An
analysis

proposed
materials

it
relates
to
the
Coachella
Valley
Water,
District's,
lush

efficient
guidebook.
So
most
of
those
materials
that
were
selected
do
are
in
fact
within
that
book,
and
so
they
are
appropriate
for
the
proposed
or
for
the
desert
environment.

back
to
the
site
plan
real
quickly,
the
staff
port
noted
that
they
would
be
installing
solar
carports,
and
that
is
actually
not
going
to
be
the
case
from
discussions
I've
had
with
the
applicant.
So
what
staff
will
be
evaluating

the
proposed
trees
is
that
the
project
is
in
conformance
with
the
city's
parking
lot
shading
requirements.

one
thing

we
would
have

verify
as
a
part
of
the
final
landscape
plan
for
the
project
and,
generally
speaking,
the
proposed
tree
selections
that
they
have
selected
do
provide
adequate
shade.
Typically
so
Palo
Verde
trees
definitely
provide
large
canopy
areas
for
the
parking
lot
and
they've
selected.
You
can
see
here
on
this
plan,
those
within
the
parking
areas.

proposing
a
total
of
42
parking
spaces
on
the
plan.
The
part
of
the
hotel
hotel
rooms
by
themselves
would
require
30
spaces,
so
they
are
in
excess

parking.

adequate
parking
for
the
proposed
facilities
and
again,
some
more
renderings
of
the
streetscape
along
Palm
Canyon,
with
the
proposed
planting
materials
and

just
exhibit

plan

drive
accesses
off
a
Palm,
Canyon,
Drive

and
then
one
is
being
closed
and
the
other
one

remain
a
man
just
drink.

pool
equipment.
Is
that
because
of
that
equipment
need
to
be
set
back
or
what
would
the
setback
be
for
that
pool
equipment
from
that
Palm
Canyon
frontage
there?

of
engineering,
they
are
reviewing
this,
so
they
would
have
to
comment
on
that,
but
in
general,
as
far
as
how
check
in
and
how
they
were
reconfiguring
the
lobby
area,
we
felt
it's.
It's
probably
an
appropriate
removal
of
that
driveway
because
of
the
the
one
that
does
remain
does
still
have.
You
know:
check-in
parking
for
guests
with
access
directly
to
the
lobby,
and
then
they
would
proceed
south
and
the
interior
driveway
to
the
remaining
parking
or
to
the
parking
lot
down.

you
have

accessory
use

structure

as
a
parking
lot.
It
does
have
to
be
tied
to
the
primary
use,
which

this
case,
is
the
hotel,
so
they
would
not
be
able
to
keep

merger
would
be

engineering

tie

improvements

Mark
first
met
with
the
city
on
this
project.
Back
in
May
of
2018,
there
were
a
few
issues
back
and
forth.
Engineering
and
such
that
were
worked
through
mark
purchased
property
in
June
of
this
last
year
and
himself
when
the
architects
have
been
working
ever
since
on
this
renovation,
and
several
issues
were
drew
it
out
longer
than
they
expected
a
DA
issues,
access
issues,
structural
issues,
things
like
that,
but
also
holding
the
integrity
of
the
building
and
being
from
the
50s
and
being
along
the
main
drag
of
North
Palm
Canyon.
I
Everyone
sees
it
coming
in
and
out
of
town.
They
really
wanted
to
keep
the
main
components
and
the
the
meat
and
bones
of
the
the
project,
and
so
that's
kind
of
what
they've
been
working
on
the
last
several
months
is
the
stone
to
remain.
The
windows
are
going
to
be
switched
out
like
for,
like
the
paint.
Colors
are
a
lot
of
the
same
paint
colors
and
in
the
same
tones.

Another
difficult
aspect
of
the
project
was
open
and
usable
space
by
the
hotel
guests,
so
as
the
property
was
originally
built
with
the
driveway
running
through
the
middle
of
the
project
and
the
way
that
the
property
is
built,
there's
not
much
space
to
capture
as
much
useable,
open
space,
and
so
that
was
the
reason
why
we
extended
this
wall.
And
so,
even
though,
were
adding
square
footage
by
extending
the
buildings
were
actually
increasing.
The
open
space
because
we're
converting
a
driveway
and
parking
spaces
to
usable
space
by
our
hotel
guests.
I
The
the
sign
being
proposed,
we
recognize
that
it
has
to.
We
have
to
have
a
separate
application
for
that.
We
wanted
to
show
to
the
committee
to
get
your
guys's
feedback
on
location
and
design
of
the
sign.
In
the
meantime,
to
respond
to
a
couple
of
the
questions,
the
pool
equipment
will
be
behind
the
pool
barrier
wall,
so
it
will
be
hidden,
and
on
top
of
that,
we'll
have
the
landscaping.
I
I'll
take
rest
for
a
second,
the
the
wall
that
goes
along
the
entire
frontage
in
North
Palm
Canyon.
It's
varies
between
one
feet
and
five
foot
setback
and
the
reason
for
that
was
so
that
we
can
get
a
landscape
buffer
in
there
in
between
the
wall
and
the
sidewalk.
So
beyond
the
pool
barrier
wall
for
the
pool
equipment,
there
also
be
some
landscaping
that
separates
the
sidewalk
from
the
wall.

