people

Commission
fulfills
of

think
vital
role,
particularly
in
our
diverse
society

Palm
Springs,

Coachella
Valley,
and

capacity

to
the
Commission

number

things,

venturing
into
areas

business
attraction

expansion.
Some
of
the
industries
that
help
drive
Palm
Springs,
such
as
hotels
and
you'll,
see
and
on
the
city
council
agenda,
is
there
will
be
Hotel
incentive
programs
that
come
forward
to
bolster
the
revenues
for
the
city,
but
it
also
involved
with
providing
housing
programs
outreach
to
educate
the
community
through
some
of
its.
We
are
now
taking
on
the
sustainability
Commission.

efforts
to
engage

community
with
those
types
of
issues
and
sustainability,
again,
affordable
housing,
economic
development
and
community
development.
An
area
we
haven't
really
looked
at
that
may
fall
into
the
purview
of
one
or
the
other
commissions
is
Workforce
Development.
That's
something
that,
as
we
bring
in
businesses
in
specific
industries
that
are
most
likely
to
do
well
in
the
Palm
Springs
area.
What
are
the
job
opportunities
for
local
residents?
So
as
we
develop
some
of
those
we
hope
to
expand
some
of
the
activities
that
were
involved
with.

assignments
took

affirmatively
approved
moving
forward

working
through
the
city
manager's

meetings
of
the
two
subcommittee
members
and
the
two
council
members
appropriate.

council
establish

a
broader
agenda

consider
alternative
recognitions.
There
was
a
survey
that

completed
of
the
two
neighborhood
groups
that
are
impacted
by
this
name
change
and
it

mixed
views

there's
a
South
34th
Street
in
the
city
and
which
is
the
only
numerical
street
number
that
we
have
in
the
city
and
the
thought
was
possibly
to
look
at
the
Gaming
of
that
Street
and
fortunately,
there

commercial

residential
addresses
on
that
particular
Street.

we
move
forward
with

City
Council
and
giving

thoughts

certainly
this
is
a
man

deserves
recognition
in
our
community.

already

partial
recognition
and
it
just
seems
like
we're
moving

right
direction.

know
who
he
was

I
think
that's.
The
goal
of
the
discussion
around
this
is
to
make
sure
that
people
knew
who
he
was

we
get
there

a
little
additional
history,

where
are
we
for
quite
a
few
years
the
the
Commission
really
served
a
purpose
of
creating
creating
educational
opportunities
and
inviting
members
from
the
community
to
come
into
the
Commission
and
brief
a
variety
of
different
topics
of
backgrounds.
A
lot
of
different
topics
were
selected
through
the
course
of
the
year,
and
there
was
a
general
feeling
that
were
creating
a
sense
of
Education
or
we're
delivering
on
this
mission
of
educating,
but
we're
educating
people
that
are
sitting
around
this
table.

All
this
effort
and
energy
and
asking
people
to
come
in
and
to
to
share
their
organization's
story
in
history,
really
is
falling
on
just
a
few
years
and
not
the
community
as
a
whole.
So
we
really
were
not
achieving
our
mission
of
really
helping
to
promote
the
diversity
within
the
the
city
of
Palm
Springs.
So
last
year
we
shifted.

We
took
that
concept
and
shifted
into
picking
four
core
areas
or
three
core
areas,
and-
and
we
focused
on
those
core
areas
through
the
year
and
then
created
at
the
end
of
addressing
those
core
areas
of
homelessness.
This
risk
relations
are
race.
Relations
and
human
trafficking,
once
each
one
of
those
segments
was
done,
then
a
report
was
to
be
put
together
and
then
submitted
to
Council
with
our
learnings.
So
we
were
able
to
share
with
City
Council
and
provide
any
additional
knowledge
and
education
that
we
gained
through
that
process
and
I.

City
of
Palm
Springs
doesn't
have
one,
but
that's
a
great
subject,
and
it's
a
great
topic
where,
as
a
commission,
we
can
address
a
legislative
issue
working
closely
with
Council
who
can
really
bring
something
forward
and
affect
affect
our
community
overall
and
and
work
hand
in
hand
with
council.
So
and
that's
just
one
I
did
I
think
you
know
if
we
brainstorm
after
learning
from
Council,
where
can
we
help
them?
Most
I
think
we'll
find
our
time
being
better
spent.

