Description
City of Palm Springs Parks and Recreation Commission Meeting - November 23rd, 2020
A
C
A
Okay,
it
is
5
31,
so
I
believe
we
will
call
this
november
meeting
of
the
parks
and
recreations
commission
to
order.
First
of
all,
let's
begin
with
our
pledge
allegiance,
and
today
we
have
leading
our
pledge:
alessandro
pascello.
D
A
Okay,
could
we
have
a
roll
call,
please
director
alvarado.
D
Yes,
chair
boley.
C
D
Yeah,
I
see
her
on
the
screen.
Commissioner
goodman
here,
commissioner
martinez.
C
C
D
Yes,
the
agenda
for
this
meeting
was
posted
at
city
hall.
Palm
springs,
leisure
center,
the
city
website
by
wednesday
november
18th,
as
required
and
established
by
policies
and
procedures.
A
A
I
believe
everybody
here
was
there:
can
we
have
a
motion
to
accept.
A
D
Commissioner,
diaz,
are
you
abstaining?
Are
you
voting
I
because
johnny's
abstaining
because
he
was
gone.
I.
H
A
So
we
don't
have
we'll
skip
over
reading
about
that
city.
Manager's
comments.
D
A
Okay,
well,
if
he
comes
in
we'll
get
comments
from
him
at
that
point,
director
schaefer,
do
you
have
a
staff
update
on
our
parks
and
recreations
facilities.
E
Main
update,
obviously
overseeding
is
going
really
well.
This
cooler
weather
is
going
to
help
us
a
lot,
so
we
should
be
reopening
everything
on
time,
no
issues
to
date
with
the
restrooms
up
at
desert
unity,
I'm
still
coordinating
on
getting
the
other
restroom
set
up
for
the
dog
park
right
about
the
time
they
reopen
there.
E
The
we
have
had
some
recent
vandalism,
we
had
a
I
mean
couple
of
our
restrooms
sunrise
in
particular-
is
closed
right
now
we
had
someone
destroyed
the
sink
and
some
other
miscellaneous
items.
We
also
had
some
vandalism
and
to
move
this
weekend,
but
working
through
those
and
looking
forward
to
the
new,
improved
fixtures
that'll
be
more
resistant
to
this
type
of
vandalism.
A
E
Yes,
we
applied
for
and
received
a
grant
from
the
actually,
it
was
a
consortium
through
the
urban
forestry
through
the
state
of
california,
and
we
will
be
receiving
70
to
100
trees
to
be
planted
in
our
park.
This
spring
we're
targeting
april
at
no
cost
us
congratulations
way
to
go
yay
yeah.
That
was
pretty
exciting.
A
Are
there
any
questions
to
ask
of
director
schaefer.
F
E
We
have
and
I'm
sure
you're
aware
during
the
layoffs
we
we
did
lose
a
couple
of
people.
We
only
had
four
to
start
with
so
we're
down,
so
we
are
trying
to
reassign
those
tasks
to
others,
and
the
goal
is
the
landscapers.
The
landscape
contractors
should
be
doing
some
of
those
tasks,
but
as
far
as
like
the
exercise
equipment
and
the
water
fountains,
that's
like
for
us,
it's
kind
of
a
shared
task
whoever's
over
there.
You
know
the
goal
and
the
expectation
is
anybody
who's
near
there.
E
Try
it
out
otherwise,
a
lot
of
times,
especially
related
to
areas
that
are
prone
to
vandalism
or
misuse.
We
depend
pretty
heavily
on
the
the
citizen
app
or
somebody
to
notify
us.
You
know
with
a
phone
call
or
a
text
or
put
in
a
work
order.
F
Can
I
refer
to
you,
I
did
not
know.
Thank
you
very
much.
I
brought
a
group
over
this
past
weekend
and
some
wheelchairs
to
use
some
of
the
equipment
and
the
hand
cycle.
Trainers,
do
not
work,
and
neither
do
the
the
strength
trainers
that
you
can
you
actually
gotta
adjust
the
tension
and
pull
your
strength
to
neither
one
of
those
items
their
work.
I
will
put
in
workhorse
we'll
get
that
taken
care
of,
thank
you,
ma'am
other
than
that
beautiful
parks
doing
a
great
job.
Thank
you
good.
Thank
you.
A
Director
alcorn,
to
give
you
a
little
bit
of
an
update
each
commissioner,
keep
an
eye
on
different
park
if
you're
in
a
park-
and
you
see
a
problem
that
is
out
of
control.
Something
like
that.
It
is
perfectly
all
right
to
send
an
email
or
information
either
through
cynthia
to
get
to,
or
would
you
prefer
directly
to
director
shaffer.
F
A
B
Quick,
yes,
sir
one
more
thing:
stacy,
yes,
sir,
so
the
pickleball
courts,
I
saw
that
they
were
putting
up
the
screen,
but
they
only
did
some
of
the
screen
on
the
far
west
side.
Can
you
give
us
an
update
on
that?
I.
E
B
E
E
I
On
the
wall,
we're
we're
engaging
in
different,
oh
actually
violia
is
they
got
several
designs
that
they're
working
with,
but
it's
in
the
process?
Oh,
that's
awesome.
Yeah.
H
A
I
was
very
impressed
how
quickly
those
got
up
there.
I
was
there
last
two
weeks
ago.
I
think,
and
they
were
very
excited
to
have
them
there.
A
Okay,
then,
now
we'll
move
on
to
director
alvarado.
D
Hello,
I'm
giving
you
updates
on
the
halloween
drive-through
events
were
very
successful.
D
James
o'jesse
had
about
a
hundred
cars
and
served
about
300
kids
that
night
the
leisure
center
had
about
a
hundred
cars
and
served
about
200
kids.
