Okay
before
we
before
we
start
I,
just
want
to
say
to
everybody
that
in
our
last
mean
there
were
a
lot
of
words
missed
because
we
weren't
close
enough
to
our
microphones
or
we
did
not
turn
them
on.
So
please
remember
to
get
close
to
the
microphone
and
turn
it
on
which
means
the
green
light.
So,
okay,
acceptance
of
the
agenda,
the
measure
J
Commission,
will
discuss.
The
order
of
the
agenda,
may
amend
the
order,
add
items
and
may
remove
items
from
the
agenda
for
the
discussion.
A
G
Commission,
member
items,
comments
and
requests.
I
have
I
had
no
idea
that
the
Parks
Commission
was
doing
the
medallion
project
and
so
I,
don't
remember,
saying
mentioning
that
the
Parks
Commission
was
looking
at
the
medallion
project,
so
I
just
I'm,
saying
I
was
not
aware
of
this,
so
I'm
not
sure
how
I
can
be
credited
with
saying
that
under
staff
member
comments.

C
A
Right
public
comment:
this
time
is
set
aside
for
members
of
the
public
to
address
the
measure,
Jay
Commission
on
agenda
items
and
items
of
general
interest
within
the
subject
matter:
jurisdiction
of
the
Commission.
Although
the
measure
Jay
Commission
values
your
comments
pursuant
to
the
Brown
Act,
it
generally
cannot
take
any
action
on
items
not
listed
on
the
posted
agenda,
three
minutes
or
a
sign
for
each
speaker.
Do
we
have
any
speakers
today?
A
All
right!
Welcome
comments
from
measures
J.
The
only
comment
I
had
was
about
the
microphones
so
and
dr.
Reddy's,
not
here
today.
Okay,
so
we
can
dive
right
into
the
finance
directors
report.
Mr.
keel
Thank.
H
A
We
probably
should
communications.
H
B
D
H
H
B
H
B
H
Of
the
Commission
I
believe
that
was
one
of
the
original
projects
from
the
very
first
group
of
suggestion
projects
and
the
very
original
Commission
recommended
that,
and
that
was
approved
and
I
can't
remember
if
it
was
one
of
those
where
the
Commission
was
asked
to
approve
it
or
if
it
was
just
one
of
the
proposals
that
was
considered
and
approved.
I,
don't
recall
that
it.
G
Just
it's
not
a
capital
project,
and
it
does
seem
like
it
would
live
well
in
the
parks
department,
so
I
would
I
would
like
to
move
that.
We
have
a
conversation
at
the
next
meeting
on
the
trash
service
and
the
trails,
and
there
may
be
some
information
on
that.
That
would
help
us
have
that
conversation?
What
you
know
the
contract
amount
hasn't
changed
with
the
contractor.
Who
does
that,
but
anything
that
we
could
find
on
that
in
order
to
make
a
decision
on
where
that
might
be
most
appropriately
funded?
G
G
B
C
I
add
one
more
bit
of
information
for
us
new
commissioners.
Since
we
were
told
this
was
an
early
decision.
If
there
is
a
record
of
what
that
decision
might
have
been,
you
know
was
this
voted
in
patootie?
Was
this
voted
for
five
years?
Was
this
I
don't
know?
So
it
would
be
good
to
go
back
into
some
minute
and
try
to
find
that
for
us,
because
I
think
I
kind
of
agree
that
this
looks
like
a
something
that
got
voted
on
and
it's
just
been
carried
over
year
after
year
after
year,.
H
A
E
E
The
roof
repair
is
nearing
the
end,
I
think
they're
working
on
DeMuth
Center,
that's
the
last
roof
project
we
have
Road
rehab
1701
is
ongoing,
should
be
wrapping
up
mid
to
late
March
and,
as
you
know,
we're
also
working
on
the
sidewalk
projects.
In
addition,
community
hotspots
to
went
out
to
bid
we
expected
bids
open
bids
in
March
on
that
and
start
construction.
This
summer
also
the
ped
enhancements
projects
on
Indian,
Canyon,
North,
Palm,
Canyon
and
South
Palm
Canyon
around
the
curve.
E
We
have
three
projects:
three
pedestrian
enhancement
projects
in
the
one
on
Indian
Canyon,
it's
part
of
the
Indian
Canyon
to
a
conversion.
We
have
one
on
palm
Keene,
North,
Palm,
Canyon
adjacent
Indian
Canyon,
and
then
we
have
a
third
on
the
curve
on
South
Palm
Canyon,
where
we've
had
some
pedestrian
issues
and
we
have
a
grant
from
Steve
AG
and
also
some
measure
J
funds
which
provided
local
funding
for
that
grant.
J
I
K
We
had
a
job
walk
early
this
week
and
job
walk
to
see
the
site,
get
a
feel
for
the
existing
conditions,
ask
questions
about
the
plans
and
the
specs,
and
it
was
a
good
turnout.
We
had
probably
about
15
bidders,
don't
know
if
they
were
all
general
contractors.
Some
were
definitely
subs,
but
it
was
a
really
good
turnout,
where
you
are
actually
in
the
process
of
issuing
an
addendum
to
include
additional
opportunities
for
the
bidders
to
come
next
week
and
take
a
look
at
the
site
again,
this
time
we're
hoping
they
come
with.
B
G
G
L
That
note
Franco,
you
will
be
missed.
You
were
a
great
help
with
our
neighborhood
and
with
other
neighborhoods
as
well
and
traffic
calming
I'm
Farrell.
So
we
thank
you.
You
were
just
excellent
of
handling
a
lot
of
personalities
and
you
will
be
missed
and
I'm
happy
that
you'll
have
a
very
short
commute.
