community
advisory
committee
on
which
I
believe
we've
got
some
members

online

participated

that.

did
some
virtual
walk
audits,
where
we
were
able
to
look
at
maps
and
go
through
each
district
and
and
specify
some
pedestrian
improvements.

for
far
as
the
community
outreach
events
because
of
covid,
we
did
what
we
call
a
grassroots
engagement
in
which
we
had
postcards
that
were
distributed
through
community
organizations
such
as
the
find
food
bank.
Complementary
to
those
three
outreach
activities.

also
had
an
online
commenting
tool
and
an
online
project
survey,
so
that
is
sort
of
our
comprehensive
outreach
for
this
project.

at
a
you
know
in
addition
to
public
involvement,
the
the
other
key
factor
in
developing
the
recommendations
really
looking
at
these,
these
items,
demographic
destinations,
safety,
land
use
and
disadvantaged
communities.
We
looked
at
population
information,
including
age,
race
and
income
travel
information
such
as
commute
time
commute
mode
destinations
such
as
schools
and
parks,
and
collected
data
on
the
location
of
pedestrian
collisions
next
slide.

We
show
this
information
by
districts.
The
dots
are
collision
locations,
pedestrian
collision
locations,
green
are
the
key
destinations
that
are
going
to
connect,
and
so
we
looked
at
this
information
and
plotted
it
out
and
we
have
a
big
database
showing
all
this
information.
So
we
have
this
for
districts,
district,
1,
2,
3
and
then
next
slide.
We

I
think
you
apply
for
the
intro
okay,
so
I'm
going
to
talk
a
little
bit
about
the
recommendations
that
we
have
proposed
for
this
plan.

So
like
this,
so
some
of
the
proposed
treatments
that
we
have
proposed
in
this
plan
is
known
as
curve
extensions,
also
known
as
bow
belts,
so
curb
extensions
help,
extend
the
curb,
extend
the
sidewalk
out
further
onto
the
street
so
then,
like
it
shrinks
the
crossing
distance
from
pedestrians,
and
that,
and
also
I
put
the
pedestrians
a
little
bit
closer
to
the
to
the
travel
link.
So
people
can
see
them
a
little
bit
better.

Another
treatment
that
we
propose
is
known
as
a
leading
pedestrian
interval,
so
the
leading
pedestrian
interval.
It
gives
the
pedestrians
a
few
seconds
of
a
few
seconds
of
time
to
start
walking
on
the
street
first
before
this
traffic
signal
actually
turns
red.

So
before
this
traffic
signal
actually
turns
green,
so
that
way,
like
the
pedestrians
will
already
be
out
on
the
street.
So
then,
like
when
the
motor
is
particular
those
that
are
making
the
right
turn
on
red,
they
will
be
able
to
see
the
pedestrians
before
before
they
make
the
turn,
and
so
that
will
improve
the
visibility
of
the
pedestrians
crossing
the
street.

Another
treatment
that
we
recommended
is
known
as
the
rectangular
rapid,
flashing
beacon.
Some
of
these
are
pretty
I'm
sure
some
of
you
might
be
familiar
with
it
and
we
have
heard
it
from
the
walk
audits
before
these
are
those
blinking
lights
at
the
signs,
as
shown
in
the
picture,
and
so
basically
how
it
works
is
when
a
pedestrian
is
crossing,
they
will
push
a
button
and
then
like
they
will.

I
hope
many
of
you
were
familiar
because
I
think
there
are
stuff
there
are
a
lot
in
the
city
and
what
it
does
is
it
provides
like
a
right
away
for
the
pedestrians.
So
then
motorists
will
be
able
to
know
that
that
is
the
space
for
petitions
and
hopefully
they
don't
cross
over
it,
and
it
also
draws
more
attention
to
petitions
at
state
cross.

for
this
project,
the
plan
recommended
a
total
of
37
projects.
The
projects
are
divided
by
district
district.
1
have
four
projects.
District
2
has
seven
projects.
District
3,
which
includes
the
downtown
area,
have
15
projects.
District
4

have
four
projects
next
slide,
so
this
map
shows
how
all
the
projects
where
all
the
projects
are
located
in
the
city
and
it
is
separated
by
district
to
give
representation
for
all
the
districts
that
are
in
the
city
next
slide.