That
night
james,
o
jesse
also
held
their
event
come
ride
with
us
event,
which
was
held
on
the
first
friday
of
november,
and
I
can't
remember
what
that
date
was,
but
it
was
a
very
awesome
event
to
watch
the
kids
to
adults
race
through
the
three
courses
that
staff
designed
and
to
also
watch
them
do
the
bunny
hop.
D
D
We
are
still
waiting
to
hear
back
about
the
dog
park,
grant
that
we
did
for
demuth
at
this
point.
There's
an
internal
delay
on
the
state's
behalf
and
so
we're
looking
at
possibly
being
notified
sometime
in
the
spring.
So
they
are
low
staff,
they
don't
have
a
lot
of
staff
and
so
they're
trying
to
rearrange
some
of
their
internal
processes,
and
that
is
the
hold
up.
At
this
point
we
are
still
partnering
with
palms
to
pines
for
bocce
ball.
D
We
are
just
waiting
for
the
instructor
to
wrap
up
his
backgrounds
and
then
we'll
be
able
to
move
that
program
to
start
we're
hoping
for
early
december.
But
the
bocce
balls
are
here,
we're
just
waiting
for
the
clearance
to
go
ahead
and
and
have
them
give
it
to
me.
So
I
can
make
sure
he's
good.
D
We
are
currently
working
on
our
holiday
events,
james
o'jesse
scheduled
to
be
friday
december
11th,
and
they
are
basically
going
to
reach
out
to
their
direct
community
for
the
holiday
slash
christmas
events,
so
that
they
can
make
sure
that
their
kids
in
the
community
get
some
gifts
and
get
to
participate
for
the
leisure
center,
we'll
be
working
more
on
the
larger
scale
for
the
city
and
it'll,
be
both
of
them
will
be
a
drive-through
just
like
halloween
and
we're
finishing
up
those
details
so
that
we
can
get
the
information
out
to
the
community
and
start
getting
those
spots
reserved
and
the
team
is
also
currently
finalizing,
the
virtual
winter
camp
schedule
and
that's,
and
what
it's
going
to
look
like
it's
going
to
be
really
exciting.
D
We
have
both.
We
have
all
of
our
team
members,
essentially
working
on
participating
in
that
and
leading
some
form
of
class,
so
that'll
be
fun
to
watch
the
dia
de
los
muertos
altar
project
at
victoria
was
it
was
done
beautifully.
It
was
really
nice.
D
It
was
well
attended,
commissioner,
our
council,
member
gardner
and
her
mom
were
there
all
evening,
and
you
know
just
talk
to
the
people
who
showed
up
and
you
know
handed
out
waters
and
the
bread
that
normally
is
eaten
during
that
time,
and
they
gave
people
pieces
of
a
butterfly
to
put
up
to
remember
their
lost
family
member
or
friend.
So
it
was
done
really
well.
It
was
really
nice.
The
swimming
pool
is
averaging
about
120
to
140
lap
swimmers
daily.
That
doesn't
include
our
swim
teams.
D
Let's
see
the
community
centers
and
the
pool
will
be
closed
both
thursday
and
friday.
This
week
the
pool
would
normally
be
open
for
a
half
a
day,
but
they're
going
to
be
doing
some
maintenance,
so
it
won't
be
open
to
the
public
that
day,
so
stacy's
team
can
get
some
stuff
done
and
then
we
held
the
community
meeting
for
prop
68
whitewater
park
grant
and
we
had
about
45
people
attend
and
come
and
give
their
feedback.
D
And
while
some
conversations
started
off
with
we
don't
want
the
park,
they
all
actually
put
stickers
next
to
the
amenities
that
they
wanted.
So
it
was
actually
really
neat,
but
thank
you
to
everybody
who
did
get
a
chance
to
come
out
or
send
somebody
we.
You
know
we
were
able
to
collect
the
data
that
we
needed.
The
grant
application
deadline
has
been
extended
to
sometime
in
march.
I
believe
so.
C
F
J
I
just
want
to
say
echo
what
commissioner
alcorn
said
park.
Student
rex
are
doing
a
great
job.
I
was
able
to
do
a
couple
of
those
events,
the
halloween
event,
as
well
as
the
bike
event
as
well.
The
restrooms
came
just
in
time
for
the
bike
event,
so
thanks
for
getting
those
restrooms
out
and
also
I
was
able
to
attend
the
day
of
the
dead
event.
J
C
H
Kind
of
same
lines
of
dieter
I
I
attended.
I
I
my
son
and
I
helped
out
with
the
the
james,
oh
jesse,
halloween
trunk,
or
treat
game
slash
extravaganza.
It
was
fantastic.
There
were
so
many
families
that
came
through
and
they
were
so
excited
just
to
do
little
simple
things
from
the
car.
H
So
I
kept
thinking
in
a
normal
day
that
I
looked
at
those
games
and
went
like
those
are
silly,
but
right
now
boy
that
was
the
talk
of
the
town
because,
there's
not
you
know
they
haven't
been
able
to
do
much,
there's
tons
and
tons
of
people.
I
went
to
the
day
of
the
dead
altar
as
well
in
victoria
park,
and
I
came
dieter
and
had
was
already
there
when
I
got
there
and
miss
gardner.
H
I
spoke
to
her
grace's
mom
and
she
was
telling
me
the
amount
of
people
that
were
there
when
they
first
opened
it,
but
like
he
said
it
was
pitch
black.
There
is
no
lighting
really
there's.
Maybe
one
street
light
there.
So
that's
something
that
we
should.
H
I
I'm
sure
you
guys
have
those
tripods
with
the
lights
on
that
you
could
maybe
set
up
for
something
like
that.
What
else
the
restrooms
out
there
I
was
at
james
o'jessie
for
the
bike
thing
I
didn't
participate.
I
was
watching
dieter,
you
know
win
the
bunny
hop,
but
I
was
participating
in
a
dance
class
that
was
taking
place
outside
so
in
the
center
of
all
the
biking.
I
was
out
there
watching
all
of
it
happen.
I
was
going
to
say
one
more
thing:
oh
the
restrooms.
