the
end

last

going

move
on
to
chair
comments.
I
do
have
a
couple
of
comments
to
get
us
started
off.
As
you
know,
we
did
did
a
presentation
in
the
joint
commissions
and
boards
meeting
with
the
council
and
moving
forward.

The
impetus
was
really
for
us
in
this
commission
to
look
through
the
lens
of
human
rights,
and
we
wanted
to
obviously
work
with
our
city
manager
continue
to
integrate,
establishes
needed
diversity,
equity
and
accessibility,
guidelines
and
operations
and
policy
whenever
possible,
but
also
our
the
focus
of
this
commission
would
be
on
looking
at
issues
with
the
focus
on
living
wages,
quality,
affordable
housing,
homelessness,
individual
and
workforce
employability,
and
how
this
impacts
the
working
class
in
our
community.

So
this
was
kind
of
like
the
focus
in
our
mandate
and
as
part
of
that,
a
recent
stat
report
became
available.
As
we
all
know,
the
city
is
meeting
this
july
14th,
and
this
is
a
meeting
that
the
council
will
have
before
they
go
dark
and
reconvene
back
in
september.

So
here
about
four
years
ago,
the
redistricting
committee
recommended
increasing
council
member
pay
and
the
council
has
not
taking
action.
The
current
stipend
of
27
27
000
as
the
average
does
not
allow
most
residents
to
serve
on
the
council.
A

So
I
am
asking
the
commission
for
consensus
to
allow
me,
as
the
chair
as
the
new
chair
of
the
commission,
to
speak
on
behalf
of
the
commission
to
the
city
council
this
thursday,
in
support
of
increasing
council
member
pay
based
on
that
staff
report
that
was
made
available
to
all
of
us
today.

not
read
the
34
pages,
but
I
did
skim
the
first
several
pages
and
in
agreement
in
theory
with
the
proposal.

do
think
our
council
puts
in
a
tremendous
amount
of
hours
and
shares
a
financial
burden
unless
they're
wealthy.
Maybe
we
can
make
the
salary
optional,
there
might
be
wealthy
council
persons
that
would
opt
out
of
the
salary
situation,
but
I
would
I
would
like
to
support
what
they're
doing
again.
It
would
be
nice
to
have
had
a
little
more
time
to
digest
everything,
but
I
don't
think
that
would
prevent
me
from
supporting
your
making
comments
on
thursday.

comment

that
report
is
it
also
talks
about
the
diversity
of
selecting
members
of
commissions,
and
obviously,
we're
very
well
represented
in
that
respect-
that
we
do
have

diverse
group

commissioners
and
human
rights
commission,
so
that
was
that
was
some,
definitely
something
that
I
felt
it
was
important
to
mention
as
well
to
continue
to
do
that.

is
exactly

thinking
when
I
was
able
to
also
kind
of
skim
through
the
report
and
bring
this
to
everyone's
attention,
because
I
think
that's
going
to
be
a
very
important
part

commission.
Moving
forward
as
commissions
are
reshaped,
as
we
all
know,
right.

think
we
need
to
ensure
that
we
put
parameters
in
place
that
allow
the
strongest
and
smartest
people
in
town
to
run
for
these
spots,
because
we
are
dealing
with
you
know
we're
a
small
city,
but
we
have
a
significant
budget
and
if
it's
not
well
managed
it
can
go
south
in
a
hurry
so
in
to
the
extent
that
it
is
expected,
it
would
make
more
qualified
people
willing
to
run.
I
think
that's
an
important
point
to
consider
as
well.

situation,
that's
a
little
similar
but
different,
because
the
upcoming
council
meeting
has
an
agenda
item
on
on
around
reproductive
rights
of
women
and
and
choosing
to
to
identify
our
city
as
a
safe
place
for
abortion.

me,
I'm
I
have
a
little
bit
of
a
rub
here
too,
because,
as
a
as
an
individual
citizen,
I
have
no
problem
with
what
I
will
say
and
what
I
will
support.
And
yet
I
see
this
as
a
huge
human
rights
issue.

place

the
expectation
of
our
commission
with
regard
to
something
that
is
so
high
profile
and
so
obviously
human
rights
oriented?

not
quite
sure,
and
again,
this
is
a
pretty
fast
occurrence
as

we
haven't

leadership

the

meeting
regularly

discuss
issues
with
lgbt
our
lgbt
community
and
I
do
plan
to
attend
their
tentatively
scheduled
meeting
on
august.

