
able.
Well,
we
presented
it
to
them
the
list
and
just
make.
We
have
them,
make
a
finding
that
the
projects
were
in
conformance
with
the
city's
general
plan,
so
that's
kind
of
the
first
step
in
blessing,
the
five-year
cip.
K
So
I
think
this
process
is
sort
of
going
to
involve
we're
going
to
come
through
the
measure
day.
Commission
and
say
you
know
year
one,
these
are
our
projects.
This
is
basically
what
we
used
to
do
is
say
these
are
staff
recommendations
it's
year,
one,
and
I
think
I,
the
commission,
may
say
they
agree
with
it
or
they
say
we
don't
agree
with
two
or
three
of
these.
K
We
don't
want
to
fund
those
for
next
year
and
then
we
would
have
to
report
to
the
city
council
on
on
that
aspect
of
it,
so
that
sort
of
power
projecting
marcus
did
say
that
I
I
believe
this
year,
that
the
measure
j,
commission
and
the
city
council
are
not
going
to
have
a
joint
meeting
that
this
time
around.
It
wasn't
going
to
happen,
but
then
the
next
year
we
would.
C
K
That's
exactly
right:
these
projects
are
multi
if
you're
doing
it
right
and
if
you
want
to
build
a
project
in
the
third
or
fourth
year,
you're
putting
money
down
every
year
to
be
able
to
get
there
and
the
money
you're
putting
down
or
setting
aside,
is
to
cover
some
of
the
costs,
but
you're
actually
kind
of
building
up
the
piggy
bank
to
be
able
to
build
that
project
in
year.
Four,
and
not
necessarily
encumbrance
all
that
money
right
at
the
beginning.
K
C
I
I
really
like
this,
it's
very
very
clear
and
it
is
fluid,
and
commissioner
soto
had
brought
this
up
last
meeting
and
I
I
am
asking
also
where
some
of
these
projects
originate.
C
It's
obvious
parks
and
rec
or
the
library
or
I
don't
know
if
that's
really
important,
but
I
think
to
give
feedback
or
to
hear
from
those
people.
I
know
and
mcbride
is
with
us
tonight
in
the
library
and
I'm
interested
what
these
people
are
doing
to
earn
their
money
and
where
they
want
to
see
their
projects
go.
C
I
don't
know
if
this
meeting
is
the
place
for
it
or
you
go
out
to
meet
with
them,
but
I
would
like
to
know
where
the
projects
originate,
who
and
have
more
communication
with
these
long-range
projects
and
yeah.
K
And
I
think,
as
a
staff,
that's
going
to
be
our
job
over
the
coming
year
to
tell
you
that
this
is
a
new
project.
This
is
where
it
originated
money.
A
lot
of
these
projects,
as
it
was
mentioned
earlier
on,
have
been
linked
for
a
while
they've
been
around
for
a
long
time,
especially
they
pre-data.
So
we
move
them
forward
and
we
get
them
to
construction.
K
So
definitely
our
job
as
to
have
done
myself
is
to
to
make
sure
that
if
you
get
a
new
project,
we
are
going
to
bring
it
to
you
and
tell
you
where
it
originated
from
so.
L
Just
quickly
real
quickly,
with
the
commissioner
federer
the
the
projects
that
were
included
in
the
five-year
cip,
they
came
from
all
of
the
above,
so
it
came
from
you
know.
The
community
projects
that
was
you
know,
started
with
one
ps.
When
measure
j
was
first
started.
Some
of
the
projects
came
from
the
department
heads.
Some
of
the
projects
came
from
various
commissions.
L
Some
of
the
projects
came
directly
from
council
and
some
are
just
kind
of
like
hey.
You
know
we
have
this
voting,
it's
ac
fell
apart.
You
know
it's
just
like.
We
need
to
get
this
done
right
away,
so
it
came
from
everywhere
and
and
from
australia.
L
A
A
Are
are
you
saying
joel
that
we
can
look
at
this?
Can
we
do
we
have
a
say
in
any
of
these
projects
if
we
feel,
as
you
said,
that
we
could
make
a
recommendation
or
not?
If
we
look
at
something
on
here
that
we
feel
is
not
like,
should
it
be.
L
I
think
the
idea
is
that
this
five-year
cip
will
eventually
land
on
the
city's
website.