H
A
F
F
A
Okay,
then
we
will
close
staff
updates
and
we'll
move
on
to
our
discussion
and
action
items,
as
our
commission
has
been
for
the
last
some
of
us
who
have
been
on
it
for
a
while
or
been
saying
you
know,
nothing's
been
accomplished,
we
first
came
on
this
and
we
had
the
dog
park
open.
We
had
the
adaptive
recreational
and
the
park
and
open
and
we
had
a
lot
of
different
things
happening,
but
then
for
the
last
few
years
it's
been
like
we're
not
done
anything.
A
I
know
we
talk
every
once
in
a
while
and
now
we've
got
so
many
things
going.
We've
got
our
parks,
restrooms
being
redone.
We
have
our
air
conditioner
at
the
mouth
being
worked
on.
We
have
the
acoustics
of
the
pavilion
the
floor
at
the
james
or
jesse
shade
structures,
the
divisions
at
the
or
the
pickleball
courts.
A
We
have
the
temporary
restrooms
got
into
the
parks
right
away
and
we
have
playgrounds
being
resurfaced.
So
many
things
are
happening
and
don
is
here
from
our
engineering
department
to
give
us
an
update
on
all
of
our
projects,
because
we're
so
excited
to
hear
how
they're
going
so
we'll
turn
it
to
dawn.
I
All
right,
thank
you.
So
I'll
just
go
down
the
list.
The
gym
floor
at
the
james
of
jesse
jam
staff
has
met
with
our
project
manager.
They
have
selected
the
flooring
material
and
that's
going
to
be
done
through
it's
called
source.
Well,
it's
kind
of
like
a
consortium
of
government
agencies
that
they
all
agree
on.
I
So
it
kind
of
extends
our
purchasing
power
and
keeps
the
prices
low,
because
these
pre-approved
contractors
can
install
or
kind
of
have
like
a
pretty
set
price
for
all
of
us
and
so
basically
we're
getting
quotes
from
that
contractor.
That
does
the
flooring
they've
done
other
gyms.
I
forgot
the
names
of
the
gyms
that
they've
done
in
our
city,
but
so
that's
moving
forward
the
air
conditioning
at
the
meuth
community
center.
I
It's
under
design,
they're
working
on
a
field
visit
next
week
to
do
an
inventory
of
what's
there
and
so
that's
moving
forward.
I
Let's
see
the
curtains
at
the
pavilion,
so
we
met
with
an
architect
one
of
our
on-call
architects
kind
of
did
us
a
favor
and
did
met
with
us
for
free
to
give
us
some
suggestions
on
what's
going
on.
We
did
know
that
the
sound
system
is
old
and
that's
part
of
the
problem,
the.
If
you
had
more
up-to-date
equipment,
we
could
control
some
of
the
base
levels
and
things
of
that
nature.
I
I
I
know
the
windows
were
rattling
and
she
did
recommend
you
do
a
more
acoustic
study
of
the
room,
because,
no
matter
what
kind
of
drapes
you
put
there,
she
doesn't
think
it's
gonna
solve
the
problems
that
we
were
trying
to
address
mike.
I
guess
it's
I
mean
you
guys
can't
take
any
action,
but
we
would
like
to
ask
the
commission
if
shade
is
still
a
priority,
because
this
was
when
you're
a
third
priority
project
we
could
look
into
you
know
providing
some
kind
of
shade.
I
Oh,
the
other
thing
that
she
brought
up
was
that
the
soffit,
those
types
of
acoustic
drapes,
are
so
heavy
that
some
kind
of
structure
needs
to
be
built
because
the
the
ceiling
won't
hold
that
weight,
because
you
know
the
windows
go
floor
to
ceiling,
so
something
special
would
have
to
be
built
just
to
carry
those
curtains,
so
just
kind
of
giving
you
an
update
of
where
we
are
at.
I
I
I
The
next
one
shade
structures
we
identified
11
locations
for
shade
structures,
a
lot
of
them
at
the
fields
at
the
muse
park.
Also
james,
oh
jessie,
and
was
it
sunrise?
Part
cynthia
like
I
just
lost
my
list,
but
the
shakespeare.
D
I
And
then
a
possible-
maybe
it's
also
the
southwest
corner
of
barista
and
pavilion
that
baseball
field
over
there,
so
that's
kind
of
like
depending
on
budget,
but
anyway,
you,
your
commission,
came
up
with
an
estimate
of
50
000
for
this
project.
We
looked
at
several
different
vendors.
The
cheapest
one
was
about
130
dollars,
hundred
forty
thousand
dollars
and
the
materials
that
they
use
for
the
steel
and
the
fabric
for
the
shade.
We
weren't
happy
with
that.
I
So
we
found
what
we
use
at
other
parks,
usa,
shade
and
they're-
also
part
of
that
source
well
consortium,
so
that
we
can
actually
do
this
project
faster.
We
don't
have
to
put
it
out
to
bid.
I
So
we
asked
the
measure
j
commission
last
thursday
for
the
additional
funds
to
do
all
11
locations
and
then
go
through
this
faster
bidding
process
through
source.
Well,
as
well
as
the
fabric
that
company
usa
shades,
the
fabric
is
sturdier,
it
has
a
better
warranty
and
they
even
won't
provide
a
warranty
for
the
stitching
and
that's
where
usually
the
tears
happen.
All
of
the
other
quotes
didn't
include
that,
so
the
total
cost
is
going
to
be
about
318,
000
and
measure
j
found
the
money
for
that.
I
So
we
are
going
to
move
forward
for
the
shade
structures
at
11
locations,
so
that
is
moving
forward.
The
next
priority
project
park
benches.
We
need
direction
as
far
as
where
in
it
was
slated
for
10
at
dumuth
park.
