From YouTube: Sustainability Commission Meeting | December 19, 2017
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
We
learned
just
during
the
first
days
of
December
of
Michelle's
death
and
she
was
a
quite
a
force
for
I,
think,
seven
years
or
so
on
the
city
staff
as
the
manager
of
the
Department
of
sustainability.
Many
of
us
worked
with
her
either
on
the
commissioner
and
volunteer
capacity.
So
if
we
could
take
just
a
few
moments
and
remember
Michelle
and
her
family.
A
A
Our
student
representative,
tear
shape,
is
here
with
us
tonight
as
well.
Thank
you.
The
agenda
was
emailed
to
all
of
you
and
posted
last
Thursday
for
city
regulations.
Is
there
a
motion
that
we
accept
the
agenda
as
presented
no
moved
and
moved
and
seconded
by
Wilson
and
Santora,
all
in
favor
say
yes
opposed,
say
no
abstain
and
the
agenda
is
accepted.
A
C
We
have
not
formally
accepted
the
plan,
although
we
have,
in
the
last
few
months
started
working
with
the
engine
on
we've
had
little
over
about
a
month
now
of
the
majority
of
the
time
having
the
engine
up
and
running
and
receiving
the
benefits
of
that
majority.
The
kilowatts
that
we're
currently
generating
actually
are
going
towards
the
airport,
so
we're
offsetting
some
work
also
over
there.
C
They've
sent
engineers
out
to
meet
with
us
and
work
with
us,
so
we're
actually
going
to
be
having
a
meeting
with
them,
probably
in
January
I'm
working
on
variation
of
the
permit.
Once
we
get
through
that
whole
process,
then
we'll
look
at
final
commissioning,
but
right
now
we
are
receiving
benefit
from
I'm
the
plan
and.
E
Very
much
Jay
may
I
suggest
that
when
it
is
back
up
and
running
that
you
organize
it
or
for
the
new
commissioners,
perhaps
and
those
of
us
who
that
just
might
be
worth
sort
of
thinking,
just
see
what
it
what
it
is.
If
there's
interest
in
that,
because
I
I
did
find
it
interesting
and
actually
he's
kind
of
forgot.
What,
since
it
never
really
worked,
I
kind
of
flushed
went
out
of
my
memory,
but
I
wouldn't
mind
having
a
tour
when
it
when
guys
are
comfortable.
That
did
something
running
and.
C
Actually,
right
now
I'm
the
the
hiccup
we
have
right
now
we're
hoping
to
have
fixed
by
Thursday
it's
a
little
cog
in
one
of
the
lines
on
the
Erie
line,
but
once
that's
up
man
we,
you
can
have
it
running
with
the
engine
for
a
tour
which
is
just
excessively
loud
or
you
can
come
in
now
when
we
have
just
the
chiller
on.
We
can
do
a
tour
any
time.
There's
no
restriction
on
that.
So.
A
C
C
C
We
haven't
reached
our
comfort
level
with
that,
yet
as
well
as
sustained
substantial
completion.
Overall,
if
the
project
there
was
a
lot
of
moving
parts,
we
have
accepted
the
lighting
retrofit
citywide
and
we've
accepted
the
renovation
of
the
parks,
basically,
the
watering
system
so
that
they're
synched
up
now
with
satellites
and
the
all
those
methodologies
to
reduce
water
and
all
those
emissions
and
that's
been
great
and
we've
accepted
all
of
those
layers.
C
It's
all
one
big
project
that
actually
started
with
the
sustainability
Commission
is
the
actual
cogent
being
the
final
piece
there
as
right
now
it
stands.
Our
permit
is
probably
six
months
out
before
we're
looking
at
a
new,
revised
final
final
permit
and,
of
course,
we're
hoping
at
the
end
of
that
period,
then
we'll
say
yes,
we're
gonna
get
a
third
party
in
finalize
everything
and
then
Commission
the
point,
so
that
would
probably
be
midsummer
early
summer.
D
A
G
All
right
and
new
microphones,
great
I'd,
like
to
start
by
by
thanking
chair,
Jackson
and
all
the
commissioners
for
all
the
you
know
the
great
work
that
you
do.
It
was
what
inspired
me
to
join
this
commission
in
the
first
place
kind
of
watching
from
afar
and
and
seeing
what
was
being
done.
You
know
for
the
benefit
of
the
city
and
in
an
interesting
twist.
G
So
formally
I
was
a
professor
at
a
at
a
college
and
I
wanted
to
get
back
into
that
and
make
a
difference
in
my
case
with
with
the
students
that
we
serve,
and
it
just
so
happens
that
I
have
you
know
this
position
that
I've
taken
by
the
way,
if
you,
if
you're,
not
familiar
with
it,
it's
I'm,
a
academic,
Dean
I'm,
the
Dean
of
mathematics,
business
and
engineering
at
Citrus
College,
which
is
in
Los
Angeles,
County
and
we've
relocated
to
Claremont.
We
were
hoping
to.
G
You
know,
maintain
a
residence
here
for
a
while
and
I
was
trying
to
community
just
wasn't
working,
so
we've
relocated
to
Claremont
and
I
did
intend
to
come
and
address
the
Commission
soon
after
I
got
the
position
in
September
I.
Believe
that's
in
the
in
the
minutes.
From
the
last
meeting
and
I
apologize
for
not
being
here
in
September
and
not
communicating
because
I
was,
it
was
just
kind
of
a
whirlwind
of
things
happening,
but
the
the
governing
board
for
my
college
meets
on
the
third
Tuesday
of
the
month,
typically,
except
for
this
month.