Once
council
approves
it,
then
I
guess
our
residents
and
constituents
can,
you
know,
browse
through
the
details
of
every
project
and
it's
not
uncommon.
Where,
like
you
know
something
that
maybe
let's
say
the
police
department
recommended
as
a
project.
You
know
they
could
say:
hey.
You
know
what
take
that
project
off
the
list.
We
don't
need
that
anymore
or
we
found
other
ways
to
accomplish
what
we
need.
So,
like
joel
said,
it
is
a
living
document.
L
So,
as
you
as
a
commission,
if
you
start
to
say
hey
like
you
know,
we
have
x
project
that
we
don't
think
you
know
it
can
definitely
be
adjusted
if
it's
not,
but
staff
will
ultimately
provide
you
guys
all
the
information
you
need
to
make
your
informed
decisions
on.
K
And
yeah
to
your
point,
jim
of
commissioner
ganan-
that
if
the
measure
j
commission
feels
strongly
that
staff
presented
a
project
that
should
not
be
funded
through
measure
j,
we
will
note
that
we
will
still
take
that
information
to
the
council
present
the
five-year
cip,
and
we
will
note
these
two
or
three
particular
projects
are
not
currently
supported
by
the
measure,
j
and
they're
slated
for
year,
two
three
or
four,
and
hopefully,
if
we
do
our
job
over
the
next
coming
year,
the
projects
we
bring
before
you
at
least
in
year.
K
One
are
solid
projects
that
the
commission
is
going
to
support.
We
definitely
don't
want
to
be
bringing
projects
that
aren't
supported
by
measure
j,
but
in
occasions
there
might
be
something
that
you're
completely
opposed
to,
and
we
will
just
have
to
note
that
to
council
and
no
have
to
make
the
ultimate
decision.
A
A
Quite
honestly,
with
with
the
city
in
need
of
so
many
other
projects,
the
traffic
flow
with
the
conversion
of
indian
canyon,
that's
actually
the
best
intersection
of
all
of
them.
K
What's
interesting
is
that
I've
heard
from
at
least
half
a
dozen
people
that
have
the
opposite
opinion.
So
they've
said
that
that
every
time
they
cross
that
intersection
they're
scared
that
they
don't
like
it
so
yeah.
It's
interesting
that
there's
definitely
different
opinions
out
there.
A
Well,
you're
talking
a
pedestrian
because
I'll
be
just
as
scared
with
a
roundabout
too
but
yeah
from
a
traffic
standpoint.
I've
been
through
that
intersection
a
lot.
I
could
do
it
almost
daily
and
I
will
tell
you
I
never
wait
long
there.
If
not,
I
flow
through,
and
I
see
how
the
herds
of
cars
operate
and
you're
very
familiar
with
her.
A
You
know
how
we
heard
cars
with
lights
if
you've
got
an
open
circle
and
that
you
get
a
red
light
at
sunny
dunes
or
red
light
going
south
northbound
at
ramon
you're
going
to
get
a
bigger
backup
at
those
intersections
because
you're
not
breaking
up
that
traffic
by
a
light
at
that
intersection.
A
K
You
will
have,
I
actually
have
a
staff
report
going
to
council
presenting
the
final
concept
of
the
roundabout.
K
So
if
you
as
a
customer
or
as
a
resident
want
to,
you
know,
provide
comment
on
it,
you
can
at
the
next
council
meet
because
I
believe
I
don't
know
if
they
posted
the
agenda.
Yet,
if
they're
allowing
me,
I
will
bring
something
forward
to.
A
A
F
First
of
all,
I
love
the
idea
of
the
five
year
plan.
I
think
that
that
would
be
great
and
I
think
it
will
help
a
lot.
What
I
would
recommend
is
that
there
are
some
of
these
projects,
like
the
roundabout,
which
I'd
like
to
see
the
final
design
before
we
go
any.
You
know
further,
there's
a
couple
things
like
the
electrical
backbone.
That
is
a
lot
of
money
that
we
haven't
had
any
presentation
on
that
I'd
like
to
understand
better.
F
I
know
that
we
had
discussions
with
the
library
in
the
past
and
at
pre-covered
we
were
trying
to
allocate
funds
to
sort
of
build
up
a
reserve,
but
I
would
ask
potentially
that
they'd
be
come
back
to
the
next
meeting
or
a
future
meeting
if
they
have
an
update
on
what
the
plans
are,
because
this
is
a
10
million
dollar,
which
I
I
believe
is
probably
you
know,
makes
sense.