I
So
I
don't
know
if
there's
a
subcommittee
of
the
parks
and
rec
commission
or
if
we
just
work
with
cynthia's
staff,
to
locate
where
in
the
park
to
put
the
benches,
but
we
will
need
further
direction
on
that
playground
surfacing
that
one
also
after
we
did
our
due
diligence
is
coming
in
higher.
Then
the
initial
estimates
are
coming
in
higher,
but
this
is
for
the
playground
servicing
at
damuth
victoria
and
at
james
with
jesse
parks.
So
we
are
still
working
with
the
contractor
on
that.
I
So
we
don't
have
much
in
an
update,
but
the
initial
costs
within
the
next
two
or
three
weeks.
We
should
have
a
better
idea
of
what
to
do
with
the
playground
surfacing
and
just
for
your
information
we're
looking
into
rather
than
the
full
rubberized
tiles
that
I
mean
rubberized
surface,
that
you
see
out
there.
We're
gonna
go
to
a
tile
system
so
that
our
facility
staff
can
like
just
remove
the
damaged
or
graffiti
or
worn
out
tile
and
replace
that.
I
So
we
will
have
more
information,
probably
at
the
next
parks
and
rec
commission
meeting
pavilion
landscaping,
that's
another
one.
We
need
direction
for
so
I
don't
know.
I
remember
you
guys
had
a
sunrise
park
subgroup
or
something
like
that.
I
don't
we
we
need
direction.
All
I
have
is
that
we
wanted
to
make
the
entrance
to
the
pavilion
look
pretty,
and
I
think
we
need
a
little
bit
more
direction
on
how
to
spend
that
fund.
I
So
whatever
the
commission
feels
best,
whether
it's
a
subcommittee
or
what
we're
happy
to
work
with
you
on
that,
the
new
restrooms
it
went
to
city
council
got
approved,
we
are
starting
with
the
sunrise
one
and
then
demuth
and
james
with
jesse
should
follow
soon.
After
once,
we
finalize
some
of
the
utility
connections
like
how
the
sewer
connects
how
the
electricity
gets
the
hot
water.
So
once
we
finalize
that,
then
those
can
be
put
out
to
get
shortly
after.
I
That's
all
I
have
on
my
list.
We
talked
about
the
wall
for
the
wastewater
treatment
plant,
that's
coming
and
yeah.
If
you
have
any
questions,
I'm
happy
to
answer
those.
C
I
tend
to
stay
on
the
sidelines
just
to
watch
don
in
action,
so
he
didn't
really
need
my
help
today
with
all
those
but
on
the
downtown
park.
We're
progressing
the
contractors
moving
the
the
water
features
being
built,
the
structure
of
the
parking
lots.
It
had
structural
deficiencies.
The
columns
have
been
installed
in
the
parking
garage.
A
F
Sorry
to
cut
in
don,
I
have
a
question
for
you
on
the
new
restrooms
that
are
being
built
for
all
the
parks.
I
love
the
design.
What
I
noticed
is
when
I
came
up
a
couple
weekends
ago.
I
was
writing
with
a
group
of
writers
that
we
ride
different
bikes
adaptive
bikes.
Is
there
any
way
of
getting
a
grab
bar
attached
to
the
outside
of
one
of
the
bathrooms
so
that
when
we
go
to
disembark
from
our
bikes,
they
can
help
getting
up,
so
they
can
help
stand
up.
I
F
A
Okay,
on
the
benches,
for
the
the
most
part,
commissioner,
did
we
say
that
your
group
had
that
picked
out,
or
did
you
want
a
subcommittee
to
led
by
the
commissioner
called
donato
since
that's
his
park
to
pick
out
where
they
go?
How
did
you
he's
looking
for
direction
on
locations.
D
So
originally,
when
the
commission
had
talked
about
it,
it
was
just
on
the
wish
list.
I
would
say,
form
a
subcommittee
and
let's
go
from
there
don
do
we
know
what
kind
of
benches
we're
gonna
go
after.
Are
we
going
for
the
the
concrete
cement
ones,
or
are
we
trying
to
do
something
different.
I
You
only
have
ten
thousand
dollars,
so
it's
my
assumption.
We
were
doing
more
concrete
benches,
but.
E
Concrete
is
about
the
only
thing
that
holds
up
out
here
with
our
our
weather,
the
metal
ones
and
the
the
wraparounds
with
the
silicone
degrade
rapidly,
plus
the
obvious
issue
of
heat
transfer.
A
E
F
I'm
not
trying
to
overstep
my
balance.
Have
we
ever
looked
into
purchasing
just
the
molds
for
those
benches
or
the
the
for
what
you
know
purchasing
the
mold,
so
we
can
make
them
ourselves
so
that
way,
essentially
we
put
whatever
it
takes
to
get
the
actual
mold,
and
then
we
can
just
fill
them
up
concrete
and
produce
our
own
benches.
E
That's
I
mean
for
us,
that's
probably
not
something
maintenance-wise,
we've
ever
really
considered,
mostly
due
to
warranty
and
liability
again
concrete
out
here
with
the
heat,
the
extreme
heat,
we're
pretty
limited,
even
when
we're
doing
just
basic
pours
on
the
exact
right
time
that
we
have
to
cure
appropriately.
So
yeah
we
got
nine
months
to
work
with
it.
It
would
be,
but
that's
that's
not
something
we
actually
have
in
in
house
right
now.
F
A
Just
a
thought,
good
question,
something
we
might
look
at
as
we
move
along,
but
I
guess
then
our
best
bet
would
be
to
form
a
subcommittee
select
locations
in
the
move.
I'm
assuming
the
move
is
the
only
one
on
my
list
that
we're
putting
them
in
the
form
of
subcommittee.
Since
it
is
the
move
park.
I'm
looking
at
commissioner
caldonado
to
lead
that,
okay,
who
would
be
willing
to
serve
with
him
on
that
subcommittee,
to
select
locations
commission
lamar.
C
A
Let's
start
out
with
that,
if
we
have,
if
we
have
a
need
for
additional
help,
sometimes
the
more
you
get
the
harder
it
is
to
get
together.
