Description
Regular meeting of the City of Palm Springs Human Rights Commission, held December 12th, 2022
A
Good
evening
welcome
to
the
Human
Rights
Commission
regular
meeting.
It
is
Monday
December,
12
2022,
and
this
is
a
regular
meeting
at
5
30
P.M
I'm,
bringing
the
meeting
to
order
Jay.
Let's
do
roll
call
please.
B
Yes,
commissioner,
vignolo.
B
B
Commissioner
ramaran
said
he
will
be
late,
Vice,
chair
Shepherd,
that's
it
and
cheerleola.
A
B
A
A
Thank
you
Jay
for
that,
so
we
received
some
public
comments.
B
A
So
we
received
some
some
comments
in
writing
from
a
Mr
Doug
Evans
is
that
you
Mr
Evans.
B
Dale
has
raised
his
hand
core
public
comment.
Dale
go
ahead.
E
Hopefully
you
got
the
one
data
or
about
4
P.M
today,
in
response
to
one
of
his
emails
item,
I
believe
8C
on
your
agenda.
Having
to
do
with
a
section
14
report
is
inappropriately
noticed
on
the
agenda.
Jay's
indicated
it's
going
to
be
removed
from
the
agenda.
The
report
is
still
marked
draft.
It
doesn't
appear
to
have
been
updated
at
all.
It
contains
misinformation,
wrong
information,
misleading
information,
slanderous
information
that
we've
responded
to
in
detail
and
in
writing.
E
That
report
needs
to
go
along
with
the
other
report,
wherever
it
goes,
including
the
fact
that
two
tribal
families
have
asked
that
their
father's
names
be
removed
from
the
report
in
its
entirety
there's
highly
suspicious
activity
and
as
far
as
how
this
report
was
prepared,
the
re
we've
asked
how
it's
repaired
been
prepared.
E
We
asked,
via
public
records
request
commissioner
de
Hart
has
said
that
the
executive
committee
of
the
HRC
has
prepared
the
report
worked
on
the
report.
The
city,
clerk
and
Jay
have
zero
records
that
that
ever
occurred,
and
we
simply
ask
that
any
government
report
have
the
authors
listed
on
the
report.
E
That's
pretty
standard
in
city
of
Palm
Springs
practice.
Anonymous
reports
are
not
standard
in
Palm
Springs
practice.
Thank
you
very
much
for
your
time.
It's
our
understanding
that
this
item
will
be
removed
from
the
agenda.
Thank
you
very
much.
A
D
So
I'm
here
on
behalf
of
desert
Stonewall
Democrats,
and
we
would
like
to
thank
the
Human
Rights
Commission
for
supporting
the
Club
Q
vigil
on
November
27th.
We
appreciate
it
deeply.
We
would
particularly
like
to
recognize
Edwin
ramaran
who's
actually
on
our
student
committee,
chair,
Loyola
and
councilman
elect
Rhonda
Hart.
So
thank
you
very
much
on
behalf
of
desert
stormal
Democrats.
A
Thank
you
so
much
Mr
Dale
for
your
testimony.
It
was
a
pleasure
participating
in
such
an
event
right.
So
in
light
of
the
request
of
Mr
Evans,
it
is
clear
that
item
8C
on
section
14
at
the
acknowledgment
was
was
not
properly
referenced
in
the
agenda.
A
The
subject
matter
did
not
clarified
the
intention
of
the
discussion
that
the
commission
would
have
tonight,
and
so
because
of
that,
we
will
remove
it
from
the
agenda.
There
will
be
no
discussion
or
action
taking
on
this.
This
evening
we
will
move
the
item
for
our
next
meeting
and
making
sure
that
it
is
properly
referenced
and
it
is
clear
to
the
public
the
intention
of
the
commission,
discussion
or
items
that
will
be
in
discussion
for
that
particular
item
and
that
will
be
included
in
our
next
agenda.
A
E
A
Mr
Evans
all
right
so
moving
on
item
seven,
which
is
the
approval
of
many
of
minutes.
From
our
last
meeting
held
on
November
14
2022
do
I
have
a
motion
to
approve
the
minutes.
A
B
A
G
Hey.
Thank
you.
This
is
a
follow-up
to
the
meeting.
I'm,
not
sure
if
you
had
a
meeting
since
I
was
here
last
or
not.
G
I
just
wanted
to
bring
you
up
to
date
that
we
within
the
public,
Arts
commission
have
updated
this
proposal,
which
I
circulated
this
morning,
I'm
not
sure
if
you've
had
an
opportunity
to
review
it
or
not,
and
if
you
have
any
questions
we're
trying
to
make
this
this
installation
be
as
welcoming
and
Broad
as
possible
and
as
I
said,
you
know,
we
think
that's
going
to
be
represented
not
only
with
the
different
equities
that
we
intend
on
representing,
but
the
choice
of
artists
and
the
different
skill
sets
they
have
as
well.
G
One
was
because,
as
we
were
discussing
this
within
our
commission,
you
know
we
were
thinking
what,
if
an
artist
decided
to
go
for
a
very
graphic
treatment
with
this
piece
and
you
can
see,
there
are
two
pieces:
that's
Robert
Indiana
doing
variations
on
his
love
piece
and
I.
I
saw
the
Amore
one
and
I
thought.
G
Oh
that's
interesting,
and
then
our
former
chair
of
the
commission
and
Sheffer
said
sent
me
this
one
that
was
done
in
Hebrew
and
she
said
you
know,
he's
done
a
variety
of
these
and
everything
so
I'm
saying
well.
That
might
be
interesting.
If
an
artist
took
one
of
the
equities,
we
gave
them
like
Serenity
and
then
just
did
the
whole
thing
in
five
or
six
different
languages
in
a
graphic
treatment.
G
And
then
you
can
see
two
pieces
that
I
referenced
down
below
the
one
is
Anna
from
behind
desert
days,
project
which
I
love,
I.
Think
it's
a
piece
that
you
don't
really
know
what
it
is
it's,
but
it's
figural
and
it
could
represent
many
many
different
equities
and
then
the
third
P
or
the
fourth
piece
I
sent
was
it's
actually
at
the
in
La
Jolla
and
it's
called
The
Three,
Graces
and
they're,
Mosaic
and
they're.