But
I
don't
know
if
they're
playing
what
their
plans
have
if
they've
changed
or
if
they're
still
on
board.
K
One
of
the
things
I
could
add
to
give
some
context
is
that
those
projects
like
the
one
you
mentioned
the
electrical
backbone,
because
it's-
and
we
put
it-
purposely
here,
three
and
four,
so
we're
not
putting
any
money
aside
for
it
at
this
time
so
say.
Next
year
we
come
back
and
we
haven't
been
able
to
convince
you
with
a
presentation
that
that
project
is
merits.
You
know
the
the
money,
then
eventually
that
project
will
will
be
with
the
council
also.
So
so
one
of
the
things
to
keep
in
mind
is
a
five-year.
K
Cip
is
a
real
good
programming
tool,
allows
us
to
budget
fund
and
manage,
but
it's
not
true
money,
you're,
not
spending
your
three
two
three
and
four.
Unless
you
want
to
you,
know
money
today,
you're
really
looking
at
it
as
a
it's
almost
like
a
you're
approving
the
concept
of
the
five-year
plan
and
the
you
know
20
million
dollars.
K
C
Lived
here
for
a
very
long
time,
I
would
have
to
do
my
homework
to
get
back
up
to
speed
and
show
over
the
question
today
why
it's
important
again,
but
that's
my
point,
like
mr
bernstein,
particularly
with
the
library
having
walked
down
that
road.
Personally,
I
would
really
like
to
know
what
the
library
people,
where
they
are
in
that
process
you've
got
a
lot
of
important
items
and
the
true
public
comments
were.
C
I
was
very
grateful
to
hear
from
david
and
and
the
other
fellow
how
much
they
appreciate
the
fray
building,
but
I,
if,
if
you
are
attending
to
all
the
commissions,
then
you
know
what's
going
on,
but
it
would
really
be
nice
to
have
like
parks
and
rec
did
they
came,
they
talked.
They
said
what
they
needed,
what
they
could
live
with,
etc,
and
I
I
would
like
to
library
people
to
come
forward.
What
are
they
doing?
What's
the
foundation
doing
you
know?
What
are
the
plans?
What
can
they
do?
C
Can
any
of
this
money
be
spent
other
than
on
at
the
end?
If
you
have
money
for
the
library
now,
could
something
happen
now
using
that
money
now
or
does
that
just
have
to
wait
until
the
big
plan
comes
through?
We
don't
need
to
deal
with
all
of
that
tonight.
It's
getting
late,
but
I
I
just
would
like
updates
from
these
particular
individual
projects,
so
we
know
where
they
are
and
what
they're
doing
you
still
really
want
that,
because.
K
C
F
I
agree
with
that.
Can
I
ask
one
more
I'm
sorry
to
do
this
nancy?
Can
I
ask
you
a
question
so
we
have
currently
7.655
in
unallocated
funds
in
our
budget
and
we
just
used.
We
just
gave
3
million
plus
275,
so
that
still
leaves
another
4-3
and
then
the
city
manager
mentioned
we
might
have
an
additional
7-7.
I
No,
which
what
you
see
include,
that's
that's,
that's
sarah
projected
he's
talk.
He
was
talking
about
from
like
first
quarter,
we
added
more
money,
second
quarter
and
then
the
third
and
fourth
quarter,
we're
going
to
add
more
money
to
the
budget,
but
we're
assuming
that
the
total
budget,
if
you
look
above
at
the
estimated
revenue,
is
16
million.
I
F
I
Well,
let
me
I'm
trying
to
add
this
up,
because
the
783
200
is
already
spoken
for
your
debt
service.
If
you
look
at
the
recommended
budget,
the
283
1418,
it
was
approved
the
250
that
was
approved
and
we're
hoping
that
the
2
8
will
be
approved
to
come
back
in.
So
let
me
just
see
if
this
works.
K
Right
right
and
that's
kind
of
in
one
of
my
statements,
I
say
that
the
balance
of
the
mlcated
funds
can
be
allocated
to
future
fiscal
year,
capital
projects
noted
below.
So
if
you
had
this
money
and
we
were
squared
away,
you
would
say
for
year
one
fully
funded
or
put
the
rest
of
the
money
divided
up
in
this
fashion,
or
year
or
year
or
two
essentially,
or
we
put
more
money.