identifying
the
projects,
the
projects
are
then
prioritized,
so
the
prioritization
criteria
included
the
five
project
themes
which
we
had
discussed
earlier,
which
is
mobility,
linkages
sustainability,
economy
and
city
identity,
and
we,
in
addition
to
the
five
project
themes,
we
also
included
public
input.
We,
as
leslie
had
described
earlier.

actually
had
a
pretty
robust
comment:
community
engagement
period,
where
we
got
to
heard
from
a
lot
of
community
members
about
what
their
priorities
are,
what
their
concerns
are
and
so
that
all
contributed
into
which
projects
were
prioritized
the
highest
on
the
list
of
37
projects.

we

kenyan
way

museum

that's
followed

road

road
between
between
the
normal
road
and

road,
and
then
it
goes
down

think,
like
one
of
the
least
surprising
thing
about
all
of
this
pedestrian
of
these
prioritized
projects
is
the
fact
that
I
it's
like
a
lot
of
it
does
reflect
the
concerns
that
people
have
have
addressed.

think
like
when
we
first
started
working
on
this
project.
You
have
a
gut
feeling
of
like.

are
the
projects
that
you
want
to
improve
or
like
what
community
members
are
really
passionate
about,
and
using
a
data
driven
approach
we
actually
were
did
manage
to
show
that,
indeed,
the
the
feelings
that
we,
the
gut
feelings
that
we
had
were
actually
pretty
bright
spot
on,
for
example,
with
ramon
world
and
sunrise
way.

This
one
is
racket
club
road.
This
is
a
roadway
reconfiguration
which
is
narrowing
the
roadway
from
a
four-lane
roadway
to
a
three-lane
roadway,
so
there'd
only
be
one
through
lane
in
each
direction,
plus
a
two-way
left
turn
lane.
This
helps
maintain
existing
on-street
parking,
provides
wide
bike
lanes,
helps
lower
traffic
speeds
and
provides
a
better,
safer
environment
for
both
pedestrians
and
bicyclists.

And
this
is
a
cross

road
reconfigurations,
as
you
can
see
like
I
said
before
this,
just
the
two
travel
lanes,
and
then
you
have
plenty
of
space
for
seven
foot,
bike
lanes,
maint
and
maintenance

the
yantri
parking
next
slide.

This
is
a
such
a
school
crossing.
The
top
photo
is
the
existing
crossing,
but
the
beacons
are
just
these
slow
kind
of
dim
beacons
that
are
activated
by
push
buttons.
So
the
recommendation
here
is
to
provide
rapid
rectangular
flashing
beacons,
which
are
much
brighter
and
more
dynamic,
get
the
driver's
attention,
in
addition
to
providing
raised
medians
to
help
shorten
the
crossing
distance
and
lower
vehicle
turning
speeds
at
the
intersection
next
slide.

Ramon
road
at
farrell
drive:
this
is
an
existing
signalized
intersection,
pretty
big,
pretty
busy.

And
then
we
have
south
palm
canyon
drive
similar
to
racket
club.
It's
an
existing
four-lane
roadway
with
no
no
turn
lanes
next
slide
and
we're
proposing
to
narrow
it
down
to
three
lanes
two
through
lanes
and
one
turn
lane
maintain
on-street
parking
where
possible
and
provide
for
buffered
bike
lanes
in
both
directions,
all
right
next
slide
and
here's
a
cross-section
of
it.
So
we
have
two
foot
buffers:
six
foot,
bike
lanes
and
narrow
travel
lens
to
help
reduce
those
vehicle
speeds.

implementation,
we're
going
to
conclude
the
presentation
we're
talking
about
where
you
go
from
here:
we've
identified
funding
sources,
there's
going
to
be
large
amounts
of
grant
money
made
available
in
california,
two
organizations
in
the
next
year
or
two.
So
we've
identified
that
it's
in
the
report
all
the
sources.

only
other
comment
was
you
know
during
this
time
of
covid,
we
didn't
quite
get
to
have
the
access
to
safe
routes
to
school
study
where,
when
the
students
were
all
in
session
and
all
the
teachers
were
in
their
rooms-
and
so
we
kind
of
pivoted
a
little
bit
and
did
more
public
development
in
other
ways,
so
it's
possible
that
safe
routes
to
school
study
could
be
asked
for
and
funded
to
follow
up
to
do
just
a
specific
focus
on
schools,
and
the
other
thing
I
wanted
to
mention
is
that
francisco
was
a
big
part
of
this
project.