G
What
I
like
about
them
is
their
figure
role
but
they're,
also
very
unique
and
and
naturally
inspired
their
their
flower
Bud
heads
coming
up,
and
the
idea
is
that
we
want
these
to
be
unique
and
engage
aging
and
not
an
exact
representation
of
the
equity
that
we're
going
to
be
signing
these
different
artists
and
a
lot
of
that's
going
to
be
how
the
artists
interpret
the
word,
and
that
will
be
part
of
the
the
final.
Judging
that
we
do
when
we
decide
who's
going
to
be
given
this
opportunity
to
participate
in
this
installation.
A
G
Though
we
went
back
and
forth
on
these
and
as
I
said,
these
are
just
what
we're
standing
behind
right
now,
but
I'm
sure,
by
the
time
it
finishes,
they'll
be
slightly
different,
I
think
the
last
time
I
was
here.
We
had
the
word
community
in
there
and
then
we
discussed
it.
We
thought
well,
you
know
what
Unity
works.
Just
it's
actually,
a
better
word
than
community
community
is
the
personification
of
unity.
G
So
we
tried
to
find
words
that
represent
everything
that
we
like
to
believe
is
the
best
of
Palm
Springs,
and
these
are
goals
and,
as
I
said
in
a
lot
of
ways,
these
are
a
promise
as
well
they're
promised
not
only
for
citizens
to
each
other,
but
their
promises
for
the
elected
officials
to
the
citizens
and
they're
a
reminder
of
what
Palm
Springs
is
at
its
best.
G
So
we
wanted
creativity
because
creativity
is
something
that
is
unique
to
Palm,
Springs
I
think
I'm
different
than
other
Desert
Cities
as
lovely
as
some
of
the
other
cities
are
no
one
thinks
I'm
really
going
to
La
Quinta,
because
it's
a
very
creatively
inspired
City.
It's
a
lot
of
great
things
about
La
Quinta,
but
one
doesn't
associate
creativity
there.
G
Serenity
is
one
that
was
important
to
me
because
when
I
would
come
here
as
a
tourist,
I
always
felt
very
peaceful
and
I
always
felt
like
I
would
come
here
and
the
mountains
would
hug
me
and
protect
me,
and
there
was
a
Serene
feel
Happening
Here
we
went
back
and
forth
on,
should
it
be
spirituality
and
I
think
you
achieve
Serenity
through
spirituality.
So
to
me,
serenity
was
the
end
goal
with
that.
One
diversity
is
obvious:
civility
is
something
that
I
think
we
need
to
be
doing
more
of
as
a
country.
G
A
That
is
great
one.
Last
one
last
favor
for
the
public
record,
the
the
coordination
and
collaboration
between
our
two
commissions,
yeah.
G
Human
Rights
Commission
and
the
Arts
commission.
So
this
is
something
and
I
come
from
the
corporate
media.
World
and
I
worked
in
the
magazine.
World
I
was
Chief
marketing
officer,
so
I
was
used
to
working
between
the
editorial
team,
the
advertising
team,
the
marketing
team,
the
production
team,
the
distribution
team,
the
the
public
relations
team
and
when
I
came
here
as
a
public
Arts
commission,
it
shocked
me
that
the
different
commissions
didn't
work
hand
in
hand
with
each
other,
and
you
know
my
first
month
on
the
commission.
G
I
was
assigned
to
be
the
liaison
with
the
Parks
Commission,
because
there
was
some
bad
blood
between
the
public
Arts
commission,
the
Parks
Commission,
which
just
shocked
me
because
most
of
the
public
art
is
in
a
park,
so
I
don't
know
why
there
would
be
an
issue
there,
and
so
what
I'm
trying
to
do
is
go
around
and
solicit
support
and
feedback
from
appropriate
commissions,
so
that
now
we're
funding
this
we're
paying
for
this
and
we're
the
ones
who
are
going
to
Shepherd
it
through.
G
G
You
know
you
can
sort
of
look
at
this
as
the
Plato's
Cave
and
that
we're
saying
this
is
what
we
are
over
here,
and
this
is
what
we're
representing
I
think
if
we're
we
do
a
good
job
of
this.
This
will
be
somewhere
in
the
middle.
G
So
you
know
we
want
you
guys
to
be
the
the
the
the
Arbiter
of
this
is
representing
as
well,
and
if
you
think
we're
missing
something
let
us
know,
but,
as
I
said
we're,
you
know
we're
shepherding
this
through.
We
will
ensure
it
gets
done.
We
will
ensure
that
it
is
well
represented
not
only
in
the
variety
of
artists
in
terms
of
style
and
skill,
but
also,
as
I
said,
different
ethnicities
and
gender
identities
and
even
something
like
economic
background.
G
There
was
a
big
study
that
came
out
last
week
and
so
that
moving
forward,
we
are
losing
lower
and
middle-com
artists,
because
they're,
just
not
getting
Arts
education
in
schools
and
a
lot
of
the
artists
who
are
working
artists
today
are
more
educated,
higher
income
artists.
So
I
think
we
need
to
be
conscious
of
that
and
include
somebody
who
maybe
didn't
go
to
a
big
art
school.
Just
somebody
who
does
some
really
interesting
things.
A
That's
a
great
that's,
a
great
goal
for
sure,
and
and
thank
you
so
much
for
again
for
really
including
us
in
this
strategic
planning,
and
our
commission
is
certainly
very
excited
about
the
opportunity
to
collaborate
with
the
Arts
commission
in
this
particular
project.
H
C
Am
I
unmuted,
yes,
I
am
unmuted.
Yes,
thank
you
chair,
yes,
Mr
I'm,
sorry
I
did
read
The
Proposal
that
we
got
this
this
afternoon.
The
pillars
of
Palm,
Springs
and
I
do
just
have
two
questions
for
you.
For
my
own
clarification.
One
is
when
you
talk
about
the
intention
of
this
project.
Yep
you
mentioned
that
one
of
that
is
one
of
those.
The
intention
is
to
motivate
leaders
committed
to
promoting
equity
and
inclusion.
Could
you
speak
more
to
how
you
envision
these
art
projects?
