Description
City of Palm Springs Measure J Commission meeting, held January 20th, 2022
A
B
All
right
repeat
after
me,
one
second,
everybody.

A
Public
comment:
this
time
has
been
set
aside
for
members
of
the
public
to
address
the
measure,
j
commission
on
agenda
items
and
items
of
general
interest
within
the
subject
matter:
jurisdiction
of
the
commission.
Although
the
commission
values
your
comments
pursuant
to
the
brown
act,
that
generally
cannot
take
any
action
on
items
not
listed
on
the
posted
agenda.
Three
minutes
are
signed
for
each
speaker.
F
F
It
is
a
sculptural
work
of
art,
a
symbol
of
mid-century
palm
springs
and
the
first
major
building
one
sees
when
entering
the
city
from
highway.
111..
That's
why
the
visitor
center
deserves
to
be
permanently
up
lit
at
night.
For
years
it
has
been
a
passion
of
mine
to
see
the
visitor
center
up
lit
the
way
it
is
each
modernism
week
which
is
coming
right
up.
F
It
would
be
magical
to
have
the
visitor
center,
be
the
permanent
sculptural
beacon
that
welcomes
visitors
and
residents
to
palm
springs
both
day
and
night,
and
that's
why
the
request
was
made
and
research
was
done
in
this.
I
worked
with
mr
montalvo
of
staff
to
to
make
sure
that
what
I
was
requesting
could
be
done
permanently
and
not
just
temporarily
uplighting
the
visitor
center.
F
The
the
management
of
the
visitor
center
is
very
supportive
of
this
there's,
even
security
reasons
why
this
would
be
helpful
to
have
lit
twenty
from
that
at
night,
and
I
think
the
cost
of
thirty
thousand,
which
is
what
is
being
requested,
is
pretty
reasonable.
So
that
is
what
I
had
to
say.
Thank
you
very
much.
B
Can
you
hear
me?
Yes,
we
can
you
have
two
minutes.
You
may
begin.
Okay,
thank
you,
mary
barslow,
I'm
a
usa,
pickleball
ambassador
and
a
tournament
director
and
a
certified
pickleball
instructor
for
the
palm
springs
and
palm
desert
recreation
departments.
B
B
My
round
robin
tournaments,
draw
150
players
and
the
boys
and
girls
club,
which
is
at
sunrise
park,
is
asking
for
help
to
start
a
program
there.
So
growth
and
popularity
of
pickleball
is
huge
and
we're
now
jam-packed
with
interest
and
usage
rising,
there's
need
for
more
pickleball
courts
for
both
play
and
instruction
as
demand
for
courts
grow.
We
do
not
want
to
be
left
behind
in
palm
springs,
the
courts
are
already
heavily
utilized
and
the
sport
is
growing
by
league
leaps
and
bounds.
B
Let's
keep
the
community
moving
forward
and
invest
in
more
courts
now
and
in
the
future,
so
we're
just
trying
to
promote
more
more
courts
for
palm
springs
with
this
boom
and
pickleball.
Thank
you.
B
Connie,
can
you
hear
us,
and
can
you
pronounce
your
last
name?
My
name
is
connie
phipaeus.
Thank
you.
You
may
begin
hi
I'd
like
to
talk
to
you
about
pickleball.
B
I've
played
sports,
all
my
life
and
there
isn't
a
sport
or
activity
that
you
won't
age
out
of,
or
so
I
thought
until
I
discovered
pickleball,
I
can
play
a
game
with
a
16
year
old
and
beat
him
or
I
can
get
stomped
by
a
90
year
old
that
right
there
is
the
true
beauty
of
pickleball.
B
B
H
Good
evening,
commissioners
and
city
staff,
thank
you
for
your
service.
I'll
just
start
off
by
saying
we
limited
our
speakers
to
three
in
respect
for
the
commission.
We've
had
people
sending
in
emails
but
try
to
keep
that
the
the
public
part
to
to
limit
it
so
not
to
eat
up
too
much
of
your
time
tonight.
The
infrastructure
for
for
pickleball
is
crucial
for
both
the
residents
and
visitors
to
palm
springs.
H
Members
of
the
council
frequently
state
that
palm
springs
needs
to
be
a
world-class
destination,
with
world-class
amenities.
Keeping
with
the
spirit
of
this,
we
need
to
make
sure
that
our
residents
and
our
visitors
have
more
pickleball
courts
that
are
well
lit
and
accessible,
so
all
who
wish
to
use
them
can
do
so.
H
I
think
you
know
we're
just
looking
for
the
outcome,
but
the
way
we
wanted
to
get
this
on
the
agenda
was
through
the
community
initiated
projects,
but
anyway,
the
the
money
can
get
approved.
We'd
be
much
most
grateful
and
appreciative.
Thank
you
for
your
time
and
your
consideration.
I
I
I
When
the
measure
j,
when
measure
day
was
promoted
and
passed,
the
promise
was
to
address
infrastructure
improvements
in
the
city,
particularly
in
downtown.
This
project
totally
aligns
with
the
mission
and
the
intent
of
measure
j.
What
would
be
better
than
using
these
funds
to
help
restore
one
of
the
most
famous
institutions
in
our
city
and
make
it
available
for
our
residents
again.
I
Our
vision
for
this
is
not
only
speaking
about
theater
events
or
concerts,
but
it
includes
using
the
theater
to
support
public
meetings,
lectures
forums
to
enhance
the
quality
of
life
for
all
of
our
residents
and
three.
We
all
remember
the
impact
of
the
palm
springs
follies
when
hundreds
of
guests
flooded
stores
and
restaurants
before
and
after
each
one
of
those
shows,
events
of
the
plaza
theater
will
be
a
key
component
in
the
overall
downtown
revitalization.
I
I
think
it
would
be
a
great
shot
in
the
arm
for
many
of
the
businesses
that
have
suffered
through
two
years
of
covenants.
So
we've
been
fortunate
with
the
recent
commitment
of
5
million
for
david
lee.
This
commitment
has
really
put
this
project
back
on
the
map.
We
are
prepared
to
reach
out
to
donors
foundations,
other
potential
donors
to
help
us
achieve
the
12
million
dollar
target
necessary
to
bring
the
theater
back.
