Description
Regular Meeting of the City of Palm Springs Public Arts Commission, held September 7th, 2022
B
All
right
russell
yeah,
we
were
just
getting
started
now.
We
we
were
on
pause,
but
we're
recording
and
ready
for
you
to
get
everything
started.
Okay,.
C
Great
would
you
I
would
like
to
call
to
order
the
special
meeting
of
the
palm
springs
public
arts
commission,
wednesday
september
7th
2022.
dave?
Would
you
do
roll
call
please.
B
Yes,
chair
pritchard
president.
Finally,
vice
chair
armstrong
president
commissioner
newkirk
here,
commissioner
lesniak
here,
commissioner
faveau.
C
B
D
I'm
carolyn
guys
I'm
a
muralist
based
in
l.a,
but
I've
actually
done
quite
a
few
murals
in
palm
springs
with
dunn
edwards
for
modernism
week,
as
well
as
with
tracy
turco
at
the
modernism
museum.
That's
opening
up
this
fall.
C
C
A
A
D
A
C
A
C
B
C
A
You
have
to
read
the
statement
post,
sorry,
okay.
The
time
has
been
set
aside
for
members
of
the
public
to
address
the
public
arts
commission
on
items
of
general
interest
within
the
subject
matter,
jurisdiction
of
the
commission
and
agenda
items
if
member
of
the
public
cannot
present
later
in
the
meeting
at
the
time.
The
item
is
heard
by
the
commission.
A
Additionally,
members
of
the
public
may
address
a
commission
on
each
item
listed
on
the
posted
agenda
at
the
time.
Each
item
is
heard.
Although
the
public
arts
commission
values
your
comments
pursuant
to
the
brown
act,
it
generally
cannot
take
any
action
on
items
not
listed
on
the
posted
agenda.
Three
minutes
are
assigned
for
each
speaker
and
there
are
no
public
comments.
D
Just
just
a
point
of
order,
we
had
a,
I
don't
think
we
voted
on
the
agenda.
We
had
a
motion
and
a
second
but
not
a
vote.
Oh
that's!
Probably
after
you've.
C
B
Mr
chair,
would
you
like
to
entertain
a
public
comment
from
our
guest?
Carolyn
looks
like
she
has
a
question.
D
Yeah-
and
I
just
I
saw
that
agenda
pop
up
and
I
saw
there-
was
an
item
g
for
selection
for
a
muralist
for
the
arena,
and
I'm
not
sure.
If
was
this
already
an
rf
cured
rfp
that
was
put
out
previously,
or
is
this
something
just
up
starting
for
discussion.
C
C
So
we
were
on
the
arts,
commission.
We
were
alerted
to
this
at
the
end
of
july,
I
emailed
jay,
who
was
our
city
staff
person
to
see
if
we
could
participate
in
this
using
public
arts
fund
from
palm
springs
because
the
arena
is
in
palm
desert
and
we
are
not
allowed
to
use
funding
or
anything
outside
of
the
city
limits.
C
D
Okay,
got
it
yeah
and
matthew.
Just
messaged
me:
yes,
I
will
send
a
email
with
with
portfolio.
Thank
you.
D
C
C
But
we
had
a
calendar
item
that
we
needed
to
vote
on.
So
we
turned
it
into
a
special
meeting
and
now
we
sort
of
added
a
whole
bunch
of
stuff.
So
it's
really
like
a
real
meeting
that
it's
a
special
meeting.
So
thank
you
for
enduring
all
of
that
and
in
presence
of
time.
Those
are
my
remarks
so
we'll
go
on
to
item
f,
which
is
with
remarks
from
the
vice
chair.
A
I
just
wanted
to
publicly
thank
everybody
for
the
past
year.
I
know
it
was
a
challenging
year
for
all
of
us,
as
we
got
reacclimated
to
working
together
and
as
the
city
itself
moved
its
way
out
of
zoom,
and
we
had
a
lot
of
cleanup
challenges,
a
lot
of
creative
challenges
and
we
just
were
finding
our
group-
and
I
was
hoping
tracy-
would
be
here-
I'm
gonna
thank
tracy
for
her
guidance
and
stewardship
of
the
past
year.
A
I
I
hope,
everything's
fine,
with
her
and
shonda
for
her
energy
and
russell
and
matthew
and
barrett.
You
know
we're.
We
have
a
lot
of
work
ahead
of
us,
but
I
think
we
can
get
it
done
so.
C
Yes,
I
know
we
can
all
get
it
done.
I
have
100
faith
in
us
all
right.
So
then,
we'll
move
on
to
item
g
item
number
one
select
the
artist
to
paint
the
palm
springs
mural
inside
the
active
shore
arena
and
all
of
the
commissioners
have
should
have
printed
out
the
staff
report
and
the
time
frame
from
the
preview
that
was
on
the
city
council
meeting
of
last
week
and
the
information
provided
by
pete
for
the
neuro
project.
C
Originally,
there
was
going
to
be
zach,
boyles
who's
worked
with
us
in
the
past,
but
he's
taken
off
the
list
because
he
was
taken
or
chosen
by
another
city,
although
it
was
surprising
that
an
artist
would
be
presented
to
more
than
one
city.