G
G
Mathematics
in
the
history
of
higher
education
in
California
within
days
of
me,
hitting
the
ground,
laws
were
being
passed
in,
Sacramento
moves
are
being
made
at
Cal
State,
the
Cal
State
Universities
that
are
affecting
the
community
colleges
and
we're
in
the
middle
of
a
major
reform
effort
that
is
going
to
benefit
our
students
greatly
and
you're,
going
to
see
that
out
here,
with
with
the
college
of
the
desert
and
you're
gonna,
see,
hopefully
much
greater
success
rates
amongst
our
students
overall.
So
in
closing
again
I
just
wanted
to
thank
all
of
you.
G
D
A
D
A
A
A
A
D
A
D
A
Were
we
were
present
with
the
the
sponsorship
includes
a
booth,
so
we
were
present
with
the
booth
we
were
staffed
during
the
entire
time
of
the
event
we
were
listed,
the
city
and
the
sustainability
Commission
were
listed
as
sponsors,
and
you
know
all
the
graphics
and
that
sort
of
thing
and
it's
a
pretty
high-profile
event,
I
mean.
Typically,
they
get
some
decent
speakers
and
if
my
memory
serves
me,
no
I
would
think
there
might
have
been
hundred
to
700
people
there
hard
to
recall.
But
it's
a
pretty
big
deal.
E
I
did
go,
I
guess
when
it
was,
it
would
have
been,
number
would
have
been
late.
September
early
October,
2016
I
forgot
the
exact
dates
for
the
last
time
they
did
it.
There
was
not.
There
was
struck
me
as
there
was
a
fairly
large
attendance
between
drop-off
between
what
they
had
when
it
was
at
the
convention
center
and
when
it
was
and
program
and
I
actually
looked
yesterday
to
see
what
the
program
was
I,
don't
think
they
posted
actually
what
the
program
was.
E
So
what
I
would
suggest
maybe
get
a
sense,
but
also
to
kind
of
get
speak
to
Josh,
Superman
and
and
find
out
sort
of
what
their
attendance
is
expected
to
be
and
what
their
program
is.
They
cancelled
it
and
in
October
and
I,
don't
know
others
they
didn't
have
enough
people
or
the
expected
speakers,
kind
of
fell
out
or
whatever
I
registered
and.
A
Well,
yeah:
there
are
some
wise
words
from
mr.
Friedman
if
I
mean
it's
less
than
a
month
out,
if
they
don't
have
a
confirmed
speakers
and
a
definite
program
at
this
point
it
and
that
those
are
some
questions
to
ask
Josh
Zimmerman,
and
so
if
you
could
find
that
out
so
I
think
you
have
a
sense
from
us
that
a
booth
would
be
great
and-
and
you
could
certainly
then
be
in
touch
with
us
about
volunteers
who
might
assist
with
that.
A
But
unless
you
really
find
out
it's
a
one
thing
that
might
not
be
as
far
as
we'd
want
to
go.
Thank
you.
Okay,
Commission
liaison
reports.
Is
there
anyone
here
from
planning
or
Parks
and
Recreation?
Okay,
all
right!
We
are
at
public
comment
at
each
meeting
of
the
sustainability
Commission.
We
have
oh
I'm.
Sorry.
D
A
Don't
we
do
that
right
at
the
beginning
of
public
comment,
so
let
me
make
my
public
comment
speech
and
you're
on
that's
perfect,
perra.
Thank
you!
So,
at
each
meeting
the
sustainability
Commission
we
have
time
for
persons
from
that
are
present
to
address
this
commission
on
items
that
are
generally
a
part
of
our
purview.
So
we
will
open
public
comment,
but
we
will
first
recognize
our
high
school
representative
darish
a.
D
Get
used
to
that,
but
I
was
talking
to
him
about
creating.
Maybe
it's
maybe
a
survey
for
the
teachers
at
my
school
to
see
where
the
recycling
program
is
at
so
I
created
a
few
questions
and
I'd
like
to
make
a
Google
Forms
like
survey
that
I
can
get
all
the
teachers
to
respond
to
and
I
recently
emailed
my
principal
as
well
to
ask
him
any
questions
or
who
I
could
talk
to
about
sustainability.
D
If
there
was
anyone
at
the
school,
so
he
should
be
getting
back
to
me
within
the
new
year
because
we're
on
break
right
now.
So
thank
you
great.
D
Hello,
my
name
is
Christine
Hammond
and
I'm
here
actually
to
and
I
I
think
in
your
years
ago,
this
Commission
was
very
involved
in
working
with
non-motorized
transportation.
One
of
those
was
bicycles
and
bike
lanes
and
I.
Think
now
we
have
a
plethora
of
bike
lanes
around
town-
probably
still
not
as
many
as
we
like,
but
a
lot
and
the
other
thing
that
that
this
Commission
had
talked
about
was
walkability
and
chair.
Jackson
had
gone
out
and
did
a
windshield
survey
and
I
don't
know
if
this
is
part
of
your
lure.
D
The
Commission
more
but
I
have
been
carrying
this
around
for
years.
Trying
to
do
whatever
I
could
do
in
my
role
on
measure
J
or
with
I
chair
I
have
been
a
participant
in
and
I
now
chair,
the
code
enforcement
and
public
works
committee
with
one
Palm,
Springs
and
I
just
wanted
to
say
that
after
all
of
this
time,
2015
to
what
is
essentially
2018,
some
sidewalks
are
currently
being
filled
in
to
create
a
more
walkable
area
in
a
number
of
parts
of
town.
