Description
The City of Palm Springs Public Arts Commission meeting, held September 28th, 2022
A
A
A
B
C
D
A
Aye
all
right,
we'll
move
on
to
public
comments.
This
time
has
been
set
aside
for
members
of
the
public
to
address
the
public
Arts
Commission
on
the
items
of
general
interest,
specifically
subject
matter:
jurisdiction
of
the
commission
and
the
agenda
items
if
the
member
of
the
public
cannot
be
present
later
in
the
meeting
at
which
the
time
the
item
is
heard
by
the
commission.
Additionally,
members
of
the
public
May
address
the
commission
on
each
item
listed
on
the
posted
agenda
at
the
time.
Each
item
is
heard.
A
B
We
have
a
guest
in
the
audience,
Mr
Roddy.
Would
you
like
to
make
a
public
comment?
Okay,
we
have
no
public
comments.
Mr
chair
all.
A
A
After
our
last
meeting,
working
them
into
designs
and
being
very
flexible
with
that
and
I'm
going
to
do,
I
would
like
us
to
do
sort
of
a
process
of
elimination
for
selection,
but
keep
in
mind
that
we,
when
we
look
at
a
particular
design
and
ultimately
choose
our
design
that
we
want
to
use.
We
can
make
slight
adjustments
to
cat's
design,
for
example
in
the
ones
that
I
think
they
all
do.
A
They,
the
rainbow
flag,
appears
and
the
colors
that
represent
on
the
images
that
Jay
has
sent
you
traditional
Armstrong
has
suggested
that
we
do
use
an
updated
version
of
the
flag,
and
that
is
a
very
easy
thing
for
cat
to
do
and
we
can
once
we
select
or
design.
We
will
do
that
and,
for
example,
on
this
design,
the
three
designs
that
that
Jay
has
put
up
on
the
screen.
Currently.
A
If,
for
example,
we
like
one
of
these
three,
but
we
don't
want
to
have
the
PS
I
love
you
that's
the
very
easy
thing
for
cat
to
do
so.
Just
keep
this
in
mind
as
we
go
through
our
selection
process,
so
we
basically
have
six
different
designs
or
variations
of
designs
to
select
from
so
yeah
dude.
If
you
just
back
up
J
to
this
one,
okay,
this
is
one
commissioner
favo.
A
Thank
you
for
your
comments
on
having
a
design
with
no
people
in
it,
but
I
feel
that
Council
Direction
wanted
these
elements,
but
they
also
wanted
to
see
activity
and
people
interacting
with
each
other,
which
is
what
this
town
is
about.
People
come
here
to
enjoy
friends
and
family
and
hang
out
sort
of
poolside
and
all
of
this
enjoyment.
So
unless
there's
any
objection
other
than
from
a
commissioner
tevo
I
would
like
to
drop
this
one
from
our
elimination.
B
A
D
I
just
want
to
go
on
the
record
and
say
that
originally,
when
Shonda
was
suggesting
an
idea
like
this,
I
was
a
little
perplexed,
but
when
I
saw
it
I
liked
it,
but
I
think
there
are
other
ones
that
are
stronger,
but
I
do
want
to
go.
That
I
do
like
this
one
yeah.
A
You
know
I
think
just
as
a
visual
but
from
Council
opinions.
The
people
interacting
I,
think
is
an
important
element
that
we
need
to
pursue.
So
let's
drop
that
one
from
the
options
which
was
number
one,
then
in
the
next
version.
These
are
two
variations
of
sort
of
the
same
thing.
Number
two
is
small,
Maryland
head
and
number
three
is
larger.
A
Maryland
head
I
happen
to
like
both
of
these
one
point
that
I
have
was
the
larger
head
I,
just
don't
like
the
way,
the
top
of
the
head
intersects
with
the
people
walking
their
dog
in
the
house.
So
of
these
two
of
my
preferences
for
the
smaller
head,
so
developed
Commissioners
number
one
like
either
of
these
and
or
have
a
preference
for
big
head
small
head.
D
D
C
So
I
like
the
layout
and
the
depictions
in
these
two
but
I,
prefer
the
woman
looking
straight
at
us.
That's
in
the
other
three
that
we
haven't
gotten
to
yet.
Okay,.
A
D
A
Yeah
and
these
as
I
mentioned,
but
these
are
minor
changes
that
cat
most
certainly
can
and
will
do
in
the
interpretation,
yeah
and
yeah
I
happen
to
like
the
combination
here,
because
we
have
the
sun.
We
have
beautiful
sky
with
the
mid-century
modern.
We
have
the
old,
downtown
people.
We've
got
lots
of
people
interacting
a
little
bit
of
green,
so
shall
we
keep
the
Big
Head
Maryland
and
the
consideration
of
drop
the
second
one
that
sounds
good,
Google,
all
right,
all
right,
so
number
three
is
still
in
all
right
and
then
Jay
the
other
slide.
A
A
D
D
I
would
ask
that
she
flipped
the
gradation
of
the
sky
as
she
did
in
the
other
one
where
it
was
darker
than
went
up.
