Thank.
B
C
The
record
chair,
Jake
way,
is
an
excuse
tonight
as
well.
A
Yes,
the
agenda
for
this
meeting
was
available
for
public
access
at
the
city
hall
bulletin
board
on
the
west
side
of
council

as
of
nine
o'clock
P.M
on
Thursday
May,
11th
and
posted
on
the
city's
website,
as
required
by
City
policies.
E
B
All
those
in
favor,
please
say
aye
aye.
Thank
you.
Since
this
is
a
public
meeting
audience
members
are
permitted
to
comment
on
any
issue.
That's
within
the
committee's
purview
comments
on
an
item
appearing
on
today's
agenda
are
made
at
the
time
the
item
is
presented.
If
you
want
to
speak
on
an
item
not
on
today's
agenda,
you
may
speak
now.
Each
speaker
will
have
three
minutes.
Is
there?
Do
you
have
anybody
in
the
waiting
room
to
who
wants
to
comment
on
an
item.
A
No
one
has
no
one
has
raised
their
hand
or
indicated
that
they
wish
to
speak.
Okay.
B
Thank
you.
So
then
we
will
proceed
to
the
meeting
notes
of.
Let
me
just
see
what
date
that
was
meeting
notes
of
April
17
2023.
Do
we
have
any
revisions
from
the
committee.
B
Now
we
will
move
on
to
new
business,
which
is
item
number
two:
a
McGee
sharton
Architects
on
behalf
of
desert
Productions
LLC
for
a
major
development
permit
application
to
construct
a
10,
959
square
foot
Warehouse
facility
on
a
21
923
square
foot
undeveloped,
parcel
located
at
200
Oasis
Road.
May
we
have
a
staff
report.
G
I
typically
deal
with
the
historic
projects
within
the
city,
but
I
do
come
before
Arc
and
PC
with
something
projects,
but
seeing
you
all
for
the
first
time,
I'm
looking
forward
to
working
with
you
in
the
future
as
well.
The
project
before
you
today
is
address.
H
G
West
Oasis
Road,
it
is
a
project
for
the
development
of
an
agent
lawful
in
the
warehouse
structure.
The
applicant
has
been
working
on
anywhere
in
team
to
go
ahead
and
March
the
nourish
in
a
few
parcel
that
you've
seen
in
the
finish.
The
property
is
located
in
the
M1
Zone
district
and
it
has
a
missed
use,
travel
plan
organizations,
it's
also
part
of
the
College
art
specific
plan,
so
this
slide
shows
the
existing
condition
that
it
is
today,
and
you
can
see
this
lot
is
finished
between
two
developed,
a
commercial
industrial
properties.
G
G
The
Planning
Commission
has
reviewed
these
this
application
for
dimensional
performances.
With
the
code
we
haven't
continued
loss
required
to
request
an
A
M
approval
or
the
change
with
the
height
of
the
wall
that
was
located
in
the
front
yard
setback
that
has
now
been
approved
by
the
amm
issued
on
May,
the
2nd
for
a
walleye
of
five
foot,
four
inches
which
does
conform
with
the
zoning
code
standards
and
the
building
itself
is
a
one-story
taller
cross
structure.
G
G
The
proposed
Warehouse
is
approximately
10
959
square
feet.
As
you
can
see
a
side
placement
is
not
centered
on
the
lot,
but
slightly
skewed
to
the
east.
This
is
to
provide
for
parking
for
a
lot
this
size
and
they're.
Building
this
size.
The
requirement
for
parking
equals
to
14
operating
spaces.
The
applicant
is
providing
for
three
regular
parking
spaces
in
one
accessible
space,
so
we
are
meeting
the
requirements
for
parking.
G
In
addition,
there
are
requirements
for
shooting,
30
of
the
parking
area
must
be
shaded,
and
the
applicant
is
meeting
that
requirement
with
their
landscape
design.