But
if
we're
going
to
be
successful
in
raising
funds
from
other
constituencies,
we
really
need
the
city
to
engage
as
well.
I
I
asked
your
support
to
deliver
on
this
promise
of
measure
day
the
initial
promise
and
the
vision
for
measure
j
initiative
and
fund
a
project
that
we
think
will
benefit
many
many
people.
I
know
your
choices
are
not
easy
but
appreciate
your
support
and
look
forward
to
having
you
part
of
all
the
donations
that
are
going
to
make
this
kind
of
vision
a
reality
thanks
for
your
time
tonight
and
for
all
your
work.
J
J
J
G
Hi
everyone,
thanks
for
the
opportunity
to
speak
with
you.
I
have
the
pleasure
of
serving
as
the
director
of
development
of
myself
center
and
we
have
launched
a
capital
campaign
to
our
very
small
and
cramped
kitchen.
G
So
the
time
is
long
overdue
to
bring
this
into
the
21st
century.
Myself
center
represents,
among
many
other
things,
an
antidote
to
the
loneliness
and
isolation
that
our
seniors
often
face,
and
that
is
largely
centered
around
a
shared
meal.
A
communal
meal,
an
enlarged
kitchen,
will
enable
us
to
welcome
more
of
our
citizens
into
myself
center
on
an
everyday
basis.
G
G
We
will
also
with
the
enhanced
space
the
enhanced
workstations
in
our
kitchen,
which
we
are
planning
by
the
way
to
it
from
642
square
feet
to
1776
square
feet
and
large
additional
workstations
will
enable
us
to
create
specific,
to
enable
us
to
meet
specific
dietary
needs
for
seniors,
such
as
low
sodium
meals.
We
simply
don't
have
the
room
to
do
that.
G
B
G
B
Can
you
hear
me
we
can
hear
you,
you
may
be.
B
L
Thank
you,
chairperson
bernstein
honorable
measure,
j
commissioners.
My
name
is
ed
mcbride
and
I
am
the
chairperson
of
the
palm
springs
public
library
board
of
trustees.
I
am
representing
the
recent
measure.
J
community
initiated
projects,
application
for
the
library
public
meeting,
makerspace
room
that
was
submitted
by
the
library,
the
library
board
of
trustees,
the
friends
of
the
library
and
the
library
foundation,
library,
board
of
trustees,
the
friends
and
the
palm
springs
library
of
the
palm
trees,
library
and
the
palm
springs
public
library
foundation
all
got
together
to
craft
this
application
for
one
project.
L
After
reviewing
our
application.
I
hope
you
all
will
agree
with
us
and
approve
our
request
in
closing.
This
project
is
the
first
step
towards
creating
a
world-class
library,
and
these
groups
are
very
anxious
to
get
started
on
the
next
two
projects
where
we
can
expand
access
services
and
facilities
through
a
remodeled
freight
building
and
a
new
main
library.
We
look
forward
to
exploring
these
plans
with
you
in
the
very
near
future.
M
Good
evening,
commission
and
staff,
my
name
is
dieter
crawford,
I'm
vice
president
of
the
desert,
highland
gateway
estates,
community
action
association.
My
background
is
in
public
health
and
community
health.
M
I
currently
work
as
a
clinical
community
health
worker
at
salves
health
and
I'm
also
a
parks
and
rec
commissioner,
but
I'm
speaking
tonight
on
behalf
of
the
desert,
highland
gateway
estates,
community
action
association
just
want
to
say
that
show
my
support
for
the
extreme
sports
park
for
skateboarding
and
bmx
biking
and
other
extreme
sports
at
desert
highland
park.
M
The
building
of
a
skate
and
bike
facility
would
enhance
the
program
and
services
in
the
city.
It
would
be
for
real
sports
enthusiasts
of
all
skill
levels
and
ages,
including
wheelchair
and
adaptive
athletes.
M
We
could
offer
special
events,
lessons
camps
and
demonstrations
that
would
boost
tourism
in
palm
springs
and
there's
a
demand
for
this
type
of
facility
in
the
community.
We've
got
our
come
right
with
us
youth
bike
club.
That's
a
monthly
community
biking
program.
That's
been
going
strong
for
over
a
year
and
the
program
averages
50
to
100
riders.
M
Each
month,
we've
had
support
from
palm
springs,
police
department,
king's
ride
shop
and
also
alcorn
adaptive,
and
this
facility
will
provide
a
safe
and
inclusive
environment
for
everyone,
and
it
would
enhance
that
program
that
we
offer
this
will
be
a
safe
place
for
kids
to
come
and
practice
their
craft.
This
area,
this.
M
And
we
need
to
invest
in
more
programs
for
youth
and
take
a
proactive
approach,
providing
accessible
open
space,
recreation
and
cultural
and
educational
opportunities
is
extremely
important
for
the
city's
future.
A
Okay,
terrific,
thank
you.
Thank
you.
Everyone
who
made
comments,
okay,
so
so
welcome.
I
just
I
want
to
say
it
is
you
know
it's
encouraging
to
see
so
many
great
applications
and
involvement
from
the
community
on
these
projects
and
we'll
go
into
a
little
bit
on
the
scoring
later,
but
there
seems
to
be
a
lot
of
discussion
within
the
community
about
measure
j,
which
is
great
and
oops.
I
think
we
have
one
more
public
comment.
Is
that
correct
album?
Sorry.
I
Actually,
my
name
is
tim
giuliani.
I
I
just
wanted
to
state
the
importance
of
upgrading
the
damuth
dog
park
to
make
it
safe
and
appealing
for
residents
and
visitors
that
like
to
use
on
a
regular
basis.
Currently
it
seems
to
be
a
big
wasted
space
that
has
the
potential
to
be
a
terrific
additional
dog
park
for
palm
springs,
both
visitors
and
residents
alike.
I
So
we're
asking
in
our
shade
and
sustainability
proposal
monies
for
resurfacing
the
ground,
a
shaded
structure
and
the
upgrade
of
the
fencing
to
include
decorative
desert
scape
to
complement
with
the
rest
of
the
du
mouth
park,
with
hundreds
of
visitors
and
dogs
daily.
We
desperately
need
to
ease
the
overcrowding
and
overuse
of
the
city
hall
dog
park
and
appreciate
your
support
for
our
proposal.