White
I
think
it
was
stronger
and
held
the
design
better
I.
Personally,
like
the
PS
I
love,
you
I,
don't
think
we
need
the
reflection
in
our
sunglasses,
because
that's
not
really
even
a
reflection
if
it
was
a
reflection,
reverse.
A
C
I
was
leaning
towards
the
blonde
because
it
was
Marilyn
esque
without
being
Marilyn,
and
my
other
thought
on
this
and
I
guess
the
other
ones
too,
is
while
I
I
appreciate
that
she
added
the
tram
since
the
tram
doesn't
actually
go
over
the
city.
It
felt
like
a
little
inaccurate
and
I
know
that's
silly
to
say
in
this
in
this
depiction,
but
I
kind
of
thought
yeah.
Maybe
maybe
we
don't
need
the
Trap
after
all,.
A
Pardon
me
for
Interruption,
but
I
actually
love
the
tram
just
because
it's
abstracted
and
it's
like
what
is
it
doing
in
the
middle
of
the
sky.
But
there
are
certain
angles:
if
you
were
halfway
up
the
Mountain
hiking
and
looked
at
the
tram,
you
might
see
a
variation
of
this
so
I
like
the
creative
license
and
the
abstract,
but
certainly
downtown.
We
don't
have
a
mid-century
modern
house
beside
the
park
beside
the
yeah
yeah
I.
A
F
I'm
still
not
impressed
with
it,
so
I
mean
out
of
yeah.
It's
yeah.
B
D
B
I,
don't
I,
don't
okay.
D
What
I
like
about
the
Maryland
is
it
has
the
the
graphic
design,
has
a
distinctive
collaged
feel
to
it,
and
I
I
find
that
engaging
particularly
if
it
she
will
be
five
feet
tall
when
you're
standing
next
to
it.
So
I
think
a
lot
of
the
the
imagery
we're
looking
at
will
feel
a
lot
different
when
it's
scaled
up.
Oh
most,.
A
D
Well,
I
I,
like
the
blue,
haired
woman,
I
I'm,
both
of
them
I,
don't
think
we
need
the
reflection
of
Palm
Springs
and
the
glasses
personally
I
think
it
reads
appropriate
and
they
both
have
what
I
think
for
Palm
Springs
is
a
nice
pop
culture
feel
it
should
feel
like
pop
art,
which
I
think
this
does
all
right.
C
A
F
I
would
choose
the
smaller
of
the
two
marylands,
but
I
mean
I.
Don't
understand
this
direction
because
we
had
such
adversity
to
the
Maryland
statue
in
the
middle
of
the
city
and
now
we're
putting
her
in
this
art.
So
yeah.
A
F
A
F
E
A
F
Unfortunately,
the
way
they
are
I
rather
have
the
blue
haired
lady
instead
of
the
blonde
lady.
In
the
blonde
background
like
where
this
so-called
Maryland
is
I
rather
have
a
different
woman.
There
I,
like
the
other
background,
with
the
pool
and
the
people,
and
all
that
and
the
blue
haired
lady.
So
if
if
there
was
a
perfect
world,
that's
what
I
would
do,
but.
A
F
Russell
I
get
it,
but
this
is
something
that's
going
to
reflect
on
the
commission
and
the
city,
and
we
won't
get
as
many
images
and
wonderfulness
in
here
and
I'm,
giving
you
my
opinion
and
if
you
don't
like
it,
you
don't
like
it,
but
I'm.
Just
telling
you
what
I
like,
because
this
is
going
to
reflect
the
city
I
live
in.
Yes,.
A
D
You
know
you
can
see
that
she
has
this
as
a
computer
template,
so
she
should
be
able
to
work
easy.
So
if
I
I
would
actually
support
what
Sean
does
suggesting
and
move
the
blue
haired
woman
into
the
blonde
hair
layout.
D
I,
don't
think
it's
necessary
personally.
I
think
it
just
adds
a
little
bit
of
clutter,
but
and
and
it's
really
not
a
reflection-
if
it's
a
reflection
of
being
reversed
right.
A
But
commissioner
Newkirk,
do
you
have
any
thoughts
on
this
overall
image
and
or
the
specifically
the
Palm
Springs
and
the
sunglasses.
C
C
I
also
would
prefer
the
the
blue-haired
woman
in
the
spot
of
the
blonde
yeah
quote:
unquote
Maryland.
The
only
other
thing
is
that
I'm
noticing
that
the
the
car
sculpture,
maybe
just
needs
to
be
lowered
a
little
bit
or
adjusted
on
the
horizon
there,
but
she's,
probably
aware
of
that
yeah.
A
And
yeah
these
minor
things
like
that
from
just
the
mock-up
to
the
final
thing,
all
of
the
visuals
will
line
up
the
hair
won't
be
covering
over
the
dog's
front
right
leg.
The
point
of
it
won't
be
at
the
house.
All
of
the
same.
