Jay
would
you
like
to
do
roll
call
sure.
A
B
A
D
A
C
You
okay
public
comments.
This
time
has
been
set
aside
for
members
of
the
public
to
address
the
public
Arts
Commission
on

of
general
interest
within
the

of
the

and
agenda

the

the

in
the

The

May
address
the
commission
on
each
item
listed
on
the
posted
agenda
at
the

Each
item
is
heard.
C
C
Great
remarks
from
the
chair,
I'm
going
to
I
have
some
written
marks
that
I
would
like
to
make
for
the
record
and
I'm
going
to
do
them
at
the
beginning
of
the
item
of
the
that
we're
here
to
discuss
so
I'll,
let
you
go.
C
Today,
okay,
so
we're
here
to
vote
on
the
acceptance
of
the
pillars
of
Palm
Springs.
This
was
a
project
that
was
started
and
initiated
last
June.
Actually,
so
it's
taken
a
solid
14
months
to
get
it
to
this
point,
the
public
Arts
commission
extends
our
heartfelt
thanks
and
gratitude
to
All
The
Talented
artists
who
participated
in
the
Culper
artists
for
the
pillars
of
Palm
Springs
project,
their
creativity,
dedication
and
passion
for
art
have
truly
shown
through
in
the
diverse
and
aspiring
designs
that
were
submitted.
C
This
project
holds
immense
significance
in
representing
values
that
are
integral
to
our
City's
identity,
creativity,
diversity,
equality,
civility,
Serenity
and
community.
Your
contributions
not
only
enrich
the
visual
landscape
of
our
city,
but
also
deepen
our
Collective
appreciation
for
those
essential
equities.
So,
thank
you
all.
However,
this
was
a
very
specific
assignment,
with
very
specific
criteria
for
selection,
there
was
a
maximum
Square
footprint.
There
was
a
minimum
and
a
maximum
height.
There
were
specific
placement,
and
importantly,
there
was
a
specific
theme.
C
Some
wonderful
submissions
did
not
make
it
past
the
selection
committee,
but
not
because
they
lacked
in
design,
but
because
they
did
not
meet
the
technical
requirements.
As
stated
importantly,
will
they
have
worked
in
a
medium
with
traffic
on
either
side?
Some
data
points
to
consider
the
application
went,
live
on
June
7th
2023.
C
The
desert,
Open
Studios
group
and
other
local
artist
groups
online
Jay
also
posted
it
on
public
artist.org,
a
call
for
artist
website
and
it
was
picked
up
on
codofworks.com
among
other
artists
places.
Lastly,
each
of
the
Commissioners
at
that
time
was
asked
to
circulate
the
application
to
any
artists.
We
knew
as
well
the
results
we
had
170
prospective
bidders
who
registered
for
this
assignment
166
downloaded
files
and
there
were
57
bidders.
17
artists
submitted.
Multiple
designs
of
the
bitters
39
were
from
the
greater
Palm
Springs
Community
solicitation
was
published
for
48
days
and
the
selection.
C
Had
15
days
to
evaluate
all
art
proposals,
the
selection
committee
consisted
of
three
individuals
who
have
experience
in
evaluating
art
and,
in
particular
public
art.
There
were
no
current
or
former
members
of
the
Palm
Springs
public
Arts
commission
involved
in
their
evaluation
and
final
recommendation
to
our
commission
tonight.
C
The
procurement
team,
had
the
selection
committee
evaluate
the
work
based
on
four
criteria.
First
was
qualifications
and
experience,
including
their
subcontractors,
and
that
was
for
30
points,
understanding
the
project
and
quality
of
submission
that
was
for
50
points,
local
preference.
That
was
for
five
points
and
finally,
the
cost
proposal
that
was
for
15
points.
C
The
written
direction
that
was
supplied
to
the
selection
committee
was
that
the
primary
determinant
in
choosing
the
winner
for
each
Equity
would
be
the
quality
of
design.
Does
it
immediately
cause
emotional
response
in
you
and
importantly,
does
the
design
communicate
the
equity
that
is
representing
understanding
that
not
every
applicant
will
represent
a
chosen
word
in
a
graphically
and
equally
strong
manner?