18th
at

p.m,
at
the
police
department
training
center.

carrying
forward
that,
as
the
chair
of
the
commission

is
the
master
calendar
liaison,
which
was
our
our
dear
commissioner,
edward
ramaran,
and
he
is
no
longer
going
to
be
carrying
forward
that
that
responsibility.

like
to
open
it
up
to
all
commissioners
and
you
can
self-nominate
to
carry
that
particular
duty
of
keeping
up
with
the
master
calendar
liaison.

as
our
commission
engages
in
multiple
activities
and
events
throughout
every
month,
it
was
the
responsibility
of
this
liaison
to
keep
us
informed
of
the
events
and
activities,
but
as
well
and,
more
importantly,
about
the
events
that
the
commission
is
actively
participating
or
we're
taking
an
active
role
such
as
you
know,
pride
black
history,
month,
veterans,
day
parade
and
so
on.

is
the
main

providing
us
with
what
the
human
rights
commission
will
be
doing,
for
that
particular
event
how
we're
going
to
be
participating
as
well
as
keeping
us
informed
of
other
important
events
and
holidays
that

events
we're
a
part
of
how

they
to
find
out
what
events
the
commission

going

I'm
oversimplifying

make
sure

we're
signed

of
course,
informing
the

commission
way
in
advance

that
we

get
volunteers
to
help

both
marching
in
it
as
well

tabling

it
comes

a
certain

could
do

is

I
also
would
think
that
there's
other
resources
we
can
look
at
if
there
we
know
of

event,

commissioner,

you
hear
of
an
event
that
you
think
might
be
relevant
to
the
human
rights
commission.

church
or
synagogue
or
a
mosque,
and
you
hear
of
something-

hey:
wouldn't
it
be
nice
if
the
human
rights
commission
participated,
bring
it
to
my
attention

we

discuss
it
and
maybe
do
something
with
it
as
an
event.

had
a
meeting
last
week,
wednesday

the
cultural
affairs
committee
and
just
talked
about
the
fact
that
we've
had
a
little
bit
of
sputtering
getting
started
as
a
group
and
getting
our
consultants
understanding
exactly
what
their
role
is
and
confirming
dates.
And
basically
they
asked
all
the
members
for
rededication
to
the
cause
and
a
redefinition
of
the
cause,
and
I
think
I'm
I'm
hopeful
that.

that's
the

anyone
wants
to
get
assigned
to
cultural
affairs.

affairs

job

hear
much
from
it

an

my
time
being
on

events

diversity

would
have
something
like
hispanic
heritage
month,

be
a
cultural
celebration.
If

would
have

black
month

of
a
cultural
event
and
as
as
we
move
forward-

we
know

this
community
is
becoming
very.

of
a
lot
of
cultures
and
there

lot
of
events
celebrating
the
differences
in
culture

how

cultures
impact
our
community.

think
that
that
would
be
worth
bringing
to
the
commission
and
bringing
us
an
update.

that
would
report
out,
maybe
we
need
to
look
at
what's
really
viable
with
the
six-member
human
rights
commission
going
forward
and
maybe
compress
some
of
these
into
single
kind
of
subcommittees
with
you
know
one

two
commissioners

it
that
would
report
out
as
necessary.

just
thinking
off
the
top
of
my
head.

is
one
of
those
legacy
subcommittees
and
it
since
it
doesn't
have
a
commissioner
attached
to
it.
We
can
we,
I
guess
we
can
decide
as
a
group
that
we
we
will
no
longer
require
to
report
on
cultural
affairs.

I
know,
we've
done
reports
and
and
proclamations
for
certain
heritage
months,
like
I
think
you
wrote
one
for
hispanic
heritage
month,
and
I
know
it's
not
exactly
master
calendar
but
from
what
I've
seen
it
does
kind
of
feel
or
from
what
you've
explained
it
to
me
and
then
what
we've
seen
with
master
calendar
in
the
past
year
or
two.
It
does
kind
of
resemble
that
I
think
the
only
difference
is
under
cultural
affairs.
We
have,
we
do
have
those
proclamations,
written
and
read
during
that
month,
depending
on
what
the
month
celebrates.

don't
really
know
it's
just
I
don't
have
much
of
a
like.
I
don't
have
much
advice
or
any
or
anything
like
that
or
like
a
suggestion,
but
I
I
do
think
that
that
is
something
to
think
about.

there

large

feel
like
there
is
a
big
resemblance
between
the
two
of
them,
at
least
from
what
I've
seen
and
obviously
I
don't
know
everything,
so
I
wouldn't
say
that
they're
the
exact
same,

way

rob

it
before
he
did
kind
of
cover
that
you
know
I
feel
like
he
did
go
into
the
cultural
affairs
process
of
going
into
depth
about
the
master
calendar
and
talking
about
it
a
little
bit.