The
lot
merger
is
submitted
and
is
in
is
in
the
midst
between
the
engineering
and
the
city,
and
we
expect
to
have
that
in
the
next
four
to
six
weeks
and
then
the
material
on
the
roof
it's
to
remain.
We
have
no
sort
of
issues
with
leaking
or
structural
issues
with
the
roof,
so
it
will
remain
in
and
what
it
is
currently
is
a
spray
foam,
and
that
concludes
the
presentation.

going

locking
pavers
to
meet
low-impact
development
requirements
and
then
the
existing
parking

believe
we're
going
to
just
repave
the
existing
asphalt,
so
the
existing
driveway
in
and
these
the
strip
of
parking
along
via
oliveira
would
remain
asphalt.

using

systems

forget

somewhat

different
building

breezeway.

we're
having
one
system
for
this

be
a
small
condensing
unit
right

landscape,

there

over
here
in
this
corner
that
feeds
the
cafe
lounge
and
kitchen

the
western
side

the
existing
building,
it
looks
like
the
north
from
from
being
up
the
site.
This
weekend,
it
looks
like

northwest
corner
of

building.
The
finished
floor
is
several
feet
below
the
alley
and
then,

you
come

the
alley,
those
windows
into
those
lower
floor
rooms,
somebody
could
literally
just
kick
the
window
open.

those
windows
going
to
remain
because
it
seems
like
all
those
are
rooms,
also
have
windows
facing
the
pool?

this
case,
via
Olivera
we've
been
able
to,
or
the
city's
requested
that
those
particular
areas
be
done
in
favors,
to
create
a
more
decorative
effect
and
to
soften.
You
know
the
hardscape
of
it

something

it's
allowable
in
this
area,
I
thought
is,
is
that
they
mentioned
the
pavers
in
the
rear
parking
lot.
But
this
one
to
me
is
almost
more
visible
and
would
be
a
good
candidate
to
have
pavers,
and
even
perhaps
some
cutouts

think
that
one
rendering
that
you
had
just
had
a
it's
at
page

you
know
when
they
do
look
at
relocating
the
trash
enclosure.
Again
it
just
seems
like
the
northwest
corner
in
the
southwest
corner
might

good
locations
or
candidates
for
some
other
type
of
tree
form,

long

with
the
powerlines,
but
just
something
to
get
some

removal
of
the

first
driveway
approach
that
they

talking
about
it
can
be
done.
It's
going
to
be
done
through
Caltrans
Caltrans
is
highway
111,
so
they
do
have
to
go
through
that
process
of
the
state
to
have
that
removed,
which
is
a
it's
a
little
daunting
to
to
get
that
done,
but
they
will
have
to
do
that
through
them
after
we
replace
per
their
standard
and
the
new
parking
lot.

Typically,
you
want
a
entrance
off
of
Palm
Canyon
into
the
new
parking
lot,
but
because
of
the
Caltrans
difficulties
in
getting
that
done,
we
actually
felt
it
was
a
better
access
off
of
the
alley.
Our
code
allows
the
access
off
the
alley.
In
fact,
our
code
states
that
the
access
should
be
off
of
a
secondary
street,
not
a
primary
or
Mage
major
thoroughfare.
So
it's
actually
a
better
circulation
for
us
for
have
them
improve
the
alley.
Take
the
access
off
the
alley,
rather
than
dealing
with
another
curb
cut
with
Caltrans
yeah.

right-of-way
for
any
alley

the
city
streets,
typically
or
20
feet.
We
don't
have
very
many
alleys
in

city,
but
the
ones
that
we
do
are
typically
twenty.
What's
there
now,
I
think
that
building
is
right

property

not,
maybe
a
foot
off
of
the
property
line,
we
will
need
all
of
the
right
away
necessary
in
there
to
complete
those
improvements
of
that
alley.

you're
to
a
driveway
access
is
24
feet.

suggestions

made

them
was
they
may
possibly
have
to
redesign
some
of
the
curb
and
gutter
there
to
get
away
from
the
approach

design

wedge
curb,

and
by
putting
in
a
wedge
curb
it,
eliminates
the
approach
and
gets
the
parking
lot
a
little
flatter
to
meet

little
bit
of
design
work
that
needs

be
done
there
along
the
escuela.

area-

adjacent

doing

time,
it
feels
like
there's
a
couple
of
places
where

could
use
a
bit
more
buffer
of
landscape

right-of-way

are
the
places
where
it
has.

that

all
about
the

plan

kudos

design
team.