No,
actually,
I'm
very
happy
with
the
amount
of
you
know,
study
and
focus
that
went
into
identifying
these
hot
spots.
We
scout
through
traffic
comment
requests
which
we
received
a
lot
historical
data,
new
data
plus
that
of
that
nick
and
fighting
his
team
were
over
the
pool.
So
I
think
this
list
is
pretty
extensive
and
captures
most
of
the
typical
concerns
that
we
receive
as
a
city.

say
that
if
anyone

First,
I
believe
that
the
for
the
fact
sheet-
senator
raphael
and
mccarthy,
I
believe,
that's
the
location
of
the
proposed
navigation
center.
So
in
that
case,
that
work
can
potentially
be
coordinated
with
work
on
the
navigation
center,
and
perhaps
it
can
be
rolled
into
the
budget
for
the
navigation
center
leaving
funds
for
other
projects.
I
So
I
defer
that
to
the
powers
that
be
at
city
hall,
but
just
note
that
those
projects
can
be
coordinated
and
then
south
palm
canyon
has
a
bit
of
a
history
to
it,
because
that
was
supposed
to
be
a
bike
lane
when
we
did
bike
lanes,
probably
back
in
2016
on
my
street
on
mary
canyon,
and
it
was
proposed
also
to
close
the
loop
on
south
palm
canyon.
There
was
a
community
opposition,
so
that
did
not
go
through.
I
So
if
that
project
is
to
proceed,
which
I
would
certainly
recommend
that
it
would,
but
there
be
outreach
to
the
folks,
particularly
in
the
andreas
and
reyes
hills,
who
expressed
some
opposition
at
least
to
the
bike
lanes
to
sort
of
get
really,
you
know
resolve
any
concerns
they
might
have.
So
those
are
my
two
comments
based
on
projects
that
are
occurring
or
were
previously
considered.

quickly,
tracy,
when
you
distribute
stuff,
I
tried
to
find
that
link
that
he
showed
at
the
end
of
his
presentation
and
could
not
get
it
working
correctly.
So
because
I
would
like
to
be
able
to

some
comments.

comment.
I
was
contacted
by
planning
staff
from
the
agua
caliente
band
of
koya
indians.
They
read
the
draft
report.
They
had
a
couple
of
corrections
that
they
have
requested.

these
corrections
do
not
impact
the
recommendations,
the
data
and
they
are
just
really
rather
minor
in
nature.
However,
we
have
forwarded
those
on
to
our
consultants
and
will
request
that
they
make
those
corrections
and
just
wanted
to
note
that,
for
the
record.

a

for
francisco
and
that
is:
is
there
any
funding
that
you're
actively
looking
at
right
now
for
any
of
these
projects.

moment,
not
any
funding,
so
we're
more
focused
on
seeing
what

be
recommended
and
looking
at
the
countermeasures
that
we
could
apply
and
go
from
there

think
we
did
secure
funding
on
one
location
and
they
could
probably
have
helped
me
out
with
this
one
as
a
brother
and
racket
club
for
installing
a
hawk
system
correct
so.

projects

quite
involved
as
well
as

member
of
the
advisory
committee,
and
I
participated
in
a
lot
of
the
virtual
audits

those
meetings
were
really
good.
There's
a
lot
of
input
from
residents
in
in
all
of
the
five
districts.

two
consultants
we
have
abby
and
associates
and
recreate
both
consultants
have
been
taking
the
time
to
contact
businesses
both
by
phone
and
by
zoom
and
then
last
week
the
week
of
of
december
13th
abby
associates
was
in
town
for
two
days
and
then
recreate
was
in
town
on
thursday,
and
then
they
were
back
again
this
week
yesterday
and
today
having
in-person
meetings.