And
then
we,
if
we
are
done
with,
we
funded
every
project.
We
just
leave
it
unallocated
and
we
carry
it
over
for
the.
K
Yeah,
I
think
at
this
some.
If
I'm
kind
of
reading
correctly,
we
should
some
leave
this
unallocated
and
then
we
divvy
it
up
as
we
move
forward.
It
doesn't
go
anywhere,
it
stays
unallocated,
but
the
budget
we
were
going
to
ask
for
measure
data
give
us
in
year
one
5.255
million
of
the
projected
money
for
next
year.
I
And
if
the
city
council
approves
the
reversal
of
the
transfer
out,
then
you'll
have
in
your
unallocated
approximately
10
million.
F
E
D
If,
if
this
is
an
opening
to
raise
a
few
questions
or
requests
what
I-
and
this
is
probably
orient,
my
comments-
probably
oriented
mostly
around
the
year
one
items
and
call
us
a
request
for
our
next
meeting,
what
would
I
always
be
encouraged
to
be
seeing
is
for
year,
one
in
particular
some
community
projects,
some
of
those
bite-sized,
quick
impact,
work,
that's
not
included
yet
in
year,
one,
and
if
those
are
imp,
if
those
are
percolating
within
engineering
or
elsewhere
in
the
city.
That
would
be.
D
That
would
be
a
great
conversation
that
I'd
like
to
have
next
meeting
and
then
add
to
that.
What
I
think,
I'm
sort
of
noticing,
by
its
absence,
would
be
projects
oriented
around
sustainability
and
cost
reductions
related
to
that,
so,
whether
it's,
whether
it's
new
new
glazing
or
solar
panels,
and
that
type
of
thing
relating
to
buildings
or
other
elements
within
the
community
that
would
have
a
real
it
could
have
a
real
economic
impact.
I
D
Yeah
yeah,
sorry
nancy.
Well
my
point
there
was
thank
you
my
point.
There
was
more
of
what
would
those
projects
be?
What
would
the
list
of
with
the
constitute
that
million
and
if
that
list
is
in
any
type
of
of
drafting,
yet.
B
K
Gonna
jump
in
right
away.
I
don't
think
we've
gotten
to
the
point
where
we
left
off
before
the
pandemic.
That
was
getting
organized
to
do
those
community
projects
and
yeah
no
input,
and
I
believe
in
the
next
year
you'll
have
two
million
dollars
to
do
that
for
any
real
community
projects
and
that's
how
we'll
help
you
guide
you
through
it.
K
So
I
think
the
commission
is
still
working
on
those
things
and
and
eventually
we'll
get
there,
and
if
we
don't
have
to
spend
a
million
it's
not
showing
up
here,
but
next
year,
you'll
have
two
million
to
do
those
community
projects.
Yeah.
C
Yeah
yeah,
we
had
not
finished
had
we
we
were,
we
were
at
the
application
process
and
how
to
make
sure
that
it
was
really
a
fair
application
across
our
community
and-
and
I
don't
know-
maybe
we
ought
to
review
that.
Those
of
us,
mr,
was
on
the
committee
and
craig
was
on.
Maybe
we
ought
to
kind
of
think
about
pulling
that
together
and
get
that
off
the
ground
a
little
bit
better.
I
Yeah,
I
would
at
the
next
meeting
regroup
with
the
list
what
what
the
list
we
had,
that
we
had
to
cut
out
and
maybe
move
those
forward,
and
so.
K
Just
to
that
one
we
have
they're
they're
already
incorporated
in
in
the
cip,
so
we
did
cut
out
and
put
it
back
in
so
there's
something
missing.
So
definitely
we
can
talk
about
it,
but
it
is
a
good
time
for
the
commission
to
start
getting
together
and
looking
at
at
those
community
projects
and
how
those
are
gonna
take
shape
for
next.
The
next
two
years.
L
And
commissioner,
robin
the
to
answer
your
point
about
sustainability,
because
that's
such
a
kind
of
emerging
field
oftentimes
those
funds
come
not
from
measure
j,
but
there's
always
great
opportunity
and
like
energy,
fun,
wings,
water,
fun
like
different,
different
fun,
and
so
that's
why
he
didn't
see
it
on
this
list.
But
it
is
definitely
a
priority
in
the
city.