I
don't
know.

his
their
job,

that
is
definitely
what
I've
seen
so
far.
Personally,.

sense
right
now,
listening
to
all
of
the
things
that
have
to
be
decided
and
the
things
that
have
been
decided
for
us,
like
a
minimal
commission
size
and
things
of
that
nature
and
trying
to
adhere
to
our
to
our
mission
statement
and
the
things
that
are
important
and
our
goals
and
objectives.
I
think
a
retreat
for
this
commission
is
is
well
overdue.

Both
the
opportunity
to
describe
functions
of
certain
committees
and
expectations
were
less
people
now
and
we
need
to,
I
think,
make
decisions
about
the
best
coverage
that
we
can
apply
again,
prioritizing
the
city's
goals
and
things
of
that
nature.
I
feel
like
there's
a
lot
of
things
in
flux
right
now
and
that
it
would
be
hopefully
wise
for
us
to
sit
down
face
to
face
if
we
could,
if
people
are
not
opposed
or
it's
not
illegal
and
kind
of
figure
out
what
we
plan
to
do
for
the
upcoming
year.

that's
I.
I
think
it
would
resolve
a
lot
of
the
the
issues
that
we
have
during
our
meetings
that
we're
trying
to
piecemeal
and
explain
things
in
a
you
know
a
vacuum.
So
that's
just
a
suggestion.
I
don't
know
again
how
everyone
else
feels,
but
I
would
love
to
be
able
to
sit
down
and
go
item
by
item
group
by
group
and
see
who's
doing
what
and
what
are
we
looking
at
for
the
future
as
a
measurable
goal
and
objective
thanks.

item
has
been
on
our
agenda
for
as
long
as
I've
been
on
the
commission,
and
I
agree
with
commissioner
andrade
that
it
would
be
helpful,
I
think,
for
us
to
meet
face-to-face.
I
really
enjoyed
meeting
with
everybody
at
the
city
dinner
that
we
went
to
the
other
evening
and
jay.
Can
you
tell
us
if
in-person
meetings
are
allowed
at
this
point.

believe
in
person
meetings
can
be
held,
but
I
have
not
gotten
an
update
on
the
regular
commission
meetings.
So
if
you
want
to
hold
a
special
commission
meeting,
I
think
that's
fine.
However,
you
wish
to
proceed

that,

understanding
is
the
you
know
the
the
we're
still
shooting
for
a
hybrid
with
having
zoom
be
an
option
as
well
as
in
person,
but
that
we
don't
have
enough
rooms
to
do
that
for
all
the
conditions.

need

try

accomplish
in
restructuring,
but
I
also
feel
we

hear

city
council
jay
on
what
is
going
on
with
that
staff
report
that
was
distributed

the
commissioners
after
the
june
21st
meeting,
because
several
challenges
in
that
step.

staff
report
speak
to
boards
and
commissions
having
consistent,
you
know,
roles
and
bylaws
and
practices
and
templates
and
a
lot
of
things
that
would
really
help
us
do
our
work
and
yet
I've
not
heard
from
the
city
manager
or
anyone
what's
going
on,
except
for
the
reduction
in
commission
size
to
five
members
through
attrition.

am
respectfully
requesting
either
we
hear
from
the
city
manager
at
a
future
commission
member
on
what
is
happening
in
terms
of
those
other
challenges
that
were
outlined
very
clearly
in
that
staff
report
of
april
21st,
2022
from
city
manager

the

department

stress
that
the
suicide
rate
among
veterans
is
too
high
and
they
still
those
who
need
help
should
contact
the
va.

I've
been
holding
this
for
several
months,
but-
and
I
don't
even
remember
when
it
was
announced,
but
the
va
loma
linda
healthcare
system
opened
a
new
state-of-the-art
primary
care
facility
in
palm
desert
and
veterans
now
have
access
to
primary
care.
Behavioral
health,
telemedicine,
preventive
medicine,
neurology
infectious
disease,
lab
audiology
services
and
many
more
other
services
clinic
serves
veterans
from
eight
to
five
pm
monday
through
thursday
and
eight
to
two
thirty
pm
on
fridays
and
veterans
can
enroll
at
the
palm
desert
va
clinic
and
schedule
appointments
through
the
central
appointment
line.