One
significant
thing
that
came
up
was
the
lids
and
sleeves
on
hot
beverages.
There
has
been
some
pushback
from
businesses
and
it
is
based
on
a
safety
concern
with
burns.

So
we
did
refer
to
the
state's
plan,
which
is
ab1276,
which
goes
into
effect
june
1st
of
2022
and
have
forwarded
those
comments
to
the
city
attorney
to
request
a
follow
suit
to
the
state's
language
for
for
our
city's
ordinance,
so
that
lids
and
sleeves
can
be
provided
to
guests
without
being
requested
due
to
the
safety
concern.
So
everyone
seems
to
be
on
board
with
that.
So
that's
a
positive
thing.

Let's
see,
the
other
thing
is
creating
outreach
materials
for
businesses,
both
point-of-sale
signage,
so
that
it
takes
some
of
the
pressure
off
of
businesses
having
to
ask
all
of
the
customers,
so
we're
producing
some
signage
in-house
notifying
guests
that
you
do
need
to
ask
for
your
straws
and
your
napkins
and
your
accessory
items.
And
then
we
also
made
some
signage
talking
about
the
ban
of
the
sale
of
polystyrene
and
use
of
it
in
restaurants,
so
that
we
can
provide
those
types
of
materials
to
stores
such
as
smart
and
final.

So
all
of
the
materials
we've
produced
are
in
english
and
spanish
and,
like
I
said,
the
consultants
are
going
out
and
distributing
those
for
us
and
round.
Two
of
on-site
visits
has
been
scheduled
for
the
week
of
january
19th
through
21st,
which
I
believe
is
a
is
a
wednesday
wednesday
through
friday
scenario.

I
can
give
a
quick
update,
so
I've
missed
the
last
two
meetings.
A
couple
of
things.
I
have
been
rummaging
around
the
internet,
trying
to
look
at
what
other
cities
have
done,
what
their
policies
look
like.

So
we
can
use
some
of
that
insight
to
craft
our
own,
and
you
know
it's
very
likely
that
some
of
this
rummaging
has
already
been
done
because
I've
come
into
this
community
after
it's
been
ongoing
for
a
while,
but
at
least
from
my
perspective,
there
appears
to
be
a
wealth
of
resources
out
there
in
terms
of
policies
and
also
just
engagement
strategies.

I
came
across
the
international
dark
sky
association
website
and
they
just
have
so
many
tools
and
resources
and
programs
and
free
workshops
for
policy
writers
for
advocates
for
educators,
all
sorts
of
things,
so
that
at
least
was
a
relief
for
me
to
see.
So
we
don't
have
to
recreate
our
own
wheel
as
we
move
forward
with
this,
and
just
can
borrow
from
the
leader
in
dark
sky
movements
and
also
from
other
cities.

So
I've
been
focusing
on
policies
and
outreach
tools
from
tucson,
pima,
county
and
also
malibu
california,
and
they
both
took
different
approaches.
I
think
where
we
left
off
is
that,
rather
than
trying
to
update
our
outdoor
lighting
code
before
jim
left,
we
had
reasoned
those
before
me
had
reasoned
that
it
would
be
better
to
instead
focus
now
on
updating
the
landscaping
codes.

And
both
those
cities
that
I've
been
looking
at
have
taken
different
approaches,
one
with
the
zoning
codes,
one
with
the
the
building
codes
and
the
city
of
malibu.
Actually
speaking
of
consultants
partnered
with
the
dark
sky
association
who
came
in
with
a
team
of
advisors
and
just
basically
came
in,
and
it
looks
like
help
them
craft,
the
the
perfect
policy
that
was
going
to
work
in
the
given
circumstances
there,
so
I
think
that
might
be
something
that
we
could
consider
as
well.