G
G
It
is
based
off
of
the
alley,
so
there
should
be
some
absences
and
conditioning
thing
for
adequate
sizing
and
also,
if
you
develop
it
up
in
Bravo,
which
is
part
of
the
approvals
for
the
distribution
approvals
and
the
proposed
material
and
annotations
for
our
own
Airlines
and
the
orange
squares
communicate
where
we
even
get
home
equipment
will
be
located
on
site.
This
is
for
larger
equipments
that
needs
screening,
so
the
screening,
walls
and
accessible
doors
are
part
of
the
design
for
the
mechanical
equipment.
G
Composer,
so
the
class
B
assembly
roof
no
roof
analying
pad
insulation,
and
we
do
have
a
flatter
that
is
looking
towards
the
north
refrains
and
connecting
feathers
and
downspouts
have
been
shown.
So
all
of
that
will
drain
on
the
North
side
or
the
currently
alley.
G
The
provided
renderings
show
the
warehouse
with
the
proposed
exterior
building
materials,
as
you
can
see
here,
the
siding,
The
Little,
Garage
Door,
and
things
about
the
windows
they're
all
out
of
material,
that
is
metal,
which
is
expert,
has
to
be
durable
for
our
dry
desert
conditions.
The
surrounding
walls
will
be
constructed
with
CME
blocks.
All
of
these
material
choices
are
typical
of
the
context
of
and
as
well
as
the
durability
for
the
Eastern
Living
Desert
environment.
G
The
overall
building,
as
you
can
see,
is
a
lighter
color
and
they
do
use
the
dark
Grays
of
access
for
the
overall
masking.
This
does
help
break
up
the
monotony
of
the
masking,
and
it
also
creates
some
articulation
and
character
to
the
assads.
You
can
see
them
being
used,
particularly
on
this
lot
that
have
with
Street
breakfast
then
we'll
move
on
to
the
elevations.
G
The
South
and
North
elevation
is
one
of
the
ones
that
now
that
student
classes,
the
South
elevation
and
being
from
westerlies
of
Road
and
the
rear
the
Northeast
route
in
from
the
alley,
the
one
story-
I'm
asking
is
articulated
on
the
south
side
good
and
it
has
the
awnings
and
the
registration
and
the
garage
door.
So
we
see
that
break
over
materials
and
a
bit
of
amassing
all
that
foundation,
and
we
also
see
the
modified
wall.
G
Heights
in
both
of
these
iterations
in
the
north
has
been
over
the
valley,
and
you
can
see
the
basement
of
the
gutters
and
the
downspouts,
and
then
we
have
a
western
beef
validation.
The
west
elevation
is
available
from
the
parking
lot
of
Best
Buy.
Again
we
see
the
articulation.
G
H
G
The
outlet
continuing
to
address
Commerce
that
were
supplied
during
the
land
commission
review
of
the
application.
Those
who
threatening
recommendations
from
the
Planning
Commission
were
stated
on
the
first
page
of
the
staff
report.
In
response,
the
application
has
verified
that
no
invasive
grasses
will
be
installed
at
the
red.
G
Deck
of
drugs
will
be
planted
in
areas
that
are
more
exposed
to
the
sun
and
the
recommendations
regarding
tree
species
were
provided
by
Design
commission
for
concerns
related
to
their
performance,
and
our
current
planet
for
the
output
has
provided
a
written
response
to
all
of
those
comments
in
their
landscape
sheets.
Stafford
events.arc
did
further
discuss
some
of
those
points
of
the
applicant
to
ensure
that
the
design
is
a
compliant
for
a
successful
and
end
result.
G
G
The
last
thing
we
have
the
photometric
lighting
plan,
this
was
supplied
by
the
design
team
and
you
seem
to
specific
lighting
mixture
side
effects
for
the
site
that
will
be
affixed
to
the
warehouse
structure
itself.
The
photometric
plan
shows
an
entrances
will
be
well
written
without
the
entire
site
being
overlooked,
which
is
consistent
in
the
rules
of
minimizing
light
pollution
and
maintaining
Dark
Side
conditions
as
best
as
possible.