So
that's
kind
of
explains
why
he
didn't
see
it.
E
E
Because
I
was
on
the
commission
when
we
started
that
one
million
dollar-
and
that
was
a
result
of
the
the
city
kept
coming
in
with
their
own
projects
and
and
we
were
always
not
left
with
anything,
so
we
finally
told
them.
We
want
a
guaranteed
one
million
a
year
that
we
can
reach
out
to
the
community
and
say
what
would
you
like
to
see
done
because
there,
as
you
know,
there's
a
ton
of
projects?
The.
K
E
L
And
then
the
other
thing
I
wanted
to
bring
up
was
that
if
you
remember,
I
mean
this
is
how
the
past
measure
j
commission
worked,
but
they
kind
of
settled
on
starting
to
go
with
kind
of
themes
on
what
to
fund,
and
then
you
know,
because
parts
and
wrecks
has
kind
of
been
glossed
over
glossed
over
and
kind
of
you
know
it's
just
like
they
just
the
theme
was
to
you
know,
go
to
the
parks
and
rec
commission
have
them
provide
their
priority
projects
and
fund
that
through
measure
js.
L
So
if
you
would
like
moving
forward
to,
you
know
make
another
type
of
project
so,
like
previous
to
the
parts
direct
you
know,
we
concentrated
on
traffic
corridors,
right,
traffic,
signals
and
stuff
like
that.
If
your
next
theme,
if
you
want
to
go
with
teams,
you
know
if
it's
the
library
is
it
sustainability,
is
it
fire
and
safety
rpd
safety
projects?
L
You
know
like
whatever
you
would
like,
so
that
the
different
commissions
aren't
all
battling
for
the
same
money
or
you
could
you
know,
throw
that
all
out
the
window
and
just
do
it
on
a
project
by
project
basis?
You
know
it's
something
that
I'd
like
the
commissioners
to
think
about
between
now
and
the
next
meeting,
how
best
to
organize
your
efforts.
Yeah,
because
our
show
could
tell
you
how
many
hours
and
hours
and
hours
they
spent
reviewing
projects
so.
A
G
I
I
just
wanted
to
say
when
commissioner
marshall
was
on
before
they
did,
something
which
maybe
we
can
be
doing
now.
One
of
the
commissioners,
christine
hammond,
came
to
parks
and
recreation
and
said
I'm
from
the
measure
j
and
what
we
like
from
you
as
a
commission
is
we'd
like
to
know
what
you
see
that
you
need
out
there
and
something
you'd
like
to
propose
to
us
and
bring
it
to
us
at
our
upcoming
meetings
and
one
of
our
commissioners.
G
Ellen
goodman
put
together
a
proposal
and
they
came,
and
they
spoke
to
the
measure,
j
commission,
and
I
think
that
if
we
have
whether
it
be
a
pr
chair
or
who
it
is
from
the
commission
go
to
the
library.
The
way
linda
is
talking
about,
etc
and
asking
them
to
come
to
us
and
say
if
you
have
things
that
you'd
like
to
bring
please
come
and
schedule
a
time
to
come
to
our
meeting
and
I
think
we'll
we
can
find
out
with
the
other
commissions
that
are
out
there.
G
A
To
dovetail
on
that
that
wasn't
necessarily
for
those
that
one
million
dollar
community
funds
that
was
for
some
of
our
general
spending
out
of
measure
j
pri
prioritizing
projects
within
the
city.
So
of
course
we
welcome
hearing
from
the
library-
it's
probably
not
going
to
be-
that
million
for
community
funds,
but
it's
going
to
be
monies
that
are
there
and
making
the
library
a
priority
out
of
all
of
these
priorities
that
come
from
the
city,
and
I
think
we
can't
we
gotta.
We
don't
want
to
blur
the
lines
here.
A
What
what
commissioner
soto
and
others
were
working
on
was
a
way
of
reaching
out
to
the
community
of
how
can
we
do
a
small,
tangible
product
for
a
million
dollars
or
combine
two
years
or
three
years
of
3
million
and
those
projects,
basically
in
the
past,
have
come
out
of
1ps.
So
that's
neighborhoods
coming
together.