D
A
Thank
you.
We
appreciate
the
work
that
you
have
been
doing
to
bring
this
to
some
next
steps
in
and
conclusion
so
well
and
I
and
I
will
say
there
is
continuing
work
to
do
as
I
walked
in
the
dark.
Since
we
have
night
skies
lighting
here
as
I
walked
in
the
dark
toward
the
festival
of
lights,
parade
on
Amato,
lovely,
sidewalk,
lovely
sidewalk,
all
of
a
sudden,
big
hole,
big
hole
dirt
dirt
dirt,
just
a
couple
of
blocks
before
Indian
Canyon,
so
so
we'll
continue
to
work
on
it.
A
Clear
public
comment,
closed,
weird
item:
a
welcome
in
introductions
at
the
last
City
Council
meeting,
the
City
Council
did
fill
two
of
the
three
vacancies
of
the
sustainability
Commission.
We
have
two
longer-term
vacancies
that
will
end
in
on
June
30th
of
2020,
and
those
two
vacancies
were
filled
by
Commissioner
Santora,
who
is
here
tonight
he
was
able
to
take
his
oath
and
also
by
Carl
Baker
Carl.
Would
you
stand
up
I
think
Carl?
A
You
couldn't
be
here
for
the
whole
meeting
tonight
and
maybe
I
don't
know
if
you
have
been
able
to
take
your
oath
or
not,
but
we're
glad
you're
here
at
the
January
meeting
Carl
well,
have
you
introduced
yourself
as
you
are
as
you'll
be
a
full
commissioner
at
that
point,
and
so
welcome
to
you
and
mr.
Santori
you'd
like
to
say
a
few
words
tonight.
D
A
D
Who
lady
councilmembers,
who
were
part
of
the
interview,
were
particularly
interested
in
Bodmin
and
workforce
development
so,
to
the
extent
that
green
jobs
are
priority
of
this
committee?
Commission
rather
and
I
could
play
a
role
in
that
arena
very
happy
to
do
that
also
interested
in
tourism
for
the
city,
so
any
of
those
areas
that
I
could
offer
that
expertise
happy
to
do
so.
The
agenda
for
this
commission
is
very
broad,
so
I
am
looking
forward
to
learning
a
lot
and
I.
D
A
A
Weird
item
be
presentation
on
safe
non-smoking,
public
space
and
tobacco
retail
licensing.
Just
for
the
Commission's
information
in
the
spring
of
2015,
we
did
have
some
representatives
from
Riverside
County
speak
to
us
on
some
of
these
issues.
We
need
to
postpone
this
presentation
tonight
because
one
of
the
presenters
had
a
family
emergency
that
just
emerged
in
the
last
24
hours.
Dr.
Tim
Fischbach
is
here
Tim.
You
would
raise
your
hand
or
just
so
he's
here
to
observe
us
tonight.
A
He
was
one
of
the
presenters,
but
the
other
two
primary
presenters
couldn't
be
here,
so
we're
gonna
push
that
to
January
so
that
all
three
of
them
can
be
present
but
delighted
you're
here
and
you
can
get
a
sense
of
how
crazy
we
are
on
this
commission
and
report
back
all
right,
we're
at
item
C.
The
minutes
of
the
November
meeting
were
emailed
to
you
and
I
think
there
were
a
few
Corrections
that
were
sent
to
Dan
any
other
things.
We
need
to
say
about
the
agenda
or
I'm.
Sorry.
A
I
A
A
And
you
know,
I,
don't
know
what
we
did
differently
this
time,
but
I
had
several
people
say
to
me:
they
didn't
get.
They
didn't
find
that
out
that
that
it
was
happening.
In
fact,
I
had
somebody
at
a
movie
on
Saturday
say
to
me:
when
is
the
next
shredding
an
e-waste
event
and
I
said
it
ended
about
an
hour
ago
and
so
I
don't
know,
I
don't
know
if
we
did
anything
differently,
I'm
also
wondering
if
the
Desert
Sun
would
give
us
some
community
service
space.
A
D
D
I
agree
we'll
check
out
and
see
if
there
was
anything
that
we
did
do
or
did
not
do
that
we
had
done
in
the
past,
but
I
will
say
this.
The
last
two
december
events.
Last
year
we
only
had
42
this
year
we
had
20
and
I.
Think
part
of
the
reason
is
it's
the
season.
The
other
part
is
that
we
did
not
hold
it
in
conjunction
with
Palm
Springs
disposals,
either
fall
or
spring
cleanup.
What's
our
next
date,
Gary
it's
is
the
third
Saturday
in
February.
A
A
All
right,
thank
you
here
all
right.
Well,
maybe
you
should
leave
the
table
as
I
look
at
we're
into
old
business,
and
our
first
item
is
related
to
the
construction
and
demolition
ordinance
which
commissioner,
we
can
vice-chair.
Clark
and
staff
have
been
working
on.
So
where
are
we
and
what
what
we
need
to
do
tonight
to
get
this
moved
along.
I
With
with
Jeff
Korres
on
December
6th,
to
discuss
this
ordinance
and
the
need
for
it,
and
the
current
state
of
what
happens
to
construction
and
demolition
waste
springs
all
very
happy
to
report
that
councilmember
sportive
of
this
ordinance
and
getting
it
passed.
And
to
that
end,
he
advocated
that
the
sustainability
come
back
with
ordinance.
I
E
Friedman
I,
just
wanna
cuz,
you
wouldn't
have
gotten
until
willing
to
what
them
2:30
this
afternoon.