C
Might
motivate
leaders
committed
to
promoting
equity
and
inclusion
and
well
the
second
question
just
so
you
have
it.
What
a
public
record
is,
since
you
mentioned
the
collaboration
between
our
commissions,
will
there
be
an
opportunity
for
anyone
from
the
Human
Rights
Commission
to
Beyond
the
selection
Committee
of
the
art
for
the
artists,
or
is
that
strictly
something
the
public
Arts
commission
will
make
the
determination
of
what
artists
have
selected
what
projects
are
funded
in?
C
G
Those
are
two
good
questions:
David,
the
the
reminding
the
elected
officials
to
me
the
important
piece
with
this
one
is,
you
know
we
could
very
easily
do
this
piece
in
Sunrise
Park.
We
could
do
it
in
demuth
park.
But
what's
key
about
this,
placement
is
right
outside
City,
Hall.
D
G
As
I
said,
it
not
only
is
reminding
every
person
who
comes
into
the
city,
the
message,
but
every
person
who
goes
into
City
Hall
to
go
to
work
every
day
and
leave
City
Hall
every
day,
they're
going
to
drive
by
this
and
they're
going
to
see
it
as
well.
So
if
they
see
the
big
words
of
unity,
Serenity,
creativity,
equality,
I,
think
it's
just
a
reminder.
It's
like
the
Statue
of
Liberty
in
New,
York
City.
G
You
know
it's
just
this
is
what
we
stand
for
as
a
community
okay
and
then
in
terms
of
the
the
ability
to
choose
the
artist.
You
know
I'm
I'm,
a
big
believer
that
I'm
not
going
to
turn
to
you
guys
and
say
this
is
what
your
priorities
are
going
to
be
and
we're
not
going
to
import
our
decision
making
on
you
in
any
way.
G
The
Arts
commission
is
theoretically
the
experts
at
Art,
so
we
will
be
focusing
on
that
and
what
we
will
look
to
you
for
is,
if,
through
our
choices
of
artists
and
the
ultimate
design,
if
you
feel
something
isn't
being
represented
and
I
think
a
lot
of
that's
also
going
to
come
to
dealing
with
city
council
as
well.
So
if
you
think
that
you
know
what
we
need
to,
we
really
need
to
have
somebody
from
of
a
certain
age
or
demographic
represented.
G
That's
not,
they
should
be
so,
and
you
know
that's
as
I
said
it's
it's
coming
out
of
the
public.
Arts
commission
budget
so
and
we're
ultimately
responsible
for
is,
is
installation
and
its
maintenance.
So
we
just
can't
really
get
involved
in
having
other
commissions,
improving
stuff
that
we're
paying
for
and
then
responsible
for
maintaining.
C
G
So
let
me
let
me
take
a
step
back
then
and
explain
how
the
majority
of
our
artwork
happens,
and
so
we
have
break
Workshop.
This
concept,
we're
engaging
with
you.
We
will
ultimately
then
engage
with
City
staff.
There
will
be
a
final
vote
to
leave
our
commission
at
this
point.
It
has
not
left
the
public
Arts
commission,
it's
been
in
the
public,
Arts
commission
for
probably
three
months.
It
then
goes
to
City
staff.
They
write
it
up.
It
goes
then,
to
City
Hall
for
city
council
conditional
approval,
because
we
do
not
have
the
artists
chosen.
G
We
do
not
have
the
designs
chosen,
but
we
need
Council
to
say
this
is
a
worthy
project,
and
this
is
where
the
investment
of
money.
At
that
point,
we
will
do
a
call
to
artists
the
call
to
artists
will
have
and
then
we
will
choose
the
artists
based
on
the
designs
they
submit
and
their
history
and
their
demographics
and
all
the
other
criteria
that
we
put
forth.
G
G
So
we
look
at
you
as
sort
of
consularies,
whispering
in
our
ear
to
make
sure
that
we're
not
misrepresenting
Palm
Springs
and
the
best
of
what
Palm
Springs
should
be
okay,
so
this
will
ultimately
be
a
six
to
nine
month
process
to
get
things
done
and
it's
not
going
to
all
of
a
sudden
appear
and
say:
hey,
do
you
like
it?
You
know
there
we
will
I
will
continue
to
check
in
and
bring
you
guys
in
every
step
of
the
way.
I
Is
the
installation
location
going
to
be
in
front
of
City
Hall,
where
the
bogert
statue
was
before
no.
G
G
Okay,
the
desert
s,
installation
and
right
now
that
desert
s
installation
is
intended
to
leave
in
April.
But
we're
talking
to
them
about
getting
an
extension.
A
Thank
you
so
much
Gary
for
your
presentation.
It's
great
to
hear
the
thinking
and
again,
thank
you
so
much
for
reminding
us
about
this
important
collaboration
between
the
commissions.
G
F
Maybe
this
is
a
little
too
early
in
the
process,
but
I'm
a
little
worried,
I.
Think
earlier,
you
were
talking
about
you,
bringing
us
a
design
back
and
and
having
us
see
how
well
it
represents
Palm,
Springs
I
think
my
source
of
concern
is
a
little
bit
because
we're
getting
into
the
idea
of
Art
and
as
an
artist
myself,
it's
a
little
worrying
to
have
someone
view
my
design
and
then
to
have
them
say
that
it
doesn't
necessarily
represent
what
I
interpreted
it
to
represent.
F
So
I'm
a
little
bit
worried
about
the
idea
of
us
reviewing
someone's
artwork
and
then
saying
it
doesn't
represent
what
Palm
Springs
is
and
then
getting
it
translated
and
then
having
a
different
design.
That
seems
almost
too
gimmicky
like
or
stereotypical
of
what
Palm
Springs
is
as
a
whole.
I
don't
know
I'm,
maybe
it's
too
early
for
that,
but
I'm
just
worried
about
that
in
the
future.
All.
G
Right
well,
I
appreciate
that
Lily
and
you
know
we
haven't
worked
together,
but
I'm
very
I.
My
background
is
more
of
a
creative
director
rather
than
a
specific
art
director,
so
I
give
parameters
and
see.
This
is
how
we
want
it
how
to
represent.