If
the
committee
felt
that
the
design
was
Dynamic
and
the
work
imparts,
the
concept
we
can
ensure,
the
word
is
legible
to
pass
their
slides
through
signage,
we'll
get
into
that
later.
C
If
it
needed
to
be
adjusted
based
on
technical
requirements,
it
doesn't
need
to
be
taller
a
slightly
smaller
footprint.
Another
finish
to
ensure
the
collection
looks
somewhat
cohesive.
Also
important
was
the
overall
demographic
representation
of
the
Palm
Springs
Community.
Of
course,
the
lgbtq
plus
Community
is
strong
here,
so
having
that
respective
integers
acceptable
and
encouraged
for
a
piece
or
two,
but
so
is
having
just
a
man
or
just
a
woman
or
a
man
and
a
woman.
Together
there
are
individual
pieces
of
art.
A
representation
must
be
considered
across
the
entire
collection
and
creatively.
C
C
The
public
Arts
commission's
role
today
is
to
formally
accept
the
recommendation
of
the
selection
committee
and
from
there
the
recommendation
goes
to
city
council
for
final
acceptance.
Five
of
the
six
proposals
were
initially
submitted,
as
you
will
see
following
this
one
needed
small
revisions
and
that
one
is
Serenity.
The
jury
appreciated
the
access
to
concept,
but
the
submission
needed
adjustments
for
technical
reasons
to
increase
the
height
to
match.
The
other
finalists
represent
a
true
color
and
to
further
Define
the
artist's
intended
color
is
a
revised
submission.
C
It's
important
to
note.
None
of
the
finalists
received
creative
direction
for
revisions
from
either
the
selection
committee
or
anyone
from
the
public
Arts
Commission.
We
should
only
question
an
individual
recommendation
if
we
collectively
feel
that
the
committee
made
an
error
in
judgment
due
to
something
missing
from
the
evaluation
process.
C
That
one's
representing
creativity
and
the
artist
took
pieces
of
an
old
Cadillac
and
turned
it
into
a
cactus.
B
But
you
can
read
some
of
the
notes
from
the
artists.
I'll
highlight
some
of
it
full-time
professional
sculptor
for
over
16
years.
This
is
Roger
rudeman,
multi-disciplinary
artist
has
worked
in
a
variety
of
styles
and
permanent
materials
such
as
bronze,
stainless
steel,
wood,
fiberglass,
concrete,
diverse
spectrum
of
education
and
artistic
practice
allows
the
doors
to
be
versatile,
adaptable
and
I.
Think
Beyond,
conventional,
so
artistic
Visions,
making
an
emotional
connection
with
people
is
essential
for
Paul
card
to
become
meaningful
and
therefore
successful.
C
C
C
Do
you
want
me
to
read
that
sure,
good
artist
concept
and
playful
imagery
for
Palm
Springs,
taking
inspiration
from
mid-century
cars
and
desert
plants
to
more
of
a
Cadillac
into
a
cactus
form?
The
scale
is
12
foot,
colors
and
durability.
Materials
are
stainless.
Steel,
fiberglass
and
automotive
paint
appropriate
for
the
site
and
LEDs
Incorporated
Roger's
overall
concept
of
a
59
Cadillac
convertible
really
hit
me
as
a
desert
class
in
style.
The
way
he
transforms
the
car
into
a
cactus
is
just
incredible
from
every
Viewpoint
there's
something
to
see
the
detail.
C
The
tail
fin
life's
looking
like
cactus
fruit
is
just
perfection.
Roger
is
an
experienced
sculptor
and
understands
the
maintenance
end
of
this
piece
as
well.
The
stainless
steel
automotive
paint
will
be
long
lasting
in
our
desert
environment,
and
this
proposal
is
very
compelling
and
capitalist
system
of
creativity,
while
also
building
the
design
from
local
visual
motifs.
The
hybridization
of
man-made
and
natural
forms
very
interesting
conveys
the
sense
of
the
desert
city.
The
work
is
both
aesthetically
and
conceptually
strong
and
is
a
very
reciting
artwork.
B
And
commissioner
Ramirez
has
a
stand-up.
D
Thank
you,
Jay
I
just
wanted
to
hop
in
real
quick
is.