B
D
B
I
D
I
A
E
B
A
A
B
A
B
A
G
E
C
If
how
that
came
about
that,
every
the
all
the
project,
all
the
buildings
were
included
in
that
I
guess
I
guess
her
thought
was
that
there
were
so
many
other
that,
if
that,
if
the
library
you
know
needed
an
emergency
generator,
that
would
be
the
place
that
would
probably
close,
not
not
keep
it
open.
So
I'm,
not
sure
that
that's
a
real
emergency
expressed
but
I'd
like
to
have
somebody
go
back
to
the
library
director
and
ask
her
about
it,
because
she
was
not
aware
that
this
was
even
a
request.
L
E
E
Currently,
the
boilers
beyond
its
life
cycle,
it's
still
functioning,
but
it's
beyond
its
life
cycle.
When
we
have
had
these
in
other
areas,
when
the
when
a
failure
happens,
it's
usually
a
catastrophic
failure
or
the
chances
are,
it
could
be
a
catastrophic
failure
which
would
be
unbudgeted
replacement
at
that
time.
This
way
we
would
be
doing
out
on
our
schedule,
not
when
the
unit
failed.
Thank.
M
D
E
D
D
D
F
D
Was
the
according
to
the
Desert
Sun
Suzanne
Somers
wanted
to
revitalize
the
theater
and
I
want
to?
Thank
you
on
a
separate
matter.
I
want
to
thank
you
for
the
speed
registers
on
South
Palm
Canyon.
It
definitely
made
a
difference
and
we
see
now
that
the
there's
construction
there
are
construction
signs
there
for
February
20th.
D
I
Clarification
questions
on
the
DeMuth
88
access.
The
study
was
done
and
so
forth
drinking
fountains
concession
buildings
are
these
facilities
still
being
used?
Are
they
closed
because
they
don't
meet
a
DA
requirements?
I
honestly,
don't
know
they're
still
in
use
is
that
legal
requirement
that
we
do
that
by
a
certain
time
we
have.
E
E
I
Space,
okay.
My
second
question
three
is
an
assessment
report.
I'm
looking
at
the
plaza
theater
item
number
for
an
assessment
report
was
prepared
for
the
plaza
theater
and
then
phase
one
would
provide
design
development
for
the
intended
future
use.
So
what
was
the
assessment
report
and,
as
if
possible,
we
might
see
a
copy
of
it
or
I'm,
assuming
that's
different
than
the
design
development.
K
K
The
report
did
evaluate
the
existing
site
condition,
so
it
took
into
account
structural,
took
into
account
the
mechanical,
the
plumbing,
the
electrical
everything
that's
on
site
today
and
how
it
functions
in
the
condition
of
it,
and
the
recommendation
of
the
report
was
broken
down
to
okay,
you
need
to
work
on
XY
and
Z
during
the
design
development
phase
and
dependent
on
the
future.
Use
of
it
and
who's
gonna
come
in
and
take
over.
K
That
I
think
has
a
lot
to
deal
with
the
programming,
and
once
the
design
plans
were
completed,
then
we
would
have
to
go
to
to
reconstruction,
and
the
construction
would
obviously
address
all
of
the
deficiencies
that
was
identified
in
the
assessment
base.
So
the
assessment
is
just
an
evaluation
report
of
the
existing
building.
I
K
K
I
I
E
B
I
F
E
E
K
B
A
A
B
E
E
B
A
A
Maybe
is
the
Sarina
estates
project
on
this,
adding
like
386
homes
if
I
read,
that
correctly
is
that
does
it
make
any
sense
at
all
to
go
to
the
developers
and
ask
them
if
they
would
be
willing
to
contribute
to
this
work?
That
would
be
doing
because
it's
really
right
there
in
their
belly,
wet
commissioner
yeah.
G
E
E
Have
to
have
a
nexus
in
order
to
condition
a
project
and
having
a
project
correct,
an
existing
deficiency
in
the
city
for
a
plan.
That's
already
identified
a
need.
That's
already
been
identified.
It's
it's
difficult
to
put
that
all
on
the
subdivision,
as
they're,
only
adding
an
increment
to
an
existing
problem
and
to
the
best
of
my
knowledge,
they
are
contributing
to
the
funding
to
fix
that
problem.
Drainage
fees.
E
B
G
I
think
it
was
the
first
group
of
measure
J
projects
that
we
had
another
drainage
issue
that
was
that
came
forward
to
us
for
repair
I.
Don't
think
it
was
nearly
as
extensive
as
this,
but
I
understood
at
the
time
that
it
that
the
city,
that
engineering
had
a
list
of
drainage
problems
from
different
neighborhoods
and
those
problems
have
been
on
that
list
for
many
years
and
I
I.
Guess
at
this
point,
I'm
just
concerned
that
they
may
have
to
stay
on
the
list
for
many
more
years.
And
what
is
you
know?
E
Respond
to
a
small
portion
of
Oklahoma
City
works
with
brucite
County
flood
control,
identifying
the
major
flooding
issues
within
the
city
and
the
current
number-one
priority
project
is
the
construction
of
the
detention
basin
and
the
channel
in
the
south
part
of
the
city
that
that's
priority
number
one.
That's
where
all
of
the
revenues
for
the
city's
allocated
revenues
for
drainage
improvements
are
going
and
when,
after
that
one
is
constructed,
then
we
will
free
up
funds
to
be
looking
at
the
rest
of
the
projects
on
the
list.
G
One
of
the
projects
that
I'm
referring
referencing
is
is
not
a
flood
control
issue
as
much
as
it
is
a
vector
control
issue,
because
it
the
drainage
become,
is
it's
the
water
is
there,
it
stands,
it
gets
infested
with
mosquitoes
and
then
becomes
a
health
hazard.