If
you
two
can
come
up
with
some
ideas,
I
know
there
are
plans
of
that
and
come
up
with
where
to
go
so
that
we
can
direct
don
on
locations
of
where
we're
wanting
those
benches.
B
Sounds
good,
commissioner
lamorde
I'll
get
with
you
and
then
you
and
I
will
meet
at
the
park.
I've
got
a
golf
cart,
we'll
jump
on
that
and
we'll
just
take
a
cruise
and
see
what
we
can
do
sure.
D
G
A
Okay,
as
far
as
sprucing
up
the
pavilion
when
the
subcommittee
discussed
that
and
one
members
subcommittee
can
help
along
with
that,
I
believe
we
were
just
looking
at
the
some
more
new
dg
and
spruce
it
up
out
there,
possibly
power
wash
the
cement
so
that
the
entrance
into
the
pavilion
we're
trying
to
get
the
pavilion
looking
better.
I
am
working
for
more
rentals,
I'm
sorry
to
hear
about
the
acoustics
needing
a
lot
more
help,
but
we
were
looking
at
you
know
if.
A
Did
you
have
some
suggestions
for
him
on,
since
you
walk
by
there
every
day,
director
alvarado.
D
I
mean
if
we
can
get
a
few
different
ideas.
I
think
rock
landscaping
might
be
something
that
might
help
spruce.
That
up
I
mean
we
could
take
a
look
at
a
variety
of
different
landscaping
to
see
what
will
work.
A
A
I
I
don't
at
this
moment
we
have
to
do
more
of
our
homework
on
that
particular
project,
but
I
know
it's
pretty
high
up
on
your
priority
list
and
I
just
wanted
to
give
you
guys.
You
know
real.
C
I
Realistic
expectations
on
that
one
so
yeah
when
I
hopefully
by
the
next
meeting
I'll,
have
more
information
on
the
acoustic.
I
Tiles,
but
I
was
just
kind
of
looking
for
direction
if
it
works
out
that
it's
so
expensive.
Is
it
okay
to
just
go
with
shade
or
is
shade
not
that
high
of
priority.
C
A
If
we
did
some
shade,
that
would
help
a
lot
with
the
heat
in
there.
I
know
that
was
one
of
the
major
problems
of
the
sun
coming
in
that
whole
wall
of
glass
and
we
go
from
there
and
then
we
can
possibly
work
on
some
other
programs
as
we
move
along
or
director
alvarado.
Would
you
like
to
have
the
shade
as
a
priority
that
we
can
afford
right
now
and
then
continue
on
next
year
with
additional
funds.
D
Yeah,
I
think
it's
a
good
start,
and
maybe
with
you
know,
maybe
the
sound
system
and
upgrading
that
I'd
be
curious
to
see
you
know
what
that
improvement
would
sound
like,
because
I
know
the
system
that
we
do
have
in
place
is
very
antiquated.
I
We
we
actually
reached
out
to
some
vendors,
and
we
have
some
ideas
as
far
as
the
sound
system,
but
again
not
everyone
that
rents
out
the
space
uses
the
city
sound
system
right.
Sometimes
they
bring
in
their
own
dj
music
thing
yeah.
D
A
When
we
met
there's
one
pe,
yes,
we
brought
our
own
because
there
was
so
bad
yes,
so
possibly
if
we
could
get
some
kind
of
idea
cost
wise
of
what
it
would
take
to
upgrade
that
sound
system.
I
think
we'd
get
a
lot
more
use
out
of
the
facility
if
we
had
a
better
sound
system
there.
Okay,.
I
A
D
All
right,
so,
since
our
last
meeting
we
are
still
in
the
purple
tier
and
the
governor
has
issued
the
10
pm
curfew.
D
The
skate
park
has
altered
their
hours
of
operation
so
that
they
can
stay
within
that
curfew,
so
their
last
reservation
exits
the
building
at
8
pm,
so
that
staff
can
sanitize
clean
up
and
close
out
the
day
and
still
be
out
of
there
before
the
curfew.
Time
goes
into
place
so
that
that
adjustment
has
been
made
on
our
end
in
regards
to
programming.
D
We
are
still
doing
all
of
our
programs
outside
and
you'll
start
to
see.
The
exercise
classes
actually
go
back
into
the
original
park
areas
that
they
started
once
we
get
the
okay
from
stacy
to
go
ahead
and
release
them
back
into
their
regular
areas
because
of
the
reseeding
and
a
lot
of
our
outside
exercise
classes
are
starting
to
just
give
more
space
between
participants
instead
of
just
the
six
feet.
D
They're
opting
for
eight
to
ten
feet
just
to
continue
to
be
on
the
safer
side
of
things,
but
all
of
the
updates
from
going
back
to
the
purple
tier
and
the
curfew
don't
affect
our
programming.
Just
yet
so
we
haven't
had
to
scale
back
any
of
that
and
just
to
remind
you
what
we
do
have
out
there.
D
We
have
obviously
the
exercise
programs
at
a
couple
different
park
locations
which
should
resume
in
the
next
two
weeks
or
so
we
have
fko
on
the
go,
which
is
the
after
school
program
that
is
out
at
james
o
jesse,
and
they
are
monday
through
wednesday
3
30
to
5
30..
We
have
the
peewee
rack
program,
which
is
through
zoom
three
days
a
week,
10
to
11
30.,
youth
empowerment
program
at
james
of
jesse's.
On
thursdays.
D
But
let's
see
the
swim,
centers,
obviously
open
seven
days
a
week,
the
skate
park
is
open
seven
days
a
week,
both
are
through
reservation
only
and
then
obviously
the
tennis
courts
and
the
pickleball
courts
are
open
as
well
through
reservation
process
as
well.
So
those
are
my
covet
updates.