Those
intersection
lines
will
be
cleaned
up,
yeah,
so
I'm
sort
of
leading
with
an
agreement
with
you
that
I,
like
the
Palm
Springs
and
the
glasses
before
that
Instagram
sort
of
social
media
photo
op
thing,
because
somebody
could
do
their
selfie.
It's
like
oh
yeah,
I'm
in
Palm.
D
A
E
A
F
I'd
have
to
support
Matthew
on
that
I,
don't
like
the
car
and
since
the
exhibit
is
going
to
be
gone,
I
think
it
has
alternative
purposes
in
the
middle
and
I.
Don't
like
it.
F
B
A
B
I
I
don't
but
I
know
it's
more
than
one
year
it's
either
two
or
three
years.
Yeah.
B
B
Don't
know
yes,
please
Theresa,
okay,
oh
thank
you!
So
much
I
I,
just
like
you've,
really
touched
upon
them
all,
but
since
I
I
was
here
and
I
had
a
little
feedback,
the
comments
that
I
received
were
one
the
flag.
You
know
if
we
are
gonna
I,
guess
it
changes
with
some
frequency.
B
So
if
we
want
to
have
that
in
there
to
have
it
be
updated,
so
you
already
addressed
that
or
the
other
thought
was
the
I
think
that
on
one
of
the
other
ones
there
was
a
different
flag
that
looked
like
it
was
a
film
festival,
flag
or
something.
Oh.
B
No
and
I
I
understand
they
use
it
for
a
couple
of
different
things,
but
that
feedback
there
at
least
it's
an
updated
flag.
I
think
that
that
would
resolve
any
potential
issues
there
and
then
the
car
was
another
one
that
was
brought
up,
that
you
know
it
is
not
going
to
be
there
forever
and
it's
a
temporary
exhibit
and
a
lot
of
people
may
not
know
the
reference
all.
B
A
B
And
and
I
appreciate
all
of
you
having
this
debate
so
I
and
you
just
hit
on
all
of
the
elements
and
thank
you
for
your
work
with
the
artist
on
this.
Oh
our.
E
I
also
have
a
comment
regarding
and
thank
you
Teresa
for
bringing
it
up,
because
it's
something
that
I
would
it's
bothered
me
and
I've
been
sitting
on
it.
It's
the
gay
flag.
E
We
are
a
city
of
many
communities
and
citing
just
one
Community,
without
also
citing
that
we
live
on
a
reservation,
we're
not
including
that
Community
we're
not
including
the
black
community,
so
that
that's
a
concern
of
mine
and
I
hate
to
say
that,
but
it
is
I,
don't
think
their
gift.
Like
should
be
there.
We
have
two
men
walking
a
dog,
that's
a
subtle
reference.
F
B
F
I
definitely
have
to
back
you
up
on
that
Matthew.
That's
a
really
good
point:
I
thought
that
adding
more
colors
to
the
flag
includes
everybody,
but
from
what
you're
saying
that,
does
it
yeah,
that's,
not
inclusive
enough?
Is
there
a
Palm
Springs?
F
Is
there
the
city
flag
or
something
that
represents
like
the
city
emblem
or
something
that
we
could
put
on
there?
Instead,
you
know
to
give
the
downtown
government
props
I,
don't
know
well,
but.
A
F
No,
no
I
meant
like
downtown,
like
like
our
city
flag,
like
the
city
and
that's
what
I
meant
like
the
like:
that's
what
I'm
Not
Like
a
downtown
flag,
I
meant
like
the
city
like
what's
on
all
the
letterhead?
What's
on,
you
know
like
that
flag.
D
E
A
A
A
A
Chair,
okay,
then
I
would
like
to
make
a
motion
that
we
are
accepting
proposal
number
three
identified
currently
as
the
blonde
with
his
sunglasses,
but
with
the
Amendments.
It's
going
to
be
the
blue-haired
lady,
with
the
sunglasses,
no
car
and
no
flag
better
skin
tone.
Tans
and
all
of
the
other
colors
will
pop
when
this
becomes
a
complete
painted.
Mural
do
I
have
a
second
for
that
motion.
Second,
all
in
favor.
B
A
Yeah
so
The
Next,
Step
cat
would
make
the
tweaks
probably
tomorrow
and
I
can
probably
send
it
to
Jay
because
it
will
come
into
all
of
us
just
to
see
it
because
it
will
identify
exactly
what
we've
talked
about
in
this
question
just
voted
on,
and
then
it
goes
to
the
accusure
arena.
People
and
Pete
Salcido
who's.
The
project
manager.
A
Of
course,
which
we
all
have
valued
opinions
and
that's
a
very
good
thing,
so
all
right
so
being
with
that
was
our
only
agenda
item.
Then
I
would
like
to
move
that.
We
adjourn
to
the
special
meeting
of
the
public
Arts
commission
to
the
regular
meeting
on
October
19th
2022
at
5,
30
PM
via
teleconference,
so
I
have
a
second
second,
okay,
all
in
favor
hi,
great
job
people.
Thank
you
so
much
job.
