a
statement
for
the
Ruth
Hardy
tennis
community.
In
total
transparency
I
did
not
write.
This
I
was
emailed
this
and
asked
if
I
could
come
to
the
meeting
and
read
it
so.
The
City
Council
is
aware
that
this
group
has
spoken
at
various
City
meetings
over
the
last
12
months
and
that
the
Ruth
Hardy
tennis
park
community
supports
supported
the
pickleball
players
bid
to
convert
demuth
tennis
courts
to
pickleball
and
for
the
proposed
Sunrise
pickleball
Plaza.

So
from
December
to
May
the
wait
times
at
Ruth,
Hardy
Park
can
be
two
hours
plus
because
tennis
sets
are
longer
than
pickleball
games
and
we've
heard
regularly
that
visitors
are
looking
elsewhere
if
they
can't
play
tennis
on
a
daily
basis,
because
this
is
one
of
the
real
reasons
that
they
come
to
Palm
Springs
in
the
first
place
and
that
Ruth
Hardy
has
always
welcomed.

tennis

There
I
personally,
don't
even
try
to
go
there
during
the
March
tennis
tournament
that
takes
place
in
Indian
Wells,
because
there's
absolutely
no
way
that
I
would
ever
get
on
a
court,
but
that
that
two
weeks
is
phenomenally
bad
but
yeah
that
it
can
take
a
long
time
to
get
on
a
court
there.
So
there's
a
real
opportunity
to
create
a
world-renowned
pickleball
facility
at
DeMuth
and
enhance
and
protect
the
already
world-famous
tennis
facility
at
Ruth
Hardy,
which
is
unfortunately
heading
for
decline
because
of
overcrowding.

therefore
plead
our
case
to
take
a
slice
of
measure,

funds
and
city
budget,
to
extend
Ruth
Hardy
to
a
total
of
ten
courts,
which
is
still
substantially
less
than
the
pickleball
community
already
have
before
their
proposed
expansion.

the
long-established,
enthusiastic

Hardy

out
that
you're
building
a
new
park
downtown-
hopefully
that's
eight
million
dollars.
You're
talking
about
building
sunrise
Park
you've
spoke
about
building
restrooms
for
transgender
at
the
park.
I,
don't
I
mean
at
the
Swim
Center
I,
don't
no
gone
through
with
that
or
now,
but
you've.
Obviously,
tarped
talked
about
now.
As
far
as
the
old
parks
go,
Victoria
Park
was
build
somewhere
in
the
mid-60s
I.
I
Remember:
I
went
to
school
to
Vista
Del
Monte,
James
old
Jessie
same
thing
mid
to
late.
Okay,
when
you
built
Victoria
Park
when
Victoria
Park
was
built,
there
was
no
bathroom
when
you
built
dam
youth
park,
you
added
a
bathroom.
The
city
later
came
back
and
added
a
bathroom
to
dem
youth
to
Victoria
Park.
I
Now
the
history
on
the
park
at
James
old
Jessie
in
the
past,
the
elders
when
they
first
approached
the
community
did
not
want
the
bathroom
because
of
the
crime
and
whatever
else
was
going
on,
but
the
city
apparently
is
able
to
deal
with
that
now,
because
there's
talk
about
turning
Ruth
Hardy
bathroom
into
an
architectural
historical
thing.
So
that
means
the
city
and
the
police
department
were
able
to
curb
the
activity
going
on
in
that
bathroom.

So
there's
public
bathrooms
at
the
mute
there's
public
bathrooms
at
Victoria
that
are
somehow
secured
by
the
city
or
the
police
department,
just
trying
to
figure
out.
Why
there's
no
talk
about
a
public
restroom
exterior
public
restroom,
so
we
can
use
our
park
just
like
everybody
else.

Why
does
he
have
to
ride
three
boxes
on
the
scooter
to
go
to
the
bathroom
and
will
he
make
it
my
granddaughter

granddaughters?

can't
she
be
changed

a
bathroom

Victoria,
and
it
just
makes
me
feel
bad
that
the
only
community
of
color
that
has
a
community
park.

don't
have

place

go
to
the
bathroom
on
the
outside.

down,

weekends.

we

a
health
and
safety
issue
and
I'm
pretty

there
are
laws
regarding
public
restrooms
on
pub
property
that

public

a

restroom
at
a
public

one-year
wonderfully
happy
resident
full
time
resident,
Palm
Springs
and
one
of
the
reasons
why
I'm
very
happy
is
because
back
in
January,
I
started
playing
pickleball
and
I
want
to
thank
the
Commission
and
the
city
for
the
expansion
that
you've
done
out
at
DeMuth
Park.
It's
it's
a
wonderful
facility
and
I
really
appreciate
the
time,
effort
and
finances
that
went
into
supporting
that.