D
That
was
an
la
county
decision,
so
if,
if
you
remember
the
state
can
put
out
a
guideline
and
county
and
local
government
can't
be,
they
can't
have
an
easier
regulation
than
the
state,
but
they
can
be
tighter,
so
la
county
has
has
chosen
to
make
it
tighter
than
what
the
state
has
offered.
Okay,
thanks.
A
A
One
of
the
tasks
that
we
are
have
is
approving
planting,
which
this
is
a
trees
and
things
to
give
you
a
little
bit
of
a
background.
The
person
that
this
is
this
request
is
for
is
nate
reed
and,
if
you
don't
know
nate,
he
designed
the
1ps
logo
that
you
see
here
for
for
the
1ps
group,
he
is
a
graphic
artist
in
town
and
he
passed
away
and
they
have
put
this
request
all
together.
As
everyone
looked
it
over,
have
any
questions
comments.
G
Well,
I
saw
that
they
designated
a
specific
tree,
and
I
guess
I
wanted
to
ask
stacey.
Is
that
a
good
tree
to
be
planting
there
I
mean
who
makes
the
decision
what
would
be
an
appropriate
tree?
I
hear
we're
getting
a
hundred
of
them.
I
was
curious.
They
designate
a
specific
here.
I'm
just
curious
if
that's
on
a
list
somewhere,
if
that's
okay,.
E
A
D
C
A
Do
you
have
a
location
at
victoria?
I
think
it's!
It's
not
up
to
us.
It's
up
to
director
shaffer
to
pick
out
a
location
or
is
it
up
to
patrick.
E
I
think
when
the
time
gets
closer
we
had
decided
we
were
going
to
meet
with
the
group
and
kind
of
walk
the
area.
The
obviously
the
biggest
target
for
us
is
to
make
sure
it's
within
the
irrigation.
You
know
in
an
inappropriate
place
so
that
it's
going
to
have
the
best
chance
of
survival.
Good
good
amount
of
sun
shade
irrigation.
D
A
list
of
parks
that
people
can
select
from
to
plant
from
and
patrick
put
all
of
that
information
into
the
application
that
you're
reviewing
now
so
once
they
get
closer,
then
they'll
just
finalize
the
details
with
stacy
to
make
sure
that
not
all
of
her
concerns
are
addressed
and
met.
A
D
D
A
Does
anyone
have
any
questions
for
patrick
talarico
because
he
has
been
working
with
them?
I
spoke
with
denise
and
I
spoke
with
eric
on
this.
That
have
been
very
much
involved
at
1ps
and
I
don't
know
too
much
more
than
what
this
already
gave
us,
but
questions.
G
I
have
a
question:
this
is
travis.
Yes
travis.
I
answer
a
question
about
these.
This
policy
is
the
wellness
park
exempt
from
the
cities
like
tree
policy
and
benches.
D
E
G
E
Correct
my
understanding
that
all
of
the
designated
and
the
items
that
had
been
provided
there
came
from
the
desert
healthcare
organization-
that's
who
we
have
the
mou
with.
A
So
then
do
we
have
any
other
questions
on
this?
I
think
commissioner
mort's
got
a
hand
up.
G
I
was
going
to
make
a
motion
that
we
approve
this
application.
A
F
A
By
commissioner
alcorn,
yes,
sir,
all
in
favor
of
proving
the
planting
of
the
tree
raise
your
hand
ellen
and
travis.
Yes,
yes,.
C
A
Nose
raise
your
hand,
stain
okay,
shanann
slickering,
so
the
tree
information
application,
patrick
you
and
your
group-
I
guess-
can
move
forward
with
that.
We
have
no
problems
with
it.
A
D
B
A
D
C
A
Area
if
there
is
nothing
else
on
proving
trees
or
things
of
that
nature,
is
our
reports
and
updates
from
our
ad
hoc
committees.
A
H
Yes,
a
couple
weeks
ago,
on
a
friday,
we
met
down
at
desert
highland
unity
park
right
in
conjunction
with
the
james
o
jesse
center
there,
and
we
were
looking
for
a
location
for
these
restrooms
that
we
are
on
the
hunt
to
get
started.
Building
cynthia
came
alan
myself,
jarvis
crawford,
who
is
the
director
there
at
the
center
dixie?
Who
is
the
president
of
the
desert,
highland
gateway
estates,
community
organization
and
we
walked
the
land,
looked
at
everything,
and
so
the
consensus
was
for
the
restrooms
to
be
built.
H
There's
a
there's,
a
mound,
there's
the
baseball
field,
there's
pavilions
out
towards
the
windmills
and
then
there's
the
building
and
then
there's
a
playground
kind
of
tucked
behind
the
building,
and
so
these
restrooms
we
agreed
to
set
back
kind
of
in
between
the
pavilion
picnic
area
and
the
buildings.
But
back
far
enough
that
there
can
be
direct
eyesight
from
where
the
pavilion
picnic
area
is
to
the
the
playground
equipment.
H
If
the
kids,
who
you
know,
were
wandered
off
and
were
playing
that
they'd
be
able
to
see
them,
but
they'd
be
tucked
in
there-
and
I
cannot
remember-
was
the
gentleman's
name
mike.
H
H
So
we
were
going,
and
that
was
an
agreement
of
the
group
that
was
there
and
obviously
the
community.
The
people
that
are
using
it
felt
like
that
would
be
a
good
spot.
So
that
was
a
successful
meeting.
A
This
will
be
for
just
to
add
on.
This
will
be
another
one
of
the
already
pre-designed
five
unit
bathrooms
restrooms
that
are
unisex
with
the
facility
out
front
for
hand
washing
and
a
fountain
you've
seen
the
the
plans
for
that,
and
this
will
be
one
of
those
that
will
be
placed
up
there.
Just
like
the
other
parks.
A
Time
wise,
I
know
they're
going
to
start
on
the
fully
february.
They
did
tell
us
that
they're
putting
out
for
bid.
It
went
to
council
on
the
12th
and
was
approved
so
that
one
is
approved.