Could
we
say
this
is
an
upcycled
piece?
Is
this
from
like
reclaimed
old
Cadillacs,
or
is
it
a
totally
new
sculpture.
D
C
A
C
D
E
C
The
evaluation
committee's
comments
on
this
work:
good
artistic
concept,
using
the
progress
pride
flag,
it's
a
springboard
for
representing
Palm
Springs,
core
value
of
equality
scale
is
12
feet,
multi-colors
and
durability.
Material,
steel,
automotive
paint
is
appropriate
for
the
site
and
the
neon
is
incorporated
equality
lights
up
in
neon
around
the
time.
C
Then
there
were
each
each
of
the
evaluation
may
be
gave
a
specific
comment.
This
non-binary
artist
details
a
pillar
of
progress,
pride
flag
which
is
very
abstract
but
feels
very
personal.
This
bold
tall
submission
speaks
to
the
value
of
equality
for
these
color
selections.
Scott
is
an
experienced
artist,
and
this
has
been
well
thought
through
the
last
commenters.
This
work
closely
matches
the
equity
and
is
visually
stimulating.
The
submission
allows
for
LGBT
gqia
representation
in
terms
of
the
sculpture,
as
well
as
the
maker.
C
As
proposal
mentions,
this
artwork
appeals
to
inequality
as
a
core
value
of
Palm,
Springs
and
Jay.
If
you
could
just
pull
up
a
bit,
you
can
see
that
the
the
design
is
that
the
original
Pride
flag
represents
almost
like
big
dowels
in
each
color
and
it's
open
and
then
there's
a
drapery
metal
metallic
drapery.
That
represents
the
newest
addition
to
the
progress
flag
and
then
equalities
and
neon
letters
around
the
top.
D
E
I
joined
a
little
bit
late.
Can
you
remind
me
we're
voting
on
these
after
the
committee
had
already
selected
these?
So
we
don't
no
longer
have
a
say,
no.
C
E
So
my
only
thing
is:
having
worked
in
the
equity
diversity
space
for
a
while
this
one
it
touches
on
lgbtq
and
even
though
they
added
the
new
colors
for
the
new
representation
of
the
flag
to
me
doesn't
represent
equality
for
people
of
color
and
I've.
Had
these
conversations
in
other
forums
that
I
sit
in
and
so
for
me,
it
misses
the
mark
a
little
bit
on
equality.
E
You
know,
even
though
they
are
there.
I
still
doesn't
represent
it's
not
a
true
representation
of
the
communities
of
color
or
other
marginalized
communities,
and
so
to
me,
it's
more
of
an
lgbtqia
Plus
representation,
and
so
I
just
want
to
point
that
out,
like
I've.
Had
this
conversation
about
this
flag
in
particular
and
other
forums,
and
it
doesn't
feel
like
a
true
representation.
C
We
can
mean
no
commissioner
Shelton's
concern
and
we'll
leave
that
up
to
council
to
make
that
determination.
Okay,.
C
So
this
one
is
by
Serenity
by
Anne
Faith
Nichols.
That
comments
were
good
artistic
concept,
referencing
Palm
Springs
as
a
Desert
Oasis
with
water
as
a
place
of
serenity.
C
The
overall
scale
should
be
adjusted
which
it
was
and
good
durability
for
chosen
materials
confirmed
color
Choice
with
the
artists
which
we
did
and
for
Public,
Safety
I'm
sure
the
artist
is
not
intentionally
designed
to
be
a
photo
opportunity
for
standing
aside.
The
waves
backward
letters
for
serenity,
text
and
I
think
she
just
did
that
for
scale.
The
idea
of
water
and
the
desert
she
says,
Oasis
just
feels
so
Serene
when
real
water
sculptures
fountains
are
so
difficult
to
maintain.
C
Yet
this
one
is
so
lovely
the
painted
steel
sculpture
has
been
submitted.
As
we
said,
we
made
the
adjustment.
She
doesn't
mention
the
color
of
the
water
which
we
made,
and
it
will
be
all
in
one
color.
Various
Shades
and
Ladder
would
be
terrific
for
depth
on
her
submittal
she's
standing
in
front
of
the
mural,
which
has
beautiful
shades
of
blue.