What
I
did
was
take
Gary
did
a
great
draft
working
largely
from
the
desert.
E
Hot
springs,
ordinance,
cuz,
I,
think
that
was
the
inspiration
and
I
think
they
did
that
so
I
kind
of
cleaned
it
up,
I
put
it
into
Palm
Springs
format,
sort
of
tied
it
up
nicely
with
some
of
the
things
that
we
had
discussed
on
solar
about
the
building
appeals
board
and
then
added
a
couple
of
suggestions
that
I
found
in
in
Palm
Springs,
so
that
the
changes
were
not
too
much
substance
and
just
a
couple
of
sort
of
things.
E
I
did
have
two
questions
that
I
think
that
I
would
like
for
this
Commission
and
then
subcommittee
in
particular
to
consider
that
I
reflected
in
the
draft
that
I
prepare
was
circulated.
E
There
are
two
possibilities:
I
won't
say
conflicting,
but
one
is
you
can
get
an
exemption
as
of
right
because
you
don't
basically
are
covered
by
the
ordinance
and
then
there's
what
I
would
call
hardship
exception.
I
think
once
an
exemption
and
once
an
exception
there
is
in
the
we
have
a
hardship
so
we're
asking
for
discretionary
relief,
a
procedure,
but
in
the
draft
and
also
not
in
the
desert
hot
springs
ordinance.
E
So
I,
perhaps
given
a
little
bit
more
time.
My
own
thing
that
needs
to
be
decided
tonight
but
I
would
ask
the
subcommittee
just
to
think
about
that
and
I
would
be
available
to
help
work
on
the
next.
But
there
isn't
something.
Maybe
in
some
other
cities
ordinance
there
is
something
there
there
is
not
in
in
DHS
and
I
know.
You
were
largely
working
on
DHS.
E
If
you've
done
what
you're
supposed
to
do-
and
it
wasn't
clear
to
me
or
perhaps
more
accurately,
there's
an
option-
the
DHS
ordinance
says
to
the
extent,
if
you
don't
fully
comply,
but
you
partially
comply.
You
get
the
proportional
amount
of
your
security
back.
The
other
option
for
consideration
by
the
subcommittee
is,
you
want
to
basically
forfeit
the
entire
amount,
because
you
you
missed,
you
didn't
do
what
you
were
supposed
to
do
and
I
think
that
should
be
clear
as
to
which
route
we
want
to
go.
E
Do
we
want
to
go
the
DHS
route
or
is
it
a
total
forfeiture
saying
you
didn't
comply?
We
want
to
see
compliance
so
therefore,
my
personal
view
is
that
we
are
trying
to
drive
compliance,
and
the
DHS
sort
of
proportional
refund
allows
yourself
literally
to
buy
yourself
out
of
non-compliance.
So
I
put
that
in
brackets
it's
language
from
DHS,
but
my
personal
view
is
we
stop
the
sentence.
You
said
you're
going
to
do
the
sixty-five
percent
or
whatever
it's
required
by
Calgary.
You
didn't
do
it.
E
Sorry,
you
lose
your
security,
so
I've
left
that
in
brackets,
but
my
personal
view
is
not
to
go
the
GHS
route
but
simply
say
sorry
you're
supposed
to
do
what
we
told
you
to
do
and
what
Cal
green
by
the
way
tells
you
to
do
so.
I
left
that
in
brackets-
but
you
know
subcommittee
too
so
I'm
available
just
because
I
seem
to
be
pretty
good
at
writing
staff
reports.
E
Other
than
to
capitalize
words,
I
mean
I.
Can
you
know
take
out
that
thing
and
then
recycle
it
and
then
there's
some
stuff
there's
some
legalese
that
I
think
is
probably
not
necessary
and
that's
right,
discussion
with
Eddie
kotkin,
because
there's
all
sorts
of
things
about
civil
violations
and
I,
given
the
hour
I
didn't
have
time
to
do
further.
E
Research
on
the
city
code,
but
largely
those
are
provided
for
in
the
building,
Administrative
Code
and
my
rough
view,
certainly
based
on
looking
at
the
solar
ordinances,
because
the
guests
drop
down
into
title,
eight,
it's
in
the
building
code
and
because
it's
essentially
a
lot
of
stuff
around
what
is
already
a
Cal
green
section,
804
requirement
that
largely
my
think.
Most
of
that
can
go
away.
E
A
Shall
we
just
leave
it
to
the
sub
two
subcommittee
and
staff
to
sort
this
out?
You
now
have
a
little
more
time
and
and
if
things
happen
like
they
normally
happen,
whatever
we
send
will
not
probably
be
the
finished
product
after
the
council
deals
with
it
anyway,
it
will
probably
have
some
other
things,
but
I'll
leave
it
to
you
all
to
sort
out
what
you
want
to
get
to
Council
in
its
best
form.
F
Be
saying
something
here:
that's
a
little
philosophical
and
this
train
may
have
already
left
the
station,
but
I
just
want
to
put
it
out
there
and
see
if
it
raises
anything
but
I
think
this
ordinance
and
ordinances
like
it
are
a
great
opportunity
for
this
commission
to
build
in
some
economic
sustainability
into
our
programs
and
projects
and
I.
Don't
know
if
this
is
the
ordinance
the
best
ordinance
to
do
that.
F
If
there
is
a
way
to
do
it,
but
I
wanted
to
throw
that,
throw
that
out
there
and
say
that
as
we
create
ordinances-
and
you
know
make
moves
like
this
in
the
future-
that
we
have
that
in
the
back
of
our
mind,
I
know
that
that
the
mandates
are
what's
driving
this
ordinance.