The
I've
got
a
rather
lengthy
list,
but
I'm
gonna
keep
it
short
to
the
items
that
I
think
are
more
of
a
safety
issue,
and
that
would
be
the
lights
that
are
there
at
on
the
courts.
Currently
I
counted.
Five
bulbs
are
out,
there's
also
a
number
of
old
bulbs
in
the
in
the
fixtures
compared
to
the
newer
bulbs.

There's
a
big
difference
in
light
output
and
also
the
glass
covers
over
the
light
bulbs
are
dirty,
so
I
think
that
some
maintenance
work
on
the
lights
would
make
it
far
far
better
force,
especially
for
the
safety
of
the
players,
because
when
you
start
playing
quickly,
balls
are
coming
at
you
and-
and
it's
tough
to
see
anything
especially
now
that
warmer
temperatures
are
here
we're
playing
later
at
night
fact.
Just
last
night,
we
had
about
15
people
out
there
at
9
o'clock.

other
item
is
between
the
the
new
courts
that
were
put
in
between
the
north
and
the
south
courts.
Instead
of
putting
a
chain-link
fence,
what
remained
is
the
was
the
previously
existing
tennis
net,
and
that
is
a
safety
issue,
because,
as
a
player
goes
back
for
a
shot
and
it
has
momentum
going
backwards,
then
tennis
net
does
not
provide
a
safety,
a
safety
barrier
and
and
the
person
could
easily
fall
over
the
net
and
then
perhaps
cause
injury.
So
those
are
the
two
main
items
strictly
from
a
safety
perspective.

first
of
all,
I
would
like
to
start
with
thanking
each
and
every
one
of
you
I
think.
Without
the
support
in
this
great
collaboration
that
we
have
created
amongst
the
city
and
the
school
district,
we
were
able
to
provide
the
data
that
I
can
provide
today.
So
one
of
the
biggest
things
I
can
tell
you
out
of
the
children
who
attended
this
past
school
year,
we
were
able
to
identify
two
children
that
are
now
part
of
our
special
education.

It
was
a
child
with
autism
and
child
with
speech
and
language
delays,
but
we
would
not
have
been
able
to
do
this
without
the
collaboration
that
we
were
able
to
do
with
the
city.
So
I
want
to
thank
you
for
that,
and
early
intervention
is
the
key
to
any
type
of
disability.
So
we're
able
to
identify
these
this,
these
two
children
that
really
needed
the
support
and
the
families
so
I
wanted
to
start
there
because
I
couldn't
have
done
this
without
your
support.

also
we
did
not
have
we
provide
mental
health
services
throughout
the
school
year
for
families
and
children
for
sunrise
there
were
no
referrals.
We
also
do
the
developmental
assessment,
which
is
the
ages
and
stages,
and
that's
how
we
start
identifying
children.
So,
at
the
beginning
of
the
school
year,
every
single
child
is
we
utilize
the
screening
to
assess
how
the
child
is
doing
and
that's
how
we
start
the
process
and
identifying
any
possible
disabilities.

were
not
fully
enrolled,
so
our
full
capacity
for
AMM
p.m.
it's
24
children
in
the
in
the
morning
and
24
in
the
p.m.
so
a
total
of
48
slots
are
allocated.
We
had
28
income
eligible
families
in
total
and
three
private,
paying
families,
and
that's.
We
ended
at
the
school
year
with
31
families
coming
through
the
sunrise
preschool.

there
any
questions

anything
that
I
can

with

The
part
of
the
process
we
contacted
many
families
to
see
if
they
were
ready,
I
part
of
the
process
was
we
started
late
November
first
was
day
one
when
it
was
licensed
and
open
so
due
to
that
they
already
had
found
either
different
preschools
or
had
decided
to
go
into
a
daycare
or
different
type
of
programs.
That
was
one
of
the
first
things.
I
believe
that
was
a
huge
impact.
We
start
enrollment
for
the
upcoming
school
year
on
on
March,
so
I
think
that
was
a
huge
impact
starting
so
late.

didn't
get
licensed
and
we
were
ready
to
go
until
November
first,
so
I
think
that
was
one
of
the
biggest
impacts.
We
also
are
doing
quite
a
bit
of
recruitment
for
this
upcoming
school
year,
so
I'm
hoping
to
see
our
numbers
increase
for
1920
MB,
at
full
capacity,
with
our
private
pain.
What
I'm
seeing
is
a
lot
of
families
right
now
coming
in
and
applying
in
private
paying
slots,
as
well
as
our
also
income
qualifying
families
and.