Finally
to
get
after
three
years
of
trying
to
get
one
up
there
at
desert
highlands.
It
will
be
happening
when
we
get
that
done.
A
B
Yeah
so
david's
already
done
some
leg
work
on
some
of
the
naming,
and
we've
decided
that
next
week
we're
going
to
get
together
and
put
some
kind
of
streamlining
process
through
so
dave.
If
you
have
any
anything
to
do
we're
going
to
meet
and
we'll
figure
it
out.
B
I
think
cynthia
has
already
also
looked
at
what
I
said
to
her,
which
was
the
city
of
denver's
actual
legislation
that
they
adopted,
which
was
I
looked
at
several,
and
this
was
the
most
complete
and
probably
gives
us
a
good
way
without
having
to
reinvent
the
wheel
from
the
beginning
of
something
that
we
would
want
to.
Try.
So
really
is
walking
through
that
piece
by
piece
and
deciding
what
works
well
for
our
community
as
compared
to
works
for
other
communities
and
how
we
make
that
fit
best
for
us.
A
All
right
next,
we
have.
Is
there
any
report
from
our
subcommittee?
I
see
that
we
would
have
ellen
goodman
would
be
in
charge
of
the
swim
and
the
pickleball.
Do
you
have
anything
to
report,
commissioner
goodman.
A
G
C
D
Patrick
has
it
reached
out
to
us.
I
know
his
last
location
that
he
was
working
on
was
going
to
be
victoria
park
so,
and
I
think
he
started
that
I
don't
know
how
many
benches
he
has
out
there,
but
he
is
working
out
that
way.
A
G
Just
congratulations
to
us.
I
mean
the
first
day
that
I
joined
as
a
commissioner.
We
talked
about
the
bathrooms
and
you're
right.
It
took
us
two
and
a
half
and
three
years
to
get
it
done
and
when
the
council
approved
it,
I
was
cheering
at
home.
But
congratulations
to
us.
It
was
a
hard
fight,
but
I
think
we
want
it.
J
Yeah,
I
just
want
to
comment
on
the
restrooms
as
well.
I'm
just
happy
to
see
see
this
move
forward.
It's
been
a
long
time
coming
for
the
restrooms
up
there
in
james
o'jesse.
I
I
wasn't
able
to
make
it
to
the
subcommittee
meeting.
I
had
to
work
that
day.
J
We
had
some
unruly
patients
in
the
office,
so
I
couldn't
leave,
but
I
think
that
the
location
is
a
good
location.
I
went
back
and
looked
over
it
with
jarvis
up
at
james
o'jesse
and
I
think
that's
a
good
location
as
well
for
the
restrooms.
A
So
that's
why
we're
going
with
this
area,
where
commissioner
diaz
reported
that
we
decided
with
mike
from
engineering
and
director
crawford
would
be
a
good
idea
for
him,
a
subcommittee
on
the
dog
park.
Travis.
Do
you
have
any
update
on
that
that
you
would
like
to
share
with
the
commission.
G
No
just
the
dog
parts
closed,
and
I
know
there
was
a
letter
set
to
a
member
of
the
council
by
a
dog
park
user
just
concerned
not
so
much
about
the
grass
but
just
the
general
condition
of
the
dog
park.
Before
it
closed
there
just
seemed
to
be
a
lot
of
maintenance.
That
hasn't
wasn't
happening,
and
I
don't
know
if
we
should
stop
power
washing
the
sidewalks
again
or
or
what.
But
the
user's
concern
was
that
the
state
of
the
park
outside
of
the
grass
before
it
closed.
G
A
C
A
We're
down
to
our
reports
and
requests-
and
this
part
is
commissioner
comments.
The
meeting
is
set
aside
for
brief
general
comments
and
issues
of
concern
for
members
of
the
commission.
A
So
let's
just
go
across
how
about
if
we
start
right
beside
of
me
and
go
to
commissioner
lamarck
on
the
picture
and
see
if
you
have
any
comments,
you'd
like
to
bring
in,
I.
F
A
All
right,
commissioner
martinez,
I
do
not
okay,
commissioner
diaz.
H
I
just
wanted
to
say:
there's
a
really
bad.
I
don't
know
if
they're
ground
squirrels
or
what
they
are
up
there
at
desert
highland
community
james,
oh
jesse,
desert
highland
unity
park
up
there.
H
Like
I
don't
know
what
they
are,
but
they're
everywhere,
underneath
underneath
trees
underneath
buildings
underneath
concrete
they're
all
over
that
whole
place
is
just
covered.
So
I
don't
know
what
we
can
do
about
it,
but
it's
bad-
and
I
know
it's
been
there
for
years,
but
I
don't
know
you
go
under.
You
need
bill
murray
from
caddyshack
to
get
down
in
there
and
blow
something
up.
I
don't
know,
but
we
got
to
do
something
about
that.
A
I
we
have
discussed
that,
and
I
know
there's
there's
pellets
but
with
dogs.
You
can't
use
something
like
that,
because
I
had
the
situation
in
the
town
I
was
in
before,
and
I
don't
know
if
commissioner
schaefer
has
ever
looked
into
anything
that
she
might
share
with
us,
but
that
is
a
major
problem.
I
thought
it
was
ant.
I
first
saw
it.
E
Yeah
we
actually
have
a
significant
amount
of
brown
squirrels
at
joj
and
we
have
moles
at
the
mouth,
so
we
have
two
two
different
rodents
that
we're
chasing
around
about.
I
think
it
was
august
or
september
the
state
of
california
issued
a
restriction
on
the
three
different
main
types
of
rodent
side
that
we
were
actually
using.
E
A
E
Well,
as
far
as
causing
injury
like
that,
we
might
have
to
coordinate
with
another
subcommittee
on
that.
That's
there
has
been
discussion
about
live
trapping
and
the
humanitarian
issues,
and
that
come
along
with
that.