So
it's
you
know
it's
just
a
different
kind
of
drainage
issue,
but
it
is
still
something
that
needs
attention
someplace
and
it
was
presented
as
a
project
to
measure
J
years
ago
and
on
a
list.
A
L
While
we're
on
this
topic,
I'm
just
gonna,
be
a
typical
resident
and
the
question
of
if
you
are
building
a
new
development,
why
isn't
the
developer
covering
those
costs?
Why
should
that
be
a
burden
to
the
city?
You
know
you
know.
Four
seasons
is
not
that
old
of
the
community
and
it's
it's
sad
to
hear
that
they've
got
this
issue
when
there's
heavy
rains.
L
I
understand
water
issues
for
feral
and
Ramon,
and-
and
there
was
a
lengthy
list
that
was
presented
to
us
a
month
ago,
of
a
projects
that
Christine
referred
to
that
still
are
on
the
list
to
get
fixed.
But
to
me
it's
like:
if
a
developer
wants
to
play
and
they're
going
to
develop
200
homes
on
the
north
side
of
Palm
Springs,
then
there
should
be
fees
and
I
know
it's
not
up
to
you,
but
as
a
city,
where
is
that
regulation
that
should
be
covered
by
the
developer?
L
E
A
M
Two
things
I
wanted
to
just
discuss:
I've
been
on
the
board
of
the
film
festival
for
17
years,
and
there
was
strong
interest
on
the
part
of
the
film
festival
at
one
point
about
getting
funding
together
from
members
of
the
of
the
board,
and
it
was
discussed
about
how
much
money,
the
city
with
how
much
money
we
would
be
willing
to
put
in
and
see
about
the
city
getting
involved.
That's
gone
cold
completely
over
the
last
two
years,
based
on
the
fact
of
how
much
it's
really
gonna
cost
to
take
this
building.
M
Even
though
it's
needed,
everybody
knows
it,
everybody
would
like
to
what's.
Happened
has
not
been
what
everybody
wants,
but
the
feeling
that
I
know
from
the
film
festival
board
is
they've
sort
of
gone
cold
on
the
idea
of
opening
up
their
checkbooks
number.
One
number
two
I
had
a
question
about
the
Christmas
lights.
I
remember
before
measure
J
was
formed,
I
just
thought
about
that.
M
After
you
said
your
comment
that
homeowners
got
up
give
me
business
owners
got
up
in
public
comments
and
we're
saying
that
they
owned
businesses
just
on
the
other
side
of
Vista
Chino,
and
there
were
no
Christmas
lights
at
all
and
they
felt
that
they
were
sort
of
left
out
and
what
was
going
on
and
I
remember,
and
you
can
go
back
and
look
at
the
meeting.
The
city
manager
said
to
those
people
to
the
mayor.
M
B
G
As
a
as
a
practical
comment,
my
guess
is
said
that
the
the
length
of
coverage
of
the
or
the
holiday
ornaments
will
get
shorter
and
shorter,
as
they
start
crapping
out
on
us
and
can't
be
replaced.
So
you
know,
I
mean
I,
understand,
budgets
and
we'll
use
what
we
can
use
and-
and
it
would
be
wonderful
if
we
extended
beyond
this
de
Chino,
but
right
now,
it's
not
gonna
get
funded
so
but
and
we'll
hope
to
get
to
Alejo
Thank.
C
Okay,
I'm
just
making
comment
about
the
plaza,
theater
and
I.
Guess
it's
a
city-owned
building,
which
is
part
of
the
problem.
I,
don't
really
know,
but
it
must
be,
and
of
course,
I'm.
Gonna
go
back
to
the
library
and
people
talk
about
building
a
new
library
renovating
the
library.
Well,
if
you
renovate,
if
you
build
a
new
library,
the
city
will
end
up
with
another
big
building
sitting
there
with
many
many
problems,
probably
five
to
ten
million
dollars
worth
of
problems.
C
So
I
think
the
city
should
think
about
how
many
buildings
it
wants
to
keep,
because
it
can't
keep
up
these
buildings.
We
get.
You
know
it's
lovely
for
this
for
us
to
have
them,
but
if
we
don't
have
uses
for
them,
we
need
to
figure
out
a
way
and
that's
not
to
say
that
the
plaza
theater
should
be
sold
or
whatever,
but
having
a
building
like
that
in
the
middle
of
a
downtown,
it's
it
can't
sit
there
forever.
C
Unless
you
know
it's
going
to
keep
deteriorating,
so
it's
sort
of
like
what
the
well
would
you
know.
It
took
more
money
twice
as
much
money
to
renovate
that
building
than
people
said
at
the
beginning,
because
it
had
sat
basically
unused
for
twenty-five
years.
So
I
am
concerned
about
putting
this
off,
but
I
think.
C
Maybe
the
city
needs
to
figure
out
a
way
to
spearhead
some
community
forum,
to
figure
out
a
way
to
figure
out
what
the
use
is
going
to
be,
because
until
there's
a
use,
it
seems
like
everybody
wants
it
restored,
but
who's
gonna
run
it
who's,
gonna
operate
it
and
no
nonprofit
wants
to
come
in
and
take
over
any
kind
of
situation
where
the
landlord
owns
a
building.
That's
got
five
to
ten
million
dollars
of
problems.
C
It's
just
not
gonna
happen,
so
I
I,
don't
know
how
measure
J
can
help,
but
I
think
it's
irresponsible
of
the
city
to
just
sit
there
with
a
building
and
hope
that
some
you
know
shining
knight
is
going
to
come
and
bail
them
out
with
that
project.