The
scale
has
also
changed
for
our
state
income.
It
has
changed
effective,
July
1st,
so
as
soon
as
that
is
instead
of
we
would
look
at
the
state
income
at
75%.
Now
we're
looking
at
85%
of
the
income
brackets
a
little
higher,
so
that
allows
additional
families
to
come
in
without
pain,
or
we
continue
the
scale
of
private
paying
slots,
but.

Know
I
appreciate
that
I,
what's
really
jumps
out
at
me,
is
that
there
are
children
that
are
being
identified
on
a
spectrum
that
wouldn't
normally
be
identified,
and
so
that
there's
special
opportunities
for
these
kids,

so,
if
it
is
weighing
out
to
be
almost
similar
with
just
a
slight
little
increase,
I
think
that
is
really
value-added
and
I'm.
Pleased
I
mean
I,
can't
imagine
that
these
kids,
how
long
it
would
take
to
get
them
into
programs
that
would
be
appropriate
for
their
learning
style.
So.

happens
when
we
identify
children
with
special
needs,
it
doesn't
mean
they
exit
out
of
my
program
in
preschool
is
that
we
provide
the
additional
support
that
is
needed
within
the
preschool,
if
is,
for
example,
speech
and
language,
the
speech
pathologist
will
go
to
the
site
and
provide
speech
therapy
on
the
site
for
autism,
depending
on
what
the
the
needs
are.
It
may
be
behavior
and
maybe
speech
so
depending
on
the
situation.
Whatever
we
specialist
comes
in
to
the
site
and
provides
the
services
there.

Commissioners,
any
questions
or
concerns,
so
what
we're
really
talking
about
is
we
went
from
the
tiny
tots
program
to
this
program.
It
seems
like
it's
plus
attendance
and
now
the
the
actual
financials
have
been
raised,
so
it
will
increase
the
number
of
people
who
have
an
opportunity
to
attend
correct.

the
City
Council
July
of
2018,
part
of
the
recommendation
was
that
the
program
would
come
back
to
the
parks
Commission
to
get
revalue
for
whether
we
continue
to
move
forward
with
the
partnership
or
whether
we
don't.

now,
because
I
do
I
will
have
to
write
a
staff
report
based
on
the
recommendation
of
the
Commission
okay.

it
take
to
go

higher

step

just
just

not
saying
that
we
can
do

if
part

the
recommendation
is
that
we
look

expanding

restroom

that
achieve
for
us
in
comparison
to
the
waiting
population
in
Palm
Springs,

Waiver
that
I
looked
at
and
which
was
granted
by
the
state,
was
the
restroom,
the
children's
restroom
waiver.
In
that
side,
the
classroom
there's
only
one
restaurant,
and
so
they
look
at
that
as
well.
How
many
sinks
are
in
the
classroom,
how
many
children's
restaurant
and
we
were
able
to
obtain
the
waiver,
but
it's
one
toilet
for
every
15
children?
So
that's
how
they
look
at
it.

forward

sure
that
everything's

the

handled

it
was
brought

my
attention
than
what
was
functioning

trying

addressed
that

helping

the
child's
needs.

every
single
lesson
plan
has
to
be
individualized.
Those
are
the
things
that
I
look
at
when
I
go
and
observe
the
classrooms

making
sure
that
all
documentation

quite
a
bit
of
suspense.

is
a
unique
opportunity.

proposal

assumption

was
an
alternative
to
that
activity.
So
if
you
guys
aren't
planning
on
charging
fees
at
the
muth
park
for
outdoor
pickleball,
then
the
proposal
should
be
withdrawn.

was
discussion
when
we
talked
with
you
about
a
new
employee
being
hired
and
perhaps
part
of
their
duties
would
be
collecting
pay-to-play
fees
at
demotes
and
that's
what
led
us
to
put
the
proposal
forward
because
we
thought
it
was
in
the
pickleball
community's
better
interest
to
take
that
activity
on
ourselves.
If
that's
what
the
city
was
going
to
do,
but
if
the
city
is
not
going
to
do
that,
there's
no
need
for
us
to
put
a
proposal
forward.

