demolition

building
1957

Howard
Lapham,
and
we
have
not
had
a
chance
to
investigate
whether
or
not
that
building
meet
potential
criteria
for
class
1
designation.
But
we
are
aware
mr.
Lapham
and
I'll
stand
up
the
banquet
coming
up
on
50
years
of
age,
so
we
believe
that
further
investigation
of
wanted
before
demolition
foods
which
have
fitted
for
the
clapping.

the

project
was
approved
by
the
planning

This
is
the
poster
child
of
the
reason
I'm
running
for
City
Council
and

one

The
750
lofts
project
is
located
in
between
Palm
Canyon
and
Indian
Canyon
across
from
trio
at
the
old
Bank
of
America
building,
and
it
was
approved
by
the
City
Council.
The
City
Council
went
against
core
recommendations
from
the
Planning
Commission
and
the
Historic
Site
Preservation
Board.

result
of
that
is
that
the
project
was
supposed
to
be
two
storeys.
It
went
up
to
50
feet.
The
mass
of
the
building
was
supposed
to
be
a
floor
area
ratio
where
the
building
coverage
was
supposed
to
be
at
35%.
It
went
up
to
a
hundred
and
thirty
percent,
so
you
have
extraordinary
mass
you've,
got
it
right
on
the
corner
of
the
movie
colony
district
and
they
put
an
event
center
up
on
the
top
open
era
event
center,
where
you're
going
to
have
music
floating
out
across
multi-million
dollar
homes
in
the
movie
colony.

the
other
thing
is
that
there
were
drastic
reductions
in
parking.
You've
got
valet
parking
going
out
into
the
residential
district
because
there's
no
receiving
lot.
My
problem
with
this
is
it
looked
like
at
the
last
city
council
meeting.
This
went
to
litigation
and
the
Superior
Court
returned
this
when
they
did
so,
there
is
going
to
be
major
changes
in
the
event
center
and
the
parking
which
is
going
to
open
this
up
for
review.

what
came
up
with
the
City
Council
is
whether
they
intend
to
return
this
to
the
HSP
B
and
to
the
Planning
Commission
for
de
novo
review,
and
they
should
and
I'm
going
to
ask
that
you
review
chapter
8
of
your
powers
and
jurisdiction,
because
if
this
is
a
de
novo
review,
you've
got
powers
under
Chapter
8
from
demolition
of
an
historic
building,
to
open
this
up
again
and
request
that
it
that
it
be
opened
up
again.

other
concern
is
what
really
was
devastating
is
not
the
preservation
of
the
building
itself.

the

report.
The
first
and
most
significant
item
was
the
the
report
by
the
John
Ashe
group,
completed
in
2004,
which
provides
a
comprehensive
historic
resource
study
of
the
property.

In
addition

that
report,
there's
also
material
that
was
provided
to
you
by
staff
from
past
HSP

meetings,
at
which
time
the
board
had
requested
further
analysis
and
an
update
by
staff
of
the
current
conditions.
So
you
do
have
both
the
report

2004,
as
well
as
an
update
from
staff
that
was
I
believe
dated
in
2013
on
page.
Three
of
your
staff
report
is
a
chronology
basically
from
2004
forward
of
the
various
actions
that
the
city
has
taken
on
this
particular
project.
The
last
time
this
was
before
you
was
in
2014.

that
time,
the
board
had
asked
for
additional
information
and
for
the
staff
to
schedule
field
visits
of
the
site
to
further
inform
the
board
when
staff
did
communicate
with
the
order.
At
that
time,
they
had
requested
that
the
board
not
proceed
with
designation
proceedings
because
they
were
working
on
at
that
time
redevelopment
of
the
site,
and
they
did
want
to
complete
that
redevelopment
effort
before
having
the
board
consider
further
possible
designation
of
it
at
that
time.

board
did
table
this
item
and
it
remained
tabled
until
you
discuss
this
at
your
work
plan,
the
meetings
earlier
in
2016.
So
this
item
was
one
which
you
put
on
your
work
plan

the

Albert
Frei,

a
local
architect
of
significance
who
who's
recognized
as
contributing
significantly
to
the
desert.
Modern,
aesthetic
of
architecture
that
Palm
Springs
has
become
well
known.

and

in
the
staff
report
the
various
criteria
that
we've
talked
about
with
the
criteria
related

associated
events.
It's
noted
that
the
Palm
Springs
racquet
club
was
a
pivotal
location
during
that
from
the
30s
through
its
period
of
significance
ending
in
1960s,
with
many
events
celebrating
tennis
tournaments
and
a
lot
of
general
gatherings
and
pageantry.
That
really
was
pivotal
in
putting
Palm
Springs
on
the
map,
so
to
speak
as
a
very
sophisticated
resort
destination.