But
anyway,
then
autumn
marino
was
presented.
C
C
A
Yeah
you
know
and,
as
I
said,
I
think
we
need
to
reiterate
that
an
artist
can
represent
something
within
palm
springs,
because
then
it
is
one
of
many.
But
when
we're
finding
an
artist
to
represent
palm
springs
outside
of
our
city,
it
needs
to
distill
the
aura
or
the
identity
of
palm
springs
itself,
and
particularly
when
it's
up
against
the
other
desert
cities.
A
You
know,
so
we
don't
all
want
to
be
showing
cactuses
and
palm
trees
and
big
suns,
or
something
like
that
figure
out
what
is
unique
to
palm
springs
and
who
can
best
articulate
that
in
a
way
that
feels
fresh
and
modern
and
young,
and
I
think
that
the
the
artists
that
russell
recommended
could
do
with
some
guidance.
I
found
some
work
of
hers
that
I
liked
on
her
facebook
portfolio.
A
That
is,
I
think,
a
little
more
alex
cats
looking
and
flatter,
and
I
think
it's
more
interesting.
So
I
think
she
shows
a
variety
of
styles
which
could
work,
but
I'm
interested
to
hear
the
other
commissioners
what
their
thoughts
are.
C
Yes,
so
let's
just
go
and
do
matthew,
do
you
have
any
comments
on
the
artist
selection.
B
Yeah,
I
don't
have
the
facebook
sample,
but.
B
C
Yeah
yeah
and
I've
had
a
conversation
with
kat
sort
of
outlined
sort
of
our
vision
and
our
direction,
and
she
has
also
spoken
with
pete
salcido
who's
project
manager
and
I've
had
conversations
with
pete
a
couple
of
times,
so
we're
confident
that
she
will
do
this
well
and
she's
already
working
on
proposals
just
to
get
her
thought
process
working.
But
we're
certainly
open
to
other
comments
of
the
other
artists
that
are
offered
to
us.
A
Okay
and
hang
on
one
second
captured
me
now.
C
D
My
screen,
another
artist,
alex
desanti,
was
in
the
packet
we
received.
C
D
D
I
liked
that
the
representations
of
figures
and
he
seemed
to
be
have
a
broad
skill
base
and
I
don't
know
any
of
the
artists
personally,
so
I'm
just
going
based
on
the
work
that
I've
seen
on
the
on
various
websites
and
then
the
materials
received.
But
I
got
the
sense
that
if
we
gave
him
some
concepts
and
ideas,
he
could
really
run
with
them.
C
She
studied
here,
she's
done
work
for
us.
She
teaches
the
desert
arts
center
alex
does
indeed
live
here.
The
other
artists
are
in
palm
springs,
specifically,
the
other
artists
are
in
the
valley,
but
not
specifically
in
palm
springs.
E
I
actually
based
on
the
work
that
I've
seen
based
on
the
work
that
I'm
seeing
on
my
phone.
I
like
what
she
does
and
I
like
the
imagery
from
the
bench
too,
and
I
agree
with
your
description
of
palm
springs.
You
know
the
modernism
something
other
than
just
palm
trees,
mountains
and
suns
right.
I
think
I
think
palm
springs
whatever
it
is,
should
stand
out
amongst
the
others,
and
I
like
I
like
what
I've
seen
and
I
like
what
I'm
seeing
here.
Yeah.
A
So
I
I
sent
the
the
best
I
could
have
facebook
thing
of
some
of
her
other
work
that
I
saw
that
I
liked
there
was
one
our
other
artist.
I
liked
mike
the
the
hang
on
one.
Second,
let
me
pull
him
up.
Ryan
campbell,
you
know,
there's
a
brightness
to
him,
but
I
I
don't
really.
I
think
it
may
be
a
little
too
logo-y
in
terms
of
the
the
visual
and
I
don't
it
doesn't
necessarily
represent
distinctly
palm
springs
to
me.
Well,.
C
Yeah
well,
no,
we
like
ryan,
because
we
have
a
giant
mural
of
his
in
the
pit.
Yeah
and
ryan,
is
an
artist
who
I'm
going
to
propose
a
particular
project
with
I've
loved
his
work,
but
it's
very
specific
linear
line
segments
and
certainly
he's
a
very
talented
artist.
So
he
could
paint
something
about
what
he
usually
does.
But
I
would
like
just
to
choose
an
artist
who
paints
already
within
the
vision
that
we
have
for
this
project.
C
A
You
know,
as
I
said
I,
like
ryan,
I'm
not
the
biggest
fan
of
alex's
work
for
this
project,
because
I
think
he
represents
really
well
a
distinct
aspect
of
the
palm
springs
identity,
but
I
don't
see
the
totality
of
palm
springs
in
his
work.
Okay,
I
agree
with
you.
E
So,
just
sorry,
personally,
just
what
I'm
seeing
I
personally
like
ryan's
work,
but
from
the
message
we're
trying
to
convey.
I
think
cat's
work
does
that
yeah
yeah.
A
And-
and
you
know,
let's
be
honest
here-
we're
at
a
bit
of
a
disadvantage
because
we
don't
know
what
the
other
cities
are
doing
or
representing
yeah.