But
you
know
it
could
be
a
win-win
if
we
could
figure
out
how
how
to
make
the
ordinance
become
a
growth
opportunity.
For
you
know
a
business
here
in
the
city.
I
H
H
A
H
The
second
page
sliding
a
requirement
for
a
percent
of
you
see,
I
mean
I
think
from
David
that
we
wanted
to
make
sure
that
ordinance
was
tied
to
the
latest
boss,
and
we
did
put
a
statement
in
there
about
putting
the
requirement
city
building
code,
which
is
ears
I.
Don't
know
that
that's
most
relevant
but
I
believe
that
the
draft
that
we
have
of
the
ordinance
that
every
road
is
really
complete
in
terms
of
referring
to
eight
requirements.
E
Can
confirm
just
as
my
tweaks,
it
does
refer
to
Calgary
so
as
Calgary
n--
ratchets
up
the
requirements.
Basically,
what
happens
is
Calgary
knows
it's
tough
long
with
the
other
codes.
The
next
cycle-
2019,
effective,
January,
1,
2020,
City
Council
in
the
fall
of
2019,
will
adopt
all
of
the
codes
by
reference,
and
so
then
they
become
implemented
in
in
in
binding
on
the
city,
so
by
referring
to
Calgary
and
the
entire
Calgary
is
then
incorporated
by
reference
in
the
in
the
in
the
in
the
building
code.
A
A
B
A
F
B
A
Well,
why
don't
you
and
Commissioner
Federman,
look
at
the
calendar,
pick
picks
Saturdays
and
do
we
want
to
start
as
early
as
January
was
that
what
somebody
was
thinking
or
Pixum
Saturdays
a
Saturday
each
month
and
and
if
you
and
mr.
Futterman
concur
just
send
it
out
with
a
schedule
you're
thinking
of
having
two
shifts
so
that
people
would
not
do
more
than
a
couple
hours
or
a
little
more
than
a
couple
hours
somebody
would
set
up.
Somebody
would
take
down
all
right
all
right.
B
D
H
H
B
Was
more
like
a
an
example
I
think
so
the
people
would
say
you
know
that
I
had
picked
the
second
Saturday
you
know,
but
I
think
it
who
I'll
talk
with
with
Commissioner
Futterman.
If
there's
any
Saturday's.
That
are
remember
that
you
definitely
cannot
you
know
of
every
month
that
you
do
not
like.
Let
me
know
we'll
try
to
work
around
that.
D
It's
Dara
saw
your
email
and
all
the
only
a
few
people
had
put
down
there,
but
I
wasn't
sure
if
I
was
allowed
to
just.
A
A
D
B
A
We
are
at
item
four,
and
this
is
our
continuing
discussion
on
sustainability,
priorities
and
budget.
So
a
commissioner
Centaurus
ensure
new
and
have
been
a
part
of
this.
We've
been
engaged
in
a
process
for
most
of
the
last
six
months,
identifying
our
priorities,
given
some
budget
parameters,
what
our
priorities
would
be,
and
so
we
have
these
five
areas
and
if
you
think
about
where
you
want
to
focus
in
variance
in
economic
development,
you'd
be
great
partner
with
Jay
Virata,
and
you
can
also
see
that
Commissioner
coins
is
working
on
some
green
jobs
initiatives.
A
A
E
A
F
I
had
a
discussion
with
us
GBC
about
bringing
their
G
Polk
G
Pro
program
to
Palm
Springs,
which
is
basically
a
green
building
fundamentals
program
that
would
be
taught
to
high
schoolers
and
community
college
students,
attempted
Lea
we're
planning
on
running
one
session
in
May
and
sometime
between
April
and
June,
we'll
run
two
sessions,
but
we
don't
have
firm
dates
yet.
So
our
next
steps
are
we've
identified
the
program,
but
now
we
need
to
find
places
that
can
help
us
find
participants.
F
Basically,
so
we'll
we'll
be
doing
some
outreach
work
to
figure
out
who
those
partners
will
be
Commissioner.
Futterman
also
already
reached
out
to
some
folks
in
Desert
Hot
Springs,
but
there
are
a
lot
of
other
folks
we
could
reach
out
to
so.
The
plan
is
now.
The
first
step
will
be
the
G
Pro
program,
which
is
a
green
building
fundamentals
course
from
there.
F
If
there's
enough
interest,
we
can
add
trade,
specific
programs,
electrical,
green
cleaning
and
plumbing
I
believe
are
three
of
the
programs
that
are
offered
for
high
schoolers
or
community
college
students
who
plan
to
move
into
the
trades
or
if
there
are
high,
schoolers
or
community
college
students
that
want
to
engage
in
community
projects.
There's
another
program
called
green
apple
that
we
can
also
implement
and
the
the
programs
are
free
to
us
to
put
on
all
we
need
to
be
able
to
come
up
with
is
a
room
and
folks
who
want
to
listen.
F
F
A
Anyone
else,
okay,
we'll
hear
some
other
reports,
then
during
the
committee
reports.
So
we
are
at
item
F
with
new
business
item
number
one
as
as
I
think.
Most
of
you
know
there
are
times
that
issues
come
up
to
us
from
the
community
or
from
other
Commission's
or
issues
that
we
as
commissioners
raise,
and
that
gives
us
discussion,
topics
and
actions
that
we
may
proceed
with.
There
are
other
times
that
council
says
to
us:
we
are
interested
in
you
looking
at
this
or
that
and
commenting
about
it.