The
last
comment
is
this
sculpture
appeals
to
the
theme
of
Serenity
through
its
design
and
concept
by
representing
the
theme
of
water.
C
A
C
F
Tom
has
a
question:
Jay
no
I
just
had
a
quick
question.
The
only
lighting
is
going
to
be
the
backlit
letters.
My
concern
would
be
at
night
you're
going
to
miss
part
of
that
sculpture
unless
it
is
going
to
be
lit
differently.
Yeah.
C
Each
of
the
sculpture
pads
have
four
letting
lights
playing
lights,
configurations
that
they
will
be
on
if
you
drive
by
at
night.
You
can
see
the
horses
are
lit
that
way
and
we
gave
the
artist
the
opportunity
to
use
that
to
take
those
existing
pictures
and
reorient
them,
and
they
can
also
do
custom
lighting
like
the
equality.
One
has
neon
lighting
in
it
and
then,
like
the
cactus,
has
lightning
sauce.
So
this
will
be
lit
as
well,
okay
with
with
traditional
lighting,
but
it
will
be
mood
lighting,
enhancing
it
good.
C
C
This
is
by
an
artist
named
Bernard
Stanley
Hoyas.
C
C
It's
like
it's,
this
4x12
from
this
right
hand
corner
here.
C
The
Twisted
steel
spirals
opposite
of
each
other
or
anti-parel
around
around
an
Axis
or
Center
Pole,
or
supporting
structures
at
every
turn
and
there's
LED
lights
in
there
on
the
birds,
they're
casting
stainless
steel
with
translucent
lucite
rods,
Many
Colors,
the
rice
actors
reflectors
at
night,
but
the
LED
lights
battery
pack
is
built
in
to
the
bird
tails
and
the
LED
lights
come
alive
at
dusk.
A
E
C
The
3D
representation
intends
to
elevate
the
conversation
quote:
nature
of
race
and
the
role
of
diversity.
It
is
metaphorically
expressed,
through
the
dating
dance
of
a
pair
of
birds
and
procreation,
reminding
us
that
it's
a
species
we
share
a
common
DNA,
the
double
helix,
the
Genome
of
life.
It's
the
root
of
everything,
fundamental
to
all
organisms,
the
entirety
of
our
hereditary
code.
It
symbolizes
multiple
cultures,
coexisting
influencing
each
other,
struggling
with
one
another,
transforming
into
Modern
Life.
The
idea
of
a
double
helix
came
to
me
in
a
dream.
C
Since
my
experience
with
the
Forum
in
high
school
biology,
the
sharing
aspect
of
basic
life,
regardless
separation,
culture,
the
sculpture,
should
transcend
and
represent
human
development.
It
should
be
the
building
block
of
all
of
our
knowledge
and
aspirations.
The
creation
is
12
feet
high
and
that's
a
pair
of
stainless
steel,
modeled
hummingbirds
with
multicolored
lucite
Wings,
a
topical
double
helix
steel
frame,
and
it's
called
diversity
of
divinity
written
in
neon
and
did
I
read
what
the
evaluation
committee
said.
C
C
You
I
did
because
the
three
comments
were
good.
Artistic
concept
of
diversity
is
Divinity
using
imagery
repair.
How
many
birds
are
the
DNA
Helix
ribbon:
vibrant
colors
durability,
material
lucite
rise
to
be
reviewed
for
appropriateness
at
sight
and
LED
lights.
Incorporated
next
comment
was
this
diverse
artist
used
nature
to
represent
the
diversity
of
race,
selecting
hummingbirds,
which
is
so
iconic
to
the
desert's
nature
and
having
rainbow
outstretched
Wings.
This
vibrant
sculpture
will
move
and
have
light
within
each
hummingbird
offer
application
components
have
been
thoroughly
thought
through.
C
This
submission
embodies
the
theme
of
diversity
by
alluding
to
both
the
colors
of
the
lgbtq
flag,
along
with
the
DNA
double
helix
referencing
Humanity's
shared
oranges.
While
the
work
is
compelling
on
its
own,
there
is
significant,
meaningful
the
diversity
commission
to
be
awarded
to
a
local,
African-American
artist.