A
So
just
continue,
I
think
it's
great
that
we've
had
so
many
applications
that
are
worthy.
A
I
think
just
in
sort
of
understanding
measure
j
is
that
I
think
we're
going
to
have
a
lot
of
review
to
do
between
this
and
eventually
the
major
projects,
and
we
should
sort
of
discuss
at
the
end,
a
plan
for
how
we
as
a
commission,
want
to
present
it
all
as
a
package
to
to
city
council,
I
suspect
at
some
point
they'll
come
back
and
say:
let
us
know
your
recommendations
or
here's
our
policy,
and
we
should
be
prepared
for
that.
G
N
Yeah,
just
a
quick
question
I
did:
did
you
send
a
copy
of
that?
An
email
evelyn?
I
didn't
see
it
in
any
of
the
attachments.
The.
E
A
Blue
text,
the
text,
but
it's
all
on
the
is
a
link
online
as
well
evelyn.
It.
B
A
Yeah,
so
if
anybody
needs
to
see
a
copy
of
it,
it's
online
with
the
measure
j
agenda.
G
Our
cafe
and
audits
are
done.
I
obviously
need
to
take
them
to
council
first.
I
hope
to
take
it
to
the
first
meeting,
hopefully
in
february,
and
then
we
could
share
the
results
with
you.
G
A
All
right,
thank
you,
okay,
so
we're
going
to
move
to
the
the
viewing
of
the
review,
the
scoring
of
the
projects-
and
I
know
evelyn,
sent
this
out
at
the
start
of
the
meeting.
I
don't
know
if
everybody
had
a
chance
to
be
able
to
see
it.
A
I
had
one
comment
before
we
get
into
this
on
the
results,
because
what
I
have
now
realized
is
that
we
have
several
a
few
of
them
that
are
ties
or
or
a
few
couple,
even
not
considered
ones
where
the
majority
of
commissioners
actually
voted
to
either
consider
or
consider
it
for
for
regular
measure,
j
funds.
A
E
B
A
My
one
question
for
the
ones
for
city
storm
city
staff,
the
ones
that
we
had
already
had
said,
were
not
appropriate
for
measure
j,
the
14
that
were
removed
did
we
let
the
applicants
know.
A
A
The
roundabout
and
the
replacing
the
lighted
signs
and
the
road
narrowing
with
the
majority
of
us-
and
I
would
say
those
are,
should
just
be
off
the
list
for
now.
If
anybody
wants
to
do
it
and
the
rest
of
them,
we
can
sort
of
go
through
and
determine
whether
we
want
to
move
it
to
the
regular
measure.
J
discussion.
B
G
A
E
Yeah
and
just
just
to
supplement
that
from
my
own
perspective,
while
I
I
I
in
seeing
this
for
the
first
time,
I
think
I
agreed
with
the
outcome
of
road
projects
and
art
column
art
projects
and
that
we
do
not
consider
them.
E
My
viewpoint
on
that
which
maybe
we
share,
is
it's
probably
reasonable
for
these
to
come
back,
but
to
come
back
in
the
case
of
art,
as
you
describe,
commissioner,
bernstein
of
having
a
wrapping
and
a
viewpoint
from
the
arts,
commission
and
the
road
work
that
was
proposed
needs
a
viewpoint
and
an
and
and
qualification
from
staff
to
make
them
more
useful
for
us
to
be
able
to
interpret
and
evaluate
on
their
on
their
merits.
A
G
One
of
the
items
I
wanted
to
bring
up
is
we
have
an
in
luffy
and
we
have
an
art
and
luffy
which
they
collect
money
off
of
permits
that
contractors
pay
for
so
they
do
have.
They
do
get
money
each
year
to
pay
for
our
projects.
B
A
O
So
it
stood
out
the
ties
and
I
think
the
commission
should
talk
about
how
to
resolve
the
ties.
Okay,.
N
Yeah
just
a
quick
overview
too.
I
I
I'm
happy
to
see.
I
think
we
were
in
alignment
on
a
lot
of
things,
do
not
consider
versus
consider
and-
and
I
really
hope
I
mean-
we
only
have
two
million
dollars,
but
I'm
hoping
that
maybe
the
result
of
this
is
maybe
a
potpourri
of
of
support
on
some
of
these
things
and
that
maybe
that
will
kick
start
more
fundraising
or
more
monies
going
into
these
projects.
And
then
you
know
again.
Some
of
these
can
be
great
for
that.
A
Yeah,
I
agree-
and
I
think
I
think,
there's
quite
a
few
here
that
might
go
into
the
measure
j
or
even
if
some
of
the
ties
might
be
more
appropriate
for
that.
So
we
do
have.
I
mean.
G
A
D
Have
sorry
I
I
just
have
one
question
evelyn:
can
you
just
maybe
give
a
quick
explanation
as
to
like
the
color
coding
and
is
it
like
green
and
light
green?
A
So
the
questionnaire
that
joel
raised
on
the
on
the
ties
is
that
we
have
some
ties
where
the
major
majority
of
us
were
still
not.
It
was
not
a
do
not
consider.
So
even
you
just
look
at
number
three,
where
the
acquisition
of
the
museum
building
for
the
comedic
collections,
three
of
us
considered
one
of
us
for
possible
measure,
j
funds,
so
consensus
on
how
we
want
to
handle
these
ones.
That
was
a
complete
tie
between
consider
and
do
not
consider.
N
The
things
that
have
the
most
consideration,
because
quite
honestly,
you
start
to
cluster
those
and
that's
gonna,
definitely
add
up
to
more
than
two
million
dollars,
and
then
we
can
kind
of
go
from
there
because
I
think
the
things
that
are
tied
probably
don't
have
a
super
strong
chance,
at
least
for
this
initial
community
money
they're
valid,
but
maybe
they
would
be
better
considerations
for
regular
funds.
N
But
again
I
just
look
at
low
hanging
fruit
and
it
seems
like
there's
a
huge
consensus
on
the
external
drains
surrounding
the
boys
and
girls
club.
We
know
they
have
drainage
issues.
Okay,
that's
pretty
easy,
so
we
could
give
joel
and
his
team
and
staff
their
marching
orders.