We
don't
know
what
they're
how
they
are
presenting
themselves
either
and
that's
why
I
think
we
just
need
to
go
to
the
the
tried
and
obvious
of
sort
of
pool
party
social
style,
culture
fashion.
That's
one
thing
that
we
have
that
the
other
cities
don't
necessarily
embody
it's.
My
my
instinct
yeah.
C
I
agree
with
you
yeah
and
given
if
we
had
more
time
with
us
to
delve
into
doing
a
call
for
artists
and
but
we're
also
restricted
to
having
something
that
has
a
local
connection
and
cav
has
that.
So
I
would
actually
like
to
if
I
may
make
a
motion.
We
do
accept
cat
trivino
as
the
artist
selection
for
the
arena
project.
C
Jay,
will
you
we'll
call
vote
sure
thing.
B
All
right,
commissioner
lesniak!
Yes,
commissioner,
armstrong
yesterday,
commissioner
newkirk.
Yes,
commissioner,
pritchard
cheer
prichard,
yes,
motion
passes
unanimously.
C
B
Perfect
and
commissioners,
I
didn't
catch
it,
but
the
artwork
to
be
approved
is
expected
at
your
next
meeting
on
the
21st.
So
I
don't
know
if
we've
got
all
those.
C
B
C
All
right:
okay:
let's
move
on
to
item
number
two,
except
as
a
gift
from
artist
linda
maxson
and
debbie
guppy,
crushing
inertia,
valued
at
18
000
and
currently
installed
the
palm
springs
airport,
regional
concourse,
for
information
for
the
commissioners.
This
was
a
temporary
art
project
I
think
mounted
in
2019.
C
It
was
to
run
through
april
of
2020,
but
we
of
course
know
what
happened
in
april
of
2020.
So
it's
just
gone
on,
and
this
is
why
we
turned
the
study
session
into
a
special
meeting,
because
gary
will
be
presenting
the
gift
of
the
maloney
art
piece
to
the
airport
commission
on
the
24th.
First,
they
meet
at
the
same
time
as
we
do
so.
We
wanted
to
get
this
on
the
agenda.
C
We
have
the
letter
from
the
artist
giving
the
offering
the
gift
to
us,
so
we
wanted
to
approve
it
so
that
gary
can
take
it
to
their
report.
Commissioner
commissioned
at
the
same
time
and
get
them
both
and
images
were
sent
out
days
now,
showing
them
how
it
is
set
up.
It's
a
four
piece
installation
hung
from
the
ceiling,
so
care
and
maintenance
is
basically
non-existence,
except
for
maybe
some
dusting.
C
C
All
in
favor,
aye,
aye,
very
good,
okay
item
number
three
is
to
approve
a
budget
of
twenty
thousand
dollars
for
the
asphalt
art
project
test
site
to
be
determined
with
proposed
sites,
arena's
district
or
the
james
o
jesse
desert
highland
center,
and
we
have
discussed
the
asphalt
art
project
in
at
least
one
or
two
previous
meetings
and
gary.
If
you
want
to
do
sort
of
a
quick
recap
for
fellow
commissioners,.
A
Yeah
jay
and
I
had
a
long
meeting
with
with
don
of
the
the
city
staff
and
we
talked
about
it.
He
had
some
recommendations
on
the
different
products
that
based
on
the
proposal
and
the
documents
that
I
sent
around,
what
he
thought
would
work
well.
A
He
did
say
that,
depending
on
where-
and
we
do
this-
it
may
change
because
of
their
their
staffing
issues.
They
just
have
specific
issues
that
they
need
to
deal
with,
but
we
want
to
get
this
started
and
we
think
this
could
be
the
sort
of
thing
that
will
work
well
within
palm
springs.
Don
actually
is
a
big
supporter
of
public
art,
and
I
told
him
that
we
would
work
with
him
at
the
genesis
of
these
projects
to
get
him
involved.
A
So
we
don't
have
any
delays
in
structural
issues
or
engineering
issues
as
well,
and
he
even
wisely
said
you
know
if
we
position
things
like
this
as
temporary
art,
the
wear
and
tear
will
then
be
part
of
the
process.
You
know
we
can
factor
in
a
certain
amount
of
maintenance,
but
these
are
not
meant
to
be
there
forever
and
we
all
sort
of
like
the
idea
of
the
james
jesse
center,
but
I
also
think
maybe
something
around
dumuth
park
or
russell
even
thought
around
arenas,
because
the
uranus
merchants
are
interested
in
something
like
that.
A
C
Yeah
and
most
certainly
as
a
test
pilot
project
with
presenting
these
two
as
possible
locations,
certainly
the
arenas
district
would
have
more
vehicle
traffic.
E
My
comments
are,
first
of
all,
gary
and
russell.
Thank
you
very
much
because
you've
answered
all
of
my
questions.
I
I
really
like
the
concept
that
you've
been
describing
over
the
past
couple
of
months.
I
personally
think
arenas
would
be
a
great
area
because
it
seems
to
be
cut
off
and
I'm
not
wrestling
here
exactly
what
you
said
about
the
joj
center
or
or
our
venus.