A
So
we
could
have
a
little
bit
of
discussion
as
a
group,
but
I
think
it
probably
also
makes
sense
to
find
out
if
there
are
a
commissioner
or
two
who
would
be
interested
in
doing
some
of
this
research.
Communicating
with
councilmember
Roberts
finding
out
specifically
what
he
might
like
to
have
us
do.
That
would
help.
He
and
the
council
move
along,
find
that
be
opening
for
you.
But
are
there
folks
who
would
like
to
comment
on
the
letter
that
we
received
from
the
senator
Allen?
D
A
The
the
letter
refers
to
Senate
bill
705
to
phase-out
packaging
statewide
and
it
it
fell
short
of
passage.
On
the
Senate
floor
he
says,
and
I
quote,
in
the
face
of
a
deceptive
campaign
by
chemical
and
plastics
industry
interests,
end
quote
so
I.
You
know
that
those
are
his
words
he's
an
elected
official
I'm,
not
so
anyway.
B
A
H
H
H
H
I
A
So
make
sense
and
I'm
sure
that
in
terms
of
council
agenda
isn't
something
they
were
gonna
get
to
in
January
anyway.
So
why
don't
we
refer
it
to
the
waste
reduction
subcommittee
and
rooted
in
your
regular
report
in
January
or
if
you
need
to
call
it
out
for
a
special
agenda
item
with
action
and
just
be
sure
that
we
know
that
business.
If
there's
actually
a
motion
that
you
want
address.
A
B
H
What
up
on
the
screen
and
what
was
sent
out
to
you?
I
was
just
an
extraction
from
some
of
the
material
that
was
on
the
website
for
the
National
Blood
Foundation
and
briefly,
looking
at
the
top
paragraph
is
that
mayors
and
other
local
tribal
government
chief
executives
are
taking
action
to
help
saving
the
monarch
butterfly
chronic
species
whose
populations
have
declined
by
90
percent.
H
In
the
last
20
years,
centuries,
cities
and
towns
have
a
critical
role
to
play
in
helping
to
save
the
monarch
butterfly
because
they
can
formerly
provide
habitats
for
them
from
on
ours,
and,
if
mayor's
sign
up
to
take
a
stand,
it's
expected
that
people
will
follow.
So
basically,
what's
involved
in
this
process
is
there's
a
mayor's
pledge.
It's
a
boiler
point
or
plate
statement
that
mayor's.
B
H
Quite
interested
as
well,
but
she's,
not
here
Oh
first,
the
first
step
would
be
to
take
the
pledge,
and
that
would
be
with
us
for
us
to
I,
also
see
it
as
an
important
thing
for
us.
I
think
it's.
It
really
fits
into
our
charter
as
a
sustainability
mission
to
be
the
lead
on
this,
even
though
there
are
other.
H
In
the
city
that
would
be
participating
like
the
Parks
and
Recreation
Committee,
so
once
the
pledge
is
taken
then
step
2
is
to
specify
actions
and
see
some
examples
on
that
pages
in
a
couple
of
minutes.
But
what
is
requested
is
that
we
specify
at
least
three
specific
actions
that
the
city
will
initiate
in
the
next
year.
In
order
to
help
to
restore
the
habitat
for
monarchs,
we
can
take
more
actions
as
well.
It's
kind
of
like
a
few
make
up
pledge
to
a.
H
A
H
I
D
H
H
D
H
A
Okay,
so-
and
it
is
true
that
we
can
have
subcommittees
that
involve
community
members
who
are
not
sitting
commissioners
and
so
I've
seen
Hammond,
would
you
like
to
serve
on
all
right?
We
have
one-
and
vice
chair
Clark
has
said
that
he's
understood
that
Commissioner
Futterman
is
interested,
sir
anybody
else
who
would
like
to
be
a
part
of
it?
Did
you
want
to
be.
A
H
A
Can
serve
well.
That's
right!
That's
right!
I
am
rather
fond
of
alright,
okay,
anything
else.
We
need
to
do
about
that.
Okay,
perfect
item
number
three
in
social
media
there's
been
some
discussion
about
plans
for
Palm,
Springs
remembrance
for
Michelle,
my
seein.
Of
course
she
had
a
number
of
colleagues
on
city
staff.
A
I
am
aware
that
former
chair,
Brett
Klein
is
interested
in
being
involved
and
former
vice
chair
Kate
castle
is
interested.
Yes,
what
I'd
like
to
know,
if
you
know
from
staff
and
I,
had
sent
an
email
to
city
manager
ready
and
didn't
get
a
response?
Are
there
any
plans
that
are
coming
out
of
city
administration
that
we
should
be
aware
of?
Okay,.
A
So
you
don't
have
a
sense.
I
mean
I
sort
of
wanted
to
get
sort
of
a
permissive
statement
from
David
that
it
would
be
okay
if
I,
currently
former
chair,
Klein
and
vice
chair
castle
and
and
whoever
else
sort
of
wanted
to
be
involved,
began
to
proceed
with
a
bit
so
that
they'd
be
okay,
that
wasn't,
okay,
okay
and
I.
Guess
I
want
to
ask:
is
there
anybody
else?
Who
would
like
to
be
a
part
of
that
group?
At
this
point.
I
B
One
suggestion
mr.
Federman
told
me
that
she
met
with
some
former
commissioners
and
they
are
planning
a
bike
ride
or
trail
hike,
probably
in
January
heard
today
too,
that
Michelle's
family
is
probably
planning
some
kind
of
Remembrance
in
January.