Okay,
we
need
to
know
what
this
is
going
to
cost.
N
Maybe
we
just
kind
of
narrow
these
down,
and
then
we
can
go
to
kind
of
the
the
next
ones
that
are
maybe
supportive
but
not
super
unanimous.
Another
example
of
that
would
be
a
new
dog
park,
ranch
club
estates,
which
I
found
that
one
confusing,
because
the
perimeters,
the
parameters
of
the
streets,
don't
jive
there,
but
you
know
four
are
in
favor.
Two
are
do
not
consider
one
so
again
there
it
leans
it
skews
towards
favoring
this
again,
we
would
need
to
get
more
detail.
N
What
is
this
going
to
cost?
Where
exactly
is
this
location,
because
that
doesn't
really
give
an
exact
site
location
and
do
we
have
a
dog
park?
You
know
where
is
the
next
dog
park
in
that
area?
So
I
I
rather
debate
those
and
our
scores
may
change
after
some
debate,
but
I
I
would
say:
go
for
low-hanging.
Fruit
then
go
for
the
next
ones
that
are
likely
can
you
know
could
be
considered
the
ping-pong
tables.
You
know
that
actually
got
some
support.
N
A
Yes,
I
think
we
might
have
to
keep
some
of
it
kind
of
quick,
at
least
because
otherwise
this
will
take
several
months
to
get
through.
So
if
we're
going
through
the
list,
then
that
had
the
most
support
you're,
starting
with
that
first
one,
the
repair,
the
external
drains
surrounding
the
boys
and
girls
club.
C
O
You
know
I
don't
I
don't
have
an
estimate
on
it.
So,
okay,
one
of
the
things
to
consider
as
well
that
if
you
narrow
projects
down
the
considerate
list
is
quite
significant,
if
you
do
give
staff
marching
order,
engineering
go
figure,
how
much
has
been
cost.
O
O
Consider
every
single
one
of
them
and
try
to
come
up
with
accurate
estimates.
It's
going
to
be
a
losing
battle.
I
I
don't
think
I'll
be
able
to
provide
that
in
a
timely
manner
and
in
any
way
that
would
make
good
sense
in
the
future
and
say
I
come
up
with
a
number
and
the
number
is
twice
as
you
know
high.
N
Yeah,
I
agree
with
you
and
I
was
the
probably
the
one
vote
for
regular
funds
on
something
like
this,
because
I
felt
like
well.
This
is
kind
of
it
comes
from
engineering,
and
is
this
even
on
your
radar,
and
I
guess
these
are
fair
questions
for
us
to
ask
you
too,
joel
is:
are
these
things
even
on
your
radar?
N
A
There
are
a
number
of
these
that
we
went
to
that
organizations
and
saw
the
call
for
applications
and
so
that
in
that
prompted
them
to
apply-
and
there
are
ones
like
you
did
mention
and
know
the
the
dap
health
one
where
they
had
already
talked
to
engineering.
So
why
don't
before
we
give
specific
order?
You
know
requests
to
go
through
each
of
these.
Let's
create
the
list
first
and
then,
and
then
we
can
go
because
he
could
have
30
projects
to
estimate
which
could
be
way
too
much.
G
Yeah-
and
I
think
we
kind
of
put
that
on
the
application
for
the
requester
to
do
their
homework,
to
figure
out
how
much
the
project
is
rather
than
just
saying,
I
don't
know
it's
a
lot
of
money.
Well
that
doesn't
work
for
us.
So
if
you.
B
G
Want
a
visitor
center
up
lighting
if,
in
my
opinion,
they
should
have
reached
out,
got
a
quote
and
that's
that's
what
they
should
have
submitted,
not
just
willy
nilly
making
joel
and
his
one
engineer:
cost
out
30
projects.
D
G
D
A
Are
people
like
that
example?
You
gave
on
the
uplighting
where
they
did
specifically
mention
that
they
talked
to,
and
you
know
the
city
staff
about
pricing
and
they
put
a
number
down
now.
We
may
that
may
not
be
100
accurate,
but
I
think
there
are
several
here
that
just
wrote
millions
and
that's
off
the
budget.
E
A
E
K
To
see
us
see
the
narrowed
down
statement
and
and
or
chart,
let's
get
rid
of
those
that
we
do
not
want
to
consider.
B
K
A
I
mean,
I
don't
know
if
everybody
had
a
chance
to
read
every
single
application,
but
you
could
tell
some
of
the
ones
that
were
in-depth
on
what
they
had
done.
So.
K
Well,
you
know,
I
I
think
some
are
definite.
I'm
looking
at
the
the
theater
they're
have
a
definite
amount.
No,
they
need
to
raise
12
million
dollars,
they
have
five,
but
they
want
500
000
over
two
years.
So
that's
definite.
N
Well,
we're
not
going
to
have
all
the
answers.
All
I
can
say
because
we're
starting
to
spin
in
circles
and
several
years
ago
we
did
this
kind
of
grading
system
and
we
got
to
honor
how
we
voted
and
right
now
I
see
just
a
handful,
probably
five
projects
that
stand
out
and
that
should
get
moved
forward
and
it
is
the
repair
of
the
drains
are
on
the
boys
and
girls
club.
N
A
A
You
know
if
that
that
there
was
a
majority
of
us
said
to
consider,
but
it
was
split
between
regular
funds
and
community
funds
and
regular
measure
j
funds.
They
still
had
a
majority
of
support,
so
I
think
we
should
make
sure
that
we
agree
as
a
commission
whether
we
want
to
move
that
down
a
priority
or
whether
we
want
to
actually
push
it.
A
N
Category
and
jeffrey
I'm
sorry,
I'm
being
a
little
bossy,
but
I'm
just
literally
it's
it's
only
four
or
five
that
are
just
slam
dunks
here
that
at
least
we
should
get
some
pricing
on
or
an
idea
of
cost,
and
it
literally
does
boil
down
to
the
first
five.
So
it
would
be
the
pool
area
fencing
the
hiking.
A
B
N
A
D
I
mean-
and
I
just
want
to
clarify
so
are
we
saying
we
want
to
look
at
the
ones
that
had
any
consideration
a
five
or
a
six,
because
if
we
do,
then
we
should
just
do
a
quick
recalculation
of
what
we
consider
our
overall
consideration
rate
right.