The
only
way
that
that
would
really
happen
is
if
somebody
took
ownership
of
that
building.
Nobody
is
going
to
take
over
a
city-owned
historical
building
that
has
this
kind
of
need
and
then
hope
to
operate.
It.
A
C
No
no
landlord
usually
wants
to
renovate
a
building
without
knowing
what
the
buildings
use
is
going
to
be,
and
so
we
don't
really
know
what
the
use
is
going
to
be.
Nor
do
we
know
who's
going
to
operate
it
so
until
until
we
can
do
that,
I
mean
sure
there
are
plenty
of
theater
groups.
That
would
say.
Oh
yeah
we'd
like
to
rent
that,
for
you
know
three
weeks,
but
three
weeks
hasn't
got
to
pay
for
it.
So
I
don't
really
know,
but
it
it's.
C
C
We're
going
off
to
make
a
you
know,
you
know,
so
you
renovate
it
and
then
somebody
comes
in
and
says:
well,
I
really
want
to
use
it,
but
it
doesn't
have
any
the
the
stage
is
too
small
or
there's
no
dressing
rooms.
I
mean
you
know,
renovating
it,
for
what
has
to
be
decided
is
that
a
movie
theater
is
going
to
be
a
plus.
Is
it
going
to
be
a
whatever
Playhouse
and
what
about
its
access?
The
city
has
given
over
rights
to
the
plaza
in
front
of
it.
C
B
A
Like
to
just
make
something
clear
and
I
think
everybody
understands
it,
but
I
just
want
to
say
it
because
of
a
couple
of
comments
about
the
Christmas
lights.
This
list
of
priorities
that
we
have
here
is
a
preliminary
list.
It
certainly
is
not
the
end
game.
It
totals
4.8
million
dollars.
We
currently
have
2.4
million
dollars,
so
that
in
itself
means
it's
unlikely.
A
H
Chairman
I
just
realized
I
forgot
to
share
with
the
Commission
some
thoughts
from
the
Budget
Committee,
which
met
earlier
this
week,
and
one
of
their
thoughts
was
to
consider
going
to
a
two-year
budget
for
the
city
and
I
apologize.
I
meant
to
mention
that
to
you
is.
It
would
be
good
to
start
preparing
for
that
now.
H
B
L
I
was
I
was
a
little
shy
earlier
when
we
opened
it
up
to
talk
about
this
line.
Item
I
just
want
to
clarify
for
the
top
five
priority.
What
we
were
kind
of
looking
at
here
is
this
is
something
that
would
be
strongly
recommended
to
move
forward
with
as
far
as
budget
and
at
the
new
funds
available
to
contribute
to
that
total.
For
the
the
top.
Five
is
basically
the
two
million
that
we
have
was
it.
I
was
looking
at
our
surplus
back
on
the
budget.
H
Surplus
that
you're
looking
at
right
at
the
moment
is
the
combination
of
the
335
right
and
the
two
million
19
for
a
total
something
just
under
2.4.
That's
assuming
no
changes
which
never
happens
will
either
get
more
measure.
J
revenue
or
we
won't
I-
think
we're
probably
trending
towards
a
little
bit
more.
M
H
35
plus
2,
so
when
you
throw
in
the
mix
the
2
million
dollars
for
Andaz
that
can
get
put
off
potentially
to
1920,
that's
that's
there
too,
but
I.
Think
if
you're,
if
you're
interested
in
coming
up
with
a
2
year
recommendation,
you
come
up
with
an
amount
that
goes
beyond
what
we're
projecting
for
those
2
years.
H
Sure
they
will
go.
It's
fine
for
to
go
over
a
few
hundred
thousand
to
a
couple
of
million
over
I.
Think
that's
perfectly
fine.
My
thought
would
be
for
the
Commission
to
come
up
with
a
recommendation
where
you
say
these
are
our
recommendations
in
priority
order
and
to
the
extent
that
funds
are
available,
the
next
one
on
the
list
would
rise
to
the
top
of
what's
actually
being
budgeted
in
either
that
one
year
budget
or
the
two
year
budget.
Does
that
make
sense
so
I.
L
Just
have
one
so
I
guess:
I'm
gonna
comment
on
an
earlier
comment
and
that
is
regarding
the
Indian
Canyon
to
way
I
just
really
feel
deep
down.
This
is
not
a
measure.
J
issue
and
I
know
it's
a
capital
improvement
I
feel
like
it's
something
that
the
city
is
imposing
on
itself.
I,
don't
feel
like
anything's
broken
to
be
fixed.
It
just
was
sort
of
this
might
be
an
improvement
for
pedestrians
or
for
businesses.
I
haven't
really
heard
a
lot
of
rah-rah
over
the
to
way.
L
H
Okay,
could
I
just
make
one
comment,
associate
sure
so
to
remind
the
commissioners
that
the
sources
of
funds
for
these
kind
of
projects
I'm
going
to
turn
to
my
colleagues
to
my
left
here
in
a
moment
to
talk
about
those
other
sources,
but
we
have
come
to
view
measure
J
as
the
fund.
Now
when
it
comes
to
Street
projects,
there
are
other
funds
available,
and
but
it's
not
like
we're
saying.
Well,
we
have
a
choice
of
funding
this
kind
of
thing
out
of
regular
general
fund
dollars.
We
just
wouldn't
do
that
typically.
L
H
A
Mean
it
the
point
is
its
infrastructure,
it's
appropriate
to
be
on
the
list.
That
doesn't
mean
we
have
to
recommend
it.
That's
what
that's
our
job
to
decide.
What
is
appropriate?