However,
that
will
be
in
Florida
in
Florida,
okay,
right.
A
Yes,
I
think
some
of
the
folks
who
were
a
part
of
active
transportation
and
Michelle
worked
on
a
lot
of
the
bike
routes
there.
They
were
thinking
that
they
might
do
a
bike
ride
in
remembrance,
so
that
that's
all
good
and
what
I
think
we'll
do
is
I'll
talk
to
Brent
and
Kate
and
we'll
keep
you
in
on
the
loop
Dan
so
that
you
know
we're
not.
E
F
Chetan
use
your
notes:
are
you
didn't?
Okay?
Well,
I'll
just
go
for
it,
so
we
had
a
meeting
where
we
got
all
the
speakers
together.
Just
a
few
days
ago
here
and
so
everybody's
on
the
same
page
knows
what
they're
gonna
be
talking
about.
We
have
an
outline
for
our
session
and
our
speakers
are
going
to
be
Dominique
Hargraves.
F
If
you
have
us,
GBC
Derrick
use
smith
of
the
LA
chapter
of
the
American
Society
of
interior
designers,
and
we
will
have
a
Maureen
Gilmore
who's,
a
columnist
for
the
Desert
Sun,
who
does
an
article
about
landscaping
and
horticulture,
speak
and
I
will
serve
as
the
emcee.
There
are
a
hundred
and
twenty
seats
available
in
the
room
and
at
last
check
25%
were
already
taken,
so
we're
getting
a
pretty
good
response,
but
if
there's
anything
that
you
could
do
to
help
promote
the
event,
that'd
be
helpful,
I
mean
modernism.
Week
has
its
own
inertia.
F
E
Okay,
just
quickly
on
that
I'll
follow
up
at
the
TWA
is
presenting
its
brown
bag
on
Thursday,
so
I'm
publicizing
this
at
1:00
p.m.
we
did
receive
an
invoice
for
thousand
dollars.
I
didn't
look
at
it,
500,
okay,
or
for
that
to
you
guys
and
see
if
that
can
be
covered
in
the.
E
That
number
already
exists.
I
think
it's
fairly
likely
to
stay
with
what
the
Energy
Commission
has
proposed.
It's
slightly
higher
for
our
climate
zone,
slightly
higher
than
the
two
watts
per
square
foot,
so
I
think
for
a
2,000
square
foot
house.
It
would
be
like
4200
lot.
So
that's
two
point
one
as
opposed
to
two,
but
it's
not
you
know
it's
not
that
far
from
what
we
proposed,
so
that
would
go,
and
that
would
be
just
a
resolution
to
the
to
the
Planning
Commission.
E
So
essentially,
the
part
that
the
state
will
do
in
2020
mandatory
would
be
covered
by
the
Planning
Commission
resolution,
as
essentially
a
gap
filler
until
the
state
requirement
goes
into
effect,
but
because
the
state
energy
code
largely
applies
to
new
construction
as
opposed
to
renovation,
Palm
Springs
could
still
potentially
have
a
mandate
to
cover
the
renovation.
So
this
would
be
consistent.
We
would,
if
that
happens
in
2018.
The
Commission
will
very
large
leave
satisfied
on
the
goal
set
forth
in
our
resolution
last
December.
E
Their
second
is
desert.
Community
Energy,
you
recall,
we
had
a
presentation
from
Katie
barrows
of
seabag
this
past
spring.
So
that's
the
community
choice
aggregation
program.
They
adopted
its
implementation
plan
earlier
this
month.
Councilmember
course
is
the
Palm
Springs
till
I
get
to
that
body.
The
switchover
from
Southern
California
Edison
provided
any
generation.
It's
expected
occur
on
July
1
DC.
E
The
CTA
program
intends
to
start
with
a
35
percent
renewable
supply.
So
from
the
very
beginning,
you
will
be
getting
a
higher
percentage
of
renewable
energy
from
from
the
CCA
program
that
you'd
be
getting
from
percent
and
they'll
ramp
up
to
up
to
50
percent
and
more
but
starting
into
in
2024,
and
you
can
also
potentially
a
hundred
percent
renewable
option.
E
So
I'll
follow
up
with
Katy,
barrows
and
I'd
like
to
see
our
Commission
take
a
lead
back
to
publicize
this.
It's
a
an
opt-out
system,
so
the
message
to
the
community
is:
please
don't
do
anything
and
you
will
so
as
I
put
in
my
plug.
You
can
save
green
and
go
green,
so
I'd
like
us
to
take
an
active
role
and
Jay
I'll
follow
up
with
you
to
see
how
we
can
publicize
it
in
our
website
and
I
know
one
PS
brown
bag
up.
H
A
Quick
government
government
rarely
moves
that
quickly.
Ever
okay,
oh
okay.
Well
that
will
take
I
mean,
if
probably
your
best
hope
is.
Nobody
knows
it's
happening,
and
then
they
won't
opt
out,
because
if
people
find
out
that
there's
some
sort
of
switch,
that's
gonna
be
a
surprise.
So
I'm
not
sure
how
you
want
to
approach
that
PR
move,
but
they.
E
E
About
it,
yeah
yeah
they'll
be
I'll,
follow
up
with
with
director
Parata,
and
we
can.
We
can
agendize
this
for
our
next
solar
meeting
for
January
to
discuss
this.
There
will
be
communications
from
seabag
which
are
required
by
the
CPUC
so
that
you
have
to
tell
people
you
do
this,
but
what
we
can
do
our
objective
is
to
how
to
reinforce
that
message
is
to
say
the
rates
are
likely
to
be
slightly
less
and
you
can
be
Greeners.