think

saw

deficiency
in
terms
of
the
parking,

lack
of
really
controlled
public
spaces
within
the
facility
and
encanta
made
it
work,

you
know
one
of
the
things
I'm
sure
you
struggled
with
it
as
it
doesn't
even
get
mentioned,
is
the
trapezoidal
geometries.

you're
turning

having
to
kind
of
negotiate

things

them

gritty

Canyon
I
do
like
the

forms
that
you're
going

you're
trying

create

rhythm.

problem
with
it
is
that
as
I
pass
along
Palm
Canyon,
there
is
I,
don't
see
any
other
properties
that
are
pushing
walls
and
things
this
tight
to
the
sidewalk.

on
the
landscape
plan.
You've
got
plants
called
out,
particularly
collie,
Andra
up
by
the
parking
lot,
but
you've
only
got
a
1
foot.
Planting
space
that
plant
will
not
stay
within
one
foot

tendencies

to
have
growth,
spurts
and
long
reaches
and
you're
going
to
be
intruding
into
the
sidewalk,
with
that
on
the
inside
you've
got
a
10-foot
planting
barrier
area
and
I
could
would
like
to
see
some
of
that
given
to
the
public
space.

building
is
what
it
is
and
that's
what
you
have
to
deal
with,
but
as
you
pass
down
to
the
new
areas,
you're
putting
up
five
foot
walls
periodically
which,

you
drive
down
and
read,
you're
continuing
that
hot
feel
versus
perhaps
matching
something
playing
off
the
front
with
shorter
planters
or
shorter
walls.
If
you
feel
that
there
needs
to
be
a
wall,
it's
wide
open,
it's
not
a
security
wall,
so
I
think
that
could
be
softened.

address
things

that
area
anyways
with
the
changes
for
the
shading
and
so

would
take
a
look
at
that
and
see
if
we
can
soften
up
some
of
that,

a
an
odd
triangular
corner
right

building

new
parking
lot
begins.
That
looks
like
it's
a
little
bleak.

other
minor
concern
is
got
a
where
the
Kamiya
cabanas
are.
We've
got
a
five
foot
setback
to
a
five
foot
wall.
I've
got
a
couple
feet,
then
you've
got
an
eight
foot
cabana
and
that
backside
of
that
eight
foot
Cabana
is
louvered
and
there
is
some
lance
landscaping
drawn
in
the
drawing.
But
I
can't
tell
what
the
plants
are.
I'm,
not
sure
exactly
things
aren't
called
out
clearly
and
I'm,
not
quite
sure
what
it
what
is
going
on
right
in
there.

this
is
where
it's
low
is
right
here,
yes,
so
Northwest
there
may
be
rather
than
removing
them.
There
may
be
some
something
else
that
you
can
come
up
with.
That
provides
a
better
sense
of
security
because
they
are
right

great

there's
any
opportunity
for
any
vine
pockets
or
anything
along
the
alley,
I
think
that
would
be
a
tremendous
help.

I
think
that

idea

some
metal
trellis,

plants

go
on,
would
be
great
along
the
west
side,
but
I
think,
maybe
even

importantly,
along

south

It's
such
a
stark
facade
now,
and
you
really
see
that
as
you're
approaching
this
building
driving
north
on
Palm,
Canyon,
Drive,
so
I
think

enhance
that
elevation
and

soften
it
could
be
a
real
bonus
for
you.

also
noticed
on
the
drawings.

fascia
of
the
new
building
is
specifically
called
out
as
a
metal
fascia,
but
then
on
the
m2
on
the
materials
list.
It's
called
out
as
a
painted
wood,
fascia
I
think
the
metal
fascia
is
kind
of
out
of
character
with
the
rest
of
the
building.
With
all
these
existing
wood
fascias
that
we
have
and
a
fascia
discussion
brings
me
to
my
biggest
comment,
and
that
is
that,
on
the
existing
building
the
existing
office,
that's
glassed-in
on
three
sides
and
reaches
right
up
to
intersect.

That
sloping
roof
is
such
a
cool
little
space
and
it's
totally
gone
away.
When
you
put
this
heavy
fascia
coming
along
the
new
addition
and
extending
that
all
the
way
to
the
end
of
the
new
bar
I
think
a
couple
things
I
think
the
new
fascia
is
way
too
heavy.
If
you
look
at
all
the
other
fascias
and
all
the
other
buildings,
it
looks
like
they're
about
12,

thick

I
think
our
our
list
of
comments
is
that
the
landscape
plan
needs
to
be
something
that
we
can
read
more
clearly
to
see
the
sizes
and
placement
of
the
plant
material
to
see
a
lighting
plan
that
shows
us
lighting
on
all
the
parking
areas
to
get
a
final
resolution
of
the
material.

used
on
the
surface
of
the
parking
areas
on
the
building.

wall,
placement
and
setback
along
Pam
Canyon,
as
it
relates
both
the
planting
pockets
between
the
wall
and
the
existing
sidewalk
and
the
location
and
size
of
the
pool
equipment
enclosure.

enclosure
is
much
larger
than
two
swimming
pools
would
need,