If
we're
looking
at,
for
instance,
project
number
13,
the
palm
canyon
theater.
D
A
I
think,
in
order
to
do
this,
let's
go
down
the
five
or
more
voted
yes
for
consideration
and
let's
do
them
in
order.
I
think
that's
going
to
be
the
best
way
to
do
it
and
we
can
at
least
do
a
brief
agreement
now
on
whether
we're
going
to
you
know:
where
do
we
move
it
into
which
which
column
so
that
we're
ready
for
the
next
meeting
and
what
else
needs
to
be
done?
But
I
think
we
should
try
and
you
know
we
want
to
do
move
it.
A
K
I
I
have
a
question:
would
it
be
appropriate?
You
know
the
category
possible
for
regular
measure
j,
I
I
know
we've
already
had
the
city
go
through
and
we
eliminated,
which
I
totally
agreed
with,
except
for
one
I
had
a
question,
so
it
didn't
matter,
but
would
it
be
appropriate
for
those
to
consider
if
they
considered
that
I
mean
because
if
they
don't,
then
that
may
move
our
priority
into
our
consideration.
N
K
C
K
As
I
understand
money
so
out
of
those
they're
tied,
where
would
the
city
priorities
be
so
it
gives
us
an
idea
if
they
would
want
to
fund
it
and
if
they
don't,
then
that
might
influence
our
decision
on
whether
we
should
fund
it.
A
Okay,
why
don't
we
go
through
and
order
the
ones
that
have
five
or
more
consideration,
and
that
way
we
can.
We
can
do
each
one
and
figure
out
where
that
how,
if
that
falls
into
that
category
or
whether
we
already
decide
that
makes
sense
so
the
first
one
is
number.
If
we
start
with
with
those
with
number
13,
there
was
five
of
us
for
the
palm
canyon
theater
miscellaneous
maintenance
projects.
O
O
G
Well,
we
know
that
the
palm
canyon
theater
is
going
to
take
millions.
It's
like,
I
think
it
was
12
or
16
million,
and
I
think
they're
just
asking
for
500
for
each
here.
G
N
E
A
D
Around
theaters
for
the
commission,
just
like
a
meta
question,
because
the
votes
came
in
different
for
the
three
different
theaters,
and
so
I
was
curious
as
to
if
the
commission
was
interested
in
a
conversation
as
to
how
we
felt
about
that.
It
seemed
a
little
awkward
to
me
to
find
one
and
not
another.
I
didn't
even
know
the
plum
canadian
theater
was
owned
by
the
city.
That
seems
like
a
different
differentiation
as
well.
D
I
didn't
know
if
we
just
wanted
to
have
like
just
a
quick
top-line
conversation
about
our
impressions
and
kind
of
how
that
changes.
Our
consideration.
A
All
right:
well,
the
palm
canyon
theater
and
the
plaza
theater
are
both
owned
by
the
city
and
palm
springs.
Cultural
center
is
a
non-profit
that
is
not
currently
not
owned
by
the
city.
It's
on
the
cod
property.
M
C
N
Oh,
I
mean
I
definitely
had
an
opinion
as
far
as
the
plaza
theater,
because
it's
more
or
less
a
donation-
it's
not
you
know.
We
can't
obviously
fund
the
whole
project,
so
I
think
what
their
the
goal
of
the
board,
I
believe
in
reading
the
different
letters
that
we
received
is
that
they're
just
looking
for
good
faith,
a
good
faith
donation
from
the
city
itself,
seeing
it's
a
city
property
and
that
would
probably
help
some
of
their
marketing
or
fundraising,
efforts
with
private
entities
that
hey
the
city
does
believe
in
this
project.
N
They
put
a
little
money
up
for
it.
I
don't
know
that
we
can
afford
the
500
in
this
round,
but
it
definitely
I
think
what
gives
me
consideration
for
it
is
it's
an
easy
one
to
write
a
check
and
support
with
money
that
we
might
have
left
after
some
of
these
yeah
more
consensus
projects?
I
don't
know
if
you
should.
B
Yeah,
I
was
just
concerned
with
the
fact
that
they
said
that
there
they
had
it
was
12
million
dollars
and
they
wanted
500
000
one
year
and
500
000.
Another
I've
been
on
the
board
of
the
film
festival
for
20
years
we
were
told
it
was
19
million.
B
Was
the
right
amount
to
redo
that
theater,
not
12.,
and
it
came
from
the
at
that
time.
It
came
from
one
of
the
one
of
the
former
mayors
of
palm
springs
at
a
palm
springs
film
festival
meeting.
So
I'm
concerned
with
the
fact
that
12
million,
which
they're
stating
is
not
a
correct
number.
K
E
A
A
A
It
seems
like
the
perfect
use
for
that,
and
it
sounds
to
me
from
what
I
read
and
I
guess
we
could
ask
for
clarification
that
they
actually
need
these
funds
in
order
to
raise
the
private
funds,
and
if
it
is
12
million
and
11
million
is
coming
from
private
funds
or
I
assume
or
10,
then
this
seems
more.
It's
a
different
ask
they're,
not
asking
this
city
measure
j
to
fund
the
entire
thing.
N
And
I
think
I
think
one
thing
to
consider
just
I've
done
fundraising
in
the
past:
it's
because
it's
a
city
property,
if
it,
when
you're,
trying
to
get
private
entities
to
write
a
big
check,
they
may
ask
well
what
is
the
city
doing
as
well?
What
are
they
doing
to
pitch
in
this?
Is
a
city-owned
property.
Have
they
done?
Have
they
put
any
money
towards
it?
So
I
think
you
know
that's
a
little
bit
of
this
too.
N
You
know
out
of
the
community
funds,
a
million
dollars-
that's
half
of
our
budget
for
the
two
years
of
the
two
million,
but
it's
certainly
worth
seeing
how
we
come
out
on
some
of
these
other
projects
see
maybe
they
can
fill
a
gap,
and
I
agree
with
with
commissioner
bernstein
that
I
I
would
strongly
consider
this
for
regular
measure
funds
yeah.
B
No,
you
what's
your
favorite
finish:
okay,.
C
I
think
that's
the
best
idea
with
that.