G
Design
of
the
warehouse
is
consistent
with
the
criterias
that
are
listed
in
session
90
94.04,
there's
no
mean
code
and
the
client
commission
did
determine
that.
The
project
was
categorically
exempt
from
sequence
and
granted
major
development
and
approval
on
March
27.,
given
the
detailed
findings
and
the
staff
report
and
the
charts,
because
doctors
design
for
the
warehouse
at
200,
Oasis,
subject
to
the
conditions
that
are
listed,
included
a
in
that's
attached
to
your
graph
resolution,
I'm
happy
to
take
any
questions
about
the
staff
at
work.
G
C
And
I
do
want
to
apologize
for
not
introducing
Sarah
in
the
beginning
of
this
presentation,
it's
hard
to
believe
she
has
not
been
before
you,
so
thank
you.
Sarah
for
introducing
yourself
and
Sarah
has
quickly
acclimated
into
her
role
and
she's
a
former
member
of
a
team.
So
thank
you.
Sarah.
B
Thank
you
give
me
one
moment:
I
had
a
little
technical
difficulty
and
so
I
need
to.
H
B
Okay,
does
the
committee
have
any
questions
for
staff?
Thank
you
for
that
presentation
by
the
way.
D
I
have
a
couple
brief
questions
related
to
the
staff
report
Sarah
in
the
when
I
in
terms
of
site
planning
issues.
I
know
our
Focus
here
was
on
the
is
on
the
Landscaping,
but
just
to
get
a
better
understanding
of
layout
of
the
building
on
the
North
property
line
and
the
East
property
line
are
those
voluntary
setbacks
at
by
feet.
D
All
right
and
I
I
understand
how
the
water
is
sloping
in
the
Northerly
Direction
there
and
I'm
just
kind
of
wondering
as
I
look
at
the
Civil
plan.
What
would
that
that
water
is
going
where
foreign.
D
B
If
not,
is
the
the
African
present,
please,
you
have
please
state
your
name
and
tell
us
about
your
project.
You
have
10
minutes
to
present
and
two
minutes
of
rebuttal
if
desired
form.
After
any
public
comments,.
I
Hello,
my
name
is
William
with
Maggie
Sharon
Architects
we're
presenting
the
project
along
with
the
architect
Mel
McGee.
There
are
no
further
comments
or
discussion.
You've
been
working
with
a
client
for
over
a
year
and
a
half
now
and
we've
been
going
through
the
review.
I
H
I
All
right,
this
is
our
main
entrance
on
the
south
side
of
the
building,
with
the
parking
considered
Day
Parking.
Oh.
H
F
J
I
The
front
entry
entryway
off
of
off
of
Anza
I'm,
sorry
off.
I
I
And
shaded
exterior
windows,
and
that's
most
most
of
that
as
far
as
the
exterior
is
concerned,
what
are
the
questions?
We're
gladly
answer
them.
B
Thank
you.
Is
there
any
public
comments.
C
I
To
store
much
of
her
artwork,
including
some
sculpture,
Works
for
most
of
the
year.
I
F
I
Because
they
are
tall
pieces,
so
it
is
the
intention,
isn't
necessarily
for
loading
and
unloading.
It's
just
it's
just
more
accessible
that
way.
Practicals.
C
B
Sure
so
the
public
really
won't
be
coming
in
in
using
this
facility
or
accessing
this
facility.
Correct,
okay,.
B
I
B
B
And
then
I
just
have
a
a
suggestion
in
looking
at
the
elevations
to
me,
it
looks
like
the
clear
story:
Windows
kind
of
float
on
the
on
the
South
and
West
elevations
and
I'm
wondering
whether,
if
you
introduced
a
horizontal
line
at
the
sill
line,
that
it
might
tie
them
together
and
it
might
break
up
the
verticalness
of
that
of
those
panels.
I
It
would
certainly
I
I
I'm
sure
it's
possible.