C
Okay,
aye
four
zero
right:
okay,
moving
on
to
item
four
approval
budget
of
twelve
thousand
for
the
purchase
of
popsicles,
which
is
ten
thousand
dollars
for
the
artist
purchase
fee,
two
thousand
dollars
for
elec
relocation,
pardon
me
and
we
actually
need
to
add
another
two
thousand,
because
we're
going
to
probably
not
probably
we're
going
to
have
to
do
another
building
permit
through
city
planning
which
might
involve
restamping
of
the
drawings.
By
an
engineer,
so
we
need
to
add
2000,
so
it
would
actually
be
a
total
cost
of
14
000.
A
I
will
say
that
I
I
love
popsicles,
it's
one
of
my
favorite
pieces,
newer
pieces
and
you
know
I've
not
liked
the
backdrop
of
it
and
I
know
why
it
was
chosen.
I
still
think
we
need
to
be
more
aware
of
how
things
are
being
photographed
and
when
you
photograph
popsicles,
there's
wires
behind
it
and
it
just
doesn't
make
the
it
doesn't
frame
the
piece
as
nicely
as
it
could
surprisingly.
A
Popsicles
has
stayed
vibrant
and
hasn't
needed
much
refurbishing
and
I
think
a
lot
of
that's
because
the
direction
it's
facing
you
know
it
doesn't
get
the
afternoon
sun.
It
doesn't
get
the
morning
sun,
so
I
would
say
wherever
we
move
it
to
needs
to
face
the
same
direction
and
I'm
not
sure
victoria
park
has
that,
because
victoria
park
is
a
park,
that's
on
the
north
side
of
the
street
and
the
eastern
side
of
the
street.
A
C
C
No,
it
was
10
20
for
the
purchase
two
for
relocation
with
an
additional
two
for
building
permit
and
possible
engineering
report.
So
it's
14
000.
E
Correct
okay,
can
I
make
a
motion
that
we
approve
the
14
000
for
item
four
regarding
popsicles
and
that
we
later
on
decided
our
next
meeting
the
location.
C
C
C
I
would
like
to
see
it
placed
at
the
entrance
to
jackie
lee
houston,
plaza,
which
is
directly
west
of
the
convention
center,
because
it's
a
very
wide
entrance
to
this
beautiful
park
that
actually
it's
small
park,
but
it
actually
has
two
or
three
art
installations
in
it
already
and
all
of
the
convention
center
visitors
who
use
the
west
entrance,
which
is
the
main
one,
come
out.
They
look
across
the
street
and
this
is
their
view,
but
it
doesn't
read
that
there's
anything
really
there.
C
D
I
think
that's
a
really
nice
suggestion
russell,
I
wasn't
sure
about
victoria
park
for
this
piece
because
of
because
of
the
size
basically,
but
I
think
we
probably
should
look
for
good
fits
for
victoria
park
because
it's
probably
a
somewhat
neglected
portion
of
the
city
in
terms
of
public
art,
so
we
should
be
on
the
lookout
for
pieces
that
are
a
good
fit.
Yes,
I.
A
C
E
I
agree
with
all
the
conversation
that's
going
on.
I've
mentioned
in
the
past,
as
others
have
that
I,
like
I
like
wow.
I
like
the
piece
I
don't
like
its
current
location,
because
I
don't
believe
it's
appreciated
much
it
in
the
sense
of
its
value
and
that
location.
I
think
this
would
have
a
much
better
appreciation.
It
would
also
be
a
draw
to
get
people
into
the
sculpture
garden.
That's
there
yeah,
and
I
agree
with
everything
you're
saying
about
the
background.
Okay,.
C
C
750
is
for
simple
repair,
that's
needed,
and
500
is
the
relocation
fee
and
just
as
an
add-on,
I
will
reach
out
to
rob
hampton
of
the
convention
center
with
nobody's
conversations
before
they're
interested
in
more
art.
There's
I'm
sure
they
would
be
on
board
with
this,
and
then
we
would
have
to
cue
it
up
for
park
and
rex
meeting
on
september,
the
26th
to
get
visited
as
a
city
park
to
get
their
approval.
A
So
russell
and
or
jay,
this
wow
piece
also
has
a
plaque
in
the
sidewalk
removed.
So
do
we
need
to
repair
the
sidewalk
as
part
of
this
budget.
A
C
It's
really
just
a
matter
of
plugging
some
holes,
I
think
the
artist
modabi
known
as
michael
bernberg,
or
vice
versa.
If
we
added
150,
would
probably
cover
it.
C
B
But
actually
chair,
what
kim
baker
explained
was
that
75
000
is
the
point
at
which
we
have
to
go
out
and
do
that
formal
bid.
So
if
we're
at
under
75
000
or
right
at
75
000,
I
believe
we
could
say
7499
to
be
safe.
All
we
need
all.
We
need
are
three
letters,
our
three
proposals
from
different
vendors
without
a
more
that
more
formal
approach.
So
that
should
save
a
lot
of
time.
Just
asking.
C
B
C
C
So
then,
the
city
could
reach
out
to
the
two
other
people
who
maybe
proposed
or
put
in
bids
for
the
maintenance
contract.