C
F
I
just
had
I'm
going
to
just
Echo
Melissa's
concern
real
quick
I
mean
of
of
the
first
three
I
get
I,
understand
the
design,
wise
I,
I
guess
what
I'm
looking
at
is
one
when
you
have
to
explain
something
this
in
detail,
we're
missing
a
little
bit
of
the
point
when
you
also
look
at
you
know
these
are
cars
that
are
going
by
they've
got.
F
You
know
you
have
a
you're
talking
about
a
matter
of
seconds
that
if
you
can't
communicate
what
what
this
pillar
is,
but
you
need
a
10
minute
explanation,
you're
I
think
we're
doing
a
little
bit
of
a
disservice
to
that
particular
pillar
I'm.
Just
throwing
that
out
there,
it's
just
the
other
ones,
I
get
you
can
get.
You
literally
can
see
it
in
three
seconds.
C
Comments
from
the
selection
committee
were
good
artistic
concept
using
Palm,
Springs,
iconic
architectural
inspired
elements
as
a
container
representing
Civic
lives
with
an
architectural
sculpture
that
casts
Shadows.
It's
12
feet
tall
and
the
durability
of
chose
materials
which
are
laser
cut
sheet.
Steel
should
be
confirmed
for
Providence
for
desert
climate.
This
sculpture
truly
has
been
inspired
by
Palm
Springs
architecture
and
one
of
the
few,
with
little
to
no
color.
These
design
and
elements
are
strength
and
connection
to
Palm
Springs.
C
The
last
comment
was
this
sculpture
compellingly
alludes
to
the
histories
of
architecture,
both
locally
and
historically.
In
doing
so,
it
references
the
larger
notion
of
civilization
underlying
civility.
The
idea
of
Civility
is
both
orderly,
behavior
and
relating
to
public
life.
It's
aesthetically
represented
through
the
works,
organized
and
architecturally
inspired
design.
C
Should
note
that
this
one
is
by
two
female
artists
working
together
they
are
okay,
Jessup
and
Celeste.
Kuning.
C
C
The
selection
committee's
comments
are
a
good
artistic
concept:
referencing
directional
street
name
signage
with
the
word
Community
repeated
on
each
to
explore
the
notion
that
Community
is
everywhere
number
of
signs
on
three
post
references,
Palm,
Springs,
neighborhood
groups
and
the
scale
is
12
feet.
Tall
and
LED
Dusk
to
Dawn
illumination
is
proposed
and
then
the
other
comment
was
as
media
sculpture,
map
of
the
road.
This
is
welcoming
to
visitors
and
residents.
C
It
is
positive
and
uplifting
the
size
12
visitors
that,
wherever
they
turn
their
welcome
by
community,
this
submission
is
visually,
exciting
and
conceptually
meaningful.
The
artwork
articulates
the
positive
message
that
Community
is
everywhere
in
Palm
Springs
and
references.
The
neighborhood
groups
compromise
comprising
the
city.
The
design
is
fresh
and
contemporary.
C
F
C
Yet
and
the
reason
why
it's
not
yet
Tom
is
when
Council
approved
this
concept.
Mayor
Pro,
tem
Bernstein
asked
that
the
Landscaping
be
redone
as
well
and
the
lighting
on
the
landscaping,
and
he
acknowledged
that's
not
our
responsibility,
but
once
we
get
them
to
approve
these
pieces,
then
we
will
determine
the
placement
and
any
landscaping
and
lighting
that
needs
to
be
Revisited,
yeah
so
and
I
think
some
would
be
more
appropriate
to
greet
people
immediately
coming
out
of
the
airport
and
others.
You
know.
C
D
So
I
just
want
to
reiterate.
So
then
these
designs
are
the
final
selection
of
works
that
the
selection
committee
has
made,
and
it's
our
job
to
just
approve
these
designs.
To
go
on
to
council,
correct
right.
C
Again,
the
selection
committee
reviewed
every
design.
They
evaluated
them
all
the
same
way
and
these
were
the
top
vote
Getters.
So,
while
I
understand
that
there
may
be
individual
concerns
with
some
of
the
pieces,
commissioner
Shelton
said
you
know:
that's
not
how
I
identify
diversity
or
equality.