That's
a
major
major
project,
that
is
the
city
property,
and
I
think
that
should
move
on
to
our
list
that
we
go
to
the
city
with
not
community
projects,
it's
just
too
bad
and
maybe
figure
out
how
much
is
a
good
gesture
from
the
city
at
that
regard.
The
cultural
center
again
is
a
private
foundation.
Is
it
not
so
does
that
even
qualify
for
us
and
the
pond
canning
theater
is
a
very
old
building,
probably
has
very
little
resources.
C
D
I
mean,
I
guess
I
a
couple
of
responses,
one
we
we
encourage
private
organizations
and
foundations
to
apply.
D
I
don't
think
that
should
be
something
that
counts
against
them
in
terms
of
whether
or
not
they
qualify,
we
invited
them
to
to
apply
and
then
in
terms
I
mean
I'll,
just
be
fully
transparent,
so
I
voted
do
not
consider
for
all
three
of
them,
because
I
felt
the
community
initiative
projects
felt
more
like
these
tangible
things
that
we
could
actually
get
done
with
our
the
smaller
budget,
and
I
didn't
have
in
good
faith.
D
I
didn't
feel
comfortable
voting
for
one
art
space
over
another
if
that
was
kind
of
my
general
impression
so
and
I'd
be
open
to
considering
for
the
regular
measure,
j
funds
for
the
plaza
theater.
D
But
if
we're
saying
a
city
project,
a
city-owned
property
seems
to
be
a
more
viable
project,
then
it
seems
to
me,
like
I,
the
palm
canyon
theater
and
the
plaza
theater
are
both
priorities,
then
for
the
city
and
the
city
has
to
decide
how
they
want
to
invest
in
and
and
fundraise
for
those
different
properties
if
they
both
own
them.
So
you
know,
I
recognize
that
I'm
probably
like
outvoted
on
this
one,
but
that's
kind
of
my
general
impression
of
just
consistency
on
on
these
kind
of
very
similar
theme
projects.
E
E
Putting
aside
the
need,
the
numbers
might
need,
refinement
putting
aside
that,
I
think
it
fits
squarely
into
the
intent
at
least
my
understanding
of
our
intent
for
the
community
projects.
The
palm
canyon,
the
the
plaza
theater,
is
a
much
bigger
bucket
bucket
an
important
project.
Let's
talk
about
that
separately
and
then,
lastly,
with
the
cultural
center
a
lot
more
diligence
is
probably
needed
to
understand
the
request
in
the
number,
and
we
can
have
that
conversation
for
the
future
allocations.
A
A
What
here's?
In
order
to
move
this
forward,
I
would
recommend
that
we
look
move
the
both
the
the
palm
canyon,
theater
and
and
the
cultural
center
into.
We
need
some
more
information
on
those
costs.
The
palm
canyon
theater
was
a
huge
range,
and
maybe
it's
something
that
we
could
do
fifty
thousand
dollars
and
the
rest
they
would
have
to
find
elsewhere,
the
plaza
theater.
A
A
N
Yeah,
I
just
I
don't
know,
I
just
feel
I
mean
it's.
I
I'm
a
huge
supporter,
but
again
I
feel
those
those
are
private
entities
that
have
their
own
fundraising
arm.
They're
on
cod
property.
You
know,
college
of
the
desert
should
step
up.
I
don't
know
it's
that's
my
opinion
on
that
one.
A
D
Jeff
trevor
and
staying
around
for
13,
we
go
back
and
ask
them
for
clarification
on
an
exact
amount
or
exact
need.
N
A
The
comedic
collections
we
had
that
was
only
a
four
that
one,
if
we're
going
to
the
more
positive
ones.
Is
that
what
you
wanted
to
do?
First?
That
would
be
number
six.
That
would
be
the
number
18
the
shade
structures
for
the
animal
shelter.
B
D
C
A
Okay,
if
we're
going
to
the
next
one,
it's
number
40
46
is
the
palm
springs
public
library,
the
proposed
meeting
room.
It
had
six,
that's
three
consider
and
three
possible
for
measure
j.
A
That
is
number
46.
A
It
sounds
to
me
with
the
library
that
you
know
I
don't
know
where
the
regular
plans
are
falling
under,
and
maybe
we
should
ask
for
a
have
a
maybe
they
could,
even
if
they're
possible,
a
discussion
on
where
a
presentation
on
where
the
library
is
at
with
all
of
their
projects,
and
maybe
we
could
consider
them
in
its
entirety
as
opposed
to
each.
A
A
D
Yeah
I
agree
with
chair
bernstein.
I
think
it'd
be
great
to
get
an
update
on
the
previous
measure,
j
funding
that
has
been
allocated
to
the
library
what
has
been
used,
what
has
been
repurposed?
Where
are
they
at?
D
How
does
this
fit
with
like
the
larger
vision,
because
I
think
the
last
I
mean
all
of
our
recollection
recollections
are
a
little
bit
hazy,
because
there's
been
so
many,
but
I
I
I
was
under
the
impression
that
they
were
kind
of
in
some
like
visioning
process
and
trying
to
figure
out
like
what
made
the
most
sense
so.
A
The
last
measure
j
we
were
at
there
was
we
had
1.4
million
that
we
had
set
aside
for
when
they
finalized
their
plans,
and
that
was
actually
has
been
tabled
since
then,
and
what
I
would
suggest
is
we
ask
mr
mcbride,
who
was,
I
guess,
the
chair
of
the
library?
A
I'm
sorry,
I
don't
remember,
know
this
exact
title
that
we
have
a
pres,
that
we
have
a
presentation
at
some
point
or
what
are
the
full
plans
for
the
library
and
that
way
we
can
determine
whether
we
consider
this
one
separate
or
as
part
of
the
overall
plan-
and
I
know
in
the
proposed
five-year
plan
that
joel
did
there
included
funds
for
the
library.
Is
that
correct.
B
A
Okay,
terrific
all
right
we're
actually
moving
along
the
plaza
theater
is
number
56.
We
already
discussed
that
one
that
we're
going
to
recommend
that
go
into
the
discussion
in
the
regular
measure,
j
funds
and
we'll
have
to
find
out
from
city
council
when
we
were
able
to
make
a
presentation
on
that
number.
Four
is
the
mizell
central
kitchen.