Yes
yeah,
all
right,
so
it
should
be
a
relatively
easy
process.
So
I
have
to
say:
I've
spoken
with
fred
fiore
who's,
the
owner,
whatever
their
name
is
the
maintenance,
people
and
he's
extremely
excited
about
moving
the
pieces
because
he
recognizes
number
one,
the
desperate
need
for
them
to
be
painted
and
for
them
to
be
painted.
C
A
Make
a
motion
to
approve
the
budget
of
75
000
to
relocate
the
three
clement
squiggle
pieces
at
a
site
be
determined.
B
You
could
say
demuth
park,
but
then,
when
we
bring
this
budget
to
city
council,
we're
going
to
say
dumuth
park
and
then
there's
the
whole
discussion
with
the
parks
and
the
location,
it's
you
know
it's
in
there
as
a
proposed
location
right.
C
But
this
is
something
that
gary
is
our
liaison
with
partner
wreck
would
bring
to
them,
as
well
as
the
wow
piece
for
jackie
lee
houston
and
obstacles
like
popsicles.
Once
we
decide
where
that's
going.
So
I
would.
I
would
like
us
to
name
dumuth
park
and
just
get
the
approval
from
everyone.
That's
involved
that
that's
the
place
where
they're
going
to
go.
A
C
B
C
B
C
So
I
have
two
projects
right
now
that
I'm
going
to
bring
to
the
commission
one
being
a
temple-like
shrine
by
ryan,
campbell
and
jay.
If
you
want
to
share
that
image
that
I
sent
to
you
earlier
today-
and
this
is
just
a
rough
idea-
proposal
I'll
hammer
out
shape
size
budget,
but
I
wanted
to
present
it
as
something
I'm
considering
and
the
location
is
the
very
west
end
of
museum
way
directly
in
front
of
the
art
museum.
C
So
this
is
a
prototype
that
you
did,
that
was
displayed
at
the
palm
springs.
Art
museum.
A
couple
of
years
ago-
and
I
see
it
actually
being
tall
enough
so
that
people
could
come
under
the
or
the
installation
and
there
could
possibly
be
a
bench
that
becomes
sort
of
a
meditative
spot
that
people
could
sit
and
enjoy
the
scenery.
C
C
C
C
C
A
Sure
the
one
that
I
want
to
focus
on
that
I
I've
mentioned-
and
I
tracy
has
helped
me
with
this
one
I
haven't
checked
in
with
her.
I
haven't
heard
from
her
for
a
while.
So
I
hope
she
still
is
interested
is
the
eco
art
walk
along
north
riverside
and
that
would
be
something
that
would
and
it
beautifully
goes
along
where
cb
link
is,
and
it's
already
been
recommended
for
having
public
art
there.
A
So
we
just
need
to
focus
on
that
and
come
up
with
a
plan
which
I
will
present
at
the
21st
meeting.
Another
idea
that
I'm
you
know
and,
as
I
said
in
each
of
you
know,
I
don't
really
have
specific
artists
that
I'm
drawn
to.
I
just
have
more
concepts.
A
I
don't
know
how
these
concepts
are
going
to
be
distilled
and
maturated,
but
that's
why
we're
a
commission
and
it's
not
one
man
making
a
choice.
So
another
idea
I
had
was
the
along
chocolates
where
the
horses
are,
and
the
horses
they're
six
horses
and
they're
very
nice
horses
and
they're
leaving
next
april.
A
The
challenge
I
see
with
them
is
you
don't
appreciate
them
because
you
have
to
get
up
close,
there's
signs
on
them
in
the
in
the
median,
but
there's
cars
going
back
and
forth
back
and
forth
and
at
the
last
joint
commission
meeting
councilman
woods
made
a
comment
and
he
said
well,
what's
replacing
that
you
know
that's
really
the
gateway
to
palm
springs.
That's
the
first
thing
people
see
and
that
sort
of
stuck
with
me
and
I
thought.
So.
A
A
So
my
my
concept,
my
idea,
is
what
I'm
calling
the
pillars
of
palm
springs
and
it
would
be
six
pillars
because
it's
a
five
by
five
cement
piece
there
and
you
need
something
tall,
because
the
landscaping
aloe
vera
is
an
acacia.
Is
there.
So
I
think
okay.
So
what
if
we
come
up
with
six
pillars
of
palm
springs,
what
are
the
the
the
six
ideas
that
represent
palm
springs
and
they
could
be
equality
family?
A
You
know
creativity,
equity,
whatever,
whatever
six
ideas
we
like
and
then
each
of
these
pieces
would
be
representing
that
that
pillar,
that
representation
of
palm
springs,
each
of
them
could
be
done
by
different
artists,
and
one
artist
may
choose
to
do
it
in
a
figural
way.
Another
artist
may
choose
to
do
it
in
a
graphic
way.
A
A
So
and
then
the
other
one
which
I
see
is
another
piece
down
at
the
bottom
is
the
idea
of
francis
stevens
park
as
a
social
issues
park,
which
I
think
we
should
be
doing
because
as
we're
heading
towards
culturally
and
politically
and
personally,
we're
headed
towards
a
a
sea
change
in
our
democracy.