That's
a
those
are
I.
Think
the
two
key
takeaways
for
that.
A
B
E
Discussions
that
we
I
believe
we
referred
to
last
month
of
having
a
follow-up
zne,
something
or
another
in
the
following
fiscal
year,
so
that's
been
parked
until
after
modernism
week.
All
right,
so
you
will
hear
back
from
us
as
part
of
the
discussions,
but
that
would
be
a
budget
request
for
2018-19
or
a
follow-up
on
CNE
next
fiscal
year.
Probably
next
one.
I
I
I
I
H
B
H
B
H
B
B
E
F
B
H
F
H
B
D
H
Down
into
raw
materials,
zinc,
manganese
powder,
for
example,
fertilizers
anyway,
they
have
a
plant
that
that
does
that,
and
they
have
programs
for
having
individuals
or
cities
ship
batteries
to
them.
The
simplest
way
is
an
individual,
could
buy
a
little
bucket
prepaid
label
and
that
bucket
in
their
house
and
if
their
batteries
in
there
and
when
the
bucket
is
full
ship
it
off
to
pollutions.
But
but
what
what
she
talked
about
is
a
program
where
we
could
get
from
them
all
plastic
cylinders
that
placed
at
the
drop-off
points,
video,
Palm,
Springs,.
H
B
H
H
D
A
D
D
E
Okay,
this
is
a
follow-up
of
our
previous
discussions.
Stacy
took
some
time
out
of
her
very
busy
schedule
to
meet
with
me
month
and
I
took
what
I
prepared
for
you
for
last
month's
meeting,
essentially
annotated
to
reflect
my
notes
with
Stacy
and
she's
moving
ahead
with
some
of
the
projects.
The
one
point
that
I
would
like
to
sort
of
focus
on
is
coming
up
with.
Perhaps
a
proposal,
and
that
would
be,
would
would
be
an
action
item
for
a
recommendation.
E
E
A
E
Talked
about
it
before
we
obviously
given
finances
of
the
Commission
didn't
move
forward,
but
I
would
like
to
at
least
propose
that
we
consider
that
for
2018
20
how
much
would
be
available,
but
I
would
suggest
something
5,000.
As
a
start,
though,
one
of
the
drivers
for
this
is
that
the
State
Water
Resources
Control
Board,
has
proposed
rulemaking
they're,
just
finishing
up
the
comment
period
to
make
permanent
may
any
of
the
restrictions
that
were
imposed
during
the
drought
and
one
of
the
striction
x'.
E
That
was
an
effect
and
likely
to
come
back
sooner
rather
than
later
is
a
prohibition
on
irrigation,
of
turf
on
public
medians
or
publicly
owned
or
maintained,
maintained,
landscaped
areas
between
the
street
and
the
sidewalk.
So
not
only
would
this
affect
the
city,
as
it
already
has
during
the
drought
period,
but
I
believe
in
number
of
HOAs.
E
Although
it's
city,
property
I,
think
the
Joey's
are
very
often
responsible
for
maintaining
that
area
between
the
sidewalk
and
the
street.
Our
neighborhood,
which
any
years
ago
was
in
HOA,
is
now
just
our
resonance,
but
we
we
have
converted
that
area
and
do
maintain
it.
On
behalf,
we
know
it's
a
city
easement,
so
this
would
be
in
particular
the
HOAs
are
doing
something
they
are
actually
maintaining
city
property
out
of
their
own
funds.
E
So
if
we
can
do
something
to
help
them
out
because
they
can't
water,
it's
going
to
be
ugly
and
it
borders
the
city
sort
of
streets,
so
that
would
be
kind
of
the
priority
of,
for
example,
and
a
dollar
per
square
foot
for
up
to
a
thousand
feet.
And
of
course,
CWA
does
have
their
program,
so
it'd
be
matching
some
details.
That
would
be
the
major
incentive
and
I
think
that
would
be
greatly
appreciated
by
the
neighborhoods
of
sort
of
a
partnership
between
the
city
and
the
HOAs.
E
E
If
they
would
be
available-
and
this
would
be
a
project
that
having
spoken
the
DWA
we
could
go,
the
airport
Commission
could
go
to
DB
of
waa
and
ask
for
a
full
two
dollars,
or
maybe
even
a
little
bit
more
because
for
a
demonstration,
a
project,
normally
their
subsidy
or
rebate,
is
$1
per
square
foot,
but
for
high
visibility
projects,
and
this
certainly
would
be
one
of
them.
We
could
ask
for
the
DW
way
board
to
to
approve
the
full
subsidy
of
$2,
so
I've
had
that
discussion
already
with
Ashley
entrance.
A
To
the
airport
is
pretty
much
a
high
visibility
spot
so
that
that
would
be
great.
Thank
you,
David.
Any
other
questions.
We
are
at
item
H,
Commissioner
comments.
Just
I
think
we
failed
to
note.
We
did
set
a
date
for
the
done
road
trip.
That's
January
4th
for
those
of
you
who
previously
responded
today
and
I.
Don't
know
if
you
still
have
any
more
slots
available
right
or
not.
It.
A
N
hearing
none
our
next
regular
meeting
is
on
the
third
Tuesday
of
January
January,
sixteenth
five
o'clock
here
in
the
large
conference
room,
and
is
there
a
motion
that
we
adjourn
so
motion?
Commissioner,
got
the
earth
a
second
second
from
Commissioner
coins,
all
in
favor
say.
Yes,
we
are
adjourned.