What's
not
or
even
if
we
think
it's
appropriate,
but
not
a
priority,
then
we
won't
recommend
it,
but
but
just
but
it
is
appropriate
to
be
on
the
list,
and
so
I
just
wanted
to
clarify
that.
Yes,
commissioner,
great
so.
C
I
want
a
clarification,
because
I'm
gonna
I
think
which
it's
probably
time
to
try
to
get
our
recommendation
so
I'm
going
to
recommendation
one
here
and
the
park:
restrooms
renovation,
okay
as
I,
read
that
that's
fine
but
I'm
concerned
that
3a
talks
about
the
bathrooms
at
these
places:
488
compliance.
So
if
we
are
rented
the
bathrooms
at
these
parks,
I
certainly
hope
that
they
would
be
88
compliant.
C
And
if
that
means
we
need
more
money
from
project
3
I,
don't
see
how
we
would
want
to
vote
to
go
ahead
and
redo
bathrooms
that
are
not
88
compliant.
So
I,
don't
know
what
the
amount
in
that
3
a
project
or
B
I,
don't
know
if
it's
a
or
B,
but
the
three
project
288
compliance.
Maybe
we
don't
do
everything
else,
that's
88
compliant,
but
certainly,
if
you
it's
my
understanding
that,
if
you
do
any
construction,
it
must
be
88
compliant.
K
So
number
3
DeMuth
80
access
does
take
into
account
park
restrooms,
but
it
also
takes
into
account
drinking
fountains,
walkways,
etc.
That
are
along
the
area
of
the
restroom,
so
I
I
assumed
that
9a
B
Park
restrooms
renovation
for
400,000.
That
is
just
solely
focusing
on
the
restroom
itself
and
nothing
around.
B
C
That's
true,
but
I
think
we
need
to.
It
would
be
my
vote
that
if
we
are
upgrading
the
bathrooms
they
whatever
it
takes
to
upgrade
the
sidewalk
or
whatever
it
needs
to
get
into
that
bathroom,
be
included.
You
don't
have
to
do
the
rest
of
the
project
you
don't.
After
this
you
know
the
ispotter
fountains
or
whatever
all
was
included
in
that
whole
other
recommendation,
but
I
see
a
real
issue
with
upgrading
a
bathroom
to
88
compliance
which
I
believe
by
law.
You'd
have
to
do
and
not
having
access
to
it.
What's
the
point
I.
B
C
I
Just
want
to
go
back
again
briefly
to
the
Indian
Canyon
to
a
conversion.
It's
approved
by
the
council.
I,
don't
know
what
the
cost
was,
but
I'm,
assuming
that
will
continue
whether
or
not
measure
J
pays
for
the
roundabouts
and
if
measure
J
or
nobody
else
pays
for
the
roundabouts,
they
just
won't
be
around
the
belt.
B
E
I
K
G
It
just
seems
to
me
that
the
horse
has
left
the
barn
on
this
one
or
the
gate
or
whatever
that
whatever
the
horse
does
that's
what
the
train
left
the
station.
Yes,
thank
you
John.
The
the
council
has
already
proved
this.
I
mean
we're
not
an
approving
body
period,
so
they
decided
with
all
their
wisdom,
that
they're
going
to
do
to
weigh
on
Indian
and
a
roundabout
is
not
considered
lightly.
It's
not
a
something
that
our
city
has
done
yet,
and
yet
what
from
everything
that
has
been
said
about
this?
G
C
G
C
G
Think
we
need
to
really
continued
really
understand
the
importance
of
that
three
million
dollars
and
continued
to
support
it,
because
is
a
significant
part
of
increasing
the
quality
of
life
in
a
lot
of
neighborhoods
and
and
I'll
just
add
that
I
did
Mike.
My
handy-dandy
street
project
plan
for
2018-19
does
include
a
model
Road,
so
it's
I
mean
every
everything
takes
time:
we've
paved
what
70
probably
close
to
80
miles
of
road
in
the
last
four
years
and
they're
looking
beautiful
and
it's
and
that's
because
of
this
three
million
dollar
budget.
G
A
Behind
what
Christine
just
said,
it's
just-
and
this
is
mostly
for
the
new
commissioners,
because
David
Vogel
definitely
said
this
many
times
to
us
when
he
was
chair
is
at
the
end
of
the
day
we
are
recommending
board.
So
the
City
Council
can
turn
around
and
say
measure
J
you're
paying
for
this
roundabout
and
then
that's
the
end
of
it.
So
I
just
don't
want
anybody
to
be
surprised
that
we
can
be
total
consensus
on
this.
It's
still
at
the
end
of
the
day,
it's
the
City
Council's
decision,
so.
C
Well,
just
to
point
out,
the
City
Council
can
override
almost
any
Commission
and
it
and
so
and
does
and
that's
why
people
don't
like
the
decision.
They
got
at
a
council
and
can
appeal
so
I
agree,
but
I
still
think
we
can
come
up
with
our
five
recommendations
and
whether
or
not
that
projects
on
them
doesn't
really
matter.
I
think
what
we
are
trying
to
do
and
should
do
is
say
these
are
our
priorities
that
the
city
has
brought
forth
and
we
think
these
are
the
most
important
out
of
these
20.
Some.
A
D
The
animal
shelter
hasn't
been
around
terribly
long,
and
here
we
have
dogs
are
eating
through
the
materials
and
the
carpeted
areas.
All
of
a
sudden,
someone
noticed
that
it's
not
sanitary
with
animals
I
think
is
the
design
person
going
to
be
fired.
I
mean.
Why
are
we
coming
up
with
all
of
this?
That
has
to
be
redone
when
the
project
is
new.