C
C
C
C
It's
a
wonderful
project.
A
K
Well:
okay,
I'm
I'm
going
in
full
disclosure,
I'm
actually
on
the
board.
I
think
it's
phenomenal
that
we've
been
operating
and
served
over
a
thousand
mills
a
day
out
of
that
little
kitchen
that
you
just
saw
pictures
with.
B
K
C
K
K
So
that's
my
personal
bias
and
it-
and
maybe
we
can
split
it
between
the
community
projects
and
asking
the
city,
but
the
city
needs
to
step
up.
They
own
the
building.
B
B
C
Yeah
yeah,
they
do
have
a
capital
project.
Can
you
you
speak
to
that?
They
have
a
beautiful
brochure
trying
to
raise
their
own
money,
and
certainly
the
plans
are
not
going
to
happen
overnight.
So
I
would
agree
with
you.
We
could
support
that
over
two
or
three
years,
because
I
think
it's
going
to
take
at
least
a
year
for
just
the
renovation
to
be
broken
down.
They
have
to
move
their
kitchen
somewhere
else
to
do
the
work
that
they
do
now.
C
K
A
A
B
E
We
we
have
plenty
of
identifiable
funds
that
are
available
for
regular
measure
j,
and
we
can
move
just
as
quickly
on
those
that
requires
a
different
allocation,
a
different
column.
If
you
will,
I
think
it's
important
that
we
focus
on
what
I
always
understood
to
be.
The
intent
of
the
community
projects
was
to
have
a
breakdown
and
a
smaller
allocation
from
a
million
dollars,
not
to
start
wiping
out
the
million
dollar
column
with
a
couple
of
projects,
even
though
we
might
be
by
the
time
we're
done.
With
this
conversation,
the
number
might
be
3
million.
D
K
And
actually,
I
agree
and
not
to
come
across.
This
is
the
way
we
did
it,
but
back
in
the
day,
I
I
developed
a
spreadsheet,
and
this
is
how
we
used
it
and
we
only
did
it
for
two
years.
So
I
think
it
could
be
changed
for
three
year
and
I
agree
I
mean
we
carved
out
that
million
dollars
because
we
kept
finding
the
city
and
staff
kept
taking
all
the
money
and
we
wanted
stuff
for
smaller
projects.
K
So
maybe
this
is
a
way
that
we
can
vote
in
a
way
if
we're
our
priorities
and
then
give
that
to
the
city
council.
I'm
willing
to
update
that
if
you
think
that
would
be
of
help.
A
Yeah,
well
that
that
would
be
helpful
for
the
next
meeting
and-
and
I
do
just
want
to
clarify-
you
can't
actually
advocate
for
the
mazel
as
a
as
a
board
director.
So
there
was
a
new.
There
was
a
new
letter
that
came
out
today.
So
we'll
just
keep
that
in
mind.
A
So
we
I
think
if
we
create
this
list,
though
we
can
then
see
the
numbers
and
we
can
go
forward
and
we'll
also
see
how
much
money
we
have
out
of
the
regular
measure
j,
which
again
the
regular
measure.
J
budget
will
come
back
again
in
july
for
for
the
next
year
and
we
still
have
the
17
million
from
this
year
that
hasn't
been
allocated.
A
D
D
It
seemed
like
a
smaller,
and
I
think
there
was
actually
two
that
were
very
similar
for
riverside
avenue
pathway,
but
that
it
could
be
a
significant
impact
and
would
go
a
long
way
without
it
being
a
huge
dollar
amount.
I
think
it
was
somewhere
around
like
200
000
or
something
with
another.
One
was
just
like
shrubbery,
I
think,
and
so
that
seemed
like
a
lot
of
bang
for
your
buck
in
terms
of
greatly
changing
like
a
mile
and
a
half
walk
and
that
that
path
is
used,
a
lot
yeah.
C
Yeah,
I
think
that
that
will
take
you
from
palm
canyon,
where
the
new
cody
is
being
built
all
the
way
to
sunrise.
And
if
I'm
read
this
right,
it's
the
people
that
did
the
offswitch
canyon,
who
are
pretty
instrumental
in
planning
this
and
looking
at
this,
and
I
find
them
very
credible.
A
K
My
question
is:
I'm
very
supportive
of
this,
but
how?
How
does
this
interface
with
the
cv
link,
because
I
understand
cb
link-
is
going
up
that.
O
You
don't
have
to
look
at
the
map
to
really
know
because
cb
link
along
riverside
drive
is
really
using
the
existing
sidewalks.
That's
there
currently,
so
they're
not
doing
anything
new
along
that
stretch,
but
I
I
would
have
to
go
back
and
look
at
the
map
and
how
it
interfaces
with
cv,
link.
N
There
would
be
repair.
That
was
one
of
my
reasons
for
not
considering
it
at
this
point,
because
I
wanted
to
see
where
this
fell
into
the
cb
link
plan,
because
I
think
it
could
be
already
covered.
D
We
also
make
that
same
same
recommendation,
then
for
project
29,
since
they
are
pretty
much
the
same
thing.
C
A
E
The
the
comment
I
wanted
to
add
to
each
exit
is,
it
turns
out.
Each
of
those
projects
is
whether
the
evaluation
of
this
from
other
parties
beyond
pricing
involves
sustainability
and
which,
whichever
organization,
whichever
sub-organization
within
the
city,
would
address
plantings
and
how
those
are,
how
those
are
irrigated
and
maintained
not
not
to
create
barriers
for
why.
We
should
say
yes,
but
to
make
sure
that
we're,
including
expertise
that
certainly
goes
beyond
mine.
A
A
A
That
we
all
agree
on
that.
One
fairness:
the
next
six
was
the
demuth
park,
smooth
dog
park
upgrades
at
number
23.
C
D
B
D
Right
so
we
we
recently
have
awarded
money
to
that
same
space.
So
for
me
that
felt
like
there's,
there's
already
an
investment
into
the
dump
dog
park
to
make
it
functional
or
like
basically
functional
most
basic
level.
So
I
that
was
one
of
the
reasons
I
said
do
not
consider.
A
A
N
H
H
N
Located
where's
the
space
in
the
city,
do
we
add
to
dumuth?