I
I
know
that,
as
far
as
the
architecture,
the
the
panels
themselves
are
typically
an
industrial
panel
that
are
are
fitted
to
to
be
that
full
height
it.
It
might
add
a
certain
level
of
cost
to
do
it
in
divided
scripts,
but
we
could
probably
work
with
the
manufacturer
to
enhances
panels
somehow,
with
the
reveal.
B
D
Question
yes,
remember:
Dosey,
on
on
the
site
plan,
at
the
end
of
the
parking
stalls,
the
guest
parking
stalls,
it
calls
out
for
a
low
retaining
wall
and
and
I
believe
we
see
it
here
in
the
rendering
do
we
know
what
the
height
of
that
wall
is.
F
D
I
D
H
I
D
Then
there's
enough
depth
in
those
stalls
that
cars
will
not.
You
know
the
front
of
it
or
right
right
because
I
know
and
then
the
other
questions
is.
I
Salary
yeah,
it
is
intended
just
for
services.
The
setback
at
the
at
the
alley
was
only
intended
to
give
some
some
space
for
the
driveway
other
than
that
does
the
other
alley.
The
alley
is
adjacent
to
the
existing
building.
Is
there
just
for
servicing
the.
I
B
You
need
to
identify
yourself,
okay,
so
please
identify
yourself.
J
Thank
you,
I'm
Sue,
Mathis,
the
landscape,
architect.
It
was
my
understanding
that,
because
that
that
landscape
area
wasn't
necessarily
required,
we
also
didn't
landscape
it
because
it
stayed
consistent
with
the
other
Pro
adjacent
properties.
J
D
H
I
D
Again,
that's
a
little
bit
different
than
what
we
have
in
our.
But
when
you
look
at
the
plan,
it
calls
that
wall
to
be
five
feet
four
inches
high.
But
when
you
look
at
the
rendering
it
looks
like
it's
almost
like
an
eight
foot
wall
and
I
didn't
know
if
you
know,
because
of
the
location
of
it
or
the
setback
that
finds
poison
is
what's
required.
G
I
believe
this
was
a
rendering
that
was
created
prior
to
the
ANM,
so
this
was
originally
represented
as
Vista
Paul
Wall,
where
she
introduced
and
yeah.
B
If
there's
no
other
questions
from
the
committee,
we'll
open
up
for
discussion
and
comments.
F
E
Yes,
so
in
reviewing
the
lighting
I'm,
just
it's
a
handsome
building,
it's
an
improvement
to
the
neighborhood,
but
I'll
start
with
the
alley
side.
Where
you
know
the
landscape,
they're
matching
existing
is
just
the
league
in
nothing.
What
they've
done
on
the
backside
is
match.
Wall
packs
for
wall
packs
across
the
way
I
can
see
free
wall
packs
on
the
building
that
are
unshielded.
E
What
work
those
here,
much
better,
but
right
at
the
property
line.
The
photometrics
show.
E
Very
high
numbers
you
know
6.2
and
six
and
fives,
which
means
a
lot
of
like
the
spilling
off
property
into
the
alley.
It's
just
an
excessive
use
of
lighting
there.
On
the
let's
see
the
wall
facing
the
variant.
Auto
you've
got
three
fixtures,
two
above
doors,
a
third
one
floating
up
in
the
wall,
lighting
the
page
structure
over
the
door
and
then
another
way
at
the
door.
So
you
know
there's
no
reason
for
that.
Third
fixture,
the.
E
Above
the
lights
above
the
the
rolling
doors
you
know,
I
get
the
utility
of
it,
but
if
it's
not
good
to
have
a
nighttime
use,
it's
really
from
the
elevated
design
that
you
proposed
to
us
at
night.
You're
degrading
it
with
these
choices.
E
It's
just
it's
over
lit
it's
overly
bright.
You've
got
50
Watts
stacked
on
each
of
those
fixtures
which
is
up
at
16b.
It's
just
a
huge
amount
of
light,
and
those
also
march
across
the
side
of
the
building
at
Oasis,
no
landscape
lighting
to
be
decorative.