Springs,
a
library
and
it
was
pretty
well
attended.
But
but
part
of
our
purpose
was
the
the
edge
educational
piece
which
is
really
important,
because
if
we
can't
change
anything
if
we
don't
educate,
but
it
was
also
to
try
to
get
people
in
at
a
time
that
maybe
they
could
come
and
learn
about
about
this
mission
and
that
there
are
people
out
there
trying
to
work
in.
I
By
our
streets
has
been
known
with
the
care
program,
the
riverside
care
program
on
elder
abuse.
This
is
a
issue
that
we
need
to
address
as
Human
Rights
Commissioners
I
have
also
some
handouts
to
pass
on.
As
commissioner
comments,
I
did
attend
the
raft
foundation,
Economic
Opportunity
network
for
nonprofits,
that
is,
regarding
the
block
grants
that
are
going
out,
advocating
and
collaborating
with
stepping
stones
to
help
I
use
to
finish
that
GED.
So
I
have
right
now.
I
had
three
students
who
are
visually
impaired,
who
are
furthering
their
education.

We
have
some
good
news
to
report.
I'm
sure
you've
all
heard
that
the
well
in
the
desert
has
opened
the
cooling
center
specifically
for
homeless
people
on
four-for-one,
Calle
and
cilia.
It
was
a
jaw
the
conditional
use
permit
was
adopted
by
the
City
Council
and
approved
so
I
have
some
numbers
for
you
for
the
first
week
of
operation.
These
just
came
out
from
well
in
the
desert,
so
they
opened
July
3rd
2017.
They
had
a
grand
opening
which
was
well
attended.

Our
task
for
homelessness
task
force
hasn't
met
again
and
we
had
met
in
June
and
I
reported
about
that
meeting
last
month
at
this
commission
and
then
our
next
meeting
is
August
but
I
believe
that's
when
council
is
dark,
so
I
don't
think
we
have
a
date
for
that
meeting.
So
I'll
report
back
at
our
September
meeting
what
happens
over
the
summer.
It's
too
bad
that
we're
the
count.
The
task
force
is
only
meeting
every
other
month.
It
would
be
nice
to
have
some
ongoing
reporting
as
we
go
through
the
summer.

thing
really
turned
at
the
Planning
Commission
meeting,
where
they
were
where
there
was
some
opposition
from
local
businesses.
But
what
return
and
I
think
it's
a
real
important
turn
is
that
the
response
back
to
those
businesses
was
how
can
we
help
you
and
I
was
so
impressed
with
that
response?
I
was
from
Arlene
and
responding
to
folks,
who,
quite
frankly,
were
not
fully
supportive.
It
really
changed.

The
whole
complexion
of
the
issue,
and
now
the
well
is
hearing
from
businesses
in
the
area
asked
how
they,
in
turn,
how
they
in
turn,
can
be
helping
to
support
and
well
I'll
call
out
the
Palm
House
there's
one
example
might
be.
They
are
now
recognizing
what
a
positive
difference
is
making
for
their
business
and
so
they're
now
calling
on
the
well
to
help
them
when
they
have
occasional
issues
as
opposed
to
the
old
traditional
way.
So
a
lot.

people
who
don't
know
the
well
in
the
desert,
has
operation
well
assist
which
assists
businesses
and
they'll
actually
come
out
and
talk
to
people
if
there
are
homeless
people
on
on
a
site
of
a
business
and

well

go
out

assist
and
try
to
bring
people
to
the
cooling
center
or
other
services,
and
the
well
is
also
continuing
doing
mobile
showers
and
all
those
other
services.
So

maybe
I
sit
on
that
committee
as
well,
as
has
been
on
the
committee
last.
The
last
meeting
was
was
an
interesting
meeting
where
we
tried
to
focus
one
of
our
core
areas
of
emphasis
with
the
police
department
is
in
their
hiring
practices
and
trying
to
make
sure
that
that,
as
we're
hiring
and
we've
gone
through
this,
this
surge
of
hiring
staffing.

That
staff
is
representative
of
our
community
overall
and
that's
so
important,
not
just
from
a
diversity
standpoint,
but
from
having
representation
of
both
from
male
and
female
and
LGBT
and
and
all
members
of
our
community
being
represented
on
the
police
department
and
because
we
believe
firmly
that's
progress
begins
and
we
need
to
take
those
small
steps
forward.
So
a
lot
of
encouragement
there
not
a
lot
of
outreach
being
done
to
some
some
core
areas,
specifically
talking
to
the
LGBT
community.

We,
the
police
department,
sent
the
ordinance
with
a
request
for
review
to
the
City
Attorney's,
and
the
city
attorney
had
come
back
and
suggested
that
it
that
the
police
department
not
enforce
the
nudity
ordinance
as
it
currently
is
written,
because
it
is
really
not
something
that
could
sustain
itself
in
in
court.
Today.
It
was
written
in
the
early
90s
and
the
the
vagueness,
with
what
Jed
has
written,
certainly
would
not
apply
to
the
situation
that
the
officer
was
presenting
it
at
the
Equality
rally.