So
right
now
we're
looking
more
towards
just
deterrent
and
discouraging
for
them
to
be
there
and
obviously
maintenance.
Wise
is
every
time
we
have
staff
out
or
landscape
contractors
fill
the
holes
fill
the
halls
fill
the
holes.
E
I'm
hopeful
that
some
of
the
new
electronics
that
we're
going
to
try,
I
think
we're
going
to
have
to
be
a
little
more
creative
in
how
we
lay
those
out,
but
that
is
one
of
the
bigger
areas
that
we're
focused
right
now
on
with
our
parks,
landscape,
contractor
I'm
trying
to
figure
out
what
he's
what
some
of
the
golf
courses
are
doing.
That's
where
I'm
reaching
out
now
to
see
what
what
they're,
using
that's
effective
and
safe.
J
Yeah,
I
just
want
to
say
that
I
think
the
bike
event
and
the
halloween
event
went
really
well.
As
we
mentioned
earlier,
there
were
lots
of
kids
and
families
that
came
out.
They
were
really
fun
events,
and
I
just
wish
that
we
could
do
more
events
like
this.
J
I
actually
think
there's
a
need
for
a
skate,
plaza
or
a
bmx
park
as
well.
I
know
we're
shooting
for
one
of
those
in
the
new
park.
That's
going
to
be
on
sunrise,
but
I'd
like
to
see
us
maybe
shoot
for
one
of
those
in
the
future,
at
james,
oh
jesse,
and
then
also
at
james
o
jesse
desert
highland
unity
center
on
tuesday
november
24th,
tomorrow
from
4
to
6
p.m.
Fine
food
bank
will
be
doing
their
distribution.
J
We
normally
do
it
on
thursday,
the
second
and
fourth
thursday,
but
we're
moving
it
up
to
tuesday
due
to
the
holiday.
So
hopefully
everyone
that's
in
need
can
get
some
food
for
the
holiday
and
borrego
health
will
be
there
as
well
doing
covid19
testing.
J
This
is
going
to
be
the
fourth
event
that
we've
done
up
at
james
o
jesse,
with
borrego
health,
doing
testing
there
and
we've
tested
a
total
of
60
people.
So
far,
so
hopefully
we
could
get
some
more
people
out
tomorrow
with
the
numbers
rising
and
just
get
some
more
tests.
A
Thank
you,
commissioner,
crawford
commissioner
goodman.
Do
you
have
any
input.
C
I
actually
just
want
to
congratulate
everybody.
Alan
you
said
earlier
that
you
know
we
did
have
a
dry
spell
for
a
couple
of
years
and
there's
just
so
much
activity
and
so
much
involvement
and
just
really
just
kudos
at
bravo
to
everybody
and
cynthia
you
and
your
team
and
stacy
everybody's
doing
a
great
job.
Thank
you.
C
B
Thank
you
to
staff
for
being
so
diligent
and
dealing
with
the
challenges.
I
just
was
a
question.
I
saw
that
the
city
was
took
in
more
tot
revenue
than
they
expected
and
was
looking
to
hire
staff
back.
I
didn't
know
if
that
was
going
to
allow
any
parks
and
rec
staff
to
get
rehired.
D
A
Okay-
and
we
anything
else,
mr
cohen,
that
was
you're
finished,
that's
it!
Thank
you
very
much
and
vice
chair
called
donato.
B
Yeah,
just
I
want
to
piggyback
on
what
ellen
just
said,
too
kudos
to
to
stacy
and
her
team
and
to
don
you
know
what
we're
we're
getting.
Some
good
progress
and
I've
been
on
this
commission
for
a
number
of
years
and
to
to
see
the
to
see
things
happening
is,
is
what
it's
all
about,
so
from
getting
shade
structures
to
getting
the
pickleball
courts
done
to
dog
park
getting
regenerated.
You
know
what
I
mean.
B
I
mean
it's,
it's
it's
just
good,
it's
just
good
to
have
everybody
on
board
and
it's
nice,
and
I
wish
everybody
a
happy
and
safe
thanksgiving.
Okay
enjoy
your
family,
enjoy
what
you
have
and
and
that's
it
thank
you.
A
Thank
you
very
much.
I
know
what
they
said
about.
The
things
that
are
happening
with
our
commission
are
really
exciting.
I
sat
here
and
listened
to
the
meeting
and
when
they
said
this
is
going
to
cost
more
than
what
your
you
put
down
here
on
the
list.
A
Just
for
clarification
to
the
rest
of
the
commission,
we
didn't
come
up
with
those
numbers
the
city
gave
those
to
us,
so
I
would
hope
that
they
would
do
a
little
better
at
coming
up
with
it,
but
you
know
we're
going
to
push
them
to
get
us
the
new,
updated
figures
of
what
it
was,
because
when
we
got
these,
we
all
sat
there
in
the
meeting.
C
A
We
had
in
the
information
with
the
holidays
come
in,
and
everything
and
cynthia
alvarado
being
short
of
staff
in
her
office
was
there
anything
that
anyone
had
for
the
next
agenda
other
than
what
things
that
we
have
that
are
coming
up.
Nothing
was
mentioned.
I
just
wanted
to
make
sure
that
we
could
get
it
into
her
as
early
as
possible.
Commissioner
cohen.
B
We
had
talked
to
the
last
meeting
about
having
some
sort
of
protocol
for
when
private
groups
would
like
to
pick
a
project
to
do
private
funding
for
public
park
and
cynthia.
You
were
going
to
look
into
how
he
might
do
something
like
that.
I
think
we
need
to
bring
it
on
to
an
agenda
again
in
order
to
be
able
to
discuss
it.
D
Yeah,
I
am
actively
compiling
data
from
different
cities
so
that
I
can
bring
forward
to
you
and
we
can
have
a
robust
discussion.
It's
just
difficult
entering
the
holiday
season.
I
think
I've
gotten
responses
from
maybe
one
or
two
cities.