And
I
think
we
need
to
make
statements
on
where
palm
springs
stands.
C
Well,
I
have
good
news
for
you
gary.
The
commissioner
of
lesniak
is
also
very
interested
working
on
the
talk
with
art
pads,
so
I
think
the
two
of
you
would
be
ideal
if
you
put
your
heads
together
and
come
up
with
a
great
vision
for
us,
and
we
can
proceed
perhaps
with
that
at
our
september
21st
meeting.
C
Because
I
think
it's
probably
a
good
time
for
us
to
think
about
the
as
matthew
already
has
sort
of
the
criteria
would
be
that
the
budget
would
be
get
that
approved.
So
we
can
get
in
the
process.
But
we
would
do
a
call
for
artists
for
that,
and
we
would
need
a
few
months
to
get
it
all
together.
And
when
the
horses
are
gone
then
we
would
be
chewed
up
for
fresh
new
art.
D
Yeah
sure
so
one
of
my
projects
will
be
continuing
on
the
neighborhood
grants
program.
I
would
like
to
have
you
know
all
five
five
thousand
dollar
grants
at
least
identified,
if
not
officially
awarded
within
the
next
year
and
one
or
two
projects
up
and
running.
D
C
C
Me
for
interrupting,
but
with
the
neighborhood
grants,
because
you
are
working
already
with
two
neighborhoods
and
the
arenas
merchants
have
reached
out
to
me
specifically
dan,
william
from
blackbook,
so
I'll
get
back
in
touch
with
him,
because
I
told
him
that
we
have
the
neighborhood
grant
program
back
and
connect
you
with
him,
because
he
was
supposed
to
come
back
with
feedback
with
the
merchants,
so
their
prime
for
grant
straight
away.
So
that
would
be
three
or
five
they're
sure.
D
And
another
neighborhood
reached
out
through
denise
schools
via
the
city
a
few
weeks
ago
and
asked
for
information
and
I've
not
heard.
I
need
to
follow
up
with
them,
because
I've
not
heard
if
they're
gonna
move
forward
or
not
or
what
their
concept
was.
So
that's,
potentially
a
fourth.
C
D
The
other
project
that
I
have
in
mind
is
we've
had
different
conversations
at
different
times
about
doing
more
to
promote
the
permanent
collection,
whether
that's
through,
like
art,
walks
or
information
or
materials,
and
I
I'd
be
happy
to
to
work
with
someone
on
that.
I
was
actually
hoping.
Maybe
tracy
might
be
interested
in
that,
because
she
has
such
a
good
knowledge
of
the
collection
itself.
But
it
sounds
like
like
one
idea.
D
It
sounds
like
we
might
want
to
do
a
piece
or
a
brochure
about
the
collection
at
the
airport,
since
we're
gonna
have
two
new
two
new
permanent
pieces
there
before
too
long,
potentially
a
downtown
art
walk.
Potentially
some
walks
themed
around
different
events,
whether
that's
pride
or
other
minority
artists
that
we
have
in
the
collection.
C
Yeah,
I
have
specifically
one
idea
that
I
would
like
you
to
consider
when
you
think
about
mapping
and
showcasing
our
public
art
collection.
If
you've
not
watched,
I
would
recommend
that
you
do
at
the
pit
where
the
ryan
campbell
mural
is
our
qr
code.
Links
to
a
video
done
by
a
company
called
video
cash
that
shows
ryan
painting
the
mural.
C
C
It
comes
out,
but
no
it's
just
it's
a
very
compelling
little
video,
great
music
video.
So
all
right
matthew
want
to
chime
in
I'm
here.
E
All
very
good
ideas
actually
I'll
talk
about.
What's.
First,
as
we
know,
there
are
six
courses-
and
I
say
that
with
a
smile,
because
everybody
told
me
there
were
five
and
I've
gone
up
ten
times
and
counted
six
horses
yeah.
That
would
be
five
all
the
time.
E
I've
used
my
fingers
the
last
time
while
I
was
driving,
because
that's
that
a
go-to
method
since
grade
one,
but
I
have
a
different
vision
of
this-
a
little
bit
of
a
different
vision
than
gary
had
talked
about
because
gary
we
did
discuss
this
and
he
was
talking
about
more
of
a
permanent
structure,
more
permanent
statues.
There.
E
Second,
for
this
specific
commission-
and
I
this
is
not
a
judgment-
it's
I'm
not
being
I'm
not
judging
anybody,
but
we've
only
seen
one
piece
taught
in
the
past
year
and
about
three
months
that
I've
been
on
the
commission,
and
I
think
this
provides
an
opportunity
for
us
within
four
to
five
months
to
have
six
new
pieces
of
sculpture
on
tockwoods
and
actually
tacos
is
extremely
long.
E
We
can
actually
expand
upon
this
in
years
to
come
and
I
think
some
of
the
pieces
there,
maybe
by
the
artist
if
we
do
like
them,
we
then
have
the
opportunity
to
say
okay,
we're
in
the
city.
We
might
want
to
purchase
them
as
we've
done
in
the
past,
where
in
the
city
could
we
place
these,
but
I
think
it's
important
for
us.