A
F
I
want
to
kind
of
get
back
to
something.
Jeff
was
saying
and
it's
an
approach
we
did
on
the
multiple
year
and
how
we
might
address
that
because
we're
looking
at
the
you
know
the
2
million
for
this
year,
but
by
the
end
of
the
next
19
and
20
2019
and
2020,
we've
got
another
4.3
million.
So
but
when
we
come
to
approve
our
top
list,
we
may
want
to
consider
that
I
mean
right
now
we're
at
4.8
million
I.
F
H
More
yeah
I
think
it
I
think
it
was
a
good
approach
to
start
with,
let's
focus
on
the
top
five,
but
this
idea
of
maybe
going
into
your
budget
kind
of
changes
that,
because
we
start
to
get
some
real
money
available
when
you
go
up
out
in
that
second
year,
adding
the
uncertainty
there
may
be
significant
additional
dollars,
I
mean
for
casting
these
revenue
numbers
out.
It's
very
precarious,
so
I
think
it's
always
doesn't
hurt,
say
come
up
with
a
ten
million
dollar
list,
twelve
million-dollar
list
it
it
so
long.
H
As
you
say,
none
of
its
gonna
happen.
If
it,
the
money,
isn't
materializing,
but
at
least
you've
had
the
opportunity
to
let
your
wishes
be
known
to
counsel
at
this
time
and
in
your
recommendation
to
them
for
the
1819
budget,
you
can
include
that
say:
here's
our
prioritized
list
and
we
recommend,
whenever
additional
funds
are
available,
the
next
one
pops
in
that
I
think
that's
a
reasonable
approach.
C
C
So
I
would
prefer
to
stick
with
the
five
top
five
priorities
of
two
and
a
half
million
dollars
for
the
next
year,
and
then
this
can
be
revisited
in
the
fall
and
at
that
point
in
time,
we'll
have
commissioners
who
have
three-year
terms
and
a
two-year
budget
makes
sense,
but
I
would
feel
not
so
inclined
to
go
with
a
two-year
budget
one.
We
have
commissioners
who
are
going
to
change
over
and.
E
B
C
A
A
These
are
the
projects
that
we
are
going
to
take
to
the
joint
meeting
in
May
the
City
Council.
This
was
just
an
early
projection
where
we
are
with
the
information
that
we
have.
Today.
Engineering
came
up
with
their
top
five,
so
they
asked
for
us
to
come
up
with
our
top
five
and
then
they
also
we
did
ten
in
which
we
got
more
information
on.
So
we
don't
need
to
vote
today.
H
Other
thing
we
probably
should
have
mentioned
is
as
part
of
the
preliminary
calendar
that
has
been
set
for
the
budget
they're
planning
on
a
pair
of
town
hall
meetings
on
April
24th
in
April
25th.
The
preliminary
idea
is
that
one
of
those
will
be
focused
on
capital
and
if,
if
it
goes
as
it
did
last
time,
it
would
be
the
second
of
those
meetings
which
makes
sense,
because
the
the
general
budget
is
the
interest
of
most
people.
So
if
you,
you
might
want
to
blend
that
in
your
considerations
on
how
you're
proceeding.
B
C
It's
just
I
just
think
that
it
makes
more
sense
to
separate
the
bathroom
from
the
rest
of
the
thing,
because
those
that's
the
really
more
important
thing
than
all
the
other
things
it's
nice
to
have
a
water
fountain
or
whatever
the
other
things
might
be.
But
the
bathroom
is
before
we're
really
going
to
do
this,
so
so
that
would
give
us
a
better
indication
of
really
how
much
that
total
project
so
I
recommend
that
we
try
to
pull
that
one
piece
out
of
not
out
of
three.
L
Just
to
add
to
that
I
would
hope
that
actually
9
a.m.
B
is
complete.
I
mean
if
you're
doing
a.
If
you
got
a
quote
or
got
an
have
budgeted
400,000
for
park,
restrooms
renovations.
Obviously
those
restrooms
are
going
to
be
renovated
up
to
a
DA
requirements.
I
mean
that
would
be
kind
of.
You
know
that
so
I
would
hope
in
the
future.
L
I
would
see
that
400
stay
the
same
and
that
I
guess,
if
anything,
the
ad
a
excess
in
line
item
3
either
would
remain
the
same
or
come
down
in
cost,
because
the
bathroom
equation
is
completely
off
the
table.
Now
there
might
be
access
to
the
bathroom
and
and
if
Dave,
okay,
so
to
clarify
David's
point
in
if
there's
an
access
issue
to
the
bathroom.
If
we're
look
that
broken
concrete,
gravel
steps-
yes,
maybe
that
needs
to
get
taken
out
and
put
up
with
the
restroom
so
that
the
restrooms
are
at
least
accessible.
I
C
I
C
C
I
I
A
I
B
C
I
I
D
A
Question
I
think
what
I'd
like
to
try
and
close
this.
If
we
can
I
think
what
Commissioner
Gray
is
saying
is,
let's
make
sure
that
there
88
compliant
if
they
are
not
a
DA
compliant
and
we're
gonna
go
in
and
work
on
the
bathrooms,
then
let's
find
out
how
much
it
would
cost
to
make
them
a
DA
compliant
and
then
merge
that
into
this
budget.
K
A
D
D
E
G
M
B
I
G
E
Lists
the
streets
that
are
currently
being
paved
under
1701
is
is
on
the
city's
website,
and
that
was
approved
by
council
and
that's
an
official
list.
The
1801
is
on
various
websites.
That's
a
discussion
list
right
now,
but
that's
the
one
that
we're
working
off
of.