It's
very
utilitarian
and
Industrial.
So
for
the
nighttime
viewer
needs
to
be
unvisited
and
tone.
Baron.
D
Chairman,
yes,
thank
you.
My
initial
response
to
the
building
from
an
aesthetic
standpoint
was
that
it
it
looks
up
Market
compared
to
some
of
these
design
and
design,
build
solutions
that
get
built.
I.
Think
one
of
the
things
that's
attractive
is
the
panel
system,
as
opposed
to
the
go-to
CMU
block
wall
and
also
I,
think
the
benefit
of
that
is
that
those
are
insulated
panels
and
with
the
CMU
wall.
D
It's
a
tough
thing
to
kind
of
get
to
comply
without
doing
an
interior
wall
with
a
lot
of
insulation
in
it,
and
then
I
think
that
the
relationship
between
the
solar,
the
little
eyelashes
on
top
the
overhangs
and
the
gate
is
a
good
one.
It's
sort
of
a
minimal
material
palette
and
it's
used
successfully
and
the
other
thing
that
they
got
right
was
that
the
the
overhangs
with
the
relationship,
the
overhang
to
the
window
is
correct.
D
A
lot
of
times
it's
floating
way
above
and
it
wouldn't
be
affected
as
a
as
a
shading
device.
But
this
seems
to
kind
of
do
it
and
yeah
that
I
know
that
there
are
some
issues
on
landscaping
and
I.
Think
with
that
I
I.
Would
kind
of
give
us
some
feedback
on
that?
D
D
I
I
have
a
couple
comments
that
I
may
know.
One
is
well
I
like
the
Simplicity
of
the
plant
palette,
but
I
think
the
number
of
plants
is
underwhelming
in
each
of
the
renderings.
Even
though
someone
we
don't
match
up
with,
what's
in
our
hand,
ler
both
ring
and
very
good
releasing
on
the
screen.
It
shows
more
landscaping
and
I.
Think
with
that
the
planter
that's
up
against
the
building
in
one
of
the
renderings.
D
I
would
just
have
the
landscape
architect.
You
know,
there's
different
species
of
Agaves
but
to
make
sure
that
the
ones
selected
and
won't
get
so
large,
especially
because
they're
near
pedestrian
walkways
from
getting
out
of
cars
and
I
think
the
street
Frontage
along
Oasis
could
be
improved
with
some
additional
plants,
and
you
know
Boulder
spacing
or
just
some
enhancements
to
that
and.
H
D
Like
to
see,
even
though
there's
no
existing
landscape
at
the
other
buildings
in
the
rear,
then
I
think
there's
an
opportunity
within
that
five
foot
space
to
add
some
nice
desert
plants
and,
along
with
the
lighting,
you
know
with
the
Simplicity
of
the
structure,
I
think
it
gives
them
an
opportunity
to
do
some
love
lighting
with
the
landscape.
That
would
create
some
interesting
patterns
on
on
the
on
the
building
itself.
Shadow
patterns
and
I
really
enhance
the
project.
D
H
B
Thank
you,
I
think.
That's
everyone,
then
so
I
agree,
I!
Think
it's
a
nice
looking
project
I
agree
with
member
McCoy's
comment
about
the
lighting
being
single
Source,
creating
a
lot
of
brightness
on
the
building
and
I
think
that
could
be
re-looked
at
and
I
agree.
Also
with
a
member
Josie's
comments
about
enhancing
the
Landscaping,
so
yeah
I.
Think
with
that.
If
there's
no
other
discussion,
do
we
have
a
motion.
B
Well,
I'll
make
the
motion
I
moved
to
approve
the
project
with
the
comments
that
were
made
regarding
the
lighting,
the
Landscaping
and
did
I
miss
something
Tim.
B
All
those
in
favor
any
opposed.
Thank
you
very
much
with
that.
We
will
include
our
new
business
and
that
completes
today's
agenda.
C
None
for
me,
no
major
updates,
it's
good
to
see
you
all.
It's
been.