We
are.
We
are
one
of
the
oldest
cities
here
in
the
valley,
so
we
don't
have
the
option
of
enlarging
palm
canyon
drive
to
create
a
median
strip.
E
E
So
I
think
we
could
begin
first
of
all
by
notifying
the
artist
with
taming
horses
that
we
would
like
him
we're
going
to
be
running.
He
can
start
that
process
in.
E
But
you
know
we
can
check
on
that,
but
I
thought
it
was
in
january,
but
I'm
assuming
you
guys
are
correct
and
if
you
want
to
do
it
sooner,
that's
fine,
though,
because
it
gives
us
the
time
to
do
a
call
for
artists
to
review
it
and
again
six
pieces
of
wonderful
art.
We
can
bring
to
the
community
and
you
know
whatever
happens
to
years
from
now
three
years
from
now
four
years
from
now
is
is
one
thing
we
can
have.
At
least
in
the
beginning.
E
I've
only
mentioned
this
to
one
person
on
this
commission,
and
that
was,
I
think
yesterday
or
the
day
before,
is
that
I've
been
talking
with
some
people
that
I've
been
meeting
over
the
past
couple
of
years
and
now
that
I'm
on
the
commission
and
they
have
an
interest
in
maybe
getting
together
and
pulling
finances
together.
Not
this
doesn't
just
involve
the
public
arts
commission.
It
involves
other
organizations
within
palm
springs,
other
private
individuals
in
palm
springs
of
buying
a
substantial
piece
of
public
art
which
they
would
donate
to
the
city
of
palm
springs.
E
C
Well,
an
example
of
that
is
the
group
that
is
gifting
the
philip
k
smith
piece
to
the
city.
They
privately
financed
a
piece
of
public
art
gifting
to
us,
becomes
part
of
our
collection,
etc.
So
just
a
question,
though,
for
jay
on
any
sort
of
technical
or
brown,
after
whatever
issues
that
I
mean
he's
not
really
soliciting
people
to
do
something,
but
is
there
any
caution
about
matthew
discussing
the
sort
of
a
proposal
with
general
public
people
as
an
art,
commission
member?
C
B
Well,
so
the
the
only
risk
really
comes
up
if
we're
soliciting
input
or
getting
input
from
artists
who
may
bid
and
be
compensated
on
a
project
in
the
future.
If
you're
doing
background
information
research,
I
you
know
just
amongst
general
members
of
the
public,
I
think
that's
fine
right.
Yes,.
C
Matthew's
talking
about
more
of
a
conceptual
finding
people
that
might
be
of
like
mine,
it
would
be
them
who
would
come
together
and
then
bring
poses
to
us
we're
not
actively
seeking
artists
for
them
or
participating
in
it.
They
just
come
to
us
for
approval,
so
all
of
that
is
fine.
Yes,
yeah.
Okay,
just
want
to
make
sure
that's
cool
all
right.
E
One
other
thing-
and
I
was
hoping
shonda
would
be
here,
but
in
driving
around
specifically,
there
is
a
at
what
I
think
is
an
electric
box,
the
corner
of
cherokee
and
palm
can't
use
palm
canyon,
and
I
know
there's
an
artist
group
back
there.
I
think
it's
called
backstreet.
It
is
backstreet
and
they
have
an
interest
in
possibly
having
that
developed.
So
it
shows
that
it's
backstreet
back
there
and
there's
art
back
there.
I
don't
know
if
we
can
do
that,
but
driving
there.
E
The
other
day,
I
noticed
that
there
were
other
electric
boxes
on
east
palm
canyon.
That
also
I
forwarded
those
to
the
commission
right,
but
that's
something
shonda
would
have
to.
C
These
can
easily
be
added
on
and
would
show
are
expanding
further
out
into
the
city,
so
yeah
please
get
in
touch
with
shonda
and
pursue
that.
Okay.
Thank
you.
Thank
you
all
right.
So
that
wraps
up
item
h
so
item.
I
is
basically
part
of
what
I
discussed
with
all
of
you
as
I
want.
As
we've
started
you
already
with.
C
C
C
B
Depends
on
when
it
sounds
like
you
want
to
do
it
sooner
than
the
city
council
elections,
but
the
chances
may
be
better
after
the
city,
council
elections.
C
B
Right
she's
been
removed.
Mr
chair
there's,
you
know
we
really
don't
have
a
staff
person
for
public
arts,
but
I
do
ask
other
staff
with
internet
access
and
expertise
to
make
minor
edits,
which
is
the
reason
why
we
got
the
separate
web
page
created,
but
even
that
kind
of
raised
some
concern
with
the
city
council
about.
Why
would
a
city
commission
have
a
separate
web
page
and,
and
so
there's?
I
think
you
know
we
need
to
find
the
new
sweet
spot
for
having
that
social
media
internet
presence
all
right.
C
A
Jay
you
had,
you
know:
we've
got
maybe
half
the
other
commissions,
maybe
30
of
the
other
commissions
covered
with
liaisons.
Are
there
any
other
commissions
that
you
think
we
need
to
be
actively
working
with.
B
B
You
know
and
the
the
social
issues
park.