We
intend
to
go
out
to
bid
with
that
list
later
this
fiscal
year
since
the
budget
is
adopted,
we'll
put
it
out
to
bid
to
try
to
get
it
under
construction
this
summer
before
the
season
hits
so.
G
G
Yeah
and
actually
that
list
is
on
the
1
PS
website,
as
well,
laid
out
by
neighborhood.
So
you
can
go
to
your
neighborhood,
but
the
and
I
just
wanted
to
say
too
that
the
engineering
the
engineers
have
them
set
up
as
projects
and
those
projects
are
fiscal
year
projects.
So
there's
17
there
2017
project
is
for
fiscal
year.
2017,
18
and
they're
2018
project
is,
which
is
when
Amato
would
come
up,
is
2018
19
fiscal
year.
M
A
6B,
okay,
I
think
6b
is
gonna,
be
pretty
quick.
It's
the
discussion
of
adding
the
Four
Seasons
Community
Association
requests
to
consider
appropriating
measure
J
funds
to
pay
for
the
construction
of
line
three
storm
drains
extending
from
sunrise
way
east
to
the
serena
park
project
to
the
white
water
river.
The
point
of
this
was
to
to
have
a
discussion
around
adding
this
particular
project
to
the
unfunded
capital
projects
list.
When
I
got
the
description
of
number
17
I
am
taking
it
for
granted
that
that
is
that
particular
project
correct.
K
A
B
I
Just
have
a
question
you
know:
I
admire
the
fact
that
the
folks
from
from
Four
Seasons,
came
and
presented
a
letter
so
forth,
but
it's
a
little
bit
unusual
that
a
project
like
that
wasn't
on
anybody's
list,
because
we
get
a
letter
from
a
community
is
now
on
everybody's
list.
I
think
it's
kind
of
an
odd
way
that
we
added
it
to
the
list.
I
Is
that
apparently,
based
on
what
Marcus
said
it
the
last
time
that
project
was
way
down
on
the
things
that
the
city
wanted
to
get
done
with
them
out
of
we
have
to
do
it
and
now,
all
of
a
sudden,
it's
on
a
recommended
project
list,
because
somebody
brought
a
letter
in
and
I
just
want
to
fix.
A
good
way
for
us
is
that
did
that
move
up
because
of
the
letter,
because
we're
really
a
Shinto
the
project?
Can
you
maybe
explain
that
a
little
bit.
E
The
the
need
for
the
project
came
to
light
or
it
didn't
come
like
it's
always
been
on
the
city's
list
of
things
to
do.
An
echo
goes
back
to
the
list
of
priorities.
What
we
would
do
in
conjunction
with
Riverside
County
flood
control.
These
major
facilities
are
built
in
cooperation
with
flood
control
in
the
city,
and
the
larger
facilities
are
then
turned
over
to
flood
control
for
maintenance.
E
This
project
is
one
of
those
that
was
going
to
be
jointly
funded
through
the
city's
contribution
of
P's
to
the
Flood
Control
District,
but
again
the
priority
right
now
is
the
major
project
in
the
southeast
area
of
town,
and
this
one
was
going
to
be
on
the
list
once
that
one
was
constructed,
bringing
it
forward,
there's
no
harm
in
bringing
it
forward.
We
do
have
other
projects
that
need
to
be
constructed
as
well.
E
A
I
have
a
question,
and
maybe
one
of
the
commissioners
governor
for
a
long
time
has
the
answer.
We
keep
talking
about
the
southern
being
the
priority
and
it
really
until
that's
done
this.
We
probably
aren't
gonna
go
forward
on
other
drainage
problems.
Why
isn't?
Why
isn't
that
been
brought
to
the
measure
Jay
Commission
if
they
need
extra
funds
to
make
that
happen.
K
From
what
I
gathered
at
the
last
meeting,
there
needed
to
be
discussion
about
storm
drain
infrastructure
and
whether
or
not
it's
qualified
as
a
measure
J
or
it's
not
qualified
at
a
measure
J
right
now,
our
drainage
funds
are
very
nominal
and
to
do
these
large
improvements
we'd
have
to
seek
other
funding
sources.
So
I'm
not
aware
of
what
we've
had
prior
on
this
list,
if
it
involved
storm
drain
or
not.
K
But
if
the
Commission
is
willing
to
discuss
that
and
move
forward
with
storm
drain
infrastructure
being
part
measure
J,
then
I
think
we
would
gladly
look
at
our
needs.
Look
at
the
the
Riverside
County
master
storm
drain
plan
and
identify
lines
that
do
need
to
be
constructed,
and
then
we
would
expand
on
this
list
and.
E
Again,
there's
there's
differentiation
on
lists
the
minor
projects
the
you
know
put
in
a
drain
inlet
and
then
connected
to
a
small
pipe
to
a
discharge
somewhere.
That
is
not
a
flood
control
project.
That's
a
city
project
might
be
cleaning
up
the
or
draining
the
standing
water.
If
that's
a
small
project
that
would
be
a
city
project
and
flood
control
wouldn't
be
involved
in
that
the
major
projects
flood
control
can
be
a
partner
to
the
city.
E
That
project
is
currently
funded
and
it's
I
think
in
the
last
part
of
right-of-way
acquisition
with
Versailles
County
flood
control,
they're
moving
forward
on
that
project
to
no
construction,
so
that
one
is
being
done.
But
I
don't
believe
that
additional
measure,
J
funds
are
needed
to
finish
out
the
designer
construction
of
that
project.
I
hate
to
say
it's
a
fully
funded
project.
G
A
F
F
A
A
I
G
I
F
G
And
I've
staffed
booths
and
yeah
and-
and
the
question
is:
is
there
anybody
who's
interested
in
staffing?