I
I
have
this
in
my
court
right
now.
I
don't
really
know
what
to
do
in
terms
of
next
steps,
I'm
in
my
screen,
I'm
right
between
tracy
and
roy,
and
so
I
look
to
you
too
in
terms

where

take

in
terms
of
the
policy
side
of
things,
I'm
not
sure,

our
recommendations
after
they're,
further
refined

exemption
under

program
may
have

state

resources

approved

a
lot
of

developing
training
programs
on
the
energy

proposed
decision
from
the
cpuc
administrative
law
judge
is
palm
springs,
will
literally
have
the
worst
situation
in
the
entire
state
because
we
have

highest
solar
requirements

proposal

edison
gets

charge
eight
dollars
a
kilowatt
for
your
solar
system.
So
there's
a
lot
of
concerns
that
I've
relayed
to
the
reach
code.
Team

cost
effectiveness
of
solar
and
hopefully
we'll
get
some
information
and
also
hopefully
the
cpuc-
will
modify
the
decision.

But
that's

big
question
mark
that
I'm
following
and
that'll
also
be
part

role

in
light

my
new

of

cost

time
intensive
at

progress

garden

use

down.

compared

month
in
2013
baseline
year
and
12.5
percent
below
2013,
a
baseline
of
the
last

water
use
was
down
7.7
percent

halfway

the
voluntary
conservation
goal
set
by
governor
newsom
of
15.

More
rain
is
predicted
over
the
next
week,
so
that
should
reduce
water
consumption
but
rain,

not
we're
still
in
the
drought
and

that's
a
message
that
we
need
to
look
at,
and
it's
in
my
comments
on
the
rebate
program,
but
I'd
like
to
see
coordination
with
ewa
so
that
we
work
together
on
their
rebate
programs,
because
that's
a
good
way
for
the
city
to
work
closely
with
twa.
But
that's
a
comment
on
the
rebate
program.
Next
is
dwa
will
resume
disconnection
for
non-payments,
beginning
january
1..
I
They
continue
to
offer
extended
payment
plans
of
up
to
48
months
customers
to
avoid
disconnection
of
service
for
non-payment,
but
that
is
through
february
28th
of
the
next
year
and
then
beginning
of
march
1
2022.
The
uwa
will
offer
a
12-month
payment
plan
terms.
There
are
some
funds
that
are
going
to
be
made
available
through
the
american
rescue
plan
act
that
will
be
credited
to
a
delinquent
account,
so
dwa
hopes
to
have
those
funds
within
the
next
few
weeks
and
another
possible
funding
resource
that
they
discussed
was
additional
funding.

I
believe
from
the
governor's
drought
emergency
declaration
that
would
provide
additional
funds
roughly
two
hundred
thousand
dollars,
but
that
has
to
be
spent
in
disadvantaged
communities.
So,
for
example,
that
could
be
for
turf
removal
in
in
some
of
our
communities,
such
as
around
the
james
o
jesse
center.
I
So
we'll
have
to
see
what
the
what
the
funding
criteria
are,
but
that
could
potentially
be
sent
spent
by
dwa
in
the
city
on
some
projects
of
all
of
that.
Hopefully,
we'll
have
more
information
in
the
next
month
or
so
on
that
grant
program.

next
item
is
wellness
and
commissioner
baker
is
not
here.
We
had
considered
having
an
item
on
the
agenda
relating
to
the
smoking
ordinance.
You'll
recall
that
at
our
meeting
in
in
november
we
did
talk
about
the
ordinance
and
there
were
a
couple
more
updates
that
needed
to
be
made.

was
to
update
the
ordinance
to
provide
20
percent
of
the
rooms
to
be
available
rooms
and
hotels
to
be
available
for
smoking
guests,
as
opposed
to
10,
which
we
had
in
our
ordinance
and
also
to
have
the
city
attorney
review
the
ordinance
and
ensure
us
that
the
already
permitted
smoking
lounges
would
not
have
to
comply
with
the
ordinance.
Those
things
have
been
done.
We
requested
that
the
ordinance
go
to
the
human
rights
commission.

believe
they
met
yesterday.

get
any
report
from

able

obtain
an
update
from
director
varada
and
the
human
rights
commission
did
review
it
last
evening.
Their
position
is
they
would
like
the

sustainability
commission
to
carry
it
forward

support

take
it
to
city
council.
They
did
want
to
bring
up
a
concern
of
a
possible
disproportionate
impact
on
lower
income
families
for
those
families
who
live
in
multi-family
dwellings,
so
just
something
to
consider

concern
that
they
voiced
last
night.