You
know
one
of
my
concerns
and
we
have
to
figure
this
out
internally
within
the
Arts
commission.
Is
we
need
to
eat
because
we're
dealing
with
six
different
artists
right?
We
need
to
ensure
they
look
like
a
cohesive
installation
inside.
G
G
G
And
at
the
same
time,
I
agree
I,
don't,
like
you
know,
design
by
committee.
You
know
you
know,
so
we're
not
going
to
say
to
an
artist.
No,
this.
You
know
your
work
is
terrible,
put
some
palm
trees
and
sunglasses
on
it.
You
know
that's.
We
wouldn't
have
chosen
that
artist.
Otherwise
we
wouldn't
do
that
to
them.
A
A
We
don't
have
anything
to
report
on
the
executive
standing
committee
number
two,
which
is
commission
Community
relationships
on
the
Palm
Springs
Police
Department
LGBT
Outreach
liaison
I,
as
I
mentioned
in
my
remarks
during
the
vigil
for
the
victims
of
Club
queue,
we're
very
thankful
to
our
police
chief
and
the
entire
police
department
of
Palm
Springs
for
keeping
us
safe
for
ensuring
that
they
were
out
talking
to
our
community
and
and
making
sure
that
everyone
was
was
really
feeling
that
the
police
department
was
present.
A
We
really
wanted
to
them
to
to
say
a
great
deal
of
gratitude
for
making
our
spaces
safe
and
for
helping
us
feel
that
that
we
can
definitely
rely
on
our
on
our
on
the
leadership
of
of
Chief
Mills
and
his
entire
department.
So
it
was
great
to
see
them
there
and
and
to
thank
them.
A
So
that's
my
update
on
that
before
we
go
to
Item
B,
commissioner
of
the
Harden
needs
to
leave
a
little
bit
earlier.
He's
asked
that
we
moved
to
item
D,
which
is
organized
neighborhoods
of
Palm
Springs
liaison.
Commissioner
vignolo,
can
you
give
us
an
update
on
that?
First,
please.
J
Chair
I
was
requesting
item
D,
Community
Service
Awards.
Oh.
A
You
want
to
talk
about
that.
Oh
I'm,
sorry,
I
was
thinking
about
2D
grab
it
okay,
so
because
you
you
obviously
we
we
appreciate
your
time.
We
gonna
move
to
item
D,
which
is
the
community
service
Awards
and,
as
you
all
know,
you
receive
the
Slate
of
recipients
that
the
ad
hoc
committee
put
forward
for
the
commission
to
consider
and
approve.
A
It
is
absolutely
critical
that
we
keep
the
names
of
the
nominees
confidential
until
they
have
been
contacted
and
they
agreed
to
receive
the
awards
and
also
until
the
CD
has
made
the
official
announcement
of
the
awards,
so
that
there
is
no
confusion
and
no
potential
awardees
feel
that
there
is
conflict
or
you
know,
unnecessary,
paying
costs.
A
So
this
year
we
have
seven
nominees
and
without
saying
their
names,
we're
just
going
to
go
down
the
numbers,
and
you
can
tell
us
if
you
are
a
strong,
no
against
that
particular
nominee,
so
that
we
can
have
it
on
record
that
you
have
concerns
about
these
nominations
so
for
nominee.
Yes,
Commissioner
vignola,
of
course,.
C
Can
I
just
ask
before
you
go
down
the
list
of
the
seven
by
number
without
knowing
who
put
forward
the
nomination?
My
only
question
is
basically
it's
just
words
on
a
piece
of
paper.
C
So
was
there
any
vetting
of
the
nominees,
because
otherwise
I'd
to
ask
a
commissioner
to
approve
a
nomination
with
without
an
independent
validation
of
the
nominee,
it's
kind
of
I
would
be
reluctant
to
say.
I
approve
this
nominee
because
I
don't
know
anything
about
the
nominee,
except
what
you
presented
on
the
piece
of
paper.
So.
A
A
A
A
A
Right
so,
in
order
to
expedite
this,
because
in
order
to
time-
let's
just
open
it
up
to
any
commissioner
who
has
a
strong
no
against
any
of
the
nominees
in
the
Slate-
and
you
can
just
tell
us
the
number.
So
we
can
capture
that
on
public
record.
A
J
A
Thank
you
very
much.
The
nominees
have
been
approved
and
will
be
contacted
shortly.
Thank
you,
commissioner.
Before
you
go,
it
is
part
of
my
final
comments.
I
would
personally
like
to
congratulate
you
on
your
winning.
E
A
The
City
Council
seat
we
want
to
thank
you
for
all
your
work,
your
leadership
and
your
knowledge
and
expertise
to
help
us
understand
a
lot
of
these
processes
and
and
your
involvement,
and
we
hope
that,
as
a
new
city
council
is
told
that
you
will
continue
to
be
a
champion
for
the
Human
Rights
Commission.
So
thank
you
so
much
Ron
for
everything
we.
A
Right
so
going
back
to
our
agenda,
which
is
item
eight
number
two
B
we
were
going
to
be
going
into
the
master
calendar
liaison,
which
is
commissioner,
go
ahead.
C
C
I
only
have
one
event
that
to
bring
to
the
commission's
attention
it's
a
reading.
My
notes
bear
with
me:
MLK
Jr
in
civil
rights,
music
event
to
be
held
on
January
11
2023
between
1
30
and
2
30
p.m.
At
the
Palm
Springs
public
library.
In
the
youth
room,
it
will
be
a
presentation
on
the
music
of
the
civil
rights
movement
and
an
opportunity
to
learn
more
about
Martin
Luther
King
Jr,
so
it
may
be
of
interest
as
a
community
event
promoting
human
rights.
So
that's
my
only
report.
A
Excellent.
Thank
you,
commissioner
vignolo,
for
that.
The
next
item
is
Main,
Street
liaison,
which
I'm
happy
to
be
the
liaison
for
the
commission.
I
attended
the
meeting
this
past
week.
A
I
really
don't
have
much
to
report
other
than
the
members
of
The
Main
Street
liaison
Main
Street
organization,
or
continue
to
be
very
active,
and
they
were
all
very
excited
to
see
the
new
Council
in
place
so
that
they
can
continue
their
work
with
the
support
of
the
new
Council,
which
will
be
installed
very
very
soon.