You
know
that's
kind
of
touching
on
human
rights
commission
so.
A
Yeah
and
and
that
park
is
a
historic
park
to
the
building
is
so
then
you
get
into
historic
issues
there
as
well.
I'm
just
concerned
more,
as
you
said
airport,
you
know,
do
we
and
you
know,
do
we
need
to
do
active
outreach
to
the
the
museum
to
chamber
of
commerce
to
these
other
organizations
and
have
somebody
that
sort
of
brings
them
into
our
world
as
well
as
having
us
go
into
their
world?
You
know:
liaisons
are
supposed
to
go
both
ways:
yeah,
it's
just
not
as
doing
their
lifting
well.
C
Yeah,
because
I
think
we
have
the
opportunity
with
the
new
director,
whose
name
I'm
not
going
to
remember
at
this
moment,
to
really
have
an
active
role
in
collaboration
with
the
arts
commission
and
with
the
museum.
So
yes,
indeed,
we
can
set
up
a
meeting
as
soon
as
our
temperatures
drop
a
few
degrees.
B
And
along
the
lines
of
what
vice
chair,
armstrong
was
saying,
you
know
possibly
have
have
this
outreach
presentation
ready
to
go
for
anybody,
it
could
be
the
tribe,
it
could
be.
There's
real
estate
associations
who
are
always
looking
for
speakers
and
people
to
talk
about
what's
going
on
in
the
city.
So
there's
there's
a
a
few
different
opportunities
and
it
may
get
you
a
little
busier
than
you
care
to
be,
but.
A
Like
the
eco
art
walk,
you
know
once
that
gets
going.
That
needs
to
be
fully
embraced
by
the
talkwitz
estates
group
or
as
they
call
them
the
the
yacht
club,
and
then
we
need
to
engage
parks
which
we
already
have.
We
need
to
engage
sustainability.
A
E
Can
I
add
something
to
that
conversation
gary
I've
been
attending
the
meetings
for
the
prescott
preserve
and
I've
been
thinking
of
you
and
the
art
walk
that
you're
talking
about
because
it
extends
almost
into
the
prescott
preserve.
E
A
Yeah,
you
know
that
I
mean
right
now,
we're
just
focused
on
the
area
from
palm
to
sunrise,
but
once
cb
link
kicks
in
you
know
it's
going
to
continue
going
along
the
wash
as,
as
we
know,
matthew
towards
dumouth
park,
so
yeah
it
makes
sense,
but
we
need
to.
I
think
we
need
to
make
sure
we
can
eat
what
we're
putting
on
the
table
and
not
put
not
go
to
the
china
buffet.
You
know.
B
Well,
it
may
be
opportunity
driven
again
just
a
presentation,
not
so
much
of
an
active
liaison
role,
but
just
to
get
the
word
out
and
they
would
do
to
follow
up
with
us
for
any
interest
and
while
we're
throwing
out
ideas,
I'll
say
school,
district
college
and
churches,
so
absolutely
yeah.
C
D
E
E
However,
I've
seen
the
completed
work
and
it's
really
a
beautifully
well-written
all-encompassing
article
about
art
in
palm
springs,
and
I
can
send
it
to
jay
and
he
can
send
it
out
to
everybody,
because
I
think
that
would
be
a
wonderful
part
of
our
site
online
to
have
that
there
it's
I
was
so
impressed
with.
It
was
amazing
everything
here,
the
backstreet
arts,
the
the
museum.
Everything
is
included.
C
Well,
yeah
definitely
things
like
that
or
something
when
we
have
an
active
social
media
person
that
would
be
on
our
site
with
a
link
to
it,
so
it
could
be
visible
and
that's
sort
of
got
dropped
not
by
our
approval
but
got
dropped.
So
yes,
indeed
have
jason
there.
It's
a
very
good
article.
So
all
right
and
what
I
was
not
able
to
say
in
my
chair
remarks
is
on
during
our
meetings
and
we
had
sort
of
the
technical
fumble
at
the
beginning.
C
I
don't
want
our
meetings
to
go
beyond
90
minutes,
so
we're
coming
out.
Then.
I
also
appreciate
that
our
staff
person
works
very
long
hours
and
I
think
he
would
appreciate
that
we
end
our
meetings
by
seven
o'clock,
so
I
think
we've
pretty
much
covered
discuss
future
plans.
We've
discussed
moving
with
three
command
pieces,
which
are
j
and
k.
C
A
I
make
a
motion
to
adjourn
the
meeting
the
special
meeting
of
the
public
arts
commission
on
september
7th
and
we
will
reconvene
of
our
regular
meeting
on
wednesday
september
21st.
C
C
D
C
Enjoying
our
meeting,
I
appreciate
it
very
much
and
tell
your
artists
I've
seen
if
you
are
not
already
registered
on
our
website.
If
you
go
to
pspublicarts.com,
we
do
have
an
artist
registry
and
we
encourage
you
to
register
there
so
that
we
know
who
you
are.
Members
of
the
public
can
go,
there
find
artists
and
it's
like
wow.
I
love
this
woman's
work.
That's
hired
to
do
a
mural
at
our
house.