A
A
lot
of
it
was
around
traffic
and
pedestrian
safety,
and
then
we
we
chose
parks,
and
so
we
can
choose
the
theme
or
we
can
see
that
a
theme
kind
of
bubbles
up-
and
we
had
talked
about
this
in
the
past
of
if
you
were
to
do
a
survey-
that
you
do
it
more
general
like
what
areas
of
or
themes
that
people
are
interested
in
and
then
from
there.
A
We
can
make
make
our
own
decisions
as
well
so
again,
but
I
don't
want
to
belabor
this,
but
it's
all
very
good
and
I'm
happy
that
we've
got
the
million
back
on
the
docket.
So
we
definitely
need
to
kind
of
pick
up
where
we
left
off
before
the
pandemic
and
and
kind
of
get
rolling
with
that
and
keep
that
conversation
going
to
find
a
suitable
source
for
those
community
funds
all
right,
joel
anything
else.
A
F
On
the
social
media,
I
would
suggest
that
brian
naomi
we
have
another
meeting
with
amy
and
tim
o'bailey
who's
working
on
it
and
because
she
gave
him
the
brief
and
he's
spoken
to
her.
But
I
don't
I'm
not
sure
exactly
where
they're
at
he
had
some
questions.
So
maybe,
if
we
can
set
for
the
next
meeting
to
come
back
with
a
final
presentation
on
where
we're
at
that's
a
great
idea.
Yeah.
H
That's
great
I
I
would
also
maybe
charis
if
any
of
the
other
commissions
are
interested
in
community
engagement
or
social
media
post
announcements,
because
I
think
it's
it's
hard
to
be
just
one
commission
that
wants
to
do
this.
So
maybe
if
there
was
some
interest
for
more
than
one
that
might
help.
I
D
Okay
and
then
chantelle,
you
had
the
the
fact
checking
question.
D
As
we're
trying
to
reconcile
some
some
vagueness
between
what
measure
j
voted
on
versus
what
council
voted
on
versus,
what's
being
carried
in
engineering
or
finance
budgets,
which,
when
it's
when
it's
time
to
release
something,
we
want
to
give
the
right
number
out.
E
I
I
And
then
update
on
measure
j
commission
meetings,
that
was
your
question
right,
sid
yeah
so
once
covet
had
hit,
we
caught
a
lot
of
the
staff
out
and
where
they
are
no
longer
broadcasting,
the
videos
are
being
posted
and
chantelle
can
let
you
know
where
the
only
one
that
are
being
taped
live.
Are
the
city
council
and
the
planning
commission
meetings.
L
H
A
All
right
do
we
have
any
commissioner
member
comments
or
requests.
G
I
would
like
to
ask
I'm
glad
that
commissioner
bernstein
had
brought
up
and
naomi
about
amy
blaisdell,
because
I
had
made
notes
here
that
I
wanted,
since
there's
not
going
to
be
a
joint
meeting
this
year
since
there's
not
a
picnic
of
1ps.
G
So
we
don't
have
that
exposure.
I
would
like
to
see
if
god
would
talk
to
you
about
amy,
blaisdell
beating
at
the
may
or
june
meeting,
because
the
fact
that
we
have
got
are
talking
about
the
parks,
the
restrooms,
the
floor
and
the
gym,
and
we've
talked
about
commissioner
marshall.
Since
you've
been
gone,
we've
been
talking
about
getting
our
identity
back
for
the
public
to
know
about
who
measure
j
is
and
what
measure
j
is
about
from
when
you
guys
had
started
it
originally.
I
And
they
they
are
talking
about
bringing
the
dinners
back.
It
might
happen
sooner
than
you
know
and,
like
I
said
again,
contact
amy.
I
think
she
put
something
in.
I
don't
know
what
the
exact
name
is,
but
through
the
chamber
of
commerce,
has
a
magazine
so
there's
something
in
there.
So
I
would,
I
would
follow
up
with
her
they're
gonna
be
probably
bringing
the
dinners
back.
G
Well,
I'm
glad
to
hear
that,
because
this
is
now
the
time
more
than
ever,
with
all
of
these
things
that
we
have
coming
up
in
the
next
in
the
next
balance
of
the
year
for
the
public
to
know
what
measure
j
is
doing.
These
are
all
exciting,
good
things.
I
know
I
I
think
people
are
going
to
be
thrilled
to
hear
about
the
bathrooms.
H
Chamber,
I
can
send
you
a
text
picture
text
of
the
of
the
article.
I
can
send
you
nice.