C
There
is
a
meeting
tomorrow
of
1ps
but
other
than
that
I.
Don't
have
really
anything
to
report
from
that
organization.
C
I
try
but
haven't
been
able
to
in
the
last
couple
of
months,
but
due
to
conflicts,
I
think
it's
going
back
to
a
hybrid,
so
that
may
you
know,
be
an
opportunity
to
attend,
but.
A
A
Thank
you
moving
on
four
seniors
people
with
disabilities,
Veterans
Affairs
report.
That
would
be
the
veterans
teachers
Liaisons,
which
is
Commissioners
flood
and
mignon.
Anything
to
report.
J
Neither
do
I
this
time.
Thank.
A
You
item
six
item:
five:
youth
education,
Affairs
standing
committee,
student
representative,
Hanner,
Vice,
chair
Shepherd,
commissioner
vignolo
anything
to
report.
I
C
Don't
but
I
know
we're
gonna
have
to
we
had
an
action
item
from
last
month's
meeting
and
I
apologize.
I
didn't
have
an
opportunity
to
take
any
action
on
it,
so
I
think
after
the
holiday
things
will
settle
down
and
I'll
try
to
be
more
proactive
in
re-energizing.
This
committee
subcommittee
excellent.
A
Excellent.
Thank
you.
Thank
you.
Thank
you.
We
need
that.
We
definitely
need
some
re-energy
with
these
excellent.
Thank
you
so
much
for
that
number.
Six.
The
commission
development
mediation
report.
We
have
the
mediation
Liaisons,
commissioner,
Andrade
and
vignolo
yeah.
A
I
K
Sure
I
apologize
for
my
for
being
late
to
our
meeting
this
evening.
I
appreciate
it
Vice,
chair
Shepherd.
Yes,
we
had
our
first.
We
need
a
long
time
and
the
biggest
discussion
that
we
had
in
Vice.
K
Please
correct
me
if,
if
anything,
I'm
actually
going
through
the
the
the
the
big
conversation
was
what
was
being
prioritized
in
terms
of
what
we
would
be
leading
as
the
equity
and
social
justice
committee
and
the
the
big
top
priority
that
came
in
that
came
out
of
that
meeting
was
the
focus
on
reparations
for
survivors
and
descendants
of
those
who
who
who
who
used
to
live
in
section
14.,
so
that
was
the
top
priority.
K
The
second
priority
and
I
actually
Vice,
chair,
I
I,
have
probably
might
have
to
I'm
actually
trying
to
get
my
notes
on
this
right
now,
so
I
probably
apologize,
but
number
two
was
relayed
I'm.
Trying
to
remember.
If
you
remember
also
I'm.
I
Kind
of
pleased,
the
pathetic
rate
of
high
school
graduation
of
black
students
and
in
Palm
Springs,
and
that
became
a
priority.
I
also
did
not
write
down
each
and
every
one
and
I.
Don't
have
them
in
front
of
me,
but
we
had
quite
a
lengthy
discussion
and
it
was
primarily
around
section
14..
I
They
had
suggested
that
because
we
are
not
the
decision
makers
on
the
section,
14
reparations
that
we
should
take
that
off
of
our
agenda,
because
we
really
didn't
have
much
impact
on
that
and
we've
pushed
back
pretty
hard
and
we
said
we
may
not
make
the
final
decisions,
but
as
a
a
quality
and
Social
Justice
Commission.
We
feel
that
is
the
most
important
situation
on
the
table
right
now
for
the
city
of
Palm
Springs
and
we're
not
willing
to
take
it
off
of
our
agenda.
I
So
the
fact
that
it
stayed
on
there
is
number
one
was
relatively
significant.
K
I
do
have
the
the
graph
of
the
prioritization.
If
that
helps
with
the
report
today,
if,
if
I'm
allowed
to
share
I,
could
do
that
or
I
could
just
go
through
the
list.
Real
quick,
but
it's
actually
nice
nicely
color
coded
so
like
if.
K
This
is
what
this
is
the
screenshot
I
took.
Can
you
see
that
yeah.
K
You
could
see
that
the
this
is
again.
These
were
votes
that
were
made
amongst
the
the
members
of
the
social,
just
I'm,
sorry,
equity
and
social
justice
committee
and
the
top
one
that
shows
here
in
this
sort
of
light.
Blue
is
reparations
for
section
14
survivors
in
descendants.
Number
two
is
like
Vice
chair
Shepherd
mentioned
is
the
lack
of
black
representation
actually
on
the
city
council
level?
K
And
that's
that's
actually
a
very
very
you
know
again
number
two
and
then,
if
you
see
number
three
there's
sort
of
a
tie
amongst
three
of
them:
the
review
of
police,
the
police
department's
policies
and
then
the
low
graduation
rate
for
for
black
students
at
Palm,
Springs,
High,
School,
and
then
youth,
the
need
for
youth
programs
for
the
city
and,
as
you
can
see,
the
the
the
the
next
one
would
be
the
medical
disparities
in
in
the
city
of
Palm
Springs
or
in
the
medical
field.
K
Here
in
the
Palm
Springs
area
of
the
lack
of
black
medical
doctors
and
and
health
care
workers,
and
then
the
next
one
that
would
come,
go
down
again.
K
Incentives
for
for
black
businesses,
as
well
as
looking
a
look
at
City,
hiring
process,
the
city,
hiring
process
and
representation,
and
then
issues
of
gentrification,
as
well
as
attention
paid
to
families
and
how
the
city
talks
about
homelessness
is
the
is
the
sort
of
the
darker
green
on
the
bottom
and
the
conversation
that
was
very
very
you
know
telling
was
again
like
that.
We
were
told
that
we
couldn't
necessarily
focus
in
on
on
section
14
and
the
reparations,
but
we
we
did.
K
We
prioritize
that
I
believe
and
again
the
conversation
will
go
towards
helping
Elise.
The
city
council
see
what
the
committee
is
prioritize.
You
know
putting
in
in
lead
in
terms
of
our
conversations
you
could
see.
Who
was?