it
associates
with
persons
of

The
primary
person
in
the
report
that
you'll
see
that's
been
associated
with
this
racquet
club
is
Charlie
Farrell,
Charlie
Farrell
and
his
co
actor
Ralph
Bellamy
started
the
racket
club
in
1934
you'll
note
in
the
staff
report
that
we've
identified
ralph
bellamy
as
being
associated
with
it,
but
not
a
person
necessarily
of
significance
because
he
did
sell
his
share
in
the
racket
club
shortly
after
its
initiation
and
beginnings
in
the
1930s.

the
report,
he
sold
his
portion
to
Trout
Charlie
Farrell
scuse
me
in
order
to
focus
his
time
and
efforts
on
his
acting
career.
The
other
person
of
significance
associated
with
the
racket
club,
that's
identified
in
your
staff
report,
is
Frank.
Bogert
Frank
had
worked
as
a
general
manager
for
the
racket
club
for
many
years,
and
it
was
through
much
of
his
photography
in
that
of
other
Hollywood
photographers
that
much
of
the
publicity
that
was
generated
nationwide
really
received
notable
attention
throughout
the
country.

As
noted
under
criterion,
three,
the
racket
club
is
really
a
signature
piece,
as
you
look
at
it
within
the
context
of
Palm
Springs
emergence
in
the
1930s
through
the
60s
as
a
very
significant
local
destination.
It
was
a
place
that
the
Hollywood
group
celebrities
and
many
East
Coast
socialites,
focused
on
and
came
out
here,
because
they
had
a
certain
limitation
in
their
contracts
that
they
needed
to
be
back
within
the
studios
to
be
available
for
shoots
within
a
two-hour
period.

Coincidentally,
Palm
Springs
was
just
close
enough
that
they
were
able
to
do
that,
so
it
really
became
a
place
where
they
were
able
to
come
out,
enjoy
a
respite
from
the
activities
of
the
movie
industry,
while
still
being
close
enough
to
get
back
to
the
studios
in
order
to
complete
their
work.
And,
lastly,
I
want
to
just
talk
briefly
about
the
conditions
and
what
you
see
at
the
Racquet
quote.
Today
we
did
reach
out
to
the
site
owner
prior
to
this
meeting.

The
buildings
that
are
identified
as
potentially
significant
in
understanding
the
racket
club
as
its
in
its
hole
is
the
clubhouse,
the
bamboo
lounge,
the
pro
shop
building
the
Bogert
room,
which
is
within
the
kitchen,
dining
room,
building
the
Farrell
residence,
eight
of
the
albert
frey
design,
cottages,
the
shift
residents,
the
tennis
court
and
the
swimming
pool.
Now,
as
you'll
see
in
the
report,
there
were
at
least,
I
believe,
ten
or
twelve
tennis
courts
that
were
the
ultimate
build-out
of
the
racquet
club.

The
current
owner,
who
did
begin
a
redevelopment
of
the
site
in
the
mid-2000s,
did
demolish
a
significant
number
of
the
buildings.
But,
as
you
will
see
in
the
2004
report,
those
that
were
demolished
were
primarily
ones
that
did
not
possess
historic
significance
to
the
understanding
of
the
property
and
that
list
of
the
buildings
that
have
been
removed
from
the
site
since
the
2000
survey
are
at
the
bottom
of

projects

the

the

enthusiastic

the

the

club

the

venue,

mentioned,
primarily
the
Farrell
residence,
the
Bogert

the
bamboo
room
and
so
on.

have

area

were
the
guest
cottages
and
they
really
do
represent
two
separate
types
of
space
at
the
Racquet
Club,
one,
which
is
the
center
of
social
activity
which
still
is
conveyed
within
that
grouping

buildings

swimming

then
that
representation
of
buildings,
which
were
the
private
cottages
which
are
more
sexually
secular
and
private.
So
you
really
are
seeing
with
the
buildings
that
still
survive
the
Ella,
the
elements
or
the
feeling
of
what
those
two
parts
of
the
racket
club
were
about.

sort

when

looking

as

site

parcels,
the
most
recent
historic
district
designations
that

board

been
condominiums
sand,
cliff
racket,
club
cottages,
West,
Royal
Hawaiian.
In
these
cases
you
have
individual
parcels,
individual
units
and
individual
APN
numbers
in
this
particular
case,
you're,
really
looking
at
one
site
that
is
primarily
its.
It
is
comprised
of
three
APN
numbers,
but
it's
primarily
a
single
site.