It
there's
no
point
in
having
the
discussion
or
putting
the
materials
together.
In
fact,
I
have
some
materials
in
my
garage,
but
there's
no
point
in
doing
moving
any
further
in
the
discussion.
Unless
you
have
a
couple
people
who
are
willing
to
staff,
it.
G
Was
here
the
first
two
years
of
measure
J,
and
there
were
a
lot
of
arguments
about
why
measure
J
shouldn't
have
been
voted.
The
first
place
so
I
think
that
would
be
gone
and
then
we
would.
We
have
you
know
a
number
of
years
now
of
projects
that
measure
J
is
funded.
That
I
think
we
could
be
interesting
to
people
to
look
at.
G
F
I
guess
my
comment
is
you
know
we
don't
get
as
much
exposures
I
think
we
should
in
the
paper
in
various
other
things,
so
I
do
think
it's
good.
We
always
had
people
stop
by
and
ask
questions
they're
curious
about
what
we're
doing
and
it
was
our
chance
to
clarify
where
our
priorities
were-
and
you
know,
put
a
positive
image
out
there
for
the
public,
which
I
don't
think
we
get
enough
of.
F
J
G
M
Gonna
play
Nubian
devil's
advocate
question
in
this
I'm
I'm,
also
and
on
one
ps4,
my
neighborhood,
and
go,
and
it's
wonderful
and
fun,
and
everybody
has
a
good
time
and
the
one
PS
has
a
booth
and
the
people
can
pick
their
neighborhoods
than
that
I'm.
A
new
member
David
that
Commissioner
gray,
is
a
new
member.
Four
of
you
are
gonna,
be
leaving
us
in
June
unless
the
seasons
people
are
there
to
answer
all
the
questions
that
the
public
would
ask.
M
I'm
not
crazy
about
the
idea,
it's
just
how
I
don't
feel
unless
it
gets
that
kind
of
exposure
from
the
most
seasoned
people
who
are
here
to
answer
any
question
that
could
come
up
that
people
at
least
make
the
effort
or
doing
it
because
you're
you're
all
from
day
one
I
just
look
at
it
that
every
neighborhood
has
gotten
so
many
neighborhoods
have
boost
their
here's.
The
food
there's
public
things
going
on.
There's
a
this
there's
great
energy.
M
G
M
G
F
D
A
A
Those
are
the
kind
of
questions
it's
gonna,
be
you
know
what
about
me
type
questions
and
so
go
up
on
the
website
say
yes,
2019
that
road
is
going
to
be
is
on
the
list
to
be
done
or
not,
but
why
don't
you
come
to
a
meeting
and
suggest
that
and
we'll
see
if
we
can
get
it
on
a
gender
item.
You
know
you
can
throw
it
back
at
them,
I'm
willing
to
to
staff
this
thing,
but
I
am
NOT
going
to
staff
it
by
myself
all
the
whole
time.
A
D
B
B
A
Cana
East
always
has
one
every
year,
so
all
right,
I
I,
feel
that
we
need
to
be
present.
I.
Think
part
of
the
problem
has
been
we're
not
in
front
of
people
enough.
They
don't
know
what
we
do.
They
have
questions.
We
saw
that
in
the
election,
so
I'm
gonna
bite
the
bullet
here
and
go
be
at
the
booth.
9:30
I'll
set
it
up
and
stay
for.
You
know
in
Elena.
If
you
could
come
at
12:30
I
would
welcome
anyone
else
to
come.
M
F
B
F
G
You
might
if
Sid
is
doing
this,
you
might
see
if
the
Planning
Committee
could
put
the
measure.
J
booth,
close
to
SIDS
neighborhood
booth,
you're
gonna,
be
at
the
neighborhood
booth
in
the
one
Palm
Springs,
okay,
so
it
might,
you
might
communicate
with
him
and
then
it
becomes
a
much
easier
for
Sid
to
step
across
the
line.
A
D
A
J
Good
evening
and
thank
you
for
listening,
my
name
is
Mark
Sherman
and
I
am
from
Four
Seasons
I'm.
Vice
president
of
the
Association
there,
my
house
literally
sits
on
the
corner
of
San,
Rafael
and
Sunrise
I
know
we
as
a
board
and
as
an
ad
hoc
for
Serina
Park
met
with
city
officials
and
an
engineer
about
a
year
and
a
half
ago,
and
we
talked
about
the
drainage
system
that
the
engineer
was
indicating
that
this
project
is
so
extensive
and
probably
so
expensive
that
he
said
in
my
lifetime.
It
probably
won't
happen
so
going
forward.
J
We
are
going
to
be
if
Serena
Park
goes
through,
and
we
don't
know
at
this
time
because
there's
some
issues
between
the
city
and
the
developer.
So
we're
still
looking
at
that,
which
has
been
three
years
now,
that
this
has
been
in
progress
that
hopefully,
with
street
alignment,
more
walls
being
put
up
and
then
the
structure
of
the
homes
of
serena
park
that
parks
the
streets,
the
sidewalks,
the
utilities.
J
It
would
seem
that
you
would
want
to
put
this
drainage
line
in
before
that.
Can
his
infrastructure
is
done
otherwise
you're
going
to
have
a
lot
of
money
going
to
dig
up
the
streets,
the
sidewalks
and
all
of
that
infrastructure,
that's
being
built
on
top
of
the
ground
going
forward.
So
it's
just
it's
like.
We
need
to
do
a
good
job
of
thinking.
What
is
the
best
way
if
this
is
going
to
be
done?
That's
my
only
question
so
I'm
a
Mike
and
our
concern.