Actually
you
could
you
could
see
this
meeting
online
so
like
if
I
I
I,
you
know
I,
definitely
invite
you
to
do
that,
because
you
could
see
where
the
conversation
went.
K
I
think
it's
very
important
to
see
how
our
how
Gamal,
Palmer
and
the
the
the
organization
that's
leading
the
conversations
for
us
through
the
with
with
the
Arctic
city
manager,
as
well
as
our
city
clerk,
and
you
know
in
that
conversation
is
very
important
and
I
think
this
is.
This
was
great
Vice,
chair
Shepherd,
if
you
want
to
please
do.
Thank
you.
I
When
we
talked
about
black
representation
and
lack
of
black
businesses-
and
we
did
address
the
issue-
it's
not
really
just
black
representation
in
businesses
Etc,
it's
all
disenfranchised
people,
so
it's
black
latino,
any
underserved
community.
So
we
changed
the
language
to
better
reflect
the
diversity
of
the
community
as
well.
So
I
believe
what
they're
going
to
do
is
go
back
with
our
top
five
to
the
city
council
and
talk
with
them
and
get
some
further
Direction.
There
it'll
be
kind
of
interesting
because
I
think
it
was
city
council.
A
Certainly,
the
commission
can
do
more
to
engage
with
these
communities
and
organizations
that
represent
them,
so
that
was
fantastic
thanks.
Commissioner
Andrade
yeah.
H
That's
just
a
housekeeping
issue
on
the
agenda
and
representation.
My
name
is
appears
as
the
representative
for
this
and
again
that
I
offered
to
do
that
when
commissioner
ramaran
had
left
initially,
but
when
he
came
back,
I
was
also
happy
to
have
him
take
it.
So
if
you
could
just
change
that
on
the
agenda
that
representation
I.
A
Would
appreciate
that?
Thank
you
take
care
of
that.
Thank
you
so
much,
commissioner
Andrade.
Okay.
So
we're
going
out
to
item
d,
we've
already
talked
about
the
community
service
Awards
for
item
e
transgender
awareness.
I
just
want
to
very
briefly
report
that
I
was
able
to
attend,
among
others,
the
transgender
remembrance
vigil
on
the
steps
of
City
Hall.
It
was
a
fairly
well
attended
event.
It
was
a
very
Summer
Event
and,
while
I
didn't
have
an
opportunity
to
provide
remarks,
those
who
did
were
were
excellent.
A
A
Sorry,
apologies
to
join
our
our
January
meeting
and
provide
public
testimony
so
that
we
can
go
on
public
record
to
tell
us
about
queer
Works
the
work
that
they're
doing
share
any
events
that
they
have
moving
forward
and
I
would
obviously
invite
everyone
in
this
commission
to
engage
with
these
organizations
and
others
as
well
and
moving
forward.
So
thank
you,
commissioner.
Vignolo
for
reaching
out
to
Jacob
and
inviting
him
to
provide
testimony
in
our
January
meeting
anything
that
I
miss.
C
No,
you
got
it
and
just
a
reminder
that
March
they're
planning
a
transgender.
Let
me
get
this
right.
Transgender
trans
Awareness
Month
in
March
Jacob
will
speak
more
about
that.
C
A
It'll
be
great
if,
if
several
of
us
can
can
join
those
types
of
events
and
be
actively
supporting
it,
thank
you
for
that.
Yes,
absolutely
planning
for
next
year.
A
All
right,
so
you
know
from
our
previous
meeting,
I
really
invited
all
of
you
to
be
proactive
and
to
bring
to
the
commission
your
your
projects,
the
things
that
you
would
like
to
get
behind
the
organizations
that
you'd
like
to
be
more
more
in
touch
with,
so
that
we
as
a
commission,
can
be
more
engaged
with
our
community
and
so
I'm
just
going
to
open
it
up
to
see.
If
anyone
actually
has
some
items
for
this.
A
A
A
Right
so
yes,
we,
we
ask
our
staff
liaison
Jay
when
would
be
the
the
time
for
us
to
get
together
and
we're
probably
looking
at
a
hybrid
meeting
in
January,
we're
not
entirely
sure
we're
still
waiting
to
find
out
if
the
city
will
allow
us
to
get
us
together,
but
it
will
be
important
for
us,
hopefully
in
the
January
meeting,
if
it's,
if
it's
a
hybrid
event,
to
really
come,
prepare
to
talk
about
some
organizations
that
we
have
identified
in
the
course
of
this
year
that
we
feel
we
like
to
stand
behind,
get
in
touch
with
get
more
active,
I'm
hearing
a
lot.
A
A
You
know
this
year
we
started
to
get
more
engaged
with
certain
organizations
like
the
transgender
Center
and
queer
Works
and
others.
We
had
a
lot
a
great
level
of
participation
for
several
organizations
in
our
Boolean
symposium,
and
so
that
goes
to
tell
us
that,
there's
a
lot
of
work
that
we
as
commission
could
do
to
be
more
engaged
and
actively
participating
with
these
organizations.
So
again,
I
really
invite
you
to
think
about.
A
Maybe
a
couple
of
organizations
that
are
in
your
radar
in
your
circle
of
you
know
on
your
network
and
your
circle
of
friends,
references
that
you
feel
that
could
be
supported
by
the
human's
Rights
Commission
and
that
you
would
like
to
get
more
involved
with,
because
it's
all
about
involvement
right.
We.
A
Out
there
to
be
very
active
and
and
there's
several
young
organizations
attached
to
school
districts
attached
to
our
community,
you
know
I
can
think
of.
A
And
others
that
that
we
could
be
reaching
out
to
and
and
trying
to
get
more
involved
with
their
with
their
events.
So
again
just
an
invitation.
Hopefully
our
January
meeting
would
be
a
hybrid
of
in
person
and
zoom,
but
please
bring
at
least
one
organization
that
you
that
you
would
like
to
Champion
for
our
January
meeting.
Donna.
I
You
mentioned
Brothers
of
the
desert
and
they're
having
a
New
Year's
Eve
party
that
Margaritaville
that's
supposed
to
be
a
really
outstanding
event,
and
everybody
is
welcome.