C
The
selection
committee
was
chosen
for
their
expertise
in
art
and
understanding
these
and
that's
how
they
made
their
recommendation.
So
were
there
any
that
jumped
out
at
you
and
said
I
just
can't
put
my
name
behind.
D
Well,
I
think
for
me
it
would
have
been
nice
to
see
and
to
maybe
be
a
part
of
that
open
discussion
with
this
election
committee,
because
if
it
is,
you
know
our
role
to
just
approve.
You
know
designs
that
have
already
been
selected
and
I
do
get
that.
D
You
know
it
probably
was
a
diverse
committee,
but
if
these
are
the
ones
that
already
Chosen
and
it's
just
our
job
to
really
pass
it
off
right,
it
would
have
had
been
nice
to
see
I
guess
a
diverse
selection
of
all
of
these
and
I
get
the
whole
score
and
breakdown
I'm
glad
that
it
was
on
a
point
system
and
that
was
used
equally,
so
I
do
get
that,
but
it
would
have
been
nice
to
I
think
be
in
that
conversation
in
the
future
moving
forward.
D
You
know
as
our
expertise
in
the
Arts
worlds
and
things
like
that
as
well.
So
just
the
point
of
feedback,
you.
C
Know,
I
I
think
it's
important
to
take
a
step
back
and
understand
the
role
of
procurement
in
this
and
and
something
this
big
and
this
costly
and
for
a
call
for
artists.
Each
of
us
have
relationships
in
the
artist
community
and
we're
going
to
come
across
people.
We
may
either
know
or
people
we
we
like
and
people
we
don't
like,
and
the
role
of
having
procurement
is
as
blind.
C
And
you
know
this
is
standard
within
the
procurement
process,
where,
if
it
reaches
a
certain
Financial
threshold,
we
have
to
go
to
procurement
and
we're
sort
of
not
part
of
that,
but
they're
involved
with
staff-
and
you
know
I-
might
have
handled
it
differently.
There's
some
you
know
I
would
have
maybe
wanted
to
grab
an
artist
and
say
why
did
you
do
that?
Why
didn't
you
do
this?
Do
this
and
direct
it-
and
this
is
if
we
had
to
make
it
very
clear-
we're
not
involved
in
that
at
this
level.
C
Thank
you
did
I
answer
that
correctly.
Jay.
B
E
B
To
select
consultants
and
hire
staff,
but
you
know
it's
it's
a
filtration
process,
so
the
candidates
are
sort
of
weeded
down
through
this
process.
To
the
point
where
these
few
finals
are
are
available
for
file
selection.
C
In
all
of
them,
as
a
group,
we
are
voting
for
this
election
and
its
entirety.
Our
recommendation
is
retired
and
counsel,
would
then
accept
or
not
accept,
and
if
we
made
a
change,
we
would
all
have
to
agree
to
that
change
and
then
both
would
go
to
Council
on
Council
would
make
the
decision
chances
are.
They
would
probably
go
with
procurements
decision,
because
I
know
it's
blind
and
it
doesn't
mean
the
council
won't
make
a
change
as
well.
So
something
like
the
equality
one
they
may
say
we
want
to.
C
A
A
I'd
like
to
make
a
motion
that
we
approve
the
pillars
of
Palm,
Springs,
artwork
or
east
Meridian,
or
the
recommendation
to
the
city
council.
B
B
B
C
We
will
know
very
quickly,
probably
before
that,
if
Council
would
like
to
see
a
second
or
third
runner-up
I
do
want
to
make
a
point
that
if
you
one
of
the
things
that
was
unique
about
this,
we
had
the
opportunity
for
artists
to
submit
as
many
designs
as
they
wanted
for
each
equity
and
a
lot
of
people
who
made
the
final
selection
in
the
top
three
submitted
in
multiple
equities.
C
So
if
you
went
down
to
the
number
two
for
one
Equity,
it
may
be
somebody
who
is
getting
number
one
in
another
Equity,
so
it
changed.
It
threw
the
whole
thing
off,
so
you
can't
really
just
mix
and
match,
and
then
you
end
up
with
like
one
person
getting
three
equities
or
then
you
end
up
going
down
to
the
fourth
or
fifth
ranking
score.