Club

then,
our

of
directors
kept
occasionally
writing
letters
to

adjacent
property
owner,
and
at
that
time
it
was
a

developer
who
owned
the
property
and
they
were
under
way
with
a
project
and
even
more
to
the
point
I'm
involved
in
preservation
activities.

Preservation
Foundation
that
year
had
proposed
to
do
had
its
conference
in
Palm,
Springs
I
think
it
was
in
2004
and
we
had
negotiated
a
contract
with
the
developer
in
LA
to
actually
use
the
bamboo
room
as
our
opening
night
reception
for
the
conference.
Well,
a
month
before
the
conference,
we
got
a
call
from
the
developer
saying
basically
the
project
went
under
and
they
couldn't
host
our
at
the
bamboo
room
because
basically
they
stopped
construction.
So
it's
now
been
13
years.

was
an
owner
and
then
I
came
back
three
years
ago,
and
it
is
this.
The
site
is
still
the
same
13
years
later,
so
it's
kind
of
fascinating
to
me.
I
mean
I
in
part,
as
have
to
consider
designation
of
the
site.
I,
clearly
support
class
1,
designation
of
the
site
and
I
think
that
I
really
would
like
to
with
with
staff
and
with
the
city
to
be
really
proactive
about
this
site.
Because
to
me
it's
one
of
the
most
significant
properties
in
in
Palm
Springs,
and
it
deserves
to
work
with
the
owner
to.

million
dollar

they
could
get
three
million
dollars
in

Howard
Lapham's
name
was
not
well
known.

the
desert
star
was
recently
designated
a
historic
site,

like

refresh

board's

audience's
memory
that
one
of
Palm
Springs
most
significant
mid-century
buildings
on
the
north
in
the
Uptown
Design
District.
It's
referred
to
as
the
Backstrom
Reid
building,
it's
a
part
of
the
Jake's
campus.
If
you're
familiar
with
it,
it's
a
two-story
building
with
degrees
away
across
the
front.

His
name
was
not
well
recognized
and
in
the
intervening
years
he
has
received
a
star
on
the
Walk
of
Stars
the
talk
which
Plaza
was
designated
as
a
class-one
historic
site.
It
underwent
a
full
restoration.
Another

captures
projects
is
consideration
for
class
1
designation.
That's
the
schema
clean
house,
so
I
can,
with
all
due
respect
and
I,
understand
that
the
staff
report
is
there
to
inform
us
that
there
was
no
display
of
any
significant
architectural
features
that
would
prohibit
demolition.
I
have
to
agree.
I
Think
that
Palm
Springs
is
a
hot
commodity.
I,
look
at
this
building
and
I
see
in
the
future
a
property
that
could
compare
to
the
break
the
center
gas
station,
a
very
great
gas
station.
It's
there,
it's
got
to
use
I,
don't
see
any
reason
why
this
building
can't
be
retained
and
in
and
out
for
her
can't
go
in
there
and
do
what
they
want
to
do
in
this
building.
They
would
have
an
architectural
structure
with
significant.

conference
on

incentives,

that

was

really
hard
to
find

in
ours
but

we

few

second
thing
I
want
to
bring
to

attention
is:
we
did
receive
an
application
from
the
racket
called
cottages,
West
homeowners
association,
for
modifications
to
remove
some
additional
trim
material
that
had
been
added,
I,
believe
sometime
in
the
1980s
to
the
fascias
of
the
buildings
at
rocketclub
cottages
West.

Those
of
you
that
were
here
when
that
historic
district
designation
went
through
may
remember
that
there
was
in
the
coding
design
of
these
buildings
that
was
a
standard
flat
I
believe
it's
an
8-inch
fascia
that
the
buildings
were
designed
with
and
when
the
adjacent
club
condos
were
developed.
There
was
an
additional
piece
of
trim
added
across
the
face
of
the
fascia
to
make
these
buildings
look
like
those
new
buildings
and
in
the
designating
documents
that
the
City
Council
approved.

One
of
the
recommendations
was
that
when
the
board
gets
an
opportunity
to
remove
that
trim
piece,
it
would
be,
and
they
were
encouraged
to
do
so
in
order
to
improve
the
integrity
of
that
particular
site.
So
the
good
news
is
that
we
have
received
the
application
in
requesting
removal
of
that
trim
piece
and
because
it
was
something
that
was
identified
in
the
designating
documents
for
its
district,
we're
going
to
process
that
at
staff
level
as
fast
as
we
can
so
they
can
get
moving
on.