Do
we
maybe
convert
the
last
tennis
court
but
then
build
a
new
tennis
court
somewhere
else?
I
don't
want
to
see
the
city
lose
any
more
tennis,
because
that's
a
very
passionate
group
of
people
and
we
shouldn't
lose
any
more
tennis.
But
again,
I
think
it's
thinking.
Smart
pickleball
is
a
very
social
thing,
so
it
when
it's
clustered
it
does
better
turn.
It
attracts
tournaments.
N
It
attracts
revenue
to
the
city,
it
attracts
tourism.
So
again
that
can
be
something
we
can
talk
about
down
the
road,
but
that
may
impact
you
know
where
to
maybe
build
a
new
tennis
court
in
the
dumuth
area
and
it
might
impact
the
dog
park.
Wasn't.
B
N
A
B
N
N
You
know
of
that
area
and
that
way,
then
the
tennis
isn't
competing
with
pickleball.
It
can
be
placed
a
hundred
yards
to
the
west
in
a
green
space
in
du
mouth,
okay,
robin
parking.
E
Oh,
I
was
just
going
to
add
that
I
think
commissioner
gozan
is
making
a
great
point
on
how
I'm
a
tennis
player,
how
tennis
relates
to
pickleball
they're
best
kept
at
a
distance,
because
one
group
thrives
on
noise
and
the
other
thrives
on
concentration
and
quiet,
and
so
there's
there's
probably
an
easy
and
easy
location
to
pick
up
a
tennis
court
that
converts
but
you'll
have
many
many
angry
people.
If
yet
one
more
tennis
court
goes
away.
E
A
Yeah,
we
only
have
a
couple
minutes
left,
so
my
question
is
whether
we
want
to
agree
on
our
plan
for
what
we
have
done
so
far
and
separate
the
ones
we
have
not
discussed
and
do
that
for
next
time.
If,
if
like
I
could
with
commissioner
marshall,
we
could
work
on
the
on
the
spreadsheet,
so
we
could
present
it
in
advance
of
the
next
meeting
for
the
commissioners
to
review.
K
O
Maybe
more
items
we
need
to
get
through
like
nancy.
Do
we
officially
have
to
start
exactly?
I
mean
this
is
important
enough,
that
we
should
go
to
7,
15
or
a
little
bit
longer
just
to
get
through
the
list,
but
you
know
with
little
discussion.
If
that's
okay,
I
think
it's
important
to
get
through
this
list.
Sooner
or
later,
I
would.
B
C
N
N
All
right
I'll
keep
my
mouth
shut
and,
and
hopefully.
A
A
A
It
seems
to
me,
like
there's
a
real
demand
for
dog
parks
in
the
city,
yeah
that
this
actually
may
relieve
some
of
the
strain
on
some
of
the
other
dog
parks.
B
N
A
B
B
A
C
O
B
A
Okay
and
the
next
one
we
have
a
pull-up
bar
at
the
wellness
park.
A
It's
number
53.,
it's
right
after
that
that
we
all
voted
to
consider
it,
and
it
is
a
budget
of
proposed
budget
of
75
000..
So
I
say
we
just
add
it
to
the
community
projects
list
and
we'll
see
where
we
come
out
with
the
total
budget.
Yes,
the
next
one
is
the
parks
and
rec
requests
the
walking
path
that
james
and
jesse
park
be
resurfaced
with
decomposed
gravel
that
had
a
total
of
six
votes.
A
That's
possible
measure.
J
funds
was
the
sunrise
park,
the
18
recommendations,
my
question
on
that
was
whether
they
are
split
up
or
whether
it's
we
want
to
just
move
it
all
to
the
regular
measure.
J.
N
That's
a
tough
one
because
I
looked
at
that
and
it
that
was
a
that
was
18
requests
in
one
request:
yeah
and
some
are
valid
and
some
are
not.
I
don't
know
that
would
be.
Maybe
we
could
do
that
under
a
different
next
meeting
and
just
chunk
through
that
list
real
fast
and
look
at
things
and
again
some
of
that
even
falls
under
the
master
plan
for
sunrise
park.
So
I
don't
feel
comfortable
investing
in
benches
if
there's
going
to
be
a
whole
design.
I.
A
C
A
A
The
next
one
is
the
swim
center
maintenance.
That
was
a
tie.
O
N
O
G
O
I
blocked
it
and
it's
pretty
I
mean
if
we
replace
maybe
two
or
three
panels
that
may
be
compromised,
but
it's
very
limited.
The
deck
is
still
solid,
but
it
is
you
need
eventually
to
get
replaced
and
part
of
our
bridge
project
will
do
that.
E
A
How
much
is
was
a
budget
of
that
was
a
budget
of
150
000,
so
we're
going
to
add
that
on
okay
that'll
stay
on
the
list.
Next
one
do
not
consider
don't
consider
the
update,
light
flag
poles

six
hundred
o'clock
palm
canyon
de

chino
in

O
I
don't
know
evelyn
requires
clarification,
how
the
list
is
going
to
be
broken
down
and
the
questions
between
now
and
we
meet
again
the
questions
on
each
one
of
those
projects
should
be
sent
in
an
email
form
to
evelyn,
just
or
instead
of
her
trying
to
go
back
to
our
to
this
meeting
and
get
the
meeting
notes.
If
you
guys
have
specific
questions
on
specific
projects
that
really
want
us
to
do
some.
Some
more
clarification.
We
send
those
in
emails
to
everyone
that
way
for
us
to
talk.
O
A
Revised
and
the
amount
of
money
spent,
then
you
can
make
better
decisions.
So
if
you
can
just
clarify
how
that
list
should
look
for
the
next
meeting,
why
don't
I
work?
Can
I
work
with
evelyn
on
that
and
go
through
it,
so
that
it's
something
that
we
could
all
read
and
have
clear
in
advance
of
the
next
meeting
and
be
able
to
review
it
based
on
our
discussions
with
the
totals.

Just
want
to
say
thank
you.
I
know
this
is
a
a
ton
of
work,
so
hopefully
we're
keeping
track
of
the
best
practices
and
we
don't
repeat
all
the
things
that
are
not
working
so
just
yeah.
Thank
you.
Fortunate.
O
We're
not
shy
about
speaking
up
yeah.
We
appreciate.