city
council's
priority

announce

kindly
agreed

down

couple

official
start
date

cvag

thursday,
but
I'll
be
sort
of
full
speed
ahead.
Beginning
on
january
3rd,
and
in
my
role
as
dc
program
manager,
I
will
continue
to
work
with
the
community
advisory
committee
and
the
palm
springs
working
group.
I
The
working
group
met
last
week
and
we
had
presentations
on
dc's
outreach
plan,
as
well
as
the
smart
thermostat
partnership
with
home
connect,
and
you
may
have
seen
some
social
media
posts
from
both
the
dc
and
the
city,
and
thank
you
tracy
for
doing
that.
I've
actually
already
signed
up
for
homeconnect.
They
sent
a
lot
of
emails,
but
we'll
see
how
that
works.
You
can
get
either
a
smart
thermostat
to
replace
an
existing
thermostat
or,
alternatively,
two
smart
plugs
and
twenty
five
dollars.
The
sign
up
process
is
actually
quite
simple.
I
You
put
in
your
sce
account
number
and
they
pretty
much
do
the
rest,
so
it
took
literally
five
minutes,
maybe
less
to
sign
up
for
that.
So
I
encourage
people
to
do
that
and
that
will
help
reduce
energy
use.
Some
good
news
at
the
dce
board
meeting
last
month
is
because
of
changes
in
mark
conditions,
as
well
as
the
se
rates
the
rate
premium.
The
dc
charges
for
the
carbon
free
product
will
remain
unchanged
for
the
moment,
but
changes
in
the
se
rates
will
result.
I
Unfortunately,
in
higher
customer
energy
bills
in
2022
for
everybody,
so
the
premium
won't
go
up,
but
the
total
amount
that
you're
paying
will
go
up,
but
that
just
makes
it
more
important
for
the
home
connect
and
other
energy
efficiency
programs
and
another
reason
to
work
on
the
rebate
program
to
help
you
reduce
their
energy
bills.

There
is
an
rfp
for
consultant
help
design,
distributed
energy
resources
program
very
wonky,
I'll
spare
you
the
details,
but
that
will
also
help
reduce
energy,
mostly
for
commercial
businesses.
I
will
be
helping
to
review
the
submissions
and
there
will
be
a
new
renewable
energy
and
storage
procurement
program
that
was
ordered
by
the
cpuc
and
the
rfo.

request
for
offers
will
go
out
next
month
and
I'll
be
working
on
that
likely
to
be
more
solar
and
wind
projects
and
then
finally,
I'm
working
with
katie
barros
to
respond
to
some
questions
that
will
refer
to
chair
clark
as
well
as
commissioner
barrett
in
this
one
ps
capacity
and
my
dc
duty
school
can
include
responding
to
customer
inquiries
about
net
energy
metering.
So
a
lot
going
on
on
dce

I
will
be
very
much
in
the
middle
of

provision
in
the
public
integrity
ordinance.

council
approved
that
one
second
reading
at
its
november
18th
meeting
and

went

effect

afterwards,

these
measures
do
apply
to
members
of
warrants
and
commissions
and
it'd
be
nice.

that
would

request

conversion
at

on

rafael
at

annual

picnic

sustainability
has
traditionally

booth,

plan

booth
there
this
year,
where
there
will
be
a
lot
of
information
specifically

rollout

also
one
thing
that
we
had
planned
for
the
the
2020
picnic
was
to
do
more
education
and
on-site
training
on
what
to
do
with
your
trash
and
what
to
do
with
your
recycling
and
since
since
then,
we've
made
quite
a
bit
of
progress
with
our
downtown
containers
with
stickers
and
signs
and
so
forth,
but
we
would
like
to-
and
we
can
do
this
through
the
waste
reduction
subcommittee.

do
some
improve
our
education
efforts
at
the
picnic
and
perhaps
even
have
people
roving
around
to
help
people
put
their
waste
in

proper
container,
their
waste

recycling,

one
thing
that

coordinates
will
will
be
in
place
at
that
time.

we
won't
have
to
worry
about
the
food
vendors
using
styrofoam.