So
I
guess
it's
a
small
win
that
that
the
policy
and
officers
starting
last
week
we're
being
directed
to
not
enforce
the
nudity
ordinance
with
the
city
of
Palm
Springs,
which
is
good.
We
don't
want
police
officers
enforcing
an
ordinance
that
is,
is
not
clear
and
and
that
people
do
not
understand,
especially
if
it's
not
going
to
withstand
itself
in
the
court
and
if
the
judge
isn't
going
to
support
a
police
officer
citation,
we
certainly
don't
want
citizens
and
police
officers
butting
heads
against
each
other
for
no
reason
whatsoever.

that's
great
and
let's
leave
it

have
that
be
on
the
agenda
for
the
retreat,
because
it
would
be
great
cuz.
We
got
some
feedback
as
we
went
through
the
year
about
what
we
can
and
cannot

terms

press
releases

information
about
events
that
are
from
the
city
right.

wanted
to
spread
the
word
on
social
media,
about
our
events,
to
increase
the
tenants,
and
so
we
talked
a
little
bit
about
it.

school's

think
that
probably
explains
why
our
students
are
with
us
today,
but
for
our
new
commissioners,
the
Human
Rights
Commission
is
the
only
Commission
with
the
city
that
has
student
representation.

proudly
boast

students
that
normally
participate
as
as
part
of
this
body,
invite
their
voice
to
be
heard
at
the
table.

one
thing

friend
told
me
a
politician
from
back

Francisco

told
him

I
had
this
opportunity
and

excited
and
the
advice
that
he
gave
to
me
made

lot
of
common
sense.

gave

the
idea
to
think

unique.
We
don't
have
to
do
everything
that
everybody
else
is
doing,
but
it
would
be
fun
for
us
to
be
aware
of
all
the
other
cities,
not
all
of
them,
but
a
lot
of
them,
and
maybe
if
we
could
do
some
sort
of
a
awareness
or
report
I,
don't
want
it
to
be
too
structured.

we
knew
different
things
that
were
happening
in
different
communities
across
the
United
States,
some
things
might
be
beneficial
to
us.

things,
maybe
not,
but

don't
know
if
that
would
fit
somewhere
in
the
structured
agenda

it's

we
want
to
pick
a
city
each
and
maybe
each
meeting
just
a
five
minute
to
minute
recap

Seattle's
doing

Chicago's

joined

organization
of
Human
Rights
Commission's,
our
committees
for
the
United
States,
so
we
just
joined
that
association
last
month,

source

learning

bringing

the
information
forward.

gathering

neighborhood
organizations

lot
of
these
very
topics
come

basically
what
that
means
I
was
not
part
of
the
delegation
this
year,
but
we
do
have
the
delegation
that
1ps
who's
come
back
with
a
boatload
of
insights
from
other
cities.

plug

otherwise

that
they
have

related
to
those
human
rights

as

said,
the
Commission
recently
joined
the
California
Association
of
Human
Relations
organizations,
and
it
gives
us
an
opportunity
to
network
and,
like
you
had
said,
ideas
that
could
be
replicated
right
here.
So
that'll
give
us
an
in
to
see
how
other
cities
are
interacting
and
what
we
can
be
able
to
improve
upon.

to
to
Jim's
point
about
1ps,
we
do
receive
complaints
of
concerns
possible
mediation,
but
of
recent
days
it
has
been
more
discrimination
and
outright
hate
messages
and
I
did
turn
to
ps1
the
staff,
as
well
as
the
individual
neighborhood
organizations
and
their
leadership
joining
with
the
police
department
and
addressing
a
couple
issues.
So
you
do
have
interactions,
and
you
know
when,
when
everyone
knows
what's
going
on,
it
creates
a
better
community
and
you're
not
going
to
look
and
the
numbers
are
greater.
So
we
are
having
those
types
of
interactions,
a
lot
of
the
time.

Individuals
don't
wish
for
their
complaint
to
be
made
public,
but
we
do
make
contact
and
ask
if
they
would
want
to
mediate
with
the
other
party
and
too
often
there's
not
a
receptiveness.
So
the
only
alternative
they
have
is.
If
there's
a
network
of
people
that
can
kind
of
be
supportive,
so
you've
served
in
that
capacity.
This
past
year,
you've
pretty
active
and
having
public
presentations
participating
in
parades
and
exhibits,
but
there
was
definitely
a
need
to
maybe
strengthen
your
your
outreach
materials
and
that's
what
Sam
had
some
suggestions
that
we
can.

of
that,

That
too,
is
that
the
paperwork
that
we
had
in
the
pamphlets
that
we
had,
some
of
them
were
getting
older.

most
popular
one
was
always
on
elder
abuse,
and

we

things

to
date
and

think
that
that's
where
talking
to
other
age.