So
if
you
wanted
to
get
a
glimpse
of
them
and
what
they
do,
they're
they're
very,
very
active
and
I
was
going
to
nominate
or
see
if
they
could
get
nominated
for
a
community
service
award,
but
they
already
won
it
a
couple
of
years
ago.
I
So
I
think
that's
a
good
one,
and
then
we
learned
Edwin
and
I
at
our
meeting
the
other
night
about
a
new
group
forming
at
Palm
Springs
High
School,
to
try
to
help
the
graduation
rate
and
the
success
rate
of
of
minority
students
there
and
I
think
that's
another
one
that
might
you
know,
be
able
to
use
some
support
from
the
community.
That's.
A
Exactly
what
I
was
referring
to
is
potting
these
potential
collaborations
with
these
newer
organizations
that
are
making
an
impact
in
our
communities-
and
you
know
we
really
owe
it
to
the
community
to
be
more
engaged.
So
this
is
an
open
invitation
to
every
commissioner
to
find
these
organizations
and
try
to
be
more
active.
Reach
Out
introduce
yourselves
try
to
learn
about
their
mission
and
then
invite
them
to
come
and
join
us
and
provide
the
public
testimony.
We
would
love
to
learn
about
them
and
their
mission
and
their
events.
A
So
that's
that's
what
I
would
like
to
encourage
everyone
to
for
this
particular
item
and
hopefully
in
January.
We
would
have
some
some
names
in
mind,
and
hopefully
some
dates
also
for
events.
A
For
the
agenda
items
for
next
meeting,
which
is
the
next
item,
we
would
certainly
like
to
bring
back
the
report
that
was
not
properly
referenced
in
this
in
today's
agenda
and
we
will
make
sure
that
it
is
clear
for
the
public.
What
it
is
that
we
intend
to
talk
about
for
this.
Particular
item
did
I
miss
anything
else
other
than
the
events
and
the
organizations
that
we
would
like
to
Champion
next
year.
B
A
A
Thank
you,
commissioner.
Commissioner
Cleary,
you
have
your
hand
up.
L
Yes,
hi
the
commissioner
on.
Thank
you
very
much
chair,
ramaran
I
wanted
to
kind
of
maybe
Kings
out
a
little
bit
more
of
the
problem
we
ran
into
today,
which
was
the
objection
to
the
agenda
items.
If
this
is
the
Quorum
from
which
we
are
the
meetings
which
we're
supposed
to
set
the
agenda
items
shouldn't
there
be
a
discussion
about
what
is
the
agenda
item
we
are
going
to
discuss
so
that
the
minutes
can
reflect
what
what
it
is.
We
want
to
do.
Yeah.
A
So,
unfortunately,
the
commission,
clear,
you've,
missed
several
of
our
previous
meetings,
and
this
is
this
is
kind
of
what
has
been
transpiring
over
the
various
meetings
that
we
had
in
the
past,
and
so
it's
important
for
me
to
clarify
that,
for
you,
this
particular
item
was
not
agreed
on
to
be
incorporated
into
today's
agenda
and
unfortunately
it
was
included
at
the
last
minute
because
of
the
urgency,
but
it
was
not
properly
referenced
and
so
to
the
res
for
respect
of
the
public
who
didn't
understand
how
to
engage
with
this.
A
It
was
important
for
us
not
to
this
have
any
discussions
or
items
to
vote
on
today,
but
it
will
be
included
in
the
next
in
next
month's
agenda.
What
will
be
included
the
the
item?
It
will
be
properly
property
reference
and
we,
as
commission
are
agreeing
that
that's
going
to
be
incorporated
into
the
agenda
and
it
will
be
a
discussion
item.
A
The
proper
report
it
will
be
property
referenced.
It
was.
It
was
a
really
vague
inclusion
into
this
agenda
about
what
was
going
to
be
discussed
so.
A
So
computer,
clearly
a
specific
report
that
is
going
to
be
discussed
is
going
to
be
the
Palm
Springs
City
Hall
Monument
report,
which
is
available
in
the
city
website,
and
it's
available
to
the
public
to
see
there
has
been
some
citations.
There
have
been
questioned
by
by
Dr.
A
Who
is
acknowledged
to
be
her
dissertation
and
her
research
is
acknowledged
to
be
part
of
this
report,
and
she
just
feels
that
there
are
a
couple
of
sections
in
the
report
that
were
not
properly
cited,
and
that
is
what's
going
to
be
included
in
the
agenda
for
next
month.
L
L
Okay,
so
will
the
Errata
sheet
be
circulated
among
commission
members
so
that
we
can
have
a
debate
about
this
Errata
sheet.
A
A
So
in
publishing,
when
you
publish
something
any
any
academic
research,
any
any
educational
textbook,
if
you
have
an
error
or
there's
an
omission,
the
proper
way
to
correct
that
is
to
produce
an
Errata
sheet
right
and
that's
what
the
commission
is
going
to
be
recommending.
As
a
as
an
item
for
action.
A
A
A
L
A
Yes
in
today's
agenda,
the
item
which
was
item
8C,
did
not
properly
referenced
the
intention
of
the
discussion
and
the
items
that
were
going
to
be
hopefully
voting
for,
and
that
is
going
to
be
rectified
by
making
sure
that
our
in
our
next
agenda,
it
is
clear
to
everyone.
What
is
that
the
commission
will
be
engaging
in
conversation
and
what
are
the
items
that
we're
intending
to
address
and.
L
And
that'll
be
given
to
us
somehow
to
lead
that
conversation
before
the.
A
Commissioner,
you
will
get
access
to
the
entire
reporting
question.
You.
L
B
Pardon
me,
commissioner,
Clary
there's
a
request
to
add
buffer
citation
from
this.
This
Dr
cray.
So
that's,
that's
really
all
it
is
yeah.
I
I
asked
the
City
attorney.
You
know
is
this
something
that
needs
to
go
back
to
the
full
commission
and
the
response
was
well.
If
you'll
be
amending
the
report,
it
should
probably
go
back
to
the
full
commission.
So
there's
a
chance
there
could
be
this
errata
added.
K
A
We'll
receive
Dr,
Grace
messages
and
essentially
what
what
our
staff
Jay
is
is
clarifying
for.