forward

haven't

here

enough

really
know
if
things

settled
down

do
get
the
few
calls

occasion

players
who
aren't

abiding

we
just
recently
did
was
passed
the
pickleball
and
tennis
tennis
rules
so
that
we
can
get
them
posted
on
on
both
courts
and
I'm,
hoping
that
that
will
take
care

some

those
issues

floor
space
to
then

be
able

exercise

that
you
can

and
compete,

I'm
not
comfortable
with

renting
any
public
facility

telling

people

live

comfortable

leasing

out
to

issue
that
we

different

other
cities
and
the
vast
majority

the
people
who
are
participating
in
anything
that
goes
on
in
the
public
parks
are
from
out
of
town
when
you're
compared
to
the
number
of
residents

significant
numbers
are
not
residents,
they're
people
from
other
other
locations,
whether
it's
in
the
valley
or
LA
or
other
places,
but
that's
all
separate
issue.

on

dive
in
movies
and
our

History
Month
parade

caliber

events,

that

can

community

it

offering
and
make
sure
that
they
know.

people
have
got

life

work,

tell

I've
never

much
fun
as

to

event

dying
to

swimsuit
but
I'd
love
to
be
there
to
see
that
event
and

subcommittee,

with
councilperson
cores-
and
there

couple

things

came
out
of
that-

next
agenda,
one
was
that
they
agreed
to
a
quarterly
meeting
with
us
either
attending
our
meeting
or
having
a
separate
meeting
with
this
small
group.

sit

delegation,

I'd
like

make
sure
that
we
don't
forget
about
that,
because
I
think
that's
actually
a
real
important
connection.

also
talked

They
said
there
is
a
City
Foundation.
At

meeting

talked
about
the
fact
that
there
is
already
a
501c3
that
can
take
money
and
donations
in
the
name
of
whatever
we
decide
as
policy
who
could
be
appropriate
if
somebody
wanted
to
donate
a
bench.
Trash
can
assign
a
tennis
facility.

led
to
people
not
acting
well
with
one
another
when
I
mean
by
that
is
they
were
sitting
on
nets
that
were
just
installed
or
doing
other
things,
I,
don't
think
it's
appropriate
and-
and
we
probably
just
need
some
signage
or

be
able
to
handle
it
and
second,
the
sewage
treatment
facility.

know
we've
talked
about
this
many
times
and
we've
had
them
come
over.

still
embarrassing

terrible

very
regular,

many
times

week,

they're
doing
something,
and

insects

those
facilities

DeMuth

times

been
people
that
I've
seen
leave
getting
sick.

something
has
to

multi
used.

up

definitely
ought
to

inclusive

support

the
restrooms

me
relate

at
the
dog
park
as

was
pretty
interesting

just
want

mention
one
thing:

left

meeting
early,

the
last
time
and

brought

up
the
city
clerk.

doors
lock
here

can't
get

City
Hall

we
can't

meeting

locked
and
sustainability
has

to
prop
open
the

find
out
when
that
is
because
it
makes
me
really
uncomfortable
if
we're
having
them
locked,

Hall
or
having

public
meeting,
because
everything
we
do
would
be

school

the

we've

forward

having

pickleball
courts

can
start
to
have
tournaments.

know

that
is

item,
or

how
we
bring
that
back
up,

don't
really
want
that
to
go
away.

it's
still
fresh.

worked

there

Great
events
happened
in
town.
The
summer
camp
were
getting
to
go.
That
was

fourth
year
I've

year,

been

that
one

going
up

route

leisure
center
and
go
up
to
James
Oh
Jessie.
The
enthusiasm
up.
There
was
really
exciting
this
year
and
I
think
that's
I
want
to
go
back
and
see
more
of
that,

time
goes
on.

really
wish
scheduling-wise.
This
is
one
of
the
difficult
things
we
moved
the
schedule.
We
end
up,
losing
people
and

rooms
not
filled

little
disheartening.
Is
you
lose
a
good
Commissioner,
but
you
didn't
gain
50
people
in
the
audience
that
you
know
wouldn't
have
come
anyway.

hopefully
we'll
continue

think

understanding
that
there

conversation
about
not
starting
till
after
five
o'clock,

it

put

hard

our
registration
numbers.
We
have
over
207
registered
campers
for
the
leisure
camp
at
the
leisure
center,
with
50
additional
camp
aides,

our
numbers

center

James
will
Jesse's
up
to
50
this
coming
up.
Friday
both
camps
together
will
be
going
to
take
a
trip
to
boomers
where
they
will
enjoy
rides
golf
carts
and
lunch.

movie
series
started
this
past
Saturday.
Our
next
one
is
July
20th
and
we'll
be
showcasing.
Wreck-It
Ralph,
Rex
breaks
the
internet
and
then
on
August
17th
will
be
showing
Aquaman.

fourth
of

event
is
coming

pool
party
starts

until

fireworks
are