All
of
us
is
that
a
Dr
Craig
is
claiming
that
there's
there's
certain
sections
in
that
particular
report
that
were
not
properly
cited,
and
that's
all
there
is
to
it.
Okay,
it
was
a.
L
Member
of
the
public
that
brought
it
up,
I
mean
I,
didn't
bring
this
up.
It
was
a
member
of
the
public
that
brought
it
up
so
I'm
trying
to
just
avoid.
You
know
further
objections
down
the
road
if,
if
we
need
to
by
maybe
be
more
clear
about
what
it
is
that
the
agenda
item
is
going
to
be
saying,
this
is
the
setting
of
the
agenda
right
right.
L
L
That
agenda
is
I,
mean,
don't
we
discuss
what
what
that
agenda
is
instead
of
the
agenda
will
be
produced.
Don't
we
say
what
the
agenda
is?
We're
going
to
entertain,
Dr
is
Doctor
so
and
so
gonna
appear
and
tell
us
about
what
her
problems
is
with
the
report
is
I
mean,
does
she
need
to
be
noticed?
I
mean
if
she
has
a
problem
with
the
report
and
some
issues
in
the
report.
A
L
H
C
C
That's
a
quote
in
that
report,
but
we
didn't
properly
cite
it.
She
made
that
allegation
in
her
letter
or
his
letter
dated
November,
23rd,
2022
I.
Think
all
we're
going
to
talk
about
the
next
meeting
is:
how
do
we
respond
to
her
letter?
Is
her
allegation,
a
valid
allegation,
and
is
there
anything
further?
We
have
to
do
or
does
the
report
as
adopted
stand,
as
is
that's
the
issue,
but.
H
B
D
A
C
C
C
C
Guess
for
us
to
determine,
did
we
miss
the
boat
and
not
give
her
adequate
credit,
and
if
so,
how
do
we
Rectify
that?
And
if
we
did
give
her
adequate
credit,
then
we
should
respond
accordingly
to
Dr
crane,
saying
sorry,
the
report
stands,
as
is
you
were
Pro.
Your
work
was
properly
cited,
see
footnote
number
blank
on
page
blank
I,
don't
know
what
you're
talking
about.
A
Yeah,
that
is,
that
is
the
issue,
and
that
is
what
we're
trying
to
achieve
here.
To
respond
to
that
particular
claim.
Commissioner
Raman.
K
I
would
also
recommend
I
mean
clearly
we're
getting
into
the
details
of
internal
internal
correspondence
as
well
so
I'm,
really
kind
of
concerned
about
that.
So
and
I
appreciate
you,
chair,
Leola,
for
really
you
know,
holding
that
you
know
I
mean
we
do
have.
These
are
things
that
need
to
be
discussed,
but
this
was
obviously
a
grievance
that
was
brought
to
us
from
something
that
we
we
actually
you
know
it
was
something
that
is
totally
that
was
done
in
the
previous.
You
know,
commission,
so
you
know
and
again,
and
that
was
actually
I'm.
K
I'm
gonna
just
add
this
into
this
conversation
here,
because
if
we're
gonna
go
there
with,
you
know
the
sort
of
the
content
of
what
report
we're
talking
about.
You
know
there
was.
There
is
a
level
that
we,
it
would
be
very,
very
important
to
you
know
if
we're
going
to
be
suggesting
things
to
a
city
council,
for
instance,
that
does
conversations
do
happen,
you
know,
and-
and
it
is
the
gender
accordingly
but
I
I,
I,
I,
I,
I
I-
don't
think
we
should
be
I.
K
A
Know
this
is
that
was
supposed
to
happen
next
in
our
next
agenda
and
we'll
make
sure
that
the
inclusion
of
the
item
will
reflect
exactly
what
they're
trying
to
achieve
and
it'll
be
clear
to
the
public.
What
to
look
for
so
that
there's
no
question
as
the
gentleman
who
showed
up
today
asking.
Why
can
you
please
remove
this
because
it
wasn't
clear.
J
L
And
at
the
end,
the
agenda
item
is
I.
Understand
it
now.
Is
that
we're
going
to
address
objections
by
Professor
cray
as
to
the
Omission
allegation
delegation.
A
L
Credit
the
report
that
was
that
was
that
she
recognized
the
world
and,
and
if
that's
true,
what
are
we
gonna
do
about
it
and
that
that's
the
agenda
item.
A
A
We
also
going
to
have
the
discussion
on
participation
of
the
commission
with
other
organizations
when
championing
other
organizations
as
well
and
what
was
the
other
point?
Jay.
B
I
believe
that
was
it,
you
clarified,
queer
works,
we'll
just
be
giving
public
tests.
A
C
C
I
don't
know
if
I
said
that
right,
but
the
whole
discussion
about
the
section
14
report
acknowledgment
I,
think
that
illustrates
that
perhaps
the
that
we
or
the
executive
committee
when
putting
together
the
agenda
might
want
to
add
more
clarity
and
verbiage
to
all
of
the
agenda
items
so
that
the
public
knows
what
we
are
talking.
What
is
going
to
be
talked
about,
for
example,
you
know
the
having
transgender
awareness
as
an
agenda
item
doesn't
really
tell
the
public
or
what
is
going
to
be
discussed
at
the
Human
Rights
Commission
meeting,
it's
so
broad.
C
A
I
think
it's
important-
it's
really
important
to
you
know,
make
the
agenda
as
clear
as
possible
so
that
the
public
can
engage
with
it
and
and
show
up
and
provide
public
testimony.
Maybe
the
lack
of
that
in
the
past
was
due
to
non-clarity
of
the
items,
and
so
yes,
this
is
a
lot
more
work,
but
you
know
to
the
degree
that
we
can
make
our
items
a
little
bit
more
understandable
we
we
will
do
so
moving
forward.
So
that's
a
great
suggestion.
Thank
you
for
that.
A
A
second
thank
you,
Donna
vote,
show
hints
great,
so
it
is.
It
is
6
41
on
Monday
December,
the
12th
and
we're
moving
to
adjourned.
The
commission
will
adjourn
to
an
adjournment
meeting
on
Monday
January
